Celem poniższego opracowania jest syntetyczne przedstawienie zaangażowania Unii Europejskiej w rozwiązanie konfl iktu izraelsko-palestyńskiego. Rok 2018 jest dobrym momentem na podsumowanie roli Unii Europejskiej oraz innych aktorów regionalnych i międzynarodowych w rozwiązaniu kwestii palestyńskiej. Obecnie mija 25 lat od podpisania porozumienia z Oslo i 30 lat od deklaracji niepodległości ogłoszonej przez Organizację Wyzwolenia Palestyny. Z kolei w 2017 r. minęło 50 lat od zajęcia przez Izrael Strefy Gazy oraz Zachodniego Brzegu Jordanu. W artykule autorka zdecydowała się przyjąć tezę, iż konfl ikt izraelsko-palestyński stanowi jedno z głównych wyzwań dla polityki zagranicznej UE oraz jest nieodłączną cechą regionalnego układu sił i bez jego uregulowania nie można myśleć o trwałym pokoju na Bliskim Wschodzie86. Implikacje konfl iktu dla Unii Europejskiej są wielowymiarowe oraz dotyczą bezpieczeństwa, dialogu politycznego, kwestii gospodarczych i społecznych. Mają również wpływ na całościową politykę prowadzoną przez Unię wobec regionu śródziemnomorskiego. Powyższe zagadnienie stanowi ponadto ważny przyczynek do pogłębienia badań nad ewolucją Wspólnej Polityki Zagranicznej i Bezpieczeństwa Unii. Artykuł podzielony jest na pięć części. Pierwsza przedstawia źródło, ewolucję oraz poszczególne etapy konfl iktu od końca drugiej wojny światowej. W drugiej części wskazane zostały implikacje zapisów porozumienia z Oslo dla procesu negocjacji pokojowych. W trzeciej zawarto zidentyfi kowane najważniejsze problemy, które uniemożliwiają osiągnięcie trwałego pokoju między Izraelem a Palestyną. W czwartej części przedstawiono stanowisko Unii Europejskiej wobec konfl iktu i rozwiązania dwupaństwowego oraz współpracy dwustronnej z Izraelem i Palestyną. Ostatnia, piąta część stanowi omówienie problemów związanych z zaangażowaniem Unii Europejskiej na rzecz zakończenia konfl iktu. Analiza przeprowadzona w niniejszym artykule oparta została na zróżnicowanych źródłach i literaturze przedmiotu, w szczególności z lat 2015–2018 oraz badaniach własnych autorki. W opracowaniu zastosowano ujęcie krytyczne i problemowe, uwzględniające zachowanie podstawowych aktorów, ważnych z punktu widzenia omawianego tematu oraz wykorzystano następujące metody badawcze: czynnikową, instytucjonalno-prawną, analizy zawartości oraz elementy metody decyzyjnej. ; The aim of the article is to present the European Union's commitment to resolve the Israeli-Palestinian confl ict. 2018 is a good time to take stock of the role of the European Union and other regional and international actors in resolving the Palestinian issue. Currently, it is 25 years since the signing of the Oslo Agreement, 30 years after the declaration of independence announced by the PLO. A year earlier, 50 years have passed since Israel seized the Gaza Strip and the West Bank. The article assumes the thesis that the Israeli-Palestinian confl ict is one of the main challenges for the EU's foreign policy, is an inherent feature of the regional balance of power and without its regulation it is impossible to think about a lasting peace in the Middle East. Its implications are multidimensional and concern security, political dialogue, economic and social issues. The confl ict also has an impact on the overall policy pursued by the Union towards the Mediterranean. The article is divided into fi ve parts. The fi rst presents the source, evolution and individual stages of the confl ict from the end of the Second World War. In the second part, the implications of the provisions of the Oslo Agreement for the negotiation process were indicated. The third identifi es the most important problems that prevent a lasting peace between Israel and Palestine. In the fourth part author shows the position of the European Union towards the confl ict and a two-state solution, and bilateral cooperation with Israel and Palestine. The fi fth part discusses the problems related to the involvement of the European Union in ending the conflict. The analysis carried out in this article is based on diversified sources, literature on the subject, in particular from 2015–2018, and the author's own research. The study uses a critical, problematic approach, taking into account the behavior of the basic actors, important from the point of view of the discussed topic, and the following research methods were used: factor analysis, institutional and legal, content analysis and elements of the decision method.
Autorka odnosi się do procesu ewolucji założeń leżących u podstaw doktryny bezpieczeństwa międzynarodowego Organizacji Narodów Zjednoczonych. W ostatniej dekadzie aksjonormatywne podstawy tego systemu ulegają głębokiemu przewartościowaniu w celu zwiększenia jego funkcjonalności. Autorka chce rozważyć trzy kwestie poddawane debacie i weryfi kowane na forum Organizacji. Po pierwsze, jest to kwestia identyfi kacji podmiotów tego systemu. Czy system ten winien być tworzony wobec państw, organizacji czy jednostek. Po drugie, debata toczy się w odniesieniu do sposobów kontroli systemu. Czy polega ona na oddziaływaniu jednostronnym autorytetu, czy kolektywnym zarządzaniu wszystkich jego uczestników. Po trzecie, dyskusja dotyczy skuteczności systemu. Czy powinna ona wynikać z powszechnej zgody co do jego założeń, czy też zachodzi poprzez odgórne zobowiązanie pod groźbą pewnych sankcji. Punktem odniesienia dla rozważań jest koncepcja systemu zarządzania globalnego. System ten miałby wykluczać dominację jednego podmiotu społeczności międzynarodowej nad pozostałymi, redukować tendencje niedemokratyczne oraz zapewniać równowagę między interesami a potrzebami ludzkości. Aby taki system mógł funkcjonować w skali globalnej, należy spełnić szereg warunków natury politycznej, gospodarczej i społecznej. Podstawowym warunkiem jego funkcjonowania jest jednak tendencja jego uczestników do dobrowolnego adaptowania prawa międzynarodowego oraz tworzenia międzynarodowych struktur politycznych. Kwestii dotyczącej charakteru systemu, który z samej swej natury może zakładać uniwersalność, konsensualność lub relatywność swoich konsekwencji. ; Author want to consider evolutionary process of the basis of the United Nations international security system. In the last decade this basis undergo thorough revaluation in order to increase its effectiveness. Author want to consider three questions taking into the debate and revision on the ground of the organization. At fi rst it is the matter of systemic elements identifi cation. If this system should be create regarding to states, organizations or persons. At second debate is about the methods of control due to this system. If this control is the authoritative nature or it is connected with collective management of its members. At third discussion is about effectiveness of the system. If it should be result of common approval due to its assumptions or it fulfi lls through the overriding commitment under menace of some sanctions. Point of reference for the considerations is the conception of the global governance system. It would eliminate the domination of one member of the international community over the others, reduce the undemocratic tendencies and ensure balance between interests and needs of humanity. If we want this system to operate in global scale, we should accomplish many political, economical and social conditions. Although the main term is the tendency of its members to freely implement of international law and create international institutions. It gives the author an occasion to consider one more issue. The thing concerning character of the system, which from its very nature can provide universal, consensual or relative character of its own consequences. ; Автор рассматривает процесс эволюции предпосылок, составляющих основы доктрины международной безопасности Организации Объединенных Наций. В последнем десятилетии аксионормативные основы этой системы были под- вержены глубокому переосмыслению с целью повышения ее функциональнос- ти. Автор указывает три проблемы, рассматриваемые в дебатах на форум ООН. Во-первых – это проблема определения субъектов этой системы. Во-вторых, дебаты касаются способов контроля системы: будет ли он проявляться в од- ностороннем воздействии авторитета, или же будет основан на коллективном управлении всех участников. В-третьих, дискуссия касается эффективности системы: должна ли она вытекать из общего согласия касающихся ее основ, или же происходить за посредничеством идущих сверху обязательств, невы- полнение которых связанно с угрозой наложения санкций. Принятой автором точкой отсчета является концепция системы глобального управления. Эта система предусматривает исключение господства одного субъекта международ- ного сообщества над остальными, редукцию недемократических тенденций и установление равновесия между интересами и потребностями человечества. Чтобы такая система могла функционировать в глобальном масштабе, необхо- димо выполнить ряд условий политического, экономического и общественного характера. Однако, основным условием функционирования системы является тенденция ее участников к добровольной адаптации международного права и создания международных политических структур. В связи с этим автор рас- сматривает еще один вопрос – проблему касающуюся характера системы, сущ- ность которой предусматривает универсальность, консенсуальность и относи- тельность своих последствий.
The book contains a thorough analysis of the European Union institutional system as a specific, sui generis international organisation, in the context of its legitimization (its validity and legitimacy). The book is mainly theoretical. Primarily, the author aims at presenting a reliable depiction of the EU institutional system legitimization through the prism of the theoretical output concerning legitimization of the political power, including and accentuating the indicated specificity of the EU as a distinct international organisation. Secondly, he took into consideration the changes introduced into the legal foundations of the EU functioning, pursuant to the Lisbon Treaty – the latest treaty reforming the structures of the Union. In the context of the main theme of the present study, these changes are important not only in terms of the EU institutions themselves, i.e. their competences and reciprocal relations, but also with regard to the fundamental change of the legal character of the EU, and the alterations introduced into the individual Union politics. Thirdly, the author attempts to present the problem of the EU institutional system legitimization in the special circumstances, i.e. in the situation of the most profound economic crisis that the EU members have faced since the beginning of the integration process. The EU is regarded as a specific structure, being neither a state nor a typical international organisation. Such an approach was the starting point for the main premise of the present book – the idea that the thesis about the deficiency of democracy in the EU, formulated in the literature on the subject and in the public debate, is a certain simplification, and the characteristic features of the EU and its institutions, which provoked the formulation of such a thesis, should be considered in a broader context, such as the problem of the EU institutional system legitimization and, alternatively, the deficiency of that legitimization. For the direct democratic legitimization is only one of many sources of legitimacy of the EU institutional system and of the Union as a specific international organisation in general – an extremely important source, perhaps the most important, yet not the only one. Thus, the legitimization of the EU and its institutions should be analysed in a broader perspective, which also includes other sources of legitimization – as it is done in case of every political power which, striving for its legitimization to be as strong as possible, attempts to derive it from the largest number of sources. According to the author of the book, to base the EU institutional system legitimization only on the grounds of the direct democratic legitimization characteristic of a democratic state, would be tantamount to a certain disruption of the right order. It would rather be a symptom of too advanced an integration on the "institutional" level in comparison to the extent of the "material" integration. Until the EU is a structure sui generis, in which case it is a combination of features characteristic of an intergovernmental, international organisation, a supranational organisation or a state, the nature of legitimization of this structure should also be specific. The most important role should be played by the democratic legitimization, which should be completed with other sources, owing to which the functioning of the EU institutional system, and the whole EU, could be recognised as legally valid. Apart from the main thesis also other theses and hypotheses are posed in the book. The first chapter is a certain theoretical introduction and a basis to the deliberations presented in the further parts of this study. In the first subsection, with reference to the literature on the subject, the problem of legitimization (legitimacy) of the political power, i.e. the concept, classifications and sources of legitimization (legitimacy) of the political power, have been synthetically depicted. In another part of chapter one, the author attempts to relate the problem of legitimization to the EU as a specific international organisation and to formulate his own definition of legitimization deficiency with regard to EU institutional system. Bearing in mind that the problem of legitimization deficiency in the EU (EC) has not been discussed on a larger scale until certain stage of development of integration process was reached, in 1.3. subsection, the author raises some questions concerning: the sufficiency of legitimization of the integration process during the first few decades after the Second World War, the grounds for that legitimization and the reasons why, at a certain stage of the EU (EC) development the legitimization of the Union's institutional system started to be considered insufficient, which was manifested in the opinions acknowledging the democracy and legitimization deficiency. The first chapter ends with a passage devoted to the importance of the EU institutional system legitimization, whereas the significance of legitimization to the political power and political institutions in general, consitutes its reference point. The second chapter (subsections 2.3.–2.8.) presents a synthesis of the evolution of the EU (EC) institutional system in the context of its legitimization, from the moment of the EC founding treaties ratification, till the time the changes pursuant to the Lisbon Treaty were introduced. The author focused here mainly on the competences of the particular EC (EU) institutions and their reciprocal relations, which should make it possible to observe two main tendencies in the dynamics of changes taking place in this field, and present its specificity and distinctiveness in comparison to the systems of democratic states. At the beginning of this chapter, a thesis has been formulated (simultaneously, becoming an extension of the attempt to determine why, at a certain stage of the integration process, the issue of democracy/legitimization deficiency started to be discussed – a question that was raised in the first chapter), which states that the legitimization of the EU institutional system will be sufficient, if the law regulations and political practice of their functioning are convergent with the level of advancement of the integration process in various spheres of social life; in other words, the "institutional" integration should correspond with the "material" integration (that is the Union politics). To that end, the author made an attempt to present, in a synthetized form, the development of the "material" integration (subsection 2.1.), which he completed with an analogical endeavour to illustrate the evolution of the EU (EC) institutional system in the context of its legitimization (subsection 2.9). For in accordance with the increasingly common approach, the EU institutions are treated as a system, the concept and principles of which have been presented in 2.2. subsection. In the third chapter, the author presents the EU institutional system in its current form, that is with the changes introduced under the Lisbon Treaty. Here, the selected aspects regarding competences and functioning of the particular EU institutions have been depicted, as well as the relations between them in the context of legitimization. Additionally, three selected problems regarding the EU institutional system have been raised, which are especially important in the context of its legitimization (the relation between the EU institutional system and the institutions of the EU member states, the question of transparency in the functioning of the EU institutions, as well as the Union budgets in the consecutive years). In the last subsection (3.9.) the specific features of the EU institutional system, significant in the context of its legitimization, have been identified. The fourth chapter is devoted to the functioning of the EU institutional system in the perspective of four basic sources of its legitimization, i.e. indirect and technocratic, direct and democratic, utilitarian, and one consisting of "values". The chapter ends with a conclusion outlining the specificity of the EU and its institutional system with regard to the sources of its legitimization, which is especially important in the context of the book's main thesis. The fifth chapter concerns the problem of legitimization of the EU institutions in the context of the economic crisis, which the EU member states struggle with since around the year 2008. The sixth chapter, in turn, regards the so called subjective (empirical, social) dimension of the EU institutions' legitimization, that is, the way this problem is perceived by the citizens of the EU member states. It has been based on the results of opinion polls conducted for the use of Eurobarometer, from among which these questions and answers were selected, which could be applied to illustrate the way the EU citizens perceive the Union institutions in the context of their legitimization. The closing remarks include the most important conclusions drawn from the conducted analyses and the potential reforms and modifications of the EU institutional system, which may allow for the reinforcement of its legitimization, primarily in its democratic aspect. 2020 is the year of publication of a new military doctrine of the Russian Federation. The document will, undoubtedly, be received as an interesting object of analysis, expected to show not only direct intentions, but also the hinking patterns representative for the Russian political elites. It is, therefore, advisable to process the history of public diplomacy – the leading tool of building soft power – a long-standing component of Russian Federation's capability, which due to the composition of determinants typical for the late-Westphalian international order gained an unprecedented level of meaning (or even can be seen as a leading factor).For these reasons, the author – after adopting a working definition – attempts to retrace the direct and indirect (implied) instances of including public diplomacy into the most important strategic documents and legal acts, issued by Russia in the years 1991-2016. The analysis shows the evolution of Russia's political elites' approach to all of the dimensions of public diplomacy (shift from superficial westernisation and a liberal discourse on the international order, through demonstrations of assertiveness, to a narrative adopotion of the role of one of the poles of the new international order), and provides insight into the composition of the political, social end economic determinants behind the transition. Also discussed are the shifts within the specifics of the methods of public diplomacy – such as the perception of the role of diaspora, or the link between image, economic diplomacy and economic development. These changes are presented on the background of the state of the international system, and the analysis is an addition to the extensive literature on the Russian Federation's informational influence. ; Na rok 2020 przewidziano publikację nowej doktryny militarnej Federacji Rosyjskiej – dokument ten niewątpliwie odebrany zostanie jako interesujący przedmiot analizy, ukazujący nie tylko bezpośrednie zamierzenia, ale również wzorce myślenia rosyjskich elit politycznych. Uwidocznione zostały także przemiany w zakresie charakteru wykorzystywanych metod prowadzenia dyplomacji publicznej – jak chociażby percepcji roli diaspory czy związku działań wizerunkowych z dyplomacją ekonomiczną i rozwojem gospodarczym. Przesunięcia te zostają ukazane na tle stanu systemu międzynarodowego, a ich analiza stanowi dodatek do bogatej historii badań w zakresie oddziaływań informacyjnych Federacji Rosyjskiej. ; На 2020 год запланирована публикация новой военной доктрины Российской Федерации - этот документ, несомненно, будет воспринят как интересный предмет анализа, показывающий не только непосредственные намерения, но и образ мышления российской политической элиты. Поэтому целесообразно вспомнить долгую историю в российских концептуальных документах ведущего строительного инструмента мягкой силы - компонента потенциала Российской Федерации, имеющего давнюю традицию, но в связи с системой обусловленностей, характерной для позднего вестфальского мира, в 21 веке приобретшего как никогда ранее актуальное значение; можно даже утверждать, что в реалиях последних десятилетий он вышел на первый план.В связи с этим, автор, приняв рабочее определение явления, исследует прямые и косвенные (подразумеваемые) случаи, когда публичная дипломатия рассматривалась в важнейших стратегических документах и правовых актах, принятых в России в 1991-2016 годах. Проведенный анализ показывает эволюцию подхода российской политической элиты ко всем измерениям публичной дипломатии (переход от поверхностной западной ориентации и либерального дискурса о международном порядке, через проявление ассертивности, до творческой адаптации и повествовательного описания роли полюса многополярного порядка), а также дает представление о политических, социальных и экономических факторах, которые стали причиной этих трансформаций. Также были показаны изменения в области характера используемых методов публичной дипломатии - например, понимание роли диаспоры или связь между имиджевыми мероприятиями экономической дипломатии и экономическим развитием. Эти трансформации представлены на фоне международной системы, а их анализ является дополнением к богатой истории исследований в области информационных влияний Российской Федерации.
Akt powstania Obozu Zjednoczenia Narodowego (OZN) 21 lutego 1937 r. wywarł istotny wpływ na ukształtowanie sytuacji politycznej w Polsce, po śmierci marszałka Józefa Piłsudskiego. Odczytanie Deklaracji Ideowo-Politycznej nowego ugrupowania na antenie Polskiego Radia przez lidera Obozu – płk. Adama Koca zakończyło okres przemian wewnątrz stronnictwa rządowego i miało na celu umocnienie wpływów radykalnego skrzydła sanacji wśród społeczeństwa. Utworzenie OZN było posunięciem zainicjowanym przez Generalnego Inspektora Sił Zbrojnych marszałka Edwarda Śmigłego-Rydza i służyć miało konsolidacji narodu wokół armii i jej zwierzchnika dla wzmocnienia obronności kraju. Było jednocześnie wyrazem politycznych ambicji Rydza, który umacniał swoją pozycję w społeczeństwie stając się wpływowym współtwórcą polskiej polityki obok prezydenta Ignacego Mościckiego i ministra spraw zagranicznych Józefa Becka. Strona rządowa podjęła kampanię informacyjno-propagandową w celu jak najszerszego promowania swoich działań. Przekształcenia jakie nastąpiły w związku z powstaniem OZN dotknęły także stronnictw opozycyjnych, wymuszając na nich zajęcie stanowiska wobec tej ogólnonarodowej inicjatywy, która mogła zaowocować ich marginalizacją. Wobec niemożności brania udziału w polskim życiu parlamentarnym ugrupowania te swój stosunek wobec OZN wyrażały w artykułach zamieszczanych na łamach własnych organów prasowych. Głównym założeniem niniejszego tekstu jest przedstawienie reakcji środowisk o orientacji prawicowej i centro-prawicowej jako najbardziej "dotkniętych" działaniami stronników Rydza-Śmigłego. Próba odtworzenia właściwego obrazu tych stosunków powstała w oparciu o artykuły zamieszczane przez reprezentantów tych środowisk na łamach ich organów prasowych w okresie od dnia ogłoszenia Deklaracji Ideowo-Politycznej do początku marca 1937 r. Wybrany przekrój czasowy z jakiego pochodzi materiał źródłowy, pozwala na dokładne śledzenie nastrojów kręgów żywotnie zainteresowanych przekształceniami sceny politycznej. Jego zacieśnienie stało się przy tym konieczne ze względu na stopniowe pojawianie się nowych zagadnień będących, co prawda wynikiem zaistniałych warunków lecz coraz słabiej związanych z samym aktem Deklaracji Ideowo-Politycznej. Materiały prasowe zgromadzone na potrzeby powstania pracy pochodzą ze zbiorów cyfrowych Biblioteki Narodowej oraz Wielkopolskiej Biblioteki Cyfrowej, a ponadto zbiorów Wojewódzkiej Biblioteki Publicznej im. Józefa Piłsudskiego w Łodzi oraz Biblioteki Uniwersytetu Łódzkiego. ; The foundation of Camp of National Unity (CNU) on February 21st of 1937 had significant influence on shaping of the political landscape in Poland after the death of marshall Józef Piłsudski. The Ideological-Political Declaration of the new organization announced on Polish Radio by its leader – col. Adam Koc ended the period of internal transformations among the government and was aimed at strengthening its influence on the society. The creation of CNU was initiated by Commander-in-Chief, Marshall Edward Śmigły-Rydz and was intended to consolidate the nation around the army and its superior to improve the defense of the country. At the same time, it expressed Śmigły-Rydz's political ambitions who therefore tried to solidify his social status as an influential co-founder of Polish politics together with the President Ignacy Mościcki and foreign minister Józef Beck. The government started the extensive informational and propaganda campaign to promote its actions. The transformations related to creation of CNU and Śmigły-Rydz's group activities impacted the opposition parties as well and forced it to take stand against this national initiative, since they posed a threat on the parties' impact on society. With no other means of participation in political discussion, opposition groups expressed their attitudes toward CNU in the articles published in their own press. The main assumption of this text was to present the reaction of right-wing and centre-right-wing circles as the most "affected" by the actions of the sympathizers of Śmigły-Rydz. The attempt to reconstruct an accurate image of these relations was based on articles published by representatives of these circles in their press organs in the period from the date of announcing the Ideological-Political Declaration to the beginning of March 1937. The selected cross-section of time from which the source material comes allows for to follow closely the moods of circles vitally interested in transformation the political scene. At the same time, its tightening became necessary due to the gradual emergence of new issues, which were in fact the result of the existing conditions, but less and less related to the act of the Idea-Political Declaration itself. The evaluated materials come from digital resources of National Library of Poland, as well as catalogues of The Józef Piłsudski Regional and Municipal Public Library in Łódź and Library of University of Łódź. Polish national parishes of the Roman Catholic Church in the United States of North America were the most important institutions in exile in this country. The greatest development occurred during farmers' emigration from Poland's land (1870-1914). The first Polish parish was created in 1854 in Panna Maria in Texas. In 1870 there were 10 such parishes, and in 1910 over 500. Each parish had from over a dozen families to several tens of thousands of the faithful. In 1880 there were around 2 thousand faithful to one priest, and in 1910 – around 4 thousand. From 1870 onwards, there were two clashing trends attempting to unify American Poles: one (Polish Roman Catholic Union of America) strove to integrate social and political activity around church institutions (parishes, Catholic associations), the other one – Polish National Alliance, did it concentrating on national organizations. Both fractions trying to maintain the cultural integrity of Poles – the Republic of Poland's independence – were very popular with Polish clergy. In December 1912, the leaders of the largest Polish organizations established the National Defense Committee. On 8 June 1913, the Polish National Council was created, 2 October 1914 – the National Council and the National Defense Committee appointed the Central Polish Committee. After 1900 two political trends developed in Poland, and each of them sought support among American Poles. Both Roman Dmowski and Józef Piłsudski attempted to receive financial aid. In the mid-1913, Dmowski established the Polish National Committee, which was later transformed into the Polish National Department. Similarly, the Polish community in the USA, due to different attitudes to Poland's independence was divided into two fractions. The National Department shared Dmowski's views while the National Defense Committee shared Piłsudski's views. Ignacy Paderewski, who came to the United States in May 1915 tried to reconcile both parties. From 1 July 1917 onwards, he was formally authorized to represent the organization of the Polish community while talking to the authorities of the United States. American Poles, irrespective of their views, tried to achieve their goals by being active in various fields and striving to influence President Thomas W. Wilson. All efforts made by Ignacy Paderewski and the Polish National Committee based in Paris proved to be effective. Polish parishes became the basis for the recruitment to the Polish Army. In November 1917, 35 395 people declared their readiness to join the army. President Wilson gave in to the pressure of the Polish community, and on 8 January 1918, he issued the fourteen-point resolution, in which the 13th point of the peace program devoted to Poland stated that: 'An independent Polish state should be erected(…)which should be assured a free and secure access to the sea.' ; Polskie parafie narodowościowe Kościoła rzymskokatolickiego w Stanach Zjednoczonych Północnej Ameryki były najważniejszą instytucją wychodźstwa polskiego w tym kraju. Największy ich rozwój nastąpił w czasie emigracji chłopskiej z ziem polskich (1870-1914). Pierwsza polska parafia powstała w r. 1854 w Pannie Marii w Teksasie. W r. 1870 takich parafii było ok. 10, w r. 1910 ponad 500. Wielkość tworzonych parafii wahała się od kilkunastu rodzin do kilkudziesięciu tys. wiernych. Na jednego duszpasterza w 1880 r. przypadało ok. 2 tys. wiernych, w 1910 r. - ok. 4 tys. Od 1870 r. wśród Polonii amerykańskiej ścierały się dwa kierunki starające się jednoczyć Polaków amerykańskich: jeden (Zjednoczenie Polskie Rzymsko Katolickie) dążyło do zintegrowania działań społeczno-politycznych wokół ośrodków kościelnych (parafii, towarzystw katolickich), drugi - Związek Narodowy Polski robił to w oparciu o organizacje narodowe. Obydwa odłamy dążąc do zachowania integralności kulturowej rodaków, ze względu na cel nadrzędy - niepodległość Rzeczpospolitej - cieszyły się poparciem polskiego duchowieństwa. W grudniu 1912 r. przywódcy największych polskich organizacji utworzyli Komitet Obrony Narodowej. 8 czerwca 1913 r. powołano Polską Radę Narodową. 2 października 1914 r. - Rada Narodowa i Komitet Obrony Narodowej powołały Centralny Komitet Polski. Po r. 1900 rozwinęły się w Polsce dwa zasadnicze nurty polityczne, z których każdy szukał poparcia wśród Polaków amerykańskich. Zarówno Roman Dmowski, jak i Józef Piłsudski zabiegali o ich wsparcie finansowe. W połowie r. 1913 Dmowski założył Komitet Narodowy Polski, który później przemianowany został na Wydział Narodowy Polski. Podobnie Polonia amerykańska ze względu na różnicę poglądów co do sprawy niepodległości Polski podzielona była na dwa zasadnicze odłamy. Wydział Narodowy podzielał pogląd Dmowskiego. Komitet Obrony Narodowej podzielał pogląd Piłsudskiego. Zwaśnionych od maja 1915 r. próbował godzić przybyły do Stanów Zjednoczonych Ignacy Paderewski. Od 1 lipca 1917 r. legitymował się on formalnym pełnomocnictwem liczących się w strukturze Polonii organizacji do reprezentowania ich wobec władz Stanów Zjednoczonych. Polacy amerykańscy bez względu na przekonania, starali się osiągnąć swoje cele poprzez rozwijanie aktywności na wielu płaszczyznach, usiłując wpłynąć na prezydenta Thomasa W. Wilsona. Skuteczne okazały się wysiłki podjęte przez Ignacego Jana Paderewskiego i Komitet Narodowy Polski z siedzibą w Paryżu. Polskie parafie stały się podstawą akcji rekrutacyjnej do Armii Polskiej. W listopadzie 1917 r. gotowość do wstąpienia do Armii Polskiej we Francji zgłosiło 35 395 osób. Prezydent Wilson ulegając presji Polonii, 8 stycznia 1918 r. sformułował czternastopunktową rezolucję, w której trzynasty punkt programu pokojowego poświęcił Polsce, stwierdzając, iż: "ma być utworzone niepodległe państwo polskie z wolnym dostępem do morza".
In the dissertation entitled "Communication determinants of organizational changes in Polish political parties at the turn of the century" the author has made a detailed analysis of the relationship between the political communication and the internal organization of Polish political parties. The dynamic technological development made a progress in manners and forms of communication. Making new perspectives and opportunities in making interactions, including through inventing and popularization of the Internet, have been reflected in the world of politics. Using the knowledge of Polish and foreign scientists it is important to emphasize that, on the one hand, a decrease of identification with political parties and, on the other hand, an increase of professionalization of political activities run by the management of political parties have occurred in the reality at the turn of the century. The main purpose of modern political parties is their organizational survival and development. The essence of the political activity is to establish interactions with voters in order to identify their opinions, adjust them to their own election program and shape their previous preferences. Combining together theses two conclusions, it should be noted that political communication allows constructing tools and methods by means of which political parties can be well managed, which ensures their survival and development. The dissertation consists of fiver chapters. In the first chapter the author has analysed the functioning of the democratic system, in which all considerations collected in the dissertation have been embedded. The considerations have been, however, adapted to the overall context of the dissertation. In the second chapter the author has considered the issues concerning the evolutionary character of political parties. It is also important to emphasize that the considerations are focused only on political parties at the turn of the century. The third chapter discusses the issues presented in the second chapter, but in a detailed way. It contains the key management conceptions for political parties which according to the author are important to be implemented in parties whose main purpose is long-term survival and development. The fourth chapter includes the issues associated with the political communication. In the last chapter the author has collected the whole empirical knowledge gained during the interviews with the main politicians from Polish political parties. The interviews gain an insight into managerial processes in seven Polish parties: 1. Platforma Obywatelska RP; 2. Prawo i Sprawiedliwość; 3. Polskie Stronnictwo Ludowe; 4. Ruch Kukiz'15; 5. Sojusz Lewicy Demokratycznej; 6. Twój Ruch; 7. Nowoczesna Ryszarda Petru. The last chapter contains fifteen individual interviews. There were two criteria regarding the process of selecting the respondents. The first factor was their knowledge about managerial and communication processes in political parties they are associated with. The second fact was their experience gained during their political activity. The main purpose of these two criteria was to come to the representative conclusions for political parties as a whole organization, not only for their regional branches. Every interview had a detailed scenario which influenced on a scope and quantity of gathered information. The average interview lasted two and a half hours. During this time the author of the dissertation gained from ten to thirty one pages of the detailed information. To achieve the dissertation's purposes mentioned in previous paragraphs, the author has presented a series of hypotheses: 1. The most effective shaping of the development of countries and societies as well as skilful managing of public resources is achieved if political parties are well managed, in particular by conducting an effective human resources policy, which means the ability to recruit qualified supporters and members who are able to construct an election program ensuring long-term survival and development, skilful fundraising for statutory purposes and creating a strategy of development for a political party perceived as an organization which exists in the changing and rivalry environment; 2. Political parties whose main purpose is to perform public functions must construct an election program that is the most suited to the needs and expectations of potential voters. The election program needs also to be presented in the most preferred form for potential voters. The election program must be more convincing than the offers presented by other political parties; 3. In the political rivalry at the turn of the century political parties need to pick up the potential and skills indispensable in the process of shaping electoral preferences. The possibility of influencing on the decision making process in the country is associated with the proper selection of the communication tools and methods; 4. The good management of political parties is associated with an organizational structure which allows establishing interactions between politicians and voters, which makes it possible to create political programmes suited to the most preferred, from a political party's point of view, segments of the electorate, influence on electoral attitudes as well as construct a political offer more persuasive for a voter than the counterpart created by political rivals; 5. The main purpose of every political party, perceived as gaining influence on the decision making process, can be achieved only by creation effective communication methods and tools, which are the most important in political parties and can also have an influence on political party's organizational structure; 6. The level of the citizen's knowledge in the countries which adopted a representative democratic system is directly proportional to the level of the social and economic development in these countries. The progress of the representative democratic system is possible in most cases due to creation of effective communication methods and tools; 7. The political evolution of modern societies, among which is should be mentioned, the decreasing level of the permanent identification with political parties determines an evolution of organizational structures of political parties and ways of creating political processes. Nowadays the political communication is a factor which allows interpreting electoral preferences and adjusting all political activities to them; 8. The evolution of the modern societies leads to the evolution of ways of creating political processes, especially by their assimilation to the activity based on methods and forms known from the commercial market.
Po upadku komunizmu i zakończeniu zimnej wojny wydawało się, że świat na trwałe wchodzi w okres stabilizacji, pokoju i współpracy. Szybko jednak okazało się, że świat narastającej globalizacji ma różne oblicza, także negatywne, co rzutuje na prawie każdą sferę życia, także na bezpieczeństwo. Spadło co prawda zagrożenie nuklearne, ale pojawiły się nowe zagrożenia oraz nasiliły te, które przedtem przesłonięte były rywalizacją Wschód – Zachód. Chodzi głównie o konfl ikty etniczno- -religijne, kulturowe i cywilizacyjne, w tym rozlewające się konfl ikty wewnętrzne w państwach słabych i upadłych, proliferację broni masowego rażenia, niebezpieczne ambicje państw dyktatorskich. Ogromny wpływ na ład międzynarodowy i bezpieczeństwo miały zamachy 11 września 2001. Zmieniły one percepcję zagrożeń dla bezpieczeństwa. Terroryzm uznany został za największe zagrożenie dla bezpieczeństwa, a ogłoszona przez prezydenta Busha walka z terroryzmem doprowadziła Stany Zjednoczone i prawie cały Zachód do zaangażowania w dwie wojny: w Iraku i w Afganistanie. O ile interwencję w Afganistanie i obalenie reżimu Talibów można uznać za swoiste prawo do samoobrony Stanów Zjednoczonych (a właściwie po uruchomieniu art. 5 traktatu waszyngtońskiego za sprawę całego NATO), bo Al-Kaida, która była organizatorem zamachów 11 września, za przyzwoleniem tego reżimu była na stałe zainstalowana w tym kraju, to już interwencja w Iraku miała wątpliwe podstawy prawne, a właściwie była ona jednostronną decyzją USA, podjętą mimo protestów połowy sojuszników NATO. To co nastąpiło potem, w ramach wojny z terroryzmem, przekształciło się w totalny chaos, przypominający wojnę domową, w Iraku obecnie wygasającą, w Afganistanie zaś, już w warunkach obecności tam Międzynarodowych Sił Wsparcia Bezpieczeństwa (ISAF), coraz bardziej nasilającą się. W ostatnich dwóch latach warunki bezpieczeństwa w Afganistanie, za które w praktyce, w ramach ISAF, odpowiedzialne jest NATO, gwałtownie się pogorszyły. Gwałtownie wzrosła liczba zamachów terrorystycznych, a talibowie odzyskują pozycje, kontrolując już prawie 40% obszaru Afganistanu. Sytuacja w Afganistanie i odpowiedzialność NATO za bezpieczeństwo tego kraju budzi ogromne zaniepokojenie przywódców państw natowskich oraz kierownictwa sojuszu. Staje się to również jednym z centralnych problemów nowej administracji waszyngtońskiej. Trwające już siedem lat i rosnące zaangażowanie NATO i sił koalicyjnych w Afganistanie, pionierskie w ramach misji out of area, mimo zaangażowania ok. 64 tysięcy żołnierzy, sprzętu i idących w miliardy dolarów kosztów operacji nie przynosi jak dotąd, oczekiwanych rezultatów. Dlatego też przygotowana i realizowana jest nowa strategia obecności USA i NATO w Afganistanie. Zaangażowanie NATO w Afganistanie często interpretowane jest jako swoisty test dla Sojuszu, jako wyraz rosnącej odpowiedzialności za bezpieczeństwo globalne, w tym za zwalczanie nowych zagrożeń, takich jak terroryzm, których eskalacja jest także ubocznym skutkiem globalizacji. Autor nie w pełni podziela te opinie, choć niewątpliwie obecność NATO w Afganistanie jest ważną i trudną próbą dla Sojuszu, w tym także dla Polski ze względu na rosnące zaangażowanie sił zbrojnych naszego kraju w tę operację. Sprawa udziału NATO jednak rzutuje na stan bezpieczeństwa międzynarodowego, eskaluje napięcia i budzi negatywne emocje cywilizacyjno-kulturowe, utrudnia walkę z terroryzmem, kładzie się cieniem na i tak niejasny obraz sytuacji na Bliskim i Środkowym Wschodzie. Na wiele spraw z zakresu bezpieczeństwa globalnego i regionalnego, w tym narodowego poszczególnych krajów (choćby USA), patrzy się przez pryzmat Afganistanu. ; When the cold war ended, after the collapse of communism and when fi nally the Soviet Union disintegrated, there was a widespread feeling through the world that at long last universal peace had descended on earth. The fear of war in which weapons of mass destruction would be used had vanished. Today's world is a vastly different place. It is a world of globalization, which has both good and bad sides. This inexorable process has extended the opportunities of worldwide interchange. But this same globalization process and associated technology have also brought major new threats and intensifi ed existing ones. The threats we face are seamless, running across the boundaries of defence, foreign affairs, domestic and social life. It has left nations and peoples ever more vulnerable to phenomena ranging from international crime and terrorism through to cyber-attacks, health pandemics, energy politics, resource shortages and fi nancial crisis. We are facing the problem of failed states, WMD proliferations, rough countries challenges. We all have to agree that it was a great impact of 9/11 terrorist hijackers and attacks on security. The perception of international security threats has changed. Terrorism has been recognized as the biggest threat for security. The war on terrorism, declared by George W. Bush, has engaged United States and almost the whole West in two wars: in Iraq and in Afghanistan. As far as Afghanistan case is concerned, one has to recognize the legitimacy of American intervention (as did the UN Security Council), as U.S. had the right to self-defence after Al-Qaeda attacks, operating from Afghan territory. In the case of intervention in Iraq there are far going doubts about its legitimacy. The result was not only the overthrow of both regimes, of Saddam Hussein in Iraq and Taliban in Afghanistan, but a real mess – if not a civil war – in Iraq. Today, after seven years, the security situation in Iraq has much improved, but in Afghanistan there is ongoing process of violence escalation. In the last years the conditions of security in Afghanistan, for keeping which responsible is ISAF (and practically NATO, being a core of ISAF), has dramatically deteriorated. The number of terrorist attacks has enormously increased and Taliban have regained the control over 40% of Afghan territory. The security situation in Afghanistan and NATO's responsibility for that is the reason of deep concern for both the leaders of NATO member states and Alliance itself. The new American administration has made the confl ict a policy priority. President Obama announced a new strategy for Afghanistan, including the decision to commit an additional 30 000 U.S. military forces to address the confl ict. NATO's engagement in Afghanistan is treated as a kind of test for Alliance and a confi rmation of NATO's rising responsibility for global security, opening new out of area alliance missions. It is also important for Poland, taking in consideration the rising number of Polish troops in Afghanistan. Many questions of global and regional [Middle East] security are treated in the framework of Afghanistan case. ; Многие считали, что после падения коммунизма и окончания холодной войны, мир входит в период стабилизации, мира и сотрудничества. Однако вскоре ока- залось, что в эпоху глобализации мир имеет разные обличия, в том числе нега- тивные, что отражается почти на каждой сфере жизни, в том числе и на безопас- ности. Хотя и уменьшилась ядерная угроза, но появились новые угрозы, а также усилились те, которые ранее, в связи с соперничеством Востока и Запада, на- ходились на втором плане. Главным образом здесь необходимо иметь ввиду эт- ническо-религиозные, культурные и цивилизационные конфликты, в том числе, внутренние конфликты в слабых и распавшихся государствах, распространение оружия массового уничтожения, опасные шаги диктаторских государств. Огромное влияние на международный порядок и безопасность оказали террористические акты 11 сентября 2001 года. Они полностью изменили вос- приятие угроз безопасности. Терроризм был признан самой большой угрозой безопасности, а провозглашенная президентом Бушем война с терроризмом вовлекла Соединённые Штаты и почти весь Запад в ведение двух войн: в Ира- ке и в Афганистане. Если интервенцию в Афганистане и свержение режима та- либов еще можно признать своеобразным правом на самозащиту Соединённых Штатов (а имея ввиду 5 статью Вашингтонского договора делом всего НАТО), поскольку Аль-Каида, ответственная за организацию терактов 11 сентября, с согласия режима талибов имела постоянные базы в этой стране, то интер- венция в Ираке имела очень слабые юридические основания и в действитель- ности она была односторонним решением США, принятым вопреки протестам половины союзников НАТО. То, что произошло в рамках войны с терроризмом, позже превратилось в тотальный хаос, приведший к ослабевающей гражданс- кой войне в Ираке, и усиливающейся войне в Афганистане, происходящей в ус- ловиях присутствия там Международных сил содействия безопасности (ISAF). В последние два года безопасность в Афганистане, за которую в действитель- ности в рамках ISAF, несет ответственность НАТО, сильно ухудшилась. Возрос- ло количество террористических актов, а талибы контролируют уже почти 40% территории Афганистана. Ситуация в Афганистане и ответственность НАТО за безопасность этой стра- ны, вызывает огромное беспокойство глав государств членов НАТО, руководс- тва союза, а также становиться одной из главных проблем новой вашингтон- ской администрации. Продолжающееся уже семь лет и растущее присутствие НАТО и коалиционных сил в Афганистане, не взирая на контингент численностью около 64 тысяч солдат, современную технику и исчисляющуюся в миллиар- дах долларов стоимость операции, пока не принесло ожидаемых результатов. В связи с чем, подготавливается и реализуется новая стратегия присутствия США и НАТО в Афганистане. Действия НАТО в Афганистане часто интерпретированы как своеобразный тест для союза, как проявление растущей ответственности за глобальную бе- зопасность, в том числе за борьбу с новыми угрозами, такими как терроризм, эскалация которого в какой-то степени является побочным следствием глоба- лизации. Автор не полностью разделяет такое мнение, хотя, несомненно, при- сутствие НАТО в Афганистане – это важное и тяжелое испытание для союза, в том числе также для Польши, ввиду возрастающего присутствия вооружён- ных сил Польши в этой операции. Вопрос участия в операции НАТО, хотим мы этого или нет, отражается на состоянии международной безопасности, вызыва- ет напряжения и отрицательные цивилизационно-культурные эмоции, затруд- няет борьбу с терроризмом, оказывает влияние на и так непростую ситуацию на Ближнем и Среднем Востоке. На многие вопросы в сфере глобальной и ре- гиональной безопасности, в том числе и национальной, отдельных стран (даже США), нужно смотреть сквозь призму Афганистана.
Tom Cyberbezpieczeństwo wyzwaniem XXI wieku jest opracowaniem, które wpisuje się w kontekst rozważań poświęconych wielorakim aspektom bezpieczeństwa w cyberprzestrzeni. Autorzy, którzy zostali zaproszeni do realizacji tego projektu, prezentują różne spojrzenia na tę problematykę. Pomysłodawcą pierwszego rozdziału – Główni aktorzy cyberprzestrzeni i ich działalność jest Tomasz Hoffman. Autor, piszący z perspektywy prawno-politologicznej, posiłkujący się dorobkiem nauk o bezpieczeństwie, koncentruje się na ukazaniu potencjalnych aktorów cyberprzestrzeni, ich działalności, a w tym również zachowań niezgodnych z prawem. Cyberbezpieczeństwo, zdaniem Hoffmana, jest nową dziedziną bezpieczeństwa narodowego, z którą nieodłącznie wiążą się takie wyzwania, jak cyberprzestępczość oraz cyberterroryzm. Drugi rozdział – Cyberbezpieczeństwo jako wyzwanie dla współczesnego państwa i społeczeństwa – wyszedł spod pióra Marka Górki. Badacz dokonał przeglądu aktualnego stanu bezpieczeństwa cybernetycznego w kontekście rozprzestrzeniania się zagrożeń pochodzących z cyberprzestrzeni, tworzonych przez organizacje państwowe oraz niepaństwowe. Górka stoi na stanowisku, że cyberprzestrzeń stała się podstawową cechą świata i stworzyła nową rzeczywistość dla prawie wszystkich krajów, co sprawia, że problemy z cyberprzestępczością oraz cyberbezpieczeństwem mają istotne, globalne znaczenie zarówno w wymiarze politycznym, jak i gospodarczym. Z przemyśleniami Górki koresponduje tekst Bogusława Węglińskiego – Cyberterroryści w cyfrowych czasach – profesjonalizacja i digitalizacja współczesnych organizacji terrorystycznych. Autor poddał analizie ewoluujące wraz z rozwojem technologii instrumentarium wykorzystywane przez grupy terrorystyczne, zwracając uwagę na Internet, który otworzył przed nimi nowe możliwości oddziaływania, a w tym także w sferze kreowania przekazu medialnego. W tekście zawarte są również dociekania dotyczące możliwości użycia przez terrorystów dronów. Nadmieńmy, że także czwarty rozdział Ataki cyberfizyczne a system bezpieczeństwa narodowego, którego autorem jest Bogusław Olszewski, wpisuje się w nurt wcześniejszych dociekań. W tej części tomu poruszone zostały sprawy związane z niepożądanym oddziaływaniem systemów cyberfizycznych na bezpieczeństwo otoczenia międzynarodowego. Zdaniem Olszewskiego, ich hybrydowy (cyfrowo-materialny) charakter sprawia, że wpływają nie tylko na logiczną warstwę cyberprzestrzeni, ale także na dziedzinę fizyczną. Umożliwiają m.in. destabilizację porządku wewnętrznego państwa, co w konsekwencji może prowadzić do destrukcyjnych zmian w szerszym, międzynarodowym kontekście. Stanowią zatem wielowymiarowe zagrożenie dla szeroko pojętego systemu bezpieczeństwa globalnego W rozdziale piątym, Marcin Adamczyk przedłożył tekst Cyberszpiegostwo w relacjach chińsko-amerykańskich w kontekście potencjalnej zmiany światowego hegemona. Opracowanie poświęcone jest działaniom Chińskiej Republiki Ludowej w cyberprzestrzeni, ukierunkowanych na nielegalne pozyskanie amerykańskich technologii wojskowych i cywilnych. Zdaniem autora, Państwo Środka jest aktualnie jedynym krajem, który obecnie mógłby rzucić wyzwanie dominacji Stanów Zjednoczonych. Dążenie do uzyskania statusu państwa hegemonicznego wymaga zatem od Pekinu zbudowania odpowiedniej koalicji wspierającej Chiny na arenie międzynarodowej, ale również zmniejszenia dystansu ekonomicznego, jaki dzieli to państwo od Waszyngtonu. Autorem kolejnego rozdziału jest Kamil Baraniuk, którzy przygotował tekst Zarys przemian instytucjonalnych rosyjskiego wywiadu radioelektronicznego. Baraniuk podkreśla, że współczesny wysoki stopień zinformatyzowania społeczeństw i powszechności korzystania z technologii informatycznych sprawia, iż dane o charakterze sygnałowym i elektromagnetycznym stanowią bardzo istotne źródło informacji dla wyspecjalizowanych instytucji, zajmujących się ich gromadzeniem oraz przetwarzaniem. W tym kontekście zarysowuje genezę i przekształcenia instytucjonalne wywiadu radioelektronicznego Federacji Rosyjskiej, a co za tym idzie wojskowe i cywilne instytucje zajmujące się tego rodzaju działalnością na przestrzeni ostatnich kilkudziesięciu lat, przy uwzględnieniu ich zadań, a także zmian personalnych w ich kierownictwie. Rozdział siódmy napisany został przez dwie autorki z Ukrainy. Tetiana W. Nagachevskaya i Lyudmila Frliksowa przygotowały rozważania zatytułowane Napriamky formuwannia miżnarodnoji konkurentospromożnosti IT-sektoru Ukrajiny. Zawierają one analizę stanu i osobliwości kształtowania się międzynarodowej konkurencyjności sektora IT na Ukrainie. Nagachevskaya i Frliksowa zaprezentowały pozycję ukraińskiego sektora IT rozpatrywaną w kontekście Networked Readiness Index, który mierzy skłonność do wykorzystywania przez kraje możliwości oferowanych przez technologie informacyjno-komunikacyjne. Ponadto, ukazały przewagę konkurencyjną i wady ukraińskich firm IT na rynkach międzynarodowych oraz kierunki wzrostu międzynarodowej konkurencyjności sektora informatycznego Ukrainy. Kolejne dwa rozdziały dotykają problematyki religijnej w cyberprzestrzeni. Autorem dociekań – Religijne i parareligijne grupy destrukcyjne: wyzwania cyberprzestrzeni – jest Wojciech Gajewski, który zwraca uwagę na sprawę penetrowania wirtualnej przestrzeni przez destrukcyjne grupy religijne. Jego zdaniem, stanowią one wzrastające zagrożenie nie tylko dla jej indywidualnych użytkowników, ale także zbiorowości społecznych. Religioznawca jest zwolennikiem podejmowania szeroko zakrojonych działań badawczych, edukacyjnych, a także prawnych, które wpłyną na ograniczenie negatywnych następstw ich aktywności w cyberprzestrzeni. Z kolei, Lucjan Klimsza przedłożył tekst Filozoficzne aspekty działania Internetu w kontekście zadań misyjnych Kościoła. Autor, który jest duchownym ewangelickim, zwraca uwagę na możliwości, jakie otwiera przed współczesnym chrześcijaństwem dostęp do przestrzeni cyfrowej. Klimsza wyraźnie zaznacza, że obecny Kościół musi być wspólnotą multimedialną, jednakże nie wirtualną, która jest oddalona od człowieka i jego realnej egzystencji. Autor, Internet postrzega zatem jako metamedium umożliwiające przekazywanie treści religijnych, które może być pomocne m.in. w spotkaniu i relacjach człowieka z człowiekiem oraz Boga z człowiekiem. Dziesiąty rozdziały Cyberbezpieczeństwo jako konstrukt w polskiej przestrzeni publicznej, będący rozważaniami o nachyleniu politologicznym, napisał Przemysław Mikiewicz. Tekst jest refleksją nad obecnością kategorii cyberbezpieczeństwa w polskiej przestrzeni publicznej, którą autor zawęził do opiniotwórczego oddziaływania centralnych instytucji państwowych oraz partii politycznych. Autor wskazuje, że pojęcie cyberbezpieczeństwa jest obecne w polskiej przestrzeni publicznej w różnym stopniu w dokumentach rządowych i w programach partii politycznych. Zdaniem Mikiewicza, występuje zasadnicza asymetria pomiędzy oboma typami dokumentów: dokumenty urzędowe poświęcają uwagę cyberbezpieczeństwu w znacznym stopniu, podczas gdy w dokumentach partyjnych kwestia ta jest jedynie wzmiankowana. Tak więc, cyberbezpieczeństwo jawi się jako rodzaj konstruktu, za pomocą którego kreowany jest obraz świata pełnego nienamacalnych niebezpieczeństw, do zwalczania których nieodzowne wydaje się publikowanie dokumentów pod postacią kolejnych doktryn i strategii walki z zagrożeniami w cyberprzrestrzeni. W nurt rozważań politologicznych wpisują się także dwa kolejne teksty. Autorem pierwszego jest Grzegorz Tokarz, którego dociekania zostały zatytułowane Internet jako instrument nawoływania do przemocy – przykład organizacji "Krew i Honor" Polska. Tekst przybliża działalność polskiej sekcji neonazistowskiej organizacji "Krew i Honor", a w tym zawartość jej strony internetowej, która jest istotnym narzędziem w propagowaniu idei tego środowiska, jak również źródłem informacji o osobach oraz instytucji uznawanych za zdrajców "białej rasy". Drugi tekst, który zarazem kończy niniejszy tom przygotował Mariusz Kozerski. W rozdziale Dawne afery polityczne ze współczesnej perspektywy: przykład sprawy Barschela/Pffeifera analizowana jest rola, jaką media odgrywają w nagłaśnianiu afer politycznych. Autor poddał oglądowi wydarzenia, które rozegrały się w latach 80 XX wieku, w północnoniemieckim landzie Szlezwik-Holsztyn, a w których ważną rolę odegrał opiniotwórczy tygodnik "Der Spiegel". Dodajmy, że Kozerski podejmuje się również próby odpowiedzi na pytanie, w jaki sposób afera kilońska mogłaby przebiegać współcześnie, w kontekście potencjału informacyjnego/opiniotwórczego, którym charakteryzuje się globalna sieć komputerowa. ; "Cybersecurity as the challenge of the XXI century" is a collection of considerations dedicated to various aspects of security in cyberspace. Authors, who have been invited to this project, present different views on this subject. An author of the first chapter, "The main actors of cyberspace and their activities", is Tomasz Hoffman. Writing from a legal and political perspective, including the achievements of security sciences, he tries to present potential actors of cyberspace, and their activities, including behaviors against the law. Cybersecurity, according to Hoffman, is a new element of national security and is related to challenges, such as cybercrime and cyberterrorism. The second chapter, "Cybersecurity as a challenge for modern countries and societies", has been written by Marek Górka. The researcher has reviewed the current situation of the cybersecurity in the context of the spread of dangers in cyberspace, created by government and non-government organizations. Górka states that cyberspace has become a basic feature of the world and has created a new reality for almost all countries, what caused that the problems with cybercrime and cybersecurity became significant in both, the political and the economic aspect. A text, which corresponds to the Górka's thoughts, is the text "Cyberterrorists in digital times - professionalization and digitalization of modern terrorist organizations" by Bogusław Węgliński. The author has analyzed the instruments used by terrorist groups. The instruments which have been evolving along with the development of technology. The most important of them is the Internet, which has opened new opportunities for terrorists, including digital communicating. The text also includes aspects of the usage of drones by terrorists. The fourth chapter, "Cyber-physical attacks and the national security system", by Bogusław Olszewski, is also related to the previously mentioned issues. This part of the book deals with matters of the undesirable impact of cyber-physical systems on the safety of the international environment. According to Olszewski, their hybrid (digital-material) character causes that they affect not only the logical aspect of cyberspace but also the physical one. They enable destabilization of the internal structure of countries, what can lead to destructive changes in the wider, international context. They are a multifaceted danger to the broadly understood system of the global security. In the fifth chapter, Marcin Adamczyk has presented a text titled "Cyberspying in Chinese-American relations, in the context of the potential change of the world hegemon". The study is dedicated to the activities of the People's Republic of China in cyberspace, taken to acquire American military and civil technologies. The author claims that China is currently the only country that could challenge the global domination of the United States. However, to obtain the status of the hegemonic state, Beijing would need to build a solid coalition, supporting China on the international arena, but also reduce the economic distance between Beijing and Washington. An author of the next chapter is Kamil Baraniuk, who has prepared a text titled "Outline of the institutional changes in the Russian radio-electronic intelligence". Baraniuk emphasizes that the high level of computerization of societies and the common use of information technologies makes the signal and electromagnetic data a very important source of information for specialized institutions dealing with information collection and processing. In this context the author outlines the genesis and the institutional transformation of the Russian radio-electronic intelligence, as well as the military and civil institutions dealing with this kind of activities over the last decades, analyzing their tasks and personnel changes in their management. The seventh chapter has been written by two authors from Ukraine. Tetiana W. Nagachevskaya and Lyudmila Frliksowa prepared a text "Napryamky formuvannya mizhnarodnoyi konkurentospromozhnosti IT-sector Ukrayiny". This text contains an analysis of the current situation and peculiarities in the shaping of the international competitiveness of the IT sector in Ukraine. Nagachevskaya and Frliksowa have presented the position of the Ukrainian IT sector, considered in the context of the Networked Readiness Index, which measures the tendency of different countries to use the opportunities offered by informational and communicational technology. In addition, they have shown competitive advantages and disadvantages of Ukrainian IT companies on international markets, and directions of growth of the international competitiveness of the IT sector in Ukraine. Next two chapters have been related to religious issues in cyberspace. "Religious and pseudoreligious destructive groups: the challenges of cyberspace" has been written by Wojciech Gajewski, who pays attention to the matter of penetrating of the virtual space by various destructive religious groups. In his opinion, they become increasing dangers not only for individual users of the cyberspace but also for entire social groups. The religious scholar is a supporter of extensive research, educational and even legal activities, that suppose to reduce the negative consequences of the sectarian activity in cyberspace. Next author, Lucjan Klimsza, has presented a text "Philosophical aspects of the Internet in the context of missionary tasks of the Church". Klimsza, who is a Protestant pastor, pays attention to the possibilities that the access to the digital space opens to contemporary Christianity. He clearly states that the current Church must be a multimedia, but not a virtual community, distant from a man and his real existence. The author sees the Internet as a meta-medium enabling the transmission of religious content, which may be helpful in cognition and relationship between man and God, as well as between man and man. Tenth chapter, "Cybersecurity as a construct in the Polish public space", has been written by Przemysław Mikiewicz from a political perspective. The text is a reflection of the presence of the cybersecurity in Polish public space, which has been specified by the author as the opinion-making influence of the central government institutions and political parties. The author indicates that the concept of the cybersecurity is present in the Polish public space in government documents and programs of political parties. According to Mikiewicz, there is a fundamental asymmetry between these two types: government documents pay a lot of attention to cybersecurity, programs of political parties, however, only mention about the issue. Finally, cybersecurity appears as a kind of a construct used to create an image of the modern world, full of immaterial dangers, which might be eliminated only by publication of new doctrines and strategies, created to combat dangers in cyberspace. The political aspect of the cybersecurity issue is present also in the next two texts. An author of the first one is Grzegorz Tokarz, whose section has been titled "The Internet as an instrument to incite violence - an example of Poland". The text introduces activities of the Polish section of this neo- Nazi organization, including the content of its website, which is an important tool, used to promote the ideas of this environment, as well as a source of information about people and institutions considered to be the traitors of the "white race". The second text, which also ends this book, has been prepared by Mariusz Kozerski. In this chapter, titled "Former political scandals from a modern perspective: an example of the Barschel/Pffeifer case", the analyzed issue is the role played by media to publicize political scandals. The author has reviewed incidents that took place in the 1980s, in the German land of Schleswig-Holstein. A significant role in those happenings was played by "Der Spiegel", an opinion-forming weekly magazine. Let's add that Kozerski also tries to answer the question of how that, socalled "Kiel scandal" could look like if it happened today, in the context of the contemporary informational/opinion-forming potential, which characterizes the global computer network.
Poland towards Russia between 1992 and 2015 and outline their specifics. The author attempted at a synthesis of major manifestations of Polish-Russian cooperation and most sticking points in the intergovernmental (international) relations during that period. An important objective was to show the sources and examples of a divergence of interests, and point to the goals, which were based on these premises, established by the foreign policy-makers in Poland and Russia and pursued in mutual relations and international affairs. Between 1992 and 2015, in Poland's foreign policy towards the East and national security policy, the relations with Russia and the Ukraine were of utmost importance. On the economic level, considering the volume of mutual trade turnover, Poland's main partner in the East was the Russian Federation, whereas on the political level, the Ukraine was seen as a strategic partner. Along with the Ukraine, Russia played a key role in Poland's security policy in the discussed period. It should be emphasized that Polish-Russian and Polish-Ukrainian relations were very closely linked, and so was Poland's policy towards Russia and the Ukraine. In Poland's foreign policy towards Russia, or in broader terms, in Polish-Russian relations between 1992 and 2015, seven stages can be distinguished; each having their own characteristic. Despite some new specifics in each particular stage, they all shared an element of continuity. The constant theme was a great divergence of interests between Poland and Russia, particularly with regard to the European security system, and the role of NATO in shaping this security, as well as further stages of the alliance's enlargement, especially by countries of the post-Soviet area; energy security and Poland's strive for diversification of fuels supplies faced with Russia's actions aimed at the diversification of routes of sending its gas and crude oil to Western Europe bypassing the Ukraine and Poland; a historic dispute, in which a thorough, satisfying for the Poles, explanation of the Katyn Forest massacre was particularly high on the agenda among other issues; opposing visions of building an order in Eastern Europe, and first and foremost, in the Ukraine. With the passing of time, especially after Poland's NATO and the EU accession, the future of Eastern European countries, particularly the Ukraine and Belarus, has become a fundamental issue in Polish-Russian relations. Both Russia and Poland treated Eastern European countries as a sort of a safety buffer. However, the two countries had entirely different visions of how this buffer ought to be shaped. The political leadership in Poland saw the strenghtening of national security in the strenghtening of the Ukrainian buffer through the Ukraine's membership in NATO and the EU, whereas for the political leadership in Russia, the strenghtening of national security through Ukrainian buffer meant preserving its outside NATO status, or incorporating it in the the security system built under the aegis of Russia on the area of CIS. A characteristic of the Polish-Russian relations in that period was a great imbalance to Poland's disadvantage, resulting from the differences in broadly understood physical potential of the two countries and, consequently, their international roles (Poland being a medium-size country situated in Central Europe and Russia being a superpower in Central Eurasia). The capacities of Poland to shape the situation in Eastern Europe on its own were incomparably lower than Russia's. Therefore, Poland was trying to make use of European and Euro-Atlantic multirateral structures, mainly through the Eastern Dimension realized by the EU and NATO, to have as much influence as possible, on the desired developments in Eastern Europe. The eastern policy under successive RP governments was characterized by their overrating, frequently, of their own capacities, lack of objectivity in assessment of the situation across our eastern border, and application of double standards, particularly in the policy towards Russia. Polish-Russian political relations throughout the post-Cold War period were critical, and improvements were relatively short-lasting. Not only Russia, but also Poland is to blame for such a state of events. The Polish side, due to historical reasons and imbalance of potential, expected Russia to take more initiative in coming to an agreement with Poland. However, it has to be admitted that in many activities undertaken by Poland with regard to European security, in particular Eastern European subregion, the interests of Russia were completly disregarded, although they did not have to be accepted fully. An example of this was Polish diplomacy in the second half of 2013 intended not to allow Russia to be included in the negotiations on the EU association agreement with the Ukraine about issues that had economic implications for Russia's interests. In their policy towards Russia, foreign policy-makers in Poland, forgot, all too often, or, were unwilling to remember, about the principle that in order to meet the security needs of one's own country, one should also consider the security needs of other countries, the neighbouring ones in the first place. Analyzing the policies under succesive III RP governments on European security and relations with the post-Soviet countries, it is hard to share the view prevailing in our country that Poland did its best to develop partnership and good neighbourly relations with Russia. Among politicians, publicists and the Polish society, there was a large group of people who took a stance, though it was not always formally articulated, that Poland has a right, or even a duty to remain hostile towards Russia. On the other hand, Russia should not act unfavourably towards Poland, regardless of Poland's anti-Russian policy, although, obviously, it was declared otherwise. One of the few stages showing a distinct improvement in Poland's policy towards Russia and a mutual willingness to normalize our political relations, was the one between 2008 and 2010, when an unsuccesful attempt was made at pragmatizing foreign policy towards Russia. Since the end of 2007, this new foreign policy, gradually encompassing other areas, led to a greater or lesser modification of the policy to date towards Russia, the Ukraine, Belarus and Georgia by basing it on the so-called positive realism. These new trends increased cooperation between Poland and Russia and, eventually, a considerable progress was achieved in normalizing our relations. Between 2008 and 2010, Polish policy towards the East not only changed in practice, it was also a conceptual change. The crash of the presidential plane at Smoleńsk (April 10th, 2010), in which 96 peple were killed, including President of RP Lech Kaczyński and His Spouse, was a major, if not primary reason why the normalization process (2008–2010) was seriously hampered to the point of a standstill between 2011 and 2013. The Smoleńsk air disaster, and conflicting stands over its causes in particular, exacerbated divisions in the Polish society and strenghtened reluctance, if not hostility, towards Russia. A large part of the Polish political class and society did not accept a version of an inadvertent air disaster (plane crash), whose causes, like not following correct procedures, lay on both Poles and Russians. The surveys conducted during the years following the Smoleńsk air disaster showed that over 30% of the Polish society were convinced that it had been an attempt on the life of the Polish delegation en route to a commemoration of the 70th anniversary of the Katyn Forrest massacre, and that the Russian government and secret services had been involved. After the Smoleńsk air disaster, foreign policy towards Russia and Polish-Russian relations became a ground for political struggle in our country. For many politicians and conservatist right-wing journalists, a demonstrated degree of anti-Russian sentiment became the main criterion of patriotism. In a large part of the Polish society, a belief was strenghtened that actions should be taken to weaken and isolate Russia, and to minimize, rather than increase cooperation between the two countries. This meant that internal conditions within our country, which could possibly motivate the foreign policy-makers to stop viewing Russia as the main threat and encourage a breakthrough in thinking about that issue, deteriorated markedly. Consequently, Polish-Russian relations between 2011 and 2013 remained in a state of deadlock. In the foreign policy of Poland between 1992 and 2015, Russia played the leading role. This, however, stemmed from Russia being perceived by the policy-makers as the main threat to our national security, not a recognized partner in pursuing this security. Throughout that period, in all successive stages of Polish security policy, Russia was regarded as the main threat. Each political leadership in Poland, especially since the mid 1990s, treated Russia in this way, and these were not merely anti-Russian declarations, but a guiding principle of the foreign policy. Behind it, was a conviction that Russian imperialism was timeless and Russia would never accept the sovereignty of Poland. It was an obvious reference to the classical Polish geopolitical thought about Russia posing main threats to our national security. During the crisis and conflict in eastern Ukraine, between 2014 and 2015, the foreign policymakers in Poland revived the stance of a military threat on the part of Russia. For the first time since the end of the Cold War, such loud voices were heard about a possible military attack on Poland. Unlike the earlier periods, when there was an informal presumption that Russia was a threat to the security of Poland, in 2014, for the first time, in III RP's security policy, Russia was formally pointed to as a direct military threat. It was articulated in official state documents, including Strategia Bezpieczeństwa Narodowego Rzeczypospolitej Polskiej from November, 2014, and in addresses delivered by the Polish government officials (for instance in exposé of Foreign Minister R. Sikorski and his follower G. Schetyna). The crisis and conflict in south-eastern Ukraine did not substantially change Poland's policy towards Russia. What did change between 2014 and 2015, however, was that much more emphasis than ever was placed on Russia being a threat to our national security, and there being a serious risk of a Russian direct invasion of Poland. During 2014 and 2015, the process of politicizing fear (policy of fear) of Russia was at its height. For Poland, a major outcome of the Ukrainian conflict and crisis was decreased national security and growing fears, among them the fear of Russian invasion, which does not mean that such a threat was real. During the years 2014 and 2015, Polish-Russian political relations at the highest level came almost to the point of being frozen. Important direct implications of the Ukrainian conflict for Poland's security were, apart from a growing fear of Russia, increased desires towards strenghtening its own defense capability, strenghtening NATO cohesion, increased involvement of NATO in our sub-region's security and closer bilateral Polish-American cooperation regarding military security. Resolving the conflict in eastern Ukraine as quickly as possible was in the interests of Poland. However, Polish diplomacy did not engage much in the conflict deescalation. They were very sceptical about the successive agreements aimed at ending the military operations negotiated within the frames of the so-called Normandy format (Mińsk I and Mińsk II). It seems that, considering the geopolitical situation in the Ukraine and divisions of the Ukrainian society, this country should remain a buffer state. Alternatively, coming out of this role should occur gradually, through a simultaneous Europeization of the Ukraine and Russia. Poland should not be interested in the "revolutionary" speeding up of the processes occuring in the Ukrainian society. Responsible politicians willing to serve the best interests of their nation should be aware of the limitations in pursuing even the most support worthy goals. The policy of every country, the foreign policy of Poland and the Ukraine included, should be founded on a realistic assessment of one's own capabilities so that aspirations would not outgrow the real possibilities of their attainment. Poland, aspiring to the role of the EU main expert in Russian and the post-Soviet area affairs, through insisting in the EU on the earliest possible Ukraine association with the EU, contributed in a way to the situation when the Ukraine had to choose between the EU and Russia. Polish politicians did not anticpate the negative outcomes of such acceleration for the Ukraine itself (including the loss of Crimea and strong separatist tendencies in the East of the Ukraine), as well as for Russian- Ukrainian relations and the security of Poland. Therefore, the firm support and involvement of the Polish political class in the so-called democratic revolution in the Ukraine during 2013 and 2014, can hardly be regarded as a succcess. Polish policy towards the East ended in yet another failure, which was shown as confirmation when Poland was not included in the talks aimed at resolving the Ukrainian crisis, which were held by officials from the Ukraine, Russia, Germany and France since the middle of 2014. The Ukrainian crisis and conflict was a turning point in Polish security policy and Polish-Russian relations. The Polish government officially began to treat Russia as the largest threat to the national and international security. A considerable part of the political elites in Poland did not see the threat in excessive dependence of Polish economy on Russian energy resources or other economic threats, but in a direct military attack. Generally speaking, it is unknown to what extent the Ukrainian crisis and conflict will, in the long run, have an impact on changes in Polish policy towards the East, particularly towards Russia and the Ukraine. It exposed the ineffectiveness of our foreign policy to date towards the East. In this context, a question arises: What will be mid- and long-term implications of the Ukrainian conflict for the modification or a radical alteration to Polish foreign policy towards the East? Another fundamental question pertains to Polish-Russian relations: What policy should Poland pursue towards Russia now and in the future? Will the foreign policy and security policy be directed, like in 2014 and 2015, at instransigence and confrontation, or will the normalization tendency prevail as regards Russia, and will the relations with the Ukraine be redefined? However, at the end of 2015, nothing implied that the foreign and security policy-makers intended to transform in any way the policy towards Russia and the Ukraine to date. It does not mean that changes will not be implemented in the years to come. It will be closely connected with the impact of the Ukrainian conflict on the modification of the policy of Germany and the entire European Union as well as the policy of the United States on the post-Soviet area. The crisis and conflict in eastern Ukraine strenghtened the legitimacy of argumentation that the main player in the post-Soviet area is Russia. None of the serious problems in this area can be resolved without the participation of Russia, and all the more, against Russia, which obviously, does not mean that the proponents of this stance overrate the capabilities of Russia in terms of shaping the closer and farther international environment. On this account, Polish policy will be hardly effective if at least some of Russia's interests in the post-Soviet area, especially in Eastern Europe, are taken into consideration, as was proven to date. Bearing in mind long-term consquences, the strategic conceptions of the Polish policy towards the East, should opt for the closest possible ties of Russia with political and economic structures of the EU and Euro-Atlantic structures (Europeization of Russia). This, in turn, should result in the evolution of the economic-political system of Russia into liberal democracy. The Ukrainian crisis and conflict classified the effectiveness of the Polish conception aimed at occidentalizing the Ukraine, Belarus and Moldova without simultaneously occidentalizing Russia. As was indicated by the proponents of this conception, its implementation assumed an inevitable cost such as a political conflict with Russia. The crisis and conflict in the Ukraine between 2014 and 2015 should be a good reason to change this stance. The biggest price for its implementation was paid by the Ukraininas themselves. Therefore, in the context of these experiences, Poland should suport not in opposition to Russia, but together with Russia, which does not imply that this process has to be fully synchronized. The direction of actions in this matter is of key importance. Despite the many contentious issues in Polish-Russian relations and different historical memory of Poles and Russians, in the long-term interests of Poland's security, lies implementing a cooperative and integrating, not a confrontational conception. For the normalization of Polish-Russian relations, it is essential that the successive governemnets of Poland and Russia should have a political will to a less confrontational approach towards disputable issues and resolve emerging problems in a compromising way, which is one of the "scarcest commodities" in the Polish-Russian relations. A compromise should not be treated as a failure, as is often believed, also by the Poles. It also requires changes in mutual perception. A true normalization of mutual relations between Poland and Russia will not be possible if the majority of political elites, media and society in both countries will see the other not even as a difficult partner of rival, but an enemy. The divergence of interests does not have to lead to hostility. The governing groups in Poland and Russia face a challenge in improving Polish-Russian relations. They can either attempt to broaden the area of common interests or to highlight the discrepancies and divergence of interests, and thus strenghten social attitudes prone to either cooperation or confrontation.
