This chapter describes selected features of the contemporary Tanzania that form the context for learning of citizenship in civil society. The chapter grasps the contextual conditions and circumstances of citizenship in Tanzania by looking at historical evolvement of the notion of development, maendeleo, over the period from colonial eras to the postcolonial single-party system to the contemporary multiparty democracy. The chapter continues with analyses of the moments of donor enthusiasm for civil society and NGOs and the recent debates on the shrinking space of civil society. Essentially, different stages presents different idea of an ideal citizen and also different efforts in order to shape citizens by state and civil society organizations. It further reflects on how the traces of these developments might show in today's citizenship habits including patterns of participation and citizenship identities, not only vis-á-vis the state but also other groups and forums where rights and responsibilities are negotiated, and thus, active citizenship is constructed. ; peerReviewed

Tutkimukseni tavoitteena on tarkastella eteläsudanilaisten kansalaisjärjestötoimijoiden näkemyksiä rauhasta itsenäistymisen jälkeisessä Etelä-Sudanissa. Tutkimuksen tehtävänä on selvittää, kuinka "conflict transformation" ajattelu on vaikuttanut paikallisten rauhan narratiivien muodostumiseen ja tämän analyysin kautta pohtia paikallisen ja kansainvälisten toimijoiden suhdetta Etelä-Sudanin rauhanrakentamisessa. Aineistona tutkimuksessa toimii Crisis Management Initiativen (CMI) keräämä haastatteluaineisto eteläsudanilaisten nuorisojärjestötoimijoiden parissa. Kriittisen narratiivisen analyysin kautta tutkimus pyrkii tuomaan esiin paikallisten näkemysten ja kansainvälisten rauhanrakennusdiskurssien välistä suhdetta ja siihen sisältyviä valtarakenteita. Tutkimus osallistuu kriittisen rauhantutkimuksen keskeisiin keskusteluihin ja avaa näkemyksiä myös Etelä-Sudanin tämän hetkisen sisällissodan taustoihin. Analyysissa haastatteluja jäsenneltiin rauhan narratiivien kautta. Haastattelujen esiin nostamat narratiivit tuovat esiin vahvan paikallisen toimijuuden haastateltavien keskuudessa ja narratiivit myötäilevät monin paikoin "conflict transformation" ajattelun keskeisiä painopisteitä, kuten ajatusta positiivisesta rauhasta ja pitkäjänteisestä työstä. Narratiivit poikkesivat kuitenkin paikoin "conflict transformation" ajattelun näkemyksistä ja eteläsudanilaisten toimijoiden näkemykset tuntuvat nostavan esiin laajempia vaikutteita kehitysyhteistyön keskeisistä diskursseista. Nämä vaikutteet linjaavat kansalaisjärjestöjen käsitystä omasta toimijuudestaan kohti maltillisempia järjestötoiminnan muotoja kohtaan. Jättäen "conflict transformation" ajatteluun kuuluvan ajatuksen (väkivallattomasta) konfliktista ja rakentavasta kriittisyydestä muutoksen mahdollistajana marginaaliseen asemaan. Samanaikaisesti narratiivit linjaavat nuorisotoimijoiden intressit pääasiallisesti omien yhteisöjensä toimintaan kansallisen tason sijaan. Tutkielma tuloksista voidaan päätellä, että itsenäisyyden ensi askeleet Etelä-Sudanissa toteutuivat vielä varsin epävarmassa ja räjähdysalttiissa ilmapiirissä. Pitkän väkivallan historian arvet olivat vielä tuoreena narratiiveissa ja kenties juuri tästä syystä kansalaisjärjestöjen rooliksi identifioitiin yhteisöjen hyvinvoinnin tukeminen ja rauhallisten suhteiden luominen. Narratiivit nostivat myös esiin nuoriso toimijoiden oman toimijuuden ja yritykset oman asiantuntijuuden vahvistamisesta. Nämä osoittavat vahvaa paikallista aloitteellisuutta, joka voi tulevaisuudessa tukea "conflict transformation" ajattelun mukaista kehityskulkua kohti toimivaa ja tasa-arvoista yhteiskuntaa, jossa kansalaisjärjestöillä on myös kriittinen rooli kansallisen poliittisen tason haastajana. ; This research seeks to analyse the informal processes of peace in post-independence South Sudan. Through using conflict transformation and the local turn in peacebuilding as theoretical frameworks, this research seeks to engage with the local narratives of peace. Furthermore, it seeks to investigate the relationship between local agency and international involvement in building sustainable peace processes. With interview data collected from South Sudanese youth activists by Crisis Management Initiative (CMI) in cooperation with local partners, this research hopes to contribute both to the emerging literature on critical peace studies and to the understanding of contemporary conflict dynamics in South Sudan. In the analysis, the empirical data was conceptualised through narratives of peace. These narratives of peace bring forth a strong local agency and are in line with many of the central ideas of conflict transformation. These ideas include the idea of positive peace (in opposition to peace as absence of violence) and the understanding of the long time-span of the work. These narratives seem to also parallel some other central discourses of international development, which posit the civil society in a moderate form of associational cooperation. As a result, the narratives depart from conflict transformation precicely in terms of the transformation. South Sudanese youth civil society actors do not acknowledge the central idea of (non-violent) conflict and constructive criticism as enablers of societal development. Simultaneously the narratives line the local agency mainly in terms of local communities creating an image of a civil society vacuum in the national scope. Based on the findings, it can be argued that the first months of independence in South Sudan witnessed an unstable and volatile society. The long history of violence and insecurity was still strongly embedded in the narratives and this led the interviewees to identify their role as bringers of peace and negotiators of more peaceful relationships between different groups in their communities. The narratives also highlighted the strong agency of the local youth as well as their attempts to improve their own expertise. If supported, this agency could support future attempts at conflict transformation towards a sustainable and peaceful society, where civil society functions also as a critical actor challenging national public debate and politics.

This thesis studies the changing landscape of NGO strategies in Finland after the development aid budget. The research studies the strategies NGOs utilize after budget cuts and tries to link it to Firm and Non- governmental organization collaborations as a strategy to compensate for the budget deficit. Diversifying on funding sources from previous studies shows is the most common strategy utilized by NGOs after budget cuts especially by government. The research addresses the most common problem which most NGOs are experiencing in this century due to economic crisis which is funding shortage. The study uses thematic analysis to analyze both the secondary data and primary data from the interviews. The budget cuts affects all the NGOs getting funding from the government but the smaller NGOs are affected more. Though the budget cut forces NGOs to change their strategies, collaboration with firms to get funding and help firms with environmental issues is not part of the strategy. This has been attributed to lack of interest by firms to work with NGOs or the lack of knowledge on what NGOs can offer the firms. To adapt to the budget cuts NGOs have used the strategy of fundraising from the Finnish citizen to cater for budget deficit. The reluctance by NGOs to get funds from the firms is attributed to NGOs strategy to remain independent from firm influence.

Social accountability monitoring (SAM) is an approach widely employed by many civil society organizations to promote active participation of people in governance processes, especially in the context where government traditionally is dominant governance actor. This chapter scrutinizes certain attempts to promote change in current citizenship habits obtained through different forms of participation. It discusses how implementation of SAM initiatives encounters multiple context-based factors that affect the expected outcomes. The discussions draw illustrative experiences from local NGO working in Kondoa district to promote change of state-citizens relations in order to improve service delivery in the health sector. The chapter analyses the ways in which the implementation of SAM both promotes and hinders citizens' active participation focusing on the balance between ideal model and reality during its implementation in Tanzania. ; peerReviewed

The main aim of this study is to examine the sustainability level of an environmental development project called Eco-Village Development that is implemented in India, state of Rajasthan. The project started in 2002 and will end in 2010. It is cooperation between the Student Union of the University of Jyväskylä (JYY) and two Indian non-governmental organizations, Women's Action for Development (WAFD) and Integrated Sustainable Energy and Ecological Development Association (INSEDA). The project is mainly financed by the Ministry for Foreign Affairs of Finland. Goal of this study is to provide recommendations on how to enhance the sustainability of the project's positive outcomes. The study concentrates on participation and gender and their role in maintaining the project's benefits. In this research, participation is presented with Amartya Sen's and Jean Drèze's perceptions, clarifying its role as a freedom and pointing out how social change can only happen through widespread participation. It can be claimed that high level stakeholder participation is an imperative for projects' sustainability. The study has been conducted in a form of empowerment evaluation and supported with more traditional participatory methods. Empowerment evaluation provides a philosophy, theoretical framework, and methods to address the concerns of self-assessment and it employs both qualitative and quantitative methodologies. Generally evaluations are seen as learning tools to improve the implementation and particularly the democratic evaluations, such as empowerment evaluation, enhancing the democracy and contributing to good governance. The empowerment evaluation disclosed that the participation among the project volunteers is rather active and both genders seem to have relatively good possibilities to join, plan and implement the actions. Nevertheless, to enhance the participation level and thus the commitment towards the project, which again should lead to higher level of sustainability, it is recommended that as much awareness raising opportunities will be offered to the volunteers as possible. This is due to the fact that learning is greatly valued among the project participants. In order to ensure even higher level of sustainability of the positive outcomes, these trainings should be open for other villagers as well, not only for the volunteers. In addition, women's participation through village level women groups should be systematically given more attention. This is a substantial component that can engage a majority of the women and thus spread the knowledge into most of the families. Additionally the empowerment evaluation revealed that more attention should be given for forming well functioning youth groups and a Farmer's Cooperative. However, even though awareness has been well and widely spread, there is still an obstacle on implementing some of the project's components; money. For this challenge an answer could be micro-financing. As a last note it is proposed that the collaborating NGOs continue staying in touch and keep supporting each other, even though the funding ceases.

Vastuullisuudesta kirjoitetaan yhä enemmän, mutta vastuuttomuuden tutkimus on ollut vähäistä. Tässä artikkelissa tarkastelen, millainen rooli journalismilla on yritystoimintaan liittyvien epäkohtien ja väärinkäytösten selvittämisessä hybridissä mediatilassa. Tutkimukseni pääaineistona on 497 journalistisissa medioissa julkaistua uutisartikkelia, podcastia, radio-ohjelmaa, televisio-ohjelmaa, kolumnia, kommenttia tai pääkirjoitusta. Lisäksi aineistoon sisältyy yritysvastuutapauk- sille keskeisiä sosiaalisen median julkaisuja. Tutkimusaineiston perusteella kriittinen julkisuus liittyy erityisesti yritysten vastuuseen globaalissa taloudessa, työelämän etiikkaan, yritysten viestintään tai ympäristövaikutuksiin. Analysoin artikkelissa, millä tavoin vastuuttomuustapaukset näyttäytyvät journalistisissa medioissa. Tulokset havainnollistavat, miten yritysvastuukohut usein syntyvät erilaisten yhteiskunnallisten toimijoiden yhteistyönä. Voimme toisaalta havaita, miten yritystoiminnan vaikutuksista raportointiin liittyy jännitteitä eri tiedontuottajien välillä. Kansalaisjärjestöt ja vastuullisuusvaikuttajat voivat täydentää uutistoimittajien ja tutkivien journalistien työtä yhteiskunnallisten ongelmien ja epäkohtien esiintuojana.

Tarkastelen pro gradussani Venäjällä vuonna 2012 merkittäväksi keskusteluaiheeksi nousseen ulkomaalaisten agenttien käsitettä. Tarkoituksenani on kuvata, ymmärtää ja arvioida kriittisesti ilmiötä, jossa aiemmin epämuodollinen ja erittäin kiistanalaista käsitettä alettiin soveltaa juridisesti venäläisiin kansalaisjärjestöihin. Pyrin kuvaamaan ulkomaalaisten agenttien käsitteen virallisten ja epävirallisten tasojen yhteisoloa, näiden olemusta, ideoita, uskomuksia ja käytännön ilmentymiä. Tarkoituksenani on myös arvioida tämän ilmiön kautta venäläistä politiikkaa sen kansallisen hallintavaltaperinteen ja kansainvälisen hallintavallan näkökulmista. Lähestymistapani tutkimukseen on rakenteellinen ja tutkimusmenetelmäni on foucault'lainen diskurssianalyysi ja tiedon arkeologia. Aineistoni koostuu Venäjän Federaation laista, joka teki kesällä 2012 ulkomaalaisista agenteista juridisen käsitteen, minkä lisäksi käytän primääriaineistonani uutisartikkeleita kolmelta venäläiseltä mediayhtiöltä ensimmäisen vuoden ajalta siitä, kun edellä mainittu laki hyväksyttiin. Lisäksi käytän teorioita hallintapolitiikasta ja Venäjän tutkimuksesta apunani luodakseni näkökulmia tutkimusaiheeseen. Ulkomaalaiset agentit ilmentävät perinteistä venäläistä vertikaalia hallitokulttuuria, joka on konfliktissa globaalien vaikutusten alla olevan kansalaisjärjestötoiminnan kanssa. Ulkomaalaisten agenttien diskursseissa ilmenee perusteellinen ristiriita siitä, ovatko kansalaisjärjestöt näiden ulkomaalaisten tukijoiden poliittisen tahdon ajajia, onko ulkomaalainen agentti-termi oikeutettu ja rikkovatko uudet hallintosäädökset hyvän hallinnon periaatteita, demokratiaa ja ihmisoikeuksia. Ulkomaalaisten agenttien juridinen perusyksikkö Venäjällä, voittoa tavoittelematon järjestö, on käsitteellisesti voimakkaasti valtiopolitiikka sidonnainen. Venäjän epämuodolliset rakenteet suosivat vahvasti toimijoita, joita ei leimata ulkomaalaisiksi agenteiksi. ; In my pro gradu thesis I examine the concept of foreign agents which arose into the focus of Russian public debate in 2012. My goal is to describe, understand and evaluate critically the phenomenon where the formerly informal and controversial concept was taken into juridical implementation on Russian civil movements. I strive to describe the official and non-official co-existence of foreign agent ideas, their essences, beliefs and various appearances. Through foreign agents my goal is also to evaluate Russian politics and society in perspective of the national tradition of governing and global governmentality. I have a structuralist approach and my primary methods are Foucauldian discourse analysis and archeology of knowledge. My research material consists of the federal law making foreign agents juridical concept in 2012 and news articles from three Russian media companies from the time of the first year since introducing the law. Addingly I reflect relevant Foucauldian theories and research on Russia to bring the research better in contact with established framework of social sciences. Foreign agents embody traditional Russian vertical governing which is in conflict with civil movement activities connected with foreign influences. There appears contradiction of whether the foreign agents are advocates of the will of foreign regimes, if the term usage is correct and legitimate, do the Russian government follow principles of good governing, democracy and human rights. The basic units of foreign agents in Russia are non-commercial organizations that unlike the popularly synonymously used non-governmental organizations have strong discoursive connection with governmental politics in Russia. The non-formal structures in Russia tend to favor existence of the non-foreign agent subjects in Russia.

Skills development has been a point of urgency since the advent of progressive governance in democratic South Africa. Despite many efforts through the National Skills Development Strategies and partnerships, the situation still remains worrisome especially in rural context. The study aimed to identify how the NGOs and education leaders collaborate in skills development, its impact, and possible ways of optimizing such practices. A methodology that considers the perspectives of individuals experiencing the phenomenon was invoked. Accordingly, this study exploits the phenomenological approach. Participants were purposely selected from Sector Education Training Authorities and NGOs involved in Education and Training. Triangulation was also used due to the inclusion of the third kind of participants. Nine participants from five organizations were involved. Data was collected through in-depth phenomenological unstructured interviews and analyzed with the use of phenomenological analytic methods. Findings indicated participants' awareness of the importance of skills development to rural dwellers, and have experienced collaboration through research and other modes, with impressive effects. However, there is great need to strengthen collaboration. Lack of Strategic leadership including strategic partnership practices, and poor rural schooling were the weakest link in skills development initiatives. The study culminated with recommendations aimed at circumventing such problems, enhance skills development, and foster human security in rural areas. It was limited to skills development; hence similar studies on institutional development would be fascinating.

Useiden tutkimusten mukaan köyhyys lisääntyy kehittyvissä maissa, erityisesti Etelä-Aasiassa, jossa asuu noin 40 % koko maailman köyhistä. Erityisesti Nepalissa ongelma on polttava. Tätä ongelmaa yrittävät poistaa monet valtiot, yritykset ja kansalaisjärjestöt. Tässä tutkimuksessa keskitytään kansalaisjärjestöjen rooliin köyhyyden poistamispyrkimyksissä. Se on ensimmäisiä tutkimuksia, joissa kysymystä analysoidaan mikrotasolla, kyläyhteisöissä. Tutkimus keskittyy erityisesti siihen, ovatko juuri kansalaisjärjestöt ja niiden toimintapolitiikat tehokkaita köyhyyden eliminoimisessa. Tutkimuksessa oli mukana kaksi huomattavaa kansainvälistä kansalaisjärjestöä, joiden toimintaa analysoitiin Markhun ja Hekulin kylissä Nepalissa. Useiden toisiaan täydentävien kvalitatiivisten menetelmien avulla rakennettiin kokonaiskuvaa kansalaisjärjestöjen roolista kohdekylissä. Aineistoa täydennettiin kyselyn avulla. Lisäksi haastateltiin kehitysasioista vastaavia valtion virkamiehiä. Tutkimustulokset tuottavat kansalaisjärjestöjen roolista moniaineksisen kuvan. Niiden merkitys puhtaasti taloudellisessa mielessä on marginaalinen. Sen sijaan niiden rooli tiedostamisen ja muutoksen mahdollisuuden ymmärtämisessä on huomattava. Kansalaisjärjestöt pystyvät myös toimimaan muutosagentteina. Erityisesti ne ovat onnistuneet naisten roolin muutosmahdollisuuksien osalta. Kansalaisjärjestöjen toiminnan tulosten kestävyyttä haittaavat eräät ongelmat. Ne yrittävät "tavoittaa kaiken" kylätoiminnassa, mutta eivät aina osaa löytää todellisia taloudellisen kehityksen muutosmahdollisuuksia. Kansalaisjärjestöt kykenevät luomaan positiivisia asenteita säästämiseen, kehitysmahdollisuuksiin jne., mutta eivät välttämättä kykene organisoimaan kestävän kehityksen institutionaalisia edellytyksiä. Yleisesti voidaan tutkimustulosten perusteella arvioida, että kansalaisjärjestöt ovat tehokkaimmillaan ruohonjuuritason ajattelutapojen ja asenteiden herättelyssä. Niiden oma toimintakapasiteetti kuitenkin kaipaisi huomattavaa kehittämistä. ; Several recent studies indicate an alarming increase in the level of poverty in developing countries, particularly in South Asia where 40 percent of the world's poor live. Nepal's poverty problem is more pervasive than most of the South Asian countries, which has been stood as one of the major challenges. To eliminate this problem, the role of various organizations - government, private and non-governmental organizations (NGOs) are considered vital. This study is first of its kind to analyse the relationship between NGOs and livelihood issue particularly at the micro-level, i.e., of the village communities. Thus, this study intends to discuss whether NGOs are good institutional and operational options for improving livelihood of the poor people in the Nepalese context. For this, it was designed to see the roles played by the NGOs for handling poverty issues. The study also aims to review the existing policies on NGOs in the improvement of livelihood of the targeted population. This research focuses on livelihood issues, and explores how the findings can best be applied in the amelioration of livelihood both at the conceptual and practical levels. To study the role of NGOs, PLAN International and Backward Society Education (BASE) were selected. These NGOs were working in Markhu, and Hekuli villages located in the mid-hills and southwest part of the country respectively. For this, various methods such as Participatory Research Appraisal (PRA), household survey and interview methods were employed. Some of the selected groups were involved at PRA exercise, while selected household representatives were administered a survey questionnaire. Some key persons from among the government, NGOs and beneficiaries were interviewed to discuss on the research issue. Apart from these, relevant literatures were reviewed to address livelihood issues. The NGOs in question show a mixed picture. Awareness-creation activities have more positive impact on the livelihood condition of the people than the actual income-generating activities. The study also reveals that the NGOs act as change agents to the organisational landscape at grassroots level by organising the people, particularly women. Naturally, such a group approach recognises the key role of women in the household and in society, facilitating their access to resources and thereby contributing to livelihood. This has a good effect on community participation, and in voicing and addressing women's needs. From the gender perspective, NGOs contribute to raising the general status of women, help in realising economic rights, and enhancing new roles to some extent. The income-generating activities put more emphasis on distribution of cash/kind inputs rather than developing human resources, entrepreneurial know-how, and markets. One positive indication was that people have been adopting saving habits, however, the level of credits as against the size of saving was quite far below. This indicates that NGOs have not been successful in stimulating local initiatives for meeting the livelihood of people. As many of the target beneficiaries are deprived and unable to voice their demands, NGOs often define their needs, which represent their own values, interests, and priorities. This situation constrained the NGOs in question by creating demand-led development initiatives. Therefore, there was a common tendency among poor people to seek handouts, thus creating dependency and complaisance instead of creativity and independence. The catch-all approach taken by NGOs was not without shortfall. They lack focus in potential areas of success and more needy areas of action. NGOs often diversify their activities as per their resource collection strategy from foreign grants/supports. This leads to a dependency syndrome by the intervening NGOs themselves, raising question for their long-term sustainability. NGOs as development partners of the government have not been reflected in policy commitment. Lack of clear direction for the functions that should be carried out through NGOs, absence of incorporation of NGOs' income generation activities in the governmental plans and programmes, and lack of co-ordination and monitoring and evaluation of NGO activities are some of the policy shortcomings to streamline the NGOs in the livelihood improvement process. Based on the about findings, it can be said that NGOs can be a better institutional option for the improvement of livelihood only in certain conditions. They must select only those activities that are feasible for intervention at the grassroots level, and which can be managed easily. Similarly, it also requires smooth collaboration and co-ordination among intervening organisations that are working for the same purpose to create a synergy of efforts for implementing different activities successfully. NGOs should also develop their own capability for utilising local resources and implementing their programmes more effectively.

Kestävyys on tärkeä ja keskeinen kysymys tarkasteltaessa kansalaisjärjestöjen kehitystoimia kehitysmaissa. Kehitysohjelmaa voidaan pitää kestävänä, kun se pystyy ulkopuolisen kehitysrahoittajan merkittävän taloudellisen, hallinnollisen ja henkilöavun päätyttyä tuottamaan sopivasti hyötyä pitkähkön ajanjakson ajan. Kehityskysymysten aikalaiskeskustelussa kansalaisjärjestöjen johtamien kehitysaloitteiden oletettu suhteellinen etu ja kestävyys on kyseenalaistettu. Kansalaisjärjestöjen oletetut suhteelliset etu/edut ts. se että ne ovat joustavia, uudistavia, osallistavia, kustannustehokkaita ja köyhille suunnattuja jne. on asetettu kyseenalaiseksi. Tarkastellakseen järjestöjen johtamien kehitysaloitteiden kestävyyttä käsillä oleva tukimus pyrkii empiirisesti selvittämään tämän toimialan suhteellista etua verrattuna julkishallintoon, yksityisiin ja perinteisiin instituutioihin. Tutkimus käsittelee kestävyyttä valikoidussa joukossa pohjoismaisten kansalaisjärjestöjen kehitysaloitteita Bangladeshissa ja Nepalissa. Siinä arvioidaan ja analysoidaan vastaanottavien maiden hallitusten ja kehitysrahoittajien roolia sekä kansalaisjärjestöjen kykyä edistää järjestövetoisten kehityshankkeiden kestävyyttä. Tutkimus on laadullinen. Käytettyjä menetelmiä ovat kirjallisuus- ja asiakirja-aineistojen tarkastelu, sisältöanalyysi, teemahaastattelut, keskustelut, havainnointi, kenttävierailut, osallistuva havainnointi, haastattelut ja kyselymenetelmä. Edellä mainittujen keinojen lisäksi työn empiirinen osa Bangladeshissa ja Nepalissa perustui osallistavaan selvitystyöhön (PRA). Siihen sisältyi mm. suhteiden luominen ihmisiin, sosiaalinen kartoitus, Venn-kuviot, parivertailu ja muutosanalyysit. Tutkimuksen empiirinen aineisto on kerätty vuosien 1995 ja 2001 välillä. Tutkimuksen löydösten analyysissä on viitattu hallintotieteiden teorioihin, etenkin kehityshallintoon. Kolmannen sektorin, kuten kehitystyössä toimivien kansalaisjärjestöjen, tutkimus on keskeistä hallintotieteissä ja etenkin kehityshallinnossa. Tämän tutkimuksen rakenne pohjautuu mainittuihin menetelmällisiin ja teoreettisiin perustuksiin. Työn keskeinen sisältö voidaan tiivistää seuraavasti: Tutkimus selkeyttää ja analysoi avainkäsitteitä: kehityshallinto, kansalaisjärjestöt ja kestävyys. Se tutkii pohjoismaisten rahoittajien roolia kansalaisjärjestöjen kehitystoiminnan edistäjinä. Lisäksi tutkimus kuvailee, arvioi ja analysoi Pohjoismaiden tukemien kansalaisjärjestöjohtoisten kehitysaloitteiden kestävyyttä. Valikoitujen pohjoismaisten kehitysrahoittajien ja rahoitusta järjestävien kansalaisjärjestöjen näkökulmia esitellään empiriisin viittauksin. Kansalaisjärjestöjen roolia Bangladeshin ja Nepalin kehityksessä esitellään yleisesti. Lisäksi tuodaan esille hallituksen politiikkaa ja kansalaisjärjestöjen vahvuuksia ja heikkouksia kehitystoimissa. Valikoitujen kansalaisjärjestöjen, joilla on pohjoismaisia kytkentöjä, kestävyydestä esitetään empiirinen arvointi. Tutkimus esittelee valikoidun joukon paikallisten ja pohjoismaisten kansalaisjärjestöjen näkökulmia suhteessa niiden toiminnan laajempiin viitekehyksiin Bangladeshissa ja Nepalissa. Niiden kehitystoimien kestävyyttä on verrattu suhteessa julkisiin, yksityisiin ja perinteisiin instituutioihin. Tätä varten kummastakin maasta käsitellään kaksi empiiristä tapaustutkimusta. Kansalaisjärjestöaloitteiden kestävyyttä on analysoitu perusteellisesti kaikissa neljässä tapauksessa. Tutkimus paljasti, että tarkasteltujen hallitusten toimintaympäristö ja suhtautuminen eivät yleisesti ottaen ole vihamielisiä kansalaisjärjestöjen ammattimaiselle kehitykselle. Pikemminkin hallitusten toimet Bangladeshissa ja Nepalissa tukevat järjestösektoria verraten paljon. Sen sijaan kehityrahoittajien ja rahoitustukea tarjoavien kansalaisjärjestöjen sitoutuminen kehitystoimien tukemiseen jää yhä epäselväksi useimmille kentällä tutkituista järjestöistä. Näin ollen järjestösektorilla vallitsee jonkinasteinen epätietoisuus. Kansalaisjärjestöjen hallinnointikyky on molemmissa maissa heikko ja institutionaaliset toimet yhdistysten toimintavalmiuksien parantamiseksi puuttuvat laajalti. Tutkimus esittelee nämä keskeiset tutkimustulokset. Analyysit on tehty hallintotieteiden näkökulmasta korostaen niitä tekijöitä, jotka vaikuttavat kansalaisjärjestöjen vetämien kehitysohjelmien kestävyyteen. Tutkittujen kehitysinterventioiden toimintaympäristöä, strategioita, järjestörakennetta ja järjestöjen toimintaprosessia on analysoitu laajemmassa asiayhteydessä. Kestävyyden avaintekijöitä, ts. hallitusten politiikkaa, järjestöjen hallintokykyä ja järjestäytymistä, paikallista osallistumista sekä taloudellisia, teknologisia ja yhteiskunnallis-kulttuurisia kysymyksiä, on arvioitu ja esitelty. Tutkimuksessa on myös analysoitu hallitusten roolia Bangladehissa ja Nepalissa, pohjoismaisia julkisia kehitysrahoittajia ja rahoitusapua kanavoivia kansalaisjärjestöjä sekä kansalaisjärjestöjen kykyä hallinnoida kehitystoimia ja edistää kestävyyttä niissä. Näihin keskeisiin löydöksiin perustuen tutkimuksessa väitetään, että järjestöjen toimet Bangladehissa ja Nepalissa ovat laajalti kestämättömiä, eli niiden kestävyyttä voitaisiin parantaa. ; Sustainability is an important and central issue to development initiatives by Non-Governmental Organisations (NGOs) in developing countries. A development programme is considered sustainable when it is able to deliver an appropriate level of benefits for an extended period of time after major financial, managerial, and technical assistance from an external donor is terminated. The assumed comparative advantage and sustainability of NGO-led development initiatives have been challenged in the contemporary development aid discourse. The supposed comparative advantages of NGOs, i.e., that they are flexible, innovative, participatory, cost-effective and directed to the poor, etc., have been challenged. In order to examine the sustainability of NGO-led development initiatives, the present study attempted to explore empirically the comparative advantage of this special sector compared to public, private, and traditional institutions by studying the sustainability of selected Nordic NGO-led development initiatives in Bangladesh and Nepal. The role of the recipient states, the donors, and the capacity of NGOs to promote the sustainability of NGO-led development projects has been assessed and analysed. The methodologies used in this qualitative research include: literature and document review, content analysis, thematic interviews, informal discussion, observation, field visits, participant observation, interviews and the questionnaire method. Along with the above-mentioned tools, the empirical part of the study in Bangladesh and Nepal was prepared based on the participatory rural appraisal (PRA) method. The PRA tools used include: rapport building, social mapping, Venn diagrams, pair-wise ranking, and time-trend analysis. Empirical information presented in the study has been collected from 1995 to 2001. Theories of administrative sciences, development administration in particular, have been referred to in analysing the findings of the research. The study of Third Sector organisations, e.g., development NGOs, is central in administrative science and particularly in development administration. The structure of the study is based on the above methodological and theoretical grounds. The central theses of this study can be summarised as follows: The key concepts, i.e., Development Administration, NGOs and sustainability, have been clarified and analysed. The role of Nordic donors in promoting NGOs in development has been studied. The sustainability of Nordic-supported, NGO-led development initiatives has been described, assessed and analysed. The perspectives from selected Nordic donors and donor NGOs are presented with empirical references. A general overview is presented on the role of NGOs in the development process of Bangladesh and Nepal. The policies of the governments and the strength and weaknesses of NGOs in development is also presented. Empirical assessment is presented on the sustainability of selected NGOs with Nordic ties. A perspective from the selected local and Nordic NGOs in Bangladesh and Nepal has been presented in regard to the wider context of their particular activities. The sustainability of their development initiatives has been evaluated compared to public, private and traditional institutions. In this regard, two empirical case studies from Bangladesh and two empirical case studies from Nepal are presented. The sustainability of NGO intervention has been analysed thoroughly with empirical findings in each of four case studies. The study revealed that the work environment and the attitude of the governments examined are not generally hostile to the professional development of NGOs, rather the government policies in Bangladesh and Nepal are quite supportive to the sector. But the commitment of the official donors and the donor NGOs to support development initiatives still remains unclear to most of the studied NGOs in the field. Therefore, a degree of uncertainty is present in the NGO sector. The management capacity of NGOs in both countries is weak and institutional initiative to improve the capacity of NGOs is largely lacking.

This research project examines socialized housing programs available to informal settlers in the megacity of Metro Manila, Philippines, and the socio-political and institutional relationships that enable or impede access to housing. Megacities are urban agglomerations with populations of over 10 million inhabitants and Asia and Africa contain some of the fastest growing cities in the world. The challenge of Southern governments to meet the housing needs of hundreds of thousands of urban poor is exacerbated by the influx of migrants into these economic hubs, the scarcity of land for low-income housing and the inequalities and infrastructure deficiencies in developing countries' cities. The study takes a three-pronged thematic approach to understanding the complexities of organizing housing for squatter communities. The core of the data forms the first focal point around the analytical concepts of access, participation and community building, and is drawn from 20 interviews with community members, NGO staff and state housing program coordinators. The second focal area cover examines the social programs in light of housing rights and urban governance. The third thematic focus is poverty and megacities. The study confirms challenges faced by poor families living in slums while at the same time highlights the relevance of viewing informal settlements as communities where resources are shared through informal associations. These associations are essential for gaining access to housing of both NGOs and government, but their roles are different for the two types of housing providers. The issue of professional squatters is examined, as their presence in squatter communities poses considerable concern and mistrust. The requirements of the housing programs are considered to be unique due to the formalization of "values formation" and "social preparation" as participatory actions for community building. The concept of urban disconnect is introduced to demystify the urban governance challenge. Finally, the thesis proposes that the increased application of community- level participation for housing access, especially by government agencies, have transformed power structures in ways that are reflective of a social movement.

Stakeholder participation is particularly important when dealing with mobility problems in touristic remote areas, in which there is a need to find sustainable solutions to increase transport accessibility. However, the literature lacks research linking the issues of establishing stakeholder groups with the most desirable level of involvement and methods ensuring involvement on the indicated level. The aim of the paper is to fill this gap on example of project dedicated to six Baltic Sea Regions. In the first stage key stakeholder groups were identified, then different methods and tools were proposed depending on levels of engagement of given group of stakeholders on solving the problems of local mobility. Two research methods were implemented–the case study and the content analysis of documents. The results of the research point to the existence of five key groups of stakeholders interested in solving transport problems of touristic remote areas: authorities, business and service operators, residents, visitors and others (like experts and NGOs). Among the five–authorities and business representatives–should be to a higher degree engaged. However, the main conclusion is that engagement local government units, when developing their own, long-term strategies for social participation, should adapt the selection of participation methods and techniques to a specific target group and the desired level of their involvement so as to include stakeholders in the co-decision processes as effectively as possible and achieve effective regional co-management.

Abstract. This thesis addresses the conceptions of good citizenship of a Ugandan civil society organization. It also asks how learning of citizenship may happen through such organizations from a point of view of informal learning. The importance of studying citizenship conceptions can be justified by the idea that these conceptions reflect surrounding society, existing ideals of good citizenship and perceptions of desired qualities that citizens should possess. This comes back to the question of what type of citizen there should be in society and what type of competencies should good citizens learn. This thesis highlights the importance of studying citizenship in a non-Western context. This thesis studies a Ugandan civil society organization Kabarole research and resource centre (KRC) examining data collected from their website using qualitative content analysis. The data consists of blog texts, that the organization has shared in 2018 and project descriptions of their ongoing projects from 2019 as well as the organization's description of themselves. Essential results indicate that good citizenship ideals of KRC are diverse and these ideals can be described using the following main categories: skills and knowledge, participation and values. Following these categories KRC's ideals of good citizenship include themes such as civic competencies, competencies of livelihood, active participation, politically involved citizens, democratic values, developing society and empowered citizens. Differing from Western theoretical background considering citizenship, KRC's ideals of citizenship have a lot more of practical dimensions in them. This also supports the idea that ideals of citizenship are also context-dependent. The results also indicate that by using the concept of informal learning while studying how learning of citizenship may happen through KRC, multiple areas where citizenship might be learned were identified. These areas can be divided into two main categories: educating citizens and expanding possibilities of participation. The results show that civil society organizations offer many possibilities for informal learning of citizenship. This supports the idea that while studying learning of citizenship competencies, informal and everyday areas, and their significance cannot be disregarded. Finally, it can be said that because of the diversity present in the concept of citizenship it is important to study it in a wide variety of different contexts. This allows to see the concept of citizenship on a wider scale. In addition, learning citizenship should be studied as a wider phenomenon than just learning citizenship competencies in formal settings like schools.Tiivistelmä. Tämä tutkielma käsittelee ugandalaisen kansalaisjärjestön käsityksiä hyvästä kansalaisuudesta, sekä kuinka kansalaisuutta voidaan mahdollisesti oppia järjestön kautta informaalin oppimisen näkökulmasta. Kansalaisuuskäsitysten tutkimisen tärkeyttä voidaan perustella sillä, että kyseiset käsitykset heijastavat ympäröivää yhteiskuntaa ja siellä vallitsevia käsityksiä hyvästä kansalaisuudesta ja siten käsityksiä kansalaisten toivotuista ominaisuuksista. Tämä palaa kysymykseen siitä, millaisia kansalaisia yhteiskunnassa tulisi olla, sekä myös siihen millaisia kompetensseja kansalaisten tulisi oppia. Tämä työ korostaa kansalaisuuskäsityksien tutkimisen tärkeyttä ei länsimaisessa kontekstissa. Tutkielmassa tarkastellaan ugandalaista Kabarole research and resource centre-kansalaisjärjestöä (KRC). Aineistona toimivat järjestön verkkosivuilla julkaistut vuoden 2018 blogitekstit, sekä järjestön kuvaukset heidän meneillään olevista projekteistaan vuodelta 2019 ja järjestön kuvauksen omasta toiminnastaan. Tutkimuksen metodina toimii laadullinen sisällön analyysi. Keskeiset tulokset osoittavat, että KRC:n käsitykset hyvästä kansalaisuudesta ovat moniulotteisia ja sisältävät esimerkiksi ideaaleja aktiivisesta osallistumisesta, poliittisesti osallistuvista kansalaisista, demokraattisista arvoista, sekä kansalaistaidoista. Poiketen länsimaisesta teoriaperinteestä järjestön näkemykset sisältävät hyvin paljon käytännön ulottuvuuksia. Tämä tukee ajatusta siitä, että käsitykset hyvästä kansalaisuudesta ovat kontekstisidonnaisia ja täten niitä tulisi tutkia laajasti erilaisissa konteksteissa. Tulokset osoittavat myös, että informaalin oppimisen käsitteen käyttäminen viitekehyksenä tarkasteltaessa kansalaisuuden oppimista osoitti, että KRC:llä on useita erilaisia toimintoja, joiden välityksellä kansalaisuutta voidaan oppia. Näitä toimintoja ovat esimerkiksi kansalaisten kouluttaminen ja kansalaisten osallistumismahdollisuuksien laajentaminen. Tulokset osoittavat, että kansalaisjärjestöt tarjoavat useita mahdollisuuksia kansalaisuuden oppimiseen. Tämä tukee ajatusta siitä, että tarkasteltaessa kansalaisuuden oppimista informaaleja, arkisia ympäristöjä ja näiden merkitystä ei tule ohittaa. Lopuksi voidaan sanoa, että kansalaisuuskäsitteen moninaisuuden takia sitä on tärkeää tutkia erilaisissa konteksteissa, joiden avulla ilmiö voidaan nähdä laajempana kokonaisuutena. Tämän lisäksi kansalaisuuden oppimista tulee tarkastella laajempana ilmiönä, kuin vain formaalissa ympäristössä, kuten koulussa tapahtuvana kansalaisuuden oppimisena.

This research aims at determining the main challenges of the Zambian sanitation sector. It defines the actors of the sector and studies their relations with one other. Furthermore, this study will aim to point out the overall effects of sanitation on society and environment. The main goal is to find out how to move on from pilots to long term projects in terms of sanitation development in Zambia. The Year of Sanitation and the Millennium Development Goals of the United Nations bring up an important question of the state of sanitation in developing countries. Zambia, as a developing country, is depending on donors and other international actors for assistance in its development processes. Also the local and international non governmental organisations play an important role as advisors and implementers. The abundance of actors makes the sanitation sector very complicated to map out. As sanitation itself is also a complicated issue to tackle, this research will approach from the view point of integrating sanitation to all relevant policy areas. This means that instead of limiting sanitation to one aspect of society, it is, in fact, a part of multiple other sectors, such as health, environment, society development etc. This view, of course, increases the number of actors involved in the sector. The vast amount of actors active in the sanitation sector creates difficulties when dealing with responsibilities and power distribution. When a complex actor network is in question, it is challenging to determine the power structure of the network. This has caused problems amongst the actors as no one in particular is in charge, taking the responsibility for the overall picture. Additional dilemma is brought on by motives of the actors, as the actor networks can be formed for several reasons. All of the actors are working towards the same goal but with different views of what is the best course of action and the effects desired. It is the conclusion of this research that the national state of sanitation is unbalanced, yet improving. The national policies are being prepared and cooperation between actors is being developed. Also the communities are being encouraged to participate in the sanitation work in their own areas. It is, however, first and foremost up to the government to manage the entire sector. When acting according to the Paris Declaration, the donors will support the government, and the government will in turn support the civil society. Eventually, it is a matter of good governance and cooperation. Tämä tutkimus käsittelee Sambian sanitaatiosektoria sekä sen kohtaamia haasteita. Tutkimus määrittelee keskeisimmät toimijat ja tutkii suhteita toimijoiden välillä. Lisäksi tutkielma pyrkii kartoittamaan sanitaation vaikutukset yhteiskuntaan ja ympäristöön. Päätavoite on selvittää, kuinka siirtyä pilottiprojekteista pitkäaikaisiin hankkeisiin Sambian sanitaatiokehityksen kannalta. YK:n julistamat sanitaation vuosi 2008 ja vuosituhattavoitteet nostavat esiin tärkeän kysymyksen sanitaation tilasta kehitysmaissa. Sambia on kehitysmaana riippuvainen avunantajamaiden ja muiden kansainvälisten toimijoiden avusta kehitysprosesseissaan. Lisäksi paikalliset ja kansainväliset kansalaisjärjestöt ovat tärkeässä roolissa neuvonantajina sekä toimeenpanijoina. Toimijoiden suuri määrä tekee sanitaatiosektorista erittäin monimutkaisen kartoittaa. Sanitaatio itsessään on jo monimutkainen asia käsitellä, ja tämän tutkimuksen tarkoituksena onkin käsitellä sanitaatiota kaikissa toimintapolitiikoissa. Tämä tarkoittaa sitä, että sen sijaan, että sanitaatio rajoitettaisiin osaksi ainoastaan yhtä yhteiskunnan osa-aluetta, se on itse asiassa osa monia muita sektoreita, kuten terveys-, ympäristö-, sekä yhteiskuntakehityssektoreita ja niin edelleen. Tämä näkemys tietenkin lisää sektorilla toimivien toimijoiden määrää. Toimijoiden suuri määrä sanitaatiosektorilla tuo vaikeuksia kun käsitellään vastuualueita ja vallanjakoa. Monimutkaisen toimijaverkoston ollessa kyseessä on vaikeaa määrittää verkoston valtarakennetta. Tämä on aiheuttanut ongelmia toimijoiden keskuudessa, sillä kukaan tietty toimija ei ole suoranaisesti vastuussa, ottamassa vastuuta koko sektorin toiminnasta. Lisäongelman aiheuttavat toimijoiden motiivit, jotka ovat toimijaverkostossa muotoutuneet useista syistä. Kaikki toimijat pyrkivät samaa tavoitetta kohti, mutta heidän näkemyksensä parhaista toimintatavoista ja niiden vaikutuksista eroavat usein suuresti. Tämän tutkimuksen johtopäätös on, että sanitaation kansallinen tila on epätasapainossa, mutta silti parantumassa. Kansallisia toimintapolitiikkoja valmistellaan ja yhteistyö toimijoiden välillä kehittyy jatkuvasti. Lisäksi yhteisöjä rohkaistaan osallistumaan mukaan sanitaatiotyöhön omilla alueillaan. On kuitenkin viime kädessä hallituksen vastuulla johtaa koko sektoria. Pariisin julistuksen mukaan toimiessaan avunantajat tukevat hallituksen toimia, ja hallitus vuorostaan tukee kansalaisyhteiskuntaa. Loppujen lopuksi kyse on hyvästä hallinnosta ja yhteistyöstä. Väitöskirjassa selvitetään, miten EU:n maaseudun kehittämisohjelmat (ns. tavoite 5b -ohjelmat) vaikuttivat yhteiskunnallisen oppimisen edellytyksiin kolmella eurooppalaisella maaseutualueella vuosina 1994-1999. Tutkimuksessa tuotettu arviointikehys tarjoaa välineen institutionaalisten muutosten - ja erityisesti niiden ympäristövaikutusten - arvioinnille. Ympäristönäkökohtien ja maaseudun kehittämisen yhteennivominen edellyttää yhteiskunnallista oppimista. Kehittämistyössä tulisi kyetä tuottamaan uusia toimintavaihtoehtoja. Jos toiminnan liikkumavara näyttäytyy kapeana, ympäristökysymysten merkittävälle huomioimiselle ei ole tilaa. Oppimisen edellytykset kuvaavat ympäristöintegraation poliittisia lähtökohtia. Mitä kapeammalle joukolle suunnittelun katsotaan kuuluvan, ja mitä tarkemmin merkityksellinen asiantuntemus rajataan, sitä epätodennäköisempää on, että suunnittelussa kyettäisiin irtautumaan vakiintuneista ajatusmalleista. Toisin sanoen: mitä kapeampi joukko ongelmaa tai suunnittelutilannetta pohtii, sitä heikommat ovat yhteiskunnallisen oppimisen edellytykset. Osallisuuden laajentaminen uusiin ryhmiin tai henkilöihin ei kuitenkaan yksin riitä kasvattamaan oppimisen edellytyksiä. Liiankin tavallista on, että vuorovaikutus kilpistyy eri tahojen kapeaksi edunvalvonnaksi, jossa kukin osallistuja tarkastelee käsillä olevaa ongelmaa tietyn ryhmän edustajana. Yhteiskunnallisen oppimisen kannalta olisi tärkeää, että osallistujat irtautuisivat yhden ainoan roolin edustamisesta. Esimerkiksi maanviljelijä voi osallistua vesiensuojelukeskusteluun paitsi oman ammattikuntansa edustajana, myös äitinä, naapurina ja virkistyskalastajana. Ihmisten monien roolien samanaikaisuus voi luoda osallistujien välille kosketuspintoja ja uusia yhteenliittymiä. Lopputuloksena mahdollisuudet vastavuoroiseen oppimiseen ja uusien ratkaisumallien löytämiseen kasvavat. Tarkastettavana olevassa väitöskirjassa vertaillaan oppimisen edellytysten muotoutumista EU:n maaseutuohjelmien toimeenpanossa kolmella eri alueella, jotka olivat East Anglia Iso-Britanniasta, Gävleborg Ruotsista ja Etelä-Pohjanmaa Suomesta. Tutkimusaineisto muodostui haastatteluista ja havainnoista. Lisäksi vertailussa hyödynnettiin asiakirjoja ja aiempia tutkimuksia. Niiden avulla oli mahdollista selvittää, millaisiin historiallisiin ja poliittisiin tekijöihin tutkimusalueiden välillä havaitut erot palautuvat. Tutkimuksessa selvitettiin, millaisiin valtakamppailuihin, ja keille, EU-ohjelmat tuottivat pelimerkkejä. Kaikissa kolmessa tapauksessa EU-ohjelmien toimeenpanoon osallistuminen edellytti erikoisasiantuntemusta ja usein myös jo ennalta vakiintunutta asemaa maaseudun kehittämisen eri areenoilla. Pahimmillaan ohjelmien toimeenpano kasvatti kuilua vaikutusvaltaisten toimijoiden ja maallikoiden välillä ja vähensi näin oppimisen edellytyksiä. Toisaalta esimerkiksi Gävleborgissa ohjelma kannusti uusia ryhmiä osallistumaan kuntien elinkeinopolitiikkaa koskevaan keskusteluun. Jos oppimiselle oli jo ennestään hyvät edellytykset, ohjelmat todennäköisemmin vahvistivat näitä valmiuksia ja päinvastoin. Etelä-Pohjanmaalla asiantuntijavetoinen metsänparannustoiminta jatkui entiseen tapaan, ilman uusia osallistujia tai innovaatioita, kun taas East Angliassa jo ennestään aktiiviset kansalaisjärjestöt synnyttivät ympäristöpoliittisesti mielenkiintoisia kehittämishankkeita. Oppimisen edellytyksiin saattoi kuitenkin vaikuttaa yhdenkin suunnittelijan innovatiivisuus tai tietyn kansalaisryhmän spontaani aktiivisuus. Toisaalta pitkälle standardoitu tukijärjestelmä saattoi vähentää mielikuvitusta ja oppimista. Tällöin toimijuutta ohjaavat ohjelmatyön käsitteet ja tavoitteet - eivät monitahoiset ihmiset erilaisine ongelmineen. ; In this thesis I study how the EU rural development programmes (the so called Objective 5b programmes) affected the conditions of social learning in three European rural regions during the 1994-1999 programming period. Social learning is critical for the integration of environmental goals and rural development. Assessing the emergence of social learning potential requires studying the development of interaction conditions. The crucial issue is the limits which the conditions impose on the participation of particular individuals or organisations. Moreover, an actor should be able to participate in common problem solving without identifying herself with only one single group or category. Only then is the emergence of novel alliances or coalitions possible. The potential for social learning describes how well the institutional conditions support the production of collective innovations. The case study regions were East Anglia in the UK, Gävleborg in Sweden and South Ostrobothnia in Finland. In these regions I carried out interviews and observed meetings. This material helped me to analyse the practices on which the implementation of the Objective 5b programmes were based. Documents and previous studies provided me information about the origins of the differences I identified between the case studies. One of the aims of the dissertation was to build a theoretical framework to enable the assessment of social learning potential. In this task I made a use of a preliminary study in which I had examined the environmental assessment of a transport plan called the Nordic Triangle. The primary study demonstrated the link between the definition of a politico-administrative problem and the conditions of participation. The meeting of new and old has to be understood as a process where the new (here the EU programmes) produces capital (i.e. stakes such as expertise and authority) for opening and existing contests. Within each of the regions the rural programmes created new practices and changed or strengthened old planning routines. In the contests which opened up the EU framework and its national interpretations were important sources of capital, but the capital the actors had been able to gather in the course of history also affected who could seize the programme and the stakes it offered and how. Since the changes often concentrated power in small groups of civil servants and experts, the potential for learning rather decreased than increased. On the other hand in Gävleborg, for example, the Objective 5b programme encouraged new groups to take part in debates about the economic development of municipalities. If good conditions for social learning already existed, the programmes were likely to strengthen these conditions - and vice versa. In South Ostrobothnia the expert-driven forestry schemes continued to operate in the old fashion, without new participants or innovations. In East Anglia, on the other hand, the already active voluntary organisations created new projects which were interesting from the environmental policy point of view. Even a single innovative official or an active civil group could make a difference and increase the social learning potential. However, the very standardised funding system tends to decrease imagination and learning. If this happens agency is conditioned by the concepts and goals of programmatic development - not by the plurality of rural people and their problems. The results indicate that the framework created does indeed have analytical power and that it offers a tool for the environmental assessment of institutional changes.
