Beide - sowohl Swasiland als auch das südafrikanische Homeland Kwazulu - erheben Anspruch auf den Gebietsteil Ingwavuma, der Swasiland Zugang zum Meer verschaffen würde. Für Swasiland sprechen ethnische Gründe, doch ist damit nach internationalem Recht noch kein Transferanspruch verbunden. Kwazulus Recht besteht im effektiven Besitz des Gebietes, das aufzugeben man nicht bereit ist. Kennzeichnung des historischen Hintergrunds und Diskussion des südafrikanischen Standpunkts in dieser Frage. Für die Gegenwart wird die Aufrechterhaltung des status quo empfohlen in der Hoffnung, daß sich in der Zukunft die Möglichkeit eines Kompromisses für die involvierten Parteien ergibt. (DÜI-Hlb)
Anteil Afrikas an der Weltverschuldung etwa 200 Mrd. US-$. Der Schuldendienst erreicht 30-40 % der Exporterlöse. Die Verschuldung hat sich 1973-1983 versechsfacht. In Afrika südlich der Sahara ist die Situation noch ernster als in Afrika insgesamt. Folgen der Verschuldung: erhebliche Beeinträchtigung des wirtschaftlichen Wachstums. Steigende Zahl von Umschuldungen. Obgleich die realen Entwicklungshilfeleistungen an Afrika gestiegen sind, ist der Kontinent zu einem Netto-Kapitalexporteur geworden. Dringende Notwendigkeit, diesen negativen Kapitalfluß umzukehren. Problematik der Strukturanpassungsprogramme. (DÜI-Hlb)
The impact of the foreign assistance on economic growth and development of the recipient country remains unclear at both theoretical and empirical levels. While the number of studies devoted to the mechanisms of enhancing the effectiveness of foreign aid is growing progressively, international community is organizing high-level forums aimed at coordinating actions of donor countries, international financial institutions and recipient countries. The paper reviews main principles of enhancing aid effectiveness highlighted in the Declarations and Action Agenda's adopted by member countries of United Nations and Organization of Economic Cooperation and Development. The use of national development strategies of developing countries in aid allocation as well as introduction of new forms of aid provision as South-South cooperation may lead to better developmental outcomes.

Einstellung Südafrikas, Gesamt-Afrikas, des Westens, des Ostblocks und internationaler Organisationen gegenüber dieser mitlitärischen Strategie. Beurteilung der Vor- und Nachteile für die RSA. Along with the wide range of opportunities to promote and increase the effectiveness of their work in this area, the further development of our legislation in this area, as well as the further development of education, science, culture, information and communication technologies in Uzbekistan. and focuses on opportunities to help it stay strong in its place among influential states. The reason is that the state independence of Uzbekistan is a legitimate result of the hard and arduous struggle of our people for many years. Now the fate of our people is in their hands, they are working hard to strengthen the independence of their country. As an independent state, Uzbekistan has become a party to international conventions and influential world organizations such as the UN, OSCE and ILO. Since gaining its independence, Uzbekistan has taken the path of establishing and developing interstate relations with influential countries around the world, defining the main directions of foreign policy and finally joining UNESCO, one of the 15 specialized organizations of the United Nations. The results of the cooperation since its accession in October to the present are described in the article. The article also covers the relations of our country with UNESCO and its history during the period of national independence. Finally, Uzbekistan's integration into the world community, mutually beneficial political, diplomatic, economic and cultural ties with the world's largest, developed countries are widely covered. The most important thing is that in a short historical period, Uzbekistan has taken a worthy place in the world community, rising to the level of a state with its own independent voice on global issues.

Die Folgen der Abschaffung der Paß- und Zuzugskontrollgesetze (influx control) werden hauptsächlich unter dem Gesichtspunkt der nunmehr möglichen Land-Stadt-Wanderung und der damit verbundenen Verstädterung gesehen. Überblick über den bisherigen Verstädterungsprozeß in der RSA. Diskussion der mit einer rasch zunehmenden Urbanisierung verbundenen Probleme. Bestreben, den Prozeß in geordneten Bahnen ablaufen zu lassen ('orderly urbanization'). Verstädterung als ein Instrument zur Anhebung des Lebensstandards der Afrikaner und der Veränderung (Modernisierung) ihrer traditionellen Kultur. (DÜI-Hlb)
Für Angola ist die Teilung in zwei unterschiedlich beherrschte Landesteile eine große Tragik. Rekapitulation des Unabhängigkeitsprozesses. Bürgerkrieg seit der Machtübernahme durch die MPLA. Hinweis auf die selbst vielen Südafrikanern kaum bewußte Tatsache, daß Afrikaans jetzt bereits seit 60 Jahren neben Englisch offizielle Amtssprache im Land ist. Historischer Rückblick, wie es im Jahre 1925 zu dieser Entwicklung und Entscheidung kam. Bedauert wird, daß Afrikaans in der Wirtschaftswissenschaft und Technologie nicht die Rolle spielt, die der Sprache nach Meinung des Autors angemessen wäre. Zahlreiche Wissenschaftler publizieren in Englisch, um international besser Gehör zu finden. (DÜI-Hlb)
Der Sammelband von Vorträgen des internationalen wissenschaftlichen Symposiums unter dem gleichen Titel (5./6.Juni 2002,Samarkand,Republik Usbekistan) beschäftigt sich mit historischen, politischen und religiösen Aspekten der Entwicklung zu säkularen Staatsformen in Ländern mit muslimischer Bevölkerung, insbesondere auf dem Gebiet der ehemaligen Sowjetunion. Das Verhältnis des Islam selbst zu solchen Staatsformen wird unter verschiedenen Perspektiven untersucht. Dabei werden u.a. Besonderheiten und probleme der Säkularisierung bzw. des Verhältnisses von Staat und Religion in der Republik Usbekistan aufgezeigt
Am 26. Oktober 1986 und 4. Dezember 1986 waren es genau zehn bzw. fünf Jahre, seitdem Transkei und Ciskei ihre Unabhängigkeit erhalten hatten. Betrachtung der innenpolitischen und wirtschaftlichen Entwicklungen dieser Gebiete innerhalb dieses Zeitraums; nationale Integration, politische Stabilität, Entstehung und Bedeutung von Oppositionsparteien. Ciskei ist wirtschaftlich besser gefahren, während Transkei innenpolitisch stabiler war. Vier Phasen sind bei der Entstehungsgeschichte des PAC zu unterscheiden: Die Gründung der 'ANC Youth League' (1944) als Interessensvertretung nur der Schwarzen innerhalb des ANC und deren spätere Abspaltung vom ANC (1940-58); die Status-Kampagne der beiden Befreiungsbewegungen vor dem Hintergrund des Aufstandes von Sharpeville (1960) und dem offiziellen Verbot von ANC und PAC (1959-63); der organisatorische Aufbau des PAC außerhalb der RSA und interne Richtungskämpfe innerhalb der Organisation (1964-81) sowie schließlich die Bemühungen um internationale Anerkennung (1981-85; Anerkennung und Unterstützung vor allem durch Simbabwe, Iran, Libyen und die VR China).
