Der Beitrag folgt der These, dass Medienkunst als besonders technikaffine Kunstform als Seismograph zukünftiger Medien dienen kann. Deutlich gemacht wird dies am Beispiel des Projekts Electronic Café International (ECI), das 1992 anlässlich der documenta IX entstand, für das technologiebasierte Interaktivität kennzeichnend war und das zugleich an künstlerische Traditionen (Künstlercafé) wie auch konkrete Vorgängerprojekte angeknüpft hat (Electronic Café, Los Angeles 1984; Café Casino, Kassel 1987). Auf Basis meiner Recherchen im Medienkunstarchiv der Stiftung imai stellt der Beitrag das ECI und einige seiner Projekte vor. In seiner Gesamtkonzeption wird es als medienkünstlerische Positionen in den Blick genommen, die den Stand der Technik ausgelotet und auf der Basis der ISDN-Technologie interaktive Netz(werk)kunst betrieben hat, bevor das Internet zu deren Leitmedium wurde. So kann gezeigt werden, wie in der retrospektiv so bezeichneten Prä-Internet-Ära netz(werk)basierte Kunst realisiert wurde und wie in der Zeit des Medienumbruchs vom Analogen zum Digitalen zukünftige Medien imaginiert wurden.

It describes the creation of a "humanitarian marketplace," the development of humanitarian techniques in relation to the media, donors, and recipients, as well as the complex relationship between religious and secular elements.
Aus gewerkschaftlicher Sicht findet Zusammenarbeit im grenzüberschreitenden Rahmen von jeher unter dem Aspekt 'internationaler Solidarität' statt. Am Beispiel der gewerkschaftlichen Positionsbildung im Bereich der Dienstleistungsfreiheit untersucht der Artikel ihr Zustandekommen als einen sozialen Konstruktionsprozess. Der Fokus auf Organisationen aus Schweden, Polen und Ungarn sowie ihre Zusammenarbeit im Rahmen des Europäischen Gewerkschaftsbundes berücksichtigt mit der politökonomischen Heterogenität der Union die wichtigste Herausforderung gewerkschaftlicher Kooperation innerhalb der EU. Vor diesem Hintergrund gelangt der Artikel zu drei Befunden: Erstens stellt internationale Solidarität das Resultat mitunter konfliktiver Aushandlung über Möglichkeit und Notwendigkeit dar. Um Solidarität zu generieren, ist es notwendig, einen Deutungsrahmen ('Soziales Europa') zu etablieren. Als Resultat eines Aushandlungsprozesses kommt diesem Deutungsrahmen zweitens ein genuin politischer Charakter zu. Hier übertragen sich die bessere Ressourcenausstattung und der Etablierten-Status der westeuropäischen Vertreter in eine politische Dominanz gegenüber den Repräsentanten der neuen Mitgliedsländer. Eine deliberative Auseinandersetzung auf Augenhöhe erscheint vor diesem Hintergrund derzeit zwar als wünschenswert, jedoch unrealistisch. ; From a trade union perspective, cooperation in a cross-border context is often filed under the term 'international solidarity'. Drawing on the example of the trade union position on the freedom of services, this article considers solidarity as a process of social construction. Focusing on cooperation between organizations from Sweden, Poland and Hungary within the framework of the European trade union federation we consider how socioeconomic heterogeneity within the EU-28 generates challenges for trade union cooperation. Against this background, the article produces three findings: Firstly, international solidarity is the result of (conflictual) negotiations over its possibility and necessity. Hence, in order to generate solidarity, trade unions need to establish a meaningful framework of what a "Social Europe" represents. Secondly, as a consequence of such negotiations this framework possesses a genuinely political character. However, better access to resources and as well as having the benefit of an established status results in a dominance of Western European representatives. Thirdly, cooperation on a level playing field may currently appear desirable, but as of yet quite unrealistic.
Die Arbeit untersucht den Einfluss von Nichtregierungsorganisationen (NGOs)und Wissenschaftlicher Gemeinschaften auf Internationale Regime. Ausgehend vom Kooperationsproblem in einer anarchischen Staatenwelt wird der Leistungsbeitrag der beiden nichtstaatlichen Akteure auf das Zustandekommen von Kooperation analysiert und seine schwankende Rolle im Verlauf des Regimeprozesses untersucht. Das Fallbeispiel bildet dabei das internationale Klimaschutzregime, wobei der Untersuchungszeitraum von den ersten Anfängen der Thematisierung des Klimawandels bis hin zu der in Marrakesch erreichten Ausformulierung des Kyoto-Protokolls reicht. ; The thesis investigates the influence of non-governmental organizations (NGOs) and scientific communities on international regimes. Starting with the problem of cooperation in an anarchical world the thesis analyses the performance of the two non-state actors on achieving international cooperation and their varying role during the negotiation process. The case study focusses on the International Regime on Climate Change. The period of investigation starts with the beginning of the discussions on climate change and ends with the "Marrakesh Accords" which build the final point of the formulation of the "Kyoto Protocol".
Unter Queer Politics wird eine spezifische Form des politischen Aktivismus verstanden, bei dem eine kritische Auseinandersetzung mit gesellschaftlichen Konstruktionsprozessen von Geschlecht und Sexualität, die sozialen Folgen solcher Prozesse und ihre Einbindung in Macht- und Herrschaftsverhältnisse fokussiert werden. Queer Politics wurden insbesondere durch die Befreiungskämpfe der lesbischen und schwulen sowie der feministischen Bewegungen des 20. Jahrhunderts geprägt. Die Queer Theory bildet den wichtigsten theoretischen Hintergrund. Kritik wird vor allem hinsichtlich der Unschärfe des Begriffs queer, als auch queerer Identitätspolitiken formuliert.
The concept of character found its way into the study and discussion of leadership several years ago. Reasons for this emergence mentioned in the leadership literature ranged from corporate leadership scandals, such as the Enron, WorldCom, and Tyco debacles, the failures of many U.S. financial institutions, as well as ongoing concerns about the ethics of political leaders (Riggio, Zhu, Reina, & Maroosis, 2010). And there are other reasons, why character in leadership should not be neglected, neither in leadership research nor in practice. It co-determines the way leaders use their power (Bennis, 2007), their decision and actions while confronted with many ambiguous stimuli (Hambrick & Mason, 1984), the culture they create within their group of people they lead, serves as a role-model (not only) for ethical contexts, and may even affects the quality of the daily life of leaders' subordinates (Bennis, 2007). A view aspects of character can be found in different leadership concepts, amongst which are: Ethical Leadership (Brown & Treviño, 2006), Servant Leadership (Greenleaf, 1977), Authentic Leadership (George, 2003; Avolio & Gardner, 2005), Authentic Transformational Leadership (Bass & Steidlmeier, 1999), Spiritual Leadership (Fry, 2003), and Worthy Leadership (Thompson et al., 2008). However, until 2012 the systematic study of certain aspects of character—irrespective of any specific leadership concept—was still very rare. An exception was a study by Palanski and Yammarino (2011), which examined the effect of behavioral integrity on follower job performance. Given the wide-ranging gaps in this field of research, the present doctoral thesis addresses (1) the impact of various aspects of leaders' character on followers' attitudes and behavior towards their leader and work, (2) the moderating role of subordinates' personality regarding these relationships, (3) the incremental impact of these aspects above and beyond well-known leadership concepts, and (4) the distinction of different aspects of character regarding their relation to various outcome variables, especially one of the most important in leadership—followers' trust. In Study 1, 626 participants took part in a scenario experiment, in which the impact of three aspects of leaders' character (integrity, humility/forgiveness, and interest/gratitude) on followers' perceptions of the leader's worthiness of being followed (WBF), followers' organizational citizenship behavior (OCB), and followers' voice behavior has been examined. In addition, the moderating effects of followers' personality traits (agreeableness, conscientiousness, and neuroticism) were explored. Data from 626 participants of a scenario experiment supported the impact of leaders' character as well as the moderating impact of followers' personalities. Results showed that integrity, humility/forgiveness, and also leaders' interest/gratitude have a large impact on WBF, and a moderate to large impact on voice behavior, as well a small to moderate effect on OCB. In addition, the impact of integrity on WBF was moderated by participants' conscientiousness, humility/forgiveness on WBF was moderated by subordinates' agreeableness and neuroticism, and the impact of interest/gratitude on OCB was moderated by subordinates' neuroticism. In Study 2, the additional impact of leaders' integrity and humility/forgiveness above and beyond the impact of transformational leadership was under examination. Therefore, first a scenario experiment (N = 347) was performed. The results showed that integrity, as well as humility/forgiveness explained additional variance in WBF and participants anticipated stress, above and beyond transformational leadership. In a second sample an online survey study with 110 participants was conducted, in which the additional impact of integrity and humility/forgiveness on WBF and employees' perceived stress above and beyond the impact of transformational leadership could again be found. Regarding employees' perception of stress, only humility/forgiveness could explain variance, neither transformational leadership nor leaders' integrity did. Relative importance analyses showed that integrity and transformational leadership were equally important as predictors for WBF, whereas humility/forgiveness in comparison, was only half as important. In Study 3, the distinct impact of integrity and humility on subordinates' cognitive and affective trust was examined. The first sample (N = 254) showed by means of structural equation modeling, that integrity was primarily related to cognitive trust, and humility on affective trust. The second sample (N = 196) were conducted in order to replicate the findings from the first study with some methodical improvements. Again, integrity was found to be primarily related to cognitive trust, and humility to affective trust, whereas cognitive trust mediated the relation between integrity and affective trust. In conclusion, this doctoral thesis makes an important contribution to research on the impact of leaders' character on followers' attitudes and behavior towards their leader and work. Moreover, the gained insights permit several implications, reminding us that leaders' character cannot be left out of the equation, neither in leadership research nor in practice.
Schulleitungen sind heutzutage weitaus mehr als Lehrkräfte mit zusätzlichen Verwaltungsaufgaben. Es wird von ihnen erwartet, Verantwortung in den Bereichen Management, Führung, Verwaltung und Personalentwicklung zu übernehmen, dabei jedoch auch weiterhin Lehrkräfte sowie Verwaltende zu sein. Doch existieren für diese zusätzlichen Tätigkeitsbereiche entsprechende Qualifizierungsmaßnahmen? In welcher Form und Verbindlichkeit findet in Deutschland eine Qualifizierung zur Schulleitung statt? Inwiefern unterscheidet sich eine Qualifizierung von Bundesland zu Bundesland? Diesen Aspekten geht dieser Beitrag auf Basis einer deutschlandweiten Analyse der maßgeblichen Gesetze, Vorschriften und Regularien nach. They are expected to be managers, school developers, leaders, and in addition also administrators and teachers. How are they qualified for this position? What forms of qualification exist and how obligatory are they? How does this differ between the Federal States of Germany? Der Klimawandel birgt globale Risiken. Dies ist weithin anerkannt. Umstritten ist die Frage, wie diesen Gefahren zu begegnen ist. 14 Jahre nach Kyoto ist klar: Klimapolitik ist Interessenpolitik. Das zeigte zuletzt die UN-Klimakonferenz 2011 in Durban mit ihren unverbindlichen Ergebnissen. In diesem Sammelband analysieren Experten Ursachen für das Scheitern der vergangenen Klima-Konferenzen und Konsequenzen für die künftige Klimapolitik. Insbesondere geht es um die Politik der Akteure China und Indien, um die Rolle der NGOs und die Klimafrage in der Entwicklungspolitik. Zugleich wird die deutsche Klimapolitik diskutiert und die Politik Brandenburgs von der verantwortlichen Ministerin vorgestellt.
Seit den 1990er Jahren nimmt die Bedeutung von Nichtregierungsorganisationen im Umweltvölkerrecht stetig zu. In Anbetracht der Vielzahl an grenzüberschreitenden Umweltproblemen, mit denen sich die Staatengemeinschaft konfrontiert sieht, erscheint eine Zunahme an Umweltschutz-NGOs geradezu als logische Konsequenz. Diese Arbeit hat sich zum Ziel gesetzt, die rechtlichen Grundlagen einer Beteiligung von Umwelt-NGOs, vorwiegend auf internationaler Ebene, darzustellen. Deshalb erfolgt zuerst eine Definition und Erklärung der essentialen Begriffe, um dann eine Kategorisierung von NGOs vorzunehmen. In einem nächsten Schritt werden zwei international agierende Umwelt-NGOs, Greenpeace und der WWF, ausführlich untersucht. Weiter folgt eine Analyse der Stellung von nichtstaatlichen Umweltschutzorganisationen im internationalen System der Vereinten Nationen (VN) und der Europäischen Union (EU). Abschließend wird die Rolle von NGOs bei der Entstehung und der Durchsetzung von internationalem Umweltrecht ermittelt, mit Fokus auf das Internationale Übereinkommen zur Regelung des Walfangs und auf das Übereinkommen über den Zugang zu Informationen, die Öffentlichkeitsbeteiligung an Entscheidungsverfahren und den Zugang zu Gerichten in Umweltangelegenheiten. Nach eingehender Untersuchung lässt sich feststellen, dass wichtige Sonderorganisationen der VN gesetzliche Grundlagen geschaffen haben, damit sich Umwelt-NGOs in dieses System einbringen können. Anders verhält es sich hingegen bei der EU, wo Umweltschutzorganisationen keinen formellen Zugang zu den Organen haben. Auch die Partizipationsmöglichkeiten von NGOs bei internationalen Umweltabkommen sind divergent. Diese sind abhängig vom jeweiligen Vertrag und der Phase in der versucht wird Einfluss zu nehmen. Abzuwarten bleibt, ob in Zukunft der Rechtsstatus von NGOs allgemein verbindlich verankert wird. ; Since the 1990s, the significance of environmental NGOs is steadily increasing. Due to the increase of global environmental challenges, affecting not only single countries but also the international community, this development seems logical. The aim of this thesis is to examine the legal basis of the participation of environmental NGOs with an international focus.Firstly, the author defines and explains essential notions in order to categorize NGOs. Secondly, the two cases of Greenpeace and WWF are analyzed, followed by the study of the legal status of non-state environmental organizations in the international systems of the United Nations (UN) and European Union (EU). Finally, the role of NGOs in the formation and implementation process of international environmental law is examined with the cases of the International Convention for the Regulation of Whaling and the Aarhus Convention. The analysis shows, that important organizations of the UN provide a legal basis for participation of environmental NGOs in the law-making and implementation processes. On the contrary in case of the EU, the findings show that environmental NGOs dont have formal access to the significant law-making institutions. In addition, the findings show that participation possibilities for NGOs in international environmental treaties are divergent and depend on the individual contract and the phase, in which NGOs want to have influence on the treaty. Wissenschaft und Politik müssen sich heute vielfachen, oft neuen Herausforderungen stellen: Zerfallende Staaten, Verteilungskonflikte, Terrorismus und Flüchtlingsströme sind nur einige Beispiele. Im vorliegenden Band zeichnen renommierte Experten und Expertinnen aus dem In- und Ausland ein Panorama der internationalen Sicherheitsherausforderungen des 21. Jahrhunderts. Unter besonderer Berücksichtigung der Rolle Deutschlands zeigen sie dabei strategische Ansätze auf, wie diese Herausforderungen effektiv und sinnvoll bewältigt werden können, und liefern so neue Impulse für die sicherheitspolitische Debatte in Deutschland.
In retrospect, significant parallels can be drawn between the International Year of Languages 2008, which was initiated by the United Nations General Assembly and was coordinated by UNESCO, and the European Year of Languages 2001, which was a joint initiative of the Council of Europe and the European Union. In both cases 'the Year' passed with little public notice, and ended with the insight that a shared interest in languages by no means goes hand in hand with common views on language policy. Moreover, the status in the education systems of mother tongues on the one hand and foreign languages or trans-regional linguae francae on the other was discussed intensely in both instances. Against the background of the current debate on the influence of international educational organisations on national educational systems and concepts, the present article asks whether UNESCO has a specific role to play in the area of language education, and what (eurocentrically determined) blindspots in language education concepts become visible when one looks beyond the borders of Europe.
Der Autor stellt verschiedene Tendenzen und Neuerungen in der internationalen Bildungsentwicklung Ende der 1980er/ Anfang der 1990er Jahre dar. Schwerpunkte sind die Länder Frankreich, Großbritannien und Spanien. Während im Falle von Frankreich einerseits einige Förderungsmaßnahmen in der Berufsbildung wie der "credit-formation individualisé" (CFT) und die Vorbereitung eines neuen Berufsbildungsgesetzes sowie Maßnahmen zur Bewältigung der Probleme der Hochschulkapazität (Erhöhung des Bildungshaushaltes, Regionalisierung der Hochschulen durch den Plan "Universités 2000") angesprochen werden, geht es im Falle von Großbritannien vor allem um die Reformvorschläge bezüglich der so genannten "Higher Education" und im Falle von Spanien um den Religionsunterricht an Schulen und die Durchführung eines neuen Hochschulzulassungstests.
