Information and Communication Technologies (ICTs) are part of recently development issues. In Colombia, increased efforts are made by government, although there are some private initiatives. However, in the rural landscape there are still large disparities in areas related to connectivity and use of ICT, emerging concerns about the effectiveness of these programs to promote rural development. It is important to analyze and discuss whether these initiatives have contributed or not to diminish the problems of rural areas, what challenges are facing and what can be learned from other successful experiences. In the geoscientific world this enterprise took place in the 1990's, with the implementation of evaluation processes in some national geological surveys (Australian Geological Survey Organization, Geological Survey of Canada, Council for Geoscience - South Africa, Geological Survey of Finland). Among the results of these evaluation/review processes it has been common to recommend the establishment or strengthening of Advisory Councils or Advisory Committees, made up of representatives from industry, academia and governmental agencies. The paper is an exploratory historical analysis, based on documentary research and literature review, which focuses on the formation of the bureaucratic apparatus in the area of economic infrastructure, analyzed from the perspective of the construction of the Brazilian State and its technical, administrative and political capacities. The work explores the links between successive institutional arrangements and the construction of state capabilities of a technical and political nature. The trajectory of the institutional arrangements is analyzed based on a periodization that considers the inflections in the recent trajectory of the structuring of State functions, correspondingly, the organization of the public administration, its legal frameworks and institutional arrangements in each period. The periodization distinguishes the following moments: the beginnings of developmentalism (1930-1945); the parallel administration and developmental initiatives (1946-1963); state enterprises and the developmental State (1964-1988); and the emergence of the regulatory State and the resurgence of state activism (1988-2016). In the end, the conclusion is that it is dominant during most of the period analyzed the persistence of a vector of construction of the State apparatus that dislocates the formation of the bureaucracy away from the central administration.
A Atenção Primária à Saúde (APS) ocupa lugar de destaque na agenda governamental. Os objetos do estudo são o sistema de saúde do Distrito Federal e as iniciativas para reorganização da APS, com objetivo de analisar o comportamento dos gastos em busca de elementos de continuidade e mudanças nessa política, no período de 2005 a 2014. Adotou-se a pesquisa documental com foco em dados do Sistema de Informações sobre Orçamentos Públicos. Partindo do neoinstitucionalismo histórico, os resultados apontam contradição entre o discurso em defesa da APS e a manutenção das elevadas despesas com assistência hospitalar, testemunhando a característica de path dependence. ; Primary Health Care (PHC) has a prominent position in the Brazilian governmental agenda. This study focuses on the health system in the Federal District and the initiatives to reorganize PHC, with the analysis of expenditure behavior in order to identify aspects of continuity and change during the period from 2005 to 2014. To achieve this purpose, documental research was carried out focusing on data from the Public Budget Information System. Drawing on historical neo-institutionalism, the results reveal contradiction between the discourse in defense of PHC and the maintenance of high level of expenditure with hospital services, thus confirming path dependence characteristic.
This article presents an analysis of the legal provisions that establish the Teaching Performance Assessment (ADD ) in the public primary education state networks in Brazil, obtained in a Master's Degree research, and the relation of this initiative to the teachers' remuneration. To do so, a survey of the legislation in force in the year 2015, both in the official sites of the departments of education, and by correspondence to these bodies. It was verified the existence of this initiative in 24 Brazilian states, but only in 14 the policy was effectively in force in 2015. The effects of the ADD on the teaching salary were then classified in career progression and bonus. The criteria for assessing teacher performance were ordered and analyzed according to their frequency in different states. The theoretical foundations that guided the analysis were some of the studies by Herbert Marcuse, on the logic of development of modern industrial society and its contradictions, and the analyzes developed by Robert Castel, about the latest changes in work relations and its precariousness in contemporary society. The text presents the national and international contexts in which the recommendations for the adoption of the ADD were consolidated, analyzes the legislation and concludes exposing limits and contradictions of the evaluation of the teaching performance for the valorization of the teaching profession and the social recognition of this activity, by stimulating individualism, adaptation, accountability, control over behavior and technological reasoning among these professionals. ; Este artigo apresenta uma análise dos dispositivos legais que instituem a Avaliação do Desempenho Docente (ADD) nas redes públicas estaduais de educação básica no Brasil, obtidos em uma pesquisa de mestrado, e a relação dessa iniciativa com a remuneração dos professores. Para tanto, procedeu-se um levantamento da legislação, em vigor no ano de 2015, tanto nos sítios oficiais das secretarias de educação, como por meio do envio de correspondência a esses órgãos. Constatou-se a existência dessa iniciativa em 24 estados brasileiros, porém apenas em 14 a política estava efetivamente em vigor em 2015. Os efeitos da ADD na remuneração docente foram então classificados em progressão na carreira e bonificação. Já os critérios para avaliar o desempenho docente foram ordenados e analisados segundo sua frequência nos diferentes Estados. As bases teóricas que orientaram as análises foram alguns dos estudos desenvolvidos por Herbert Marcuse, acerca da lógica de desenvolvimento da sociedade industrial moderna e suas contradições, e as análises desenvolvidas por Robert Castel, a respeito das transformações mais recentes nas relações de trabalho e a sua precarização na sociedade contemporânea. O texto apresenta os contextos nacional e internacional nos quais foram sedimentadas as recomendações para a adoção da ADD, analisa a legislação e finaliza expondo limites e contradições da avaliação do desempenho docente para a valorização do magistério e o reconhecimento social dessa atividade, ao estimular o individualismo, a adaptação, a responsabilização, o controle sobre o comportamento e o raciocínio tecnológico entre esses profissionais.
Tese de doutoramento em Democracia no séc. XXI, apresentada à Faculdade de Economia da Universidade de Coimbra ; Nas últimas décadas, houve um crescimento exponencial das iniciativas focadas na democracia participativa e deliberativa ao redor do mundo, com um predomínio de experiências locais. No entanto, ao longo do tempo, ficou claro que as experiências em pequena escala apresentam limitações em consubstanciar os novos ideais democráticos. Como tentativas de superar tais limites, é percebido o surgimento de processos supralocais, em contextos regionais e nacionais. Este salto de escala muitas vezes é promovido por instituições estatais e é acompanhado por uma tendência de institucionalização da participação. O objetivo central desta investigação foi analisar as potencialidades e limitações das formas participativas institucionalizadas em nível supralocal enquanto elemento capaz de democratizar a democracia. Para tanto, a investigação teve como objetos de estudo duas políticas públicas institucionalizadas em nível regional, uma no continente europeu e outra na América Latina. O caso do norte global refere-se à Política Toscana de Participação Social, na Itália. Já o caso do sul global trata das formas de participação no âmbito do orçamento do Rio Grande do Sul, no Brasil, as quais incorporam as iniciativas da Consulta Popular e do Sistema Estadual de Participação Popular e Cidadã. Em cerca de dois anos de pesquisa de caráter qualitativo, foram realizados trabalhos de campo que acompanharam a implementação dessas experiências e contaram com a realização de 47 entrevistas semiestruturadas. Os resultados da investigação podem ser divididos em duas categorias, uma com implicações teóricas e outra direcionada às peculiaridades dos processos empíricos. Do ponto de vista teórico, a investigação mostra como as vertentes "puras" da democracia participativa e da democracia deliberativa são inadequadas para compreender e analisar processos institucionalizados supralocais. Nenhuma das duas correntes conseguiu questionar de forma satisfatória os limites de escala definidos por autores que sustentam teoricamente o modelo representativo hegemônico. No que diz respeito à institucionalização, as vertentes puras foram erigidas a partir de uma concepção que trata o Estado e a sociedade civil como categorias distintas, com objetivos e lógicas próprias de funcionamento. No entanto, os processos institucionalizados têm levado ao questionamento das fronteiras entre tais polos e enfatizado a interpenetração entre formas estatais e não-estatais. Para dar conta de refletir sobre casos institucionalizados em larga escala, enfatiza-se o giro teórico identificado no início do século XXI e que trabalha a partir de perspectivas híbridas, que revitaliza conceitos criticados pelas abordagens puras e mescla elementos de ambas as vertentes. Dessa forma, enfatiza-se as abordagens híbridas dos sistemas deliberativos e dos públicos participativos. A primeira surge no norte global, e trabalha a ideia de deliberação possível em contraposição ao ideal deliberativo, retomando a aspiração de transformação ampla do sistema político. A perspectiva sistêmica transita da microescala para a macroescala, onde a ênfase recai na articulação entre instituições e na divisão do trabalho deliberativo. A segunda vertente híbrida abordada tem origem no sul global e percebe o Estado e a sociedade civil como entes não monolíticos, questionando as fronteiras fixas entre ambos. Tal vertente tende a perceber a institucionalização da participação como algo não pernicioso, ao mesmo tempo em que enfatiza objetivos como inclusão política e justiça social. Do ponto de vista empírico, esta investigação mostra que os casos do Rio Grande do Sul e da Toscana representam dois modelos distintos de promover o salto de escala. Nos casos estudados, o aumento de escala foi insuficiente para garantir uma maior influência das formas participativas e deliberativas na transformação ampla do sistema político. No que diz respeito à institucionalização, foi identificado que a formalização por meio de leis contribuiu para a perenidade das políticas, ampliando a resiliência às mudanças de governo. No entanto, a institucionalização formal não garantiu, por si só, a manutenção das iniciativas. Coalizões de defesa foram fundamentais para mobilizar politicamente as leis para que essas garantissem o sustento das experiências. Por fim, foi notado que perenidade e resiliência não significam influência no núcleo central de governo. Em Estados fragmentados e marcados por disputa entre projetos políticos, as iniciativas toscana e gaúcha foram institucionalizadas às margens do sistema político. Assim, apesar de institucionalizadas e relativamente perenes, as iniciativas supralocais estudadas estiveram longe de promover a participação como método de governo, sendo inaptas a estender o ímpeto democratizante para outras arenas no interior do aparato estatal. In the last decades, there has been an exponential growth of initiatives focused on participatory and deliberative democracy around the world, with a predominance of local experiences. However, over time, it has become clear that small-scale experiences have limitations in bringing forth the new democratic ideals. As attempts to overcome such limits, supralocal processes have emerged both in regional and national levels. The scaling-up is often promoted by state institutions and is accompanied by a trend toward the institutionalization of participation processes. This research aims at analysing the potentials and limits of the scaling-up and institutionalization of participatory and deliberative democracy as a tool for democratizing democracy. To this end, this dissertation focuses on the implementation of two public policies at the regional level, one in Europe and the other in Latin America. The global north case is the Tuscan Participation Policy, in Italy. The global south case deals with the social participation in the Rio Grande do Sul state budget, in Brazil, which incorporate the initiatives of the Popular Consultation and the System of Popular and Citizen Participation. I carried out two years of qualitative research and fieldwork on the implementation of these policies, involving 47 semi-structured interviews. The results can be divided in two dimensions, one with theoretical implications and the other related to the empirical processes. From a theoretical point of view, the research shows how the "pure" participatory and deliberative democracy theories are inadequate to analyse the supralocal institutionalized processes. Neither of the two approaches addresses satisfactorily the limits of scale defined by authors who theoretically support the representative hegemonic model. Referring to institutionalization, the "pure" approaches were built on a conception that treats the State and the Civil Society as independent categories, each one with its own objectives and working logics. However, institutionalized processes put into question these boundaries between State and the Civil Society. In order to better analyse the large-scale institutionalized cases, it is necessary to work with hybrid perspectives, which revitalizes concepts criticized by the "pure" participatory and deliberative approaches, merging elements of both lines. In this way, the hybrid approaches of the Deliberative Systems and of the Participatory Publics are emphasized. The first emerges in the global north and works with the idea of "good enough" deliberation and not with the deliberative ideals, revitalizing the aspiration for a broad transformation of the political system. The systemic perspective moves from the microscale to the macro-scale, where the emphasis is on the articulation between institutions and in the deliberative division of labour. The Participatory Publics perspective has its origins in the global south and perceives the state and civil society as non-monolithic entities, questioning the fixed boundaries between these categories. The Participatory Publics approach perceives the institutionalization of participation in a non-negative way, emphasizing goals such as political inclusion and social justice. From an empirical point of view, this research shows that the cases of Rio Grande do Sul and Tuscany represent two different models of promoting the scaling-up of participation and deliberation. In these cases, the increase of scale was insufficient to promote a broad transformation in the political system. In respect to institutionalization, it was identified that the formalization through laws increases the resilience to government changes, contributing to the maintenance of the policies. However, the institutionalization is necessary but not sufficient. Defense Coalitions were fundamental in politically mobilizing the laws to ensure the policies' survival. Finally, it was noted that resilience does not mean influence in the heart of government and in the agenda setting processes. In fragmented states marked by a dispute between political projects, the Tuscan and Rio Grande do Sul initiatives were institutionalized on the margins of the political system. The claim of cinema as structural piece in the construction of diversity and language(s) as the ground and a catalyst for intercultural dialogue is the starting point of a work that investigates the new uses and consumption of cinema in the search for new strategies – political, creative, distributive – in order to overcome the marginality of a globalized and monopolized market by great multinational distributors. An initiative that is directly connected to the protection of cultural exclusion and appeals to the obligation to guarantee the access to other cultures/nations which claim for the right to circulation, demand visibility in order to be recognized. ; A consideração do cinema como peca estrutural na construção da diversidade e da(s) língua(s) como alicerce e elemento favorecedor do diálogo intercultural são o ponto de partida de uma publicação que analisa os novos usos e consumos cinematográficos na procura de novas estratégias – políticas, criativas, distributivas -para superar a marginalidade na qual as propostas de culturas/línguas minorizadas vem sendo conduzidas em um mercado globalizado e monopolizado pelas grandes distribuidoras multinacionais. Uma iniciativa que esta diretamente ligada a defesa da exceção cultural e apela á obrigação de garantir o acesso para outras culturas/nações que reclamam o direito de circulação, que exigem ser visíveis para serem reconhecidas, que necessitam se expressar para seguir a sua construção.
This article discusses artistic work, based on the concepts of self-invention and governmentality analyzed by Foucault, Veyne and Bennett. Life, in liberal rationalities, is understood as a field of government and as a capital. Artists invest their lives, perceptions and feelings in their artworks. Such interest, however, may conduct to identity politics. To avoid the fragmentation of the cultural field, the arts must be considered in their power relations and historical contingencies; understood as public and common goods that manifest more than mere capital but human power of invention. However, the transformation of cultural habits is a long-term task that involves the State, the private initiative and civil society. ; O artigo discorre sobre o trabalho artístico a partir dos conceitos de invenção de si e governamentalidade, analisados por Foucault, Veyne e Bennett. Nas racionalidades liberais, a vida é tomada como campo de governo e como capital. O artista investe sua vida, suas percepções e afetos na criação das obras. Mas esse interesse também pode conduzir a políticas identitárias. Para evitar que o campo se fragmente, as artes devem ser compreendidas, em suas relações de força e contingências históricas, como bens públicos e comuns, que manifestam, mais do que um capital, a potência humana de invenção. Contudo, transformar hábitos culturais é tarefa de longo prazo, que envolve o Estado, a iniciativa privada e a sociedade civil.
Em face da intensificação dos efeitos das mudanças climáticas, e das limitações das estratégias de mitigação em enfrentá-los, a temática da adaptação vem ganhando crescente importância. Este artigo apresenta parte dos resultados de uma ampla pesquisa que mapeou as iniciativas e os projetos em adaptação implementados pelo setor público, por organizações não governamentais e pelo setor privado, em todos os segmentos da atividade econômica e em todas as regiões do país, analisando em particular o destino dos investimentos do sistema financeiro privado. Aponta os principais vetores dos projetos de adaptação, concluindo que o binômio água-clima concentra a maior parte dos financiamentos desse segmento, e que os desafios colocados requerem uma coordenação articulada entre financiamento, governo e comunidade acadêmica. ; Given the intensifying effects of climate change, and limitations of mitigation strategies to address them, the issue of adaptation has become increasingly important. This article presents some results of an extensive research that mapped the initiatives and projects implemented by the public sector, by nongovernmental organizations and the private sector in all sectors of economic activity in all regions of the country, analyzing in particular the fate of the investments of private financial system. It sets out the main vectors of adaptation projects, concluding that the binomial water-climate concentrates most of the financing of this sector, and that the challenges require coordination between finance, government and academia.
Com o desenvolvimento tecnológico e comunicacional dos últimos anos, as plataformas online começaram a ser criadas tanto por governantes quanto por setores da sociedade civil com a promessa de aumentar o engajamento civil. Apesar do entusiasmo das discussões sobre o tema em diferentes esferas, pouco se sabe sobre as reais possibilidades de participação online e sua efetividade no processo de tomada de decisão política. Este artigo propõe uma análise crítica sobre as iniciativas online de participação cidadã, suas características e consequências sociais e políticas. São realizadas duas revisões sistemáticas de literatura (RSL) sobre estudos de casos no mundo e no Brasil, usando a base de dados Web of Science, Scopus e DOAJ, entre 1995 e 2015. Os resultados das duas RSL são comparados e 179 plataformas são classificadas de acordo com o novo modelo de análise proposto, mensurando a participação política e o impacto decisório de cada plataforma online estudada. Os principais resultados sugerem um crescimento significativo de plataformas de participação no Brasil e mundo, porém com efeitos mais retóricos do que práticos: a maioria das iniciativas são promovidas por portais de governo eletrônico no modelo descendente, com pouca ou nenhuma influência no processo decisório real. Conclui-se que o poder – e não a tecnologia – é o principal entrave para a efetiva participação cidadã online, cujas barreiras são cultivadas por uma elite política tradicional pouco interessada na construção de uma democracia transparente, inclusiva e colaborativa. Sugere-se uma nova agenda de pesquisa voltada para a elaboração de indicadores de transparência das informações públicas, o desenvolvimento de métodos para a mensuração do impacto social e político das iniciativas governamentais e o investimento em pesquisas empíricas sobre iniciativas da sociedade civil que possam revelar soluções para os problemas, os efeitos colaterais e as contradições inerentes à participação política online. ; The technological and communicational development of recent years has led to the creation of online platforms both by governors and by civil society sectors, with the promise of enhancing citizen participation. Despite enthusiastic discussions regarding the issue in different spheres, not enough is known about the real potential of online participation and its effectiveness in the political decision-making process. This article proposes a critical analysis of citizen participation on online platforms, their social and political characteristics and consequences. Two systematic literature reviews (SLR) are conducted on case studies – the first one exclusively in Brazil and the second one on cases all over the world – using the Web of Science, Scopus and DOAJ databases, between 1995 and 2015. Primary results indicate a significant growth in participatory platforms in Brazil and the world, however with more rhetorical than practical effects: the majority of the initiatives are promoted by top-down style governmental electronic portals, with little or no influence in the real decision-making process. This article concludes that power – and not technology – is the key obstacle for effective online citizen participation, whose barriers are nurtured by a traditional political elite with little interest in building a transparent, inclusive and collaborative democracy. A new research agenda is suggested to develop public information transparency indicators – methods to measure the social and political impact of the governmental online platforms – as well as investment in empirical studies about civil society initiatives that could promote solutions for the problems, side effects and contradictions intrinsic to online political participation.

Against this backdrop, this study assumes that innovation ecosystems, because they are based on the interconnection and interrelation of a network of actors to generate innovation, have an important role in balancing profit generation and the creation of value for society. The research question: how can the articulation of an innovation ecosystem generate shared value for all those involved? led to a participatory action research exploring an initiative gathering a German multinational company located in the southern region of Brazil, a public school, a university, the local government, and the community. The initiative producing this interaction was called project "Arcos." It aimed to connect the company's managers and university and school students, who formed an innovation ecosystem to create shared value and address local social problems. The study presents a framework with the main benefits perceived by the network of actors, as well as propositions about innovation ecosystems and shared value creation. ; Frente a un cambio de percepción acerca del papel de las organizaciones, tan importante como generar ganancias a los accionistas, es generar valor a la sociedad. Para ello, se parte del supuesto de que la formación de un ecosistema de innovación, a partir de la interconexión e interrelación de una red de actores para generar innovación, puede contribuir en este proceso. Así, se propone la siguiente cuestión: ¿cómo la articulación de un ecosistema de innovación puede generar valor compartido a todos los involucrados? Para ello, se realizó una investigación-acción participativa en el sur de Brasil, a partir de la interacción entre una empresa multinacional alemana, una escuela pública, una universidad, el gobierno municipal y la comunidad local. El proyecto que resultó de esta interacción se denominó Arcos y tuvo como finalidad la resolución de un problema social por parte de gestores, universitarios y alumnos de la escuela, formando un ecosistema que permitió la creación de valor compartido a todos los involucrados. Background: While Brazilian governmental initiatives focused on home broadband Internet access, availability of computers for students in schools has been drastically reduced since 2010. Furthermore, schools usually prohibits mobile Internet access in its premises, contrarily to the migration of students' access to smartphones. Objectives: This study investigates the impact of the increasing home and mobile Internet access on the existing educational inequalities. Design: This study made use of quantitative, locally statistical research to investigate the reproduction or closing of existing educational digital divide across already contrasting Brazilian regions. Setting and Participants: Child or adolescent from 9 to 17 years of age and their guardians, interviewed by CETIC.br. Data collection and analysis: Data was obtained from the CETIC.br data portal and the Google Trends webpage. Data were analysed by means of local geostatistical measures of spatial autocorrelation and inequality, as well as bivariate choropleth maps. Results: Our results suggest that the Brazilian school system is failing to cultivate in their students the more productive use of Internet access and therefore contributing to the widening of the existing second-level digital divide between regions and social classes. Conclusions: This digital divide was critically exacerbated by the arrival of the ongoing COVID-19 pandemic and the suspension of presential classes.Brazilian policymakers should concentrate efforts and resources in addressing this large-scale second-level digital divide, possibly by equipping educators and students with the knowledge and skills towards the educational, productive and responsible use of the Internet, as well as allowing mobile Internet access in school premises.
