International audience ; This article is a study of translation as a paradigmatic clue of the problematics that is presently debated within French contemporary thought, especially in its ethical current. The main theses Tiphaine Samoyault introduces in "Translation and Violence" (2020). The author, as the title of her work suggests, tries to demonstrate the active negativity part which is present in any translation. Thus she breaks away from most of the dominant discourses which are idyllic since they see in translation a gesture of hospitality, a way of meeting and exchanging with the other. Indeed according to her, there exists a negative part which is inherent to translation, since it means the appropriation of a foreign text, the suppression of its language and the deterritorialization, not only geographical, but also cultural and historical of the other. One must admit that this negativity has seldom been researched thoroughly in the scientific works on translation. The aim of this article will thus be to create a network of, and explain the main notions which Samoyault is leaning on to develop her thesis: antagonism and agonism in translation, différence and différend, linguistic hospitality, discursive ethics, the sensible turn in translation thought, and the ethics of non-translation. One will thus be lead to underline the political dimension which Samoyault's stands implies, intentionally. For in translation the solution of the clashes (of course in language, but also in the various, heterogenic views) remains as a goal that will always be out of reach and is always going away. There follows that a continuous and frantic quest of a consensus which would satisfy both sides is pure fancy. The aim of the article is to draw a map and set in perspective the theses Samoyault contends, as well as constituting a reading guide for a complex and demanding book as a concept. EN: The article considers the clustering trends in ukraine's tourism sector, aimed at a further rise of the tourism industry, overcoming its negative effects of the COVID-19 pandemic and achieving sustainable development. The need to create tourism clusters and other topics on the organization of tourism with state executive authorities as well as professional tourism associations on attracting investment and providing institutional and consulting assistance to small tourism enterprises is being investigated. The foreign experience was analyzed, as well as the distribution of tourist groups in Ukraine by tourist types in the period 2019-2020. Method: analysis and synthesis, systematization of materials, historical and logical, comparative, systemic and structural, which allowed to study the trends in the tourism industry. Conclusions. The grouping of the sphere of tourism in Ukraine must be developed under the close attention of the government, state and local authorities, public figures, civil society, companies, because it requires not only the containment of the pandemic, but also the development of forms of tourism competitiveness, investment in this industry, the provision of jobs for workers dismissed during the pandemic, the use of the most advanced innovative technologies for the development of creative tourism industries, which will help to get the industry out of the crisis. Se investiga la necesidad de crear agrupaciones turísticas y otros temas sobre la organización del turismo con las autoridades ejecutivas estatales, así como las asociaciones profesionales de turismo sobre la atracción de inversiones y la prestación de asistencia institucional y de consultoría a las pequeñas empresas turísticas. Se analizó la experiencia extranjera, así como la distribución de los grupos turísticos en Ucrania por tipos turísticos en el período 2019-2020. Método: análisis y síntesis, sistematización de materiales, histórico y lógico, comparativo, sistémico y estructural, que permitió estudiar las tendencias en la industria del turismo. Conclusiones. La agrupación de la esfera del turismo en Ucrania debe desarrollarse bajo la estrecha atención del gobierno, las autoridades estatales y locales, las figuras públicas, la sociedad civil, las empresas, porque requiere no solo la contención de la pandemia, sino también el desarrollo de formas de competitividad turística, la inversión en esta industria, la provisión de empleos para los trabajadores despedidos durante la pandemia, el uso de las tecnologías innovadoras más avanzadas para el desarrollo de las industrias de turismo creativo, que ayudará a sacar a la industria de la crisis.

The socio-political situation of the Jewish population of the southern districts of the Bessarabian province in the second half of the XIX and the beginning of the XX centuries is considered. Сiонiсти-соцiалiсти поширили свiй вплив на пiвдень Бессарабiї.Сiонiстська соцiалiстична робоча партiя публiкувала газету «Голос Єврейський» в Одесi та справила значний вплив на мiсцеве населення провiнцiї. У своїй програмi сiонiстськi соцiалiсти наполягали на необхiдностi визнати законнi права єврейського населення на формування нацiонального самоврядування, використання етнiчної мови в нацiональних школах, правових iнститутах i в суспiльному життi, збереження традицiйних норм єврейського закону i на встановлення традицiйних норм єврейського закону i про створення Всеросiйського єврейського нацiонального зiбрання.У статтi пiдсумовано, що соцiально-полiтичне становище єврейського населення на пiвднi Бессарабiї у другiй половинi XІX – на початку XX ст. стало класичним прикладом боротьби етнiчної меншини за виживання в iнонацiональному, iноконфессiональному i авторитарному оточеннi. Патрiархальний побут i консервативна полiтична свiдомiсть не дозволило суспiльству тверезо оцiнити суть «єврейського питання». А здiйснюване державною владою соцiально-етнiчне вiдчуження євреїв привело на початку XX ст. до зростання радикальної полiтичної свiдомостi. Чим нижче був рiвень iнтеграцiї в росiйську iмперську iдентичнiсть, тим значнiше був потенцiал опозицiйностi до iснуючого полiтичного режиму. Невдоволення цим явищем вилилося у спалахи етнофобiї у виглядi єврейських погромiв, що охопили регiон пiд час революцiї 1905-1907 рр.

In the late 19th – early 20th cc. the Russian imperial authorities were concerned with the fast expansion of the photography. As a result, the public administration undertook efforts to get the new technology under the censorship control. The aim of the article is to reveal the theory and practice of the governmental regulation of photography in the Rus-sian empire. Basing on the wide range of archival sources, the author uses traditional methods of the historical study to describe the photography censorship in Russia and employs the approach of microhistory to find out how the censorship affected the everyday life of professional and amateur photographers. The lack of the studies devoted to the relationship between the public authorities and photography in the Russian empire determines the scientific novelty of the paper.From the early 1860ties, both private persons who owned cameras and commercial photographic studios were placed under surveillance of the inspector of publishing facilities and bookstores. Professional photographers were obliged to put their names on all images they produced and keep an account of all their clients. Any photographic activity outside the studio required a special permission of the local authorities. Only members of the photographic societies were allowed to take pictures everywhere in Russia (with an exception of military objects and borderlands) having no certificate from the local governor's office. Taking and publishing pictures of the ruling dynasty members and their residences required a special permission as well. The censorship controlled sharing of the photographic reproductions of the fine art works. The paintings, which (from the censor's perspective) either propagated revolutionary and separatist ideas or threatened the reputation of the monar-chy and Orthodox Church, were prevented from exhibiting. The local authorities used to confiscate the photographic reproductions of such paintings. As far as erotic materials were banned com-pletely, the censors paid special attention to any photographic im-ages depicting nudity. The author comes to conclusion, that despite the regulations were strict, the whole system of the state control over the photography was rather ineffective. Having no single law defining benchmarks for evaluating the pictures or even a list of the images banned throughout an empire, the censors used to act selec-tively. Furthermore, in big cities, such as Kyiv, they were too busy to control dozens of photographic studios and amateur photographers. As a result, both photographers and local civil servants ig-nored most of the regulations. ; Le but de l'étude est d'examiner l'histoire de la formation de la réglementation de l'État du chiffre d'affaires des images photographiques dans l'Empire russe et d'identifier les caractéristiques de son application dans la pratique. The article examines the issues of modern military medicine in Ukraine as an independent state. The main milestones of national military medicine were drawn up, and the peculiarities of its reform were highlighted. The article also provides an analysis of measures to regulate and support the reform of military medicine. Taking into account the data obtained from a large number of archival sources and administrative materials, special attention was paid to the transformation of the management of state medical support of the Armed Forces of Ukraine. Some shortcomings in the reform of military medical education have been identified, and the main perspective directions of its development are shown. ; L'article examine les problèmes de la médecine militaire moderne en Ukraine en tant qu'état indépendant. Les principaux jalons de la médecine militaire nationale ont été élaborés et les particularités de sa réforme ont été mises en évidence. L'article fournit également une analyse des mesures visant à réglementer et soutenir la réforme de la médecine militaire. Prenant en compte les données obtenues à partir d'un grand nombre de sources d'archives et de documents administratifs, une attention particulière a été accordée à la transformation de la gestion du soutien médical de l'État des forces armées de l'Ukraine. Certaines insuffisances dans la réforme de l'enseignement médical militaire ont été identifiées, et les principales orientations de son développement sont indiquées. ; В статье рассматриваются вопросы современной военной медицины в Украине как самостоятельного государства.
