Strategic Leadership Competence - Konzeptualisierung und Erhebung einer Kernkompetenz von Führungskräften
Seit einigen Jahren führen gesellschaftliche und politische Veränderungen zu einer wachsenden Komplexität der wirtschaftlichen Rahmenbedingungen für Unternehmen. Dies führt zu einem erhöhten Bedarf an Strategie und damit zu einer steigenden Bedeutung von strategischer Führung in Unternehmen. Die Frage nach den individuellen Grundlagen und Voraussetzungen für gegenwärtigen und zukünftigen unternehmerischen Erfolg in einem solchen Umfeld ist das zentrale Thema dieser Forschungsarbeit. Zur Beantwortung selbiger wurden die Kernpunkte einer strategischen Führungskompetenz (Strategic Leadership Competence) detailliert ausgearbeitet. Vor dem Hintergrund eines ganzheitlich erarbeiteten Verständnisses von Kompetenzen wird ein Konstrukt strategischer Führungskompetenz entwickelt und in einem Modell, dem "Strategic Leadership Competence Wheel", operationalisiert. Die Grundlagen hierfür bilden sowohl eine ausführliche theoretische Literaturanalyse als auch eigene empirische Forschung. Dabei liegt der Fokus auf einer internationalen Interviewstudie, die im Rahmen der Grounded Theory und unter Nutzung eines Kontrastgruppendesigns dahingehend ausgewertet wurde, welche Kompetenzen erfolgreiche strategische Führungskräfte auszeichnen. Abschliessend lässt sich festhalten, dass das Forschungsprojekt und das in dessen Rahmen entwickelte Konstrukt einer strategischen Führungskompetenz zu diversen Diskussionen in den Forschungsfeldern Kompetenzen, Strategie und Leadership einen Beitrag leistet. Darüber hinaus wurde das Konstrukt in Form eines Kompetenzmodells, dem "Strategic Leadership Competence Wheel", detailliert ausgearbeitet, wobei neun Teilkompetenzen in den drei Kompetenzbereichen "Leading the Organization", "Leading Yourself" und "Leading People" definiert und mit Verhaltensindikatoren für unterschiedliche Ausprägungsstufen versehen worden sind. Leadership competences for the excellence of municipalities' strategic management
Specifics of leadership in municipalities is significantly influenced by the complexity of municipal management, which is happening in multi-layer administration environment, with various interested parties and administrative actors involved at the same time. Formalized strategic planning system in Lithuanian municipalities assures the implementation of governmental and regional strategies, however, certain inner strategic problems of the municipalities remain unsolved. The purpose of this article is to reveal the peculiarities of strategic management in Lithuanian municipalities and to define leadership competences in strategic management processes. Benchmarking, generalisation and synthesis are used as the research methods here. The model of leadership competences suggested by the authors can be used by Lithuanian municipalities seeking to establish more transparent selection of candidates for municipal posts, more objective evaluation of their activities, accurate identification of personnel professional development needs. The most important result of proper leadership application is more efficient and effective functioning of strategic planning processes at the municipal level as leadership enables filling in the gaps between formalized structures and procedures, it also opens new opportunities for strategic planning.

Obesity Stigma and Negative Perceptions of Political Leadership Competence

This study investigated whether the leadership competence of an overweight candidate is affected by exposure to weight-stigmatizing and nonstigmatizing messages. Participants read one of four messages—a weight stigma, a health stigma, a competence, or a stigma-reducing message. Fat phobia, weight controllability, partisanship, political activism, and voting behaviors were also measured. Weight controllability bias interacted with the weight stigma message to produce lower evaluations of political leadership competence. Weight controllability also correlated with higher levels of fat phobia regardless of message exposure. The evidence suggests making stigmatizing comments in print/online against a candidate based on a physical characteristic like large size negatively biases public perceptions of political leadership competence. This study of negative competence evaluation directed toward a real politician confirms the findings of earlier experimental studies with fictitious fat politicians.

Abstract
The article substantiates the need to form leadership competence among future teachers in the conditions of university education. The authors generalized and concretized the concept of "leadership competence" of the future teacher, defining it as a particular competence, namely the meta-competence. The research aimed to define the possible ways to form future teachers' leadership competence in mastering the educational program "Pedagogy and Psychology." The algorithm for future teachers' leadership competence development is suggested in the given article.
The confirmation of the accepted hypothesis is justified by the presented results of the study, which showed positive dynamics in the level of formation of the studied competence. The effectiveness of the consistent and purposeful formation of the future teacher's leadership competence in studying psychological and pedagogical disciplines and passing pedagogical practice has been proven.
GOVERNMENT LEADERSHIP COMPETENCE IN THE FORMULATION OF PROGRESSIVE PUBLIC POLICIES (Study of Regional Leadership in Bandar Lampung)
Public Policy is one of the keys to success in implementing governance and development, both at the national and local (regional) level. Progressive public policy will determine the direction of development policy in the future. Public policy is determined by many actors both government and non-government. However, government actors have a very dominant role. At the local level, the regional head becomes a barometer of how the quality of public policy is produced. This study intends to analyze the competence of regional heads in the formulation of progressive public policies in Bandar Lampung, especially in the field of infrastructure. The impact of leadership competences, organizational learning and organizational innovation on business performance

PurposeThis study aims to investigate the effects of leadership competences (cognitive, interpersonal, and results-oriented competences) on organizational learning, organizational innovation, and business performance.Design/methodology/approachData were collected from owners, chief executive officers, top and middle management teams, and other managers of tourism and hospitality firms in Vietnam. A total of 638 valid responses was collected and processed using PLS-SEM technique.FindingsThe findings revealed that only results-oriented competence exerted significant influences on business performance. Organizational learning was affected by all three leadership competences, while only cognitive and interpersonal competences positively affected organizational innovation. The relationships among organizational learning, organizational innovation, and business performance were also confirmed. Moreover, the findings emphasized the mediating roles of organizational learning and organizational innovation in the relationship between leadership competences and business performance. Organizational learning and organizational innovation also acted as a mediator in the relationship between cognitive competence and business performance.Practical implicationsThis study provided some suggestions for tourism and hospitality leaders in exhibiting appropriate leadership competences, strengthening organizational learning, and fostering organization innovation to enhance business performance.Originality/valueAlthough the topics of leadership competences, organizational learning, organization innovation, and business performance have received a great concern among worldwide academia, there is scarce research examining the relationships among these four phenomena together. This paper is among the first study that offers a comprehensive model of the relationships among these domains.
Formation of future teachers' strategic leadership competence in the process of Master's program training

Abstract
The article substantiates the need to form the strategic competence of future teachers in postgraduate education. The authors formulated the concept of "strategic leadership competence of a future teacher" and presented the components and indicators of the competence. The effectiveness of the curriculum "Pedagogical management and management in modern school" developed and implemented in the educational process in forming the competence of strategic leadership of a future teacher is proved. Confirmation is maintained by the presented results of the study, which showed positive dynamics in the level of the researched competence formation.
Effect of Leadership, Competence, Education and Training Style on the Performance of Civil Servants
The purpose of this study: 1) To find out the influence of leadership style, competence, education and training on the performance of the Civil Servants 142 / TTG in the City of Parepare. 2) Knowing among the variables that have a dominant influence on the performance of the Civil Servants 142 / TTG in the City of Parepare. This study uses primary data and secondary data. The study population was all Civil Servants at the 142 / TTG Military Command in the City of Parepare. The sample in this study were as many as 30 permanent employees using the census method because the population was limited. Data collection is done through interviews, questionnaires, and documentation. Data analysis method uses descriptive statistical analysis, inferential analysis with regression models using SPSS Prgoram version 20. The results showed that leadership style, competence, education and training had a positive and significant effect on the performance of 142 / TTG civil servants in the city of Parepare. Of the three independent variables used, the leadership variable has a dominant influence in improving the performance of civil servants 142 / TTG in the City of Parepare.
