En el presente estudio se presentan datos sobre frecuencia de consumo y determinantes individuales y familiares, a través del tiempo, de cuatro conductas de riesgo entre adolescentes de 15 años: consumo de cigarrillo, alcohol y drogas, y sexo sin protección. Se trata de un tema sobre el cual hay muchos estudios internacionales -y algunos peruanos-, enfocados principalmente en la prevalencia de estas conductas. La investigación es el primer análisis longitudinal con adolescentes peruanos. La importancia del estudio de estas conductas radica en que se podrían asociar a problemas de salud, baja productividad o, en general, una reducción del bienestar personal a corto, mediano o largo plazo.
El componente cuantitativo de este estudio evalúa el impacto inicial del proyecto Haku Wiñay en un conjunto de áreas: la calidad de vida en el hogar - prácticas saludables, seguridad alimentaria, manejo de residuos sólidos, entre otros -, el sistema de producción familiar - tecnologías de producción agrícola y forestal, manejo de animales menores, entre otros -, la generación de ingresos autónomos - actividades independientes de tipo agropecuario, servicios, comercio, artesanías, entre otros -, y las capacidades de uso y manejo de instrumentos financieros. En particular, el estudio se centra en identificar el impacto inicial que el proyecto ha tenido en hogares usuarios del programa Juntos. Cabe notar que, en la medida en que todos los hogares estudiados han sido intervenidos por Juntos, cuando mencionamos genéricamente el programa/ tratamiento/ intervención, nos referimos al proyecto Haku Wiñay. Con el fin de obtener estimadores consistentes (insesgados) del efecto del programa sobre la población intervenida, se aplicó un diseño experimental y estimadores de doble diferencia. En esta sección se presenta el marco metodológico utilizado, así como una breve explicación del diseño experimental implementado. En segundo lugar, se discuten potenciales problemas derivados del tamaño pequeño de la muestra, de imperfecciones en la asignación programada del tratamiento, de la heterogeneidad de la intervención y de la pérdida de hogares entre la primera y segunda visita (attrition).
Political legitimacy appeals to a subjective substrate that compromises the two extremes of a relationship. From the perspective of those who must obey, it will be legitimate for a government to access power and exercise in compliance with the requirements that they believe they must meet to send. From the perspective of the person in charge, the government that accesses power and what it exercises will be conceived as legitimate, seeing what it obeys that meets the requirements to command. The elections defined the right to access power and invariably the recognition of the cleanliness of the elections depends on whether their results coincide with the specific policies of the individual. There are four conditions that could be established to separate the elections whose results are controversial from those that are not: one, the effective guarantees of respect for the integrity of the losers and for the subsequent unhindered participation of the contestants in political life; two, the narrowness of the difference between the result and the requirements established to grant the victory; three, the provision of timely, continuous, transparent and verifiable information mechanisms on the results, such as the collection of preliminary electoral results and statistical rapid counting exercises that anticipate the distribution of votes within known margins of precision; and four, maintain an electoral authority that can be an arbitrator who exercises his functions impartially, by not representing the interests of any party or being against any party.
