Man is a relational being. In his dealings with others, he seeks to maximize his association and satisfy his various needs. The torrents of Globalization, diplomacy, social norms, the new media, and popular representation are omnipresent instruments that may determine, control, interpret, and shape the various institutions of governance, public policy, and the conduct of international relations by heads of states and government across borders even in the era of the 'covid-19 new normal'. It will also show that the Twitter ban is harmful to maintaining a friendly relationship between Nigerian citizens, involvement in governance, and the country's democratic progress. The main purpose of this study is to examine how essential Twitter is for the survival of democracy in Nigeria during Covid-19. This paper argues that Sustainable Democracy does allow for active participation of interested citizens in the state of affairs of the country with citizen involvement and Mobilization via Twitter. This is reflected in the opinions, perceptions, and reactions of people in the 21st Century- Knowledge diplomacy, in an outburst against the Twitter Post of President Muhammadu Buhari on June 2, 2021. The researchers used the conflict theories of political systems and human needs. Secondary data sources were used in the study. The Paper concluded that revolutions in technology are not a hindrance to good governance, and democratic dispensation can only continue for as long as leaders can tolerate public dissension, and media scrutiny and embrace the positivity and uniqueness of media power in politics according to rule of law.

Bacterial multi-resistance is currently a major problem in our hospitals, because of the morbidity and mortality it generates mainly in intensive care and intensive care settings, and also a current medical problem. The objective of this study was to describe the epidemiological profile, frequency, and resistance status of bacteria resistant to Carbapenems at the Avicenne military hospital in Marrakech, over a period of 7 years from 2015 to 2021. This is a retrospective descriptive study of all the highly resistant bacteria identified from the database of the microbiology department at the HMA in Marrakech. The results show that the general prevalence of these HRBs was 7.54%, with a clear predominance of Carbapenem-resistant Acinetobacter baumannii (53.4%), followed by Carbapenem-resistant Klebsiella pneumoniae (20.68%), then Carbapenem-resistant Enterobacter cloacae (9.57%), and finally Carbapenem-resistant Pseudomonas aeruginosa (6.17%). The general evolution of isolated HRBs was marked by the gradual and continuous increase in the prevalence of these bacteria during the study period, with a peak in 2020, when the prevalence reached 13.98%. High co-resistance has been found to several antibiotic molecules, which can be administered as an alternative. The rationalization of the prescription of antibiotics and the rigorous application of hygiene and prevention rules will make it possible to limit the emergence of these multi and highly resistant bacteria in our care structures. Knowledge of the bacteriological profiles and rates of resistance to antibiotics of this type of bacteria will allow treatment more adapted to each hospital context, and better targeted.

This paper approaches the topic of conceptual metaphor and political communication from a textual-linguistic, semantic, cognitive-linguistic and argumentative perspective. The manner of implementation of conceptual metaphors in the analysed sample is in direct relationship to the text form of Borčić, N., Kanižaj, I., Kršul, S.: Conceptual Metaphor in Political interview. The basic language, or textual function of a political interview is the informative-persuasive function. Political communication presents a form of interaction, i.e. public communication which develops through available linguistic knowledge in the area of political activity. The persuasive effect of political interviews builds on the original feature of rhetoric as the power of persuasion in truthfulness and correctness of what is being said. Issuers, i.e. politicians want to challenge the recipients' own interpretation through the offered conceptual statements. Scientists who deal with language policy and conceptual metaphors in a language find the subtle expression of emotions through the use of metaphor one of the essential characteristics of a successful persuasive political communication. Conceptual metaphors in that way shape the themes of a certain society and also affect social reality by emphasizing certain parts of the theme or approach to the theme. Use of conceptual metaphors makes it possible to point out that part of the target domain to which one wants to direct the attention of the recipient. Leading politicians should know how the nation "breathes" and the language should match the powers that they have and their positions.

People with disabilities during the COVID-19 pandemic have experienced economic changes in their families. Changes in the family economy have an impact on changing almost all life activities, including improving maternal health. This community service aims to increase the knowledge of people with disabilities in maintaining the family economy and maternal health during the pandemic. This community service activity is a planned activity. The method of activity with lectures and questions and answers. The activity took place in the Wonotunggal area, Batang Regency. The activity was conducive. There are 33% of active audience asking. The audience expects skills training and permanent jobs that can be carried out by disabled groups in government and private offices. 75% of the audience really feel the economic changes. The results of this activity included a change in the number of audiences who behaved well in dealing with the pandemic from 33% before counseling to 47% after counseling. 47% of the audience is very confident that they can meet their nutritional needs despite economic changes during the COVID-19 pandemic and limitations due to their disabilities. Independent attitude is felt in 40% of the audience. This change in attitude towards the family's economic condition during the COVID-19 pandemic and theattitude of maintaining their health. Suggestion: to increase the quantity and quality of community service in maintaining and improving the family economy and maternal health in the disabledgroup with differentmethods such as skills training so as to increase motivation, increase self-confidence in the community.

It is widely recognized that there is a global need for a transition towards more sustainable forms of agriculture. In order for such a transition to be socially sustainable, its input (problem and goal formulation), output (policy instruments), and throughput (processes) need to be perceived as legitimate. However, we currently know relatively little on how to legitimize normatively shaped transition processes and their outcomes. We aim to address this knowledge gap by examining how the governance of agricultural transitions can be shaped to improve the perceived legitimacy of the transition. Through a combined lens of normative and sociological approaches to legitimacy we investigate the English post-Brexit agricultural transition as a crucial case-study. Building on a policy analysis and semi-structured interviews we find that in order to create perceived legitimacy of agricultural transitions, both in the English case and for agricultural transitions generally, clarity and diversity in design is essential. In addition, in order to take account of the normative and political nature of agricultural transitions, our study highlights the importance of a broad problem formulation, a diverse mix of instruments, and a process that is transparent and includes stakeholders in a meaningful and equal way. We conclude that a combined lens of normative and sociological legitimacy forms a useful framework for future research to critically evaluate the normative and power dimensions of transition processes. In addition, it can support governments in their efforts to develop policies for agricultural sustainability transitions that will be accepted by society.

International audience ; The global COVID-19 Coronavirus outbreak overwhelmed the world in 2020. The unprecedent pandemic situation, elicited by the invisible virus SARS-CoV-2, shattered people's usual benchmarks and representations of reality. Storytelling proliferates in times of crisis because this universal phenomenon allows people to structure the shapeless reality via meaning-making processes, and therefore to cope with the collective upheaval that represents the COVID-19 outbreak. The current research aims to investigate the storytelling underpinning the social construction of the invisible virus, conveyed by written and oral narratives of older adults. The automatized qualitative data analyses of older adults' written narratives (N = 144) demonstrated that the virus represents serious danger of sickness which arouses negative emotional reactions and the duality of life and death. The analyses of older adults' oral narratives (N = 26) demonstrated that their storytelling tends to anchor the biological functioning of the virus, which remains a mystery and a source of various fears, fantasies and fascinations. Furthermore, the "war metaphor" and martial rhetoric that emerged in the storytelling of older adults indicate a shared pool of knowledge that resonates in line with the COVID-19 mass media and political storytelling in France. Indeed, older adults' storytelling is anchored within specific spatio-temporal dimensions, as every extreme situation occurs within a particular time and space. Thus, the storytelling of a virus, that should be apprehended as a journey of meaning, demonstrates a hidden coherence and a collectively shared base of COVID-19 narratives.

International audience ; Microplastic pollution in soils is a recent environmental problem and the lack of knowledge about the impacts and the extent of the problem are raising questions and concerns among researchers and politicians. Using a normative simulation model, we assess the extent of microplastic pollution in German agricultural soils originat-ing from the land application of sewage sludge and compost. We estimate the microplastic concentration in German agricultural soils, the area of polluted land, and we compare the efficiency and effectiveness of some selected abatement measures. For 2020, we estimate that microplastic concentration in agricultural soil reaches a maximum concentration of between 30 and 50 mg/kg dry weight on 2% of Utilised Agricultural Area and a marginal concentration on 22% of Utilised Agricultural Area. Without the implementation of abatement measures, we expect the microplastic concentration to increase two to three times by 2060. Assessing the abatement measures, we find that for sewage sludge, thermal recycling is a more efficient and effective than equipping washing machines with microplastic-filters in private households. The use of plastic detection systems in the biowaste collection process reduces the plastic content of the compost and thus the release of micro-plastic into the soil. Detection systems are a more efficient measure for compost than thermal recycling. Con-cerning sludge, the findings indicate that the German strategy of thermally recycling sewage sludge is an effi-cient and effective measure to reduce microplastic pollution in soils. Reducing the plastic content of collected biowaste complies with the principles a circular economy.

The Scientific Committee for the Italian Fauna is managing the new checklist of the animal species of Italy. The previous checklist was published in 1993-1995 and included both protozoans and Metazoa (more than 57,000 species); the new project, which includes only Metazoa, started in 2020 and is aimed at updating the former checklist (with more than 60,000 expected species) by on-line datasets and data papers. The new checklist includes marine species recorded in the Italian seas, divided into nine marine sectors, within the Italian Economic Exclusive Zone, and terrestrial and freshwater species recorded in administrative regions, as well as in the three macro-regions (northern continental, southern peninsular and insular - Sicily and Sardinia - macro-regions). Records from geopolitical units biogeographically related to Italy (i.e., Canton Ticino, CH; Corsica, F; San Marino Republic and Vatican City) are also included. Over 180 Italian and foreign taxonomists have so far participated to the first phase of this new project, providing datasets for taxa at different hierarchical level, from phyla to subfamilies and tribes. The list is intended to be a fundamental instrument not only for the faunistic knowledge of Italy, but also for biodiversity conservation strategies in the country and in the European Union. The new Checklist of the Italian fauna will be available from the LifeWatch Italy platform, and it will be progressively updated. Furthermore, data papers for taxa at different hierarchical level could be published with continuity in a special section of the journal Biogeographia – The Journal of Integrative Biogeography.

INTRODUCTION: The inability to achieve high COVID-19 vaccination rates can continue to have serious harm to our communities. Vaccine hesitancy is a major barrier towards high vaccination rates. We evaluated the relationship between COVID-19 vaccine uptake and vaccine hesitancy, and then examined whether community factors were associated with COVID-19 vaccine uptake and hesitancy. METHODS: We constructed and evaluated a cross-sectional, county-level dataset that included the levels of vaccination uptake and vaccine hesitancy, and population characteristics based on those included in the CDCs Social Vulnerability Index. RESULTS: Across 3142 US counties, vaccine hesitancy was significantly and negatively correlated with vaccine uptake rates(r=-0.06, p-value<0.01). The two predictors associated with a low vaccination level within highly hesitant communities were: no high school education(OR:0.70, p-value<0.001), and concern on vaccine availability and distribution (CVAC) (OR:0.00, p-value<0.001). The most common reason driving vaccine hesitancy was lack of trust in COVID-19 vaccines(55%), followed by concerns around side effects of the vaccine(48%), and lack of trust in government(46%). CONCLUSION: COVID-19 vaccine hesitancy is a public health threat. Our findings suggests that low education levels are a major contributor to vaccine hesitancy and ultimately vaccination levels. Since education levels are not easily modifiable, our results suggest that policymakers would be best served by closing knowledge gaps to overcome negative perceptions of the vaccine through tailored interventions.

Skill availability is an important component in the uptake of prefabrication and plays a crucial role in housing supply. However, the challenge is that the demand for housing has outgrown the availability of specifically trained workers. This challenge is not unique to New Zealand; many developed countries worldwide are facing similar issues. Therefore, the purpose of this study is to determine relevant skills in the prefabricated residential construction sector in New Zealand (NZ) and suggest improvement measures from the standpoint of industry stakeholders. The study adopted a semi-structured online survey and administered it to multiple construction industry practitioners. The study found the training of the construction workforce as one significant area of focus. In addition, external sourcing of international prefabrication-specific skilled workers could improve the issues of skill shortages in the residential prefabrication sector. Furthermore, the study revealed that the barriers to healthier prefabrication uptake are closely linked to shortages in management, digital architecture and design, and vocational skills related to residential construction. The study has contributed to the current pool of knowledge by identifying skill issues in NZ's prefabricated residential construction sector, classifying the major restraints limiting prefabrication implementation, and determining measures for increasing industry uptake. It is anticipated that this will help construction organizations and the wider industry develop strategic goals and a roadmap for meeting the skill requirements in NZ. Training policies and programmes can be developed with focus on crucial prefabrication skill requirements at governmental level. Curriculum reviews are recommended for uptake by academic and vocational institutions.

Despite pXRF advantages, this technique has rarely been used to characterize organic amendments and residues. This article reviews those studies undertaken to date in which pXRF is used to characterize these products. Published studies show that pXRF correctly measures elements such as Fe, Pb, Zn, Mn, Ca, and K but gives conflicting results for elements such as Cr, Ni, and As. Among the reasons that may cause the low performance of the technique with certain elements or under certain measurement conditions would be the inadequacy of the analytical comparison procedures used (i.e., digestion with aqua regia), the lack of knowledge of the interfering effects of organic matter, and sample moisture on the XRF signals and the need for a standardized protocol for performing the measurements. However, the speed and low cost of the procedure forecast a greater future use of this technique, especially in cooperation with other fast spectroscopic techniques based on near-infrared (NIRS) or mid-infrared (MIR) spectroscopies. In mountain areas, both the ecosystem and the local population highly depend on water availability. However, water storage dynamics in mountains is challenging to assess because it is highly variable both in time and space. This calls for innovative observation methods that can tackle such measurement challenge. Among them, gravimetry is particularly well-suited as it is directly sensitive–in the sense it does not require any petrophysical relationship–to temporal changes in water content occurring at surface or underground at an intermediate spatial scale (i.e., in a radius of 100 m). To provide constrains on water storage changes in a small headwater catchment (Strengbach catchment, France), we implemented a hybrid gravity approach combining in-situ precise continuous gravity monitoring using a superconducting gravimeter, with relative time-lapse gravity made with a portable Scintrex CG5 gravimeter over a network of 16 stations. This paper presents the resulting spatio-temporal changes in gravity and discusses them in terms of spatial heterogeneities of water storage. We interpret the spatio-temporal changes in gravity by means of: (i) a topography model which assumes spatially homogeneous water storage changes within the catchment, (ii) the topographic wetness index, and (iii) for the first time to our knowledge in a mountain context, by means of a physically based distributed hydrological model. This study therefore demonstrates the ability of hybrid gravimetry to assess the water storage dynamics in a mountain hydrosystem and shows that it provides observations not presumed by the applied physically based distributed hydrological model.

Purpose: This study aims to understand how legislation and technology can enhance socio-economic development in low-density population territories, focusing specifically on the dynamics of local tourist accommodation over the past decade. Design/methodology/approach: A case study was conducted for five municipalities in one of the most significant tourism regions of Portugal – the Algarve – based on a systematic investigation of relevant laws, regulations and electronic platforms. Official statistics were compiled and analyzed for the five territories' registered local accommodation services, population, overnight stays and additional local services. Findings: The results reveal that public entities' regulations favor micro-entrepreneurship initiatives in local accommodation and that digital tools supported by online platforms have quite visible effects on low-density territories. The findings also reveal that the local tourist accommodation supply has experienced an especially dynamic, sustained growth over the past decade. This expansion has been accompanied by an increased supply of other services, suggesting that accommodation can positively influence the existing and/or future socio-economic development of low-density territories. Research limitations/implications: Further studies focusing on other areas with low-density populations are needed to determine more clearly how local accommodation influences socio-economic development. Practical implications: Public regulations supported by digital platforms that favor micro-entrepreneurship initiatives in local accommodation can strengthen local development. Erasmus+ is an EU programme in the fields of education, training, youth and sport for the period 2014–2021 with a major impact at the international level. These areas are making important contributions to help address socioeconomic changes and the key challenges that Europe will face until the end of the decade as well as to support the implementation of the European policy agenda for growth, jobs, equity and social inclusion. The general objectives of the Erasmus+ Programme are intended to contribute to the overall achievement of the objectives of the Europe 2020 Strategy, among others related to sustainable development. Therefore, the main question is: "To which Sustainable Development Goals (SDG) do the Erasmus+ Programme and the mobility projects for higher education directly contribute to?" The answer to this question will allow us to start filling the knowledge gap at the borderline between SDG and Erasmus+. The purpose of this research is to identify, among the 17 SDGs, those that could be more relevant in the context of mobility projects in higher education within the Erasmus+ Programme and how these projects contribute to these identified SDGs. Through the analysis of the general objective of the Erasmus+ Programme, its most important characteristics and the objectives of Key Action 1 and mobility projects, we can conclude that, from the 2030 Agenda, the most relevant SDGs for the programme and for the action and mobility projects are 4 (quality education), 5 (gender equality) and 8 (decent work and economic growth). ; info:eu-repo/semantics/publishedVersion

Millimeter-wave technology provides the necessary improvements in capacity and performance for the next generation of wireless networks. The new IEEE 802.11ay amendment extends IEEE 802.11ad to offer 100 Gbit/s connectivity in the unlicensed 60 GHz band through technical advancements such as Multiple-Input and Multiple-Output (MIMO), channel bonding and aggregation. Additionally, it offers improvements to the Beamforming Training (BFT) process in order to increase its efficiency and accuracy. One new technique defined by IEEE 802.11ay is Group Beamforming, which allows to simultaneously train all stations, and significantly reduces training overhead, especially in very dense networks. In this paper, we provide an implementation of IEEE 802.11ay in ns-3 and perform, to the best of our knowledge, the first detailed system-level evaluation of the performance of the novel IEEE 802.11ay protocol. We specifically study the performance of Group Beamforming and compare it against the legacy 802.11ad BFT. We explore how different BFT approaches scale in large networks, identify the possible problems and evaluate at how the BFT process influences the performance of the network overall. Our analysis shows that Group Beamforming can outperform the legacy approach, resulting in lower overhead and improved network performance. However, we also found that the Access Point (AP) training is quite vulnerable to interference in dense networks, introducing severe limitations to the performance, especially in large rooms where precise BFT is crucial to maintain the communication link.
