The author sets forth & comments on the provocative argument by Charles Tilly in Globalization Threatens Labor's Rights (1995). Tilly's argument focuses on the problems ensuing from the emergence of global economy. He claims that global capitalism represents a challenge to the importance of national states. Labor rights are protected at the level of national states; consequently, the process jeopardizing national states also threatens the rights they protect. The most intriguing part of Tilly's theory is the link between labor rights & democracy. He wants to show how the process of the democratization of the European national states went "hand in hand" with the struggle for labor rights. Workers were potential voters, & their movement insisted on democratization. Labor rights & democracy were linked during their rise & will be linked in their fall. The breakdown of labor rights is the first sign of the breakdown of the Western-type liberal democracies. The author shows how Tilly's exhortation hurts the postsocialist countries more than the functional Western-type national states. 8 References. Adapted from the source document.

The author outlines some of the major issues in Hannah Arendt's political thought significant for her understanding of the political. The pivotal point of Hannah Arendt's political thought is her renowned analysis of totalitarianism in which she demonstrates the originality of totalitarian governance & its radically antipolitical character. Using the work of Margaret Canovan as his starting point, the author gives an account of the critique of Marx & the tradition of political philosophy by Hannah Arendt in her research of totalitarianism. This criticism is based on the distinction among three human activities: labor, work, & action. By pointing out the nonpolitical character of labor & work, Arendt draws her fundamental political categories from action by means of which people confirm the plural character of their existence. In modern times, Arendt finds the genuinely political only in the short-lived episodes of revolutionary fervor during which some room is created for the free action of the individuals committed to the promotion of the "public cause." Particularly important in her political thought is the theory of the power of judgment as a link between thinking & action. Using Kant as her starting point, Arendt draws the power of judgment from the realm of the aesthetic & turns it into the key element of political action. In his conclusion, the author looks into the separation of the political from the state that Arendt is forced to make because of her own exigent concept of political freedom. Arendt embraces republican elitism that cannot be completely reconciled with the democratic elements of her political thought. 20 References. Adapted from the source document.

The paper looks into the justifiability of cirticisms levelled at the role of the World Bank. The meaning & guidelines of two major legal & economic reforms in Croatia are outlined: the changes in labour laws & the implementation of pension reform. The first part of the text deals with the role of deregulation policy, which has probably improved labour market flexibility, but also significantly increased job insecurity. The second part is devoted to the pension reform as an example of privatizing public service sector. The paper investigates the goals of the World Bank as well as the local reform participants. The final part of the paper offers brief conclusions. The main argument is that the described structural accommodations have been designed primarily with the criterion of economic efficiency in mind while the social aspects have been systematically overlooked. 2 Tables, 4 Figures, 47 References.
