Les paradoxes politiques du No Child Left Behind
International audience ; The paper deals with the "No Child Left Behind" legislation signed into law by President Bush in January 2002. Its paradoxical status lies in the national standards it creates in a field which is traditionally a part of States' powers. The paper highlights the peculiarities of the law and then moves on to a broader assessment of the Republican "neofederal" commitment. The conclusion emphasizes the Republican will to turn States into key policy-makers by placing them in a position to face up to their fiscal decisions. ; L'article porte sur la réforme de l'éducation menée par l'administration Bush. La loi dite « No Child Left Behind » (NCLB) de janvier 2002 semble paradoxale : elle instaure des critères nationaux pour évaluer la politique scolaire qui est pourtant, historiquement, une compétence des Etats fédérés. Après avoir replacé cette loi dans son contexte, l'article en tire un bilan sur la nature de l'engagement « néofédéral » des conservateurs. Il conclut sur la volonté républicaine de constituer les Etats fédérés en acteurs politiques autonomes en les plaçant face à leurs responsabilités fiscales.

The paper examines poll survey data to see if the way people invest in public envolvement is different between thos consider themselves to the left and those who consider themselves to the right. It appears that the difference beween rightl and left is small and that the main difference is bewteen those who choose a position and those who refuse to choose or do not answer. Rather interestingly, people that see themselves at the center ressembles strongly to non respondants, as if the center was a "refuge value". ; Peer reviewed

The year 1928 can be considered a major line of demarcation in Soviet history. Internally the country terminated the brief existence of NEP, and the forced collectivization of peasant agriculture was begun. In foreign policy the stormy expansionists decade of 1918-1927 ended with the unsuccessful revolution in China and was replaced by the relatively peaceful period of 1928-1937. In party politics the so-called "Left Opposition" was liquidated in 1928 as a legitimate political force; their physical destruction would come somewhat later. And with Trotsky's expulsion from the USSR in January 1929, the Left Opposition disappeared from the Soviet Union forever.
In this article an attempt is made to analyze the sources of the Left Opposition in the Bolshevik Party and the reasons for its defeat, as well as the roles played by three Bolshevik leaders, Lenin, Trotsky and Stalin, in the ideological struggle within the Communist Party of the Soviet Union in the first years of Soviet power. The article is based largely on materials from Trotsky's Archives preserved by the Houghton Library at Harvard University, portions of which have been published by the author in recent years.

Résumé Née en 1960, la NLR « première mouture » est animée par des intellectuels critiques du « vieux » mouvement ouvrier issus majoritairement des Cultural Studies (Stuart Hall, E.P Thompson, Raymond Williams). L'équipe est rajeunie en 1962 avec l'arrivée d'une nouvelle génération d'intellectuels qui reste en partie aux commandes de la revue aujourd'hui (Tariq Ali, Robin Blackburn, Alexander Cockburn, Perry Anderson). La NLR s'engage contre le sous-développement théorique de la gauche britannique et son éloignement du marxisme. S'inspirant des Temps modernes sartriens, la NLR est depuis 50 ans une revue de gauche radicale, ouverte au monde, attentive aux mouvements politiques et sociaux, mais aussi à la culture, surtout depuis sa refonte en 2000.
New politics in Portugal: the rise and success of the left bloc

Résumé Cet article analyse l'émergence d'un parti post-matérialiste au Portugal, en considérant l'évolution et le succès du Bloc de gauche (BE) depuis 1999. Selon la théorie postmatérialiste et structurelle, ce pays ne présente pas des conditions socio-économiques et institutionnelles favorables pour l'affirmation des parties de la «nouvelle politique». Toutefois, le BE a réussi à améliorer sa performance électorale et influencer le débat et l'implémentation des politiques post-matérialistes. Cet article montre que ce succès est dû principalement a deux éléments: le rôle institutionnel que le parti a joué dans les premières années et l'importance du leader qui représente une ressource fondamentale pour l'adaptation stratégique et la performance électorale du parti. Ces facteurs constituent une différence significative par rapport à les partis post-matérialistes dans les démocraties anciennes.
