Facing Internet competition and budget cuts due to financial crisis, public libraries are invited, sometimes commanded to prove that they are useful. They are often disarmed in front of this new demand and the boldness of certain public policies that dismantle public reading to balance budgets. In view of this situation, anglo- saxons libraries have introduced specific tools, previously used in other professional cultures, such as advocacy. Beyond the peculiarity of this approach, what is its real value for libraries ? Furthermore, is it possible to relocate the notion in France or does it need an adaptation ? How can french librarians coin specific methods and tools to settle and expand advocacy in their country ? ; Confrontées à la concurrence d'Internet et à un contexte budgétaire tendu, les bibliothèques sont invitées, parfois sommées, de faire la démonstration de leur utilité. Elles s'en trouvent souvent démunies : tant devant la nouveauté de l'exigence que face à la radicalité de certaines politiques publiques qui font de la lecture publique une variable d'ajustement du budget. En réaction, les bibliothèques du monde anglo-saxon se sont dotées d'outils propres à d'autres cultures professionnelles, comme l'advocacy. Mais au delà de la singularité de cette démarche, quel est son apport réel pour les bibliothèques et la profession ? De même, l'advocacy, concept anglo-saxon, est-il transposable dans la sphère culturelle française ou nécessite-t-il une adaptation ? Comment forger les outils et les méthodes propres à déboucher sur un ancrage de l'advocacy en France, une véritable culture englobante de défense et de promotion des bibliothèques ?

After the defeat of 1870 toward Germany, the French army faced the lack of instruction of its chiefs and the necessity to develop an instruction to them. In this context, politics took the decision to create and to develop military libraries which had to be useful for the whole army. The outsourcing applied to digital libraries ; Le crowdsourcing appliqué aux bibliothèques numériques
The magazine is called Library (s), but it has not been possible to enter its current name. So we chose his previous name. Instead of outsourcing to Madagascar or India certain documentary tasks such as digitisation and quality control, cataloguing, indexing, transcription of manuscripts or correcting the OCR of digitised texts, libraries could call on the 'crowds' of volunteers and benefit from their work, skills and knowledge almost indefinitely. Libraries enjoy a good public image and appear to be trustworthy, serving the general interest. This makes it easier for them to resort to crowd-sourcing, i.e. outsourcing micro-tasks to a crowd of internet users. This allows them to reduce their costs, to multiply their human resources and make possible previously unimaginable projects, to democratise heritage in the form of 'powerement' and a change in relations with society, to improve their image or, finally, to seek to innovate. ; La revue a pour nom Bibliothèque(s), mais il n'a pas été possible de rentrer son nom actuel. Bibliothèques, crises et participation ; 'Save the libraries': how many times have we heard/read this? But what's exactly worth saving? What justifies – today – the very existence of libraries? French public libraries' answer to this question is: their mission for citizens emancipation and empowerment.The paper analyzes the different definitions and meanings of the word 'crisis', then lists which services can be implemented by public libraries in response to the current economic, social and political crisis. Finally, it presents the first results of a survey (still underway) on citizens participation in the libraries of the Rhône-Alpes area.In conclusion, in order to respond to the crisis libraries must increase the access to information for everyone, implement new services to support individuals (for example in job search or professional re-qualification), and – last but not least – foster citizens participation in order to transform the library in a space where people can experiment – better: can contribute in creating – a different society. ; 'Salviamo le biblioteche': quante volte negli ultimi anni abbiamo letto o sentito questa frase? Ma che cos'è che dobbiamo davvero salvare? Che cosa giustifica l'esistenza delle biblioteche? La risposta che viene dalla Francia è: la loro missione per l'emancipazione dei cittadini. E questa emancipazione – nell'attuale congiuntura storica, sociale ed economica – si realizza anche (ma non solo) nel concetto di partecipazione.A una definizione del concetto di 'crisi' segue una rassegna dei servizi che la biblioteca è in grado di mettere in campo come risposta a questa crisi. Vengono poi presentati i primi risultati di un'indagine ancora in corso sui progetti di partecipazione attiva dei cittadini nelle biblioteche della regione Rhône-Alpes.In conclusione, la biblioteca può rispondere alla crisi in vari modi: ampliando l'accesso alle informazioni, sviluppando nuovi servizi a sostegno degli individui (per esempio aiutandoli a cercare lavoro o a riqualificarsi professionalmente) e infine proponendo azioni partecipative che rendano la biblioteca uno spazio in cui sia possibile sperimentare – o meglio: contribuire a creare – una società diversa da quella in cui viviamo.

Notre échantillon compte 4 662 bibliothèques et les données recueillies par le ministère de la culture datent de 2017.

The purpose of this article is to study the appropriation of Facebook by libraries. Its perspective is twofold. Firstly, it is a matter of seeing how the professionals of public libraries appropriate the digital social network Facebook and how these libraries are present on this medium. Secondly, the aim of this study is to analyze how users and librarians receive this new form of communication through this collaborative and scalable platform.

For over 40 years, public surveys have been an essential tool for informing decisions about library offerings. While the humanities and social sciences have provided them with the necessary scientific support, marketing now gives them the backing of a performance that is changing the way the public and its practices are viewed. We have entered an era of demand that makes audience segmentation a key to winning and retaining audiences. Consequently, the ideals of efficiency, quality and satisfaction are emerging in public surveys, as they are in the public service as a whole. The survey then becomes a tool for the State to evaluate its administrations. This transformation appears to many as a constraint. However, institutions are taking it on board on their own initiative. They see it as a way for the public to legitimize their actions and their missions with the supervisory authorities, which are increasingly making budget cuts. In these surveys, recourse to the vague figure of the non-public, sometimes familiar, sometimes distant from the world of libraries, is multiplying. It bears witness, following a feeling of failure with regard to cultural democratization, to a sometimes timid pragmatism. The ways of designating, categorizing, and archetyping the non-public and public imply a hierarchization that informs representations of the public and its practices. The confrontation between a dream public and the public observed by the survey invites reflection on new library models: idea store, library as a third place, learning center. ; Les enquêtes de public constituent depuis plus de 40 ans un outil incontournable pour éclairer les prises de décisions relatives à l'offre des bibliothèques. International audience ; Public libraries housing national collections are today urged to focus their projects concerning these collections on state defined policies. At the same time, from a utilitarian standpoint, they are accountable to those administrations that provide them with financial contributions. A joint survey of state incentive policies of the past twelve years and documents defining libraries' commitments within the wider field of local policies reveals that libraries take advantage of their collections in order to obtain recognition the scientific and cultural legitimacy to which they aspire. They thus begin to consider themselves political objects. ; Las bibliotecas públicas que poseen colecciones patrimoniales, son invitadas en el presente a inscribir sus acciones en favor de esas colecciones en el marco general de las políticas definidas por el Estado.
