The paper deals with the problems of refugees, internally displaced persons, and illegal migrants in the African continent. At the beginning of the article, information is provided on the state of poverty and poverty of the majority of the present African continent. The authors of the publication consider the main cause of these negative phenomena to be numerous wars and conflicts, ethnic and tribal conflicts, the dictatorial regimes of terror in many countries of the continent. The negative factor, among other things, is the prolonged civil wars in continental countries. So, the civil war in Angola lasted 21 years, in Mozambique 17 years, in the Democratic Republic of the Congo (formerly Zaire), 14 years, etc. Ethnic conflicts on the African continent are also characterized by their long-term sustainability. For example, the ethnic conflict in Sudan between the Arab-Muslim North and the Negro-Christian South, which took the form of a civil war, lasted for 22 years. These conflicts have the consequence not only of the huge number of victims, the majority of whom are peaceful residents, but also generate more refugees and internally displaced persons. It is worth saying that the number of internally displaced people in the designated states of the warehouse: Mozambique-2 million ., Sudan-4.5 million, in the Democratic Republic of the Congo-2.665 million people, etc. These reasons form huge flows of refugees, which are sent to more or less stable countries. In Africa, it is Tanzania, South Africa and Kenya. Detention of refugees is a huge burden on the economy of these countries and causes a sharp internal political tension, and therefore the governments of these countries are trying to deport refugees home. Developing climate mitigation policies and strategies for mitigating climate change includes elaboration of alternative scenarios of socio-economic development and quantitation of the scenarios using mathematical models. In particular, integrated assessment models IMAGE, MESSAGE-GLOBIOM, AIM, GCAM, REMIND-MAGPIE are used for assessment of global environmental scenarios "The Shared Socio-Economic Pathways" (SSPs), "Representative Concentration Pathways" (RCPs) and "Shared Climate Policy Assumptions" (SPA). The analysis of reports on implementation of environmental programs in China, Indonesia, Ethiopia, Uganda, Mexico, Kenya, Republic of Cameroon, Brazil and Bangladesh reveals that the development of environmental programs should take into account the level of democracy, trust in government and law, gender equality, equal rights, corruption, poverty, availability of adequate communication of authorities and experts with local people, lack of fuel and effect of spatial spreading of deforestation. Based on the above-mentioned socio-political factors, a conceptual model of influence of socio-political factors on the implementation of climate change mitigation policies is developed. Political and social indices are proposed to be used as proxies for the socio-political factors. Accounting of the socio-political factors in development of environmental policies will improve their efficiency and save money. ; Проанализирован принцип выработки политик и стратегий для борьбы с изменением климата. It is used to group the countries by the set of characteristics, which reflect the general economic conditions and innovation capacity in the financial sector of different countries from the general population. The clustering results give a snapshot of six groups of countries. The group with the highest results is called FinTech Olympus and consists of countries such as the USA, UK, and Singapore. The worst results were shown by the Fintech Jungle group represented by Kenya, Lebanon, Egypt, Uganda, Pakistan, Ghana, Nigeria, Bangladesh, and Ukraine. The other countries are grouped in four more clusters with research names – FinTech periphery, Asian-European, FinTech middle class, and Major players. Local regulators, for example, the National Bank of Ukraine, can further consider the results of clustering for maintaining fintech development policy to benefit the economy in general.In such conditions, the main tasks for the Ukrainian government are the improvement of business climate and fintech ecosystem development with the further discovery of their impact on the country's competitiveness in an unstable economic environment in the short and long term. According to this we prepared several proposals how to improve national legislation, particular, they concern procedure of electronic auction, qualification of suppliers, ensuring the selection of the most economically advantageous tender, preventing the corruption. Also we analyzed experience of the EU in the legal resolution of these problems and trends how to stimulate the development of national economy by using public procurement.InUkrainethe most widespread point of view is that the main objective of legal policy in the field of public procurement – active anticorruption measures. However, this goal should be the development of competition, which will provide the most cost-effective acceptance of proposals. Thus, public procurement around the world is one of the most important regulators of the economy, which activates development of national production.The new legislation on public procurement, which introduced electronic auctions does not solve most of the problems that arise in the process of public tendering, including: all suppliers admit to auction and this approach distorts competition; subjects of procurement can be divided for tendering concealment; electronic trades do not provide procurement at the lowest price; trades can be canceled on contrived grounds, because winners belong to the «right» party; inadequate preparation for tenders of customers and participants (discrepancy of product specifications etc.); high risks of personal data disclosure; unjustifiably broad application evaluation criteria of price proposals; customers often abuse the freedom of suppliers qualification.Among the hazards in public procurement besides corruption can be mentioned lobbying (legal advocacy of suppliers by representatives of the customer) and reducing the usefulness of public goods (products purchase only on the basis of prices). For example, in Kenya a large number of state contracts are concluded with enterprises controlled by influential politicians or public officials. Tenders are often controlled by informal cartels, that is why new entrants can not win. This indicates that Ukraine needs to significantly expand the range of «related persons» in national legislation, which participation in tenders have prohibited.Ukraine's legislation on public procurement does not solve problems, not only to stimulate economic development, but does not ensure elimination of corruption factors and competition protection.Given this, we should pay attention to the provisions of Directive 2014/24/EU establishing more effective approaches to the legal regulation of public procurement, than Ukrainian laws. In order to eliminate these drawbacks it is advisable to adopt experience of legal regulation of public procurement in the EU, namely: the evaluation of bids pass after their qualifying examination; if state (municipal) enterprise satisfy procurement needs, public tenders will not be announced; the tendency to unite demand from customers (occasional joint centralized procurement) to achieve economies of scale; customers have considerable discretion in regulating the terms of tender procedures; the most economically advantageous offer should be based on not only the price but the best value for money (non-price criteria directly include costs for product life cycle, quality, technical advantages, aesthetic and functional characteristics, accessibility for all users, social, environmental and innovative characteristics; qualifications and experience of staff, who execute the contract, if it affects the level of performance of the contract; maintenance in service and technical assistance, delivery terms; costs during operation); - democratic rules of technical specifications preparation; innovation recognized the purpose of public procurement; legislation include special measures which stimulate enterprises to implement environmental and other standards, encouraging the participation of small and medium enterprises in tenders and businesses of disabled and other socially disadvantaged groups.In our opinion, it would be appropriate to adopt the list of products (with the division into categories), for which exist a permanent market. For the acquisition of them customers are entitled (or required) to use a mixed system of evaluation. In order to eliminate these drawbacks it is advisable to adopt experience of legal regulation of public procurement in the EU, namely: the evaluation of bids pass after their qualifying examination; if state (municipal) enterprise satisfy procurement needs, public tenders will not be announced; the tendency to unite demand from customers (occasional joint centralized procurement) to achieve economies of scale; customers have considerable discretion in regulating the terms of tender procedures; the most economically advantageous offer should be based on not only the price but the best value for money (non-price criteria directly include costs for product life cycle, quality, technical advantages, aesthetic and functional characteristics, accessibility for all users, social, environmental and innovative characteristics; qualifications and experience of staff, who execute the contract, if it affects the level of performance of the contract; maintenance in service and technical assistance, delivery terms; costs during operation); - democratic rules of technical specifications preparation; innovation recognized the purpose of public procurement; legislation include special measures which stimulate enterprises to implement environmental and other standards, encouraging the participation of small and medium enterprises in tenders and businesses of disabled and other socially disadvantaged groups.In our opinion, it would be appropriate to adopt the list of products (with the division into categories), for which exist a permanent market. For the acquisition of them customers are entitled (or required) to use a mixed system of evaluation. The article is devoted to the problem of eco-geographical, socio-economic and socio-political factors of distribution of the tea subculture in various societies. As a result of the study, the author concluded that consumption of tea is a concomitant of a social structure that corresponds to liberal types of economic systems or to more archaic authoritarian regimes, or a combination of them (as in the case of China). This suggests that these societies encourage and distribute the tea subculture either as a result of the influence of the metropolises (Kenya and Nigeria), or patrimonial authoritarian regimes, or are on the agrarian or industrial developmental stage. In general, the promotion of a conservative type of development of society with traditional technologies and belated modernization corresponds to high rates of tea consumption. Transitional (transitory) societies with multiple social identities (which takes place either through multi-ethnicity, multi-confessionality, multiculturalism, consociality, etc.) also tend to increase the consumption of tea. At the same time, in the dissemination of the tea subculture, the researcher must also take into account a number of climatic, geographic and environmental factors, in particular: the permissibility / unresolved food problem; availability / unavailability of sources of drinking water of physiologically minimal utility; aridity / humidity of the climate. Socio-economic factors in the distribution of the tea subculture include harvesting and forced modernization, while maintaining archaic political institutions; high rates of social polarity / inequalities, from which the lower classes stratified the morality of intolerance towards dependents; significant discrepancies in the standard of living of territorial communities that were formed on the colonial periphery; an insignificant place of the middle class in the social structure, accompanying the inequality of material and financial and educational capital. ; Статья посвящена проблеме эко-географических, социально-экономических и социально-политических факторов распространения чайной субкультуры в различных обществах. В результате проведенного исследования автором сделан вывод о том, что потребление чая является сопутствующим такой социальной структуре, которая соответствует либеральным типам экономических систем или более архаичным авторитарным режимам, или их сочетанию (как в случае с Китаем). Это дает основание предположить, что указанные общества поощряют и распространяют чайную субкультуру или в результате воздействия метрополий (Кения и Нигерия), или патримониальных авторитарных режимов, или же находятся на аграрном или индустриальном фазисе развития. К социально-экономических факторам распространения чайной субкультуры принадлежат заготовка и форсированная модернизация при сохранении архаичных политических институтов; высокие показатели социальной полярности / неравенства, из которых проистекает стрессированность представителей низших слоев моралью нетолерантности к иждивенцам; значительные расхождения в уровне жизни территориальных сообществ, которые сформировались на колониальной периферии; незначительное место среднего класса в социальной структуре, сопутствующее неравенству материально-финансового и образовательного капитала. ; Статтю присвячено проблемі еко-географічних, соціально-економічних та соціально-політичних чинників поширення чайної субкультури в різних суспільствах. В результаті проведеного дослідження автором зроблено висновок про те, що споживання чаю є супутнім такій соціальній структурі, яка відповідає ліберальним типам економічних систем або більш архаїчним авторитарним режимам, або їх поєднанню (як у випадку з Китаєм). Це дає підставу припустити, що зазначені суспільства заохочують і поширюють чайну субкультуру або в результаті впливу метрополій (Кенія та Нігерія), або патрімоніальних авторитарних режимів, або ж перебувають на аграрному або індустріального фазисі розвитку. В цілому просуванню консервативному типу розвитку суспільства з традиційними технологіями та запізнілою модернізацією відповідають високі показники споживання чаю. Перехідні (транзитні) суспільства із множинною соціальною ідентичністю (яка має місце або за рахунок мультиетнічності, мультиконфесійності, полікультурності, консоціальності тощо) також мають тенденцію до збільшеного споживання чаю. Водночас при поширенні чайної субкультури дослідник має приймати до уваги також низку клімато-географічних та екологічних чинників, зокрема: розв'язаність / нерозв'язаність продовольчої проблеми; доступність / недоступність джерел питної води фізіологічно-мінімальної корисності; засушливість / вологість клімату. До соціально-економічних чинників поширення чайної субкультури належать незавершена та форсована модернізація при збереженні архаїчних політичних інституцій; високі показники соціальної поляризованості / нерівності, з яких випливає стресованість нижчих верств мораллю нетолерантності; значні розбіжності в рівні життя територіальних спільнот, які сформувалися на колоніальній периферії; незначне місце середнього класу в соціальній структурі, що випливає з нерівності матеріально-фінансового та освітнього капіталу.
Purpose. To assess the poliomyelitis epidemic situation in Ukraine and determine ways to maintain the status of a country as free from poliomyelitis.Materials and methods. Findings of the epidemiological surveillance on acute flaccid paralyses (AFP)/ poliomyelitis, and statistical reports of the Ministry of Healthcare of Ukraine «Performance of Annual Immunization Plan» (Form 5) (from 2008 to 2015) were analyzed.Findings and discussion. Since 2008 there has been a decrease of immunization coverage in Ukraine, as well as against poliomyelitis. Consequently, in 2012 pursuant to the conclusions of 7th Meeting of the Independent Monitoring Board of the Global Polio Eradication Initiative (October 29–31, 2012 London) Ukraine was listed as country at high risk of wild poliovirus transmission (alongside with the Horn of Africa, Kenya, Libya, Somalia, Uganda and Yemen). Despite the fact that polio immune prevention conditions in Ukraine were was rated as critical and the fact that this issue has been raised by the scientific community and up to the government levels, immunization coverage rates still remain extremely low (2008 — >98%, 2008 — 90.9%, 2009 — 80.6%, 2010 — 57.3%, 2011— 54.3%, 2012 — 73.7%, 2013 — 72.0%). Considering the required rate of 95%, the situation became particularly critical in 2014 (44.7%) and in the following year (as at 01.08.2015 — 17.3%). This resulted in vaccine-derived poliovirus (VDPV). Three strains of VDPV-2 were discovered in 2014, and in 2015 two polio outbreaks (2 cases) caused by circulating VDPV-1 were registered. Responding to the outbreak from October 2015 to February 2016 three immunization rounds to vaccinate children with oral polio vaccine (2 rounds for age groups from 2 months to 6 years; 3rd round — from 2 months to 10 years) with the respective coverage rates of 64.4%, 71.7% and 80.7%. This was followed by mop-up immunization campaign till 17.04.2016. Measures taken enabled some improvement of the immunization coverage conditions, namely in children under the age of 1 year had 3 vaccinations (inactivated + oral vaccine) the rate was 90.1%. At the same time, these figures were below 90% in 10 administrative areas. If immunization covers less than 90% the main goal of prophylactic immunization well not be accomplished, namely the formation of specific population immunity.Conclusions. The following conditions are necessary for the preservation and maintenance in Ukraine of status as a polio-free territory: the routine immunization coverage should remain at 95%; mop-up immunization should be provided for children till the age of 10 years that missed scheduled vaccinations; proper epidemiological surveillance of AFP/ poliomyelitis and other enteroviral infections should be conducted; virological control of wastewater should be enhanced. ; Цель: оценить эпидситуации по полиомиелиту в Украине и определить пути поддержания статуса свободной от полиомиелита территории.Материалы и методы. Проанализированы результаты эпидемиологического надзора за острыми вялыми параличами (ОВП) / полиомиелитом; статистические отчеты Минздрава Украины.Результаты и обсуждение. Несмотря на то, что ситуация с иммунопрофилактикой полиомиелита в Украине была оценена как критическая, и тот факт, что этот вопрос неоднократно поднимался, начиная от научного сообщества до управленческих уровней, показатели охвата 3 дозами полиомиелитной вакцины и в дальнейшем оставались крайне низкими (2007 г. — >98%, 2008 г. — 90,9%, 2009 г. — 80,6%, 2010 г. — 57,3%, 2011 г. — 54,3%, 2012 г. — 73,7%, 2013 г. — 72,0%). При необходимом уровне не менее 95% особо критического значения они приобрели в 2014 г. (44,7%) и следущем году (на 01.08.2015 г. — 17,3%). Следствием стало формирование вакцинородственных вариантов полиовируса (ВРПВ). 3 штамма ВРПВ2 обнаружено в 2014 г., а в 2015 г. была зарегистрирована вспышка полиомиелита (2 случая), вызванная циркулирующим ВРПВ1. В ответ на вспышку в течение октября 2015 г. — февраля 2016 года проведено 3 тура вакцинации детей оральной полиомиелитной вакциной (2 тура — возрастная группа 2 мес. — 6 лет, 3_й тур — 2 мес. — 10 лет) с уровнями охвата соответственно 64,4%, 71,7% и 80,7%. В дальнейшем к 17.04.2016 г. продолжалась «подчищающая» иммунизация. Проведенные мероприятия позволили несколько улучшить состояние охвата прививками (часть детей в возрасте до 1 года получили 3 прививки — инактивированная + оральная вакцина), составившее 90,1%. В то же время, в 10 административных регионах эти показатели были ниже 90%. При охвате прививками ниже 90% теряется основная функция вакцинопрофилактики — формирование коллективной защиты.Выводы. Для сохранения Украиной статуса территории, свободной от полиомиелита, необходимо постоянное поддержание 95% уровня рутинной иммунизации; проведение доохвата иммунизацией детей возрастной группы до 10 лет, не получивших необходимые прививки по возрасту; осуществление надлежащего эпидемиологического надзора за ОВП/полиомиелитом и другими энтеровирусными инфекциями; усиление вирусологического мониторинга сточных вод. ; Мета.
