This historical essay describes Emperor Franz Joseph's visits to the Czech lands. Both the Monarch's image and the people's attitude to his stays in Bohemia and Moravia during his long reign (1848–1916) were prone to change. Following his coronation the young ruler dissolved the Constituent Assembly and returned Austria to Absolute Rule. His popularity declined sharply even though the Czechs supported the Habsburgs during the 1848/49 revolutionary uprising. He was welcomed in Bohemia after his wedding in 1854 but this was fuelled by the hope that the current harsh rule would grow more lenient. Once constitutional rule was reinstated, Czech politicians attempted to entice Franz Joseph to hold his coronation ceremony in Bohemia. In this they did not succeed. During the final decades of his rule the emperor acquired the benign image of an "Old Monarch" and this despite the fact that Czech attachment to the monarchy had weakened considerably over time. Nevertheless the Czech people sincerely liked their Emperor and his visits were always occasions for national celebration. During these visits the aged Monarch would address old war veterans and young children and these meticulously recorded conversations formed an integral part of his official cult.

Approximately 100 thousand men of Czech origin died during the wartime operations
in the years 1914 to 1918. The majority were aged between 23 and 35. The reproductive losses have
been estimated at another 610 thousand (550 thousand children that were never born due to the
absence of a man in the household and another 60 thousand civilian dead). In 1914 the population
in the Czech territories numbered 10 million 283 thousand, in 1919 this number decreased
to 9 million 921 thousand. The ratio of men to women decreased (in 1920 there were 92.5 men to
every 100 women). This imbalance in age frequency, a result of the low birth rate, had a long term
effect firstly on the number of marriages, then on the birth rate and eventually on the mortality
rate. These long term effects were evidently still present at the close of the 20th Century.

Der Autor teilt die Terrorszene in drei Grundkategorien auf: vom Staat gesponsorten Terrorismus, Terrorismus mit dem Ziel des Regierungsumsturzes im eigenen Land, und den von islamischen Gruppen verübten Terrorismus. Danach erörtert er die Frage nach den Kompetenzen einzelner US- Institutionen bei der Bekämpfung terroristischer Handlungen. Dabei weist er darauf hin, daß dieser Kampf unweigerlich einen gewissen Verlust an Freiheitsrechten der Bürger mit sich bringt. Ebenso verweist er auf die Notwendigkeit gemeinsamer internationaler Anstrengungen. Diese seien jedoch vorerst eher ein frommer Wunsch als die Realität, denn bezüglich der Methoden und Verfahren gegen Terroraktionen und -gGruppen gäbe es von Land zu Land erhebliche Unterschiede. In dem vorliegenden Teil II wird die zweite Etappe der Integrierung des tschechischen Staates in den westeuropäischen Zivilisationskreis behandelt - von dem Tod des Heiligen Wenzels (um 930) bis zum Tod von Karl IV. In diesem Zeitraum verzeichneten die böhmischen Länder außergewöhnliche wirtschaftliche und kulturelle Erfolge. Unter der Herrschaft des deutschen Kaisers und tschechischen Königs Karl IV umfaßte dann das Heilige Römische Reich außer dem Gebiet des heutigen Deutschlands große Teile fast aller angrenzenden Länder - und an der Spitze der damals größten Integrationsgruppierung stand der tschechische Staat. Der Autor führt es in erster Linie darauf zurück, daß die damalige tschechische Politik die Integrationsdoktrin des Hauses der Primisliden konsequent anwandte. Zudem waren es geographische und geopolitische Vorteile Böhmens, die das Land zu dem stärksten und stabilsten Bestandteil der Reichsintegration gemacht haben. (BIOst-Hrs)

Der amerikanische Ökonom verweist darauf, dass in den vergangenen vier Jahren sieben Länder (Mexiko, Argentinien, Thailand, Südkorea, Indonesien, Malaysia und Hongkong) mehrere Wirtschaftsrezessionen durchmachten, und zwar schlimmere als all jene, die die USA seit den 30er Jahren trafen. Die unmittelbare Ursache - eine schwere Erschütterung, die ein Wunder in ein Debakel verwandelte - stehe für ihn außer Frage: es war der weltumspannende Kapitalmarkt. Solange das Kapital frei fliesse, wären die Länder gegenüber spekulativen Attacken wehrlos. Folgerichtig stellt er die Frage, ob es nicht machbar sei, den internationalen Kapitalfluß einzuschränken. The ownership structure is one of the determining factors in the development of all agricultures; Croatia's is not an exception to this rule. In the long run, the ownership structure is undoubtedly going to determine the direction of the development of the market-oriented Croatian agriculture. The process of building the ownership structure appropriate to the market economy is neither simple not fast, let alone cheap. An overnight change in the ownership structure is neither possible nor prudent. The existing ownership structure of Croatian agriculture is the result of a century & a half long historical development. Socioeconomic & political factors exerted a strong influence on the process of the ownership structure's formation. Today Croatia has an "atomized" estate of only 2.9 hectares. A century ago the average size of estates was 8 hectares. This fragmentation is a direct result of the agrarian reform & colonization in the second Yugoslavia when the land maximum was reduced to 10 hectares. The existing -- very unfavorable structure -- should be in the transitional period gradually adapted to the family economy as the basis of future development, which will be market-oriented, cost-effective, & profitable. 3 Tables, 23 References. České kulturně-historické regiony ve vědomí svých obyvatel

The Czech Republic is comprised of different regions at the sub- national level. These are the historical lands of Bohemia, Moravia, & (part of) Silesia, small ethnographic regions, & administrative units. Their objective hierarchy derives from their former historical role, from their administrative function today, & their regional importance. In this article the authors attempt to describe the subjective hierarchy of these regions in the minds of their inhabitants, drawing on a survey of 1203 respondents from throughout the Czech Republic conducted in 2003 by the Centre for Public Opinion Research. The historical lands of Bohemia & Moravia are two regions whose existence Czechs recognize without question, while Silesia is in a weaker position & garners only two- thirds of the level of recognition accorded the other two historical lands. The cultural or ethnographic regions & the administrative units are on an approximately equal level, which is distinctively lower than that of the three Czech historical lands. More of these small regions are located in Moravia than in Bohemia or Silesia. The best known Czech regions are: Wallachia, Moravian Slovakia, Hana (all of which are in Moravia) & the Region of Khods (Bohemia). The best known region that is neither ethnographical nor one of the administrative units is the former industrial region of Ostrava.

Since mid 1991, in the context of structuring the ethnic relations & statuses in Bosnia & Herzegovina, a great attention is being devoted to the country's internal territorial division in accordance with the ethnic principle. The leadership of the three peoples in Bosnia & Herzegovina, appealing to the size of "their own" ethnic territories, formulated incompatible & extremely conflicting ethno-territorial demands. The Serbs claimed that two thirds of the country's territory should belong to them, the Croats demanded one third, & the Muslims/Bosniaks, being unable to articulate a project of a unitary state, demanded one half. After its initial involvement in the attempts to find a solution to the crisis in the country, at the beginning of February 1992, the international community supported a proposal for a federal arrangement where the federal units would be established according to the ethnic principle. However, since the international community rightly considered the existing demands as exaggerated, it tried to find an objective method to determine the size of the ethnic units in order to achieve a fair distribution of the country's territory. For that purpose, it used "the ethnic map" made on the basis of the numbers of each people in the existing administrative units -- counties (opcine). After the break out of the war (1992-95), the significance of that map would diminish in the subsequent peace plans & territorial division that accompanied them. Still, most of the experts interested in the problems of Bosnia & Herzegovina consider the mentioned map, thanks to its initial popularization by the international community, as an adequate basis for determining the size of the "ethnic units" according to which one should measure the ethno territorial divisions created by the war. Those views had their share of influence on the interethnic relation in the Bosnia & Herzegovina, on the internal geopolitical relations, & even on the aspect of international relations that was influenced by the war in Bosnia. The article claims that this map gives a wrong idea about the real size of the ethnic territories in the country. Thus, it was wrong to consider the map as an adequate "politically correct" basis in determining the ethno territorial units, & it is also wrong to use it as a standard by which one should measure the ethno territorial results of the war in Bosnia. Der Autor spricht sich nachdrücklich für die Einschränkung staatlicher Leistungen im Sozialbereich aus. Eine Reduzierung sei selbst im reichen Westen unumgänglich, umso mehr dann in einem verarmten Land wie der Tschechischen Republik. Das bestehende, vom Sozialismus vererbte Sozialsystem wäre weiterhin nur finanzierbar entweder aufgrund ständig wachsender Steuerbelastung der produktiv Tätigen, was sich auf diese stark demotivierend auswirken würde, oder aufgrund immer höheren Staatsverschuldung, die sich kein Land straflos leisten kann. Die unumgängliche Reform des Sozialstaates muß in Richtung auf eine verstärkte Teilnahme der Bürger bei der Lösung ihrer sozialen, darunter auch gesundheitlichen Probleme gehen, wobei der Staat hauptsächlich Hilfe zur Selbsthilfe zu leisten hat. Denn kein Staat kann sich erlauben, Sozialleistungen von abstrakten Menschenrechten anstatt von der realen Wirtschaftskraft abzuleiten. Als Fazit: Wer bei der gegenwärtigen Globalisierung bestehen will, der muß mit der Gleichmacherei und Nivellierung Schuß machen. (BIOst-Hrs)

Nach der einleitenden allgemeinen Charakteristik der gegenwärtigen wirtschaftlichen und politischen Lage Japans werden Grundelemente der japanischen Außenpolitik gegenüber dem asiatisch-pazifischen Raum analysiert. Die Aufmerksamkeit gilt dabei insbesondere den ökonomischen und den militärischen Aspekten dieser Politik. Im weitern wird nacheinander die japanische Außenpolitik gegenüber den USA, der Russischen Föderation, den ASEAN-Staaten, der Chinesischen Volksrepublik, der Korea-Halbinsel und schließlich den übrigen asiatischen Ländern erörtert. Um die in dem Titel deklarierte These zu begründen, nimmt der Verfasser einen Kontinent nach dem anderen unter die Lupe und führt schlagende Beispiele aus vielen Ländern an. Das "Gespenst der Korruption" hält er für eines der Nebenprodukte der Globalisierung. Die Korruptionsbekämpfung werde zu einem weiteren kalten Krieg für die Verteidigung der Demokratie führen, und dürfte die gleiche Anstrengungen wie die vorigen Kämpfe gegen den Nazismus und den Kommunismus erfordern.
