Det som ofte har manglet i forskningslitteraturen om miljø- og klimautfordringer i Arktis, er undersøkelser av hva som betinger innflytelsen av vitenskapelig kunnskap i reguleringer av relevans for Arktis. I denne artikkelen er målet å analysere forholdet mellom arktisk kunnskapsproduksjon (inkludert policy anbefalinger) og norsk forvaltning (herunder Miljødirektoratet og Klima- og miljødepartementet). I artikkelen ser vi nærmere på tre av arbeidsgruppene i Arktisk råd. 1) Arctic Monitoring and Assessment Programme (AMAP), 2) Conservation of Arctic Flora and Fauna (CAFF) og 3) Protection of the Arctic Marine Environment (PAME). Fokus er på kunnskapsstatus, grad av økonomisk og politisk kontrovers innenfor de gitte feltene, betydningen av offentlig og politisk oppmerksomhet og forvaltningsdesign.
Abstract in English:The Arctic Council Between Science, Managment and PolicyWhat has often been lacking in the scholarly literature on environmental and climatic changes in the Arctic are analyses addressing what determines the influence of scientific knowledge on regulations of relevance to the Arctic. The purpose of this article is to analyse the relationship between the production and systematisation of knowledge (including policy recommendations arising from this work) on Arctic issues and the Norwegian management system (overseen by, among other bodies, the Norwegian Environment Agency and Ministry of Climate and Environment). The article focuses on three of the Arctic Council's working groups. 1) Arctic Monitoring and Assessment Programme (AMAP); 2) Conservation of Arctic Flora and Fauna (CAFF); and 3) Protection of Arctic Marine Environment (PAME). The focus is on state of knowledge, degree of political and economic controversy in the issue area, the importance of the matter in public opinion and among policy makers, and management design.

I anledning EØS-avtalens 25-årsjubileum gjennomførte NUPI og Sentio i januar 2019 en opinionsundersøkelse i den norske befolkningen for å kartlegge nordmenns holdninger til EØS-avtalen samt deres kunnskaper og vurderinger i tilknytning til avtalen og mulige alternativer til den. Resultatene fra undersøkelsen viser at det er stor støtte til EØS-avtalen i befolkningen. Samtidig viser den også at kunnskapsnivået om EØS-avtalen er lavt i hele befolkningen, men særlig blant de unge. Videre viser resultatene at dersom EØS-avtalen skulle opphøre, ville Norge neppe kunne forvente noen ny bred konsensus om en alternativ tilknytningsform. I dette bidraget går Svendsen, Sverdrup og Weltzien gjennom resultatene fra opinionsundersøkelsen og diskuterer hva de impliserer for norsk europapolitikk.
Abstract in English:Attitudes to the EEA Agreement After 25 Years: Considerable Support, Little KnowledgeOn the 25th anniversary of the EEA Agreement, NUPI and Sentio conducted a public opinion poll in January 2019 in the Norwegian population to survey Norwegians' attitudes to the EEA Agreement, as well as their knowledge and assessments of the agreement and possible alternatives to it. The results of the survey show that there is considerable support for the EEA agreement in the population. At the same time, it also shows that the level of knowledge about the EEA Agreement is low in the entire population, but especially among the youngest respondents. Furthermore, the results show that if the EEA Agreement were to cease to exist, Norway could hardly expect any new broad consensus on an alternative form of association. In this contribution, Svendsen, Sverdrup and Weltzien review the results of the opinion poll and discuss the results and what they imply for Norwegian European policy.

Along- side this development, mobile phone apps have emerged as an important channel through which the user can experience and take an interactive part in the staging of contemporary armed conflict. This article examines the way in which the aes- thetic and affective experience of Swedish defence and security policy is socially and (media-)culturally (co-)constructed and how the official representation of Swedish military intervention (re)produces political and economic effects when these activi- ties are distributed through traditional and social media such as YouTube and digital apps. Based on Isabela and Norman Fairclough's thoughts on political discourse, Michel Foucault's dialectic idea of power/knowledge, and Sara Ahmed's concept of the affective, I discuss how the Swedish digital military aesthetic is part of a broader political and economic practice that has consequences beyond the digital, the semi- otic, and what might at first glance appear to be pure entertainment. ; In recent years, the Swedish Armed Forces have produced and distributed highly edited video clips on YouTube that show moving images of military activity. Bærekraftsmålene har gitt klassiske spørsmål innenfor utviklingspolitikken ny relevans: Hvem skal betale for globale fellesgoder? Kan man bruke bistand til dette formålet, eller bør den reserveres for innsats i spesifikke fattige land? I denne artikkelen undersøker vi hvordan DAC-landene, som kollektiv og hver for seg, forholder seg til disse temaene. Vi finner at de sliter med å følge en konsistent linje. Vi mener norske myndigheter kan tjene på å konseptualisere internasjonale fellesgoder bedre. Da blir det for det første enklere å ha en prinsipiell holdning til finansieringen av dem. For det andre kan en slik forståelse gi grunnlag for en strategisk tilnærming til nye initiativer. Det er liten grunn til å tro at man vil ha mye større budsjetter til rådighet fremover. Teorien viser dessuten at man må forvente at det er optimalt å bruke skreddersøm for å fremskaffe ulike fellesgoder. Det krever detaljkunnskap. Vi trenger større forståelse av hvordan eksisterende multilaterale organisasjoner og mekanismer som håndterer både bistand og globale fellesgoder virker. Vi trenger dessuten mer innsikt i hvordan dagens multilaterale system fungerer på ulike felt. Norge kan og bør bidra til det globale fellesgodet som denne typen kunnskap utgjør. Abstract in EnglishBetween Politics and Statistics: Global Collective Goods and Development PolicyThe adoption of the Sustainable Development Goals has revived some classical issues in development policy: Who should pay for global collective goods? Can foreign aid be used for this purpose, or should such financing be reserved for efforts in specific poor countries? In this article we investigate how the members of the Development Assistance Committee of the OECD, collectively as well as individually, approach these questions. We find that they struggle to be consistent. In our opinion, the Norwegian government could gain from developing a better conceptualisation of global collective goods. This will first of all make it easier to have a consistent policy with respect to financing them. Secondly, such a conceptualisation will allow for a more strategic approach to new initiatives. Going forward, aid budgets are unlikely to grow much. Moreover, theory demonstrates that it is in general optimal to tailor the provision of different collective goods to the peculiarities of each case. This implies that expertise is essential. We need a better understanding of the functioning of existing multilateral organisations and mechanisms that manage both aid and global collective goods. In addition, more knowledge about the workings of the current multilateral system in different fields is required. Such knowledge is a global collective good and Norway could and should contribute to its provision.
I denne artikkelen undersøker vi om olje- og gassproduksjonen har negativ innvirkning på Norges klimaomdømme. Dette gjør vi ved å kartlegge meldinger som ble lagt ut på Twitter i forbindelse med det 26. klimatoppmøtet (COP 26) i Glasgow. For å sette Norges omdømme i perspektiv, sammenlikner vi Twitter-meldingene om Norge og Sverige. Studien viser at det er liten forskjell mellom meldingene som omhandler Norge og Sverige når det gjelder negative holdninger. Vi finner imidlertid to trekk som er av interesse for forståelsen av Norges omdømme. For det første er meldingene tematisk ulike: De dominerende temaene i meldingene som nevner Sverige handler om å fremme overgangen til grønn energi og klimaaktivisme, mens de dominerende temaene i meldingene om Norge i hovedsak handler om klimafinansiering og behovet for utfasing av produksjon av fossilt brensel. For det andre er de negative meldingene om Sverige av mer generell karakter, knyttet til kritikk av alle lands manglende omstilling, mens de negative meldingene om Norge er spesifikk, knyttet til olje- og gassproduksjon.
Abstract in English:Norway's Climate Reputation on TwitterIn this article we explore whether oil and gas industry negatively affects Norway's climate reputation by analyzing tweets posted during the 26th UN Climate Change Conference of the Parties (COP26) in Glasgow. To make our findings more reliable, we compare tweets about Norway with tweets about Sweden. The results of our study reveal that there is no significant difference in negative sentiment between tweets about Norway compared with tweets about Sweden. However, we find that tweets about the two states differ thematically. While dominant topics in tweets mentioning Sweden are about promotion of the green transition and climate activism, tweets about Norway are mostly about climate financing and the need to phase out fossil fuel production. Furthermore, negative tweets about Sweden are of a more general nature, similar to criticism of all countries not meeting their climate goals, while negative tweets about Norway are specific and related to fossil fuel industry.
Globale helsespørsmål har mange berøringspunkter med internasjonal fred og sikkerhet, men har blitt viet relativt lite oppmerksomhet i diskusjoner i FNs sikkerhetsråd. Denne artikkelen gir en oversikt over kunnskapsgrunnlaget for sammenhengen mellom helse og internasjonal fred og sikkerhet, og belyser fire hovedgrupper av årsakssammenhenger. For det første kan uhelse føre til væpnet konflikt. For det andre kan helsekriser bidra til å svekke beredskapen mot konflikt. For det tredje kan helseintervensjoner bidra til å stabilisere sårbare samfunn i kjølvannet av konflikt. For det fjerde gjør konflikt det vanskelig å løse helsekriser. Alle disse berører også direkte eller indirekte Norges fire hovedprioriteter som valgt medlem i FNs sikkerhetsråd for perioden 2021–2022. Gjennomgangen av disse fire årsakssammenhengene demonstrerer at globale helsespørsmål på flere områder er klart relevante for global sikkerhet.
Abstract in English:Global Health and Security – an Overview of Academic KnowledgeGlobal health issues are relevant to international peace and security in numerous ways but have so far received little attention in the United Nations Security Council. This article provides an overview of the status of academic knowledge about the ways that global health and international peace and security are connected, and it highlights four main causal relationships. First, societies with poor overall health conditions or with great health inequalities between different groups, are more prone to armed conflict. Second, health crises can weaken societies' resilience and capacity to deal with conflict. Third, health interventions may contribute to stabilize vulnerable post-conflict societies in the wake of conflict. And fourth, armed conflict makes it more difficult to solve health crises. All four aspects of the health and security nexus directly or indirectly touch on Norway's four main priorities as an elected member of the UN Security Council in 2021–2022. The presentation of the various causal relations demonstrates that global health issues are clearly relevant for global security.
De nære relationer mellem USA og Europa har i årtier været et centralt element i international politik. Men hvor kommer det transatlantiske forholds holdbarhed og modstandskraft fra? Dette spørgsmål optager mange forskere og aktualiseres nu af de igangværende forskydninger i verdenspolitikken. Bogessayet diskuterer derfor, hvordan de to bøger Special Relationships in World Politics (Haugevik, 2018) og Enduring Alliance (Sayle, 2019) fremmer vores viden om de bånd, der knytter staterne i det nordatlantiske område. Haugevik undersøger bilaterale amerikansk-britiske og britisk-norske 'specielle forhold', mens Sayle ser nærmere på det multilaterale samarbejde i NATO. De tilbyder begge interessante teoretiske argumenter om samspillet mellem diplomatisk praksis og nationale politiske dynamikker samt imponerende empiriske analyser, som underbygger deres pointer. De to bøger rejser samtidig også nye vigtige spørgsmål, herunder om de indbyggede spændinger i liberale normer og værdier samt om betydningen af tillid for det transatlantiske forholds holdbarhed.
Abstract in English: Something Special? The Transatlantic Ties and Their EnduranceFor several decades, the close relationship between the United States and Europe has been a key aspect of international politics. But what are the sources of the endurance and resilience of transatlantic ties? This question preoccupies researchers, and its salience is growing in light of current shifts in world politics. Accordingly, the book essay discusses how the two books Special Relationships in World Politics (Haugevik, 2018) and Enduring Alliance (Sayle, 2019) contribute to our knowledge about the international ties of the North Atlantic area. Haugevik examines bilateral American-British and British-Norwegian 'special relationships', while Sayles studies multilateral cooperation in NATO. They both offer interesting theoretical arguments about the interplay between diplomatic practice and national political dynamics. Moreover, they provide impressive empirical analyses to support their claims. At the same time, the two books raise new important questions, e.g. about the built-in tensions in liberal norms and values as well as about the significance of trust for enduring transatlantic ties.
Bærekraftsmålene har blåst nytt liv i debatten om hvorvidt globale fellesgoder kan og bør finansieres med bistand. I denne replikken til Nikolai Hegertuns essay En stille revolusjon av utviklingspolitikken, argumenterer jeg for at det er liten grunn til å være strengt normativ i dette spørsmålet, blant annet fordi den statistiske definisjonen av bistand ikke utelukker dette; det er presedens for en viss bruk av bistand for slike formål; bistandsvolum uansett ikke er et fullstendig mål på givernes innsats og sier lite om kvaliteten på den; og fordi en rekke nasjonale og regionale fellesgoder – som uten tvil kan finansieres med bistand – er nødvendige for at globale fellesgoder skal kunne produseres eller konsumeres av innbyggere i fattige land. Vi vet heller ikke med sikkerhet at tradisjonell bistand gir større velferdsøkninger i fattige land enn finansiering av globale fellesgoder. Det er mulig å se for seg både at de globale utfordringene sluker bistanden og at de gir støtet til internasjonalt samarbeid i et omfang vi ikke har sett før. Gitt de underliggende drivkreftene – en kombinasjon av altruisme og egeninteresser – er det mer sannsynlig med gradvise endringer i utviklingspolitikken enn en revolusjon.
Abstract in English:Development Policy: Revolution is an Illusion?The Sustainable Development Goals have reinvigorated the debate on whether aid can and should be used to finance global collective goods. In this comment on Nikolai Hegertun's essay Aid's Silent Revolution? (En stille revolusjon av utviklingspolitikken), I argue that the statistical definition of aid does not categorically rule out such financing, for which there are precedents; that aid volumes in any case do not tell the full story about the extent and quality of donor efforts; and that many national and regional collective goods – which certainly can be financed by aid – are necessary for the production and enjoyment of global collective goods by individuals living in developing countries. Moreover, we do not know with certainty that traditional aid produces greater welfare improvements in such countries than global collective goods do. It is possible to envisage both that current global challenges will swamp aid and that they will induce international cooperation on an unprecedented scale. However, given the underlying forces of altruism and national self-interest, a gradual change in development policy is more likely than a revolution.
Vi har omfattende forskningslitteraturer om hvordan norsk utenrikspolitikk på begynnelsen av 1900-årene kretset om fred, og om fremveksten og institusjonaliseringen av norsk freds- og forsoningsdiplomati fra midten av 1980-årene og til i dag. Vår kunnskap om den mellomliggende perioden og røttene til fredsdiplomatiet er mer mangelfull. Artikkelen sammenfatter det vi vet, og den presenterer en tidligere ukjent case fra 1966–1968, det såkalte Nobel-initiativet, der en gruppe norske borgere gikk sammen om å mobilisere nobelprisvinnere med sikte på å etablere en bakkanal for fredssamtaler mellom USA og Nord-Vietnam. Samfunnsinitiativet fikk helhjertet oppslutning fra den norske stat. Nobel-initiativet er dermed en forløper for det samarbeidet mellom stat og samfunn som skulle prege norsk freds- og forsoningsdiplomati. Gitt at vi også finner løse forelegg for freds- og forsoningsdiplomati i 1920-årene, gjør kunnskapen om Nobel-initiativet det mulig å påstå at vi gjennom det siste hundreåret konsistent finner norsk freds- og foroningsdiplomati i den utstrekning og den form som de internasjonale forholdene tillater.
Abstract in English:The Nobel Initiative from 1966 and the Long Lines in Norwegian Peace and Reconciliation DiplomacyNorway was the first state to institutionalise peace and reconciliation work as part of its overall diplomacy. As it emerged from the mid-1980s onwards, peace and reconciliation diplomacy has had two characteristics: it has been carried out by state and society groups in tandem, and it has targeted reconciling a regime and an internal opposition to that regime. The bulk of the article presents a 1966 initiative by a group of concerned Norwegian citizens to launch a back channel for American and North Vietnamese peace talks by mobilising winners of the Nobel Peace Prize, and demonstrates that this initiative received political, administrative and economic help from the Norwegian state. This makes it a precursor of today's peace and reconciliation initiative. Given the fledgling examples of Norwegian peace and reconciliation work that we find in the margins of the League of Nations during the 1920s, knowledge about the Nobel Initiative of 1966 warrants the claim that, for the past hundred years, Norway has consistently attempted peace and reconciliation work to the extent and in the form allowed by international conditions.
Det er en pågående debatt i akademia om hvorvidt og hvordan man kan benytte avskrekkingsteori i cyberdomenet. Avskrekking var originalt en teori utviklet for å unngå konvensjonell eller nukleær krig. I diskusjonen om cybersikkerhet har det blitt påpekt en rekke tekniske problemer med å overføre en teori fra den fysiske verden til cyberdomenet. Vi anerkjenner disse tekniske utfordringene ved avskrekking i cyberdomenet, men i denne artikkelen ønsker vi å belyse et annet aspekt ved avskrekking, nemlig samspillet mellom sosiale og tekniske faktorer ved avskrekking i cyberdomenet. I denne artikkelen vil vi diskutere hvordan avskrekking som strategi i cyberdomenet vil påvirkes av den spesifikke strategiske kulturen i et land. For å belyse argumentet vil vi benytte Kina som en casestudie. Motsetninger mellom kinesisk og «vestlig» strategisk kultur resulterer i konkrete forskjeller i hvordan Kina og vestlige land agerer i cyberdomenet. Ved å benytte fire komponenter av avskrekkingsteori (nektelse, gjengjeldelse, gjensidig avhengighet og normer) ønsker vi å vise hvordan en dyptgående innsikt i en stats sikkerhetspolitikk og strategiske kultur kan anvendes til å skreddersy en mer effektiv avskrekkingsstrategi og styrke evnen til å forhindre uønsket aktivitet.

There is an ongoing debate in academia about if and how deterrence theory may be used in cyberspace. Deterrence was originally a theory developed for avoiding conventional and nuclear war. In the current discussion on cyber security, there has been pointed out a range of technical problems of transferring a theory about the physical world to cyberspace. We recognize these challenges of deterrence in cyberspace, but in this article we want to shed light on a different aspect of deterrence. That is the interplay between social and technical factors of deterrence in cyberspace. In this article we will discuss how deterrence as a strategy in cyberspace is influenced by the specific strategic culture of a country. We will use China as a case study to showcase our argument. Contrasts between Chinese and "Western" strategic culture results in concrete differences in how Chinese and Western countries act in cyberspace. By utilizing four components of deterrence theory (denial, punishment, entanglement and norms), we will show how an in-depth knowledge of a state's security policy and strategic culture may be used to tailor a more effective deterrence and enforce the capacity of hindering unwanted activity.
Artikkelen diskuterer EUs nye forsvarspakke med særlig vekt på CARD (Coordinated Annual Review on Defence), PESCO (Permanent Structured Cooperation) og EDF (European Defence Fund). Formålet er å styrke EU som sikkerhetspolitisk aktør og legge grunnlaget for europeisk strategisk autonomi. Forsvarspakken utfordrer norsk sikkerhets-, forsvars- og forsvarsindustripolitikk. Problemstillingene artikkelen besvarer er: Hvilke konsekvenser får de nyere EU-initiativene for norsk forsvarsindustri- og forsvarsforskningspolitikk? Hvordan opptrer myndighetene (Forsvarsdepartementet; FD) slik at Norge er i stand til å opprettholde en nasjonal forsvarsindustri? Vi legger instrumentelle og institusjonelle teorier og perspektiver til grunn for analysen. Instrumentelle teorier forteller at aktørene handler formålsrasjonelt etter en konsekvenslogikk. Institusjonelle teorier forteller at aktørene søker legitimitet, og handler i tråd med etablert kultur og forventninger i omgivelsene. EU får en økende betydning der unionens sikkerhets- og forsvarspolitikk blir likere EUs andre politikkområder. Et flernivåperspektiv blir derfor relevant for et område som tidligere var forbeholdt medlemsstatene. Våre intervjuer med representanter for norske myndigheter og forsvarsindustri forteller at de har fragmentert kunnskap om og forventninger til betydningen av EUs forsvarspakke. Vi konkluderer at aktørene har en instrumentell tilnærming, men at manglende helhetlig forståelse gjør det vanskelig å svare formålsrasjonelt. Aktørene handler derfor også i tråd med et kulturperspektiv.
Abstract in English:What Now, Norwegian Defence Industry? Instrumental and Institutional Answers to the EU's New Security and Defence PoliciesThe article discusses the EU's new defence package with emphasis on CARD (Coordinated Annual Review on Defence), PESCO (Permanent Structured Cooperation) and EDF (European Defence Fund). The aim is to strengthen the EU as a security actor and encourage strategic autonomy. This package challenges Norwegian security-, defence-, and defence industrial policies. The research questions are: What consequences will these EU-initiatives have for Norwegian defence industry- and defence research policy? How will the authorities (Ministry of Defence; MoD) act to maintain a national defence industry? We apply instrumental and institutional theories. Instrumental theories expect rational actions in accordance with logic of consequences. Institutional theories expect appropriate actions in line with established culture and expectations in their surroundings. The EU's security and defence policy becomes more similar with other fields of EU policies. Therefore, a multilevel governance approach is relevant. Our interviews with representatives for Norwegian authorities and defence industry tell that they have fragmented knowledge and expectations about the significance of the defence package. We conclude that the authorities act instrumentally, but lack of a comprehensive understanding makes it difficult to answer rationally. The authorities therefore also act according to a cultural perspective.
