U godini kada obilježavamo 250. obljetnicu hrvatskoga šumarstva, a u tijeku je 169. godina od utemeljenja Hrvatskoga šumarskoga društva i tiskanja 139. godišta našega znanstveno-stručnoga i staleškog glasila Šumarski list, interesantno je baciti pogled na tekstove iz prvih godišta tiskanja časopisa, pa i povući paralelu s današnjicom.Već u prvome godištu 1877 god. pozornost nam privlači članak Adolfa Danhelovskog "Predlozi o štednji drva u proizvadjanju francezkih duga", u kojemu kaže da se postupak proizvodnje neznatno poboljšao, "premda ova vrst robe zaslužuje, da se najvećom štednjom proizvadja, dočim su njoj namijenjeni najkrasniji hrastici". To mora raditi "vješt radnik", jer se inače može "mnogo drva potratiti …., a užje se duge imaju izradjivati od tanjih stabalah ili trupacah". Nastavno, preporuča se radi uštede sortirati trupce sukladno dužini i širini zadanih dimenzija dužica, a slijede ostale preporuke za uštedu. Povucimo sada paralelu s tadašnjim razmišljanjem i preporukama glede štednje i današnjim rasipanjem nacionalnog bogatstva, korištenjem "najkrasnijih hrastika", tako da netržišna cijena sortimenata omogućuje proizvodnju poluproizvoda, a ne visoko finaliziranih proizvoda s velikom dodanom vrijednošću i maksimalnom zaposlenošću. Najžalosnije je kada se furnirski sortiment kamuflira u pilanski prozvod za izvoz, čime se "izvoze" i radna mjesta za kojima plačemo. O tome smo detaljnije pisali u uvodniku ŠL br. 5-6/2012. "Odnos šumarstva i prerade drva". Stoga se ne slažemo s tvrdnjom resornog ministra izrečenoj u razgovoru poslije Konferencije za tisak o kojoj pišemo u rubrici Aktualno, da su potpisani netržišni ugovori s drvoprerađivačima spasili domaću preradu drva od inozemne konkurencije. Za nas je i dalje to način rasipanja nacionalnog bogatstva i trenutačni probitak za račun pojedinaca, a ne za opće dobro.Članak iz trećeg godišta, 1879. god. Alex. Nik. Schultz podnaslovom "Sedam glavnih točaka šumskoga gospodarstva i njihova teoretično-praktična uporaba" započinje motom: "Proizvadjanje najveće kvantitativne i kvalitativne množine drva na najmanjoj površini: i čim vrlije gospodarstvo". U članku navodi kako šumsko gospodarstvo dijeli djelatnosti na temeljne i pripomoćne. Temeljne su računarstvo i prirodoslovlje, a pomoćne: tehnologija, zakonodavstvo, državoznastvo, računovodstvo povijest i geografija. Razdioba praktičnih struka šumskog gospodarstva dijeli na: "gojenje šume, b) zaštita šume zajedno s šumskom stražom, c) šumska poraba za jedno sa šumskom tehnologijom, d) šumska procjena zajedno s uredbom obhodnje i obračunanjem vriednosti i e) šumska uprava i šumsko ravnateljstvo". Ako razmislimo o poanti i današnjem poštivanju mota članka, zaključujemo da se sugerira maksimalno moguće korištenje proizvodnosti pojedinog šumskog staništa, a njegova bi degradacija predstavljala katastrofu. Komentirajući spomenutih sedam točaka, ponajprije navodi da je prva i glavna točka upravljanja i rada "teoretično i praktično naobraženo gospodarstveno osoblje da se može šumom koristno i potrajno gospodariti". Pita se "kako može čovjek uobće, koji neima niti pojma o neophodno nuždnih znanosti, upravljati šumom s mnogimi njezinimi osebujnosti". Druga glavna točka je samostalno odgovorno vođenje gospodarstva "bez pohlepe za dobitkom". Treća točka govori ponajviše o načinima obnove sastojina – umjetnim načinom ili prirodnim pomlađivanjem. U četvrtoj točci bilježimo zaključak: "Pošteni šumar, koji znade računati, ne će nikada privoliti, da njegov gospodar, kada se u momentanoj novčanoj neprilici snadje, te bude prisiljen, uteći se šumi, postane žrtvom takvih švindlera i šumskih pustošnika, te će svu svoju duševnu snagu upotriebiti, da ono što se ne da izbjeći, ograniči bar na najmanji prostor i s obzirom na budućnost". Peta točka tiče se "šumske porabe zajedno sa šumskom tehnologijom i važnija je nego što se na prvi čas čini", a detaljnije obrazlažući zaključuje da joj treba posvetiti dužnu pozornost prateći razvoj i primjenu novih tehnologija. Šesta točka obuhvaća "šumsku taksaciju zajedno s uredjenjem obhodnje i vriednostnim obračunom", a sve spomenute točke međusobno se isprepleću i potrebno ih je ne razdvajati, "jer bez poznavanja jedne ne da se druga izvesti". O sedmoj točci "k šumskoj upravi i ravnateljstvu šuma" nema se što posebno reći kaže on, jer je uglavnom obuhvaćena u prethodnim točkama, ali zaključuje kako prema staroj poslovici "od glave riba smrdi, a preneseno na šumsku industriju: ne valja li ravnateljstvo, to ne valja ni cielo šumsko podčinjeno osoblje. To vriedi kod svake grane gospodarstva, a potvrdjuju to i nebrojeni dokazi u čovječjem družtvenom životu i u svih strukah". Na kraju mi zaključujemo ovaj tekst s porukom – usporedite sami!Uredništvo ; The 250th anniversary of Croatian forestry and the 169th year of the foundation of the Croatian Forestry Association and the publication of the 139th issue of the scientific-professional and specialist magazine Forestry Journal offer an ideal opportunity to look back at the texts published in the first issues and draw a parallel with present times. The very first volume from the year 1877 contains an interesting article by Adolf Danhelovski "Recommendations on saving wood in the production of French staves", which states that the production process has improved slightly "although this type of goods requires maximal saving in its production, since they are produced of the most beautiful oak trees". Work should be performed by a "skilful labourer", otherwise much of the wood "might go to waste". Narrower staves should be made of thinner trees or logs". Furthermore, logs should be classified according to the length and width of stave dimensions required. Other recommendations for saving follow. Let us draw a parallel with the present manner and recommendations related to saving and present squandering of national resources by using "the most beautiful oak forests", so that the non-market prices of the assortments allows the production of semi-finished goods and not high-quality products with a high added value and maximal employment. What is detrimental is the fact that veneer assortments are camouflaged into sawmill products intended for export; this also means "export" of working places which we sorely need. We discussed this in more detail in the Editorial of the Forestry Journal No. 5-6/2012, "The relationship between forestry and wood processing". This is why we do not agree with the words of the competent minister said after a Press conference, which we discuss in the column Current Affairs. The minister claimed that non-market contracts with wood processors had saved home wood processing from foreign competition. We continue to perceive this as a way of squandering national wealth for momentary gain of an individual and not for the benefit of the society as a whole. The article published in the third year of publication in 1879, written by Alex. Ni. Sshulz and entitled "Seven main points of forest management and their theoretical-practical use" starts with a motto: "Production of he highest quantitative and qualitative amount of wood in the smallest area: and the best management". According to the article, forest management activities are divided into basic and auxiliary. The basic activities are mathematics and natural sciences and the auxiliary ones are technology, law-making, political sciences, book keeping, history and geography. Practical parts of forest management are divided into "a) silviculture, b) forest protection together with forest surveillance, c) use of forests together with forest technology, d) forest inventory with rotation and calculation of value and e) forest administration and forest directorate". From the present standpoint, the motto of the article suggests maximum possible use of the productivity of a particular forest site, whose degradation would mean catastrophe. In his comment of the seven points that follow, the author stresses that the first and the main point of management and work lies in "highly educated management personnel who posses theoretical and practical knowledge for useful and sustainable management of forests". He asks himself: "How can a person who has absolutely no knowledge of the basic sciences manage such a highly complex system as a forest?" The second point is independent management devoid of "greed for profit". The third point is primarily concerned with stand regeneration methods - artificial or natural regeneration. The fourth point contains a conclusion: "An honest forester who knows how to calculate will never allow his master, who, if faced with financial problems and forced to exploit his forest, to become a victim of swindlers and forest exploiters, and will use all his spiritual strength to at least limit what is unavoidable to the smallest space with regard to the future". The fifth point refers to "use of forests together with forest technology, which is more important that might seem at first glance". In his detailed explanation, the author concludes that the development and application of new technologies should be given due importance. The sixth point comprises "forest taxation together with rotations and value calculation". All the above points are mutually intertwined and cannot be separated from one another, "since without knowing one it is impossible to perform another". In the author´s words, the seventh point concerning "forest administration and forest directorate" requires no comments because everything is contained in the previous points, but he concludes that, as the old proverb says, "the fish rots from the head down", or translated into forest industry: if the directorate is no good, then the entire subordinate personnel will be no good. U Hrvatskoj su nakon Drugoga svjetskog rata za prehranu i opskrbu ratnih zarobljenika i osoba osuđenih na lišenje slobode s prisilnim radom uvedeni i korišteni novčani bonovi. Za prehranu i opskrbu osuđenica u Zavodu za prisilni rad Požega bonovi su uvedeni najvjerojatnije 1946. (izdanje: Zavod za prisilni rad Požega), bonovi za prehranu i opskrbu osuđenika na prisilnom radu u Fužinama uvedeni su najvjerojatnije 1950. (izdanje: Narodna Republika Hrvatska Uprava osuđeničke radne snage "Hidroelektra" Fužine), a bonovi za prehranu i opskrbu osuđenika na prisilnom radu u Sisku uvedeni su najvjerojatnije 1951. Zatvorski/logorski bonovi u Hrvatskoj 1945.-1951. malo su poznati, iako su zanimljiv prilog poznavanju represivnoga sustava, a i novčarske povijesti u razdoblju "narodne demokracije" u Jugoslaviji. ; After the Second World War money coupons were introduced and used in Croatia for the food and supplies of war prisoners and persons deprived of freedom with forced labour. Coupons for the food and supplies of women prisoners in the Forced Labour Institution in Požega were probably introduced in 1946 (issued by the Požega Institution for Forced Labour), coupons for the food and supplies of prisoners sentenced to forced labour in Fužine were probably introduced in 1950 (issued by the People's Republic of Croatia, "Hidroelektra" Fužine Administration for Prisoners' Labour), and coupons for the food and supplies of prisoners sentenced to forced labour in Sisak were probably introduced in 1951 (issued by the Sisak-Predgrađe Administration for Prisoners' Labour). The prison/camp coupons in Croatia from 1945-1951 are not well known although they are an interesting aspect of knowledge about the repression system and monetary history in the period of the "peoples' democracy" in Yugoslavia.

Kao netipičan proizvod masovne kulture, popularna serija Zapadni svijet (Westworld, 2016. – ) suočava nas sa složenim distopijskim narativom oblikovanim oko niza političkih problema značajnih za suvremeno društvo. Donosi nam pastiš američke povijesti u vidu istoimenog zabavnog parka na temu Divljeg zapada, predstavljenog u obliku simulakruma (J. Baudrillard, G. Deleuze). Kao slika bez uzora, ovaj park koristi mrežu označitelja prošlosti da bi uspostavio prostor za ostvarenje fantazija svojih gostiju, komodificirajući ono imaginarno i za vlasnike parka time stvarajući višak vrijednosti. Unutar parka nalaze se svjesni androidi koji izvršavaju sav rad neophodan za neometano funkcioniranje parka, no njihova svijest i rad nisu prepoznati i prihvaćeni. Zbog toga što se u strukturnom smislu nalaze u robovskoj poziciji u odnosu na ljude, u ovom ćemo radu seriju čitati kao političku alegoriju o dijalektici gospodara i roba (Hegel), uspostavljenu u srcu hiperrealnosti koja nagovještava mogućnost ponovnog povratka realnog. Ta se mogućnost zasniva na pobuni androida. Moja će analiza pokazati da, zahvaljujući modelu samosvijesti koji zastupa, ova serije ne može ispuniti ono što nagovještava. ; As an atypical product of mass culture, the acclaimed series Westworld (2016­) presents us with a layered dystopian narrative formed around several political issues relevant to our contemporary society. It uses a pastiche of the American history, staged as the Wild West­themed amusement park, presented in the form of simulacrum (J. Baudrillard, G. Deleuze). As a reference with no referent, this park uses a network of historical signifiers to construct a space for the externalisation of fantasies of its clients, consequently commodifying the imaginary itself, and creating surplus value for its owners. Simultaneously, within its reach, conscious androids conduct all of the necessary labour for its unimpeded functioning, although their consciousness and labour are not recognised and accepted. Because they structurally occupy a position of slaves in relation to humans, I will analyse this series as a political allegory on the master­slave dialectics (Hegel) established in the very heart of hyperreality that suggests a possibility of the return of the real, based on the rebellion of the androids. I intend to show how, because of the model of consciousness it maintains, the series is unable to fulfil what it implies.

This contribution to the discussion about Dag Strpic's book Karl Marx and the Political Economy of Modernity focuses on the author's assessment that the weakening of US economic hegemony is questionable, especially with regard to the future prospects of capitalism (and its development), and prefers to speak of a "redesign" thereof. Accordingly, this article analyses in detail three aspects of capitalism redesign: the causal, the contingent and the functional aspects. Regarding causality, the partial redistribution of leading roles in world economy is caused by the introduction of new methods, from industrial and media technology to financial speculations and new wars -- which make profit-making possible. Regarding contingency, the shift in the centre provides opportunity for a small number of countries, such as China, India and Brazil, which are endowed with capitalist "talent" (in the sense of combining the policy of resource mobilization with elements of positive evaluation of labour in the local culture), to climb the ladder of successful development. The functional aspects indicate the favourable effects of the shift in the centre not only for newcomers to the club of the most developed, but also to the USA. The financialization of (primarily American) economy, along with giving over leadership to other industrial powers in many branches of industrial production, and in the rate of economic growth -- i.e. with a "new division of labour" in the centre -- gives to the US some sort of "aristocratic" status in the world of capitalism. Such a status is not incompatible with the cyclic process of capitalism development. Instead of a dialectical leap toward socialism, it rather aspires to a partial restoration of feudalism, as a global order of strong states in the centre and weak or apparent states on the margins. This, however, is not the worst possible ending of modern history. If a much more pronounced decline of US economic power in favour of the newcomers were to occur, this would probably strengthen the brutality of capitalism rather than weaken it. Provided that, in the EU, the trend of further decomposition of the welfare state is stopped, and the indispensable balance between the requirements of economic growth and of social solidarity and general well-being is restored, only a genuine and comprehensive "Europeanization" of the capitalist system could make possible the emergence of a global capitalism with a human face, and probably also of a world state which would provide for a balanced development of all parts of the world. U povijesnoj osnovi europskih integracija, kao i u fazi pristupanja svake nove članice, leži nada u bolje sutra, u gospodarski napredak države i pojedinca. U radu se istražuje u kojoj je mjeri siromaštvo poticaj migriranju radne snage u potrazi za kvalitetnijom i sigurnijom egzistencijom unutar EU-a. Materijalna dobra osobe, obitelji i države pretpostavka su ostvarenja ljudskih prava. U radu se istražuju podatci Eurostata o stanju u RH nakon petogodišnjeg članstva u EU-u. Budući da su migracije radne snage potaknute materijalnom oskudicom, na razini Europske unije neizbježno dolazi do relociranih obitelji, ali i imovine. Zbog nade u povratak i obiteljskih veza koje se održavaju ovisno o tradiciji i osjećaju pripadnosti nacionalnom identitetu, nesumnjivo dolazi do usporednih bračno-imovinskih ili partnerskih režima. Uredbama EU-a iz 2016. godine uspostavlja se mehanizam pojačane suradnje u imovinskim učincima braka i registriranih partnerstava. Istražuju se uzroci i nastoje se predvidjeti posljedice sve brojnijih transnacionalno relociranih obitelji. ; The history of European integrations, as well as the accession of each new member state, is based on the hope for a better future, the economic progress of the state and the individual. The paper examines the impact of poverty on labor migration. Citizens of the EU member states are in permanent search for a better quality of life and more secure existence within the EU borders. The material goods of a person, family, and state are a prerequisite for the realization of human rights.The paper compares EUROSTAT data after five years of Croatian membership in the EU. Migrations of labour within the EU caused by economic crisis inevitably result in relocated transnational families and their property . The hope of return to the home country and maintenance of family ties, which depends on tradition and sense of national identity inevitably leads to parallel matrimonial or registered partnership property regimes. Analitičko-interpretativnom metodom tekstova iz odabranih tiskovina obrađena je zagrebačka i jugoslavenska tekstilna industrija u razdoblju od 1959. do 1971./1972. godine. Zbog opsega i zahtjevnosti teme obuhvaćena je samo proizvodnja tekstila u metraži, koja je činila temelje i bila glavni proizvod tekstilne industrije šezdesetih godina. Suprotno uvriježenome mišljenju da su šezdesete u Jugoslaviji zlatno doba ekonomije, tekstilne industrije, mode i političkih sloboda, autorice upozoravaju na svakodnevne i strukturne probleme tekstilne industrije. ; In this paper, the authors examine the yard goods industry in Zagreb in the 1960s, in the context of the Yugoslav textile industry. Due to the complexity of the textile industry as a topic, the paper examines a longer period, from the late 1950s to the early 1970s, as it has been accepted in historiography. Using an analytical-interpretative method, qualitative and quantitative results have been obtained from newspapers and journals from 1959 to 1972. A chronological overview of the studied periodicals has shown more clearly the impressions of the political and economic events on the development and business of the textile industry. The influences of the so-called 'small reforms' of 1961, the economic reform of 1965, and the events of 1968 and the subsequent liberalisation process are noticeable. The difference between the first and second half of the 1960s is particularly prominent. The first half was characterised by the production of heavy woollen fabrics for making women's and men's tops, particularly coats. The textile industry was slow to adapt to the market through its reorganisations, i.e. attempts to merge, change product ranges, and switch from heavy to light, artificial fabrics. Simultaneously, there was a reorientation towards foreign markets, which had numerous problems related to the import of poor raw materials and finished fabrics as well as exports aimed at keeping labour costs low. Other significant problems were bonification and the trading of imported textiles on the black market. In the second half of the decade, following international trends, the focus was on producing textiles from artificial fabrics, which were easier to maintain, cheaper, and expressed new social trends, especially making the lives of employed women easier. In the 1965–1971 period, stronger demands to transition to a market-based business model are evident in the yard goods industry, but a strong influence of the state is also visible in various aspects: firstly, through ideology, as there was an effort to achieve full employment, develop industry and cities, which led to overemployment and employment that was not in line with the needs of the market; secondly, through direct interference in business activities via legislations, such as the regulations on compulsory export; thirdly, through the Yugoslav international policy of non-alignment, but maintaining simultaneous economic links with the West, which led to unequal relationships (forced import of large quantities of goods, much of them of poor quality, and cheap exports). Insufficient investment in modernisation, which was the result of income being diverted to salaries, led to a lack of competitiveness on the new consumer market. This paper concludes that, despite all modernisation and liberalisation processes, obsolete technology, an unqualified female workforce, and the lowest income among all industries were permanent problems of the yard goods industry from 1959 to 1971.

U radu se prikazuju rezultati istraživanja ustroja i djelovanja Izvršnog vijeća Sabora SRH u ustavnom razdoblju 1963-1974. Rad Izvršnog vijeća prati se kroz četiri mandatna razdoblja: četvrto 27. lipnja 1963.-11. svibnja 1967, peto 11. svibnja 1967.-9. svibnja 1969, šesto 9. svibnja 1969.-7. siječnja 1972. te sedmo 7. siječnja 1972.-8. svibnja 1974. Rezultati istraživanja temelje se na analizi arhivskog gradiva fondova Izvršno vijeće Sabora SRH 1953-1990. i Sabor SRH 1945-1982. u Hrvatskom državnom arhivu, te propisa i drugih akata objavljenih u službenim listovima. U radu se donosi sistematizirani pregled svih članova po mandatnim razdobljima, pregled propisima definirane nadležnosti i unutarnjeg ustroja te analiza obilježja i rezultata rada Izvršnog vijeća u promatranom razdoblju. ; The article presents Executive Council of Parliament of Socialist Republic of Croatia (1963-1974), as one of the central governing institutions, with special interest in its organization, functions and activity. The first chapter gives an overview of the provisions about constitution and procedure of members' election. Four mandate periods were established within which the activity of the Executive Council should be monitored: The fourth mandate from 27th June 1963 till 11th May 1967, the fifth mandate from 11th May 1967 till 9th May 1969, the sixth mandate from 9th May 1969 till 7th January 1972 and the seventh mandate from 7th January 1972 till 8th May 1974. The same chapter brings the list of all members organized according to mandates. The second chapter gives an overview of the functions defined in regulations. The next chapter gives an analysis of its organization, divided in four parts: guidance of Executive Council, working bodies (boards, commissions, workgroups), councils and committees, and administrative and professional service. The last chapter gives an analysis of the activity of Executive Council. It is concluded that the most of the activity concerns the discussion of questions related to economy and finances, organization of central Republic's institutions, republican and regional (local) governing bodies, as well as system of justice, security and home affairs. As well, follow questions related to education, science and culture, health care system and social policy, labour relations, foreign affairs and international relations.

U radu se istražuju ustroj i djelovanje Izvršnog vijeća Sabora NRH, republičkog izvršnog tijela vlasti, u razdoblju od njegova osnivanja Ustavnim zakonom NRH 1953. godine do donošenja novog Ustava SRH 1963. godine. U navedenom razdoblju rad Izvršnog vijeća prati se kroz tri mandatna razdoblja: prvo 6.2.-18.12.1953, drugo 18.12.1953.-10.4.1958. te treće mandatno razdoblje 10.4.1958.-27.6.1963. godine. Istraživanje se prvenstveno temelji na analizi arhivskoga gradiva fondova Izvršno vijeće Sabora SRH 1953-1990. i Sabor SRH 1945-1982. u Hrvatskom državnom arhivu te zakona, podzakonskih propisa i drugih akata objavljenih u službenim listovima (Narodne novine, Službeni list FNRJ). U prvom dijelu rada analiziraju se odredbe o postupku izbora Izvršnog vijeća te donosi pregled i popisi izabranih članova po mandatnim razdobljima. U nastavku rada naglasak je na definiranju poslova iz stručne nadležnosti, te pregledu organizacije i rekonstrukciji unutarnjeg ustroja Izvršnog vijeća (upravljanje Izvršnim vijećem, stručna tijela: odbori i komisije, administracija Izvršnog vijeća). U posljednjem poglavlju analiziraju se osnovna obilježja i rezultati rada Izvršnog vijeća u promatranom razdoblju, s posebnim osvrtom na rad u sjednicama, pripremanje prijedloga zakona, te donošenje podzakonskih propisa i drugih akata iz njegove nadležnosti. ; The article presents Executive Council of Parliament of the People's Republic of Croatia (1953-1963), as one of the central governing institutions, with special interest i n its organization, functions and activity. The first chapter gives an overview of the provisions about constitution and procedure of members' election. It was constituted by 15 to 30 members, elected from members of the Republican Chamber of the Parliament of the People's Republic of Croatia. Three mandate periods were established within which the activity of the Executive Council should be monitored: The first mandate from 6th February till 18th December 1953, the second mandate from 18th December 1953 till 10th April 1958 and the third mandate from 10th April 1958 till 27th June 1963. The same chapter brings the list of all members organized according to mandates. The second chapter gives an overview of the functions defined in regulations. According to the provisions of Constitutional Law from 1953, it is defined which functions has the Executive Council taken over from the authority of the abrogated Government of the People's Republic of Croatia and Presidium of the Parliament of the People's Republic of Croatia. Further analysis points that in period from 1953 to 1956 Executive Council was acting as executive-administrative body and from 1956 to 1963 primarily as executive-political body. In 1956, due to the reorganisation of the public administration, the majority of administrative functions until then under the jurisdiction of the Executive Council were transferred to the authority of the Republic's governing bodies. According to that, Executive Council acts primarily as executive-political body, under which authority is enforcement of general politics and measures, as well as adoption of acts and putting precise tasks to governing bodies for their accomplishment. The next chapter gives an analysis of its organization, divided in three parts: guidance of Executive Council, working bodies (boards and commissions) and administrative and professional service. The last chapter gives an analysis of the activity of Executive Council. It is concluded that the most of the activity concerns the discussion of questions, preparation of laws and adoption of acts related to economy and finances, organization of central Republic's institutions, republican and regional (local) governing bodies, as well as education, science and culture. Less activity concerned the discussion of questions, preparation of laws and adoption of acts related to other administrative fields, first of all, system of justice and home affairs, health care system and social policy, as well as labour relations.
