More than one decade Serbia has been passing through the process of market reforms. Establishing of market economy institution had to allow the country one stabile economic development in the light of EU accession. That is, by the way, the same strategy of the most countries of Western Balkan. Actual economic crisis showed the other side of the result of previous changes, and of the realized growth and development. That were the consequences on macro economic and financial instability and structure of the economy. Many circumstances showed that in the Serbian real and normative economic system there were numerous controversies stopping or slowing EU accession and basic re forms process. European economic system is based on institutions. In spite of many bureaucratic obstacles of this system institutions are the main guarantee of the system surviving. The institutions in Serbia were not established in desirable way. The government, the parliament and courts are continually in conflicts, based on formalization of institutions. Regulatory bodies are very week and under pressure of parties power control, as well as corruption and institution formalizing. All those facts have negative influence on the process of EU accession and market reforms. Serbia need to accept lawful state and institution strengthening in order to catch a connection for advanced economies in reform. Most important conditions are not only better laws, but better education. .

Related to the North, we can define it as the rule of games, which means that institutions put constrains on individuals' behaviors. These constraints can be in formal forms as well as informal ones. That the human behaviors are designed by institutions is becoming a wellaccepted idea day by day, therefore it is the same to accept thefunctions of institutions in economics and social process; its power on determining the losers and winners of society. This process with its different sides has been investigated by scientists. Several theories are constructed for understanding therelations between institutions and development level. Daron Acemoğlu is one of the economists who have important contributions to the institutional theory. He uses inclusive and exclusive institutions concept with social conflict theories for explaining the reason for that some countries have better development level in compare to others. Since these countries succeed in establishing political and economic institutions which have ability solve social conflicts in order to prevent elites' selfinterested behaviors for using societies' resources. Therefore incentives for investment and innovation can grow societies which have well protected property rights and gains. The most important problem for development is the fear of elites who do not want to lose their political power. This theory is called political losers hypothesis and it underlines the importance of political institutions accompanied with political power. In this study, political losers hypothesis was investigated as a case study for Turkey's history. The main result is that Turkey's exclusive institutions have inability to solve social conflicts which cause the governance problems. Different approaches to the definition and types of political representation are examined, with special emphasis on the relationship between descriptive and substantive representation. The effects of various political factors that determine the presence of women in institutions are considered - the electoral system, the internal organization of parties, selection and recruitment, intra-party rules and lobbying, party magnitude, open/closed electoral lists, voting behavior and the quota system. The results of a large number of studies in this field are compared, with particular reference to the current representation theory - the critical mass, supply and demand, political presence, strategic partnership and critical actors.

"Ermeni meselesi" olarak bilinen ve Ermenistan ile sınırın açılması gibi başka konuların yanında soykırım iddialarını da içeren sorun, özellikle AB üyeliği sürecinde, Türkiye'nin önüne giderek daha fazla çıkmaktadır. Bu çalışmanın amacı, AB kurumlarında Ermeni meselesi ile ilgili alınan kararlara ve hazırlanan raporlara değinilerek AB'nin ve önde gelen AB üyesi ülkelerin "Ermeni sorunu"na yaklaşım biçimini ortaya koymaktır. Özellikle, soykırım iddialarını en fazla gündeme taşıyan Avrupa Parlamentosu üzerinde durulmuştur. Avrupa Parlamentosu'nun önemi, sandalye dağılımı nasıl olursa olsun, kamuoyunu yansıtıyor veya belki de aksine kamuoyunu oluşturuyor olmasıdır. Aday ülkelerin üyelik sürecini oylamaya sunan Parlamento'nun, Türkiye'nin soykırım iddialarını tanımasını üyelik için ön şart olarak Komisyon'a kabul ettirme çabasının ağır bastığı düşünüldüğünde dikkate alınmasını gerektirmektedir. Uluslararası ilişkiler (Uİ) yazınındaki İngiliz Okulu Kuramı, çoğulcu bakış açısına sahip teorik yapısı içerisinde "uluslararası toplum" kavramına vurgu yaparak bir uluslararası siyaset anlayışı geliştirmiştir. Uluslararası toplum kavramını, farklarını daha belirgin şekilde ortaya koyarak tanımlayan ve daha da somutlaştıran Hedley Bull, sadece İngiliz Okulu'nun kuramsal varsayımlarının yerleşmesini sağlamamış, aynı zamanda uluslararası ilişkileri incelerken "kurum tartışmaları" gibi yenilikçi bir tartışmaya da ilham vermiştir. Bu makale, Bull'un (evrilmiş) kurumları ile uluslararası toplum kavramsallaştırmasının Uİ'yi anlama/açıklamada nasıl bir katkı sunduğunu analiz etmeyi amaçlamıştır. Çalışmada, uluslararası toplum kavramıyla birlikte, onu ayakta tuttuğu varsayılan "güç dengesi, uluslararası hukuk, diplomasi, savaş ve büyük güçler yönetimi" kurumları tartışılarak Bull'un çizmiş olduğu genel çerçevenin, Uİ disiplinindeki kuramsal tartışmaların geliştirilmesi için sürdürülebilir bir zemin teşkil ettiği savunulmuştur. ; English School Theory of International Relations (IR) has developed an understanding of international politics with a great emphasis on the conception of 'international society' within the limits of its pluralist theoretical structure. Hedley Bull, as the leading scholar who has distinctively defined and boldly concretized the concept has not only consolidated the theoretical assumptions of the School but also inspired innovative discussions such as the "institution debate" for the examination of international relations. This article aims to analyse how Bull's conception of international society along with its evolved 'institutions' have contributed into understanding/explaining IR. After having discussed Bull's conception of 'international society' which assumes to be sustained by five institutionsbalance of power, international law, diplomacy, war, and the great power management, this paper argues that Bull's framework is a candidate to be a sustainable ground for further theoretical discussions within the discipline of IR.

İşte sunulan bu hizmet yerine getirilirken kimi zaman vatandaşların şikâyetleri söz konusu olmaktadır. Vatandaşların devlet ile olan sorunlarını çözecek birçok kurum olmasına rağmen yeterli sonuçlar günümüzde hala elde edilememiştir. Ombudsman denetimi de bireyler ile idareler arasındaki uyuşmazlıkları çözmek için ilk kez İsveç'te kurulmuş olan bir tamamlayıcı denetim sistemidir. Ombudsman, bireylerin şikâyetlerini dinleyen ve gerektiğinde soruşturma başlatarak ilgili idareleri denetleyen bir denetim sistemidir. Bireyleri idarelerin keyfi ve hak mahrumiyeti yaratan uygulamalarından koruyan ombudsman, verdiği tavsiye kararlarıyla da adeta adalet savunucusu bir rol üstlenmektedir. Zaman içerisinde sorun çözme konusunda gösterdiği başarılardan ötürü İskandinav ülkelerinden başlayarak hızla yayılmıştır. Ombudsmanın örgütsel ve işlevsel analizini gerçekleştirdiğimiz bu çalışmanın ilk bölümünde kamu, denetim ve kamu denetçiliğinin gelişimi ve türleri üzerinde durulmuştur. Çalışmamızın ikinci bölümünde ise ombudsmana ilişkin literatür bilgisi verildikten sonra önemli altı ülkenin ombudsman kurumları incelenmiştir. Çalışmamızın son bölümünde ise Türkiye'deki ombudsman kurumuna neden ihtiyaç olduğu, ne gibi çalışmalar yapıldığı, örgütsel sisteminin nasıl olduğu ve işlevsellik durumunun ne olduğu konularına yer verilmiştir. ; The main task of the state is to provide the best public services to their citizens. This essential task is carried out by state authorities concerned and served to the public by them. Sometimes citizens' complaints are concerned while fulfilling these services offered. Despite the fact that there are many state institutions to solve the problem of citizens regarding the goverment, today satisfactory results still have not been optained. The Ombudsman audit is also a complementary control systems first established in Sweden to resolve disputes between the administration and individuals. The Ombudsman is an inspection system that listen the individuals' complaints and check the relevant authorities by initiating the investigation when needed. The Ombudsman that protect individuals from administrations' applications that create arbitary deprivation of rights almost plays a justice advocate role in its advised decisions. It is spread rapidly in time starting from the Scandinavian countries due to successes in solving problems. In the first part of this study that we performed an organizational and functional analysis of Ombudsman, it is focused on the public, audit and the development of public control and its types. In the second part of our study the Ombudsman institutions of six important countries were examined after citing works of literature about it. In the last part of our study the topic such as "why the Ombudsman institution in Turkey is needed, what kind of work is done, how its organizational system is and what its functional status is'' are included.
Bu çalışmanın amacı yeni kurumsal iktisadın en önemli temsilcileri olan Coase, North ve Williamson'un görüşlerinden hareketle yeni kurumsal iktisatta kurumların nasıl ele alındığını incelemektir. Bu amaçla çalışma iki kısımdan oluşmaktadır. Birinci kısımda, yeni kurumsal iktisatta kurum kavramı tartışılacak, ikinci kısımda ise yeni kurumsal iktisatçıların kurumların ortaya çıkışı, evrimi ve işlevlerine ilişkin görüşlerine değinilecektir. ; The purpose of this study is to analyze how the institutions are handled in new institutional economics on the basis of views of Coase, North and Williamson who are the most important representatives of new institutional economics. Having this objective in mind, the study is divided into two main parts. In the first part, how the concept of institution is evaluated in new institutional economics is discussed. In the second part, the views of new institutional economists regarding the emergence, evolution and functions of institutions is dealt with.

The subject of this dissertation is the mutual relationship between institutions and economic growth and development. The analysis focuses especially on this relationship during the privatization process in Serbia, as well as the influence of institutional quality on the process of privatization. Accordingly, the theoretical framework of this thesis represents institutional economics, which as a theoretical concept, points out the role and importance of institutions for economic growth and development of each country. The institutions create the "rules of the game", that represent the normative framework of given economy, as well as the mechanisms that affect its efficiency. According to this theoretical concept, economic analysis can not be reduced to an examination of the market and market relations, but must also include the institutions that regulate the market and allow its efficient functioning. The dissertation first discusses the theoretical bases of institutional economics and provide the basic elements of its genesis (old institutionalism and new institutional economics). On this basis, the basic concepts of institutional economics are defined and their methodological meaning for the purposes of the analysis are determined in this dissertation. That is why it is specifically discussed the role of rules and contracts and property rights and transaction costs, particularly in terms of economic efficiency. Using the above basic concepts of institutional economics is analyzed and the fundamental question of this dissertation - the influence of institutional quality on the privatization process and its effects in Serbia, and consequently its economic growth and development. Different outcome of institutional reforms and attitude towards them is in transition countries resulted in different levels of their economic development and to a large extent determined by the character of the economic system and the quality of its institutions. Uneven development in these countries is due to the different institutional capacities, conditioned by the political and economic determinants. Developed countries in transition had the better of the institution, which has allowed them to implement the overall reform faster and more efficiently. On the other hand, the less developed countries find themselves in front of urgent institutional reforms that did not have adequate economic base, resulting in the potential for economic growth was much slower. There were no adequate and quality institutions. Determine what kind of economic and institutional environment did the process of privatization in Serbia is an important element of this dissertation. ; Predmet istraživanja ovog rada je međusobni odnos institucija i privrednog rasta i razvoja. Analiza se posebno fokusira na ovaj odnos tokom procesa privatizacije u Srbiji, kao i na uticaj kvaliteta institucija na sam proces privatizacije. U skladu sa tim, teorijski okvir ove disertacije predstavlja institucionalna ekonomija, koja kao teorijski koncept, u prvi plan ističe ulogu i značaj institucija za privredni rast i razvoj svake zemlje. Institucije kreiraju "pravila igre", odnosno predstavljaju normativni okvir date ekonomije, kao i mehanizme koji utiču na njenu efikasnost. Prema ovom teorijskom konceptu, ekonomska analiza se ne može svesti samo na ispitivanje tržišta i tržišnih odnosa, već mora obuhvatiti i institucije koje uređuju tržište i omogućavaju njegovo efikasno funkcionisanje. U radu se najprije razmatraju teorijske osnove institucionalne ekonomije i daju osnovni elementi njene geneze (stari institucionalizam i nova institucionalna ekonomija). Na toj osnovi se definišu osnovni pojmovi institucionalne ekonomije i određuje njihov metodološki smisao za potrebe analize koja se vrši u ovom radu. Tako se posebno razmatra uloga pravila i ugovora, te svojinska prava i transakcioni troškovi, prvenstveno sa aspekta ekonomske efikasnosti. Primjenom navedenih osnovnih pojmova institucionalne ekonomije analizira se i osnovno pitanje ovog rada – uticaj kvaliteta institucija na proces privatizacije i njegove efekte u Srbiji, a posledično i na njen privredni rast i razvoj. Različit ishod institucionalnih reformi i odnos prema njima je u zemljama u tranziciji rezultirao različitim nivoom njihovog ekonomskog razvoja i u značajnoj mjeri je odredio karakter ekonomskog sistema i kvalitet njegovih institucija. Nejednak razvoj u tim zemljama je posledica različitih institucionalnih kapaciteta, uslovljenih političkim i ekonomskim determinantama. Razvijenije zemlje u tranziciji su imale i kvalitetnije institucije, što im je omogućilo da sveukupne reforme sprovedu brže i efikasnije. Sa druge strane, manje razvijenije zemlje su se našle pred neodložnim institucionalnim reformama za koje nisu imale odgovarajuću ekonomsku podlogu, usled čega je njihov ekonomski razvoj bio znatno sporiji. Nisu postojale adekvatne i kvalitetne institucije. Utvrditi u kakvom ekonomskom i institucionalnom okruženju je tekao proces privatizacije u Srbiji predstavlja važan element ovog rada.
