In den vergangenen 10 Jahren haben die drei verbündeten Regierungen Ägyptens, Saudi-Arabiens und der Vereinigten Arabischen Emirate (VAE) erheblichen Einfluss auf Entwicklungen im Nahen und Mittleren Osten genommen. Gemeinsames Ziel war es, demokratische Transformation zu verhindern, den Aufstieg des politischen Islam zu stoppen sowie dem regionalen Einfluss Irans und der Türkei entgegenzuwirken. Gemeinsame regionalpolitische Interventionen waren indes wenig erfolgreich. Überdies treten in den letzten Monaten Interessendivergenzen in den bilateralen Beziehungen zwischen diesen autoritär geführten arabischen Staaten zutage. Konfliktpotenzial wird sowohl in Bezug auf wirtschaftliche als auch auf regionalpolitische Fragen sichtbar und dürfte zukünftig noch steigen. Deutschland und die Europäische Union (EU) sollten diese Interessendivergenzen der drei Länder als Chance begreifen, um eigene Ziele in der Region zu verfolgen. (Autorenreferat)

By applying role theory to grasp intra-role conflicts and shifting ego/alter interactions between states, US-German Relations can be adequately understood. Conflicts between the partners may arise when the ego-part of a role shifts due to national role contestations. The adapted role may lead to new expectations towards the partner, thereby triggering an intra-role conflict if ego- and alter-norms collide. While US-German relations remained largely stable during the Cold War, as ego/alter interactions were complementary, intra-role conflicts emerged from 1991 onwards. The argument is unfolded regarding Germany's out-of-area debate (1993-1999), US unilateral turn after 9/11 (2002-2008), and the new burden-sharing struggle (since 2008). (S+F/Pll)

Taking as its starting point the recent Romanian controversy over majority-minority & state-nation relations, this article explores the political representation of ethnic Hungarians in Romania. It critically reviews the history of the DAHR, the main political organization of Hungarians in Romania, from its founding to the present day, discussing the DAHR's constitutional principle of including various platforms under a single roof, analyzing the major actors & their struggles for influence within the alliance. Reflecting the fact that the role played by ethnic Hungarians in Romanian political life can be decisive, the conclusion takes the results of the analysis to make more general remarks on political co-operation & future inter-ethnic relations. The past few years have brought an increase in tension & conflicts [ also between Poland & Germany. This new situation reveals the weaknesses of German politics. Germany treats Eastern European countries not as partners, but as protegees. Moreover, Russia has become Germany's most important partner. No wonder, that Eastern Europe feels that Germany is applying double standards. The Bonn Republic established a balance between big & small countries. Europe's future depends on whether the Berlin Republic is capable to assert its claim to leadership while at the same time retain the unusual capability of the Bonn Republic. E. Sanchez
