W artykule omówiono zagadnienia związane z lutownością, która w bezpośredni sposób wpływa na jakość gotowych wyrobów, w których wykorzystywana jest technologia lutowania. Przedstawiono urządzenie do badania parametrów określających lutowność. Urządzenie jest w pełni skomputeryzowane, proces jest sterowany i kontrolowany przy użyciu algorytmów opracowanych i zaimplementowanych poprzez dedykowane oprogramowanie, co zapewnia precyzyjną regulację wszystkich parametrów eksperymentu. ; The article discusses the solderability, which directly affects the quality of products, in which soldering technology is used. Knowledge of the value of selected solderability parameters determines the production process that affects its speed and efficiency, thereby reducing costs. The ban introduced by the European Union on the use of solders with the addition of lead, entails the development of new solders and solderability measurement systems to ensure obtaining quantitative results.
The author of the article introduces the problem of the Bologna Process and presents its importance for the Polish Higher Education. In accordance with the assumptions of the Bologna Process, the students shall become active members and co-creators of the European Higher Education Area. The condition which would entitle them to participate fully in the process is knowledge and concioussnes of its meanind. In connection with the above-mentioned remarks, the author of the paper decided to examine consciousness of the students with in the scope of this issue. In the article the research assumptions are presented as well as the characteristics of the examined community and the description and analysis of the results of opinion polls, which were done at the Nicolaus Copernicus University among the stationary and extramural students of various faculties and various levels of education (112 students were examined). The research group was selected on purpose for the needs of the Seminar devoted to the issue: The Nicolaus Copernicus University in the Bologna Process which took place on 12th May 2008. The aim of such choice was to compare the obtained results referring to the state of consciousness of the students concerning the Bologna Process and its assumptions with the results of research which had been obtained earlier and which were performed at selected universities of Bydgoszcz in 2006. The results allow to state that most of the examined students know very little about the Bologna Process and its assumptions and as they do not possess the required knowledge, they cannot be conscious participants of this Process. The consciousness of implementation of these assumptions is at low level, which is a consequence of unsatisfactory level of knowledge. The effective absorption of European funds, contributes to the development of the economy of a member state. This ability depends on the conditions of both the recipient and the institution transferring funds. The beneficiary effectiveness depends on its level of development, which determines the hierarchy of its needs and skills of own resources' accumulation, necessary co-financing. The institution transferring funds are decisive quality of the institutional system and the transparency regulations for EU assistance. The financial correction is a sanction for any irregularities made by the beneficiaries in the implementation of projects co-financed by European Union funds. The aim of the analysis is to determine the factors affecting the risk of repayment of the EU grant by the beneficiary during the permanence period, and to indicate the level of significance of occurred deficiencies that affect the amount of financial correction. The essential thesis is a statement that there are many irregularities in the shelf life associated mainly with insufficient knowledge and experience of the beneficiaries. ; Efektywna absorpcja przyznanych środków europejskich przyczynia się do rozwoju gospodarki kraju członkowskiego. Zdolność ta jest uzależniona od uwarunkowań zarówno beneficjenta, jak i instytucji przekazującej środki. Po stronie beneficjenta efektywność zależy od poziomu jego rozwoju, który wyznacza hierarchię jego potrzeb, oraz od umiejętności zgromadzenia środków własnych, niezbędnych przy współfinansowaniu. Po stronie instytucji przekazującej środki decydujące to jakość systemu instytucjonalnego i przejrzystość regulacji dotyczących pomocy unijnej. Korekta finansowa stanowi sankcję za wszelkie nieprawidłowości dokonane przez beneficjentów w zakresie realizacji projektów współfinansowanych ze środków funduszy Unii Europejskiej. Celem analizy jest określenie czynników wpływających na ryzyko zwrotu dotacji unijnej przez beneficjenta w okresie trwałości oraz wskazanie poziomu istotności zaistniałych uchybień, które rzutują na wysokość korekty finansowej. Zasadniczą tezę stanowi stwierdzenie, iż istnieje wiele nieprawidłowości występujących w okresie trwałości, związanych głównie z niedostateczną wiedzą i doświadczeniem beneficjentów.

Przyjęta została następująca koncepcja bezpieczeństwa: bezpieczeństwo określonego podmiotu jest stanem, w którym podmiot ten, w sytuacji konfliktu wartości, w zakresie nadanego przez siebie zasobu dóbr, ma zdolność do suwerennego podejmowania i realizowania legalnych decyzji, zgodnych z uznawaną przez siebie hierarchią wartości. W świetle tej definicji nauki o bezpieczeństwie należą do nauk stosowanych (praktycznych), co przesądza o tożsamości charakterystyki metodologicznej naukowej wiedzy o bezpieczeństwie rozważanych podmiotów. Nauka o bezpieczeństwie państwa różni się jednak od nauki o bezpieczeństwie w biznesie swoim przedmiotem, ze względu na wspomnianą odmienność celów działania państwa i organizacji gospodarczej. ; The article constitutes an attempt to answer the question whether the methodological description of knowledge on security of organizations with political objectives (knowledge on security of state) is different from the methodological description of knowledge on security of organizations with economic objectives. The following security concept has been accepted: security of specific subjects is a state in which the subjects in a situation of conflict of values, within the source of goods granted by themselves, have the ability of sovereign legal decision-making and realization, accordant with the hierarchy of values recognized by them. In the light of this definition, security studies belong to applied (practical) studies, which determines the identity of the methodological description of the scientific knowledge on the safety of the considered subjects. However, studies on state safety differ in their object from studies on business security, due to the mentioned difference of objectives of the activity of the state and the economic organization. ; В статье сделана попытка ответить на вопрос – чем отличается методологическая характеристика знаний о безопасности организации, имеющей политические цели (знания о безопасности государства), от методологической характеристики знаний о безопасности организации имеющей хозяйственные цели? Была принята следую- щая концепция безопасности: безопасность конкретного субъекта является состоя- нием, при котором этот субъект в ситуации конфликта интересов (в области важных для него ресурсов богатств), имеет возможность принимать суверенные решения и поступать в соответствии с законом и в соответствии с важной для него системой ценностей. В свете этого определения, наука о безопасности принадлежит к среде прикладных наук, что предопределяет об идентичности методологических характе- ристик научных знаний о безопасности рассматриваемых субъектов. Наука о безопас- ности государства отличается от науки о безопасности бизнеса предметом изучения, прежде всего по причине разных целей действия государства и действия экономиче- ской организации.

Ewolucja systemu doradztwa rolniczego miała indywidualny przebieg w poszczególnych krajach Unii Europejskiej, co spowodowało ukształtowanie różnych form systemu doradztwa – od państwowego, przez półpaństwowy, aż do prywatnego. Zmiany te z jednej strony były odpowiedzią na potrzeby rolników, z drugiej zaś wynikały ze specyfiki i możliwości budżetowych danego kraju. W ogólnym ujęciu, doradztwo jest działalnością zmierzającą do optymalnego rozwiązywania rodzących się problemów. Doradztwo (ang. extension or advisory) wiąże się z czynnością praktyczną – doradzaniem, które jest zdarzeniem społecznym polegającym na doraźnym działaniu udoskonalającym zachowanie jednostek lub grup, przez udział doradzającego (doradcy) w rozwiązywaniu problemów osób, którym się doradza, problemów dostrzeżonych nie tyle przez te osoby lub grupy, ile przez doradzającego. Z kolei doradztwo rolnicze to multidyscyplinarna dziedzina wiedzy łącząca w sobie elementy wielu nauk, między innymi: pedagogiki (andragogiki), psychologii, socjologii, ekonomii, zarządzania, marketingu. ; Summary: Modern farm advisory systems of the European Union countries were formed under the influence of evolutionary change and institutional transformations which have been made in the recent decades. The evolution of the farm advisory system had a unique course in different countries which resulted in shaping different forms of the advisory system from public, through semi-public to private. The aim of this study is to confirm that the farmers from the most industrialized countries eagerly use the instruments of common agricultural policy in the field of advisory services. It is widely assumed that the proper use of the farm advisory system affects the effectiveness of agricultural production in a specific country, sector or specific trade. The result of the conducted analysis is a thesis that highly developed countries of the Western Europe have been using various forms of agricultural production support for years, including all instruments related to the farm advisory system which favours their agricultural development. Support of African geological surveys by their European partners in the context of the Polish initiatives.A b s t r a c t. African countries in the 1960s began to recover their independence. These facts coincided with the good results in raw materials findings of the Polish geologists and geophysicists. Therefore, in the 1960s and 1970s, geologists of the Polish Geological Institute and other companies indicated their presence in the research works in several countries of the African continent. Nowadays, the EuroGeoSurveys (EGS) members with the support from the Organization of African Geological Surveys (OAGS) prepared a strategy for sustainable strengthening of African countries' geological administrations. The strategy focuses on natural resources governance, enforcing sustainable mineral resources exploitation as well as preventing and mitigating natural disasters by establishing long-term strategic cooperation relationships in these areas. EGS, on behalf of the European Commission's DG Development and Cooperation (DEVCO) and with the support and additional supervision of DG ENTR, was requested to cooperate with the OAGS to develop, over a period of about twelve months, a feasibility study focusing on one key priority of the EU-Africa Strategy Action Plan 2011–13, which is to "foster further co-operation between African and European geological surveys". As the result of this cooperation the identification of the Africa's challenges in geological knowledge and skills has been done, that emerged by analysis of targeted information derived from questionnaires distributed via OAGS to their members.
This paper addresses the issues related to legal protection of farmers' incomes in the context of the need for income stabilization in view of agricultural risks. The volatility of agriculture becomes increasingly important in economic, social and political terms. This is recognized by multiple authorities, including the Union legislator, as reflected in amendments to legislative acts. Therefore, the purpose of this paper was to identify the direction in which the basic subsidized Union instruments for agricultural risk management evolve. This means in particular determining the trends followed by these instruments and assessing their attractiveness to agricultural producers. The new legal solutions seem to be more beneficial to agricultural producers as they tend to smooth over the negative impacts of production risk, in respect both to losses and incomes. However, their proper functioning continues to be hampered by the precise determination of farm incomes. ; Artykuł odnosi się do problematyki związanej z prawną ochroną dochodów rolników w kontekście potrzeby stabilizacji dochodów w związku z występowaniem ryzyka w rolnictwie. Zmienność rolnictwa nabiera coraz większego znaczenia ekonomicznego, społecznego i politycznego. Dostrzegł to m.in. prawodawca unijny, co znalazło wyraz w modyfikowanych aktach normatywnych. Celem opracowania było wskazanie kierunków zmian podstawowych dotowanych ze środków unijnych instrumentów zarządzania ryzykiem w rolnictwie. Chodzi w szczególności o określenie tendencji zmian tych instrumentów i ich ocenę w aspekcie atrakcyjności z punktu widzenia producentów rolnych. Stwierdzono, że nowe rozwiązania prawne wydają się bardziej korzystne dla producentów rolnych, ponieważ w większym stopniu niwelują negatywne skutki ryzyka w produkcji w odniesieniu zarówno do strat, jak i dochodów. Kwestią nadal niesprzyjającą ich właściwemu funkcjonowaniu jest precyzyjne ustalanie dochodów gospodarstw rolnych.
The 2015 amendments to the acts regulating mediation in the Polish legal order have intensified a trend of professionalization of mediator's activities. Although the possibility for the parties to choose ad hoc mediator (without any professional requirements) was maintained, the amendments have introduced the so-called permanent mediator, i.e. a professionally equipped person appointed by judge to mediate in a court dispute. Entry on the list of permanent mediators kept by district courts was made conditional on showing that a mediator has the appropriate, professional knowledge and skills. Currently, such skills and knowledge can be acquired in mediation centers. These centers run professional courses and training in many aspects of mediation. They also enable professional specialization in the field of civil, commercial, family, and other types of disputes. Currently, professionally prepared mediators and judges involved in mediation proceedings are proposing the transformation of mediator's profession into so-called regulated professions defined by a special parliamentary act on mediation and mediators. The presented article adopts an European perspective on the regulation of mediation and looks at the need for the possible transformation concerning the profession of mediator as regulated profession, as well as its limitations and the associated challenges. ; Dokonana w 2015 r. zmiana regulacji ustawowych dotyczących postępowania mediacyjnego i statusu prawnego mediatora wzmocniła profesjonalizację czynności podejmowanych przez mediatora w postępowaniu mediacyjnym. Została, co prawda, utrzymana możliwość doboru mediatora ad hoc przez strony sporu, ale w odniesieniu do mediacji sądowej wprowadzono instytucję stałego mediatora wyznaczonego przez sąd. Zarówno wpis na listę stałych mediatorów, jak i wyznaczanie ich do prowadzenia mediacji w ramach postępowania sądowego zostały uzależnione od zawodowej wiedzy, umiejętności i kompetencji mediatora. Obecnie wiedzę, umiejętności oraz kompetencje można uzyskać przede wszystkim w ramach ośrodków mediacyjnych. Praktyka funkcjonowania tych ośrodków pozwala na stwierdzenie, że kandydaci do zawodu mediatora muszą przejść profesjonalne szkolenie oraz nabyć umiejętności w praktyce mediacyjnej. Spełnienie tych wymogów pozwala mediatorom wnioskować o wpis na listę stałych mediatorów. Mediatorzy skupieni w ośrodkach mediacyjnych oraz sędziowie wykorzystujący mediację w praktyce sądowej postulują uchwalenie ustawy o mediacji i zawodzie mediatora na wzór regulacji ustawowych obowiązujących już w części państw europejskich. W artykule zostały rozważone argumenty dotyczące możliwości przekształcenia dotychczasowych fragmentarycznych regulacji mediacji i zawodu mediacji w zawód regulowany.
The aim of this publication is to outline changes that have been observed in Poland and to present the place of the Polish industry, including production, services and international trade, since the accession to the European Union. Rating highly the role of industry and proper conducting of a pro-growth policy in Poland and the European Union, one part of the study concerns the analysis of basic indicators of the Polish industry structure and the final part the realization of the Europe 2020 strategy. The analytical description in the publication was enriched with a wide set of tables, as well as a crosssectional collection of information on industry in Poland and on the European Union member states in rank order. The high dynamics observed in Poland resulted, among others, from an over double growth in the production of electrical equipment, computers, electronic and optical products as well as of metal products. The Strategy Europe 2020 is a socio-economic development programme for Poland and the EU growth. The goal of the Europe 2020 strategy is to create the economy - based on knowledge, low-emission policies promoting environmentally friendly technologies, making an efficient use of resources, and also aiming at social cohesion. ; Celem niniejszego artykułu jest zaprezentowanie zmian, jakie dokonały się w polskim przemyśle, z uwzględnieniem sfery produkcji i usług oraz wymiany międzynarodowej po przystąpieniu Polski do Unii Europejskiej. Doceniając znaczenie właściwego prowadzenia polityki prorozwojowej w Polsce i Unii Europejskiej, jeden z podpunktów poświęcono analizie tendencji dotyczącej podstawowych wskaźników rozwoju przemysłu w Polsce, a ostatni strategii Europa 2020. W publikacji opis analityczny został uzupełniony zestawem danych ujętych w tabelach ilustrujących rozwój przemysłu w Polsce na tle Unii Europejskiej. W artykule wskazano, że na dynamikę produkcji w Polsce wpłynął m.in. ponad dwukrotny wzrost w zakresie produkcji urządzeń elektrycznych, komputerów, wyrobów elektronicznych i optycznych, a także w produkcji wyrobów z metali. Strategia Europa 2020 to dla Polski i UE program wzrostu i rozwoju społeczno-gospodarczego. Efektem realizacji strategii Europa 2020 ma być gospodarka oparta na wiedzy, niskoemisyjna, promująca technologie przyjazne środowisku, oszczędzająca zasoby, a zarazem zachowująca dbałość o spójność społeczną.

The starting point for the considerations in this paper is a report published in January 2015 'Global Go To Think Tank Index Ranking' (7th edition), which does not mention any Polish centres in the category of 'National Security and Defence.' Does that mean that such centres do not exist in Poland, or maybe that their achievements do not qualify them for this prestigious ranking? The purpose of this paper is to present the main Polish expert centres which research security issues and to attempt to answer the question of whether policy-makers are aware of the existence of such think tanks and whether they use their services.

The city as a business center is an organization that includes lower-level organizations along with the Internet as well as the necessary techniques and technologies, as well as an attitude towards changes in relations with clients and placed in the natural and social environment.The purpose of the work is to justify that there is still current theorem from Rykla (2006), that The collapse of the world communist system (Second World) at the turn of the seventies and nineties of the twentieth century caused the breakdown of the political and ideological division of the world, which enabled return to the classical model of the core and periphery in the global economy system. The division is perceived in relation to the countries of Western, Central and Eastern Europe. The global economic and political system of the world has also led to the shifting of the center of gravity of development and the pace of the emergence of new cities as business centers to Asian countries (Lipińska 2018). The utilitarian purpose of the work is to initiate work on the cities' compliance with the semi-periphery and periphery of the civilization challenge of countries (and even global cities themselves) that are currently more developed. This view was expressed by Z. Rykiel (2006) claiming that the basis for meeting the civilizational challenge should be to understand that the functions constituting the core of the world system are knowledge, innovation production and management of Z. Rykla (2006). Observing the changes in the global economic and political system, it seems that one should seek an answer to the question: Is the return of the world economic and political system to small cities a form of deep ecology, i.e. a holistic view of the trend and progress in the growth of sustainable urban development seeing man as an individual in a global state? Celem pracy jest uzasadnienie, że wciąż jest aktualne twierdzenie Z Rykla (2006 s. 228), iż Upadek światowego systemu komunistycznego (Drugiego Świata) na przełomie lat siedemdziesiątych i dziewięćdziesiątych XX w. spowodował załamanie się polityczno-ideologicznego podziału świata, co umożliwiło powrót do klasycznego modelu rdzenia i peryferii w systemie gospodarki światowej. Obserwuje się utrwalenie się tego podziału w stosunku do państw Zachodniej, Środowej i Wschodniej Europy. Światowy system ekonomiczno-polityczny świata doprowadził również do przesunięcia się obecnie punktu ciężkości rozwoju oraz tempa powstawania nowych miast jako centrów biznesu do krajów azjatyckich (Lipińska 2018). Celem utylitarnym pracy jest spowodowanie podjęcia prac nad sprostaniem przez miasta semiperyferii i peryferii wyzwaniu cywilizacyjnemu krajów (a nawet już samych miast globalnych) obecnie wyżej rozwiniętych. Podgląd ten wyraził Z. Rykiel (2006), twierdząc, że podstawą sprostania wyzwaniu cywilizacyjnemu powinno być zrozumienie, że funkcjami konstytuującymi rdzeń systemu światowego są wiedza, wytwarzanie innowacji i zarządzanie Z. Rykla (2006). Obserwując dokonujące się zmiany w światowym systemie ekonomiczno-politycznym wydaje się, że należy poszukiwać odpowiedzi na pytanie: Czy powrót światowego systemu ekonomiczno-politycznego świata do miast małych jest formą głębokiej ekologii, tj. nurtem holistycznego ujęcia i postępem we wzroście zrównoważonego rozwoju miast z punktu widzenia człowieka jako jednostki w państwie globalnym? The author ponders over institutional redefinition of universities operating on the international education market. In his opinion, institutional transformation is the key competitive advantage of a university in the ever faster changing environment. The problem of institutional transformation is considered in two contexts: on the one hand, as 'historical necessity' which the managements of universities must tackle (the context of internationalisation or the Bologna process appear here as necessary, 'statutory' aspects of transformation). On the other hand, institutional transformation is considered as a creative management process: conscious, based on knowledge and understanding of market-driven management to prevent universities from turning into brick-and-mortar backwater. In this context, institutional transformation appears as market strategy, less or more effective, based largely on trial and error rather than any 'golden mean'. The author refers to two models: a Humboltian university and the American concept of entrepreneurial university. In his opinion, both models co-exist in contemporary higher education, and we are witnessing clashing arguments and views elevating the former while simultaneously discrediting the other. The author does not intend to propose a final resolution of this dispute, and any authoritative assertions made earlier than two years in advance may be perceived as charlatanry. Moreover, another vision of university has appeared on the horizon, labelled ad hoc as 'knowledge-based university'. The author's intent was to identify trends, more or less advanced, in increasingly commercialised higher education: globalisation and regionalisation of universities with parallel departure from the model of national universities; decentralist transformations of university structures; relations between universities and industry; competitive pressure from other players active in the education sector. ; Autor zastanawia się nad zagadnieniem redefinicji instytucjonalnej szkół wyższych funkcjonujących na międzynarodowym rynku edukacyjnym. Wyraża opinię, że transformacja instytucjonalna jest najważniejszym elementem budowania przewagi konkurencyjnej uczelni w coraz szybciej zmieniającym się otoczeniu. Problem transformacji instytucjonalnej rozpatrywany jest tu w dwóch kontekstach: z jednej strony -ja ko "dziejowa konieczność", z którą kadry zarządzające uniwersytetów muszą się zmierzyć (pojawia się tu kontekst umiędzynarodowienia czy proces boloński jako konieczne, "ustawowe" aspekty transformacji). Z drugiej strony - jako proces zarządzania kreatywnego (świadomego, opierającego się na wiedzy i rozumieniu mechanizmów działania sił rynkowych kierowania rozwojem uniwersytetu), tak aby nie stał się on marmurowym skansenem. W tym kontekście transformacja instytucjonalna jest rodzajem mniej lub bardziej skutecznej strategii rynkowej, opartej w większym stopniu na metodzie prób i błędów niż na metodzie "złotego środka". Autor odwołuje się do dwóch modeli uniwersytetu: modelu humboldtowskiego oraz amerykańskiej idei "uniwersytetu przedsiębiorczego". Wyraża opinię, iż obecnie szkolnictwo wyższe znajduje się na etapie współistnienia obu tych modeli, w obliczu ścierania się racji i poglądów nobilitujących Humboldtowską ideę uniwersytetu, przy jednoczesnej dyskredytacji wizji "uniwersytetu przedsiębiorczego" i vice versa. Autor nie zamierza stawiać "kropki nad i", tym bardziej że formułowanie autorytarnych tez z wyprzedzeniem większym niż dwuletnie może być postrzegane jako szarlataneria. Ponadto na horyzoncie pojawiła się już wizja uniwersytetu przyszłości, nazwanego ad hoc "uniwersytetem opartym na wiedzy". Zamiarem autora było wskazanie na pewne mniej lub bardziej zaawansowane tendencje zachodzące w obszarze komercjalizującego się szkolnictwa wyższego: globalizację i regionalizację uniwersytetów, przy jednoczesnym odchodzeniu od modelu uniwersytetów narodowych, odśrodkowe przeobrażenia struktur szkół wyższych, relację uniwersytety-przedsiębiorstwa, presję konkurencji ze strony innych graczy rynkowych działających w sektorze edukacji.
