The aim of the article is to describe the relations between institutions in the public, private and non-profit sectors that are considered the most important actors of negotiation and decision-making in local development. These institutions and the relations between them are defined as a social network. A study was carried out in the small Czech towns of Blatná, Český Krumlov and Velké Meziříčí, and data were collected in 2007 and 2008. The first part of the article describes the institutional actors, the collection of the relational data, and the context of the three towns that were studied. The analytical part consists of social network analysis. Basic quantitative characteristics are used to describe and compare the social networks of the institutional actors in the local development of the three towns. The conclusions indicate the unconditional significance of local public administration institutions and the significance of other local institutions; relations to extra-local institutions are rather weak. A section on methodology at the end of the article contains methodological notes on Hellinger divergence and SNA.
The publication called "The Three Archetypes of European Social Policy" focuses on three institutions of benevolence, which have been continuously developed from antiquity to the present day and which have created the basis of today's complex systems of social policies. Such institution are the gift (or alms), the work (or range of livelihood), and the loan. Text describes and explains their historical transformations with particular attention to their reflection in economic theory. The publication connects older and newer institutions of social policy and shows them as a part of single long-term development of European economy and society

The article focuses on the role of informality in the life of post-communist societies in Central Europe. Its goal is to question the current negative connotation of informal networks in the context of post-communist society. For this purpose it analyses the criteria used in the relevant literature to distinguish between 'good' and 'bad' informal networks. Two main factors (the situational factor and the factor of relationship quality) are analysed from the perspective of their impact on the orientation of informal networks and their ability to predict which networks will have a positive or a negative influence on societal development. The author argues that neither of these two factors alone can fully explain the positive or negative orientation of a particular informal network in a given society. Instead he proposes a solution that combines several dimensions of both factors. In conclusion he identifies five types of informal networks in post-communist society: predatory, redistributory, helping, operating, and participative networks.

The following text is based on the outcomes of a long-term field research carried out in eastern Slovakia, and it focuses on the character and specifics of religiosity of the Romany settlements inhabitants. One of the characteristic features of this religiosity is the fact that its core is still based on magical practices while Christianity only covers it on the surface. We will attempt to document this feature by examining a particular example of a chosen institution, this institution being the ritual procedure of the oath at the cross. Even though this practice is commonly known and frequently mentioned in literature, we are of the opinion that most references have so far been of the character of a mere record without an attempt to comprehend its inner nature. Thus, our objective is to explore the intrinsic logic of this institution, which may moreover be helpful in terms of illuminating the whole of the religious system of the Romany settlements inhabitants because in many aspects it may be treated as a model example of a magical procedure concealed under the garb of Christianity. Consequently, this concrete consideration may be generally valid on the structural level.
In this article its author wanted to treat the history and presence of the system constitutional institutions competent for the area of conception, execution and control of security and defence policy of the Czech Republic and also addresses in short the function and content of the main security documents of the country. The author tried to sketch the institutional and documentary framework of the Czech security policy and to explain roles, relations and obligations of the highest-level constitutional bodies in the process of creation and carrying out of this policy (especially positions of the President, the Parliament, the Government and its so called power ministries and other important institutions). Systemic corruption is not a failure of individuals, i.e. the result of their deviant behaviour, but a collective phenomenon shared mainly by public institutions as a whole. The phenomenon is based on an effort to establish a new set of corrupt norms inside such institutions affecting policymaking, administrative procedures, public procurements, and the behavior of employees etc. In spite of the fact that impacts of systemic corruption on the areas of government, civil freedoms, social cohesion, and public economy are well known, there is very little practical research involving concrete evidence of systemic corruption in particular cases. This paper attempts to clarify how to generate a set of indicators of systemic corruption and then identify and verify them in a real-life political environment – in our specific case, the administration and policymaking of Liberec City Council between 1998 and 2010. The research was based upon elaborated interviews (with politicians, public servants, prosecuting authorities etc.), document analysis (reports and papers of the city council and municipal government, contracts and invoices etc.), and political and media analysis. Numerous Czech studies have been conducted on how the education system reproduces inequalities. While most of them have dealt with the reproduction of class inequalities, relatively few have focused on the reproduction of gender inequalities. In this article, the authors apply a conceptual understanding of the category of gender to research on education, an approach that avoids both universalising the category of woman, as well as the opposite extreme of individualisation. We claim that female students, even though they differ among themselves in various social and personal ways, are serialised as women by institutions in the education system. They are expected to perform differently, with different motivations, their performance is valued differently and they are expected to follow different professions than male students. The paper focuses in detail on the gendered nature of educational institutions, both in terms of the gender segregation of fi elds and levels of study, as well as in terms of the importance of the interaction that occurs during the processes of teaching and ascribing value and significance to the performance of male and female students. The authors argue that education, generally expected to function as a social ladder and a route to better-paid jobs in the labour market, serves men and women in segregated ways.

The article provides an overview of the main theoretical approaches to research on educational choices and anticipated labour-market opportunities from a gender perspective. It then presents the results of three quantitative analyses of secondary data. The objective is to help facilitate a complex understanding of the mechanisms of the reproduction of gendered social
structures. The genderedness of the social institutions in the education system and the labour market in relation to the socialising trends in the family is described in three parts: 1) gender segregation in employment in the context of segregation in education – the author shows that the horizontal dimension of these social institutions plays a more signifi cant role than the vertical dimension; 2) the factors that condition girls' and boys' educational aspirations and choice of schools – the author demonstrates how secondary school choices are gendered (though the analysis did not reveal the differences between the factors that infl uence girls' and boys' aspirations); 3) the factors that condition parents' educational and class aspirations for their sons and daughters – the author uncovers several aspects of the socialising effect of the reproduction of the two traditional career trajectories based on gender. In conclusion, the article answers the question of how structurally gendered expectations cohere with individual career trajectories, and based on the three analyses formulates questions for further research and offers a revised theoretical conceptualisation of gender as an analytical category.
Článek prezentuje výsledky kvalitativního výzkumu realizovaného mezi českými organizacemi nabízejícími programy environmentální výchovy a orgány veřejné správy, které tyto programy finančně podporují. V rámci výzkumu byly řešeny tři základní výzkumné otázky: jaké evaluační strategie organizace používají? Jak tyto strategie souvisí s metodikou realizovaných programů, resp. do jaké míry odpovídají programy hodnocených organizací požadavkům na efektivní environmentální výchovu? Do jaké míry vycházejí orgány veřejné správy při finanční podpoře těchto programů z jejich skutečné efektivity? Výzkum prokázal poměrně malé zastoupení evaluačních strategií přinášejících relevantní informace o efektivitě programu, metodické nedostatky ve většině hodnocených programů a nedostatečnou schopnost orgánů veřejné správy formulovat a vyhodnocovat požadavky na efektivitu podporovaných programů. ; The article presents the results of qualitative research that has been undertaken among Czech environmental education centres, and regional and municipal government institutions providing financial support in this area. Three research questions were discussed: what evaluation strategies are used by the organisations? How are the strategies connected with the methodology of the programmes, or how do the programmes correspond with the standards for effective environmental education? How important is the real effectiveness of the programmes for a local government's decision regarding their financial support? The research proved that few organisations use evaluation strategies that provide relevant information about programme effectiveness, there are methodological weaknesses in the majority of analysed programmes, and local government institutions do not have and do not demand relevant information about the effectiveness of supported programmes.

This article deals with contemporary trends within research on extremism research in Germany. Institutionalization of this research in structures of political science is described, including the international impact of this research, with specific attention paid to the situation in East Central Europe. Next, the article analyzes development within the so-called 'theory of extremism,' including new concepts elaborated by scholars (soft and hard extremism, etc.) and developments dealing with the interconnection with terrorism research. Use of results of extremism research by governmental and international institutions is identified. Offers four strategies of deconstructing gender symbolism, one of the methods & goals of contemporary feminist theory & practice - politics. (1) Lesbianism denaturalizes the institutions of 'compulsory heterosexuality.' (2) One can question the belief that sexual violence is the natural expression of male aggression, & women are men's victims. A better strategy seems to be to take the violence as a discursive matter that can be redescribed. If the narrative about successful resistance prevails over the narrative of woman as a natural victim, the aggressor's expectations can be changed. (3) Beauty discourses lead women to be weak, unable to resist violence, & susceptible to mental diseases like anorexia. (4) Maternity discourses associate women with maternity & see a woman's body as the subject of necessary control by the psychomedical sciences. They form an idea of woman's nature that is invariable & unchangeable. This notion is questioned by feminism as a serious limit on women's agency.

The article presents an analysis of the performance of regional governments -- the institutions representing the self- governing regions in the Czech Republic. The authors try to answer the question of whether regional governments function similarly or whether they vary in terms of performance, & if they do vary, how structured & how large are these differences. After a review of the position occupied by the regions in the Czech public administration system, & after assessing the ways in which regional government performance can be understood & measured & the accessibility of necessary data, indicators are proposed & used to create an aggregate index of regional government performance. An analysis based on these indicators shows that there are considerable differences between regional governments in terms of the structure & the level of their performance. Based on the performance index it was possible to distinguish regions with above- average, average, & below- average regional government performance. The territorial distribution of these groups & some other factors confirm the validity of these measurements.

The author, a Czech social anthropologist who returned home from exile in order to help in the introduction of his discipline, writes a field report in which he describes in relative detail the vicissitudes of Czech social anthropology during the last thirteen postcommunist years. Even though lecturing on social anthropology became common in Czech universities, the institutionalization of the discipline encounters stiff resistance from the conservative academic establishment. Social anthropology gets support in new provincial universities (Pardubice, Plzen) & only very reluctantly in Prague (Charles U). As a result, Czech protagonists of social anthropology are scattered throughout various institutions. Nevertheless, the author concludes, social anthropology has become known in the Czech Republic as a dynamic part of the social sciences. Grant agencies have given support to fieldwork projects on minorities, political culture, & identity problems during the transformation process. If the momentum gained during the recent years were to be sustained, social anthropology has a bright future on the Czech academic scene.

The Sociological Data Archive (SDA) was founded in 1998, & it is the only institution that systematically provides access to data files from quantitative sociological surveys. The main access to the data library is provided on the Internet. The SDA also pays great attention to promoting secondary analysis & the employment of existing data sources & cooperates in organizing large research projects, especially the Czech participation in the ISSP. The SDA is a member of the CESSDA (Council of European Social Science Data Archives). This also means that the Archive can mediate access to materials stored in other social science data archives in Europe. The full inclusion of the SDA's services into an international network is connected to the adoption of international standards (DDI, XML technology), which is planned for the future. In recent years two qualitative data archives have also been established, the Czech Archive of Qualitative Data & Documents & the Digital Archive of Soft Data MEDARD. The Czech Statistical Office provides data services in the field of official statistics.
