Economic theory offers two different approaches to the analysis of group formation and the role of institutions. The general equilibrium approach explores the influence of the economic environment on the formation of groups. The game theoretic approach runs in the opposite direction; it explores the influence of institutions on economic outcomes. To integrate these approaches we consider situations in which institutions must compete for members. Our focus is on the fundamental interaction between memberships and policies. The policy that an institution adopts depends on its membership, while its membership depends on the policies of all the institutions. We provide the basic elements for a theory of competition among institutions: an abstract definition of an institution and the corresponding equilibrium concepts. We demonstrate by example, the possibility that equilibrium may not exist. In the absence of a general existence result, we pursue three different avenues. We begin with existence results based on maximization of a utilitarian social welfare function. This places strong restrictions on the decision-making process, although it covers a number of interesting political applications. This is followed by a continuity-based approach. Although quite general, it relies critically on an assumption that the institutions have certain idiosyncratic features. To handle cases without idiosyncrasies, we turn to an algebraic approach. Although existence is established, the result depends on the dimensionality of the problem. Together, these avenues provide a broad class of models for which equilibrium exists, covering cases with multiple dimensions, multiple institutions, and general institutional decision-making processes.

Die Massenarmut in den Entwicklungsländern stellt ein großes Problem, ihre Beseitigung bzw. Minderung entsprechend ein wichtiges entwicklungspolitisches Ziel dar. Als arm gelten nach BMZ-Definition jene Menschen, die 'nicht über das Minimum an monetärem und nichtmonetärem Einkommen verfügen, welches zur Deckung ihres Nahrungsmittelbedarfs und zur Befriedigung der übrigen Grundbedürfnisse erforderlich ist'.1 Zu den Grundbedürfnissen gehören nach der Definition des Internationalen Arbeitsamtes (ILO)2 a) bestimmte Mindesterfordernisse einer Familie in bezug auf den privaten Verbrauch: Ausreichende Ernährung, Wohnung und Bekleidung, ferner bestimmte Haushaltsgeräte und Möbel; b) lebenswichtige Dienstleistungen der Gemeinschaft für die Gemeinschaft: Schaffung von Gesundheits- und Bildungseinrichtungen, Versorgung mit gesundem Trinkwasser, sanitäre Anlagen, Bereitstellung öffentlicher Verkehrsmittel.

Die Europäische Gemeinschaft (seit 1994 Europäische Union) betreibt Integrationspolitik vor allem über Texte abgestufter Rechtsverbindlichkeit; dazu zählen als vorbereitende Rechtsakte die Stellungnahmen des Wirtschafts- und Sozialausschusses. Verfahren und Probleme ihrer Genese werden in diesem Buch anhand von vier Fallstudien beschrieben. Wesentlich ist dabei die situative Mehrsprachigkeit, da Delegierte nach der Amts- und Arbeitssprachenregelung der EU ihre Muttersprache benutzen und sich mit Hilfe von Übersetzern und Dolmetschern verständigen. Zusätzlich von Bedeutung sind Schriftlichkeit/Mündlichkeit, Intertextualität, institutionelle sowie interkulturelle Kommunikation. Die Studie beschäftigt sich mit der Semantik und Pragmatik von Schlüsselwörtern europäischer Integration und zeigt Perspektiven einer zukünftigen EU-Sprachpolitik auf. Sie nimmt damit differenziert Stellung zur Rolle des Deutschen als Amts- und Arbeitssprache der Europäischen Union.

This anthology aims at increasing the understanding of current management practices in Africa, and the challenges faced in building institutions. Two main themes run throughout the book: one is the character of African organisations with their strengths and weaknesses, while the other is the experience of close cooperation with an African organisation. This paper examines the relationship between inequality and economic growth in 18 LIS countries. They begin with a discussion of the fact that issues of conceptual and statistical comparability are essential to the understanding and measurement of the growth-equality relationship and their neglect actually undermines most of the available empirical evidence. The authors' findings suggest that recent emphasis on the role of political institutions in this link might be misplaced and instead favor exploring the cross-country differences in social institutions. They predict that productivity growth might be stimulated by the presence of equality enhancing social institutions.

Im Mittelpunkt des Themas steht eine Institution, eine Spezie, die nicht zu den Lieblingsobjekten ökonomischer Analysen gehört. Dies gilt auch für die Ökonomen, die intensiver Ordnungspolitik betreiben und auch trotz der Entwicklung des Zweiges der Institutionenökonomie. Dadurch ist das Thema aber interessant - als Herausforderung.

The role of private interests in shaping public policies is pervasive both in democratic and non-democratic settings, and the basic task of any political system is that of regulating the market for political influence and sifting out the demands to be satisfied. The paper assumes that collecting and processing information - the hidden information issue materialising the vertical dimension of politics - and selecting interests, the hidden action issue materialising its horizontal dimension, are always dealt with in terms of an ideological syntax (shared goals) and of an institutional architecture (who controls the selection, and how). In analysing those components and their evolution, the paper discusses a number of biases of political screening and considers the main features of the democratic processes in that light. With the fall of information costs, ideology loses its relevance, while the growing competition of interests reduces the space for political collusion. In such a setting, pressure groups can influence policy making only by providing information. A more balanced weighting of opposed interests will eventually emphasise the quasi-judgmental nature of politics.

This paper develops an economic perspective on political theory, as a guide to some problems and directions of current research. The electoral system and the allocation of powers to elected offices together define the game that politicians play. So democratic structures should be compared and evaluated by analyzing game models, to see how equilibrium behavior of political agents may depend on the structure of the political system. The goal of such research is to predict how the conduct of politicians and the performance of government may depend on the incentives created by the structure of the political system.

Metadata only record ; For over a decade African economies have been plagued by recurrent food shortages, economic decline and growing disparities between the living standards of rich and poor. A further dimension of the agrarian crisis in recent years has been the extreme volatility of both agro-climatic and politico-economic conditions facing agricultural producers and rural households. The present article describes some of the strategies which farmers have used to cope with the crisis, and explores their implications for agricultural performance. People's ability to generate a livelihood or increase their assets depends on their access to productive resources and their ability to control and use resources effectively. Access depends, in turn, on participation in a variety of social institutions, as well as on material wealth and market transactions. One objective of this paper is to examine some of the ways in which institutions have served as channels of access to productive resources; have shaped strategies of agricultural production and investment; and have been affected, in turn, by farmers' patterns of resource use. A second issue to be addressed is the extent to which the increasing instability of economic, political and environmental conditions in recent years has reinforced or altered on-going processes of resource access and resource use. Like farmers anywhere, Africans have responded to instability and economic decline by economizing and, at the same time, attempting to diversify their options. The particular forms of these activities have, however, reflected specifically African conditions-including the role of social institutions in processes of access and control- and may, in turn, have contributed to the intractability of the agrarian crisis itself.

This paper surveys four game-theoretic models of politics, to offer an introduction to the analysis of political institutions. The first two models focus on electoral competition, to show how successful candidates' equilibrium strategies may differ under different electoral systems. The other two models probe the consequences of legislative bargaining under different constitutional structures.

New institutionalism is an approach to the study of social events that is becoming increasingly popular. Different lines of new institutional research can be distinguished. In one line of research it is argued that the social sciences should transcend reductionist modes of explanation, in particular the methodological individualism exemplified by the theory of rational choice. In this view, reductionism does not permit the endogenous treatment of institutions and thus cannot account for important aspects of the social and political context in which agents act. In this paper the meaning of the terms 'methodological individualism' and 'reductionism' is discussed and illustrated by a description of some of the central assumptions of rational choice theory, in particular game theory. It is argued that the claim that reductionism should be transcended is unwarranted: reductionism is perfectly compatible with the new institutional concerns. First of all, the various institutional dimensions that have been distinguished in the new institutional literature can be systematically described in terms of a game–theoretic model. Furthermore, the dynamic models of game theory can be (and often already have been) used to explain the emergence of institutions

Cet ouvrage méthodologique et programmatique est destiné à favoriser l'inscription de recherches locales dans un cadre d'analyse clairement formulé qui fait trop souvent défaut aux approches de type monographique sur ces questions. Partant de réflexions d'ensemble sur les enquêtes monographiques, il distingue les différentes dimensions de telles enquêtes en matière de politiques et d'institutions culturelles. Rompant avec le localisme qu'il s'agit précisément de prendre pour objet, il montre comment une approche localisée peut en la matière être une focale utile pour éclairer des questions de portée générale. C'est entre autres le cas du rapport entre les pratiques et les politiques culturelles, trop souvent abordé sous l'angle de la problématique dominante de la « démocratisation culturelle », et dont seule une observation in situ permet de restituer les multiples dimensions (inscription dans les réseaux associatifs, transformations de la morphologie urbaine, formation d'un capital social local à base indissociablement culturelle et politique, etc.).

Die Südosteuropa-Jahrbücher werden von der in München ansässigen Südosteuropa-Gesellschaft, der wichtigsten Wissenschaftsorganisation der Südosteuropa-Forschung im deutschsprachigen Raum, herausgegeben. Sie geben die Tagungsergebnisse der jährlich in Kooperation mit der Akademie für Politische Bildung in Tutzing stattfindenden Internationalen Hochschulwoche der Südosteuropa-Gesellschaft wieder. Die Bände bieten umfassende analytische Grundlagen aus interdisziplinärer Perspektive. Herausgeber der Einzelbände sind renommierte Repräsentanten der deutschen und internationalen Südosteuropa-Forschung.

Vorwort: In den letzten Jahren habe ich - zusammen mit meinem Nachbarn - einige ungewöhnliche, fast kafkaeske Behördenerfahrungen gemacht, die es meines Erachtens Wert sind, interessierten Bürgern und Stellen zugänglich gemacht zu werden. Oft wird bei solch unglaublichen Erlebnissen darauf hingewiesen, dass es sich hier wohl nur um Einzelfälle handele, die nicht verallgemeinerungsfähig seien. Ich will mit meiner nachstehenden Schilderung und Dokumentation keinesfalls einer unzulässigen Verallgemeinerung Vorschub leisten. Andererseits meine ich aber doch, es dem Leser überlassen zu können, eine eigene Einschätzung meiner Erlebnisse vorzunehmen und selbst zu entscheiden, ob er sie für typisch oder untypisch hält. Ich bin davon überzeugt, dass die Behörden in entwickelten (Industrie)Gesellschaften immer mehr zu Einrichtungen werden müssen, die dem Bürger Ratgeber und Helfer sind, d.h. ihm Dienstleistungen im weitesten Sinne erbringen und ihn nicht ohne Not mit Hoheits- oder Verwaltungsakten überziehen. Er bringt eine Behörde deutlich an der Sache und nicht nur am Prinzip oder Dogma orientierte Leistungen, so führt dies nicht nur zu einer größeren Bürgerzufriedenheit; es steigert auch das Ansehen der Verwaltung (und Politiker) in der Öffentlichkeit und wirkt somit auf die Bediensteten positiv zurück. Beides wird - wie ein Blick in die gesellschaftliche Realität zeigt - immer wichtiger. .
