This article explores the conceptual analysis in literary discourse using the example of the novel "Day of Execution" by Azerbaijani writer Y. Samedoglu. The author proposes a comprehensive approach to concept analysis, including examining the nominative field, semantic analysis, and intertextual relationships. Various techniques and elements such as embedded texts, temporal parallels, intertextuality, irony, and allegory are examined, which help reveal the concept's meaning and organisation in the novel. Additionally, the article emphasises the importance of cognitive-semantic analysis and the study of intertextual relationships in literary discourse. The research contributes to a better understanding of the conceptual worldview in the novel "Day of Execution" and its connection to linguistic means and structures. This article interests linguists, literary scholars, and anyone interested in cognitive analysis and academic discourse.
This article analyzes current problems in public procurement, as well as ways to solve them. The focus is on the modernization and improvement of the contract system, as well as the threat of competition in the government procurement market. The relevance of considering this topic at the present stage is expressed in the need to apply tough measures to combat corruption in the field of public procurement, it justifies the need to improve legislation, due to the difficulties encountered in the implementation of state financial control in the field of procurement. The article describes the complexity of the organization of procurement, identifies ways to optimize them. The main ways of the impact of certain negative trends on the implementation of the contract system of the Russian Federation are proposed. Improvement and modernization of the legal framework in the field of public procurement will always be relevant since the social, economic and political spheres of relations in the global economy are changing and not constant. That is why, basically, it is necessary to create a fundamental legal structure, to which, as far as it would be important, minor amendments will be made, and not urgent and global in a short period of time. The main objectives of regulating the law on the system of contracts are its openness and effectiveness, therefore, reducing corruption and reducing the cost of budget funds, "healthy" competition, timely and high-quality satisfaction of state and public needs, access to the process of perception of procurement stages for professionals and its participants. To understand the supplier in all the intricacies of the contractual system, it is necessary to analyze and study a large number of laws and regulations. The results showed that in order to minimize problems in the field of public procurement, it is necessary to intensify the interaction of regulatory and law enforcement agencies and improve legislation.

The article is devoted to legal regulation of eficiency work in the Russian Federation and some foreign countries. The main problems in the sphere are revealed including the lack of legislative support of the eficiency proposal author's right to reward, and severely outdated legal documents regulating eficiency work that were adopted more than twenty years ago. The approach to the promotion of eficiency work in such developed countries as the USA, Japan and in promptly developing China is analyzed. The article contains a review of legal acts regulating eficiency work in Russia and in some countries of the former USSR, particularly in Belarus, Kyrgyzstan and Turkmenistan. Two basic approaches to the promotion of eficiency work are identiied: the irst is typical for technologically advanced countries with a long tradition of direct support of eficiency work and innovative activity directly at enterprises without participation of the state. The second approach has been developed in the former socialist countries where the state traditionally has strong inluence on virtually all spheres of social life, in particular on creating instruments for the stimulation of eficiency work. In the countries, belonging to the irst group, eficiency proposals are not regarded as legally protected results of intellectual activity. In the second group of countries legal protection of eficiency proposals presently remains in force. There is some legal uncertainty in Russia nowadays: on the one hand eficiency proposal is not a legally protected result of intellectual activity, on the other hand it can be protected as know-how. However there are no legal norms providing for the know-how author's right to remuneration for the creation of the result in the course of the employment. The article suggests amendments to the Russian labor law, aimed at stimulating eficiency work.

The article presents a brief overview of India-U.S. relations during the period of Narendra Modi's government and Barack Obama's administration. The author analyzes the dynamics of cooperation development after the victory of Bharatiya Janata Party in the 2014 Parliamentary elections in India and studies the key directions of bilateral agenda. The current condition of India-U.S. strategic dialogue and the influence of human rights issues on the countries' cooperation are characterized.
Since 2014 the states' cooperation has been growing rapidly. The bilateral investment, trade and economic interdependence have significantly increased. Some experts and mass media note that Barack Obama and Narendra Modi are having friendly relations. From a different angle, a number of agreements between countries still remain unaccomplished. For instance, the U.S. support for India's permanent seat in the United Nations Security Council, its accession to APEC and the implementation of nuclear deal have yet to be turned into achievement.
Together with strengthening the bilateral strategic dialogue, the U.S. has intensified the criticism of India's human rights record. The main part of it includes the cases of religious intolerance, which are observed in the United States Commission on International Religious Freedom reports and the remarks given by U.S. lawmakers and official representatives, including the Ambassador to India. Washington's careful attention to the human rights issues and religious violence in particular is one of the major irritants in the U.S.-India relations.
The engagement of Indian Americans in the local U.S. politics and their lobbying efforts in the context of U.S.-India relations are revealed. The author outlines the near-terms perspectives of bilateral cooperation.
This article describes the current procedure for accounting for three types of state aid: subventions, subsidies and budget loans, as well as the promising directions of development of this object of accounting. The aim of the work was to illustrate the method of reflection in the accounting of the facts of economic life associated with the receipt of state aid for business entities applying the chart of accounts of commercial organizations. The study was conducted using General scientific methods: analysis of legal norms, analogy, comparison, extrapolation, etc. Considered in this paper principles for an accounting of funds to Finance current and capital expenditure and their depreciation in full conformity with the applicable accounting legislation, and will generate accurate reports to business entities. The paper reveals the conceptual apparatus, the emphasis is on the options of accounting for budgetary funds: the method of accrual and the method of actual receipt of resources. The technique of accounting of means of target financing, the income of future periods and their write-off on the current income are considered. Possible cases of reflection in the accounting of need of return of earlier received budgetary funds are opened. The analogy of accounting for budget loans with the norms of the current PBU 15/2008. The disclosed directions of improving the accounting of state aid, consisting in the option of reflecting budgetary funds in the balance sheet (either in the balance sheet liability as part of long-term liabilities or in the balance sheet asset by reducing the carrying value of the relevant articles), will be necessary for organizations in the development of an effective version of the accounting policy for 2020 when making changes to PBU 13/2000.

The article explores the issue on the perception of the concept "national security" areas, models and methods of its maintenance by the population. The author uses materials of the sociological survey conducted by the Laboratory of problems of increasing the efficiency of state and municipal management of the South-Russian Institute of Management - branch of the Russian Presidential Academy of National Economy and Public Administration. The survey was carried out with the participation of leading experts in various aspects of national security, representing 27 Russian higher educational institutions and research centers in Moscow, Astrakhan, Barnaul, Belgorod, Dushanbe, Krasnodar, Nizhny Novgorod, Omsk, Pyatigorsk, Rostov-on-Don, Saint Petersburg, Syktyvkar, Sochi, Ufa. It is noted that as a priority political governance model that implements the basic concept of national security, respondents identified a democratic model. Most respondents believe that a unified security model in the Russian regions is ineffective, and such model should be developed taking into account the specificity of each subject. The study showed that the public's attention to the issue of national security is not sustainable, as determined by situational factors. It is proved that the motives of anxiety formed in the Russian public mind are not sustainable, and situational. Respondents see the economic cooperation more effective incentive to maintain national interests than by force. Estimation of the population of the priority issues of security shows that most respondents appreciate the organization of work to ensure the safety and anti-terrorism security in the sphere of national relations. The findings give grounds to assert that the focus of public attention to the problem of national security does not yet occupy the leading positions. To a greater extent, respondents focused on the issues of public safety, reducing threats and risks in their daily lives. Apparently, despite the external and internal attempts by certain forces to escalate the symptoms of military threats, economic and political instability, the state authorities have managed to maintain a stable situation on the ground and to instill confidence in the stability of the government itself. However, assessments of respondents showing pain points (as discussed above), on which the regional and federal authorities and the public should focus their attention. This should avoid focusing on minor topics objects, eliminate switching public attention on themes and subjects that do not require a real public outcry and do not carry the real threats to the individual, society and state. Thus, the problem of improving the state policy in the sphere of security exists objectively, and its resolution should be ensured not only by the professional power sector, deputies and representatives of the executive power, but also qualified experts from civil society and scientific environment.
