The study is illustrative and theoretical in nature, as it was based on a review of the available literature on the subject (Polish and foreign). The publication is addressed to both scholars and students dealing with the subjects of population ageing, old age, and older adults, as well as to a growing group of practitioners interested in these issues, including politicians and decision-makers as well as representatives of public services, the media, and non-governmental organizations.

The purpose of this paper is to show the cooperation of various non-governmental organizations as an instrument of impact on global organizations, the European Union structures and governments to shape policies designed to respect the rights of persons with disabilities. The paper describes consortia of different levels, consisting of non-governmental organizations, their goals and actions. It was found that cooperation of many lobbying organizations is an important instrument of influencing the global, national, and the European Union policy concerning social integration of persons with disabilities. ; Celem artykułu jest ukazanie współpracy organizacji pozarządowych jako instrumentu wpływu na politykę społeczną o zasięgu światowym, struktury Unii Europejskiej i rządy poszczególnych państw celem kształtowania polityk służących realizacji praw osób niepełnosprawnych. Zaprezentowano przykłady konsorcjum różnego szczebla zrzeszających organizacje pozarządowe, a także ich cele i formy działania. Stwierdzono, że lobbying wykorzystujący współpracę wielu organizacji jest ważnym instrumentem wywierania wpływu na postanowienia polityki światowej, Unii Europejskiej i krajowej dotyczącej kwestii integracji społecznej osób niepełnosprawnych.

In this paper, we will talk about the origin and characteristics of the Pedagogical Missions during the Second Spanish Republic which was founded to help rural teachers with their training and to take progress to the remote areas of the Spanish country. We will appreciate how intellectuals and teachers voluntarily participated in these Missions with a philanthropic and political aim. Then, following Morales Gutierrez's principles on social innovation, we will state that the Pedagogical Missions were an educational and social innovation in Spain before the Civil War (1936–1939). Finally, we will make a comparison between the different social intervention models in history – Charity, Beneficence, Social Justice, and Social Inclusion – and the Pedagogical Missions social intervention model which shared similar characteristics with all of them. ; W artykule zostały omówione geneza i charakter misji pedagogicznych z czasów Drugiej Republiki Hiszpańskiej, ustanowionych w celu niesienia pomocy wiejskim nauczycielom w procesie ich kształcenia oraz wprowadzania zmian w odległych obszarach kraju hiszpańskiego. Autorka przybliża, w jaki sposób intelektualiści i nauczyciele dobrowolnie uczestniczyli we wspomnianych misjach, realizując cele dobroczynne oraz polityczne. Następnie, zgodnie z poglądami M. Gutierreza na temat innowacji społecznych, stwierdzono, że misje pedagogiczne z okresu poprzedzającego w Hiszpanii wojnę domową (1936–1939) stanowiły przykład edukacyjnej i społecznej innowacji. Na koniec dokonano porównania między różnymi historycznymi modelami społecznej interwencji, takimi jak: wolontariat, dobroczynność, sprawiedliwość społeczna i integracja społeczna oraz model interwencji społecznej w ramach misji pedagogicznych, który prezentuje podobne cechy ze wszystkimi wymienionymi.

Refleksja nad historią stabilizacji krajów, które przeżyły poważne konflikty zbrojne, może być istotna w rozważaniach na temat szans stabilizacji współczesnych obszarów pokonfliktowych. Kanada znajduje się w kolejnej fazie formowania narodowej tożsamości, która polega na poszukiwaniu własnego odpowiednika amerykańskiej religii obywatelskiej (civil religion). Obecnie podejmowane w dyskursie politycznym próby (re)konstrukcji tożsamościowej społeczeństwa kanadyjskiego mają na celu utrwalenie konsensusu co do trwałości ustroju federalnego i stabilności społecznej. Próby te z jednej strony oparte są na dekonstrukcji tożsamości etnicznej (jako nieistotnej w nowoczesnym społeczeństwie zglobalizowanego świata), z drugiej natomiast – na promowanych prze elity polityczne ideach nacjonalizmu politycznego i ekspansjonizmu w Arktyce. Kanadę postrzegać trzeba zatem nie jako "państwo narodowe" ani "naród upaństwowiony", lecz wciąż jako "państwo znajdujące się w procesie unarodowienia". ; The reflection on the history of stabilization of countries that have experienced serious armed conflicts may be inspiring to consider the chances of stabilization of modern post-conflict areas. Canada is in the next phase of forming a national identity, which consists of searching for its own counterpart of the American civil religion. The current attempts at identity reconstruction of Canadian society in the political discourse are aimed at consolidating the consensus on the permanence of the federal system and social stability. These attempts are based, on the one hand, on the deconstruction of ethnic identity as unimportant in the modern society of the globalized world. On the other hand, political elites promote the ideas of political nationalism and expansionism in the Arctic. Therefore, Canada must be perceived not as a "national state" nor "nation nationalized", but still as a "nation in the process of nationalization".

Publikacja recenzowana / Peer-reviewed publication ; The paper is based on an address to "Immigration and Multiculturalism in XXI Century. The Case of Poland", conference organised by the Adam Mickiewicz University, Poznan in April 2016. It reviews both the Australian immigration experience and Australian multiculturalism from an historical perspective and also reviews current practice in an attempt to evaluate its relevance to Europe. The paper starts with an examination of objectives and principles underlying the Australian immigration system over the last two centuries with particular focus on economic development, national security and identity issues. Then the paper outlines the settlement and multicultural policies and programs that have been put in place since 1975 to integrate migrant and refugee intake into broader Australian society. It also considers the linkages that exists between immigration and multiculturalism and evaluates the success or otherwise of these policies/programs in terms of social cohesion outcomes. Finally, the paper examines the Australian solutions and contemporary challenges and considers the applicability of the Australian model to guide the development of European responses to the 2015–16 migration/refugee crises. It concludes that at present the European Union has neither an eff ective immigration policy nor Australian style multiculturalism and settlement policies to deal with the current immigration crisis and/or its social cohesion consequences. ; Artykuł jest rozwinięciem wykładu wygłoszonego na konferencji "Imigracja i wielokulturowość w XXI wieku. Przypadek Polski", zorganizowanej przez Uniwersytet im. Adama Mickiewicza w Poznaniu w kwietniu 2016 r. Zawiera on historyczny i współczesny przegląd australijskich doświadczeń z imigracją oraz wielokulturowością i próbuje ocenić przydatność tego doświadczeń dla Europy. Pierwsza część artykułu omawia cele i zasady australijskiego systemu imigracyjnego stosowane przez ostatnie dwieście lat, ze szczególnym naciskiem na ekonomię, bezpieczeństwo i świadomość narodową. Następnie autor rozwija temat polityki osadnictwa i wielokulturowości od roku 1975, z punktu widzenia sukcesu w integracji migrantów i uchodźców w społeczeństwo australijskie. Szczególny dyskurs dotyczy powiązań pomiędzy polityką imigracyjną i wielokulturowością. Artykuł ocenia wpływ tych programów rządowych na zapewnienie społecznej jedności. W końcowej części artykuł ocenia użyteczność australijskich rozwiązań dla formowania odpowiedzi na europejski kryzys związany z masowym napływem uchodźców i migrantów w latach 2015–2016. W konkluzji autor stwierdza, iż Unia Europejska nie ma obecnie ani skutecznej polityki imigracyjnej ani programów osadnictwa, które pozwoliłyby na efektywną kontrolę granic i na zapewnienie spokoju społecznego.

Partnerstwa ponadnarodowe. ; In the countries of the European Union, the idea of partnership has a strong relationship with modernising the traditional models of social policy (Księżopolski 1999). A shifting of the traditional model of the welfare state in the direction of a welfare society is taking place. An important aspect, therefore, is the socialisation and enlargement of the range of shared responsibility of particular individuals, their families and the local community, to ensure dignified living conditions and social cohesion. The cooperation of representatives from the various sectors of social and economic life, defined as cross-sectoral partnership, is becoming more and more popular. The initiators of such partnerships are public institutions, NGOs, and businesses that operate at the local, regional, as well as national levels. J. Wygnański emphasised that: The principle of partnership has, from the axiological and political aspect, another much more crucial (and specifically European) root, namely the principle of subsidiarity. This principle has a long-standing European tradition. (.) The principle of subsidiarity denotes the specific "division of labour" between particular communities. It means, that whenever a smaller (more local or generally speaking, grassroots) community is capable of solving a given problem, the community (institution) located "higher" in the hierarchy can and should support that community in its efforts, but it should not, through its own actions, encroach on its territory and thereby (at least indirectly) incapacitate its citizens (Wygnański 2012: 9). Activating cooperation of the greatest number of diverse entities possible creates an opportunity for the permanent realisation of certain public purposes, among which social integration should be primarily mentioned. The international debate on the topic of cross-sectoral partnerships in terms of solving social problems, allowed for the preparation of a monograph, containing the results of research, analysis, and proposals posed by researchers representing several countries: the Czech Republic and Slovakia, Ukraine, Kazakhstan, as well as Poland. Šarka Ulčáková joined the discussion concerning understanding the concept of social entrepreneurship in the context of its development in European countries within the past few decades. Beata Szluz has addressed the topic of partnership for combating social exclusion, using the example of social cooperatives operating in the Subcarpathian Voivodeship, which are a specific form of social enterprise. Working in a cooperative creates an opportunity for social integration and raising the professional skills of individuals at risk of social exclusion due to unemployment, disability or mental illness, those having problems finding a job, as well as social integration. Katarzyna Błaszczuk revealed good practices which oppose exclusion through the example of entities engaged in social economy activities in the Subcarpathian Voivodeship. Next, Piotr Frączek and Sylwia Drozd presented the operation of the Centre for Social Integration in Sanok (Subcarpathian Voivodeship), as an example of initiatives aimed at social reintegration. Ester Denihelková noted that the priority of the social economy is the employment of individuals who are socially excluded or those at risk of social exclusion. Chronic unemployment and the need to reduce the national budget deficit are factors that cause difficulties in the fields of social policy and social work. She posed the question, to what extent can the social economy help to solve these problems? The aim of her the article is to present the current state of both the Czech social economy and Czech social enterprises. Vendula Gojová emphasised interaction in the context of interdisciplinary social work and social entrepreneurship, which could support the capacity of civil society. She attempted to answer the question of whether social assistance can use the ideas of social entrepreneurship. Polish accession to the European Union has created new opportunities for economic and social development - stressed Paweł Walawender. Cross-sectoral cooperation takes place in different areas and is also realised by the actions undertaken within the framework of projects financed through European Union Funds. Creating a partnership is a difficult task, as it requires close cooperation with representatives of organisations whose priorities, objectives and methods of operation may vary considerably. The article introduces the concept of cross-sectoral partnerships based on the author's experience with projects implemented in the Subcarpathian Voivodeship, the aim of which was to assist individuals at risk of social exclusion. Cultural anthropology and its practical dimension in projects which include cross-sectoral partnership, constitutes the focus of considerations by Mateusz Sikora. Tatiana Matulayová, Ilona Pešatová, and Zdenka Michalová took up a discussion on the issues connected with the possibilities of the development of social work in schools. Maria Shved drew attention to trends in the development of higher education and the growing demands in the preparation of social pedagogues (and social workers). She presented the functioning of graduates in the labour market, referring to their professional competence in light of the analysis conducted by American, German and Ukrainian scientists. Monika Łagowska dealt with the subject of the situation of graduates in the labour market and partnership for solving their problems. According to the author, the completion of education and then entering the labour market is a key step in the life of every young person. Cooperation between the various entities seems to be the key in the context of tackling the issue of unemployment among graduates. Then, Dana Rosová presented the results of research on the meaning of life for the unemployed. She attempted to gather recommendations for social work, bearing in mind that more attention should be paid to the long-term unemployed, in order to encourage them to again take up employment. Jitka Reissmannová presented innovations in the field of education aimed toward the prosocial development of students. She put emphasis on activities connected with education and first aid, and now also for instance, in the prevention of ageing. Marie Chrásková presented the perception of health problems in the community, taking into account the views of Czech and Polish students, and drawing attention to the activities of voluntary work with respect to the sick and disabled. Next, Małgorzata Stępa commented on assistance to the terminally ill and the entities tasked with providing assistance to those individuals and their families. Aleksandra Rachwał illustrated institutional support for families caring for a sick person. She presented the issues of communication, cooperation, promotion and information. She emphasised the need for long-term support for the family of an individual with an oncological disease and (re)building trust toward aid institutions in public life. Michaela Hřivnová and Jana Majerová stressed in their articles that within the framework of cooperation between educational institutions in the Czech Republic, optimal solutions in terms of hazardous or pathological behaviour are being sought. Dana Rosová, Oľga Orosová, and Eva Žiaková presented the results of research into the meaning of life, self-esteem and the social support provided to homeless persons, as well as the degree of satisfaction with the social support provided by different entities. Elżbieta Szczygieł presented the results of research into the phenomenon of homelessness among children and adolescents. She made an attempt to portray the cooperation of entities in combatting this social problem. Consideration was given by Helena Kalábová and Jan Jihlavec to the issue of the importance of family and the home. As the authors depict, the so-called eco-friendly way of life which is often discussed nowadays, can also refer to the family and interpersonal relationships. The cooperation of educational institutions and social institutions in solving the problems of the contemporary family became the focus of Svitlana Kohut. Then, Magda Urbańska outlined the topic of cross-sectoral cooperation in solving the problems of working parents. Voluntary activity is the basis for the establishment and development of civil society. Serhiy Troyan and Paweł Troyan pointed out that in the last 10-15 years, the number of people participating (declaring their participation) in volunteerism in Ukraine has increased significantly, reflecting the increasing role and influence of the voluntary movement in the country. In Ukraine, volunteerism appeared in the early 1990s (in 1993). Its aim was to increase the participation of citizens in voluntary work, with a view to solving specific social problems. Agnieszka Belcer and Anna Wojnarowska postulated development of partnerships and cooperation in order to oppose social exclusion. Partnerships are initiated by companies, NGOs, and public institutions operating at the local, regional, national or global level. Each party brings different experiences and skills, whereby cross-sectoral cooperation can become sustainable, efficient and effective. The authors hope that the book will be of interest to sociologists, social workers, educators, as well as representatives of social services that are undertaking activities in terms of counteracting social problems.

Tekst jest częścią szerszego dyskursu, który obejmuje temat: Imigracja do Polski – społeczne, ekonomiczne i prawne implikacje dla polityki społecznej i pracy socjalnej. Zagadnienie to stało się przedmiotem zainteresowań uczestników III Tygodnia Pracy Socjalnej w Krakowie zorganizowanego przez Instytut Pracy Socjalnej Uniwersytetu Jana Pawła II 6 kwietnia 2017 roku. Wobec polityki społecznej i pracy socjalnej (postrzeganej głównie jako instrument polityki społecznej) stają niemałe wyzwania. Polska polityka społeczna ma niewielkie szanse na poradzenie sobie z problemami imigracji, skoro nie radzi sobie z problemami emigracji. Albowiem emigracja zarobkowa Polaków, spowodowana masowym bezrobociem, stała się kwestią społeczną, którą można by określić jako kwestię emigracyjną. Bezrobocie uwarunkowane jest głównie trzema czynnikami: brakiem pracy, niskimi zarobkami i wyzyskiem na rynku pracy. Polska polityka społeczna wciąż nie potrafi tych czynników przezwyciężyć czy nawet istotnie osłabić. Masowa imigracja spowoduje konieczność integracji uchodźców oraz imigrantów. Jednak ich integracja może nastąpić jedynie przy zapewnieniu im pracy zarobkowej. W Polsce przy braku pracy nie jest możliwa prawdziwa integracja. W tym kontekście ważny jest apel papieża Franciszka, kierowany do poszczególnych krajów europejskich, by przyjmowały tylko taką liczbę uchodźców czy imigrantów, którym są w stanie zapewnić integrację z własnym społeczeństwem.
European integration as a social process is endangered by phenomena which can reduce, stop and downgrade this process. They occur, at least partly, out of political intentions. They become a conseąuence of existing processes in the political, industrial and psychosocial spheres. The evolution of social attitudes of an individual can take the wrong direction, and this can result in a negative influence on social systems. In this paper, special attention is placed on a few of them: atomisation, anomie and social alienation, linked to political and social problems. Atomisation can effect political participation and can lead to morał decay of the social rules of democracy. Anomie leads to adaptation reactions, which can cause withdrawal from existing values and social norms. Additionally, stratification of anomie and atomisation in terms of megatrends makes it harder to counteract their results, because the character of these phenomena leads to an indirect relationship with integration. Bearing in mind the importance of psychological functioning of individuals in a changing social environment, the issue of social alienation that at certain levels of intensity can pose a threat to European integration was also analysed. ; Integracja europejska jako proces społeczny pozostaje pod wpływem licznych zagrożeń, które w różnym zakresie mogą na nią oddziaływać. Przynajmniej częściowo występują one na płaszczyźnie politycznej - stając się konsekwencją zachodzących procesów ekonomicznych czy psychologicznych. Ewolucja postaw społecznych jednostek może mieć negatywne znaczenie dla europejskich społeczeństw. W niniejszym artykule szczególną uwagę autorzy poświęcają zagrożeniom płynącym z atomizacji, anomii oraz społecznej alienacji. Odniesieniem dla ich oddziaływania jest sfera społeczno-polityczna. Atomizacja może wpływać na poziom uczestnictwa politycznego i doprowadzić do upadku moralnych i społecznych zasad demokracji. Anomia wiąże się z reakcjami adaptacyjnymi, które mogą powodować wycofanie się z istniejących norm i wartości społecznych. Dodatkowo anomia i atomizacja mogą oddziaływać w ramach megatrendów sprawiając, że trudniej adaptować procesy demokratyzacyjne. Mając na uwadze znaczenie aspektu psychologicznego funkcjonowania jednostki w środowisku społecznym, analizie został poddany także problem alienacji społecznej, który w określonych wymiarach może stanowić istotne zagrożenie dla procesów integracji europejskiej.

Ocena obecności ludzi starych w społeczeństwie zależy od tempa rozwoju technologicznego i gospodarczego. Szybkie zmiany sprzyjają dyskryminacji ze względu na wiek oraz przyczyniają się do niedostrzegania jednostkowych i zbiorowych korzyści płynących ze wzrostu długości życia ludzkiego. Artykuł zwraca uwagę na niezbędność poszukiwania pomysłów aktywnego uczestnictwa seniorów w życiu społecznym, jak też przybliża koncepcję kreowania przestrzeni miejskich sprzyjających rozwojowi i integracji wszystkich grup wiekowych. Praca podkreśla znaczenie starszego pokolenia w procesie utrzymania ciągłości kulturowej w społeczeństwach informacyjnych i społeczeństwach wiedzy poprzez przeciwstawienie tych idei projektowi społeczeństwa mądrości.
After a brief review of the Agriculture programme for 1980, the author considera the part which forestry would take in the reform proposed to the six E E C States. Then are examined two ways of using the area which would be left vacant by agriculture : for recreation and public health (green places, national parks and natural reserves) or for afforestation. Finally the author considera the conditions of the new european forest policy involved by theses changes : encouragement through the help and benefits given to structural change and through subsidies, integration of forest and industry, and regional objectives. ; Après une rapide présentation du programme Agriculture 1980, est examiné le rôle qu'aurait le forestier dans la réforme ainsi proposée aux 6 Etats de la C.E.E. Après examen des deux utilisations possibles des terres libérées par l'agriculture : pour la détente et la santé publique (espaces verts, parcs régionaux, parcs nationaux et réserves naturelles) et boisement ; les conditions d'une nouvelle politique forestière européenne qui serait ainsi rendue nécessaire : incitation par la prime d'apport structural et les aides, intégration forêt-industrie, objectifs régionaux, sont envisagées.
