Die Teilnahme am Arbeitsmarkt stellt einen der wichtigsten Aspekte der Integration dar. Um eine gezielte Einschätzung der Potenziale, aber auch der Bedarfe und entsprechende Planungen für Fördermaßnahmen vornehmen zu können, sind Hintergrundinformationen über das Qualifikationsniveau der Asylbewerber in Deutschland von großer Bedeutung. Die dritte Ausgabe der BAMF-Kurzanalysen wertet die Daten zur Sozialen Komponente (sog. "SoKo"-Daten) aus und liefert Erkenntnisse über die Sozialstruktur (Geschlecht, Alter, Familienstand, Muttersprache), die Schulbildung sowie über den zuletzt ausgeübten Beruf und die Sprachkenntnisse von volljährigen Asylerstantragsstellenden. Erhebung der Daten: Für die Antragstellung werden die Stammdaten wie Geschlecht, Alter, Familienstand und Muttersprache erfasst. Die "SoKo"-Daten werden im Rahmen der Erstantragstellung des Asylantrags erhoben. Rund 73 Prozent der volljährigen Erstantragstellerinnen und Erstantragssteller haben die Fragen zu Schulbildung und Beruf beantwortet. Diese Antworten beruhen dabei auf eigenen Einschätzungen der Befragten und sind - aufgrund der mangelnden Vergleichbarkeit der unterschiedlichen Schulsysteme und Berufsbezeichnungen - mit entsprechender Vorsicht zu interpretieren. Dennoch geben die Daten einen ersten Überblick über die Sozialstruktur, zur Schulbildung, zu Sprachkenntnissen und zur vorhergegangenen Berufstätigkeit.

AbstractThis study investigates how the effects of low‐wage employment and non‐employment on wage prospects vary depending on qualification. Based on theories on signalling effects, human capital and job search, we discuss why there may be heterogeneity in state dependence in both labour market states. We find that episodes of low‐wage employment incur a significantly lower risk of future non‐employment than episodes of non‐employment for low‐qualified workers. In contrast, for workers with a middle or high level of qualification the risk of non‐employment is not significantly different when being low‐paid instead of not employed.

Osnovni cilj istraživanja čiji su rezultati prezentovani u ovom radu jeste identifikovanje međuzavisnosti u zapošljavanju različitih grupa zanimanja i stepena stručne spreme kako bi se utvrdili ključni generatori i organizatori zapošljavanja. Istraživanje je izvršeno u 53 preduzeća iz područja prerađivačke industrije. U obradi podataka korišćen je postupak regresione analize sa naizmeničnim variranjem pozicija zavisnih i nezavisnih varijabli. U najopštijem smislu, istraživanje je pokazalo da postoji statistički značajan odnos između nivoa zaposlenosti u različitim profesionalnim grupama i grupama sa različitim stepenom stručne spreme. Najstabilnije veze registrovane su između administrativno- birokratske i bazične proizvodne strukture. Upravljačko-stručna struktura nije značajan generator zapošljavanja različitih profesionalnih grupacija i grupacija sa različitim stepenom stručne spreme. ; The main aim of the research whose results are presented in this study is to identify the interdependence of the employment of different groups of occupations and level of education, in order to determine the key generators and organizers of employment. The survey was conducted in 53 companies in the field of manufacturing. In the data processing procedure we used regression analysis with varying alternate position dependent and independent variables. In the most general sense research has shown that there is a statistically significant relation between the level of employment in a variety of professional groups and groups with different levels of qualification. Stable relationships were recorded between the administrative and bureaucratic structures and basic manufacturing. Managing professional structure is not important generator of employment of different professional groups and groups with different levels of qualification.

Role stress was studied in a public sector industry across low, medium and high qualification levels. Role Erosion is the most prominent role stressor across qualification levels but role stress across qualification levels is nonuniform. Inter-Role Distance, Role Isolation and total role stress are stronger in medium qualification, compared with low qualification. Personal Inadequacy is stronger in low qualification, compared with high qualification. Role Stagnation is stronger in medium qualification, compared with high qualification. Self-Role Distance is stronger in medium qualification, compared with low and high qualification levels. Curvilinear relationship between Self-Role Distance and qualification level is hypothesized.

This paper is an evaluation of the British system of National Vocational Qualifications (NVQs) which focuses specifically on their capacity to increase the skill levels of the working population. It reviews the way that NVQs were designed and developed and argues that they are ill-equipped to encourage knowledge and skills, partly because they simply replicate the weaknesses which currently exist in the labour market and partly because of the qualifications' own focus on observed workplace behaviours. NVQs were intended to be 'employer-led' and the assumptions which underpin their design are unitarist. In contrast, the German apprenticeship system is developed and implemented by pluralist consortia of employers, trade unions, educationalists and regional governments. The qualifications which result are far better equipped to support skill levels than are NVQs.

Those competencies together with readiness for continuous education and critical thinking are ingredients of modern professional. 5. Level of Polish Qualification Framework stands as a symbol of professionalism and readiness for constant self-development. That kind of abilities should characterize craft-masters and future graduates of post-liceum schools. There is a need for further development of curricula of those graduates as they should represent much higher level of competencies than technicians. They should be called masters, technologists and qualified specialists. This article should give the reader some knowledge on the specifics of full and partial qualifications destined for 5th level of Polish Qualification Framework, especially that some of new implemented solutions are not sufficiently developed yet

While the values of higher education have been determining by the external factors, itself has been increasing the effect power on higher education institutions as an external factor. The cause and result of this transformation has been intersection ares of universities with the dynamics of global competition. As a result in this process universities have taken care of their relationship with stakeholder to able to read the changes beter. Academicians are in the first place among stakeholders without a doubt. Gaining qualifications of universities in the sense of regional and international in this environment is appearing as an important result of this process. This point has provided a platform of European Higher Education Areas theorotical reasons. Thus, both the variation process and the discussions about theories and applications of European Higher Education Area have always been tha agenda. From this point the subject of this study is researching the correlation between the changing higher education values and EHEA requirements in the axis of a conceptual model desiped for the satisfaction of stakeholders and the quality level of universities. In this study first, historical and conceptual transformation of higher eduation and university has been discussed. Second, an analytical evaluation of changing values of higher education has been presented. Also the history of European Higher Education Area and its components have been searched with a critical view. Consequently the process and system suggestions have been developed for building up cooperation with stakeholders and meeting the targets of EHEA through a conceptual model. (C) 2013 The Authors.
