Intertemporale Wirkungen der Staatsverschuldung
In: Allokation im marktwirtschaftlichen System
Die vorliegende Arbeit befasst sich mit den Wirkungen permanenter staatlicher Budgetdefizite auf die intertemporale Allokation. Im Rahmen einer Partialanalyse wird der Einfluss der Staatsverschuldung auf die privaten Spar- und Investitionsentscheidungen untersucht. Unter Zugrundelegung eines neoklassischen Wachstumsmodells werden die Auswirkungen der Staatsverschuldung auf Kapitalakkumulation, Steuerlast pro Kopf und Konsum pro Kopf dargestellt. Dabei werden Vermögenseffekte in der Konsumfunktion und staatliche Investitionen berücksichtigt.

Ein intertemporaler Klimaschutzfonds zur Gebäudesanierung
Der Gebäudebestand ist eines der Schlüsselelemente im Klimaschutzplan 2050 der Bundesregierung. Um die dort formulierten Ziele zu erreichen bedarf es einer stark ansteigenden Dynamik im Markt energetischer Sanierungen. Zu diesem Zweck schlagen wir die Einrichtung eines intertemporalen Klimaschutzfonds vor, der sich gestalterisch als komplementärer Faktor in die bestehende Förderkulisse einfügt. Auf Basis identifizierter Probleme aktueller Förderungen hebt sich der Fonds durch ein klares Bekenntnis zu CO2-Reduktionen hervor und minimiert gleichzeitig rigide und innovationshemmende Direktinterventionen. Als zentrale Koordinationseinheit verbindet er breite Informations- und Beratungsdienstleistungen mit einem effizienten, schuldenbasierten intergenerationellen Lastenausgleich. Heutigen Gebäudesanierern wird es ermöglicht individuell optimale, technologieoffene Modernisierungsentscheidungen unter adäquaten Risikobedingungen zu treffen.

Intertemporal discrete choice
The discounted logit is widely used to estimate time preferences using data from field and laboratory experiments. Despite its popularity, it exhibits the "problem of the scale": choice probabilities depend on the scale of the value function. When applied to intertemporal choice, the problem the scale implies that logit probabilities are sensitive to the temporal distance between the choice and the outcomes. This is a failure of an intuitive requirement of stationarity although future values are discounted geometrically. As a consequence, patterns of choice following from the structure of the logit may be attributed to non-stationary discounting. We solve this problem introducing the discounted Luce rule. It retains the flexibility and simplicity of the logit while it satisfies stationarity. We characterize the model in two settings: dated outcomes and consumption streams. Relaxations of stationarity give observable restrictions characterizing hyperbolic and quasi-hyperbolic discounting. Lastly, we discuss an extension of the model to recursive stochastic choices with the present bias.

The paper shows that the traditional wisdom of raising interest rates to defend a currency enriches rather than punishes the speculators. Furthermore, using high interest rates as a currency defense tool often produces the opposite effect in times of crisis. A new approach is proposed of using Hong Kong dollar "put" options as an explicit commitment by the government. The put option itself acts like an intertemporal currency board in keeping the linked exchange rate over time. This costly signaling produces a separating equilibrium that distinguishes the strength of the Hong Kong dollar from the other Asian currencies that were under pressure in 1997.
