The strategy for development and modernization of the education system in Ukraine results in researching the subject of formation the effective infrastructure that is good at facilitating the work of higher education institutions. In this context, researching the system of academic libraries of economically developed countries, one of them is China, gives new impetus to the development and enrichment the background of libraries functioning in educational space. The article deals with the presenting the peculiar features of formation the system of libraries of higher education institutions in the People's Republic of China and researching the ways of their functioning in digital space. The main stages in the development of universities in China and creating their information infrastructure have been analyzed. The work of the best academic libraries according to "Project 211" and "Project 985" is in focus. It has been stated that the system of academic libraries in China is currently on the stage of powerful modernization of technical, technological and service areas. The criteria for its effectiveness have been determined. Objectives and directions of the development of the libraries of higher education institutions' work process have been analyzed. The comparative characteristics of the ratio of financial cost indices for printed and electronic resources by the leading academic libraries of the People's Republic of China have been presented. The government decisive influence on formation and support the digital information development and education space in China has been stated. The directions of innovative development of the system of academic libraries of the People's Republic of China have been outlined. The article is devoted to the substantiation of the urgency of separation of the memorial direction in library research and development of library activity, connected with realization of the memory policy, the introduction of the appropriate course in the program of training of future specialists of library business. Emphasis is focused on increasing of scientific attention to the study of historical memory, especially culture memory and identity in the context of the transition to the information society, highlighting the organizational design of this research area in the form of appropriate research centres and the Memory Studies Association. Within the framework of the structuralfunctional method and from the standpoint of the connection between the concepts of "collective memory", "historical memory", "cultural memory", there has been stated libraries participation in the formation and preservation different kinds of social memory through the realization of such essential functions of libraries as memorial, cumulative, informational and communicative. The relevance of the intensification of research into the memory studies within the framework of librarianship is substantiated. Prospective directions of interaction between the Ukrainian Library Association and the Ukrainian Institute of National Memory are offered with the aim of comprehensively uncovering commemorative potential of libraries and their more active involvement in the implementation of memory policy. The foreign experience of organizing relevant interdisciplinary programs and training courses for the preparation of master's students has been revealed. It has been stated in the article that the development of scientific communication contributes to extending the role of scientific libraries, in which the professional competence of librarians is related to their knowledge of metadata and experience of working with large collections of documents. One of the tasks of the modern scientific library is to ensure completeness of search, quality of collection, selectivity of processing, reliability of storage, promptness of spreading information. The results of this professional activity can be transformed into intellectual property objects. Library professionals use bibliometric research methods to help them solve their professional tasks, which help in decision-making when purchasing magazines and databases; in library fund analysis; study of publications; researching statistics on the use of electronic documents. It is revealed that in recent decades, bibliometry has become a standard tool for scientific policy and research management in various fields of science.Bibliometry covers such research methods as citation analysis; analysis of reference journals; analysis of quantitative characteristics of primary documents; quantitative analysis of publications of individual authors and their citation; quantitative analysis of scientific publications of particular countries of the world, states, and certain teams of scientists; theoretical issues, including the study of patterns of growth, aging and rank distribution of scientific documents; content analysis of scientific documents; other issues related to spreading scientific documents. Such research requires library staff of creative ability and professional competence. Today's means of social communication define the new tasks for libraries, the activities of which are related to intellectualization of the library sphere. The results of bibliometric research may be subject to copyright, provided that they meet the criteria of safety, have signs of creativity and novelty.

Initial results indicate that Danish libraries have taken very different paths to internationalization. In the article, libraries, archives and museums are explored as the constituents of social institutes realizing state policy of social, historical and national memory The institutes organize deposition of memory sources, conduct scientific inquiry and identification, study the origins of documents, museum exhibits and collections, the history of documental heritage. Their main functions are preservation and study of historical and cultural sources, sharing unbiased information and scientifically grounded knowledge concerning the documental cultural heritage and the sources' use in contemporary information analysis, memorial, socio-political, cultural-educational and other events, aimed at the formation and consolidation of national memory. It is believed, that through the abovementioned actions these social institutions contribute to the informational safety of a country, its integration into the world humanitarian space. The institutions activity provides governmental figures, educators, scientists and cultural figures with unbiased information, conduces countermeasures against the tendentious interpretation of historical process and the deformation of memorial senses of the past and modernity, the manipulation of historical facts and socio-cultural factors sense

In the article scientists' views on the protection of information at libraries are considered. The author uses the analysis of statistics on the activities of public libraries in China, the content analysis of their websites, the comparative analysis of innovative products and services that are in demand. The systematic approach to studying the activities of the network of public libraries of the People's Republic of China made it possible to determine the specific functions of national and regional libraries, to determine the status of their corporate cooperation in improving the quality of meeting the information needs of users.Results. The author reveals the main provisions of the Law on Public Libraries of China (2018) — the first legislative act in the country that regulates all aspects of the activities of the largest type of libraries. The author describes the tasks and functions of public libraries in China as a basic socio-communication institute, which performs information, educational, socio-cultural, socializing, recreational functions, has a powerful potential for enhancing the intellectual level of society, the development of creativity of the general public, in particular children and youth. The author indicates the role of government funding for the modernization of Chinese libraries by the government, creating comfortable conditions for an access for all categories of users to the world's information resources. The paper highlights the importance of the active development of innovative online and mobile services by public libraries, virtual reality services aimed at implementing youth creative ideas and skills, aspirations for innovative experiments, the acquisition of practical skills of working with high-tech equipment based on the structure of libraries of creative space «i-Space».Novelty. It is shown that in the context of developing the digital economy and knowledge-and information-based society, the priority in public libraries of China is to create the conditions for creative ideas and abilities for young people, aspirations for innovative experiments, and the acquisition of practical skills of working with high-tech equipment (robotized technology, 3D printers, 3D scanners, laser cutters, digital music and video recording studios, virtual reality glasses and helmets, etc.).The practical significance. The experience of Chinese public libraries is worth studying and being implemented in the libraries of those countries that have adopted the government programs to develop the digital society and knowledge-and information-based economy. This experience shows that the diversification of high-tech library services allows them to create "idea incubators" and creative workshops, informal leisure and educational centres for local communities that promote the self-development and realization of creative abilities of young people, form their desire for technical creativity and innovative experiments as a basis for developing the intellectual capital of the country and a key for developing the knowledge-and information-based economy.

The article deals with the formation and development stages of informatisation of school libraries in Poland, the development of their technical, human and financial support, active introduction of ICT in the educational process in the conditions of European integration. Main national Polish governmental programs and educational projects of European Structural Funds of computerization and informatisation of school libraries are outlined. Informatisation peculiarities of school information multimedia centers in Poland, such as creation of electronic platforms of open education, spread of media education in Polish schools by involving teachers-librarians are defined. ; В статье рассматриваются становление и этапы информатизации школьных библиотек в Республике Польша, развитие их технического, кадрового и финансового обеспечения, активного внедрения ИКТ в учебно-воспитательный процесс в условиях евроинтеграции. Исследуются основные направления реализации общенациональных правительственных программ Польши по компьютеризации школьных библиотек, деятельность образовательных проектов европейских структурных фондов по использованию ИКТ в учебном процессе. Раскрываются особенности развития школьных мультимедийных информационных центров в Республике Польша, такие как создание электронных платформ открытого образования, распространение медиаобразования в польских школах путем задействования учителей-библиотекарей. ; У статті розглядається становлення й етапи інформатизації шкільних бібліотек у Республіці Польща, розвиток їх технічного, кадрового та фінансового забезпечення, активного впровадження ІКТ у навчально-виховній діяльності в умовах євроінтеграції. Досліджуються основні напрями реалізації загальнонаціональних урядових програм Польщі з комп'ютеризації шкільних бібліотек, діяльність освітніх проектів європейських структурних фондів з використання ІКТ у навчально-виховній діяльності. Розкриваються особливості розвитку інформатизації шкільних мультимедійних інформаційних центрів у Республіці Польща, такі як створення електронних платформ відкритої освіти, надання школам доступу до широкосмугової мережі Інтернет, поширення медіаосвіти у польських школах із залученням учителів-бібліотекарів.
The article is devoted to the substantiation of the urgency of separation of the memorial direction in library research and development of library activity, connected with realization of the memory policy, the introduction of the appropriate course in the program of training of future specialists of library business.Emphasis is focused on increasing of scientific attention to the study of historical memory, especially culture memory and identity in the context of the transition to the information society, highlighting the organizational design of this research area in the form of appropriate research centres and the Memory Studies Association. Within the framework of the structuralfunctional method and from the standpoint of the connection between the concepts of "collective memory", "historical memory", "cultural memory", there has been stated libraries participation in the formation and preservation different kinds of social memory through the realization of such essential functions of libraries as memorial, cumulative, informational and communicative. The relevance of the intensification of research into the memory studies within the framework of librarianship is substantiated. Prospective directions of interaction between the Ukrainian Library Association and the Ukrainian Institute of National Memory are offered with the aim of comprehensively uncovering commemorative potential of libraries and their more active involvement in the implementation of memory policy.The foreign experience of organizing relevant interdisciplinary programs and training courses for the preparation of master's students has been revealed. The orientational structure of the course "Culture, memory, identity" for students of master's level of specialty 029 "Information, library and archives" is offered, the study of which will allow students to analyze, identify, describe the processes of constructing of historical memory and cultural identity, critically to comprehend relevant scientific texts, to identify and critically evaluate approaches to the implementation of memory policies and preservation of spiritual heritage in Ukraine and abroad, to develop effective approaches to memory policy within the library practices. ; Стаття присвячена обґрунтуванню актуальності виокремлення меморіального напряму бібліотекознавчих досліджень і розвитку бібліотечної діяльності, пов'язаної з реалізацією політики пам'яті, впровадження відповідної навчальної дисципліни у програму підготовки фахівців бібліотечної справи.Акцентовано посилення наукової уваги до дослідження питань історичної та культурної пам'яті та ідентичності в умовах переходу до інформаційного суспільства, висвітлено організаційне оформлення цього наукового напряму у вигляді відповідних дослідницьких центрів і Асоціації з досліджень пам'яті. У рамках структурно-функціонального методу та з позицій взаємозв'язку між поняттями «колективна пам'ять», «історична пам'ять», «культурна пам'ять» констатовано участь бібліотек у формуванні і збереженні різних видів суспільної пам'яті через реалізацію таких своїх сутнісних функцій, як меморіальна, кумулятивна, інформаційна та комунікаційна. Обґрунтовано актуальність інтенсифікації меморіальних студій у бібліотекознавстві. Запропоновано перспективні напрями взаємодії Української бібліотечної асоціації з Українським інститутом національної пам'яті з метою комплексного розкриття комеморативного потенціалу бібліотек, більш активного їх залучення до реалізації політики пам'яті.Висвітлено зарубіжні приклади організації відповідних міждисциплінарних програм і навчальних курсів для підготовки студентів магістеріуму. Запропоновано орієнтовну структуру курсу «Культура, пам'ять, ідентичність» для студентів магістерського рівня підготовки спеціальності 029 «Інформаційна, бібліотечна та архівна справа», вивчення якого дасть змогу його слухачам аналізувати, визначати, описувати процеси конструювання історичної пам'яті та культурної ідентичності, критично осмислювати відповідні наукові тексти, визначати і давати критичну оцінку підходам до здійснення політики пам'яті і збереження духовної спадщини в Україні та за кордоном, розробляти ефективні підходи до здійснення політики пам'яті в рамках бібліотечної практики.
