This paper deals with the reality of political finance in Japan. In the text I describe how the election system influenced the process of creation of party system, especially segmentation of the Liberal-Democratic Party into factions. Consequences of this system include expensive election campaigns which in turn lead to close relationships between political parties and individual politicians and large, particularly corporate, donors. In effect the costs of election campaigns continue to increase and political parties, perpetually in need of money, constantly search for new donors. In this context it is not surprising that in Japan corruption is important problem. What is also important, however, is the fact that dysfunctional relationships between large, corporate donors and political parties were and are fundamental factors influencing economic policies of successive governments.
The paper aims to present the global determinants of the increased competitiveness of the European Union in the 21st century. Its detailed purpose was to determine the position of the European Union vis-à-vis the USA and Japan, to indicate the role of innovation and employment in the increased competitiveness of the EU, the position of the Common Agricultural Policy under the circumstances of increased competition, the increased importance of ser- vices, the position of the European Union as compared to the competitiveness of BRIC, and how the EU functions within WTO principles. The analysis of these research issues indicates that the European Union is facing a number of significant challenges in the early 21st century. Those related to the prices of goods and resources are particularly worth pointing out. Predomination of Liberal Democratic Party of Japan in the Party System – Selected AspectsThe Japanese party system, according to assumptions of Giovanni Sartori's classification, should be considered as the predominant-party system. Liberal Democratic Party is occupying a dominant position in this system. The LDP has been in power since 1955, except for a brief period in 1993 and 2009, when the party was deprived of power because of electoral defeats. In remaining elections, the party has been achieving victories and thanks to that the LDP gained an absolute majority in the parliament and could self-govern. The LDP should be considered as a conservative political power, realizing the neoliberal program in the economy. Among the reasons for the dominance of the party, particular attention should be paid to the fact that it bases on the rural electorate and that the electoral system works to its advantage

W ostatnich latach ESA podejmowała liczne projekty naukowo-badawcze. Mimo potężnego zaplecza, jakim jest europejska gospodarka, ESA ma jednak znacznie mniejsze możliwości niż jej główna konkurentka – amerykańska NASA. Badania kosmosu, prowadzone przez ESA często mają charakter uzupełniający i pomocniczy wobec planów NASA. Silnymi konkurentami dla ESA są też agencje kosmiczne innych państw – Rosji, Chin czy Japonii. ; The article is devoted to the genesis, structure and present potential of the European Space Agency. Transforming institutions is at the central core of development. Appropriate institutional matrices consist of habits, organizations, regulations, capacities and incentives. One of such successfull institutional matrices is self-regulating market created in Trade Republic of Dutch. The financial system is embedded and interdependent on institutions, both economic and non-economic. This paper aims to clarify the logic of institutional evolution of financial systems in the Netherlands and Japan over the last 500 years. This institutional perspective needs to be reassessed beyond Washington Consensus theoretical constructions in finance. Finally, it seems that only an institutional perspective on finance, can establish a solid base for management of every day financial risk. It does not take place in a social and cultural vacuum. ; Transformacja instytucji ma zasadnicze znaczenie dla rozwoju. Właściwa macierz instytucjonalna zawiera nawyki, organizacje, regulacje, potencjał i bodźce. Przykładem udanej macierzy instytucjonalnej było stworzenie w Holandii rynku obsługującego Republikę Kupiecką. System finansowy jest zakorzeniony i współzależny od instytucji zarówno ekonomicznych, jak i pozostałych. Celem artykułu jest przedstawienie logiki ewolucji systemów finansowych w Holandii i Japonii na przestrzeni ostatnich 500 lat. Tego typu perspektywa instytucjonalna z natury rzeczy wykracza poza Konsensus Waszyngtoński w nauce o finansach. Sumując, jedynie finanse instytucjonalne mogą stanowić dobrą podstawę do zarządzania ryzykiem finansowym codzienności. Ono nie odbywa się w próżni społecznej i kulturowej.

Citizen participation is an essential element of democracy, the contemporary model is based on the participation of citizens in political decision-making processes. In many interpretations of participatory democracy it calls attention to the fact that the local level is conducive to the development of civic participation. Therefore, the city should be a pioneer in the development of electronic forms of participation, which in the era of digitalization and virtualization of life are becoming more common and desirable. Ambitious and modern cities, designed for the purpose of improving the life of citizens by using technology are called Smart Cities. This article is an attempt to critically analyze the functioning of electronic forms of civic participation in the Polish cities, mainly e-governance, but also the public consultation and participatory budgeting. The experience of other countries will be used in the comparative analysis (Japan, Germany, Spain), to identify the challenges and goals for our country. The author calls attention to the view that for the smooth and effective functioning of cities, it is necessary to involve citizens in the process of political decision-making, especially with the use of electronic tools, because then it ensures the criteria to be smart. ; Partycypacja obywatelska stanowi istotny element demokracji, której współczesny model opiera się na udziale obywateli w procesie podejmowania decyzji politycznych. W wielu interpretacjach demokracji uczestniczącej zwraca się uwagę na fakt, że poziom lokalny sprzyja rozwojowi partycypacji obywatelskiej. A zatem miasta powinny być pionierem w zakresie rozwoju elektronicznych form partycypacji, które w dobie cyfryzacji oraz wirtualizacji życia (również publicznego) są coraz bardziej powszechne i pożądane. Miasta ambitne i nowoczesne, mające za cel ulepszanie życia obywateli z wykorzystaniem technologii nazywa się smart cities. Niniejszy artykuł to próba krytycznej analizy funkcjonowania elektronicznych form uczestnictwa obywatelskiego w polskich miastach, głównie narzędzi e-administracji, ale i konsultacji społecznych czy budżetu partycypacyjnego. W analizie porównawczej zostały zaś przywołane doświadczenia innych państw (Japonia, Niemcy, Hiszpania), by wskazać na wyzwania i cele dla naszego kraju. Autorka poddaje pod rozwagę pogląd, że dla sprawnego i skutecznego funkcjonowania ośrodków miejskich typu smart, konieczne jest włączanie obywateli w proces podejmowania decyzji politycznych, zwłaszcza z wykorzystaniem narzędzi elektronicznych, bo tylko wówczas uda się spełniać kryteria miasta inteligentnego.
"Yearbook of Eastern Studies" has been established as a forum for the debate on the multifaceted nature of transformations in Central and Eastern Europe and Asia, with particular focus on the post-Soviet area. The conceptual content of the periodical was born thanks to the professors Zdzislaw J. Winnicki and Walenty Baluk, who edited the first three volumes, which were published formally as separate monographs, but already under the banner of "Wschodnioznawstwo". Since 2010, the Yearbook has the status of a scientific journal, and two years later it has been listed on the journals of the Ministry of Science and Higher Education. In addition, the periodical is indexed in national and international databases such as Index Copernicus, Central European Journal of Social Sciences and Humanities, BazHum and Polska Bibliografia Naukowa. The scientific profile of the periodical, which has consistently been implemented since the beginning of the activity of "Yearbook of Eastern Studies", focuses on the field of social sciences, with particular emphasis on the science of politics and science of safety. Its great advantage is its internationalization, which manifests itself both in terms of composition of the scientific council, reviewers, and authors of texts published in the "Wschodnioznawstwo" in Polish, English and Russian languages. Up to now, researchers from Poland, Azerbaijan, Belarus, Czech Republic, Georgia, Germany, Hungary, Japan, Kazakhstan, Latvia, Macedonia, Russia, Slovakia and Ukraine have published on the cards of the journal. ; Wydawany przez Zakład Badań Wschodnich od 2007 r. rocznik "Wschodnioznawstwo" powstał jako forum debaty nad wielowymiarowością przemian w regionie Europy Środkowej i Wschodniej oraz Azji, ze szczególnym uwzględnieniem obszaru postradzieckiego. Koncepcja merytoryczna periodyku zrodziła się dzięki profesorom Zdzisławowi J. Winnickiemu oraz Walentemu Balukowi, którzy redagowali wspólnie pierwsze trzy tomy, wydane jeszcze z formalnego punktu widzenia jako odrębne monografie, ale już pod szyldem "Wschodnioznawstwa". Od 2010 r. rocznik posiada status czasopisma naukowego, a dwa lata później trafił na listę czasopism punktowanych Ministerstwa Nauki i Szkolnictwa Wyższego. Ogromnym atutem rocznika jest jego umiędzynarodowienie, które przejawia się zarówno w aspekcie składu rady naukowej, recenzentów, jak i autorów tekstów zamieszczanych na łamach "Wschodnioznawstwa" w językach polskim, angielskim i rosyjskim. Do tej pory na kartach periodyku publikowali naukowcy z Polski, Azerbejdżanu, Białorusi, Czech, Gruzji, Japonii, Kazachstanu, Łotwy, Macedonii, Niemiec, Rosji, Słowacji, Ukrainy i Węgier.
The diversity of development levels of various countries cannot be justified by better natural conditions. The so-called paradise islands are not its leaders, while some countries having difficult natural conditions (Scandinavia, Japan) are among the civilisation leaders of the world. However, as it turns out, the implementation of solutions selected from there brings limited success. Historically, this is a new situation. The assembly line production from Ford's factories was used effectively around the world, so were fastfood chains or containers in transport. Today, however, it is difficult to find such spectacular examples. This may surprise, as, still, there are significant differences in the efficiency of the economies of individual countries. In Europe, the gap between North and South does not decrease, and the United States and Mexico are far apart in this respect. And yet, with few exceptions, almost all economies are now open to the goods that are proven solutions. Even if everything cannot be transformed quickly according to the best models, progress should be achieved gradually by adapting individual elements of the economy in question along the lines of the best solutions, for example, used by the neighbouring countries. In this way, the development gap would slowly narrow down, or at least it would not widen. Yet, this method does not yield significant results. The reason seems to be the increasing integration and complexity of national manufacturing systems. This can be seen above all in the attempts to adapt foreign pro-innovation systems. Does this mean that such an implementation is not possible at all? Well, no. While it is ineffective to adapt the environment from above, it can be successful in triggering a process of self-adaptation that goes deep into the whole system. But it is a difficult operation, requiring a non-traditional (non-static) system approach. ; Zróżnicowanie poziomu rozwoju poszczególnych krajów nie da uzasadnić się lepszymi warunkami przyrodniczymi. Tzw. rajskie wyspy nie są jego liderami, natomiast szereg krajów o trudnych warunkach przyrodniczych (Skandynawia, Japonia) należą do czołówki cywilizacyjnej świata. Jak się jednak okazuje, implementacja wybranych stamtąd rozwiązań przynosi ograniczone sukcesy. Historycznie jest to nowa sytuacja. Produkcja taśmowa z fabryk Forda dała się zastosować efektywnie na całym świecie, podobnie sieci fast-food czy kontenery w transporcie. Obecnie jednak trudno znaleźć tak spektakularne przykłady. Może to zaskakiwać, ponieważ istnieją dalej znaczące różnice w efektywności gospodarek poszczególnych krajów. W Europie nie zmniejsza się dystans Północ – Południe, Stany Zjednoczone od Meksyku dzieli pod tym względem przepaść. A przecież, poza nielicznymi wyjątkami, prawie wszystkie gospodarki są obecnie otwarte na dobra jakim są sprawdzone rozwiązania. Jeśli nawet całości nie można szybko przekształcić według najlepszych wzorów, to powinno uzyskać się postęp stopniowo, adaptując poszczególne elementy danej gospodarki na kształt najlepszych rozwiązań np. u sąsiadów. W ten sposób dystans rozwojowy powoli ulegałby zmniejszeniu, przynajmniej nie powiększał się. Ta metoda jednak nie przynosi znaczących rezultatów. Powodem wydaje się być coraz większa integracja i złożoność krajowych systemów wytwarzania. Daje się to dostrzec przede wszystkim przy próbach adaptacji zagranicznych systemów proinnowacyjnych. Czy wobec tego taka implementacja jest w ogóle niemożliwa? Otóż nie. Co prawda nieskuteczne jest odgórne adaptowanie otoczenia, ale może się udać uruchomienie procesu samoadaptacji, idącego w głąb całego systemu. Ale jest to operacja trudna, wymagająca nietradycyjnego (niestatycznego) podejścia systemowego.
Artykuł omawia zmiany, jakie zaszły w światowej i europejskiej energetyce jądrowej po katastrofie w elektrowni Fukushima w Japonii w 2011 roku. We wstępie opisany został stan energetyki jądrowej na świecie, gdzie 443 reaktorów atomowych znacznie przewyższa liczbę elektrowni tradycyjnych opalanych węglem lub gazem. Analizie poddano stan regulacji sektora Unii Europejskiej, w którym największe znaczenie przywiązuje się do wolnego rynku i bezpieczeństwa. To państwa decydują o wyborze elektrowni tradycyjnej lub jądrowej, co rodzi rozbieżności i brak wspólnej polityki w Unii Europejskiej wobec całego sektora. Omówiono decyzje Niemiec o stopniowej rezygnacji z energetyki atomowej do 2022 roku. Jej przyczyny w głównej mierze mają charakter polityczny, a także ekonomiczny; jest to też próba zwiększenia produkcji energii ze źródeł odnawialnych. Na przeciwnym biegunie znajduje się Francja, która 75% całości energii elektrycznej produkuje w elektrowniach jądrowych i dla której cały sektor stanowi olbrzymi konglomerat gospodarczy zatrudniający blisko milion ludzi. Analizie poddano też politykę energetyczną innych krajów Unii, w tym także państw Europy Środkowo-Wschodniej, dla których wybór energii jądrowej jest jedyną sensowną alternatywą mogącą sprostać tzw. dekarbonizacji, to jest wzmożonej emisji dwutlenku węgla do atmosfery. Polska obecnie stoi przed ostatecznym i strategicznym wyborem (w 2013 r.) drogi rozwojowej krajowej energetyki. Mimo trudności, niekonsekwencji i ograniczeń rozwój energetyki jądrowej będzie postępować w ramach ogólnego postępu cywilizacyjnego, dla którego nie ma innej alternatywy. ; The paper is devoted to the changes that have ocurred in the World and European nuclear power engineering after the disaster of Fukushima plant in Japan in 2011. In the Introduction, the author describes the state of nuclear power engineering in the world, with its 443 nuclear reactors markedly prevailing over traditional coal or gas fuelled power plants. The analysis involves the status of the sector in the European Union where the greatest attention is paid to the free market, competitivness and safety. The choice between traditional or nuclear plants is left to respective states. This gives rise to large differences and lack of common policy of the European Eunion relating to the whole sector. The paper discusses Germany's decision to gradually resign from nuclear power engineering by 2022. The reasons for that are mostly politica, but also economic and present an attempt at increasing power production from renewable sources. The opposite position is occupied by France where 75% of the total electric power is obtained from nuclear plants and for which the whole sector constitutes a huge economic conglomerate employing over a million people. Subject of analysis in the paper is also the energy policy of other EU states, including the Central and East European countries for which the embracement of nuclear power is the only sensible alternative capable of dealing with the so called decarbonization, that is the increased CO2 emission to the atmosphere. There is also some attention given to Poland which faces the final and strategical choice (in 2013) of the way along which its national power policy will go. Summing up, the author, in agreement with the experts' opinion, notes that despite the difficulties, inconsequences and limitations, the growth of nuclear power engineering will continue within the framework of global civilisational development for which there is no other alternative. ; В статье рассмотрены перемены, которые произошли в мировой и европейской ядерной энергетике после катастрофы на атомной электростанции Фукусима в Японии в 2011 году. Во вступлении автор описывает состояние ядерной энергетики в мире, в котором 443 атомных ректоров значительным образом превышают производительность традиционных электростанций, отапливаемых углём или газом. Проанализировано состояние нормативно-правового регулирования этого сектора в Европейском Союзе, прежде всего, основанного на принципах свободного рынка и безопасности. В связи с тем, что каждое государство самостоятельно принимает решение о выборе традиционной или атомной энергетики, Европейский Союз не имеет общей политики в отношении этого сектора экономики. В статье рассмотрено решение о постепенном отказе Германии от атомной энергетики к 2022 году. Причины этого решения носят как политический, так и экономический характер. Этот шаг направлен также на увеличение доли возобновляемой, регенеративной энергии. Совершенно иной подход к обсуждаемой проблеме имеет Франция, которая 75% всей электроэнергии производит на атомных электростанциях и для которой этот сектор имеет огромное экономическое значение, так как предоставляет работу около миллиону граждан. Автор проанализировал также политику в области энергетики других стран Евросоюза, в том числе государств Центрально-Восточной Европы, для которых выбор атомной энергии зачастую является единственной альтернативой, позволяющей справиться с проблемой скопления углекислого газа в атмосфере. Сегодня Польша стоит перед окончательным и стратегическим выбором (в 2013 г.) дальнейшего развития национальной энергетики. Несмотря на многочисленные препятствия, развитие атомной энергетики будет продолжаться ввиду всеобщего цивилизаторского прогресса, которому нет иной альтернативы.
