Paper presented at the Strathmore University Annual Ethics Conference 2011 ; One of the key reforms of the constitution is the establishment of devolution through the country's government. It is in the current constitution and will only come into effect after the next general elections, when the county assemblies and governors will be elected. (Ghai, Y& Ghai, J,) In this paper we have talked about devolution and related it to the dignity of the human person. First we have given a definition for devolution as per the Kenyan context. Secondly, we will look at how the United Kingdom has being impacted since devolution was enforced. Thirdly, we looked at three aspects of devolution; objects and principles of a devolved government, financial aspect of devolution and the gender aspect of devolution. We came to the basis of these aspects by looking at how the common "mwananchi" will be affected by them. Lastly, we have given a summary of the responses we got from conducting an interview. We interviewed our fellow students and lecturer's on their thoughts about devolution being implemented in Kenya. This includes the positive and negative effects of devolution and whether the country can afford this form of government.
Has 20 years of separation between the Republics of Moldova and Pridnestrovie (Transnistria, PMR) generated a division in attitudes and beliefs in the two populations? Using near-simultaneous social scientific surveys from the summer of 2010 in the two republics, we measured four localized geopolitical divides: the local economies, historical memories, political legitimacies, and geopolitical orientations. Our findings challenge the notion that Moldova's territorial disunion has produced separate experiential and attitudinal worlds. Complicating geopolitical commentary that locates an East-West fault-line running through Moldova, we find that separateness has not created an attitudinal chasm, but prospects of ending the separation are not supported by the surveys.
The existence of Laos today is taken for granted. But the crystallization of a Lao national idea and ultimate independence for the country was a long and uncertain process. This book examines the process through which Laos came into existence under French colonial rule through to the end of World War II. Rather than assuming that the Laos we see today was an historical given, the book looks at how Laos's position at the intersection of two conflicting spatial layouts of 'Thailand' and 'Indochina' made its national form a particularly contested process. This, however, is not an analysis of nation-building from the perspec-tive of administrative and political structures. Rather, the book charts the emergence of a notion of a specifically Lao cultural identity that served to buttress Laos as a separate 'Lao space', both in relation to Siam/Thailand and within French Indochina.
For decades since the formation of the defense establishment under the 1947 National Security Act, all U.S. cabinet departments, national security agencies, and military services involved in providing for the common defense have struggled to overcome differences in policy and strategy formulation, organizational cultures, and even basic terminology. Post-September 11, 2001, international systems, security environments, U.S. military campaigns in Afghanistan and Iraq, and the greater Global War on Terrorism have confronted civilian policymakers and senior military officers with a complex, fluid battlefield which demands kinetic and counterinsurgency capabilities. This monograph addresses the security, stability, transition, and reconstruction missions that place the most pressure on interagency communication and coordination. Our government's interventions in foreign societies are plagued by unintended consequences, whether we are aiming for strategic advantage, conflict resolution, or economic development. Such consequences range from the trivial to the catastrophic; they can be significant enough to defeat the original purposes of the intervention. Since we cannot usually see them coming, our ability to cope with them is limited largely to damage control. The problem is global. The noise level caused by cross-cultural confusion is rising rapidly almost everywhere, as technology and crowding force formerly isolated cultures into increasingly close proximity. It may be time to establish a new category of scientific inquiry specifically for this problem. This newly identified discipline could provide a focus for current efforts by anthropologists, historians, behavioral psychologists, evolutionists, and others, including diplomats and aid bureaucracies (both public and private), to cooperate in constructing a conceptual framework that would help us understand how cultures respond when they impinge on each other, and help us foresee the consequences.

Though the Army is one of the most self-critical organizations found in American society, a well-deserved reputation has also been earned for failing to inculcate those lessons by transforming the institutional Army. Change is achieved through a continuous cycle of adaptive innovation, experimentation, and experience. In Iraq, out of necessity while in contact with a dynamic enemy, the Army transformed on the battlefield with radical changes in doctrine, organization, training, and materiel, which significantly enabled battlefield success. Singapore has few natural resources but, in a relatively short history, its economic and social development and transformation are nothing short of remarkable. Today Singapore is by far the most successful exemplar of material development in Southeast Asia and it often finds itself the envy of developed countries. Furthermore over the last three or four decades the ruling party has presided over the formation of a thriving community of Singaporeans who love and are proud of their country. Nothing about these processes has been 'natural' in any sense of the word. Much of the country's investment in nation-building has in fact gone into the selection, training and formation of a ruling and administrative elite that reflects and will perpetuate its vision of the nation. The government ownership of the nation-building project, its micromanagement of everyday life and the role played by the elite are three fundamental elements in this complex and continuing process of construction of a natrion. The intense triangulation of these elements and the pace of change they produce make Singapore one of the most intriguing specimens of nation-building in the region. In this critical study of the politics of ethnicity and elitism in Singapore, Barr and Skrbiš look inside the supposedly 'meritocratic' system, from nursery school to university and beyond, that produces Singapore's political and administrative elite. Focusing on two processes - elite formation and elite selection - they give primary attention to the role that etho-racial ascription plays in these processes but also consider the input of personal connections, personal power, class and gender. The result is a study revealing much about how Singapore's elite-led nation-building project has reached its current state whereby a Singaporean version of Chinese ethno-nationalism has overwhelmed the discourse on national and Singaporean identity.

One of the greatest challenges facing people in the process of becoming South Africans today is that of building a cohesive national identity out of diverse and competing national, cultural and ethnic aspirations and identities that were never imagined as belonging to a single nation-state. This challenge has been made worse by the fact that the advent of the post-apartheid dispensation came with liberal democratic values of diversity, tolerance and various forms of freedom such as those of choice, association and speech. All of these freedoms have brought about an impediment to the cultivation of the spirit of patriotism, common belonging and unity among the peoples meant to become South Africans. While a number of obstacles have been identified in the quest to develop a sense of common belonging among the peoples who occupy the cartographic space known as South Africa today, the question of knowledge production and its divisive role in the making of South Africa has not yet been comprehensively addressed. This gap needs to be addressed urgently with specific reference to the field of producing historical knowledge because the manner in which historical events and narratives are imagined and reconstructed in South Africa today has the potential to constrain and/or enhance common belonging. This article is a decolonial epistemic perspective on the production of historical knowledge in South Africa and it argues that a decolonised historical narrative can possibly lead to the emergence of a cohesive South African national identity.
This latest book by award-winning researcher Duncan McCargo, one of the world's leading specialists on contemporary Thailand, builds on previous projects to elucidate new aspects of the intractable Southern conflict that has claimed more than 4500 lives since 2004. Mapping National Anxieties locates the insurgency in the context of Thailand's wider political conflicts, exploring the ambiguous relationships between the Thai state and organised religion, along with the recent resurgence of Buddhist chauvinism and nationalism. McCargo examines the way Islamic provincial councils have been drawn into the conflict, and scrutinises the special challenges the conflict has created for Thailand's media. Journalists have struggled to communicate a confusing story to an increasingly indifferent wider public. The book then moves beyond the crisis itself to look at ways forward, starting with the controversial National Reconciliation Commission that was established by the Thaksin Shinawatra government to propose peaceful options for reducing the violence. Another chapter explores how far Malay Muslims in Thailand's southern border provinces think of themselves as 'Thai', arguing that there is an important distinction between legal citizenship and informal understandings of what citizenship means and entails. Finally, McCargo invites readers to 'think the unthinkable' by imagining the possibility of autonomy for Thailand's deep South, and the implications for the country as a whole.
After the collapse of three socialist federations in Eastern Europe, the expression 'nation-building' returned to the heart of academic debates. Like other former socialist republics, Ukraine has started its nation- building project trying to balance between a limitation of centrifugal forces and the 'nationalisation' (Brubaker 1994) of the state. This article examines the main features of language policies within the Ukrainian nation-building project and adopts a dual approach. It first surveys the political will that has been incarnated in language policies since 1991, and how national identity has been affected by those policies. However, it counterpoises this approach with an analysis of bottom actors and their attitude towards language policies. The framework constructed is intended to question the idea that nation-building is mainly an elite driven process and to suggest that common people can participate in a political project by renegotiating its features at the local level.
In this paper, we argue that representative bureaucracy is a changing concept, and that in the academic and policy debate on representative bureaucracy in fact three different debates are intermingled. While the debate on representative bureaucracy in Public Administration is generally situated within wider debates about tensions between bureaucracy and democracy, this is only part of the story. We argue that discussions and scholarship on representative bureaucracy in fact employ three different concepts of representative bureaucracy. The reasons for making the bureaucracy representative in these three rival concepts are quite divergent, and even the conception of what representativity means is totally different. These rival concepts reflect a particular view on the role of the state and the relation between states and citizens.
