Bu çalışma, gazetede yer alan fakat edebiyatın gelişmesinde de önemli bir role sahip olan tefrikanın işlevlerini ele almaktadır. 19. Yüzyıl, Batılılaşma hareketlerinin siyasî ve sosyal bakımdan hayatın içine girmeye başladığı bir dönemdir. Tanzimat Fermanı, Islahat Fermanı ve Meşrutiyet idaresinin kabulü gibi siyasî gelişmeler, zamanla kültür hayatı üzerinde de önemli etkilere sebep olmuştur. Gazete, bu etkiyi hızlandıran o devrenin en önemli kitle iletişim aracıdır. Roman, Batılı tarzda hikâye, tiyatro gibi Batılı türlerin Türk edebiyatına girişinde ve gelişmesinde gazeteciliğin önemli bir rolü vardır. Türk edebiyatının yeni türler ile değişim yaşamasında önemli bir vasıta rolü oynayan gazete, geniş insan yığınları üzerinde kültürel etkilere sahiptir. Uzun edebî metinlerin belli diziler hâlinde neşredilmesiyle ortaya çıkan tefrika, Türk gazeteciliğinde çok uzun süre etkisini sürdürmüştür. Tefrika, uzun edebî metinlerin gazetede görünmesini mümkün kılarak daha fazla insanın edebiyat ile tanışmasına zemin hazırlamıştır. Türk edebiyatında pek çok genç yazar, gazetelerdeki yazıları ile meşhur olmuştur. Bu yazılar ise genelde 'tefrika' ile gazetelerde kendine yer bulmuştur. Tefrika, gazetecilik bakımından kültürel ve edebî bir faaliyet olması, edebiyat açısından ise popüler edebiyat başta olmak üzere telif ve tercüme pek çok eserin okurla buluşması dolayısıyla okur – eser etkileşiminin temini ile edebî mahfilde hızla tekâmül etmiştir. Tefrika aynı zamanda müelliflerin kitap basım masraflarının da önüne geçmiştir. Bu yüzden tefrika, edebiyat ve gazetecilik arasında karşılıklı bir fayda ilişkisi inşa etmiş, fikir hayatının canlanmasına aracılık etmiştir.
ÖZET50 yılın üzerinde bir geçmişe sahip fiili Avrupa bütünleşme süreci, geleceğine dair belirsizliklere rağmen işlemekte ve birçok alanı olduğu gibi işitsel-görsel sektörü, gazetecilik pratiklerini de etkilemektedir. Yeni Avrupa'ya paralel olarak yeni bir Avrupa gazeteciliğinden söz edilmektedir. Bu çalışmada AB oluşum süreci paralelinde Avrupa çapında işitsel-görsel alanda ve gazetecilik pratiklerinde ne gibi değişiklikler olduğuna bakılmaktadır. Avrupa Birliği'nde demokratik açık, kamusal alan açığı ve kimlikteki açık olarak ifade edilen üçlü açığın küçültülmesinde medyaya, gazetecilere dolaylı ya da doğrudan biçilen roller bu çalışmada eleştirel bir şekilde sorgulanmıştır. Yeni Avrupa Gazeteciliği adına şimdilik sadece olgunlaşmamış formlardan söz edilebilir. AB haberciliğinin çok önemli bir uzmanlık dalı olarak algılanması ve doğru gazetecilik adına bu konudaki uzmanlaşmanın geliştirilmesi gerekmektedir ama gazetecinin geleneksel niteliklerinin üstünde, AB ilintili bir misyonla donatılmış bir Avrupa Gazeteciliği formuna, gazetecilik ile halkla ilişkiler ya da basın sözcülüğü arasındaki önemli ve hassas ayrım açısından dikkatle ve eleştirel bakmak gerekmektedir. John Keane'nin belirttiği üzere 20. Yüzyıl'ın sonunda tüm küreselleşmeye rağmen demokrasi hala çok savunmasız konumdadır ve medyaya bu anlamda önemli bir iş düşmektedir. AB oluşumu da - çok sıradışı olsa da - bir anlamda bir küresel girişimdir ve demokrasi, insan hakları adına tüm risklerden arınmış değildir. Yeni Avrupa Gazeteciliği'nde gazeteciliğin geleneksel soruşturmacı ve eleştirel yanının AB bütünleşmesi gündeminin gölgesinde kalması kamusal alanın eleştirel işlevini zayıflatacaktır. There is a talk of a New European Journalism in parallel to the new Europe. In this study, changes that occur across Europe in the audio-visual field and journalism practices during the formation process of the EU are examined. The media's and journalists' directly or indirectly ascribed responsibilities regarding the reduction of the three-fold European deficit which comprises the democratic deficit in the European Union, public sphere deficit and identity deficit, have been critically investigated in this study. In the name of the New European Journalism one can only talk of immature forms. EU reporting should be considered as a very important expertise on its own and this should be developed for the sake of right journalism. However, beyond a journalist's traditional qualities, a European Journalism form associated with any EU-related mission should be carefully and critically investigated in terms of the deliberate distinction between journalism and public relations or press spokesmanship. This study examines the complex dynamics of communication in the changing field of journalism influenced by the use of media. It specifically focuses on how thoughts and perceptions are expressed in this evolving landscape. Information and communication technologies significantly influence journalism by rapidly disseminating news, updates, and societal impacts. Utilizing critical discourse analysis, the study aims to reveal systematic language usages and uncover latent meanings beyond news texts. Focused on the 2023 Turkish Presidential Election, news texts from four prominent international newslets Al Jazeera, BBC, CNN, and Euronews are analyzed. The comprehensive analysis of international media coverage investigates the interplay of linguistic and thematic choices in shaping narratives. With a dual focus on macro and micro levels of discourse, the study uncovers diverse approaches among foreign media outlets. Each outlet adopts a distinctive thematic approach at the macro level, emphasizing key figures and sociopolitical contexts. Al Jazeera spotlights competition, BBC underscores post-election polarization, CNN focuses on Erdogan's victory, and Euronews provides insights into national challenges. Visual elements, like photographs, contribute significantly to framing events, offering nuanced political messaging. Micro-level analysis explores linguistic choices, syntax, and rhetoric, emphasizing the active voice to underscore leaders' agency. Deliberate use of the passive voice in presenting election results maintains a neutral tone. The way sentences are structured and the cause-and-effect connections help readers understand political developments by providing context. The study underscores the importance of media literacy in decoding political event representations, emphasizing the multifaceted complexities of media discourse.

Demokratik toplumlarda basın; siyasal süreçlerde kamuoyunu doğru bilgilendirmek, tartışma ortamı oluşturmak, toplumsal siyasal bilincin oluşmasına katkı sağlamak gibi çeşitli misyonları yerine getirmek zorundadır. Bu misyonun gerçekleştirilmesinde basın çalışanlarına birbirinden farklı görevler düşmektedir. Köşe yazarları da bu siyasal süreçlerde toplumu oluşturan bireylerin sadece haber ihtiyacını gidermekten öte onları aydınlatacak, onlara kılavuzluk yapacak ve doğru kararlar alarak siyasal tercihlerinin belirlenmesine katkı sağlayacaktır. Özellikle seçim dönemlerinde toplum kendi geleceğine yön verecek önemli kararları verme arifesindedir ve bu nedenle bu dönemde daha çok bilgilendirilmeye ihtiyaç duymaktadır. Bu nedenle köşe yazarları da haberleri yorumlayarak siyasal konuları detaylandırma, kamuoyunun gözden kaçırdığı ayrıntıları irdeleme, siyasal aktörlerin projeleri ve partilerin politikaları hakkında topluma doğru bilgileri aktarma gibi işlevleri yerine getirirken toplumun siyasal tutumlarına çeşitli şekillerde etki etmektedir. Bu siyasal süreçte köşe yazıları arasındaki en belirgin ayrım ise siyasal aktörler ve siyasal partilerin temsili aşamasında kullanılan dil ve söylemlerde ortaya çıkmaktadır. Bu çalışmada; özellikle seçim dönemlerinde basının önemini ortaya koymak amacıyla gazeteciliğin bir alt alanı olan köşe yazarlarının siyasal eğilimleri de dikkate alınarak siyasal aktörler ve siyasal partiler için yazılarında kullanmış oldukları dil, söylem ve temsillerden yola çıkarak toplumu oluşturan bireylerin siyasal tutumları üzerindeki etkisi incelenmiştir. Çalışma kapsamında içerik analizi yöntemi kullanılarak farklı siyasal eğilimlere sahip Cumhuriyet, Hürriyet, Ortadoğu, Sabah, Sözcü, Star, Yeniçağ ve Yeni Şafak gazetelerinin köşe yazarlarının yazmış oldukları köşe yazıları incelenmiştir. Çalışmanın örneklemini 16 Nisan 2017 Anayasa Referandumu kapsamında 1Nisan - 16Nisan 2017 tarihleri arasındaki 15 (on beş) günlük süre içinde yayınlanan ilgili köşe yazıları oluşturmuş ve kültürel çalışmalar yaklaşımı çerçevesinde irdelenmiştir. Elde edilen bulgular ışığında Türkiye özelinde siyasal süreçlerde köşe yazarlarının kamusal işlevlerinden uzak olduğu ve dolayısıyla toplumsal siyasal bilince yeterli katkıyı sağlayamadığı görülmüştür. Bununla birlikte farklı düşüncelerin seslerini kamuya duyurabilmesi için bir platform olan köşe yazılarında siyasal parti ve aktörlere eşit oranda yer verilmediği, siyasal parti ve siyasal aktörler için kullanılan dil, söylem ve temsillerin tartışma kültüründen yoksun, ayrıştırıcı ve ötekileştirici bir üslupla inşa edildiği, olumsuz davranışları pekiştirip normalleştirdiği tespit edilmiştir. ; In democratic societies, the press must perform various tasks such as informing the public throughout political processes, setting the stage for debate and contributing to the constitution of socio-political consciousness. All press employees have different parts to play while carrying out these tasks. During these political processes, columnists have an obligation to the individuals of the society which is beyond just satisfying their need of news and includes enlightening and guiding them, contributing to right decision making and determining their political choices. Especially during election periods, the society is about to make important decisions which will shape its future and thus needs to be informed more than ever. While the columnists carry out their duties such as interpreting the news and giving details about political issues, researching the details which the public has missed or conveying the right information about political actors' projects and party politics, they also influence the political attitudes of the society in various ways. The most obvious distinction between columns during this time of political process is seen in the language and expressions with reference to the representation of political actors and political parties. Throughout this study; in order to set forth the importance of journalism especially during election times and taking into consideration the political tendencies of the columnists who belong to a sub branch of journalism; the aim is to look into the influence of columnists' over the political attitudes of individuals based on language, expressions and representations used in their columns. Within the scope of this study, columns written by columnists of newspapers that represent different political tendencies such as Cumhuriyet, Hürriyet, Ortadoğu, Sabah, Sözcü, Star, Yeniçağ and Yenişafak were examined using content analysis method. Columns published during the 15 (fifteen) day period between 1st and 16th of April regarding the Constitutional Referendum on April 16th, 2017 constitute the sampling of the research and have been discussed with respect to cultural studies approach. In the light of these findings it is concluded that specifically in Turkey, columnists do not perform their public duties properly during political processes and so, cannot contribute enough to socio-political consciousness. In addition to this, political parties and actors are not allocated equal mention in newspaper columns which should in fact be the platform to voice different opinions for the public. Also it is determined that the language, expressions and representations intended for political parties and actors lack the politeness of a discussion atmosphere, are written in a discriminating and ailenating fashion and intensify and even normalize negative behaviors.

ÖZET2011 GENEL SEÇİMLERİ SÜRECİNDE YAZILI BASININ SİYASAL İLETİŞİM YÖNÜNDEN İNCELENMESİSiyaset ve iletişim disiplinlerinin kesişim noktasından doğan "siyasal iletişim" kavramı, hayatımızda yalnızca teorik anlamda var olmamaktadır. Öyle ki, etrafımızı çevreleyen neredeyse her kitle iletişim aracı her an siyasal iletişim mesajları taşımakta fakat aynı zamanda bu mesajları farklı anlatım biçimleriyle yansıtmaktadır. Yazılı basın da bu kitle iletişim araçlarının geçmişten bu yana en etkili olanlarından biridir. Bu nedenle, yalnızca seçim dönemlerinde değil, seçim dışı zamanlarda da gazetelerin siyasal iletişim açısından önemli bir rolü vardır.Siyasal iletişim kavramı, 20. Yüzyılın sonlarına doğru popülerlik kazanmış olsa da, Antik Yunan'dan günümüze varlığını sürdürmektedir. Platon'un "Sokrates'in Savunması" ve "Gorgias", Aristoteles'in ise "Retorik" adlı eserlerinde siyasal iletişimden izler bulmak mümkündür. Özellikle retorik (ikna edici dil kullanımı), siyasal iletişim tekniklerinin temel öğelerinden birini oluşturmaktadır. Zaman içinde gelişen siyasal sistemler ve iletişim sistemleri, kavramın etki alanını genişletmiştir. Pazarlama öğelerinin hemen hepsi "siyasal iletişim yönetimi" adı altında birleşip, siyasal reklam, siyasal propaganda ve siyasal pazarlama gibi kollara ayrılmıştır. Özellikle Amerika Birleşik Devletleri'nde iletişim teknolojilerinin gelişmesiyle birlikte siyasal iletişimin önemi artmış; seçim dışındaki dönemlerde de uzun vadeli stratejik planlar yapılmaya başlanmıştır. Bu noktada, kitle iletişim araçlarının toplum üzerinde kısa ve uzun vadede yarattığı etkilere örnek olarak çeşitli kuramlar/modeller üretilmeye başlanmıştır. Siyasal iletişimi de ilgilendiren bu kuramlardan biri Gündem Belirleme Modeli (Agenda Setting)'dir. Bu modele göre, medya yansıttığı gündemle, bizim ne konuşacağımızı değil ama "ne hakkında konuşacağımızı" belirlemektedir. Diğer bir deyişle, bizi yönlendirmektedir. Dolayısıyla medyanın (tez konusu gereği basının) elinde bulundurduğu bu güç, siyasi parti liderleri tarafından bir manipülasyon aracı olarak görülmektedir. Bu durum, basın ve siyaset ilişkisini konunun içine dahil etmektedir. Basın tarihi boyunca, siyaset ve iktidarla ilişkiler hep gündemde olmuştur. Özellikle Türk Basın Tarihi'nde yapılan sansürler, kapatılan dergi ve gazeteler, hapis cezası alan gazeteciler bu ilişkilerin boyutunu gözler önüne sermektedir. Elbette ilişkilerin bu girift (çapraşık) hali almasında ilk gazetelerin devlet eliyle çıkması, sonrasında basında yaşanan holdingleşmeler, hükümetler tarafından verilen teşvikler ve değişen habercilik anlayışının da etkileri olmuştur. Neticede, değişen habercilik anlayışı "haberin metalaşması" sorununu da beraberinde getirmiştir. Bunun yanında, basın-siyaset arasında yaşanan çıkar çatışmaları haber diline yansımış; nesnellik, objektiflik ve dengelilik gibi unsurlar belirgin şekilde göz ardı edilmeye başlanmıştır. Tüm bu nedenlerden ötürü, bu çalışmada 2011 Genel Seçimleri sürecinde partilerin ve liderlerin siyasal iletişim çalışmalarının yazılı basında nasıl sunulduğu ve yansıtıldığı incelenmiştir. 1 Mayıs 2011- 12 Haziran 2011 tarihleri arasında Cumhuriyet, Hürriyet ve Zaman gazetelerinde partilerin seçim çalışmaları ile ilgili yer alan haberler, eleştirel söylem çözümlemesi modeli örnek alınarak analiz edilmiştir. Çalışmanın birinci bölümünde, Siyaset, İletişim ve Siyasal İletişim kavramlarının yanında, Siyasal İletişimin Tarihçesi, Öğeleri ve Türkiye'deki Gelişimi ele alınmıştır. İkinci bölümde, Yazılı Basın ve Siyaset İlişkisi, Siyasal İletişimde Yazılı Basının Yeri , Siyasal İletişim ve Habercilik Etiği incelenmiştir. Üçüncü bölümde, partilerin 2011 Milletvekili Seçimleri sürecinde kullandıkları sloganlar, ilanlar, seçim vaatleri ve tanıtım faaliyetleri irdelenmiştir. Dördüncü bölümde ise, Eleştirel Söylem Çözümlemesi Modeli örnek alınarak seçilen gazetelerin analizleri yapılmıştır. ABSTRACTANALYSIS OF THE PRESS IN TERMS OF POLITICAL COMMUNICATION DURING 2011 GENERAL ELECTIONSPolitical communication, which arises out of the crossroads of politics and communication disciplines, does not exist just theoretically in our lives. Such that, every means of mass communication that surrounds our environment carry political communication messages at any moment by reflecting these messages using different wordings at the same time. Press is one of the most effective means of mass communication from past to present. Because of this reason, not only in the election periods, but also during non-election periods, newspapers have an important role in terms of political communication. Even though political communication started to gain popularity towards the end of the 20th century, it's been in existence since Ancient Greeks. It's possible to find the traces of political communication in Platon's works, "Sokrates's Defence" and "Gorgias" and, Aristoteles's work "Rhetoric". Especially rhetoric (persuasive use of the language) is one of the basic elements of the political communication techniques.In time, the developing political and communication systems has broadened the influence area of the term. Almost all the components of marketing came together under the name of "political communication management" and ramify in to the branches like political advertisement, political propaganda and political marketing. Mainly, by the development of communication technologies in the United States, the importance of political communication has increased and long-term strategical plans (including non-election period) has started. At this point, various theories and models have started to be produced as a sample for the long/short term effects of the means of mass communication on the society. One of these theories which concerns political communication is Agenda Setting. According to this model, the media do not determine "what we are going to talk" but "about what we are going to talk". In other words, it redirects us. Thereby, the power that press has is seen as a mean of manipulation by the political party leaders. This situation directly takes press and politics in to the subject. Throughout the history of the press, politics and power relations were always on the agenda. Especially in the history of Turkish press, the censorship, banned magazines and newspapers, the journalists who were sentenced reveal the size of these relationships. Certainly, the emergence of first newspapers by the hand of state, the incentives provided by the governments, the conglomeration in the press immediately afterwards, and the changing understanding in the journalism all have had an impact on the relationships which reached this perplexed state, too. Eventually, the changing understanding in the journalism has brought the problem of "commoditization in the news", as well. Besides, the conflicts between the press and politics have affected the language of the news; the elements like objectivity and balance in the news have clearly begun to be ignored. Because of all these reasons, how the political communication process of the leaders and parties were presented and reflected during 2011 general elections in Turkey is analyzed. Between May 1 and June 12, the election studies of political parties in the news of the daily national newspapers Cumhuriyet, Hürriyet and Zaman is analyzed by using the model of critical discourse analysis. In the first chapter of this study, the History, Elements and Development of Political Communication in Turkey were discussed, beside the concepts of Politics, Communication and Political Communication. In the second chapter, Relationship between Press and Political Communication, Place of the Press in Political Communication, Political Communication and Journalism Ethics are studied. In the third section, slogans, advertisements, election promises and promotional activities of the parties in the process of 2011 general elections are widely examined. Finally in the fourth chapter, selected newspapers were analyzed through Critical Discourse Analysis Model.

ÖZET Siyasal iletişim aktörlerinden siyasi partilerin ve milletvekili adaylarının 2002 Genel Seçimlerinde Edirne'de yerel gazeteleri kullanırken izledikleri siyasal pazarlama yollarını araştıran, gazeteler ve siyasal iletişim sisteminin birbirleriyle olan ilintisini irdeleyen ve bu alanlardaki dönüşümleri gözler önüne seren bu tez çalışması gazetelerin de siyasal iletişim açısından tavırlarını belirler. Çalışmanın asıl konusu; bu alanlarda yaşanan dönüşümleri ve günümüzde gelinen noktaları belirledikten sonra siyasetin nasıl yapıldığı, siyasal pazarlamanın siyasi partilerde nasıl kullanıldığı ve Kasım 2002 seçimleri öncesinde Edirne merkezindeki, Hudut, Sonhaber, Edirne, Edirne Haber, Vatandaş Gazeteleri'nin haberlerinin siyasal pazarlama iletişimi açısından araştırılmasıdır.Araştırma sonuçları Edirne yerel gazetelerinin taraflı bir habercilik içinde olduğunu göstermektedir. Edirne'deki yerel gazeteler seçim döneminde siyasal aktörler ve seçmenler arasındaki iletişimi dengeli bir biçimde sağlayamamıştır. Sahiplik öğesi ve reklam gelirlerine bağlı lehte bir yayıncılık anlayışı benimsemiştir. Ancak, siyasal aktörler tarafından kullanılan yerel gazetelerin seçmen üzerinde herhangi bir etkisi de oluşmamıştır. ABSTRACT THE ROLE OF THE LOCAL PAPERS IN EDIRNE IN POLITICAL COMMUNICATION IN 2002 GENERAL ELECTIONThis thesis study, which searches the political marketing strategies followed by the political parties and candidates for Member of Parliament - the elements of political communication actors - when they used the local papers as a tool in 2002 General Election, considers the relationship with the local papers and political communication system between each other and shows the conversions in these fields, also determines the attitudes considering the political communication of the local papers. The main subjects of this study are how to make politics after determining the conversions of this field and how it came to the present day, how political marketing are used in the political parties and to search local papers located at the centre such as; Hudut, Sonhaber, Edirne, Edirne Haber, Vatandaş considering the political marketing communication before November 2002 General Election.The results of the research show that the local papers of Edirne are in the mood of unfair journalism. The local papers in Edirne could not provide the communication between the political actors and voters in harmony during campaign. They tended to embrace a concept, an understanding of beneficiary publishing (style) depending on advertisement incomes and having ownership in the local papers. On the other hand, any kind of impact of the local papers, which are used by the political actors, has not been formed on voters.

Yurttaşların kendilerini ilgilendiren konular hakkında kısıtlanmamış ve rasyonel bir biçimde tartışmaları ve bu tartışmalar sonucu alınan kararlarla temsili liberal demokrasinin "katılım" konusundaki krizini aşacağını ileri süren müzakereci demokrasi yaklaşımı, müzakereye dayanan bu modelin hayata geçmesi için kamusal alanın gerekliliğine işaret etmektedir. Bu çalışmada, temsili liberal demokrasinin krizi ve alternatif bir demokrasi yaklaşımı olarak Habermasçı müzakereci demokrasi yaklaşımı değerlendirilmekte, Türkiye'de uzun yıllardır bir güvenlik sorunu olarak görülen ve askeri operasyonlarla çözüme kavuşturulması hedeflenen Kürt sorununun, ilk kez demokratik çözüm yolları ile aşılmaya çalışıldığı Demokratik Açılım Süreci ve bu çerçevede AK Parti hükümeti tarafından sorunun çözümünde bir aktör olarak görevlendirilen Âkil İnsanlar Heyeti ele alınmakta ve Âkil İnsanlar Heyeti özelinde geleneksel medyanın kamusal alan oluşumuna katkısının olup olmadığı sorgulanmaktadır.Çalışmada, kamusal alan-geleneksel medya ilişkisi, gazetelerdeki haber metinlerinin Teun A. Van Dijk'ın eleştirel söylem analizi yöntemiyle çözümlenmesiyle ortaya konulmaya çalışılmıştır. Geleneksel medyanın, siyasal olay/konuları kamunun gündemine taşıma, siyasal olay/konuları gündemde tutma ve bu olay/konularla ilgili bilgi aktarmak için uygun bir zemin olma özelliklerini taşıdığı çalışmanın bulguları arasındadır. Türk geleneksel medyasının kamusal alan oluşumu için gerekli olan her tür bilginin yurttaşlara iletilmesi hususunda yetersiz olduğu da çalışmanın sonuçlarındandır. Bu çalışmada, Habermasçı müzakereci demokrasinin günümüz koşullarında uygulanabilirliğinin zorluğu vurgulanmaktadır. --- "WISE MEN" IN THE DEMOCRATIC INITIATIVE AND SOLUTION PROCESSNowadays, the spread of the views that suggest the representative liberal democracy is experiencing a crisis has brought together the search for alternative democracy approaches. The deliberative democracy approach, which suggests that the citizens will discuss the issues that concern them in an unrestricted and rational way, and that the representative liberal democracy will overcome the crisis of "participation" by the decisions taken as a result of these discussions, points to the necessity of the public sphere in order to implement this model based on the negotiation. In this study, the crisis of representative liberal democracy and Habermasian deliberative democracy as an alternative democracy approach are examined; both The Democratic Initiative Process through which the Kurdish problem, which has been viewed as a security problem for many years and aimed to be resolved by military operations, has been attempted to be overcome with democratic solutions for the first time, and the Committee of Wise Men, which has been employed as an actor in the resolution of the problem by the Government of the Justice and Development Party (AKP) in this frame are addressed; and it is questioned whether traditional media provides any contributions to the formation of the public sphere specific to the Committee of Wise Men. In the study, the relationship between the public sphere and traditional media has been presented by analyzing news texts in newspapers using Teun A. Van Djik's critical discourse analysis method. It is among the findings of the study that traditional media has the qualities of being an appropriate platform to bring the political events/topics to the public agenda, to keep political events/topics on the agenda, and to transfer information about these events/subjects. It is also among the findings that Turkish traditional media is insufficient concerning the transfer of all kinds of information necessary to form the public sphere. In this study, the difficulty of the applicability of the Habermasian deliberative democracy under today's conditions is emphasized.

ÖZETTarihte gerçekleşmiş teknolojik devrimler arasında en büyük sosyal ve kültürel değişiklikleri meydana getiren ve kendini sürekli artan bir hızla yenilemeyi sürdüren, dijital devrim olmuştur. Egemenliğin bileşenlerinden olan siyasal iktidar da insan yaşamındaki ve paradigmasındaki bu global ölçekli ve bütüncül değişime karşı kayıtsız kalamamaktadır. Dijital devrimin siyasal iletişim ve siyasal katılım alanındaki katkılarının, anayasal fonksiyonları yerine getiren kişi ve kurumlar üzerinde de etki yaratması beklenmekte ve hâlihazırda gözlemlenmektedir. Bunun yanında yurttaşlar da kolektif karar alma süreçlerine etki edebilecek yeni teknolojik olanakları gözlemleyerek artık daha aktif katılımcılar olabileceklerini düşünmekte ve hatta çoğu zaman kamusal kararlara doğrudan yön verebileceklerine inanmaktadır. Bu tez yasama, yürütme ve yargı organlarının yapısının ve işleyişinin bilişim teknolojilerindeki gelişmeler ile birlikte dönüşümünü incelemeyi amaçlamaktadır. Bu dönüşüm incelenirken ayrıca bilişim teknolojilerinin siyasal iktidarın kullanılmasına ve denetlenmesine yurttaşları dâhil etme biçimine de değinilecektir. Çalışma boyunca Türkçe ve İngilizce literatürün yanı sıra karşılaştırmalı hukuktan uygulamalı örneklere de başvurulacaktır. Political power as a component of sovereignty also fails to ignore this holistic shift in human life and paradigm. It is expected and already observed that the contribution made by the digital revolution to political communication and political participation is soon to have an impact on the persons and institutions practicing the constitutional functions as well. At the same time, citizens, as they observe the new technological opportunities that may affect collective decision-making processes, assume that they can become more active participants and often believe that they can dominate public decisions. This dissertation aims to examine the structural and functional transformation of the legislative, executive and judicial bodies along with the developments in information technologies. At the same time, it will be explained how information technologies support citizens' participation in processes of enjoying and controlling the political power. Besides applied examples from comparative law, references will also be made to the reviewed literature in Turkish and in English throughout the study.
