Dat zijn de belangrijkste aanbevelingen uit het rapport van de commissie Nationaal Plan Toekomst Geesteswetenschappen onder voorzitterschap van Job Cohen. Hij heeft het eindrapport vanmorgen overhandigd aan minister Ronald Plasterk, die een jaar geleden de opdracht gaf voor het opstellen van dit advies. Op het eerste gezicht lijken de geesteswetenschappen er in Nederland goed voor te staan. Het aantal studenten groeit, het onderzoek is hoogwaardig en er is sprake van een groeiende maatschappelijke belangstelling voor de producten van het geesteswetenschappelijk onderzoek. Deze ogenschijnlijke bloei kan niet verhullen dat zich ernstige problemen voordoen die de toekomst van de geesteswetenschappen bedreigen. Zo kon afgelopen jaren ondanks de stijging van het aantal studenten niet of nauwelijks in extra personeel worden geïnvesteerd. Een sterke verslechtering van de stafstudentratio en toenemende druk op onderzoekstijd zijn het gevolg. Ook voor het opleiden van de toekomstige generatie wetenschappers ontbreekt het aan financiële ruimte. Gevolg is dat de pool van kandidaten om de huidige generatie wetenschappelijke staf op te volgen steeds kleiner wordt, wat op termijn de kwaliteit van het hele wetenschapsgebied bedreigt. De commissie stelt voor om een deskundig en gezaghebbend regieorgaan in te stel-len. Dat beheert een speciaal budget waarop de geesteswetenschappelijke faculteiten een beroep kunnen doen met een overtuigend toekomstplan. Dat plan moet de verschillende deelproblemen (zoals versnippering van het onderwijsaanbod, geringe maatschappelijke uitstraling, lage onderwijsrendementen, betere doorstroming van jong talent in vaste wetenschappelijke rangen etc.) stevig aanpakken. De productie van toneel speelt in die wereld natuurlijk een zeer belangrijke rol, maar de aandacht gaat vooral uit naar de verandering van distributie van theater door de jaren heen. Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift. Since the bulk of the WRR findings were published in the Dutch language, this summary is intended to provide readers outside the Netherlands with an insight into the issues at stake - and the solutions suggested by the WRR. What is it that really binds Dutch people together? That's the central question of many public debates.This study focuses on the the role of victimhood on our concept of society. Drawing on the works of the American philosopher Richard Rorty, the author discusses morality, criminality, religion, sexual abuse and legalisation of prostituiton. - Wat bindt ons Nederlanders eigenlijk nog? Dat is de centrale vraag waar veel maatschappelijke debatten op uitlopen. In een ontzuilde tijd lijkt publieke moraal een individuele aangelegenheid te zijn. We vinden eerder overeenstemming in wat we afwijzen: wreeedheid, vernedering of discriminatie: slachtofferschap. In the beginning, there was the word. The early evolution of parliament in the mediaeval princedoms of the Netherlands'Parliaments' or representative political institutions in the princedoms of the Low Countries came about as a result of political practice rather than any legislative initiative. There is a clear link with the early and exceptional degree of urbanisation: the earliest manifestations of institutions that deal with aspects that could be described as representing the people appear in an urban context. From the protection and promotion of the interests of the urban elites grew the practice of limiting the princely manifestations of power or at least subjecting them to some control from the top down. This practice resulted in the development of a political culture in which basic values such as communication, participation and co-management played a central role. However, the final result was not entirely flawless: a tendency towards oligarchy among those in representative functions and a complex entanglement of financial interests reduced the effectiveness of the institutions, while the growth of princely power and the accumulation of coercive power in the hands of the prince was not held in check by any form of critical opposition from those who represented the people.

The standard picture of public governance in the Dutch Republic (1579-1795) is one of consultation with multiple stakeholders, peaceful negotiations with representatives from a range of governmental institutions, and agreements and compromise. This picture has been the subject of much debate among historians and other scholars. One question concerns the extent to which this kind of governance evolved from the traditional practices of water authorities, as these institutions emerged very early, at the end of the thirteenth century. A further question is whether it is correct to assume that these peaceful negotiations did in fact involve participation by a wide range of societal stakeholders. This book contributes to this debate by presenting the results of new research into the development of governance by water authorities prior to 1800. In the late Middle Ages and Early Modern period, these institutions changed as a result of ecological, socio-economic and political developments. The central question is how these developments affected the evolution of and governance within the water authorities. The research focuses on two inter-local water authorities: first, the water authority of the Bunschoten Veen and Velden dikes in the Province of Utrecht; and second, the water authority of Mastenbroek polder in the Province of Overijssel. How were landholders represented in such authorities, and what was the relationship between developments in representation and participation in decision-making? The positions and backgrounds of the board members of these two water authorities were investigated, as well as the process of decision-making. The theoretical framework was provided by theories of consociationalism (Lijphart 1968 and Putnam 1993), in which peaceful governance is defined in terms of consensus politics or politics of accommodation. The trend that saw care, welfare and educational institutions being expected to collaborate at a local level began in the 1980s. This is now standard practice, with, for example, the implementation of the WMO (Social Support Act) or the Brede School (a network of provisions for children, parents and district with the school at its core), but Zuidersma noticed that this was still very much in its infancy fifteen years ago. She conducted research into local collaboration between care and educational institutions with a focus on Nursing and Care programmes. 'What was already conceived in 1980 was only introduced from 1997 onwards. In my research I discovered that there was great call for collaboration but that very little was known about how this should take shape and which attitudes should be fostered to achieve a concrete result.' Success factors Questionnaires and observations of dozens of collaborating organizations helped Zuidersma come up with a number of critical success factors. First, the institutions involved need to be aware that their partnership is not an organization in itself but a network with a specific goal. This actually requires the different layers at the partner organizations to interact: for example, the manager of a care institution speaking directly with a teacher at a school. Together with this multilayered aspect, Zuidersma introduces the term of reciprocity, in which not the status of the organization is the main focus but, for example, the interest of students or patients. Over the course of time the organizations should sense where this joint interest lies and none of them should dictate the agenda. They must be able to grow together. This is crucial to the success of a project. 'I noticed that the parties involved generally collaborate well, but that if things are proceeding less smoothly the organizations stake out their positions, making effective consultation more difficult.' Two other factors that Zuidersma distinguishes are that the collaboration has a long-term perspective and that those working in such a partnership are accessible, both physically and digitally. Measuring instrument On the basis of her research Zuidersma can provide a method which organizations working in different social fields can use to structure their partnership. This includes a measuring instrument that makes it clear whether objectives are being achieved and an observation method that determines whether difficult discussions involving divergent interests are actually effective. It is also a good test for checking whether collaboration is worthwhile at all, says Zuidersma. 'I hope that my thesis will communicate the message that one can look at these conditions and say with certainty: we will not opt for collaboration at present. Organizations must look very critically at whether they have a joint objective; otherwise they should not even begin. You should never collaborate for the sake of collaborating.'

Over the last forty years, 'the world' has entered 'the museum'. Collections and presentations that were supposed to be self-evident had to be reconsidered. This chapter demonstrates that two more or less simultaneous influences shaped this process in Dutch museums. On the one hand, many Dutch museums were transformed from institutions of the local or national government into independent charities and forced to take greater responsibility for their own finances. On the other hand, the social exclusivity of the collections and presentations (dominated by white males) was questioned. The article describes how museums dealt with these challenges and their sometimes contradictory implications.
