Статья посвящена актуальной в научном и общественно-политическом отношении проблеме, связанной с подавлением в первой половине 30‑х гг. ХХ в. китайскими властями Синьцзяна национального движения коренных народов этой провинции. Протест народов провинции, исповедовавших ислам, вызывали экономический грабеж, оскорбительное отношение властей к их культуре, традициям, обычаям и верованиям. Активную и всестороннюю помощь в разгроме повстанческого движения администрации региона оказало советское руководство. Автор статьи на основе источников, выявленных в центральных архивах России, приходит к выводу, что значительную роль в принятии Москвой решения об оказании китайцам помощи в подавлении национального движения сыграл внутриполитический фактор. В частности сложная социально-экономическая обстановка в приграничных районах среднеазиатских советских республик, возникшая в результате начавшейся кампании коллективизации и приведшая к массовой эмиграции проживавшего здесь населения на сопредельную китайскую территорию. Кроме того, на территорию Синьцзяна ушли и влились в ряды повстанцев отряды басмачей, которые боролись против советской власти.DOI 10.14258/izvasu(2016)2-03 ; The article is devoted to the scientifically and politically important issue dealing with the problem of suppression of national movement of indigenous peoples in Xinjiang in the first half of the 1930‑s of the 20th century, implemented by Chinese authorities. Protests of the peoples of the province professing Islam caused economic plunder, humiliating attitude of the authorities to their culture, traditions, customs and beliefs. The Soviet leadership provided the regional administration with active and comprehensive assistance in defeating the insurgency. On the basis of the sources identified in the central archives of Russia, the author makes the conclusion that the home-policy factors played a significant role in forcing Moscow to make the decision to provide Chinese national movement with aid in suppression of the rebels. In particular, one of the reasons was a difficult socio-economic situation in the border areas of the Soviet Central Asian Republics, which resulted from the collectivization campaign and led to the mass emigration of the native population to the neighboring Chinese territory. In addition, Basmachis, who had been fighting against the Soviet regime, left for Xinjiang and joined the insurgency troops.DOI 10.14258/izvasu(2016)2-03

This article presents the analysis of the US involvement in the process of providing indirect military and other kinds of support to the Afghan mujahedeens. The author also presents a brief overview of the main methods and means of US military aid to the Afghan rebels in the 1980s, as well as a detailed consideration of the process of providing such assistance. The author identifies three stages in the process of interaction between the US administration and the US intelligence agencies, on the one hand, and the Afghan insurgency, on the other hand: the first stage (1978-1979) refers to introduction of a limited contingent of Soviet troops in Afghanistan, where the US assistance to Afghan rebels was extremely cautious and measured; the second stage (1980) is marked by a considerable build-up of military assistance to Mujahedeens, but the United States sought to conceal their participation in this process; and during the third stage (since the election of Ronald Reagan up to the withdrawal of Soviet troops from Afghanistan), the assistance to Mujahedeens increased in several times, and the US stopped hiding this fact. The author briefly discusses the role and place of such countries slong with the US as Egypt, Saudi Arabia and Pakistan and so on in the structure of rendering support to the Afghan Mujahideens. The author also studies the US role in Afghanistan's transformation into a "nest" for cultivating Islamic extremists.
The US has prolonged its stay in Afghanistan with the security situation remaining far from improving. The indefatigable demand for resources to maintain counter-insurgency operations was a major debate in 2016 US Presidential elections with a demand for an earlier withdrawal from America's trillion dollars plus war effort. Russians having sensed the weakening of the US infl uence warmed upto the idea of new Afghan situation involving Taliban and their masters, the Pakistan army. Russia had experienced vulnerabilities of Islamisation in Central Asia and Caucasus, and the ISIS brand radicalisation added to the fear of political destabilisation of Central Asian states. The Islamic State showed up in Afghanistan and Pakistan as ISIS-Khorasan branch. Russia needed Pakistan as an ally to fi ght Daesh's presence on its southern periphery. However, there remained many intertwined security challenges that complicate the South Asian geopolitics, especially, the Af-Pak region. Russia's Taliban policy might be the hitherto unused leverage that it might be using in order to strike balance all along the shatter belt. ; США приняли решение о продлении срока пребывания своего контингента в Афганистане, в то время как ситуация в сфере безопасности в стране не улучшается. Нескончаемый спрос на ресурсы, необходимые для поддержания военных операций против повстанцев, стал главным предметом дискуссий во время предвыборной гонки США в 2016 году, когда звучали призывы ко скорейшему выводу контингента США из Афганистана, чтобы сохранить более трех триллионов долларов. В России, в связи с осознанием ослабления роли США в регионе, возросли опасения относительно ситуации в Афганистане после вывода войск США, учитывая активность движения Талибан и его спонсоров в Пакистане. Россия уже ощутила на себе все тяжелые последствия исламизации в Центральной Азии и на Кавказе, деятельности ИГИЛ, всего, что ведет к дестабилизации ситуации в государствах центральноазиатского региона. Находящиеся в Афганистане и Пакистане боевики ИГИЛ относятся к ответвлению Хорасан. Пакистан же необходим России для оказания сопротивления присутствию ИГИЛ на южных рубежах страны. Однако геополитическая ситуация в регионе осложняется целым рядом взаимосвязанных проблем безопасности, одним из которых является так называемый «АфПак». До настоящего времени политика России в отношении движения Талибан могла представлять собой некий неиспользованный инструмент для установления баланса сил на протяжении всего «пояса нестабильности».
Статья посвящена выяснению причин и последствий неудачной попытки отстранения от власти вооруженным путем президента Габонской Республики Али Бонго Ондимбы. Автор рассматривает ситуацию в Габоне в широком геополитическом контексте и увязывает январские события 2019 г. с политическими процессами в Центральноафриканской Республике и Демократической Республике Конго. Особый акцент сделан на роли Франции, США, России и Китая в борьбе за право участвовать в освоении природных богатств африканских стран и за геостратегическое доминирование в странах субсахарской Африки. Автор рассматривает различные точки зрения на то, кто мог инициировать вооруженный мятеж в Либревиле, но сам при этом склоняется к версии, согласно которой за путчем могут стоять США. В пользу этого предположения говорит то обстоятельство, что А. Бонго на встрече с президентом России Владимиром Путиным в июле 2018 г. высказался за наращивание присутствия России и Китая в африканских странах вообще и в Габонской Республике в частности. Появление американских солдат в Габоне автор объясняет стремлением Вашингтона не допустить расширения военного сотрудничества этой страны с Российской Федерацией, с одной стороны, и намерением дестабилизировать ситуацию в соседней Демократической Республике Конго — с другой. ; The article seeks to clarify the causes and consequences of the unsuccessful attempt to remove from power by force the President of the Gabonese Republic Ali Bongo Ondimba. The author considers the situation in Gabon in a broad geopolitical context and links the events of January 2019 with the political processes in the Central African Republic and the Democratic Republic of the Congo. He emphasizes the role of France, the USA, Russia and China looking for the access to the natural resources of African countries and conquering for the geostrategic dominance in the countries of sub-Saharan Africa. The author considers various points of view on who could initiate an armed insurgency in Libreville, but he himself is inclined to the version according to which the United States can stand behind the coup. This assumption is supported by the fact that, at a meeting with Russian President Vladimir Putin in July 2018, A. Bongo spoke in favor of increasing the presence of Russia and China in African countries in general and in Gabon Republic in particular. The author explains the appearance of American soldiers in Gabon by Washington's desire to prevent the expansion of military cooperation of this country with the Russian Federation, on the one hand, and its intention to destabilize the situation in the neighboring Democratic Republic of the Congo, on the other.
