Flood mapping, particularly hazard and risk mapping, is an imperative process and a fundamental part of emergency response and risk management. This paper aims to produce a flood risk proxy map of damaged rice fields over the whole of Bangladesh, where monsoon river floods are dominant and frequent, affecting over 80% of the total population. This proxy risk map was developed to meet the request of the government on a national level. This study represents a rapid, straightforward methodology for estimating rice-crop damage in flood areas of Bangladesh during the large flood from July to September 2007, despite the lack of primary data. We improved a water detection algorithm to achieve a better discrimination capacity to discern flood areas by using a modified land surface water index (MLSWI). Then, rice fields were estimated utilizing a hybrid rice field map from land-cover classification and MODIS-derived indices, such as the normalized difference vegetation index (NDVI) and enhanced vegetation index (EVI). The results showed that the developed method is capable of providing instant, comprehensive, nationwide mapping of flood risks, such as rice field damage. The detected flood areas and damaged rice fields during the 2007 flood were verified by comparing them with the Advanced Land Observing Satellite (ALOS) AVNIR-2 images (a 10 m spatial resolution) and in situ field survey data with moderate agreement (K = 0.57).

Accurate estimations of the extent of agricultural land abandonment (ALA) are critical to the sustainable management of agricultural resources and forestry, the understanding of ALA determinants, and the development of future agricultural policies. Although ALA is widespread in Europe, mapping it over large areas using remote sensing data is difficult as a result of the complexity of this phenomenon. This study aims to develop methods for a detailed wall-to-wall regional-scale mapping of ALA using vegetation height and secondary forest succession indicators. The rates and distribution of ALA were analyzed at the parcel and communal level in the Polish Carpathians using a high-resolution vegetation height model (VHM) derived from Light Detection and Ranging (LiDAR) point clouds and topographic data. Depending on the parcel-level secondary forest succession threshold (10, 20, and 50%), the regional ALA rates were 18.8, 9.0, and 2.1%, respectively. Regardless of the threshold, abandoned grasslands covered about three times more area than abandoned croplands. The highest ALA rates were observed in communes located in the western part of the study area, as well as east and south of Rzeszó ; w. We found that areas receiving European Union Common Agricultural Policy payments very rarely showed signs of secondary forest succession and land abandonment. The developed method proved to be effective for detailed ALA mapping at various spatial scales.

In many countries of the world, floods continue to cause extensive damage to people and properties. This is also the case of Mexico, where meteorological phenomena cause flooding every year. In order to mitigate continuous losses and damages, crucial tools like hazard maps are essential for prevention. This review article analyzes the main reasons for the shortcomings on disasters caused by floods in Mexico. We argue that strong linking between the realm of technical hazard mappings and local governance as an integrated approach to manage disasters can be a basis for a new prevention policy in Mexico. This consideration is achieved through the description of the available information on the meteorological events that have caused major damage in recent years and the analysis of the interventions carried out at decision-making level by the government and the national civil protection system. The application that hazard maps have in the world and their usefulness is also discussed. From the analysis carried out it emerges that the inefficiency of the system in preventing damage caused by floods in Mexico is due to both the lack of high-level expertise in hazard maps design and the lack of their use in decision-making policies at the local level.

Japan's population has been declining since it reached its peak in 2008, and the annual decrease is expected to expand gradually in the future. In this situation, improvement in the fertility rate and intake of foreigners have attracted great attention. However, since the total fertility rate (TFR) has remained stagnant between 1.40 and 1.45 in recent years, more attention is being paid to the role of foreigners as "replacement migration," and the importance of this has even been highlighted by the United Nations (2001). Noteworthy trends in relation to this are the regional disparity of population decline and the distribution of foreign nationals in contemporary Japan. In particular, the issue of depopulation is serious in peripheral parts of the country because it has been occurring since the 1980s. Meanwhile, the monopolar concentration of population, including foreign residents, into Tokyo has also been a major issue. Keeping the above developments in mind, the first edition of Mapping Foreign Residents in Japan , which I edited, was published in 2011; thanks to its favourable reception, a revised edition was published in January 2019. Both editions were prepared especially for policy-makers of national and local government offices in charge of foreign residents. It includes more than 100 maps. This presentation aims to introduce the maps that visualize the status of foreign residents in Japan's major cities and to outline the distinctive features of the differentiation in their residential distribution. The work's chief sources are national government statistics such as population census (including microdata of foreign residents in the 2015 census), statistics on foreign residents, and vital statistics. The maps are arranged by six topics (distribution/changes, gender/age/nationality, status-of-residence, employment, life, and enclaves/migration), and each topic has several sub-topics. Maps of foreign residents in major cities are drawn on a municipality basis (city, ward, town, and village) or on a small-area unit basis ( cho-cho and aza ). Figure 1 shows an example from the second edition. Major findings obtained from the series of maps in the recently revised publication are summarized as follows. First, there are very few remarkably large enclaves composed of small-unit areas with a high ratio of foreign residents, suggesting that most foreign residents, even in such areas, tend to reside alongside Japanese residents. Second, major enclaves for 'oldcomers' (Korean and Chinese residents) are located in the inner-city areas of a few metropolises. Third, major enclaves for newcomers are confirmed to exist in four types of small-area units: downtown, public housing, around universities, and around factories.

A particular challenge for undertaking urbanization mapping of Beirut is the absence of a unified understanding of the city. Migration, informal settlements, a lack of urban planning, political corruption, as well as internal conflict have made this task even harder. The population in Lebanon is unevenly distributed among regions, where one third of the population resides in the Greater Beirut Area (GBA), whereas it occupies only 233 km2 (2% of Lebanon's total area). The Greater Beirut Area is subject to pressures arising from population growth and economic expansion. This study aims to follow the evolution of urbanization from 1963 till 2005 by processing and interpreting topographical maps and satellite images acquired by different space platforms. Satellite imagery change analysis shows that average annual urban growth surpassed 1.8 km2∙yr−1. Actually, a variety of factors triggers urban growth in the GBA (i.e., transportation, public policies, economic activities and environmental variables). The logistic regression method has been applied to model future urban growth in the region of Greater Beirut. Consequently, an urban growth scenario map has been generated. To validate our results, we compared an urban map derived from RapidEye satellite acquired in 2010 to our model's outcome of the same year. The output shows a satisfactory rate of success (~61%). This research aims to provide policy makers and urban planners in Lebanon an essential decision tool to support upcoming urban planning in this study area or in others major cities in Lebanon.

Water is a vital resource for citizens' economic and social development. However, the uses to which it can be put often conflict. Possible solutions to mitigate disputes involve political options, scarce economic resources, and the search for mechanisms to ensure its adequate allocation. For over half a century, countries such as Australia, Spain, Chile, and the western states of the United States have been considering the possibility of using markets for rights of use. They are defined as formal or informal trading exchanges of rights, whose aim is to improve efficiency, ensure security of supply, and make allocations more flexible. In this context, the aim of this article is to show a current picture of the scientific production related to Water Markets using the comparative bibliometric study of the documents indexed in the Web of Science (WoS) and Scopus databases as a tool. The advanced search of relevant terms resulted in the retrieval of 261 papers from WoS and 305 from Scopus, with a time limit of 2020, which make up the ad hoc basis of the analysis. From this basis, it can be deduced that the subject of the Water Market has been present in the scientific literature on a more or less regular basis since the beginning of the 1990s. However, it has emerged as a topical issue in recent years, being in a phase of exponential growth, which means that interest in the area is likely to continue in the coming years.

Black communities have been making major contributions to Europe's social and cultural life and landscapes for centuries. However, their achievements largely remain unrecognized by the dominant societies, as their perspectives are excluded from traditional modes of marking public memory. For the first time in European history, leading Black scholars and activists examine this issue - with first-hand knowledge of the eight European capitals in which they live. Highlighting existing monuments, memorials, and urban markers they discuss collective narratives, outline community action, and introduce people and places relevant to Black European history, which continues to be obscured today

This article examines the conditions of penal optimism behind suggestions that the penal expansionism of the last three decades may be at a 'turning point'. The article proceeds by outlining David Green's suggested catalysts of penal reform and considers how applicable they are in the Australian context. Green's suggested catalysts are: the cycles and saturation thesis; shifts in the dominant conception of the offender; the GFC and budgetary constraints; the drop in crime; the emergence of the prisoner re-entry movement; apparent shifts in public opinion; the influence of evangelical Christian ideas and the Right on Crime initiative. The article then considers a number of other possible catalysts or forces: the role of trade unions; the role of courts; the emergence of recidivism as a political issue; the influence of 'evidence based'/'what works'' discourse; and the emergence of justice reinvestment (JR). The article concludes with some comments about the capacity of criminology and criminologists to contribute to penal reductionism, offering an optimistic assessment for the prospects of a reflexive criminology that engages in and engenders a wider politics around criminal justice issues.
