North'un kavramsallaştırması ile oyunun kuralları olarak tanımlanan kurumlar, bireylerin davranışkalıplarını belirleyen kısıtları koymaktadır. Bu kısıtlar resmi veya gayri resmi nitelikte olabilir. İnsan davranışları üzerindeki etkisi her geçen gün daha fazla kabul gören kurumlar, iktisadi ve siyasi olarak sistemin işleyişini, sistemin kazan ve kaybedenlerini de belirleme gücüne sahiptir. Bu işleyiş birçok araştırmacı tarafından farklı yönleri ile alınarak kavramsallaştırılmıştır. Kurumların gelişmişlik düzeyi üzerindeki etkisini ele alan birçok kuram geliştirilmiştir. Kurumlar literatürüne bu anlamda katkı sunan önemli isimlerden biri de Daron Acemoğlu'dur. Kurumların kapsayıcı veya dışlayıcı niteliğe sahip olmasını toplumsal atışma teorisi temelinde ele alan Acemoğlu'na göre kapsayıcı kurumlara sahip ülkeler gelişme gösterebilmektedir. Çünkü bu ülkeler farklı sosyal gruplar arasında uzlaştırıcı bir iktisadi ve siyasi sistem kurgulayarak siyasi gücün tek bir kişi veya grup elinde toplanmasını engellemektedir. Böylelikle yatırım ve yenilik yapma isteği, kendi kazancına ve mülkiyetine sahip çıkabileceğini bilen bireylerin oluşturduğu toplumlarda gelişmiş olmaktadır. Gelişme probleminin önündeki en önemli sorun, elindeki siyasi gücü kaybetme kaygısı taşıyan seçkinlerin toplumun elindeki kaynakları sadece kendileri için kullanmasıdır. Siyasi kaybedenler hipotezi olarak ifade edilen bu yaklaşım, siyasi gücün ve siyasi kurumların önemine de vurgu yapar. Bu çalışmada siyasi kaybedenler hipotezi Türkiye özelinde de ele alınarak değerlendirilmiştir. Cumhuriyetin kuruluşundan bugüne kadar farklı sosyal gruplar arasındaki çatışmaları uzlaştırıcı kapsayıcı kurumların oluşturulamaması, yönetişim başarısızlıklarının temel sonucu olarak görülmektedir. Ayrıca yapılan panel ; Institution as an interdisciplinary concept which is used in a vast range of social sciences has a great importance in economics literature nowadays. Related to the North, we can define it as the rule of games, which means that institutions put constrains on individuals' behaviors. These constraints can be in formal forms as well as informal ones. That the human behaviors are designed by institutions is becoming a wellaccepted idea day by day, therefore it is the same to accept thefunctions of institutions in economics and social process; its power on determining the losers and winners of society. This process with its different sides has been investigated by scientists. Several theories are constructed for understanding therelations between institutions and development level. Daron Acemoğlu is one of the economists who have important contributions to the institutional theory. He uses inclusive and exclusive institutions concept with social conflict theories for explaining the reason for that some countries have better development level in compare to others. Since these countries succeed in establishing political and economic institutions which have ability solve social conflicts in order to prevent elites' selfinterested behaviors for using societies' resources. Therefore incentives for investment and innovation can grow societies which have well protected property rights and gains. The most important problem for development is the fear of elites who do not want to lose their political power. This theory is called political losers hypothesis and it underlines the importance of political institutions accompanied with political power. In this study, political losers hypothesis was investigated as a case study for Turkey's history. The main result is that Turkey's exclusive institutions have inability to solve social conflicts which cause the governance problems. Additionally, the panel data analysis results support the informal institutions' effects on development and shows how it affects the changes related to development level. ; Bu çalışma Ç.Ü. Forestry higher education has been offered since 1857. This study investigates the alterations made in the tertiary forestry institution names in Turkey under three periods: (1) between the years 1857 and 1934, (2) between the years 1945 and 1948, and (3) between the years 2006 and 2018. The Faculty of Forestry was under the Ministry of Mining during the first period, which later became a unit under the Ministry of Agriculture. In 1934, during the Republican period, it became a subdivision of Ankara Yuksek Ziraat Enstitusu (Ankara Institute of Advanced Agriculture, YZE). All those changes in this period improved the reputation of the institution and the occupation. In the second period, tertiary-level forestry education was separated from YZE and incorporated into Istanbul University. The faculty members and the councils of the Faculty of Forestry were directly involved in the decision-making processes required by this change. However, the third period is marked by regulations that were made without involving any forestry education institutions and professionals. Due to the lack of a clear higher education policy, the names of institutions have not been preserved and the formation of an academic tradition in the forestry institutions has been delayed.
"Ermeni meselesi" olarak bilinen ve Ermenistan ile sınırın açılması gibi başka konuların yanında soykırım iddialarını da içeren sorun, özellikle AB üyeliği sürecinde, Türkiye'nin önüne giderek daha fazla çıkmaktadır. Bu çalışmanın amacı, AB kurumlarında Ermeni meselesi ile ilgili alınan kararlara ve hazırlanan raporlara değinilerek AB'nin ve önde gelen AB üyesi ülkelerin "Ermeni sorunu"na yaklaşım biçimini ortaya koymaktır. Özellikle, soykırım iddialarını en fazla gündeme taşıyan Avrupa Parlamentosu üzerinde durulmuştur. Avrupa Parlamentosu'nun önemi, sandalye dağılımı nasıl olursa olsun, kamuoyunu yansıtıyor veya belki de aksine kamuoyunu oluşturuyor olmasıdır. Aday ülkelerin üyelik sürecini oylamaya sunan Parlamento'nun, Türkiye'nin soykırım iddialarını tanımasını üyelik için ön şart olarak Komisyon'a kabul ettirme çabasının ağır bastığı düşünüldüğünde dikkate alınmasını gerektirmektedir. Parlamento'da yapılan tartışmalara ve kullanılan ifadelere dikkat çekmek suretiyle, Avrupalı siyasetçilerin yaklaşımı ortaya konmaya çalışılmıştır. Parlamento kayıt ve tutanaklarında yer alan konuşmalar, tartışmalar, soru önergeleri ve bunlara verilen cevaplar arasından, birbirini tekrar edenler bırakılarak örnekler seçilmiş, belgelerin İngilizce aslına mümkün olduğunca sadık kalınmaya dikkat edilmiştir. Tema ovog rada, korupcija, izazov za institucije Kosova, je vrlo široka i aktuelna tema koja obuhvata teorijski i praktični tretman. Korupcija, koja je opisana kao korištenje javne vlasti za pojedine namjene, je vrlo kompleksan pojam. To je odlika raznih društava i država, koja posljednjih nekoliko godina, smatra se kao vrlo prisutna pojava u zemljama u tranziciji, one nerazvijene kao i one u razvoju, navodeći kao prepreka za implementaciju demokratije. Korupcija ima tendenciju da raste brže od dinamike implementiranja za njenu neutralizaciju. Sistematski, korupcija je izazvala i nastavlja da izazive mnoge zabrinjavajuće probleme u svim zemljama svijeta, a posebno na Kosovu. Na osnovu izvještaja Transparency International-a, korupcija je jedna od najvećih izazova savremenog svijeta.Važnost proučavanja ovog problema kroz ovu temu ima za cilj prepoznati veličinu, strukturu i dinamiku ovog fenomena; da analizira sveobuhvatan utjecaj općih faktora. Na osnovu identifikacije problema korupcije, lokalnih i međunarodnih izvještaja koji zaključuju visok nivo ove vrste kriminala, pored drugih područja i u sigurnosnim pitanjima, korupcija se vidi kao ozbiljna rana za naše društvo. Obrazloženje ovog rada je logična posljedica fenomena korupcije u Republici Kosovo.Uzroci, posljedice i borba protiv korupcije su uvijek predmet brojnih istraživanja i razgovora među istraživačima, političarima i drugim akterima koji se bave ovim problemima, ne ostavljajući sa strane i segmentia civilnog društva. Ovi problemi predstavljaju predmet proučavanja ovog rada iz moje perspektive sa namerom da bi se pridružio opšte zabrinutosti zbog ove pojave.Tokom ovog studija će se koristiti različite metodologije, kao metodologija analize slučajeva korupcije, metoda komparativne analize, komparativne metode i statističke metode pojave i borbe protiv korupcije na Kosovu za godine 2012-2014.Za borbu i sprečavanje korupcije, društvo i institucije Kosova, pored preventivnih mjera, bi trebala provesti dostignute mjere iz nauke kriminalistike na osnovu savremenih trendova u sigurnostnom menadžmentu. Krajnji cilj ovog rada je utjelovljenje ili praktična primjena njegovih rezultata i statistike u naporima društva da spriječi, ograničuje i eliminira pojavu korupcije na Kosovu. --- The theme of this paper, corruption, the challenge for Kosovo institutions is a very broad and actual topic, which includes both theoretical and the practical handling. Corruption, which is described as the use of public power for individual purposes is a very complex concept. It is a feature of different societies and countries. In recent years it is considered as a very present phenomenon in transition countries, the least developed ones as well as developing countries, stating corruption as an obstacle to the implementation of democracy. Corruption tends to grow faster than the dynamics implemented to neutralize it. Systematically, it has caused and continues to cause many stressing problems in all countries of the world and especially in Kosovo. Based on a report of the Transparency International, corruption is one of the biggest challenges of the contemporary world.The importance of the study of this problem through this topic aims to recognize the size, structure and dynamics of this phenomenon; to analyze comprehensively the impact of general factors. Based on the identification of the problem of corruption, and local and international reports which establish a high level of this type of crime besides other areas in security issues, corruption is seen as a serious wound for our society. Rationality of this paper is the logical consequence of the corruption phenomenon in the Republic of Kosovo.Causes, consequences and fighting against corruption are always subject to numerous studies and discussions among researchers, politicians and other stakeholders dealing with these problems, not leaving out the segments of civil society. These concerns constitute the object of study of this paper from my perspective in order to join the general concern over this phenomenon.During this study, different methodologies will be used, as follows: methodology of the analysis of corruption cases, the method of comparative analysis, comparative methods and statistical methods of presenting and combating corruption in Kosovo for 2012-2014.For combating and preventing corruption, Kosovo society and institutions, in addition to preventive measures, should implement the measures of science of criminology achieved by contemporary trends in safety management. The ultimate goal of this work is the materialization or practical application of its results and statistics in the society efforts to prevent, limit and eliminate the phenomenon of corruption in Kosovo.
Sivil Toplum, sivil toplum kuruluşları, Sivil toplum kuruluşlarının devlet içerisindeki yeri, demokrasi, devlet, devlet kurumları, emniyet teşkilatı, Polisin Sivil Toplum kuruluşlarına bakış açısı, özgürlükler, Avrupa birliği kavramları dünyanın olduğu gibi ülkemizin gündemini de uzun süre meşgul etmiştir. Küreselleşen dünyada devletler etkisini kaybetmekte, özgürlükler alanı genişlemektedir. Toplulukların devlet gibi düşünmediği veya devletin düşünmediği konularda bir araya gelerek organize oldukları, devletin boş bıraktığı alanlarda faaliyet gösterdikleri, devletin bazı yetkilerini kullandıklarını görmekteyiz. Ülkemizde sivil toplum kuruluşlarının gelişme dönemi 1980 yılından sonra olduğu görülmekle birlikte, topluma hizmeti görev kabul etmiş bir sivil toplum kuruluşu olan vakıfların kuruluş tarihinin asırlar öncesine dayandığını söyleyebiliriz. Türkiye'de 1995 yılında çeşitli Sivil Toplum Kuruluşları arasındaki ilişkilerin serbest bırakılması önemli bir karar olmakla birlikte 2004 yılında dernekler kanununda yapılan değişiklik ve emniyet teşkilatından bağımsız yapılanma imkânı tanınması, sivil toplum kuruluşlarının gelişmesi ve faaliyetlerinin çeşitliliğinin artması bakımından önemlidir. Bu çalışmamızda sivil toplum, sivil toplum kuruluşları ve bağlantılı terimlerin açıklanmasının yanında görevi sivil toplum kuruluşlarının faaliyetlerini yasalar çerçevesinde güvenli bir şekilde yapmasını sağlamak, yasa dışı söylem ve hareketleri yargıya intikal ettirmek olan Polisin sivil toplum kuruluşlarına bakışını ele alacağız. Emniyet Müdürlüğü bünyelerinde kuruluşu bulunan Güvenlik Şube Müdürlüğü Sivil Toplum Kuruluşları ile yasalardan kaynaklanan ilişkiler kurmak zorundadır. Aynı ilişki kurma zorunluluğu sivil toplum kuruluşları içinde geçerlidir. Polis ilişkilerini kurarken sivil toplum kuruluşlarını kategorize eder ve yasaların izin verdiği ölçüde görev niteliğine bakılarak iletişim içine girer. Bu iletişim ve ilişki sınırlı ve ölçülüdür. Bu çalışmamızda sivil toplum kuruluşları ile Polis ilişkisini incelerken ilgili yasaların neler olduğunu bu yasaların güncelliği ile birlikte eksiklerini, yasalardan kaynaklanan ilişki bozukluklarını inceleyeceğiz Sivil Toplum Kuruluşları demokrasi hayatı ve kültürü için ne kadar önemli olursa olsun faaliyetlerinin belli ölçüde sınırlandırılmasının gerektiği bunun demokrasinin gerekliliği olduğu ve demokrasi hayatının gelişmesinde Polisin davranışı ve yasaların özelliğinin ne kadar önemli olduğudur. Ülkemizdeki Sivil toplum kuruluşları ile Dünya'daki sivil toplum kuruluşları arasında büyük farklılıklar vardır. Bunun çok yönlü sebepleri olsa da demokrasi kültürünün tam anlamıyla yerleşmemiş olması en büyük sebeptir. Ankara Emniyet Müdürlüğü Güvenlik Şube Müdürlüğü bu eksikliğin farkında olarak hareket etmekte, sivil toplum kuruluşlarının faaliyetlerinde davranışları ve iletişimiyle örnek olmaya çalışmaktadır. Bu davranışlar başkente özel ve kişilere bağlı olsa da Türkiye'de uygulanması gereken davranış özelliğini kazanması açısından önemlidir. Çalışmamızda polis teşkilatının tamamının görüşünü yansıtmasa da resmi ve sivil çalışan polislere uyguladığımız ankette; Türkiye'de Polisin ilişki kurduğu sivil toplum kuruluşlarına nasıl baktığı, onları nasıl değerlendirdiği, faaliyetlerdeki tutumu yasaların sivil toplum kuruluşlarına tanıdığı özgürlükler polisin bu konudaki düşünceleri incelenmeye ve bir çerçeve çizilmeye çalışılmıştır. Sivil toplum kuruluşları denince polisin aklına ilk gelen düşüncenin sokaklarda eylem yapan, kaldırım taşlarını söküp kendisine taş atan öğrenci grupları, illegal söylemleri dile getiren, polis ile çatışmaktan çekinmeyen öğrenci platformları ve sendikalar gelir. İllegal örgütlere altyapı sağlayan dernekler, vakıflar, devlet değerlerini ve sistemini tanımayan, yazılı olarak kanuna uygun parti kabul edilen ama söylemlerinde devlete karşı tavır alan veya bölücü, irticai faaliyetleri bulunan siyasi partilerin de bulunduğunu unutmamak gerekir. Her Sivil toplum kuruluşu göründüğü kadar masum değildir. Bu masumiyet halkımız tarafından zamanla anlaşılmakta ve tepkisini yeri geldiğinde ortaya koymaktadır. Kuruluş amacı doğrultusunda hareket eden yasalara saygılı, dürüst, topluma hizmet eden Sivil Toplum Kuruluşlarının polis ile olan ilişkisi sadece evrak üzerinde kalmakta veya güvenlik talebi şeklinde kalmakta ve sorun yaşanmamaktadır. Türkiye'nin küreselleşen dünyanın saygın bir üyesi olabilmesi için, STK'larının çok sayıda, değişik türde ve ölçekte, yüksek potansiyeli, dünyaya açık, işlevlerini başarıyla yerine getirebilen, kendilerine güven duyulan bir biçimde gelişmesini sağlayabilmesi gerekir.Bu çalışma sonucunda elde edilecek verilerle demokrasi kültürüne katkı sağlayacağımızı düşünerek sivil toplum kuruluşlarının polis ile ilişkilerinin ne kadar önemli olduğunu, faaliyet istatistikleri ve Emniyet verileri kullanılarak açıklanmaya çalışılmaktadır. Bu ilişkilerin geliştirilmesinin demokrasinin gelişimi, demokrasi kültürünün topluma ve kurumlara hakim olması için şart olduğu değerlendirilmeleri yapılacaktır ; Civil Societies, Civil Society Institutions, place of the Civil Society Organizations within the State, democracy, state, state institutions, Police Organization, point of view of the Police organization Civil Societies, liberties, and European concept employed our country agenda as well of the world for a long time. States are loosing their effectiveness and widening liberties field in the globalize world. We begin to recognize that Civil Societies are performing their activities within the field?s state desolated and they are not thinking like the state. Progression period of the Civil Society?s Institutions in our country is after 1980?s. However, we can mention the history of the foundations that are accepted serving to society are based to centuries ago. While the important decision has been taking during the year 1995 on the release of relations between the various civil societies Institutions, changes made on the club law at 2004 it also important regarding to structuring independently from the police, given also self developing possibility to civil society organizations and in increasing variety of activities. In this study, we will undertake point of view of the police forces which are in obligation to provide to civil societies organizations to perform their activities safely within the legal frame work, beside to explain affiliated terms, civil society?s organizations and civil society . Security Department Directorate of the Police organization is obliged to establish relation with the Civil Society Organizations sourced from the laws. Same obligation is stand still for the Civil Society Organizations. Police, while establishing relation categorizes Civil Society organizations and enters in to the communication according to the nature of the duty and the laws are allowed. This communication is limited and moderate. In this study, while examining relation between the Police organization and Civil Society Organization, we will also study up to datedness these laws together with relation failures sourced from the law.Their activities necessary to be limited within the certain measures no matter how much important the Civil Society Organizations for democratic life and culture, and this limitation is also necessity of democracy and importance of the Police behavior and the characteristics of the laws. There is a large difference between Civil Society Organizations of our country and the Civil Society Organizations of the world. Notwithstanding multi-dimensional reasons, main reason is, democracy culture is not established in a proper sense. Ankara Directorate of Police, Security Department Directorate is acting well aware of this absence and runs to set a good example with his behavior and communication during the activities of the Civil Society Organizations. However, these behaviors in the Capital city, special and linked to the persons, it is important that behaviors gains necessary characteristics to apply in Turkey. In this study, even not reflecting the entire point of view of the Police Organization, we tried to draw an outline, on the police opinion and their evaluation on the liberty has been granted to the Civil Society Organizations the laws ad they are communicating with. We must not forget that when we speak about the Civil Society organizations, first thing considered by the police, are the students groups throwing pavement stones, students platforms with illegal pronunciations, syndicates not hesitating to clash with the police, clubs providing substructure to the illegal organizations, and the political parties considered legal according to laws, but not recognizing state values and system and with an attitude and pronunciations against the state in their speeches. Each Civil Society Organizations are that innocent as we are seen fro outside. However, this innocence understands by our public within the time and they betray their response in time. Relation of the Civil Society Organizations acting toward their constitutional aims, respecting laws, honest, and giving their services to the society with the police is only on the paper works such demand of security and posing no problems. For the Turkey becomes a respectful member of the global world, Civil Society organizations must provide progress in a manner of different kind and size, with his high potential and fulfill his functions with success within the trust. With the Data will be obtained at the result of this study, is trying to explain the importance of the relation between the police and Civil Society Organizations for to providecontribution to the democracy by using activity statistics together with security data?s. In this study evaluation on the progress of these relations which is a requirement for the progress of the democracy.
Pedagoški diskurs u području prevencije ovisničkog ponašanja usmjeren je k poticanju razvoja samopoštovanja, samopouzdanja i pozitivnog identiteta djeteta. Te se kvalitete smatraju «prvom zonom obrane» djeteta od različitih nepovoljnih utjecaja i mogućim oblikom prevencije autoagresivnih i socijalno neprihvatljivih oblika ponašanja. Takvo stajalište odražava shvaćanje djeteta kao racionalne i razborite osobe koja je u stanju reflektirati o svojem iskustvu i ponašanju te iziskuje odgoj temeljen na kvalitetnim odnosima i uvažavajućoj, recipročnoj komunikaciji. Riječ je o odgoju koji se distancira od prisiljavanja i bilo koje vrste pokoravanja djece, a oslanja na osnaživanje samoregulacijskih potencijala i autonomije djece. Za to je potrebna pretvorba odgojno-obrazovne ustanove u mjesto humanog i demokratičnog življenja, odgoja i učenja, što najčešće iziskuje kompleksnu promjenu na razini njezine cjelokupne kulture. ; Pedagogical discourse in the domain of addiction prevention is aimed at encouraging the development of self-respect, self-confidence and positive identity in a child. These qualities are considered to be the first 'line of defence' against various negative influences and a possible form of prevention of autoaggressive and socially unacceptable forms of behaviour. This view is reflected in the perception of children as rational and reasonable persons who are capable of reflecting on their experiences and behaviour, and calls for an education based on good relationships and caring, reciprocal communication. This is an approach to education that distances itself from coercion or any kind of subjugation of children, and relies on strengthening the self-regulatory potentials and autonomy of children. This requires a transformation of an educational institution into a place of humane and democratic life, education and learning, which in most cases calls for a complex change on the level of its culture as a whole.
Vrhovne revizijske institucije kao promotori jačanja odgovornosti u javnom sektoru važan su čimbenik demokratskog društvenog poretka. Svoje aktivnosti provode u okviru ustava, zakona te u skladu sa Međunarodnim standardima vrhovnih revizijskih institucija. Provode financijske revizije, revizije učinkovitosti te usklađenosti. Vrhovne revizijske institucije svojim djelovanjem utječu na kvalitetu javne usluge te stvaraju dodanu vrijednost društvu. U ovome radu naglasak je na transparentnom radu vrhovnih revizijskih institucija. Objava informacija na službenim mrežnim stranicama, u godišnjem izvještaju o radu te prisutnost na društvenim mrežama predstavljaju modele komunikacije vrhovnih revizijskih institucija putem kojih iste svoj rad i ulogu predstavljaju parlamentu i javnosti. ; Supreme audit institutions as promoters of strengthening accountability in the public sector are an important factor in democratic society. They act in accordance with legal framework and International standards of supreme audit institutions. Supreme audit institutions conduct financial audit, performance and compliance audit in public sector. They influence on the quality of public services and create added value for the society. This paper emphasizes the principles of transparency of supreme audit institutions. Official websites of supreme audit institutions, annual activity reports (also published on official website) and social networks present the most common communication channels for presenting the work and the role of supreme audit institutions to the parliament and to the general public.
Son yıllarda ön plana çıkan iktisadi kalkınma ve ülkelerin kalkınma tecrübelerinin karşılaştırılması ile ilgili çalışmalarda kurumsal bakış açısı önemli bir yer tutmaktadır. Söz konusu çalışmalar her ne kadar ülkeler arası gelişmişlik farklarına tarihsel yönden farklı açıklamalar getirmeye çalışsalar da tarihi kurum ve tecrübelere bakışları, bu kurumların kendi tarihsel bağlamları içinde incelenmesi ve bu kurumları ortaya çıkaran fikirsel altyapının, iktisadi sistem tasavvurunun incelenmesi anlamında eksik kalmaktadır. Bu çalışma Osmanlı Devleti tecrübesinde kurum olarak vakıfların ve özelde para vakıflarının önemini ve işlevini tarihi vesikalarla incelemekle beraber bu kurumların ortaya çıkmasına sebep olan iktisadi düşünce altyapısına dikkat çekiyor. Bunu yaparken, kurumsal teori çerçevesinde iktisat tarihi, siyasal iktisat, iktisadi kalkınma ve iktisadi fikirlerin kurumların oluşumuna yaptığı etki ile disiplinler arası bir bakış açısı ile para vakıflarını ortaya çıkaran iktisadi zihniyeti gözden geçiriyor. Bu çalışma gösteriyor ki, para vakıfları dışlayıcı değil kapsayıcı kurumlar olarak yüzyıllar boyunca tarihi şartlara uyum göstermiş, Osmanlı Devleti siyasal ve iktisadi sisteminin sürdürülebilir kılınmasında önemli etkenlerden biri olmuşlardır ve günümüzdeki sürdürülebilir ve eşitlikçi gelir paylaşımı tartışmalarına da ışık tutmaktadırlar. ; In the last few years institutional perspective has an important place in researches on economic development and comparative analysis of economic development experiences in different states. Even though these studies try to bring a historical perspective to the divergence of economic development levels among states, they come short in their analysis with respect to their views on historical institutions and experiences, explanation of these institutions within their historical context and the ideational foundation, economic system vision that gives rise to these institutions. This study not only examines the importance and functioning of awqafand more specifically cash waqfsas institutions in the Ottoman State experience, but also draws attention to the foundation of economic ideas that enables the rise of these institutions. In doing so, this research utilizes institutional theory perspective with an interdisciplinary orientation of economic history, political economy, economic development and the influence of economic ideas on institutional formation. This study shows that cash waqfsas inclusive institutions have adapted to the historical circumstances, have been one of the essential elements in ensuring the sustainability of the economic and political system in the Ottoman State and they shed light to the contemporary debates on sustainable and egalitarian wealth distribution.
Uluslararası ilişkiler (Uİ) yazınındaki İngiliz Okulu Kuramı, çoğulcu bakış açısına sahip teorik yapısı içerisinde "uluslararası toplum" kavramına vurgu yaparak bir uluslararası siyaset anlayışı geliştirmiştir. Uluslararası toplum kavramını, farklarını daha belirgin şekilde ortaya koyarak tanımlayan ve daha da somutlaştıran Hedley Bull, sadece İngiliz Okulu'nun kuramsal varsayımlarının yerleşmesini sağlamamış, aynı zamanda uluslararası ilişkileri incelerken "kurum tartışmaları" gibi yenilikçi bir tartışmaya da ilham vermiştir. Bu makale, Bull'un (evrilmiş) kurumları ile uluslararası toplum kavramsallaştırmasının Uİ'yi anlama/açıklamada nasıl bir katkı sunduğunu analiz etmeyi amaçlamıştır. Çalışmada, uluslararası toplum kavramıyla birlikte, onu ayakta tuttuğu varsayılan "güç dengesi, uluslararası hukuk, diplomasi, savaş ve büyük güçler yönetimi" kurumları tartışılarak Bull'un çizmiş olduğu genel çerçevenin, Uİ disiplinindeki kuramsal tartışmaların geliştirilmesi için sürdürülebilir bir zemin teşkil ettiği savunulmuştur. ; English School Theory of International Relations (IR) has developed an understanding of international politics with a great emphasis on the conception of 'international society' within the limits of its pluralist theoretical structure. Hedley Bull, as the leading scholar who has distinctively defined and boldly concretized the concept has not only consolidated the theoretical assumptions of the School but also inspired innovative discussions such as the "institution debate" for the examination of international relations. This article aims to analyse how Bull's conception of international society along with its evolved 'institutions' have contributed into understanding/explaining IR. After having discussed Bull's conception of 'international society' which assumes to be sustained by five institutionsbalance of power, international law, diplomacy, war, and the great power management, this paper argues that Bull's framework is a candidate to be a sustainable ground for further theoretical discussions within the discipline of IR.
Şeffaflık ve insan haklarına saygılı bir şekilde ve kaliteli kamu hizmeti sağlama dinamikleri içerisinde kamu idareleri, farklı denetim türlerine tabidir: idari denetim, siyasal denetim, yargı denetimi, kamuoyu denetimi, uluslararası denetim ve Ombudsman'dır. Ombudsmanlık Kurumu, İskandinavya ülkelerinde tam olarak İsveç'te ortaya çıkmasından sonra, 18. yüzyıldan beri demokratik yönetim sistemi sahibi ülkelerde yer edinmiştir. Hakem rolünü üstlenen bu kurum, aynı zamanda idare ve vatandaşlar arasındaki anlaşmazlıklarda arabuluculuk yapan insan hakları savunmasında önemli bir araç haline geldi. Ombudsmanın, diğer denetim türlerinin kapsamadığı boşlukları doldurmak için kurulduğu unutulmamalıdır; Böylece idare ve vatandaşlar arasında köprü görevi görür. Dünyanın çeşitli ülkelerinde kabul edilmesiyle, genellikle devletlerin yasama organı altında kurulmaktadır. Bu tezde, ombudsmanlık kurumu federal devletlerde ve bu devletlerin yerel yönetiminde ele alınacaktır. Birinci ve İkinci bölümlerde kurumun genel bir çalışması anlatılacaktır. Üçüncü bölümden Yedinci bölüme kadar ombudsmanlık kurumu her kıta için örnek olarak bir federal devlette analiz edilecektir; Sekizinci ve son bölümde ise çalışmamızın konusu olan bu devletler arasında karşılaştırmalı bir çalışma yapılacaktır. ; In the dynamics of providing quality public services based on transparency and respect for human rights, public administrations are subject to different types of control of their services including among others: administrative control, political control, judicial control, public control, international control and the Ombudsman. The institution of Ombudsman after his appearance in the Scandinavian countries precisely in Sweden has gained ground in countries with democratic vocation since the 18 century. This institution is playing the role of arbitrator but also mediator in disputes between the administration and the citizens has become an essential tool in the defense of human rights. It should be noted that the Ombudsman is set up to fill the gaps that other types of controls did not cover; thus it serves as a bridge between the administration and the citizens. With its adoption in several countries around the world, it is often established under the legislative act of the states. In this thesis, the ombudsman institution will be discussed in the federal states and in the local administrations of these same states. In the first and second chapters, a general study of the institution will be explained. From the third to the seventh chapter, the ombudsman institution will be analyzed in one federal state for each continent as an example; In the eighth and final chapter, a comparative study will be led between these states which are the subject of this study.
Bu araştırmanın amacı, ilköğretim kurumlarında çalışan öğretmenlerin örgütsel dedikoduyu ve örgütsel güveni algılama düzeyleri arasındaki ilişkiyi incelemektir. Araştırmanın evrenini 2018-2019 Eğitim ve Öğretim yılında Adıyaman merkezde görev yapan 928'i kadın, 1.213'ü erkek olmak üzere 2.141 öğretmen oluşturmaktadır. Evrenden tabakalı örneklem yöntemi ile seçilen 530 öğretmen ise araştırmanın örneklemini oluşturmaktadır. Araştırmada ilişkisel tarama modeli kullanılmış olup verilerin analizinde Bağımsız Örneklem T-testi, ANOVA, Mann-Whitney U ve Kruskal-Wallis H testleri kullanılmıştır. Ayrıca öğretmenlerin, örgütsel dedikodunun alt boyutlarını algılama düzeyleri ile örgütsel güveni algılama düzeyleri arasındaki ilişki için korelasyon analizi yapılmıştır. Araştırma sonuçlarına göre öğretmenlerin örgütsel güven algı düzeyleri "çoğunlukla katılıyorum" aralığındadır. Örgütsel dedikodu için ise "örgütsel zarar" boyutu algı düzeyleri "çoğunlukla katılıyorum" aralığında iken "haberdar olma" ve "ilişkileri geliştirme" boyutu algı düzeyleri "hiç katılmıyorum" aralığındadır. Ayrıca korelasyon ilişkisine göre öğretmenlerin örgütsel güveni algılama düzeyleri ile örgütsel dedikoduyu algılama düzeyleri arasında ters yönlü bir ilişki bulunmaktadır.
Bu tez çalışmasında, iyi yönetişim ilkelerinin Türkiye'deki Kamu Denetçiliği Kurumunda uygulanabilirliği incelenmiştir. Çalışmanın birinci bölümünde yönetim/ yönetişim kavramlarının tarihsel süreçlerine, tanımlarına, yönetişim türlerinden olan Küresel Yönetişim, Kamu Yönetişimi ve İyi yönetişim kavramlarının tanımlarına ve iyi yönetişim ilkelerine iki başlık altında ayrıntılı bir şekilde yer verilmiştir. Çalışmanın ikinci bölümünde, Ombudsmanlık Kurumunun tarihi geçmişi, ilk ortaya çıkışı ve kurumun ilk olarak uygulandığı İsveç başta olmak üzere çeşitli ülkelerdeki uygulanma şekline yer verilmiştir. Değerlendirilen ülkelerde Ombudsmanlık Kurumunun farklı uygulama alanları ve şekilleri olduğu gösterilmek istenmiştir. Çalışmanın üçüncü ve son bölümünde Ombudsmanlık Kurumunun Türkiye'de Kamu Denetçiliği Kurumu adıyla kurulma süreci, özelikle Cumhuriyet sonrası dönem olarak değerlendirilmiş ve kurumun yasalaşma süreci ayrıntılı olarak incelenmiştir. Yapılan bu incelemede iyi yönetişim ilkeleri dikkate alınarak kurumun yayınları, faaliyetleri, kurumun internet sitesi, mevzuatı, kararları, başdenetçinin ve denetçilerin yazılı ve sözlü açıklamaları ile özellikle Kamu Denetçiliği Kurumu yayını olan Ombudsman Bülten Dergisi üzerinden ele alınmıştır. Bu çerçevede iyi yönetişimin genel kabul gören altı ilkesi olan; şeffaflık, katılımcılık, etkinlik, hesap verilebilirlik, tutarlılık, hukukun üstünlüğü ilgili açıklamalar ve faaliyetler açısından değerlendirilmiştir. İlgili literatüre ilave olarak söz konusu kaynaklarda iyi yönetişimin ilkeleri ile alakalı örnekler gösterilmeye çalışılmıştır. Çalışmanın yöntemi olarak verilere ulaşmak için kapsamlı literatür taraması yapılmış ve Kamu Denetçiliği Kurumunda İyi yönetişim ilkeleri ne ölçüde uygulanıyor? sorusuna cevap aranmıştır. İyi yönetişim ilkelerinin tanımları çalışmanın sınırlarını oluşturmuştur ve elde edilen bulgular tanımlara göre değerlendirilmiştir. Yapılan değerlendirmeler ışığında bu çalışmada sonuç olarak; iyi yönetişim ilkeleri çerçevesinde Türkiye'deki Kamu Denetçiliği Kurumu için hesap verilebilirlik ve şeffaflık ilkeleri açısından "geliştirilebilir" değerlendirmesi; katılımcılık, etkinlik, tutarlılık, hukukun üstünlüğü ilkeleri için "güçlü" değerlendirmesi yapılmıştır. ; In this thesis, the applicability of good governance principles in the Ombudsman Institution in Turkey has been examined. In the first part of the study, the historical processes and definitions of the concepts of management / governance, the definitions of the concepts of Global Governance, Public Governance and Good Governance, which are types of governance, and good governance principles are given in detail under two headings. In the second part of the study, the historical background of the Ombudsman Institution, its first appearance and the way it was implemented in various countries, especially Sweden, where the institution was first applied, are given. It is aimed to show that the Ombudsman Institution has different application areas and forms in the evaluated countries. In the third and last part of the study, the establishment process of the Ombudsman Institution under the name of Ombudsman Institution in Turkey,In particular, it has been evaluated as the post-Republican period and the enactment process of the institution has been examined in detail. In this review, taking into account the principles of good governance, the publications of the institution, its activities, the institution's website, legislation, decisions, written and oral explanations of the chief auditor and auditors, and especially the Ombudsman Bulletin, the publication of the Ombudsman Institution, were discussed. In this context, the six generally accepted principles of good governance; Transparency, participation, effectiveness, accountability, consistency, rule of law were evaluated in terms of relevant explanations and activities. In addition to the relevant literature, examples related to the principles of good governance have been tried to be shown in these sources.As the method of the study, a comprehensive literature review was made to reach the data and to what extent are the principles of good governance applied in the Ombudsman Institution? The answer to the question has been sought. The definitions of good governance principles formed the limits of the study and the findings were evaluated according to the definitions. In the light of the evaluations made, as a result of this study; within the framework of good governance principles, the evaluation of the Ombudsman Institution in Turkey as "improvable" in terms of accountability and transparency principles; "strong" evaluation was made for the principles of participation, effectiveness, consistency and rule of law.The definitions of good governance principles formed the limits of the study and the findings were evaluated according to the definitions. Pranje novca, kao jedan od najsofisticiranijih i najtežih oblika organizovanog kriminaliteta, je i međunarodni fenomen jer se odvija i prisutan je, kako u nacionalnim tako i međunarodnim razmjerama. Međunarodni karakter odvijanja pranja novca je jedan od efikasnijih metoda da se prikrije nezakonito porijeklo novca ili bilo kojeg oblika imovine koja je proistekla izvršenjem, uglavnom, teških krivičnih djela.Problematika pranja novca je prisutna u nacionalnim i međunarodnim razmjerama i značajno je izražena u onim društvima gdje perači novca nastoje da legaliziraju kriminalom zarađenu dobit i da tu dobit infiltriraju u privredu i finansijske tokove, s ciljem da kontrolišu određene ekonomske i političke procese. Pranje novca predstavlja međunarodni zločin, zbog čega je međunarodna zajednica odlučila uspostaviti međunarodne standarde, sa zahtjevom da te standarde prihvati što veći broj zemalja svijeta. S obzirom na velike probleme i razne poteškoće na koje nailazi u borbi protiv svih oblika organizovanog kriminaliteta, kroz akcije usmjerene na same izvršioce ovih krivičnih djela, međunarodna zajednica je odlučila da svoju pažnju usmjeri na drugi moment ove borbe: novac, tj. prihod koji nastaje izvršenjem krivičnih djela organizovanog kriminaliteta. Shodno tome, međunarodna zajednica je odlučila da pokuša da udari tamo gdje će kriminalcima nanijeti najveće posljedice, tako što je preduzela velike akcije protiv pranja novca.U borbi protiv pranja novca stvoreni su čitavi institucionalni aparati; zbog njega se pišu nove i nove konvencije, direktive, preporuke; zbog njega se mora često mijenjati krivično zakonodavstvo; zbog pranja novca prestala je postojati tajnost računa I podataka banaka. Ponekad se, u toj borbi žrtvuju i osnovna ljudska prava, jer se praktično vodi rat protiv pranja novca. Obim intervencija, strategija i međunarodnih sporazuma, razrađenih da bi se prekinuli lanci pranja novca, širokog su raspona i veoma usavršeni. Pranje novca je veoma veliki biznis, koji nije lako kontrolisati putem međunarodnih sporazuma. Naravno, sve je to potrebno i neophodno, a drugo je pitanje da li sve te mjere daju uvijek očekivane rezultate tj. da li to ima za rezultat adekvatan broj pravosnažno osuđujućih presuda i adekvatan iznos oduzete imovinske koristi.U tom smislu, u radu sam istražio i dao pregled samo najvažnijih i najrelevantnijih međunarodnih organizacija i institucija u borbi protiv pranja novca kao što su: Organizacija ujedinjenih nacija, Vijeće Evrope, Financial Action Task Force – FATF, Grupa Egmont, Evropska unija, Bazelski komitet za bankarske propise i kontrolu, Međunarodni monetarni fond i Svjetska banka, s napomenom da ću šire obraditi samo neke od njih koje smatram bitnim. --- Money laundering, as one of the most sophisticated and severe forms of organized crime, has a strong international component because it occurs not only within national borders, but goes far beyond. The transnational aspect of money laundering makes it easier to prevent the true source of funds and other property derived from serious criminal activity.Therefore, the problem of money laundering is both, a national as well as an international problem. It is very common in the countries where money launderers attempt to legalize the illegal proceeds and then transfer it into the stream of commerce and finance in order to control certain economic and political processes. Money laundering is an international crime leading the international community to establish common standards that countries around the world should adopt. Having in mind the great difficulties in fighting against organized crime using the traditional methods focused upon the perpetrators, the international community decided to shift its focus towards the other important component of money laundering – the proceeds derived from criminal activity. In that sense, the international community decided to strike where the consequences for money launderers are the most prominent – the money.The prevention of money laundering lead to creation of the whole new set of institutional apparatus; many conventions have been organized, and many articles, directives, recommendations, guidelines were created. The prevention of money laundering has lead to changes in criminal code legislation and dissolution of bank information secrecy. Sometimes, however, this war on money laundering sacrifices some basic human rights. The range of strategies, interventions and international agreements developed to prevent money laundering is broad and very sophisticated. Money laundering is a large business which is not easy to regulate by way of international agreements. Of course, while these agreements and strategies are necessary, the question about their effectiveness, however, still lingers in the background, especially considering the number of final criminal convictions and the amount of illegal proceeds forfeited.In that sense, I provided an overview of the most relevant and the most important international institutions whose job is the prevention of money laundering, namely the UN, Council of Europe, Financial Action Task Force –FATF, Egmont Group, European Union, The Basel Committee on Banking Supervision, The International Monetary Fund and World Bank. I would like to mention that I will cover in more detail only those organizations I find the most relevant.
Yüksek Lisans Tezi ; Tarih boyunca her dönemde ve çeşitli coğrafyalarda devletler kuran Türk milleti, daima teşkilatçı özelliğini korumuş ve bu özelliğiyle ön plana çıkmıştır. İslâmiyet öncesi dönemde kurulan Türk devletlerinde, vezirlik müessesesi bulunmamakta, bu müesseseye muadil yabguluk ve ayguçılık gibi makamlar bulunmaktaydı. Bu dönemde, özellikle II. Göktürk Devleti'nde Bilge Tonyukuk vesilesiyle ön plana çıkan ayguçılık, vezirliğe muadil bir makam olmuştur. İslâmiyet'in kabulünden sonra kurulan Türk devletlerinin teşkilat yapısında ise, vezirlik müessesesi önemli bir yer edinmiştir. Vezirlik müessesesi, yasama, yürütme ve yargı yetkilerine hükümdarın mutlak vekili sıfatıyla sahip olan vezirin başında bulunduğu bir makamdır. Hükümdardan hemen sonra gelen vezirler, hükümdar adına devleti fiilen idare etmişlerdir. Çeşitli dönem ve devletlerde vezirlik müessesesinin durumunda değişiklikler söz konusu olmuştur. Ancak genel olarak, dîvan başkanlığı, malî konular, memurların tayin ve azli, diplomatik ilişkiler, şikâyet dinleme ve çözüme kavuşturma, kural koyma, ordunun başında sefere çıkma gibi devlet idaresine ilişkin hemen her konu vezirlerin yetki ve sorumluluğunda olmuştur. Devletlerin yükseliş ve gerilemelerinde dâhi, vezirlerin liyakat durumlarının etkili olduğu öne sürülmüştür. Bu önemli müessesenin Türk devlet anlayışı çerçevesinde, yönetim bakış açısıyla bütüncül bir şekilde ele alınmasının gerekliliği düşüncesiyle, Göktürk Devleti, Karahanlı Devleti, Selçuklu Devleti ve Osmanlı Devleti'nde vezirlik müessesesi bu çalışmada ele alınmıştır. Bu devletlerin vezirlik müessesesi ele alınırken, Türk yönetim tarihinde oldukça önem verilen "bilgelik" unsuru bağlamında siyasetnâme/nasihatnâme türünde eser sahibi olan vezirler tercih edilmiştir. Yüksek Lisans Tezi ; Bu araştırmanın amacı Konya ili merkez Karatay ilçesinde ilkokul ve ortaokullarda görev alan yönetici ve öğretmenlerin yönetişim algılarını ölçerek bu algının demografik değişkenlere göre farklılaşıp farklılaşmadığını irdelemektir. Bu amaç doğrultusunda araştırmacı tarafından hazırlanan "İlköğretim Okullarının Yönetişim Özelliklerine Sahip Olma Düzeyleri" başlıklı anket formu Google Forms üzerinden yönetici ve öğretmenlerin görüşlerine başvurmak için gönderilmiştir. Nicel yöntemle gerçekleştirilen bu çalışma da anket tekniği uygulanmıştır. Araştırmanın evreni, 2020-2021 eğitim öğretim yılında Konya ili Karatay ilçesinde görev alan 238 yönetici ve 2286 öğretmenden oluşmaktadır. Araştırmanın örneklemi ise 34 yönetici ve 242 öğretmen oluşturmaktadır. Aslan (2016) aracılığıyla geliştirilen "Eğitim Örgütlerinde Yönetişim Ölçeği" ile toplanan veriler Sosyal Bilimler İstatistik Paketi Programı (IBM SPSS Statistics 24) ile analiz edilmiştir. Araştırmanın sonucunda katılımcıların yönetişim konusundaki algılarının yüksek olduğu tespit edilmiştir. İlkokulda görev yapan öğretmen ve yöneticilerin ortaokulda görev yapanlara göre; yöneticilerin ise öğretmenlere göre yönetişim algılarının görece yüksek olduğu görülmüştür. Yaş değişkeni bakımından 35 yaş altı eğitimcilerin 35 yaş üstü eğitimcilerden daha düşük düzeyde yönetişim algılarının olduğu tespit edilmiştir. Sendika üyesi olan eğitimcilerin olmayanlara göre daha yüksek yönetişim algılarının olduğu görülmüş olup mezuniyet, cinsiyet, medeni durum, mezun olunan fakülte ve mesleki kıdem değişkenleri açısından katılımcıların yönetişim algılarında anlamlı bir fark oluşmadığı sonucuna varılmıştır. ; The aim of this research is to measure the governance perceptions of administrators and teachers working in primary and secondary schools in the central Karatay district of Konya province and to examine whether this perception differs according to demographic variables.
