Most Croatian Serb organisations were established between 1883 and 1903. In that period Serbs created the Serbian Bank, 56 various financial institutions, the Association of Serb Agricultural Societies, and the economic organisation Privrednik (Economist). The Serbian Bank was the strongest financial institution in the Monarchy, which backed the economic and cultural development of Serbs inside and outside of it. On the other hand, Serbs had not created significant cultural institutions, but did establish numerous literary and singing societies and reading halls, which were instrumental in promoting national identity. Culture was a framework for political activity. It should be noted that all those organisations were identified as Serb, had their statues written in Cyrillic alphabet and in Serbian language, which testifies that they organised quite freely and without obstruction. Finer investigated the phenomenon of politics within its spatial and temporal framework, trying to look into as many forms of government as possible and to fmd uniformity in their variety. He paid particular attention to a study of institutions of government which he considered the core of politics. His investigations focused on the state. By condensing the consequences of the emergence of the state on the forms of government, Finer came up with two variables: the extent in which rulers establish a standardized central administration and the extent in which homogeneous culture, religion and laws have been achieved. The second topic which held an important place in Finer's research is military organization. He wanted to demonstrate how the survival of a state, international order, social distribution of power, governing, the degree of bureaucratization, and a regime's nature, are intertwined with the structure of the state's military institutions. His opinion was that the military organization is necessary for the establishment and preservation of political communities, regimes and governments. According to Finer, the state's key function are preparing for wars, waging wars and reconstructing the country after them, and expecting the next one. Finer's third topic is the relationship between political and religious systems of belief. He stressed their dualistic nature, with two more or less independent hierarchies which have been a source of serious tensions. Furthermore, Finer links the existing system of beliefs, social stratification, and political institutions. Where these factors are balanced, the political community achieves permanent stability. This article presents results of the research in contemporary trends of international economic inequality. The author argues that international economic inequality is a bidirectional and complex concept. The bidirectionality and complexity of the concept is reflected in the fact that there are countries that concurrently converge to or diverge from the most developed countries in terms of their economic development. The key finding presented here is the rise of economic inequality between countries, especially between the poorest and the richest countries. The exceptions are some countries that have made significant progress in the period from 2000 to 2014 in reducing the economic inequality in comparison to the richest countries. The most important factors that have contributed to their progress are distinctive economic institutions and development policies of those countries, as well as the effects of the financial crisis since 2007-2008, which caused a decade-long stagnation in the most developed parts of the world. ; Rad je posvećen istraživanju savremenih trendova međunarodne ekonomske nejednakosti. Namera autora u ovom radu jeste da ukaže da je međunarodna ekonomska nejednakost dvosmeran i složen koncept. Dvosmernost i složenost tog koncepta se ogleda u činjenici da istovremeno postoje zemlje koje se u pogledu razvoja udaljavaju ili približavaju najrazvijenijim državama. Ključni zaključak rada jeste da ekonomska nejednakost između država raste, posebno između najsiromašnijih i najbogatijih država. Izuzetak su pojedine zemlje koje su u periodu od 2000. do 2014. godine učinile značajan iskorak u smanjenju ekonomske nejednakosti u usporedbi sa najbogatijim državama. Najvažnije faktore koji su doprineli tom napretku čine osobene ekonomske institucije i razvojne politike tih država, kao i finansijske krize i višedecenijska stagnacija u najrazvijenijim delovima sveta.
Although one of the youngest institutions on the territory of former Yugoslavia, the Zagreb Jewish Community grew in the period between the wars to become the richest and the strongest Jewish institution in the Kingdom of Yugoslavia. With the except G. Schwartz's work, which covers the period prior to the mid - nineteenth cent history of this community is available. Corruption is a complex social, political and economic phenomenon, affecting the society on the whole. It undermines democratic institutions, decelerates the economic development, and contributes to the destabilization of the society. All spheres of the society may be affected by corruption, and numerous studies have showed that the defense and security sector is among the sectors which are the most susceptible to corruption. Fight against corruption is a true necessity of any democratic society and it is, at the same time, a prerequisite of reform changes, and building of transparent and accountable institutions. That is why the fight against corruption and the integrity building in the defense sector have found their place within NATO and partner countries. For these reasons, NATO partnership program has been developed, aiming to find optimal models of building the integrity and defense institutions, with reducing the corruption to minimum, and of maintaining or increasing the efficiency and the effectiveness of collective security.
Predmet istraživanja doktorske disertacije odnosi se na analizu značaja i mehanizama na koji institucionalna obeležja utiču na efikasnost nacionalnih ekonomija. Pritom, cilj je da se istraživanjem identifikuju relevantne normativne i pozitivne pozicije u pogledu uloge koju institucije imaju u ekonomskim procesima, kao i njihov međusobni odnos i relativna važnost pri uticaju na ekonomske performanse, sa posebnim osvrtom na iskustva privrednih sistema zemalja u tranziciji. Iz tog razloga, analizirane su osobenosti institucija kao jedinica ekonomske analize, raznovrsnost elemenata institucionalne strukture, kroz, naročit, osvrt na interakciju koja se pojavljuje između formalnih i neformalnih institucionalnih pravila. Uslovljenost ekonomskih performansi institucionalnim svojstvima analizirana je iz perspektive teorije transakcionih troškova, kao i teorije vlasničkih prava i mehanizmima kojima oni ostvaruju uticaj na ekonomske performanse. Iz razloga što značajan deo institucionalne strukture nastaje, ali se i menja, u okviru političkog sistema, efekti na ekonomsku aktivnost posmatrani su kroz uticaje koji nastaju kao posledica specifičnosti političkih institucija, odnosno, njihove stabilnosti, forme i centralizovanosti, kao i kvaliteta javnog upravljanja, uticaja rent-seeking-a i političkih konjunkturnih ciklusa. S obzirom da su postojanost i dinamika integralna svojstva svakog segmenta institucionalne strukture, deo istraživanja je orijentisan na analizu osnovnih elemenata, tipova i teorija institucionalnih promena, zavisnost promene institucija od istorijskog institucionalnog, formalnog i neformalnog, nasleđa, kontroverzi u pogledu transplantacije institucija, kao i uzroka institucionalne histereze i neuspeha. Na osnovu empirijskog istraživanja odnosa ekonomskih performansi i institucionalnog kvaliteta, utvrđeno je da nivo per capita dohotka odlučujuće zavisi od kvaliteta institucionalne strukture, efikasne zaštite vlasničkih prava, usklađenosti između formalnih i neformalnih pravila, čime institucionalne promene u pravcu unapređenja svih institucionalnih segmenata predstavljaju neophodnu pretpostavku efikasnijoj ekonomskoj aktivnosti. ; This paper refers to the analysis of the importance of the institutions and the mechanisms through which the institutional characteristics influence the efficiency of national economies. In this context, the main goals of the research are to identify and explain relevant normative and positive aspects of institutional theory, the way in which institutions affect economic processes, as well as the interrelation and relative importance of different institutional units in their influence on economic performance, with special emphasis on the experience of transition countries. For this purpose, the author has reviewed the uniqueness of institutions as units of economic analysis, the diversity of the elements of institutional structure, with the particular accent on interaction between formal and informal institutional rules. Dependence of economic performance upon the institutional characteristics has been analyzed from the perspective of transaction-cost theory, as well as the theory of property rights. Special attention is paid to the mechanism through which the property rights exercise their influence upon the efficient operation of economic system. Bearing in mind the fact that the important part of institutional structure is made within a political process, the effects of institutions are observed through the influences derived from political stability, political regime and the level of administrative and fiscal centralization. The quality of governance, the impact of rent-seeking activities and the influence coming from political and business cycles are additional important features in this regard. Since the institutions display the persistence and changeability at the same time, the important part of the research is dedicated to the analysis of different types and theories of institutional changes, the dependency of changes on the past formal and informal institutional development, the issues related to the transplantation of institutions and the causes of institutional hysteresis. Based on the empirical part of the thesis, we have reached the conclusion that the level of per capita income largely depends on the quality of institutions, especially the protection of property rights, as well as the harmonization between formal and informal institutions. This makes good institutions a decisive and long-lasting factor of the success and efficiency of national economies.
The value of a social order is worth as much as it is ruled by satisfaction, security and well-being among people. The purpose of civilized and democratic systems is to guarantee and ensure the rights and freedoms of man and citizen, primarily through organized institutions. In an organized state, each of the institutions has a clear specific function that is more or less aimed at making life easier for citizens. One of them, which will be the topic of this paper and which has recently been introduced into our legal system, is the Protector of Citizens or the Ombudsman. The idea for this institution was born in Sweden, and after a number of years, it spread around the world. The ombudsman is an independent state body that takes care of a person, his rights, and above all protects him from irresponsible and illegal behavior of administrative bodies. Its significance today is immeasurable for the individual and society, as well as for the state and its reputation on the international platform. In addition to protection, its function is also control, in terms of constitutionality and legality of acts and actions of administrative bodies.
The Hrvatski Radisa society initially had the mission to place poor children with Croat artisans in order to become good artisans and merchants themselves. The World War I had tragic consequences for the Lika region, even though there was no war operations conducted there. A great number of children were left orphans, and the new Yugoslav administration followed national key in social policy. In order to help children in Lika, the Gospic chapter of Hrvatski Radisa was instituted in 1920, which endeavored to place children with good Croatian artisans in Zagreb. In spite of interferences of some Serbs, the chapter had a good success, primarily because the population wholeheartedly accepted the initiative. The chapter showed some initiative to better the economic situation in Lika, but the Yugoslav government tried everything that this initiative goes in a different direction. This was especially evident after 1922 when Gospic ceased to be a regional center. In the article there is being mentioned a lot of people from Gospic, Lovinac, and other places, who helped the work of Hrvatski Radisa. (SOI : CSP: S. 357)
The author describes Buchanan's theory of political constitution and his individualist understanding of political science. On the basis of homo economicus, Buchanan deduced the normative elements of political science, i.e. the proposals for the choice of political institutions. In his opinion, the choice of political institutions always contains the ethical dimension. The positive elements of political science are illustrated by means of the analyses of the behaviour of political actors within the designated framework. The author shows how this type of radical individualism does not satisfy the standards of political science since it de facto does away with the political sphere. (SOI : PM: S. 195)
