RIJEČ UREDNIŠTVANaslov uvodnika potaknut je građanskom inicijativom koja se u posljednje vrijeme širi Hrvatskom. Iako na facebook grupi, koja poziva na "tri zajednička dana uživanja u sadnji diljem Države" pod motom "Zasadi drvo, ne budi panj", prevladava entuzijazam i želja za jačanjem svijesti hrvatskih građana o očuvanju i zaštiti prirode, postoje i radikalniji osvrti na šumarsku struku i na trgovačko društvo Hrvatske šume, poput pitanja zašto se ne organiziraju javni radovi pošumljavanja? Tvrdi se da je to zato jer im je sječa prioritetnija od sadnje. Podmeće se teza: "Ne smiju oni posjeći više nego što mi možemo zasaditi!" Uzori akciji su velike sadnje u nekim zemljama poput Indije i Etiopije. Također poticaj akciji su i katastrofalni požari u plućima svijeta, Amazonskoj prašumi. Pohvalna je dobra volja i želja za ozelenjivanjem, ali ne mogu se uspoređivati zemlje u kojima vladaju drukčiji klimatski i stanišni uvjeti pa nakon sječe ili uništavanja šume požarima dolazi do deforestacije, nestaje tlo i šuma se ne obnavlja. U Republici Hrvatskoj je upravo obrnuto, na djelu je reforestacija, tj. šuma se širi na napuštene poljoprivredne i druge površine, tako da je danas gotovo pola države pod šumom, ali u različitim starosnim kategorijama. Ova akcija je samo odraz zabrinutosti običnog čovjeka, ali i određene neargumentirane histerije koja je pokrenuta protiv šumara u Hrvatskoj.S obzirom na sve učestalije i nekorektne napade na šumarsku struku, što je prevršilo svaku mjeru, potiče nas da se mi kao struka oglasimo. Možemo smireno, stručno i argumentirano, a možemo i bezobrazno kao što se nas napada. Ponajprije, za laike koji to žele čuti, kažemo da je sječa uzgojni zahvat. Šuma ili stablo ima nazovimo ga početak, rast kroz razne uzgojne faze do optimuma, a potom slijedi faza "odumiranja". Zadaća šumarske struke je prebroditi tu zadnju fazu upravo sječom starih stabala, polučiti korist društvu njihovom preradom, ali osiguravši prethodno u jednodobnim sastojinama u godini dobrog uroda sjemena prirodno pomlađivanje. Svakako prije bilo kakvog negativnog stava glede sječe, treba prići vrlo blizu površini gdje je do "jučer" bila npr. stara hrastova šuma te provjeriti da li i što sada raste na toj površini. U prebornoj pak šumi, npr. bukve i jele, prebiru se sječom stara dozrela stabla i ona koja smetaju podmlatku koji treba svijetla da bi ih zamijenio. Samo tamo gdje u potpunosti nije uspjelo prirodno naplođivanje, pa tako i na opožarenim površinama, ide se na pošumljavanje sjemenom ili tzv. "školovanim" sadnicama. Održati šumu vječnom, načelo je potrajnog gospodarenja, čime se ponosi hrvatska znanost i praksa, a što joj i šumarski svijet priznaje. Što rade Hrvatske šume d.o.o. pitaju se pojedini prosvjednici? Zadaća Hrvatskih šuma d.o.o. kao trgovačkog društva u državnom vlasništvu, kojima je Država povjerila gospodarenje, je obavljati poslove sukladno Osnovama gospodarenja, što znači ne stihijski nego po Zakonu o šumama, sukladno šumarskoj politici i strategiji. Osnove gospodarenja za svaku gospodarsku jedinicu propisuju desetgodišnje aktivnosti, provjerava ih stručno povjerenstvo, a Rješenjem ih odobrava resorni ministar. U njih je ugrađeno i niz propisa i popisa koje propisuje Ministarstvo zaštite okoliša. Znači ništa se ne radi amaterski – sve počiva na znanstvenim i stručnim saznanjima u šumarskoj praksi stečenoj kroz preko 250 godina organiziranog šumarstva. Klimatske promjene, ledolomi, vjetrolomi i štetnici, čemu su posebice u zadnje vrijeme izložene šume, samo još otežavaju rad u šumarstvu i zahtijevaju još veću stručnost i znanje, a nikako amaterizam. Nije bez razloga još u pretprošlom stoljeću zaključeno da za gospodarenje šumom nije dovoljna viša, nego je potrebna visoka stručna sprema, što je kod nas ostvareno 1898. godine početkom rada Šumarske akademije (današnjeg Šumarskog fakulteta), kao četvrte visokoškolske ustanove Sveučilišta u Zagrebu.No, s prekomjernom sječom treba se boriti na dijelu privatnih šumskih parcela, ali s tom stihijom se odnosne udruge ne hvataju u koštac. U istoj rečenici pitamo se bezobrazno: tko su to "oni" koji ne smiju posjeći? Da li su to možda oni koji su pet godina studirali šumarstvo, skupljajući znanja iz botanike, više matematike, kemije, meteorologije, anatomije i fiziologije bilja, pedologije, dendrologije, dendrometrije, uzgajanja šuma, ekologije, uređivanja šuma, zaštite šuma i dr., prisegavši na promociji dipl. ing. šumarstva da će raditi po stručnim šumarskim načelima. Lekcije im pak dijele oni koji su u slobodno vrijeme malo "proguglali" i na vikend izletima uz dobru zabavu, "učvrstili" svoje znanje o šumarstvu. Njihovi stručni sufleri, a kažu da ih imaju, mogli bi konačno javno polemizirati. Očekivali bi od odnosnih udruga da nas podupru u protivljenju smanjenja naknada za općekorisne funkcije šuma (OKFŠ), iz kojih se financiraju izgradnja protupožarnih prometnica, gašenja požara, pošumljavanje opožarenih površina i razminiranje površina, no one očito pristaju da se to "gura" u parafiskalne namete. Hrvatska Vlada od Hrvatskih šuma d.o.o. očekuje uplatu u državni proračun, dok čitamo, Njemačka Vlada ulaže 500 mil. EURA za sanaciju šuma, jer ih se prošle godine osušilo preko 110.000 ha.Nemamo ništa protiv toga da se ozelenjuju neke gradske površine, ali i to mora biti planski, kako izborom površina, tako i vrstom drveća, poznavajući i poštujući njihove ekološke i biološke zahtjeve. Saditi bilo što i bilo gdje, što iščitavamo iz upućenog poziva, je neodgovorno i prema prostoru, ali i prema biljci.Uredništvo ; EDITORIALThe headline of the editorial was prompted by a civil initiative sweeping through Croatia in recent times. The Facebook group, which calls for "three enjoyable days of planting trees across the State" under the motto "Plant a tree, don't be a stump", is imbued with enthusiasm and a wish to raise the awareness of Croatian citizens of the need to preserve and protect the nature; however, there are also more radical views on the forestry profession and the company Croatian Forests Ltd. Among others, they ask why there are no public afforestation activities and conclude that the reason lies in the fact that cutting trees has priority over planting them. There is an undergoing statement: "They cannot fell more than we can plant!" The campaign was prompted by large-scale planting campaigns in some countries such as India and Ethiopia. Another incentive to the campaign was provided by the devastating fires taking place in the lungs of the world, the Amazonian rain forest. The will and wish to plant trees deserves full credit, but we cannot be compared with the countries with different climatic and habitat conditions, in which felling or forest fires result in deforestation, loss of forest soil and inability of forests to regenerate. The situation in the Republic of Croatia is diametrically opposite: reforestation is an ongoing process; in other words, the forest spreads into abandoned agricultural and other areas, so that currently almost half of the country is covered with forests of different age categories. This campaign reflects the concern of the ordinary person, but also contains certain ill founded hysterical reactions targeted at foresters in Croatia.In view of the ever more frequent and unfounded attacks on the forestry profession, which has gone out of hand, it is time for the profession to voice its opinion. We can do it in two ways: we can either put forward professional and well founded arguments, or retaliate in the same impertinent manner in which we are being attacked. To start with, for those who are ready to listen, let us stress that felling is a silvicultural operation. A forest or a tree has its beginning, followed by growth through different silvicultural stages until it reaches its optimum and finally the stage of "dying". The task of the forestry profession is to deal with this last stage by cutting down old trees, making profit for the society by processing these cut trees, and ensuring natural regeneration in even-aged stands in the years of good seed mast. Before any negative attitude on a felling operation is taken, it would be advisable to inspect closely the area which was until "yesterday" covered by an old oak forest and check what is being planted in this area, if anything. In a selection forest of, e.g. beech and fir, felling is applied to remove old mature trees and those trees which prevent young trees from reaching the necessary light for growth. Reforestation with seeds or with so-called "trained" seedlings is applied only in those areas in which natural seedling has not been completely successful or in areas badly affected by fires. Maintaining the forest in a perpetually stable condition is the principle of sustainable management. This principle is something that Croatian science and practice is rightly proud of and for which it receives acknowledgement from the global forestry world.What does the company Croatian Forests Ltd do, some protesters ask? The task of the company, as a state-owned company which has been entrusted by the State with caring for the forests, is to manage forests and carry out all the jobs set down in management plans, in line with the Forest Act, the forestry policy and strategy. There is no question here of chaotic and disorganized management. Management plans for every management unit prescribe the execution of ten-year activities. These plans are verified by expert committees and approved by the corresponding minister. They also contain regulations and rules set down by the Ministry of Environmental Protection. As seen from the above, nothing is done on an amateur basis - everything is firmly grounded on scientific and expert knowledge of the forestry practice, which has been acquired through 250 and more years of organized forestry. Climate change, damage caused by ice and wind, as well as pests, to which forests have been particularly exposed in recent times, make work in forestry even more difficult and require even more expertise and knowledge - certainly not amateurism. This is the reason that as far back as the 18th century it was realized that management of forests required not just a college degree but academic education. In Croatia, this was put to practice in1898, when the Forestry Academy (the present day Faculty of Forestry) was opened as the fourth institution of higher education within the University of Zagreb.A battle against excessive felling should be fought in parts of privately owned forest areas, yet the above groups fail to grapple with this problem. Allow us to be impertinent enough to ask: who are "they" who are not allowed to perform felling operations? Perhaps those who have studied forestry for five years, acquired knowledge of botany, higher mathematics, chemistry, meteorology, plant anatomy and physiology, pedology, dendrology, dendrometrics, silviculture, ecology, forest planning, forest protection and other fields, and who have, when receiving their degrees of graduate engineers of forestry, pledged to adhere to expert forestry principles in their work? Such professionals are then lectured by those who have "googled" something about forestry and who have gained their knowledge of forestry at weekend outings in forests. We would welcome with open arms their expert advisors, which they claim there are many, to finally come out and engage in public debates. We would expect from these groups to support us in opposing the move to cut down on non-market forest function fees, which are used to finance the construction of fire breaks, fire suppression, reforestation of burnt areas and demining areas. Obviously, they prefer these fees to be "pushed" into parafiscal levies. While the Croatian government expects from the company Croatian Forests Ltd to pay into the state budget, the German government invests 500 million euro into the recovery of forests, since over 110,000 ha of forests dried only last year.We have nothing against making city areas green, but this should be carried out in a planned manner, both as regards the choice of areas and the choice of tree species, taking into account their ecological and biological requirements. Planting anything and anywhere, as seen from the initiative, is irresponsible both for the area and for the plant.Editorial Board

Der Anbau von Gemüse in urbanen Gebieten stellt eine nachhaltige Strategie zur Nahrungsmittelsicherheit dar. Obwohl Gemüseanbau oft als Überlebensstrategie armer Bevölkerungsgruppen betrachtet wird, praktizieren ihn städtische Bewohner aller Einkommensschichten. Angesichts wachsender Bevölkerungszahlen in den Städten und steigender Armut wird der Anbau von Nahrungsmitteln zu einem entscheidenden Faktor der Existenzgrundlage, auch wenn er in vielen Entwicklungsländern – so auch in Ghana – offiziell untersagt ist. Im städtischen Großraum Tamale, im Norden Ghanas, wird Gemüseanbau durch Landknappheit, unklare Besitzverhältnisse und Wassermangel beeinträchtigt. Farmer weichen deshalb auf Flächen entlang temporärer Bachläufe, Abwasserkanäle, Erdlöcher, Brunnen, kaputter Abflussrohre und Rückhaltebecken aus. Urbanisierung und steigende Marktwerte für Land sowie unregulierte Grundstücksmärkte haben zu einem Anstieg an Landverkäufen in urbanen und peri-urbanen Gebieten geführt. Dabei konkurriert urbane Landwirtschaft mit anderen – ökonomisch gewinnträchtigeren – Formen der Landnutzung, wie beispielsweise der Industrie und des Wohnungsbaus. Für die Farmer besteht das größte Problem des rasanten urbanen Wachstums in den sich verändernden Landnutzungsmustern. Diese haben nicht nur zu einer Verringerung primärer Ackerflächen geführt, sondern auch zu geringerer landwirtschaftlicher Produktivität, einem niedrigen Lebensstandard und Nahrungsmittelunsicherheit. Die Situation im städtischen Großraum Tamale und den umliegenden Gebieten bildet diese Veränderungen besonders eindrücklich ab. Die vorliegende Arbeit analysiert die sozio-politische Konfiguration, die Ressourcenflüsse in Aktivitäten der urbanen Landwirtschaft, verstanden als Produktion und Vermarktung landwirtschaftlicher und gartenbaulicher Produkte, kanalisiert. Sie untersucht, wie die Farmer diesen Prozess durch verschiedene Governance-Systeme in ihren jeweiligen sozio-ökonomischen Umgebungen bewältigen und es notwendig machen, verschiedene Technologien in unterschiedlichem Maße zu bewerten und einzusetzen. Nach einer allgemeinen Stichprobenumfrage in Kombination mit einem Participatory-Appraisal-Ansatz zur Feststellung der spezifischen Eigenschaften des urbanen und peri-urbanen landwirtschaftlichen Systems, habe ich ein Mixed-Method-Design für meine Studie angewandt. Mit Hilfe des Global Positioning Systems (GPS) erfasste ich quantitative räumliche Daten aller freistehenden Anbauflächen. Mit einer unbemannten Drohne wurde eine Luftbildvermessung durchgeführt und mit der ArcGIS Software kartiert. Zusätzlich habe ich Google Earth-Aufnahmen mit Erinnerungen von Farmern trianguliert. Qualitative Daten erhob ich durch Gruppendiskussionen, mit Hilfe teilnehmender Fotografie, in Interviews und durch teilnehmende Beobachtung. Die Forschung fand zwischen Oktober 2013 und Februar 2015 statt. Die Ergebnisse zeigen, dass sich die landwirtschaftlich genutzte Fläche in Tamale und Umgebung zwischen 2008 und 2014 trotz gleichzeitiger Entstehung neuer Gemüsefelder an den Stadträndern um 8,3 % verringerte. Obwohl die landwirtschaftlichen Flächen weniger werden, ist Gemüseanbau kein temporäres Phänomen. Der Gemüseanbau hat eine außergewöhnliche Resistenz gegen verschiedene Widerstände bewiesen und ohne externe Initiative oder Unterstützung eine Nische eingenommen. Er profitiert dabei von seiner Nähe zum Markt, der hohen Nachfrage nach schnell verderblichen Produkten und den fehlenden Möglichkeiten, Waren gekühlt zu transportieren. Obwohl Farmer immer wieder ihren Standort wechseln, sind andere Freiflächen – oftmals diejenigen, die als Bauland ungeeignet sind – das gesamte letzte Jahrhundert hindurch landwirtschaftlich genutzt worden. Die Studie zeigt, dass Konflikte zwischen traditionellen- und Regierungsinstitutionen um Landbesitz und -management die Nahrungsmittelsicherheit nicht nur gefährden, sondern gleichzeitig auch zu innovativen städtischen Versorgungsstrukturen führen. Im Zusammenspiel aus freundschaftlichen Beziehungen und Netzwerken zwischen Farmern und anderen Akteuren sind innovative Strategien hervorgegangen. Beispielsweise werden Überflutungsgebiete oder öffentliche Grünanlagen kultiviert, die weder von Chiefs verkauft noch von der Regierung bebaut werden können. Auch erschließen sich die Akteure den Kontakt zu Nichtregierungsorganisationen, die in der urbanen Landwirtschaft eine Überlebensstrategie und eine zukunftsfähige Alternative zur Herstellung von Nahrungsmittelsicherheit sehen und die Gemüsegärtner folglich unterstützen. Komplexe sozio-politische Realitäten wie der Mangel an verlässlichen legalen Rahmenbedingungen für städtischen Anbau führen durch unterschiedliche Landmanagementsysteme zu Konflikten zwischen "traditionellen" und staatlichen Institutionen. Akteure in diesen Konflikten sind Chieftaincy-Institutionen, die Landkommission, das Administrative Office of Stool Lands, sowie die Stadt- und Landschaftsplanungsbehörde. In ihrem Zusammenspiel kreieren diese Institutionen Räume, in denen Ressourcenzugang und –kontrolle in Form historischer Zugänge, öffentlicher Diskurse und Technologien immer wieder neu geformt werden. Zum Beispiel instrumentalisieren Farmer historische Erzählungen oder eignen sich Entwicklungsdiskurse an, um Landzugang einzufordern. Chiefs hingegen schöpfen ihre Autorität aus öffentlichen Diskursen, die sie als gewohnheitsmäßige Landeigentümer legitimieren. Sie beziehen sich darüber hinaus auf die Verfassung aus dem Jahr 1992, die Chiefs mit Machtressourcen ausstattet, indem sie ihnen erlaubt, Landfragen direkt zu klären sowie enteignetes Land an die Besitzer zurückzugeben, sofern die Regierung es nicht mehr benötigt. Um ihre Ansprüche auf Land geltend zu machen, errichten Farmer hingegen Umzäunungen, entfernen territoriale Markierungspfosten und zapfen Wasserleitungen an. Nichtregierungsorganisationen unterstützen die Farmer, indem sie ihnen Zugang zu Technologien wie solarbetriebene Bewässerung, Treibhäuser und verbessertes Saatgut ermöglichen. Der Zugang von Frauen zu landwirtschaftlich nutzbarem Land in einer mehrheitlich männlichen dominierten Produktionsweise wird erschwert durch eine permanente Rekonstruktion von Tradition, die eine männliche Herrschaft in Landangelegenheiten reklamiert. Dennoch verfügen Frauen über eine Vielzahl flexibler Strategien, um sich trotz Knappheit Zugang zu Land zu verschaffen und ihrer Rolle in der Versorgung des Haushalts nachzukommen. An Bewässerungsstandorten, die von Regierungsbehörden kontrolliert und verwaltet werden, wurden Bewirtschaftungspraktiken zur Unterstützung von Frauen eingeführt, die es den Frauen ermöglichen, direkten Landzugang zu erhalten, anstatt wie gewohnheitsrechtlich Zugang zu Land ausschließlich über ihre Ehemänner zu erhalten. Hierdurch ergaben sich Veränderungen in den Besitzverhältnissen der Frauen gegenüber Land. Landbesitz von Frauen in der Umgebung von Bewässerungsstandorten stellt ein bislang ungeschildertes Phänomen in der Literatur über Gender und Ressourcenzugang in Ghana und in Afrika im Allgemeinen dar. Die theoretischen Implikationen der Studie beziehen sich auf die Erkenntnis, dass Farmer Akteure sind, die überlegte Entscheidungen zwischen unterschiedlichen ihnen zur Verfügung stehenden Governance-Systemen treffen, um ihre Interessen bestmöglich durchzusetzen. Indem sie beispielsweise innerhalb ihres Netzwerks aus diversen Unterstützern wie Nichtregierungsorganisationen, Chiefs und Regierungsbehören manövrieren, verhandeln sie effektiv den Zugang zu und die Kontrolle über Ressourcen. Auch nutzen Farmer diverse Foren wie zum Beispiel Versammlungen und Gerichtsverhandlungen, um ihre Ansprüche durchzusetzen und zu rechtfertigen und um bestehende Governance-Stukturen zu hinterfragen. Sie ignorieren administrative Vorgaben oder umgehen sie, um wiederum diejenigen Governance-Systeme zu stabilisieren, mit denen sie sich verbündet haben. Im Prozess des Entscheidens für ein bestimmtes Governance-System und damit gegen ein anderes, entsteht ein neues Governance-System. In einigen Fällen werden mehrere Governance-Systeme miteinander verknüpft, so dass neue, an die Interessen des jeweiligen Akteurs angepasste hybride Systeme entstehen. Zusammenfassend lässt sich feststellen, dass Interaktionen zwischen Akteuren nicht nur Szenarien von Kooperation und Konflikt darstellen, sondern darüber hinaus auch Prozesse der gegenseitigen Gestaltung und der Ko-Konstruktion von Governance-Systemen sind. Diese spielen eine entscheidende Rolle dafür, wie Gender, Landknappheit und Nahrungsmittelsicherheit mit dem Zugang zu und der Kontrolle von Ressourcen in urbanen und peri-urbanen Gebieten interagieren. Die auf Grundlage dieser Ergebnisse formulierte Empfehlung lautet, dass Stadtplanungspolitiken das Phänomen der urbanen Landwirtschaft integrieren müssen, wenn städtische Armut verringert und Nahrungsmittelsicherheit gewährleistet werden soll. Überflutungsgebiete oder Grünflächen sollten Farmern legal und transparent im Hinblick auf die Zuteilungsmechanismen zur Verfügung gestellt werden. Neue Formen von städtischer Landwirtschaft wie Gemüseanbau in Säcken oder andere innovative Methoden, die der sozialen Realität der Stadtbewohner angepasst sind, sollten eingeführt und die Kapazitäten der Farmer gestärkt werden, sich diese anzueignen. Alt-hough it is considered a means of survival for the poor, vegetable farming is practiced by urban dwellers across the income spectrum. As poverty and urban population increase, so is the need to supplement income with privately cultivated foodstuff. In Ghana's Northern Regional capital of Tamale, vegetable farming is constrained by a number of factors including land availability, land tenure security, and access to water. As a result, many vegetable farmers have resorted to cultivating lands along streams and canals, dugouts, wells, broken sewers, and reservoirs. The scarcity of land for vegetable farming in the urban and peri-urban areas of Ghana is as the result of competition. Farming competes with other land use forms such as industry and housing, both of which attract higher economic rents. The most serious threat to farmers posed by urbanization is the changing land use pattern. Changes in land use have resulted in less availability of prime agricultural land for farming which has lowered agricultural production, food security, and standard of living. Such is the situation in the Tamale metropolitan area and its surroundings in Ghana's Northern Region. This study analyzes the socio-political process by which resource flows are directed towards the production and selling of vegetables in Ghana`s urban areas. It examines how this process is managed by farmers through different governance systems in diverse socio-economic environments which prompt them to value the different technologies differently. I employed a mixed-method approach for this study after a general random sampled survey, and a participatory appraisal was conducted to characterize the urban and peri-urban agricultural system. I collected quantitative spatial data by measuring all open space cultivated areas with a Global Positioning Systems (GPS). Aerial maps were obtained with an Un-manned Aerial Vehicle (UAV) and mapped with ArcGIS software. Images from Google Earth maps triangulated farmers' recollection. Qualitative data were collected using focus group discussions, participatory photography, interviews and participant observation. This study was carried out between October 2013 and February 2015. Results reveal that the area of cultivated farmlands has decreased by 8.3% between 2008 and 2014, even as new vegetable sites emerged in the peri-urban fringes. Even though these farming areas are reducing, vegetable farming is not a temporary phenomenon. It has shown a remarkable resistance against various constraints and maintains a niche without external initiative or support as it takes advantage of market proximity, the high demand for perishable cash crops and the typical lack of refrigerated transport. Although farmers change their location over time, other open areas - usually those unsuited for construction - have been under continuous cropping for the past century. This study found that conflict between traditional and government institutions over land ownership and management has inadvertently led to innovative provisioning in vegetable production in the city, even though it has simultaneously threatened its contribution to food and nutritional security. Innovative strategies for continual vegetable production have emerged as a result of cordial relationships and networks that have developed between farmers and other actors. For example, farmers cultivate public green zones and floodplains which cannot legally be sold by chiefs nor used to construct government buildings. Farmers are also building alliances with Non-Governmental Organizations (NGO) that see urban agriculture as a viable activity and survival strategy for urban and peri-urban dwellers to maintain agricultural activity. Furthermore, the lack of a legal framework for urban farming in the Tamale area has led to conflicts between traditional and state institutions with implications for land tenure management systems. The conflict is often between the various chieftaincy institutions, the Lands Commission, the Administrative Office of Stool Lands, and the Town and Country Planning Department. Claim to land and other resources is made through historical recollections, public discourses, and technology. For example, farmers use stories from past events to legitimise their claims over land or restructure development discourses while chiefs rely on public discussions and discourses which support their rights as customary landowners to lay claim to lands. Chiefs also make use of the statutory laws and the 1992 Constitution which empowers the chieftaincy institution and puts within its jurisdiction lands not claimed by the government. To circumvent boundaries created by chiefs and others, farmers employ technologies such as fencing and pipe-borne water connections systems. Their efforts are supplemented by non-governmental organizations who furnish them with equipment such as solar-powered irrigation facilities, greenhouses, and improved seeds in order to boost their production. Moreover, women's access to farmland has always been hampered by the reconstruction of traditions that support male dominance in land affairs. However, some recent policy developments have renegotiated the condition of access to farmlands in favour of women. For instance, the introduction of gender-sensitive agricultural practices on government irrigation sites has resulted in the allocation of plots of land directly to women as opposed to through their male relatives as it was previously done. This has revolutionised the traditional gender roles in agriculture and has empowered women through primary land ownership. Women's ownership of land on irrigation sites is a novel finding that contributes to the broader literature on gender and resource access in Ghana and Africa. The theoretical implication of this study is that farmers' choice of, or relationship to, various local, national, and international actors is not foreordained but is instead based, to a large extent, on pragmatism. For example, by shifting alliances between non-governmental organisations and the government or supreme chiefs, they facilitate cooperation and possible negotiation for access and control over resources in their interests. Farmers also use multiple forums like meetings and courts to be able to gain legitimacy and challenge existing governance systems. Actors sometimes ignore or employ distinct strands of governance or undermine them to achieve their aims. These challenges are often used to gain legitimacy for the governance systems they are allied with. In the process of choosing one governance system over another, a new governance system comes into being. In other cases, combinations of different governance systems are forced to construct new hybrid systems tailored to an actor's interest. To conclude, the interplay between the various actors (farmers, traditional chiefs, government and non-governmental agencies) is not always a simple case of cooperation or conflict. Instead, it is a malleable process of mutual reshaping and co-construction of the governance systems which reconfigure gender roles, improve access to scarce lands, and increase food security. It is my strong recommendation that urban planning policy makers integrate agriculture into the larger discourse about poverty reduction and the alleviation of food insecurity. Green zones and flood-prone government lands in the urban areas which are currently been wasted should be allocated to farmers for food cultivation. This, however, must come with clearly defined mandates and guidelines that err on the side of transparency in land allocation and ownership. Innovative methods such as the farming of vegetables in sacks and other locally suitable means of maximizing production should be introduced alongside the strengthening of farmers' capacity to adopt those means.

Hice un estudio completo de la Prensa actual con la intención de analizar en profundidad la situación actual de la Prensa en España, en todos sus aspectos, como la pérdida de credibilidad ante la sociedad, disminución de ingresos, transformación del medio y el miedo a perder la esencia del producto. Así como la importancia que adquiere el departamento de Marketing dentro de los grupos. La pérdid a de calidad de la Prensa está influenciada claramente por la precariedad laboral de sus trabajadores .Las redacciones se han visto menguadas con 5.564 periodistas en paro en 2010 y 3.588 trabajadores afectados por ERE, cierres, recortes y prejubilaciones desde 2008, según el Informe de la Profesión Periodística de la Asociación de la Prensa de Madrid (APM). En las estadísticas oficiales del Servicio Estatal de Empleo Público (SEEP) a septiembre de 2010, había 7.069 periodistas en paro, 401 personas más que en 2009. Al descender de manera considerable el número de redactores que confeccionan el diario, hace que se tenga que acudir a las fuentes de agencia con una clara degradación y uniformización de los contenidos, devaluándose por ello la labor de investigación. "La reducción de los costes redaccionales, con la consiguiente baja de calidad en los contenidos, ha contribuido a acelerar la migración de los lectores a las versiones on line y la disminución de ingresos publicitarios en el soporte papel. Es difícil competir ofreciendo menos". En el Informe Anual de la Profesión Periodística 2009 en el que se encuesta a 23 directores de medios (que traslada a la realidad española el estudio de la Word Editors Forum (WEF), los directores afirman que la crisis económica actual no sólo afecta a los ingresos sino que también reduce la independencia de los medios. En ese mismo Informe los directores contaban que sus principales amenazas eran el cambio de hábitos de consumo de información (gratuidad de la misma), el descenso de la lectura y de la información en los jóvenes, la falta de innovación y la escasa inversión en el sector. Respecto al salario de los periodistas el informe elaborado por la APM y publicado en la Revista de la Asociación de la Prensa de Madrid Cuadernos de Periodista (del primer trimestre del 2010) donde analizaron más de 25 convenios de empresas periodísticas se desprende que los periodistas ganan unos 35.000 euros de media en España. Pero hay grandes diferencias entre medios y entre compañeros de la misma redacción. Así los mejor pagados son los trabajadores de la plantilla del Diario El País o de la Vanguardia pudiendo llegar a cobrar más de 6.000 euros mensuales. En el periodismo digital predomina el mileurismo. Por ejemplo, en el Diario ABC un redactor cobra en torno a 50.000 euros brutos anuales mientras que su equivalente en la web www.abc.es, no tiene ni convenio ni comité de empresa cobrando menos de 1000 euros mensuales. Los nuevos convenios establecen reducir paulatinamente éstas diferencias salariales existentes en las redacciones entre los medios tradicionales y los digitales. Ejemplo de ello, es el nuevo convenio de Expansión que pretende equiparar los salarios de los 19 periodistas de Internet con los de papel de forma gradual hasta 2012. El problema va para largo, ya que el número de matriculados en Facultades de Periodismo aumenta en el curso 2007/2008 en un 11% cuando en el 2008 el mercado únicamente podía absorber a un 34,64% de los licenciados en activo. La pérdida de credibilidad es agravada por el influjo de otros medios, especialmente la televisión, a la hora de proveerse de contenidos. Según el Informe de la APM a la hora de informarse, los encuestados muestran preferencias claras, eligiendo en primer lugar la televisión (42,2 por ciento de respuestas), seguida de la prensa digital (16,8), la radio (14,1), los periódicos de pago (13,9) y los portales generalistas de Internet (10,7 por ciento). Contrasta con las bellas palabras que al arte de hacer buena prensa dedica el columnista del ABC ,Ignacio Camacho en el 80 aniversario de ABC de Sevilla(que adjuntamos en el anexo final ,ya que es lo que creemos que la prensa debe reflejar) : "Lo he leído en el ABC. Y se dieron por vencidos, porque ellos mismos me habían enseñado que el periódico era el retrato de la vida, el relato exacto y cabal del mundo encerrado en un mazo de páginas porosas que se pasaban humedeciendo de saliva, como el monje lector de «El nombre de la rosa», las yemas de los dedos. No había nada que hacer: había aprendido una verdad incómoda." Otro dato significativo del Informe de la APM es la percepción que las informaciones están cada vez más politizadas. Un 46,4 % de los españoles considera que la selección de noticias está muy condicionada por los intereses de los políticos, los accionistas o los anunciantes. Los intereses de los ciudadanos quedan en último lugar. Sólo un 45,8 % de los encuestados prefieren los medios nacionales para mantenerse informados, cuando hace un año era del 51,3%. Lo cual es más concluyente cuando esperamos que la Prensa libre sea veraz con la noticia y comprometida con el servicio público. En octubre 2009, apareció un estudio de Leonard Downie y Michael Shudson, The Reconstruction of American Journalism en el cual "lo que ellos identificaron como riesgo no fueron las noticias de los periódicos o la televisión en sí, sino la recogida independiente de información, el análisis de investigación y el conocimiento de las comunidades…" La merma de calidad del producto va aparejada con una falta de calidad del lector, tanto en comprensión lectora y cultura general como en exigencia ante el medio. En el Informe Pisa 2006 (llevado a cabo por la OCDE que evalúa el nivel académico de estudiantes de 15 años en pruebas de matemática, lectura y ciencia), la media de lectura de los alumnos españoles descendió 20 puntos respecto al de 2003. La mayor bajada de todos los países desarrollados (cuando apenas descendió en matemáticas y en ciencias permanece igual). Siendo únicamente la Comunidad Autónoma Andaluza la que queda por debajo en los resultados de las distintas materias (aunque sólo 10 de las 17 CCAA accedieron a realizar las pruebas). Según los resultados del Informe PISA 2009 ,que por primera vez se evalúa la capacidad lectora en formatos digitales de los alumnos, España se ha recuperado del bajón de 20 puntos pero no consigue alcanzar la media de los países desarrollados. También hay diferencias entre Comunidades Autónoma. Los mejores resultados los han obtenidos los alumnos de Madrid, Castilla y León y Cataluña. Y en la parte baja se encuentran Canarias, Baleares y Andalucía. A todo ello, añadir la disminución de ingresos publicitarios al tener que compartir con otros medios, incluyendo internet , y las "inversiones publicitarias realizadas fuera de los medias, telemarketing, publipostage (mailing), relaciones públicas, publicidad en los puntos de venta, patrocinios(sponsoring), mecenazgo, marketing en la calle [con "hombres anuncio"], comunicación de eventos, videojuegos,…" Según los datos del Informe Infoadex 2009 la inversión publicitaria ha bajado en general entre el año 2007 y 2008, el único medio que ha crecido ha sido internet con un 26,5% mientras que los medios tradicionales han descendido .Los dominicales en un (-22,2%) y los diarios en un (-20,4%), agravada todo ello por la actual crisis económica. La noticia sacada de la Revista Noticias de la Comunicación, tampoco aporta grandes esperanzas, según la estimación que hace de la inversión publicitaria en el primer trimestre de 2011, se calcula un descenso de un 1% en el conjunto de los medios convencionales, pasando de 1.181,2 millones de euros a 1.169, 8 millones este año en el mismo periodo. Los medios impresos son los que tienen su peor registro, con un descenso del 10,2% para los diarios, un 6,5% las revistas y 2,9% los suplementos semanales de prensa. Así en el segundo capítulo se estudia una comparativa del papel de la Prensa en la Transición en relación con los actuales, incidiendo sobre todo en la pérdida de credibilidad que la misma está sufriendo. En el capítulo tres se analiza el fenómeno de la Prensa gratuita en España y algunos ejemplos del resto del Mundo, comprobando así que no se trataba de un fenómeno aislado. Podemos destacar dos hecho significativos: por un lado, la desviación de ingresos publicitarios hacia la Prensa gratuita (hay un jugador más en el terreno). En parte se solventó cuando los grandes grupos de Prensa de pago compraron las cabeceras gratuitas o crearon las suyas propias. Por otro lado, todavía es tan reciente el fenómeno que no sabemos si el lector de Prensa gratuita (fundamentalmente jóvenes e inmigrantes) se convertirá en potenciales compradores de Prensa de pago, teniendo en cuenta que precisamente ese cliente es el más reticente a pagar por este producto. Para ello, tendría que haber una similitud de cabeceras, líneas editoriales y contenidos que las identificara fácilmente ambas dos. Ya fuera explicitando en la cabecera el diario de referencia del grupo (ABC en el caso de Vocento, El País si el grupo PRISA) o bien asemejándolo estéticamente al referente de pago. Centrándonos en el tema de las promociones, podríamos lanzar promociones conjuntas (diario gratuito y de pago) y que a través de una cartilla se empezaran promociones en el gratuito y se prosiguieran en las de pago con el fin de arrastrar al lector gratuito hacia el diario pagado. En el cuarto capítulo se realiza un repaso al mundo de la blogosfera perfilándolo como una nueva fuente informativa. Quizás aún no supone una amenaza desde el punto de vista de los ingresos de los periódicos tradicionales, sobre todo por la enorme atomización de los contenidos en la Web. Se contraponen libertad y cantidad frente a calidad y línea editorial. La Web 2.0 ha supuesto una revolución convirtiendo en rey de la Web a un lector/escritor activo que en la Prensa tradicional se tenía que conformar con el apartado de Cartas al Director. A continuación y una vez realizado un repaso de la situación actual de la Prensa en España, me centro en terrenos más económicos, e intento analizar qué papel están tomando los departamentos de Marketing dentro del organigrama de los grupos de comunicación, salvaguardando la esencia del producto – servicio "Prensa". De igual manera analizaremos los planes de estudio de todas las Facultades de Periodismo de España y en cuales cómo y cuándo se imparten materias relacionadas con el Marketing. Por todo ello, se formula en este trabajo una serie de preguntas: ¿Es posible plantear mejoras en los departamentos de Marketing de la Prensa una vez comparado con otros departamentos de Marketing en otros sectores? ¿Qué perfil de formación tienen los que dirigen los departamentos? ¿Es el organigrama de la Prensa actual eficiente y acorde con los tiempos que corren? ¿Tienen una organización homogénea? ¿Qué área es la más rentable? ¿Se utilizan todas las herramientas de Marketing sin desnaturalizar el producto? ¿Las promociones están realmente planificadas? ¿Puede ser que las promociones de los periódicos deportivos estén más desarrolladas por la vinculación con grandes multinacionales del sector como el Real Madrid y el FC Barcelona, las dos marcas más conocidas de España? ¿Aprovechan los diarios todo el potencial que ofrecen las redes sociales? Éstas son las hipótesis a estudiar, cuya demostración o refutación trataremos de analizar y de inferir a lo largo de esta investigación. De todas y cada una de ellas y en su caso cómo y por qué.

The European Convention on Human Rights (ECHR) – supervised by the European Court of Human rights (ECtHR) – coexists with other normative (human rights) instruments that have been created at the national, regional, and international level, both by State and non-State actors. The ECHR represents one legal piece of this normative 'jungle', characterized by legal 'fragmentation'. Whereas a lot is said about the negative aspects of this diverse world, this doctoral thesis aims to focus on its positive sides. To support its interpretation and application of the ECHR, the Strasbourg Court makes reference to a diverse range of instruments other than the ECHR, which we call external instruments. The Grand Chamber-case of Demir and Baykara v. Turkey of 12 November 2008 provides a rare overview of the characteristics of this 'referencing practice'. In this judgment, the Court included a separate heading to specifically explain its interpretative use of international law, discussing the legal basis as well as the type of instruments that it considers relevant. Two major conclusions follow from the Court's explanations: firstly, it puts external referencing in the light of some rules on interpretation provided in the Vienna Convention on the Law of Treaties (VCLT) (particularly in Article 31 paragraph 3 (c) VCLT); secondly, it stresses that soft and non-ratified external instruments might equally offer support for (evolutively) interpreting the ECHR. These statements are controversial; the Court has been criticized for misinterpreting the rules of the VCLT, for not well justifying its references as well as for exceeding its powers by incoherently relying on (non-binding) external materials for interpretative purposes.The case of Demir and Baykara v. Turkey left many questions open in respect of the importation of external instruments. There is some confusion about the functions and the weight of (non-binding) external instruments in legal reasoning. In addition, the justificatory arguments developed in this case lack precision and persuasiveness. Addressing these gaps, this study firstly offers an elaborate 'mapping' of the usage of external instruments by the ECtHR. For that purpose, all references in each Grand Chamber-case since Demir and Baykara v. Turkey of 12 November 2008 (until the end of 2015) have been analyzed and categorized. Secondly, this work develops arguments to better justify the Court's practice of using external instruments. Both from a legality and a users' perspective, this thesis demonstrates how external referencing may (under certain conditions) be a valid method to give meaning to the provisions in the ECHR. The 'mapping' of the referencing practice demonstrates that, to support the interpretation and application of the Convention in the 'law'-section of the decision, external instruments have been invoked by the Grand Chamber in almost 70 percent of the examined cases. This interpretative technique covers a wide variety of instruments, diverging according to their origin as well as to their scope ratione materiae, ratione personae and ratione loci. The legal status of the instruments constitutes an additional root of diversity; the ECtHR imports legal instruments that have been ratified by the Member States, instruments that have not been ratified by some of the Member States and/or by the respondent State, soft instruments created by politically (non-)representative bodies, and finally, case law developed by other (quasi-)judicial bodies. The Grand Chamber references these instruments for different purposes: to dismiss their content, to establish interpretative rules, to support the interpretation of notions and requirements of the Convention, to enable the creation of harmony between the Convention and external legal requirements, or to consider a State's freedom of manoeuvre when applying the ECHR. An example of a contested – but rather rare – usage of external instruments consists of comparing a mixture of binding and non-binding instruments in order to progressively evolve (and change) the Court's case law. Overall, however, the Grand Chamber adopts a rather traditional approach to its interpretative 'sources', not according to non-binding instruments an independent decisive weight.In the Grand Chamber cases issued after Demir and Baykara v. Turkey, the Court did not undertake efforts to further justify and explain its referencing practice. In our view, two provisions might nonetheless operate as valuable vehicles to enhance the legality of some references. It concerns, more particularly, Article 31 paragraph 3 (c) VCLT, inciting the Court to take into account external applicable norms, and Article 53 ECHR, offering a 'safeguard' for human rights. Article 31 paragraph 3 (c) VCLT is regularly used by the Court in connection to the method of 'harmonious interpretation', accommodating the obligations of the ECHR with external obligations (that risk to conflict with the Convention). We agree that Article 31 paragraph 3 (c) VCLT – covering a principle of 'systemic integration' – offers a legal basis for a coordinative integration of external applicable requirements. Some caution is nonetheless required; the creation of convergence between the ECHR and external legal domains should not supersede the aim of effective and progressive human rights protection. Therefore, when a conflict arises between the ECHR and an external provision, this should be clearly acknowledged instead of being artificially ignored under a pretext of 'harmonisation' and 'anti-fragmentation'. Subsequently, the conflict should be solved by means of 'hierarchical integration' (giving precedence to human rights law) rather than by 'coordinative integration'.Although the Court references Article 31 paragraph 3 (c) VCLT to support harmonious interpretation between the ECHR and external instruments outside the human rights domain, this case law study demonstrates that it does generally not cite this provision in respect of references to human rights catalogues other than the ECHR. For that reason, a criticism claiming that the Court misuses Article 31 paragraph 3 (c) VCLT to expand the ECHR on the basis of external higher human rights provisions, largely misses ground. This does not mean, however, that Article 31 paragraph 3 (c) VCLT has no relevance in respect of the importation of other human rights catalogues. Although this does not accord with the Court's general practice, we are of the opinion that Article 31 paragraph 3 (c) VCLT mandates the Court to integrate (higher) protection standards applicable in all Member States of the Council of Europe. In other words, the ideal of 'systemic integration' is not only relevant in relation to the landscape of (general) international law, but should also permeate the domain of human rights law. As a harmonizing principle, it is supposed to encourage the Court to take account of ratified external human rights catalogues, including their authoritative interpretation by external monitoring bodies. Article 53 ECHR supports this argument too. This provision offers a human rights safeguard ensuring peaceful coexistence between the ECHR and higher protection standards. The message of Article 53 ECHR towards the Strasbourg judges is twofold. In its procedural dimension, the Court should use it directly, to sanction a State that, on the national level, did not give precedence to the highest applicable human rights standard. In its substantive dimension, this provision has effects similar to those of Article 31 paragraph 3 (c) VCLT. When higher and binding human rights standards are applicable in all Member States, Article 53 ECHR obliges the Court to substantively integrate them into its interpretation of the ECHR. In addition, we argue that Article 53 ECHR offers a symmetric human rights safeguard, preventing a downward evolution of the ECHR on the basis of external human rights instruments offering lower standards. The proposed interpretation of Article 53 ECHR is innovative, yet controversial; so far, the Court has not used it in this manner. In line with Articles 31 paragraph 3 (c) VCLT and 53 ECHR, we argue that external instruments, under certain conditions, exercise a binding authority. Apart from that, referencing could be exercised in an optional manner, for instance in order to support argumentative purposes such as 'evolutive', 'practical and effective', and 'autonomous' reasoning and/or the establishment of a 'margin of appreciation'. Essentially, these interpretation principles are covered by a holistic reading of the rules of the VCLT. A concept that catches well a combined reading of the rules of the VCLT, without losing sight of the specificity of human rights law, is the search for 'opinio juris under the treaty'. Under this interpretative framework, an emerging or an ambiguous State consensus may suffice to develop a dynamic interpretation of the ECHR, provided that the incomplete consensus is confirmed by an opinio juris. To establish an emerging or ambiguous State consensus, 'hard' and ratified legal instruments (of national or international origin) are of particular relevance. In addition, a wide variety of (non-binding) external instruments might be useful to demonstrate the opinio juris. Besides legal provisions, some other, less formal, users' arguments may validate some aspects of the referencing practice. The usage of external human rights catalogues – possibly containing higher protection standards, rights of other 'generations', or more specialized and specific provisions – contributes to the creation of human rights that are effective, universal and indivisible. This serves the rights holders who have an interest in equal treatment by a law that operates as a 'ius gentium', and in an adjudication process that does justice to all specificities of their identity and lived experiences. In addition, referencing could contribute to progressively evolve the protection of human rights. The referencing practice also enhances the coherence of the system, which is beneficial for 'legal certainty' vis-à-vis all users of human rights. Moreover, external referencing may contribute to a more nuanced and 'shared' decision-making, inspired by the positions and insights of various actors. Indeed, by means of comparative law, judges can build a dialectic network of mutual influences and communicative enrichment on a global scale. When we acknowledge that it is the Court's task to translate pluralism in balanced outcomes and to canalize the different interests underlying a case, the importation of external views from across the globe may help the Court is assuming that responsibility. The Strasbourg judges find particularly valuable tools in external instruments. Not only could their usage enhance the procedural economy and the deformalization of the decision-making process, external citations may also make a reasoning more convincing and authoritative towards the audience. However, these benefits only play to the extent that external referencing is transparent, consistent and systematically relies on a solid legal framework.To optimize the justification of the referencing practice, this doctoral thesis recommends the Court to better embed its external citations in both formal and informal arguments. We have done several suggestions as to how such arguments might be developed in practice. Their use could boost the valid usage of external instruments, which, under certain conditions, offers good opportunities for a persuasive interpretation and application of the ECHRWe started our research with a sketch of the present normative environment; it is disordered and can be metaphorically compared to a jungle. The Strasbourg judges walk through this area and use lianas to make connections between all elements that compose this forest. Through their referencing practice, they communicate, learn, and argue. In an ecosystem, all organisms are dependent on one another; they cannot survive in isolation. Following the rules of nature, the organisms mutually profit from each other's existence and finally, provide each other with oxygen. In order to be good rangers in this jungle, the Strasbourg judges should recognize and acknowledge the existence and the value of all the other organisms. In addition, to ensure a high degree of balance in the ecosystem, they should keep an eye both on the system's rules (legality) and on the views and interests of those that benefit from the system (the users of human rights). ; (Faculté de droit) -- FUSL, 2017

El Departamento Archipiélago de San Andrés, Providencia y Santa Catalina es una región que cuenta con una dotación de recursos naturales, una comunidad étnica rica en cultura e identidad, y una localización estratégica, que le permite estar bien posicionada para competir en el Siglo XXI. Después de algunos años de iniciado el proceso de apertura, y de cambios sistemáticos de su modelo económico, aún padece de problemas fundamentales en el medio ambiente competitivo colombiano que deben ser resueltos de manera decidida y oportuna. Siendo el único departamento Insular necesita explorar y diversificar su base exportadora. Desarrollar el recurso humano avanzado, superar sus deficiencias de infraestructura y mejorar sus condiciones internas para atraer inversión extranjera directa y desarrollar capacidades estratégicas que le permita ser un territorio competitivo. Sin embargo lo más importante y significativo, será el desarrollo de una actitud más agresiva hacia el aprendizaje, el desarrollo de capacidades y la modernización institucional para enfrentar los retos de desarrollo sostenible que le demanda su condición de Reserva de Biosfera. La dependencia de las islas a su modelo tradicional de comercio y turismo, está cambiando, no obstante mientras las exportaciones son casi inexistentes, su naturaleza no refleja un significativo conocimiento nuevo por reorientar su modelo económico, exponiéndose a riesgos asociados al deterioro de su capital natural y una dependencia absoluta a la importación. El estudio presentado a continuación ha mostrado que mientras el volumen absoluto del comercio nacional se ha incrementado, la composición de las exportaciones desaparece, desaprovechando una serie de oportunidades posibles en el territorio. En otras palabras, el archipiélago no ha aprendido a incursionar en mercados sofisticados con productos sofisticados que protejan su capital natural y patrimonio étnico, como elemento diferenciador en el país. Las razones del estancamiento y la inexistencia de la exportación, es la confianza o dependencia que se tiene en las fuentes tradicionales de su modelo económico, no permitiéndole desarrollar ventaja competitiva. Cada vez es más difícil competir si no se cuenta con capacidades estratégicas, ventajas competitivas y un sistema de apoyo de categoría mundial al interno del territorio. En efecto, las capacidades del tejido empresarial de las islas, para desarrollar y mantener estrategias agresivas, se ven limitadas por las restricciones y falencias que encuentran en su medio ambiente competitivo. El tejido empresarial insular continúa adoptando tácticas basadas en las ventajas comparativas que están siendo lesionadas por otras regiones competidoras, que cuentan con iguales ventajas naturales y estrategias similares. Para motivar a las empresas a desarrollar estrategias más sofisticadas, el sector privado y el sector público deben trabajar unidos para mejorar el medio ambiente competitivo y facilitar la creación de ventajas competitivas sustentables o sostenibles, que se basen en el conocimiento y en el continuo mejoramiento. Es imperativo desarrollar objetivos nacionales en torno a los acuerdos de integración comercial sin contemplar las competencias y capacidades locales de aquellos territorios que por su ubicación tienen proximidad con los territorios pactados; esto debería ser una prioridad de aprovechamiento del estado colombiano de utilizar las ventajas comparativas que le da la condición de contar con territorios fronterizos que faciliten procesos de articulación. Por otro lado, las políticas de estado cambian en periodos cortos y no permiten lograr una alineación a largo plazo, omitiendo que fenómenos como la apertura económica demandará competencia internas de adaptación, y las empresas no contaran con la capacidad de elegir opciones estratégicas y desarrollar las capacidades necesaria para defender y expandir su mercados, un ejercicio visible en la balanza comercial de las islas las cuales analizamos en el presente estudio donde se exploraron sus capacidades estratégicas para sostener o realizar una articulación con el Caribe Occidental como zona fronteriza del territorio colombiano, en el marco de los acuerdos existentes. El análisis permitió no solo identificar su capacidad, sino las condiciones de comercio exterior que se están obviando desde el gobierno central en este tipo de estrategias económicas. Para el departamento Insular, como para el país es urgente tomar decisiones que le permitan al sector productivo de las islas competir sosteniblemente, y visibilizar los riesgos a los que podría estar expuesta el modelo económico actual del archipiélago y el poco aprovechamiento que se tiene de las vocaciones locales para generar capacidades que le permita esa sostenibilidad. Es aquí donde lo más importante y necesario es estructurar un proceso en el cual el gobierno y el sector privado trabajen unidos con el objetivo de desarrollar y definir las prioridades locales y al mismo tiempo, garantizar que el sector privado se comprometa a alinear un proceso de desarrollo común y focalizado a las condiciones y capacidades del territorio. Como territorio fronterizo, llego de particularidades por su condición insular, requiere de un mayor entendimiento de las fortalezas competitivas que posee, y de sus debilidades, para hacer clara la selección de una política de comercio y articulación local asertiva. Estas condiciones facilitarán en el largo plazo no solo definir las estrategias que le permitan al sector privado invertir en ventajas sostenibles y fortalecer su capacidad para atender a los consumidores más sofisticados del mundo, sino para responder a las condiciones que la insularidad le establece. El estudio que se presenta, examina en detalle sectores específicos de la economía en las islas y los sitúa en un contexto más amplio de competitividad y capacidades estrategias existentes o posibles de desarrollo, para el aprovechamiento de los acuerdos con países y territorios vecinos. El territorio insular hoy se enfrenta a grandes retos que requieren de grandes decisiones que lo empoderen de un modelo económico decidido y no impuesto, donde es importante tener presente que la competitividad no es algo estático, es un proceso continuo de mejoramiento y de innovación que requiere objetivos precisos, amplios insumos (recursos naturales, recursos humanos, capital, infraestructura), claras estrategias y un medio ambiente que permita adoptar con rapidez aquellas innovaciones que estén basadas en el conocimiento y que se determinen para un proceso de ajuste ; Abstract: The Archipelago of San Andrés, Providencia and Santa Catalina is a region that has natural resources, an ethnic community rich in culture and identity, and a strategic location that allows it to be well positioned to compete in the 21st Century. After a few years of initiating the process of opening up and systematic changes in its economic model, it still suffers from fundamental problems in the competitive Colombian environment that must be resolved in a decisive and timely manner. Being the only insular department, it needs to explore and diversify its export base. Develop the advanced human resource, overcome its infrastructure deficiencies and improve its internal conditions to attract foreign direct investment and develop strategic capabilities that allow it to be a competitive territory. However, the most important and significant will be the development of a more aggressive attitude towards learning, capacity building and institutional modernization to face the challenges of sustainable development that demands its status as a Biosphere Reserve. The dependence of the islands on their traditional model of trade and tourism is changing, yet while exports are almost non-existent, their nature does not reflect significant new knowledge by reorienting their economic model, exposing themselves to risks associated with the deterioration of their natural capital And an absolute dependency on imports. The study presented below has shown that while the absolute volume of domestic trade has increased, the composition of exports disappears, missing a number of possible opportunities in the territory. In other words, the archipelago has not learned to venture into sophisticated markets with sophisticated products that protect its natural capital and ethnic heritage as a differentiating element in the country. The reasons for the stagnation and the non-existence of the export are the confidence or dependence that one has in the traditional sources of his economic model, not allowing him to develop competitive advantage. It is becoming increasingly difficult to compete without strategic capabilities, competitive advant ages and a world-class support system within the territory. In fact, the capacity of the islands' business fabric to develop and maintain aggressive strategies is limited by the restrictions and shortcomings they encounter in their competitive environment. The insular business fabric continues to adopt tactics based on the comparative advantages being hurt by other competing regions, which have the same natural advantages and similar strategies. To motivate companies to develop more sophisticated strategies, the private sector and the public sector must work together to improve the competitive environment and facilitate the creation of sustainable or sustainable competitive advantages based on knowledge and continuous improvement. The European Convention on Human Rights (ECHR) – supervised by the European Court of Human rights (ECtHR) – coexists with other normative (human rights) instruments that have been created at the national, regional, and international level, both by State and non-State actors. The ECHR represents one legal piece of this normative 'jungle', characterized by legal 'fragmentation'. Whereas a lot is said about the negative aspects of this diverse world, this doctoral thesis aims to focus on its positive sides. To support its interpretation and application of the ECHR, the Strasbourg Court makes reference to a diverse range of instruments other than the ECHR, which we call external instruments. The Grand Chamber-case of Demir and Baykara v. Turkey of 12 November 2008 provides a rare overview of the characteristics of this 'referencing practice'. In this judgment, the Court included a separate heading to specifically explain its interpretative use of international law, discussing the legal basis as well as the type of instruments that it considers relevant. Two major conclusions follow from the Court's explanations: firstly, it puts external referencing in the light of some rules on interpretation provided in the Vienna Convention on the Law of Treaties (VCLT) (particularly in Article 31 paragraph 3 (c) VCLT); secondly, it stresses that soft and non-ratified external instruments might equally offer support for (evolutively) interpreting the ECHR. These statements are controversial; the Court has been criticized for misinterpreting the rules of the VCLT, for not well justifying its references as well as for exceeding its powers by incoherently relying on (non-binding) external materials for interpretative purposes.The case of Demir and Baykara v. Turkey left many questions open in respect of the importation of external instruments. There is some confusion about the functions and the weight of (non-binding) external instruments in legal reasoning. In addition, the justificatory arguments developed in this case lack precision and persuasiveness. Addressing these gaps, this study firstly offers an elaborate 'mapping' of the usage of external instruments by the ECtHR. For that purpose, all references in each Grand Chamber-case since Demir and Baykara v. Turkey of 12 November 2008 (until the end of 2015) have been analyzed and categorized. Secondly, this work develops arguments to better justify the Court's practice of using external instruments. Both from a legality and a users' perspective, this thesis demonstrates how external referencing may (under certain conditions) be a valid method to give meaning to the provisions in the ECHR. The 'mapping' of the referencing practice demonstrates that, to support the interpretation and application of the Convention in the 'law'-section of the decision, external instruments have been invoked by the Grand Chamber in almost 70 percent of the examined cases. This interpretative technique covers a wide variety of instruments, diverging according to their origin as well as to their scope ratione materiae, ratione personae and ratione loci. The legal status of the instruments constitutes an additional root of diversity; the ECtHR imports legal instruments that have been ratified by the Member States, instruments that have not been ratified by some of the Member States and/or by the respondent State, soft instruments created by politically (non-)representative bodies, and finally, case law developed by other (quasi-)judicial bodies. The Grand Chamber references these instruments for different purposes: to dismiss their content, to establish interpretative rules, to support the interpretation of notions and requirements of the Convention, to enable the creation of harmony between the Convention and external legal requirements, or to consider a State's freedom of manoeuvre when applying the ECHR. An example of a contested – but rather rare – usage of external instruments consists of comparing a mixture of binding and non-binding instruments in order to progressively evolve (and change) the Court's case law. Overall, however, the Grand Chamber adopts a rather traditional approach to its interpretative 'sources', not according to non-binding instruments an independent decisive weight.In the Grand Chamber cases issued after Demir and Baykara v. Turkey, the Court did not undertake efforts to further justify and explain its referencing practice. In our view, two provisions might nonetheless operate as valuable vehicles to enhance the legality of some references. It concerns, more particularly, Article 31 paragraph 3 (c) VCLT, inciting the Court to take into account external applicable norms, and Article 53 ECHR, offering a 'safeguard' for human rights. Article 31 paragraph 3 (c) VCLT is regularly used by the Court in connection to the method of 'harmonious interpretation', accommodating the obligations of the ECHR with external obligations (that risk to conflict with the Convention). We agree that Article 31 paragraph 3 (c) VCLT – covering a principle of 'systemic integration' – offers a legal basis for a coordinative integration of external applicable requirements. Some caution is nonetheless required; the creation of convergence between the ECHR and external legal domains should not supersede the aim of effective and progressive human rights protection. Therefore, when a conflict arises between the ECHR and an external provision, this should be clearly acknowledged instead of being artificially ignored under a pretext of 'harmonisation' and 'anti-fragmentation'. Subsequently, the conflict should be solved by means of 'hierarchical integration' (giving precedence to human rights law) rather than by 'coordinative integration'.Although the Court references Article 31 paragraph 3 (c) VCLT to support harmonious interpretation between the ECHR and external instruments outside the human rights domain, this case law study demonstrates that it does generally not cite this provision in respect of references to human rights catalogues other than the ECHR. For that reason, a criticism claiming that the Court misuses Article 31 paragraph 3 (c) VCLT to expand the ECHR on the basis of external higher human rights provisions, largely misses ground. This does not mean, however, that Article 31 paragraph 3 (c) VCLT has no relevance in respect of the importation of other human rights catalogues. Although this does not accord with the Court's general practice, we are of the opinion that Article 31 paragraph 3 (c) VCLT mandates the Court to integrate (higher) protection standards applicable in all Member States of the Council of Europe. In other words, the ideal of 'systemic integration' is not only relevant in relation to the landscape of (general) international law, but should also permeate the domain of human rights law. As a harmonizing principle, it is supposed to encourage the Court to take account of ratified external human rights catalogues, including their authoritative interpretation by external monitoring bodies. Article 53 ECHR supports this argument too. This provision offers a human rights safeguard ensuring peaceful coexistence between the ECHR and higher protection standards. The message of Article 53 ECHR towards the Strasbourg judges is twofold. In its procedural dimension, the Court should use it directly, to sanction a State that, on the national level, did not give precedence to the highest applicable human rights standard. In its substantive dimension, this provision has effects similar to those of Article 31 paragraph 3 (c) VCLT. When higher and binding human rights standards are applicable in all Member States, Article 53 ECHR obliges the Court to substantively integrate them into its interpretation of the ECHR. In addition, we argue that Article 53 ECHR offers a symmetric human rights safeguard, preventing a downward evolution of the ECHR on the basis of external human rights instruments offering lower standards. The proposed interpretation of Article 53 ECHR is innovative, yet controversial; so far, the Court has not used it in this manner. In line with Articles 31 paragraph 3 (c) VCLT and 53 ECHR, we argue that external instruments, under certain conditions, exercise a binding authority. Apart from that, referencing could be exercised in an optional manner, for instance in order to support argumentative purposes such as 'evolutive', 'practical and effective', and 'autonomous' reasoning and/or the establishment of a 'margin of appreciation'. Essentially, these interpretation principles are covered by a holistic reading of the rules of the VCLT. A concept that catches well a combined reading of the rules of the VCLT, without losing sight of the specificity of human rights law, is the search for 'opinio juris under the treaty'. Under this interpretative framework, an emerging or an ambiguous State consensus may suffice to develop a dynamic interpretation of the ECHR, provided that the incomplete consensus is confirmed by an opinio juris. To establish an emerging or ambiguous State consensus, 'hard' and ratified legal instruments (of national or international origin) are of particular relevance. In addition, a wide variety of (non-binding) external instruments might be useful to demonstrate the opinio juris. Besides legal provisions, some other, less formal, users' arguments may validate some aspects of the referencing practice. The usage of external human rights catalogues – possibly containing higher protection standards, rights of other 'generations', or more specialized and specific provisions – contributes to the creation of human rights that are effective, universal and indivisible. This serves the rights holders who have an interest in equal treatment by a law that operates as a 'ius gentium', and in an adjudication process that does justice to all specificities of their identity and lived experiences. In addition, referencing could contribute to progressively evolve the protection of human rights. The referencing practice also enhances the coherence of the system, which is beneficial for 'legal certainty' vis-à-vis all users of human rights. Moreover, external referencing may contribute to a more nuanced and 'shared' decision-making, inspired by the positions and insights of various actors. Indeed, by means of comparative law, judges can build a dialectic network of mutual influences and communicative enrichment on a global scale. When we acknowledge that it is the Court's task to translate pluralism in balanced outcomes and to canalize the different interests underlying a case, the importation of external views from across the globe may help the Court is assuming that responsibility. The Strasbourg judges find particularly valuable tools in external instruments. Not only could their usage enhance the procedural economy and the deformalization of the decision-making process, external citations may also make a reasoning more convincing and authoritative towards the audience. However, these benefits only play to the extent that external referencing is transparent, consistent and systematically relies on a solid legal framework.To optimize the justification of the referencing practice, this doctoral thesis recommends the Court to better embed its external citations in both formal and informal arguments. We have done several suggestions as to how such arguments might be developed in practice. Their use could boost the valid usage of external instruments, which, under certain conditions, offers good opportunities for a persuasive interpretation and application of the ECHRWe started our research with a sketch of the present normative environment; it is disordered and can be metaphorically compared to a jungle. The Strasbourg judges walk through this area and use lianas to make connections between all elements that compose this forest. Through their referencing practice, they communicate, learn, and argue. In an ecosystem, all organisms are dependent on one another; they cannot survive in isolation. Following the rules of nature, the organisms mutually profit from each other's existence and finally, provide each other with oxygen. In order to be good rangers in this jungle, the Strasbourg judges should recognize and acknowledge the existence and the value of all the other organisms. La presente Tesis titulada "Modelo Metodológico de la Auditoría Financiera con Enfoque Integral para el Sistema Nacional de Control", es de carácter descriptivo y explicativo fundamentada en la experiencia profesional obtenida en el campo de la auditoría financiera y las investigaciones realizadas en torno a la labor de fiscalización y control que viene desarrollando el ente rector del Sistema Nacional de Control, en cumplimiento de lo establecido en los artículos 81° y 82° de la Constitución Política del Perú, y la atribución conferida en el artículo 22° literal f) de la Ley N° 27785 de 22.Jul.2002, Ley Orgánica del Sistema Nacional de Control y de la Contraloría General de la República. Actualmente, la Contraloría General de la República como ente técnico rector del Sistema Nacional de Control, viene modificando las normas de control gubernamental y procedimientos técnicos correspondientes al ejercicio del control gubernamental, de conformidad con el artículo 14° de la Ley N° 27785, Ley Orgánica del Sistema Nacional de Control y de la Contraloría General de la República; afectando directamente el enfoque metodológico de la auditoría financiera y otras auditorías, al haber aprobado las Normas Generales de Control Gubernamental (NGCG), a través del cual dejan sin efecto la aplicación de las Normas de Auditoría Gubernamental (NAGUs), el Manual de Auditoría Gubernamental (MAGU), la Guía de Planeamiento de Auditoría Gubernamental, y la Guía para la Elaboración del Informe de Auditoría Gubernamental. Posteriormente la Contraloría General de la República, aprobó el Manual de Auditoría Financiera Gubernamental, que es un documento normativo, de obligatorio cumplimiento, que define el proceso para el ejercicio de la auditoría a los estados financieros y presupuestales, y ha sido diseñado para su aplicación por las Sociedades de Auditoría, los Órganos de Control Institucional, así como la Contraloría General de la República en la ejecución de la auditoría financiera y presupuestaria, de conformidad con las normas de control gubernamental, concordado con las normas internacionales de auditoría vigentes. Sin embargo, pese a los cambios que viene realizando el ente rector del Sistema Nacional de Control, estos no resuelven el problema planteado en la Tesis titulada "Modelo Metodológico de la Auditoría Financiera con Enfoque Integral para el Sistema Nacional de Control", la misma que debe ser superado con el modelo metodológico que se propone en la Tesis, la misma que prioriza la validación integral de los actos y resultados de la gestión pública, el uso eficiente, eficaz y económico de los recursos y bienes del Estado, así como del cumplimiento de las normas legales y de los lineamientos de política y planes de acción establecidos por las entidades públicas en sus Planes Estratégicos. Por ello, señalamos que el Sistema Nacional de Control, no tiene un modelo metodológico de auditoría financiera que tienda a transparentar la información presupuestaria y financiera del Estado peruano, identificando los actos de corrupción y promoviendo la mejora continua de la gestión pública; asuntos que se superaría de aplicarse la metodología y herramientas modernas que proponemos, a través de la implantación y aplicación de la Auditoría Financiera Gubernamental con Enfoque Integral, la cual busca aplicar un control de advertencia o de prevención para que el administrador público conozca en tiempo real las inconsistencias detectadas en su gestión y proceda a subsanarlas, con lo finalidad de convertir a las entidades públicas en entes eficientes y eficaces, que cumplan con el fin último del control que es su mejoramiento continuo y modernización que asegure el cumplimiento de su misión, visión y objetivos en bien de los ciudadanos de nuestro país. Esta gran diferencia entre lo que se aplica en el Perú y lo que se aplica por ejemplo en Colombia, en materia de control gubernamental, ha conllevado a que se efectúe esta investigación que tiene por objetivo general, identificar y aplicar modernos enfoques de auditoría financiera integral que permita obtener resultados de la evaluación de gestión de las entidades públicas y promueva su mejora continua. Para llevar a cabo esta investigación se ha considerado tomar en cuenta el universo que conforman el Sistema Nacional de Control (empresas, entidades, ministerios y gobiernos regionales y locales) de los cuáles tomamos como muestra la información financiera auditada de 15 entidades: 05 Ministerios, 02 Universidades, 03 Gobiernos Regionales, 02 Gobiernos Locales, y 03 Empresas del Estado. Además, consideraremos entrevistarnos con 10 socios de firmas de auditores que auditaron esas entidades que representan la muestra de estudio, 10 funcionarios de entidades auditadas y 10 contadores públicos. Para cumplir con nuestro objetivo, se procedió a efectuar una encuesta a los participantes de nuestra muestra y cuyo principal dato obtenido es que el Sistema Nacional de Control actualmente no permite la evaluación integral de la gestión y sus efectos financieros y presupuestarios, plasmados en los estados financieros y estados presupuestarios; a fin de validar el uso eficiente, eficaz y económico de los recursos del Estado, por lo que es prioritario que la Auditoría Financiera Gubernamental con enfoque Integral, sea aplicada con prontitud, para lo cual deberá modificarse la normatividad actual vigente, que permita a la Contraloría General de la República, su modernización y aplicación herramientas tecnológicas y enfoques modernos de auditoría en las actividades y acciones de control que programe y ejecute en el ámbito del sector gubernamental. El enfoque de auditoría integral propuesto se fundamenta en el conocimiento integral de la entidad gubernamental a ser auditada en su entorno sistémico, el cual conlleva a evaluar la planificación de su gestión verificando el cumplimiento de su misión, visión y objetivos, a través de los documentos de gestión que generan, y su alineamiento con las políticas públicas del gobierno, asimismo, evaluar los resultados de la gestión a través de los procesos que desarrolla, identificando y proponiendo recomendaciones que superen los riesgos internos y/o externos que los hayan afectado. Este cambio metodológico se efectúa en cinco fases que explicamos ampliamente en este trabajo, el cual buscamos se formalice mediante normas que aseguren la reforma integral del Sistema Nacional de Control en el Perú. By this, we emphasize that the identified problems would be overcome to apply modern tools we propose, through the implementation and application of the governmental financial audit with Integral approach and methodology which it seeks to apply a warning or prevention control so the public administrator know real-time inconsistencies detected in its management and appropriate to remedy them, with the purpose of converting to public entities in efficient and effective, entities that comply with the ultimate aim of the control which is its continuous improvement and modernization that will ensure the fulfillment of its mission vision and goals for the good of the citizens of our country. This difference between what applies in the Peru and which applies for example in Colombia, in terms of Government control, has led to this investigation that general objective, identify and implement modern approaches to comprehensive financial audit that allows results of the evaluation of management of public entities and promote continuous improvement. To carry out this investigation has been considered taking into account the universe that make up the national system of Control (companies, institutions, ministries and regional and local governments) which we take as a sample 15 entities: 05 ministries, universities 02, 03 regional Governments, local government 02, and 03 State enterprises. In addition, we will consider interview 10 partners of firms of Auditors which trail those entities that represent the study sample, 10 officials from auditees and 10 public accountants. To achieve our objective, we proceeded to carry out a survey to participants in our sample and whose main retrieved data is that national Control system currently does not allow the comprehensive assessment of the management and their financial and budgetary, effects reflected in the financial statements and budget States; in order to validate the use of efficient, effective and economic resources of the State, so it is a priority that the governmental financial audit with Integral approach is applied promptly, for which need to modify the current regulations, which allow the Comptroller General of the Republic, its modernization and application technology tools and modern approaches of auditing activities and control actions that you schedule and execute in the scope of the sector government. The proposed comprehensive audit approach is based on the comprehensive understanding of the Government entity to be audited in their systemic environment, which leads to evaluate its management planning by verifying the fulfillment of its mission, vision and objectives, through documents management generated, and their alignment with the policies of the Government, also evaluate the results of management through processes that developed, identifying and proposing recommendations that exceed the internal and/or external risks that have affected them. This methodological change is carried out in five phases which widely explained in this work, which seek to formalize rules that ensure the comprehensive reform of the national system of Control in the Peru. La presente Tesis titulada "Modelo Metodológico de la Auditoría Financiera con Enfoque Integral para el Sistema Nacional de Control", es de carácter descriptivo y explicativo fundamentada en la experiencia profesional obtenida en el campo de la auditoría financiera y las investigaciones realizadas en torno a la labor de fiscalización y control que viene desarrollando el ente rector del Sistema Nacional de Control, en cumplimiento de lo establecido en los artículos 81° y 82° de la Constitución Política del Perú, y la atribución conferida en el artículo 22° literal f) de la Ley N° 27785 de 22.Jul.2002, Ley Orgánica del Sistema Nacional de Control y de la Contraloría General de la República. Actualmente, la Contraloría General de la República como ente técnico rector del Sistema Nacional de Control, viene modificando las normas de control gubernamental y procedimientos técnicos correspondientes al ejercicio del control gubernamental, de conformidad con el artículo 14° de la Ley N° 27785, Ley Orgánica del Sistema Nacional de Control y de la Contraloría General de la República; afectando directamente el enfoque metodológico de la auditoría financiera y otras auditorías, al haber aprobado las Normas Generales de Control Gubernamental (NGCG), a través del cual dejan sin efecto la aplicación de las Normas de Auditoría Gubernamental (NAGUs), el Manual de Auditoría Gubernamental (MAGU), la Guía de Planeamiento de Auditoría Gubernamental, y la Guía para la Elaboración del Informe de Auditoría Gubernamental. Posteriormente la Contraloría General de la República, aprobó el Manual de Auditoría Financiera Gubernamental, que es un documento normativo, de obligatorio cumplimiento, que define el proceso para el ejercicio de la auditoría a los estados financieros y presupuestales, y ha sido diseñado para su aplicación por las Sociedades de Auditoría, los Órganos de Control Institucional, así como la Contraloría General de la República en la ejecución de la auditoría financiera y presupuestaria, de conformidad con las normas de control gubernamental, concordado con las normas internacionales de auditoría vigentes. Sin embargo, pese a los cambios que viene realizando el ente rector del Sistema Nacional de Control, estos no resuelven el problema planteado en la Tesis titulada "Modelo Metodológico de la Auditoría Financiera con Enfoque Integral para el Sistema Nacional de Control", la misma que debe ser superado con el modelo metodológico que se propone en la Tesis, la misma que prioriza la validación integral de los actos y resultados de la gestión pública, el uso eficiente, eficaz y económico de los recursos y bienes del Estado, así como del cumplimiento de las normas legales y de los lineamientos de política y planes de acción establecidos por las entidades públicas en sus Planes Estratégicos. Por ello, señalamos que el Sistema Nacional de Control, no tiene un modelo metodológico de auditoría financiera que tienda a transparentar la información presupuestaria y financiera del Estado peruano, identificando los actos de corrupción y promoviendo la mejora continua de la gestión pública; asuntos que se superaría de aplicarse la metodología y herramientas modernas que proponemos, a través de la implantación y aplicación de la Auditoría Financiera Gubernamental con Enfoque Integral, la cual busca aplicar un control de advertencia o de prevención para que el administrador público conozca en tiempo real las inconsistencias detectadas en su gestión y proceda a subsanarlas, con lo finalidad de convertir a las entidades públicas en entes eficientes y eficaces, que cumplan con el fin último del control que es su mejoramiento continuo y modernización que asegure el cumplimiento de su misión, visión y objetivos en bien de los ciudadanos de nuestro país. Esta gran diferencia entre lo que se aplica en el Perú y lo que se aplica por ejemplo en Colombia, en materia de control gubernamental, ha conllevado a que se efectúe esta investigación que tiene por objetivo general, identificar y aplicar modernos enfoques de auditoría financiera integral que permita obtener resultados de la evaluación de gestión de las entidades públicas y promueva su mejora continua. Para llevar a cabo esta investigación se ha considerado tomar en cuenta el universo que conforman el Sistema Nacional de Control (empresas, entidades, ministerios y gobiernos regionales y locales) de los cuáles tomamos como muestra la información financiera auditada de 15 entidades: 05 Ministerios, 02 Universidades, 03 Gobiernos Regionales, 02 Gobiernos Locales, y 03 Empresas del Estado. Además, consideraremos entrevistarnos con 10 socios de firmas de auditores que auditaron esas entidades que representan la muestra de estudio, 10 funcionarios de entidades auditadas y 10 contadores públicos. Para cumplir con nuestro objetivo, se procedió a efectuar una encuesta a los participantes de nuestra muestra y cuyo principal dato obtenido es que el Sistema Nacional de Control actualmente no permite la evaluación integral de la gestión y sus efectos financieros y presupuestarios, plasmados en los estados financieros y estados presupuestarios; a fin de validar el uso eficiente, eficaz y económico de los recursos del Estado, por lo que es prioritario que la Auditoría Financiera Gubernamental con enfoque Integral, sea aplicada con prontitud, para lo cual deberá modificarse la normatividad actual vigente, que permita a la Contraloría General de la República, su modernización y aplicación herramientas tecnológicas y enfoques modernos de auditoría en las actividades y acciones de control que programe y ejecute en el ámbito del sector gubernamental. El enfoque de auditoría integral propuesto se fundamenta en el conocimiento integral de la entidad gubernamental a ser auditada en su entorno sistémico, el cual conlleva a evaluar la planificación de su gestión verificando el cumplimiento de su misión, visión y objetivos, a través de los documentos de gestión que generan, y su alineamiento con las políticas públicas del gobierno, asimismo, evaluar los resultados de la gestión a través de los procesos que desarrolla, identificando y proponiendo recomendaciones que superen los riesgos internos y/o externos que los hayan afectado. Este cambio metodológico se efectúa en cinco fases que explicamos ampliamente en este trabajo, el cual buscamos se formalice mediante normas que aseguren la reforma integral del Sistema Nacional de Control en el Perú. Latar Belakang MasalahMasalah kebijakan yang nantinya akan diimplementasikan atau dilaksanakan kepada masyarakat tentunya ada proses evaluasi, seperti banyak negara-negara yang sudah maju mulai menyadari akan setiap proses pelaksanaan pembangunan, baik dalam proses perumusan, pelaksanaan maupun dalam proses evaluasi kebijakan. Pemerintah juga dituntut untuk "memperhatikan masalah-masalah yang timbul ditengah-tengah masyarakat, baik itu masalah pelestarian lingkungan maupun masalah hak-hak asasi manusia. Konotasi atau masalah pembangunan (development) tidak lagi semata-mata dilihat sebagai persoalan perbaikan (improvement) khususnya persoalan struktur ekonomi masyarakat, semisal penciptaan kemakrnuran apabila kebijakan-kebijakan tersebut tidak dibarengi dengan proses evaluasi. Bila pendapat diatas dikaitkan dengan pembangunan yang ada di wilayah Kabupaten, maka kebijakan pemerintah di Kabupaten mempunyai peranan yang sangat penting terhadap akselerasi (pelaksanaan atau implementasi) dari pada proses pembangunan.Bahwa kabupaten tolikara memerlukan perencanaan pembangunan jangka panjang sebagai arah dan prioritas pembangunan menjeluruh yang akan di lakukan bertahap untuk mewujudkan masyarakat adil dan makmur sebagaimana dimanatkan Undang-Undang Dasar 1945.Dapat dikatakan demikian karena pemerintah Kabupaten yang salah satu fungsinya adalah sebagai pemotivasi dalam pelaksanaan pembangunan, diharapkan mampu mengembangkan partisipasi masyarakat dalam menunjang keberhasilan dari pada proses pembangunan yang ada di wilayahnya lewat kebijakan-kebijakan yang akan diimplementasikan atau yang akan dilaksanakan. Diperlukan kepedulian aktif atau keterlibatan langsung dari seorang Bupati dalam memberikan seruan-seruan kepada masyarakat atau setidaknya dapat mengingatkan kepada masyarakat bahwa pembangunan itu adalah untuk kepentingan masyarakat juga sehingga mereka akan tergugah ataupun merasa terpanggil dan pada akhirnya mereka akan berpartisipasi secara aktif terhadap setiap program pembangunan yang akan dilaksanakan di Kabupaten.3B. Konsep Partisipasi PolitikMeriam Budiardjo memberikan pengertian tentang partisipasi politik adalah kegiatan seseorang untuk ikut secara aktif dalam kehidupan politik, yaitu dengan jalan memilih pimpinan negara dan secara langsung mempengaruhi kebijakan pemerintah (Publik Policy), kegiatan ini mencakup seperti memberikan suara dalam pemilihan umum, menghadiri rapat umum, menjadi anggota suatu partai atau kelompok kepentingan mengadakan hubungan (contacting) dengan pejabat pemerintah atau anggota parlemen dan sebagainya.4Selanjutnya Samuel P. Huntington dan Joan M. Nelson, mengemukakan pula bahwa partisipasi politik adalah kegiatan warga Negara yang bertindak sebagai pribadi-pribadi yang dimaksud untuk mempengaruhi pembuatan keputusan oleh pemerintah.2. Konsep Kebijakan PemerintahKuypers menyebutkan bahwa kebijakan merupakan susunan dari tujuan-tujuan yang dipilih dari para aktor-aktor untuk diri sendiri atau suatu kelompok. kebijakan sebagai tindakan secara sadar dan sistimatis dengan mempergunakan sarana-sarana yang cocok dengan tujuan politik yang jelas sebagai sarana yang dijalankan langkah demi langkah.Menurut Stoner James, kebijakan merupakan garis pedoman untuk pengambilan keputusan. Kebijakan menetapkan batas-batas di sekitar keputusan, termasuk keputusan yang dapat dibuat dan menolak keputusan-keputusan yang tidak dapat dibuat.Dengan demikian perkataan atau konsep kebijakan dan pemerintah dapat dipadukan menjadi satu yakni kebijakan pemerintah adalah suatu usaha atau suatu tindakan secara sadar, sistimatis, terorganisir, terencana yang dilakukan oleh pemerintah dalam usaha untuk mencapai suatu tujuan yang diinginkan bersama dalam rangka meningkatkan taraf hidup masyarakat.Kebijakan pemerintah yang dimaksud disini adalah kebijakan yang langsung menyentuh kehidupan masyarakat, seperti kebijakan dalam bidang pertanian, kebijakan dibidang ekonomi, kebijakan dibidang ketenaga kerjaan dan kebijakan dibidang pendidikan merupakan contoh dari kebijakan pemerintah.3. Konsep Peranan PemerintahMenurut Poerwadarminta W. J. S., secara etimologis kata peranan berasal dari kata peran yang artinya: Pemain Sandiwara, tukang lawak. Kata "Peran"' ini diberi akhiran "an" maka menjadi "peranan" yang artinya sesuatu yang memegang pimpinan terutarna atau karena hal atau peristiwa.Jack C. Plano mengemukakan bahwa peranan atau "Role" yaitu seperangkat perilaku yang diharapkan dari seseorang yang menduduki posisi tertentu dalam, suatu kelompok sosial5E. Metodologi PenelitianPenelitian ini adalah penelitian deskriptif kualitatif. Data yang diperoleh dari hasil penelitian ini digambarkan dengan kalimat menurut kategorinya untuk disimpulkan, apabila ada data yang berupa angka- angka hasil perhitungan akan diproses berdasarkan : dijumlahkan, dibandingkan dengan jumlah yang diharapkan dan hasilnya diprosentasekan.lnstrumen atau alat yang digunakan untuk mengumpulkan data primer adalah kuesioner atau daftar pertanyaan yang disusun berdasarkan pada variable penelitian. Sedangkan untuk mengumpulkan data sekunder digunakan formulir.Adapun yang menjadi populasi dalam penelitian ini adalah Pemerintah dan masyarakat yang ada di Kabupaten Tolikara Provinsi Papua.Jumlah sampel dalam penelitian ini masing masing diambil 10 responden sehingga jumlah responden keseluruhan dalam penelitian ini adalah 50 orang responden. PEMBAHASANPendidikan politik masyarakat pada dasarnya untuk menciptakan suatu keberadaan bangsa yang beradab, dimana dalam pergaulan hidup antar sesama generasi muda sebagai anggota masyarakat terdapat rasa kasih sayang, hormat menghormati, bantu membantu atau tolong menolong, mengetahui akan hak dan tanggung jawab masing-masing menjunjung tinggi hukum, memulaikan agama, luhur budinya' lni karena di dukung oleh moral yang luhur dan baik, yaitu Moral Pancasila, dimana tingkah laku lahiriah di dalam masyarakat. Bahwa pendidikan politik, mengandung makna mempertajam nalar seseorang dengan bekal pedoman-pedoman kehidupan sebagai anggota masyarakat dan sebagai warga negara yang hidupnya tak terpisahkan dari pertumbuhan dan perkembangan dunia internasional.Sasaran luhur yang lain dari pendidikan politik, yakni kesadaran moral yang tumbuh sejak revolusi kemerdekaan yaitu semangat dan nilai-nilai perjuangan hidup bangsa sebagai Pancasila yang menjiwai seluruh masyarakat kita, dengan tujuan menciptakan masyarakat yang bertaqwa kepada Tuhan yang Maha Esa dan menciptakan suatu masyarakat yang adil dan makmur di kawasan nusantara yang damai sejahtera dalam pergaulan bangsa-bangsa yang bersahabat di muka bumi ini6Partisipasi dalam bentuk ide-ide/pemikiranlusul sangat perlu atau lebih banyak masyarakat berikan agar supaya Kebijakan yang dibuat oleh Pemerintah dapat secara langsung dirasakan menyentuh apa yang diperlukan masyarakat.Dalam mengupayakan pelaksanaan pembangunan fisik misalnya rnaka Pemerintah diharapkan sering memonitoring atau memantau langsung di lapangan untuk melihat keberadaan proyek pembangunan fisik tersebut baik yang dilaksanakan di tingkat kelurahan/desa, Kecamatan, maupun Kabupaten agar Pemerintah selaku aparatur pemerintah daerah yang ada di Kabupaten bisa mengetahui apakah pembangunan tersebut berjalan dengan sebaiknya ataukah tidak.Peran serta masyarakat pada umumnya tentu tidak akan lepas dari setiap pelaksanaan pembangunan karena tanggung jawab pembangunan tidak hanya semata-mata berada di tangan pemerintah saja, akan tetapi menjadi tanggung jawab masyarakat juga, sebab dalam hal ini masyarakat merupakan objek sekaligus subjek daripada pembangunan tersebut.Dengan demikian maka dibutuhkan keterlibatan, keseriusan dan peran aktif dari seorang Pemerintah sebagai administrator pembangunan dan kemasyarakatan (bila pembangunan tersebut lebih diarahkan pada lingkup Kabupaten) dalam menyukseskan program pembangunan tersebut.Pengamatan penulis di Kabupaten Tolikara dalam kaitannya dengan penelitian yang penulis lakukan menyangkut judul yang penulis kaji yaitu tentang peranan Pemerintah dalam mengimplementasikan kebijakan untuk meningkatkan partisipasi masyarakat terhadap pembangunan, maka sasaran yang penulis lakukan ini untuk melihat tingkat frekuensi peranan pemerintah dalam proses perencanaan, pelaksanaan maupun evaluasi Kebijakan untuk peningkatan partisipasi masyarakat terhadap pembangunan, dan Peranan Pemerintah dalam pelaksanaan pembangunanBerdasarkan hasil interpretasi data, dapat diperoleh kesimpulan bahwa kemampuan Pemerintah dalam menggerakkan partisipasi masyarakat untuk berpartisipasi aktif sehubungan dengan penyelenggaraan pembangunan yang diprakarsai langsung oleh pemerintah menunjukkan bahwa yang lebih dominan menjawab pemerintah mampu menggerakkan partisipasi masyarakat. lni disebabkan karena Pemerintah selalu bekerjasama dengan seluruh komponen masyarakat serta sering memotivasi masyarakat bagaimana memelihara hasil pembangunan yang sudah ada.7 PENUTUPA. Partisipasi politik yang secara aktif dilakukan oleh masyarakat Kabupaten Tolikara Provinsi Papua bukan hanya datang dan tumbuh begitu saja, tetapi ada berbagai macam faktor yang mempengaruhinya, diantaranya adalah dengan memberikan budaya politik serta pengaruh pendidikan politik masyarakat.2. Bentuk pemikiran dan ide-ide sebagai perwujudan partisipasi politik masyarakat Kabupaten Tolikara, dinyatakan dengan cara memberikan masukan kepada pemerintah dalam hal ini pemerintah sebagai pembuat kebijakan, agar nantinya kebijakan yang dibuat Pemerintah untuk pembangunan daerah, dapat menyentuh sampai kepada lapisan terbawah dari masyarakat3. Adanya saling mempengaruhi antara kebijakan pemerintah dan partisipasi politik masyarakat sehingga keduanya dapat dilakukan secara seimbang, seiring sejalan serta berlangsung secara4. Respon yang baik dari masyarakat di Kabupaten Tolikara terhadap proses pembuatan Kebijakan Pemerintah sudah berjalan dengan baik, hal ini ditunjukkan dengan sikap yang secara aktif dalam partisipasi politik merekaB. The virulent strain of nativist, anti-establishment, anti-corporatist and anti-immigrant sentiment is rocking the foundations of traditional party systems in all industrialized democracies. Its causes are many, but in broad terms it is safe to say they surfaced right after the 2008-09 economic collapse, an era that was characterized by intense polarization and confrontational approaches against governments, corporations and financial institutions which crossed party lines and traditional political cleavages. The sweeping changes brought about by globalized capital and corporate interests, and the blurring of national borders that accompanied them, have alienated big swathes of the population and given rise to new forms of strident populism everywhere.In the United States the main manifestation of this phenomenon is taking the form of a populist revolt, a singular form of class warfare inside the Republican Party, between the established party hierarchy and the Tea Party movement.As the next legislative election approaches, the internecine feud within the Republican Party continues to create challenges for its top candidates who must veer more right-wing to secure the nomination and then turn back to the center of American politics to win the general election. Before 2012, the GOP tried to co-opt the extreme right and used their rhetoric, but after the 2012 election losses, the party took uncertain steps to distance itself from the movement. Today, the movement rather than the establishment seems to be dictating the party line, so there is paralysis in Washington once again. The leadership will still have to govern and legislate on some central issues-increase the debt limit, fund the government, and renew the authorization charter of the Export-Import Bank, among other things, and in so doing, further alienate Tea Party voters. The Republican-dominated House will no doubt stay away from the avoidable taboos, such as considering immigration reform (for which the Senate already passed its own bill one year ago!) and in consequence, one more time unintentionally secure the Latino vote for the Democratic Party. They will continue blocking the minimum wage raise and the Fair Paycheck Act, thereby losing the minorities and women's vote. In this context, the 2016 presidential horizon looks brilliantly promising for Democrats and their two presidential hopefuls, Hillary Clinton and Elizabeth Warren.The defeat of Virginia Representative and House Majority Leader Eric Cantor in the June 10th Republican primary for the seventh Congressional district is symptomatic of deep divisions not only within the Republican Partybut in the electorate at large. Eric Cantor, a Republican with impeccable conservative credentials who had been re-elected seven times and who was first in line for House Speaker,lost by ten solid points to a little known college professor who ran against him by portraying him as the pro-Wall Street, pro-K Street typical Washington insider, indifferent from Main Street needs and demands. This race is very significant for several reasons. For starters, the anti-Washington, anti "corporate welfare" and anti-Wall Street sentiment is widespread among independent voters and those GOP legislators that have been "pro-bailout, pro-Obama stimulus spending and pro-immigration," as articulated by Tea Party leaders, live in fear of being chastened by voters.That is why this week Republicans in Congress who were holding their breath, are exhaling with a sense of relief as Senator Thad Cochran wins the primary runoff against Tea Party challenger ChrisMcDaniels who ran on a promise to voters that he would add his voice to the fight against Obamacare and big government spending. It appears then that the anti-incumbent sentiment has not been strong enoughto become a sustained trend: so far, only two sitting representatives have not won re-nomination in the House and all 18 Senate races have been won by those holding the seats, including Lindsay Graham of South Carolina, who was a leader in favor of Immigration Reform in the Senate, but has been vocal in confronting Obama with his dismal record in foreign policy, from Benghazi to Syria to Ukraine, and now all the way back to Iraq. But even pollsters have been taken by surprise in most cases, whether as to the narrowness of results (such as the one is Mississippi, which required a runoff election) or to the unfathomable upsets (Cantor's represents a historical defeat: no Majority leader had been voted out in a primary election since the nineteenth century). There are many reasons why nobody saw this coming, first among them the constant problem of voter turnout, especially in primaries, followed by new strategies by candidates (David Bratt, the college professor that beat Cantor, did door -to -door canvassing, taking time to speak to prospective voters, and he beat a competitor who had outspent him 40 to 1) and by the strong commitment of a small group of activists that mobilized the grassroots against Cantor's pro-business stance. The outcome of these races is further complicated by the fact that many Democrats are taking part in open primaries, which makes them even more unpredictable. Democrats participated in both races, voting against the incumbent, Cantor, in Virginia (he was perceived as the main obstacle for bringing to the floor a vote on immigration bills that apparently would have had the votes to pass) and in favor of incumbent, veteranSenator Thad Cochran in Mississippi (he courted the African American vote, pointing out the amount of federal funds he had brought to the state in his 36 years as Senator, and they acquiesced, fearing Mc Daniels would be a worse choice for their interests in such a red state as Mississippi).These idiosyncratic variations and distortions should not distract us from the fact that the defeat of ultra-conservative House Majority leader from a white, affluent Richmond suburb is extremely significant and will have many ramifications in the near future. First and foremost, it has led to an immediate reshuffle of the party internal House leadership, as Cantorresigned his post as Majority leader. The first in line to fill his post, House whip Kevin McCarthy from California, used his insider skills to mobilize his contacts and call in his favors fast enough to pre-empt a challenge by a Tea Party congressman from Idaho, Raul Labrador, in a secret, internal party ballot. He has thus become Majority leader only eight years after he was first elected to Congress for California 23rd district. If re-elected in November, he will be first in line for House Speaker when Rep. Boehner gives up his post. This coveted position would have been Cantor's crowning achievement after a solid career of 14 years in Congress: he had hoped to become the first Jewish Speaker of the House.In spite of McCarthy's success in pre-empting challenges from outside the party leadership, the next one in line to move into McCarthy's whip position, deputy whip Peter Roskam from Illinois, lost the ballot to Tea Party challenger Steve Scalise from Louisiana, who mobilized the vote of Southern legislators and won, thereby establishing a presence for the movement inside the GOP hierarchy. Scalise, who was elected to Congress in 2008, has also risen rapidly through the ranks, as chairman of the ultra-conservative Republican Study Group and as a vocal advocate against big government.Party Whips in Congress are in charge of counting votes for and against legislation. They are enforcers, offering incentives and doling out punishments for votes among their caucus members. Their role becomes particularly important in close votes. The whip is also the main liaison between the party leadership and the rank and file.Primaries are proving to be much more dangerous for establishment Republicans than a prospective national election at the end of this year, in which they are poised to win both some Senate and House seats, mainly due to slow economic growth and low support for Obama, but more pointedly due to the opportunity created by the retirement of a significant number of long-serving senior legislators. Rather than the November election challenge against Democrats, primaries have become the main obstacle to surmount and the main focus of funding for incumbents and party establishment candidates. Memories of seats lost due to Tea party primary winners in the national 2010 and 2012 election still loom heavily in GOP minds. Karl Rove's words of advice to both the Tea Party activists and the GOP leadershipin February of 2010 still resonate in the halls of Congress:"If Tea party groups are to maximize their influence on policy, they must now begin the difficult task of disassociating themselves from cranks and conspiracy nuts. This includes 9/11 deniers, "birthers" who insist Barack Obama was not born in the U.S., and militia supporters espousing something vaguely close to armed rebellion.""The GOP is also better off if it foregoes any attempt to merge with the tea party movement. The GOP cannot possibly hope to control the dynamics of the highly decentralized galaxy of groups that make up the tea party movement. There will be troubling excesses and these will hurt Republicans if the party is formally associated with tea party groups" (Wall Street Journal, Feb. 18 2010).Because they are extremely vocal as well as media favorites (whether to disparage or to endorse them) and have made some undeniable inroads into the halls of power, the Tea Partiers have indeed made a splash in US politics, and they have re-shaped the agenda on issues of taxes and spending (with mixed success). But so far this term, 273 of 275 House incumbents and 18 out of 18 Senators have won re-nomination, even if in most House cases these contests were won by small margins. This is evidence that there is still somediscipline in party ranks, and newcomers are forced to follow the party leadership. For example in Kentucky, Sen. Rand Paul, largely recognized as the presidential candidate for Tea-Partiers and libertarians alike, did not campaign in favor of the Tea Party candidate who was running against Senate Minority leader Mitch McConnell, and gave the former only lukewarm support. Senator McConnell, a tough, seasoned veteran, was reported to have had a private, one-on-one, closed-doors conversation with Rand Paul before the primary campaign started…It then becomes clear that membership still has its privileges, and the Tea Partiers' disdain for insider politicking and the compromises required by politics in general won't take them very far. That is the stuff of politics, so now these political neophytes are getting into the fray, they will have to learn a few organizational lessons from the savvy insiders they are trying to replace. Nonetheless, one of the first comments made by Kevin McCarthy Fox News as he moved into Cantor's position was that "Yes, he would let the Export-Import Bank (reauthorization) to expire because it is something the private sector can do better". This represents a reversal from his 2012 position, and one that distances him from the business community and the party establishment, who want the Bank to remain. (Tea Partiers want to do away with the Ex-Im, the IRS and the Department of Education, among other institutions they find superfluous). In another interview, McCarthy asserted that the GOP had more to gain (politically) if it moved closer to libertarian ideas. So it has become apparent then, that the Tea Party as a movement and as a faction of the Republican Party is here to stay, at least for the near future. Käesoleva magistritöö eesmärgiks oli analüüsida Eesti lihatoodete ekspordi konkurentsivõimet ilmutatud suhtelise eelise meetodil veiselihaga kauplemise näitel aastatel 2002-2013. Vastavalt uurimustöö eesmärgile ja ülesehitusele keskenduti vähese töötlusastmega ekspordiartiklitele, mis võimaldas hinnata just kohalike veiseliha esmatootjate rahvusvahelist konkurentsivõimet antud toodetega kauplemisel. Esimeseks uurimisülesandeks oli määratleda konkurentsivõime mõiste, anda ülevaade konkurentsivõime avaldumise tasanditest ning samuti ka varasematest lihatööstussektori konkurentsivõimet käsitlenud uuringutest. Töös jõuti järeldusele, et konkurentsivõime määratlemiseks puudub üks kindel definitsioon, mis oleks majandusteadlaste ja majanduspoliitika kujundajate poolt kokku lepitud. Rõhutatakse erinevaid aspekte nagu tootlikkus, suhteline eelis, ekspordivõime ning edukus väliskaubanduses. Konkurentsivõime avaldub ainult subjektide võrdluses, milleks on ettevõte, majandusharu ja riik. Töö eesmärgist lähtuvalt keskenduti suuremalt jaolt majandusharu ja riigi konkurentsivõime avaldumise tasanditele. Varasemalt teostatud uuringutest selgus, et lihatööstussektor tervikuna ei olnud enne (1998-2001) Euroopa Liiduga liitumist konkurentsivõimeline. Kuid analüüsides madala ja kõrge töötlusastmega lihatooteid eraldi gruppidena, siis ilmnes, et kahel viimasel aastal (2000 ja 2001) oli Eesti lihatööstus kõrge töötlusastmega lihatoodete osas konkurentsivõimeline. Konkurentsieelis saavutati avatud turgudel ehk Lätis, Leedus ja Ukrainas. Elussigade eksporti käsitlevast uurimustööst selgus, et Eesti seakasvatajatel oli tugev suhteline eelis oma toodangu eksportimisel Venemaa turule. Lisaks rõhutati, et kuna Venemaa ei ole suutnud saavutada täielikku isevarustatuse taset sealiha osas, siis on see turg olnud aastaid Eesti seakasvatajatele atraktiivseks eksportturuks.Teiseks uurimisülesandeks oli tuua välja erinevad konkurentsivõime hindamise võimalused ning selgitada välja lihatootmise seisukohast olulised konkurentsivõimet kujundavad tegurid. Töös anti ülevaade neljast konkurentsivõime hindamise indeksist: hinnaeelisel baseeruvad indeksid, ühiskulude analüüsil baseeruvad indeksid, turuosa analüüsil baseeruvad näitajad ning väliskaubandust analüüsivad näitajad. Peamiselt keskenduti väliskaubandust analüüsivatele näitajatele, sest need olid olulised töö empiirilise osa seisukohalt. Need näitajad hõlmasid erinevaid väliskaubanduse konkurentsivõimet analüüsivaid indekseid nagu RCA, RMP ja RTA, mida rakendati magistritöö analüütilises osas. Lihatootmise seisukohast olulisi konkurentsivõimet kujundavaid tegureid analüüsides selgus, et tähtsaimad neist olid toote hind ja kvaliteet. Hinnaeelis on otseselt seotud kulueelisega, mis saavutatakse suuresti tänu tootmisprotsessi ja tootmiskulude optimeerimisele. Seega olid ka tootmiskulud kulueelise aspektist väga oluliseks konkurentsivõimet kujundavaks teguriks. Kolmandaks uurimisülesandeks oli anda ülevaade Eesti veiselihasektorist, tuues lisaks tootmisnäitajatele välja ka kaubandusnäitajad. Analüüsi tulemusena selgus, et Eestis on liha isevarustatuse tase keskmiselt 80%, mis tähendab, et tarbimine ületab tootmist. Veiseliha osakaal moodustas ligikaudu veerandi kogu Eesti lihatoodangust. Absoluutmahtudena vaadates oli veiseliha tootmine töös vaadeldaval perioodil langustrendis, jäädes viimasel kolmel aastal (2011-2013) koguni alla 13 000 tonni. Selle põhjuseks oli veiste arvukuse vähenemine, kuid see olukord on pärast kaheksa aastast langustrendi taas paranemas. Positiivselt on mõjunud ammlehma toetus. Kuigi veiseliha kokkuostu absoluutmaht on vähenenud ning see omakorda on tõstnud veiseliha kokkuostu keskmist hinda, ei suuda kohalik hind konkureerida Euroopa Liidu keskmise kokkuostu hinnaga, mis on ligikaudu 35% kõrgem. Selline suur hinnavahe sunnib kohalikke veiseliha esmatootjaid müüma oma toodangut välisturgudel. Veiselihasektori väliskaubandust analüüsides selgus, et import oli suurem kui eksport, mis muutis väliskaubandusbilansi negatiivseks. Kuid jagades veiseliha kahte eraldi gruppi (elusveised ning värske või jahutatud või külmutatud veiseliha), on erinevused küllaltki suured. Esimesel juhul oli väliskaubandusbilanss alates 2005. aastast positiivne ning ekspordimahud suurenesid vaadeldava perioodi jooksul mitmekordselt (kuni 14-kordne tõus).Teisel juhul oli see näitaja kogu perioodi vältel negatiivne. Elusveiste peamised eksportturud olid Holland (55%), Venemaa (14%), Poola (11%) ja Läti (10%). Värske, jahutatud või külmutatud veiseliha eksporditi peamiselt Soome (44%), Rootsi (24%), Hollandisse (18%) ja Lätti (10%). Neljandaks uurimisülesandeks oli hinnata Eesti veiselihatoodete rahvusvahelist konkurentsivõimet ilmutatud suhtelise eelise meetodil. Analüüsi tulemusena selgus, et alates 2008. aastast tekkis Eestil elusveistega kauplemisel suhteline eelis, mis on säilinud kuni vaadeldava perioodi lõpuni. Värske või jahutatud veiselihaga kauplemisel oli Eestil kogu vaatlusaluse perioodil suhteline mahajäämus ehk Eesti ekspordi edukus oli väiksem kui teistel Euroopa Liidu liikmesriikidel. Külmutatud veiselihaga kauplemisel oli Eestil kogu perioodi jooksul (v.a. 2010) suhteline mahajäämus, kuna indeksite väärtus jäi alla nõutud normi. Kuid vaadates nende indeksite väärtuste põhjal joonistunud tõusvat trendijoont, siis saab prognoosida, et lähiaastatel muutub Eesti suhteline mahajäämus antud toote osas suhteliseks eeliseks. Viiendaks uurimisülesandeks oli analüüsida Eesti veiselihatoodete ilmutatud suhtelise eelise muutumise põhjuseid. Teostatud regressioonanalüüside tulemusena selgus, et elusveiste RCA-indeksi ja kogutootlikkuse (lisandväärtuse alusel) vahel oli positiivne seos. Kui kogutootlikkus suurenes ühe ühiku võrra, siis elusveiste RCA-indeksi väärtus suurenes 1,75 ühiku võrra. Samuti oli positiivne seos elusveiste RCA-indeksi ning keskmise kokkuostu hinna vahel. Kui veiseliha keskmine kokkuostu hind suurenes 1% võrra, siis elusveiste ilmutatud suhteline eelis suurenes 5,83% võrra. Samad regressioonanalüüsid teostati ka värske või jahutatud veiseliha ning külmutatud veiseliha puhul. Seega saab väita et kogutootlikkuse näitaja ning veiseliha keskmine kokkuostuhind olid olulisteks suhtelise eelise muutumise põhjusteks. Kokkuvõtvalt saab öelda, et Eestil oli kõige suurem konkurentsieelis elusveistega kauplemisel, mille osas oli ekspordiedukus suurem kui Euroopa Liidu vastav näitaja. Värske või jahutatud veiseliha puhul konkurentsieelis täielikult puudus, kuna töös rakendatud väliskaubandust analüüsivate indeksite väärtused jäid alla nõutud normi. Samuti külmutatud veiselihaga kauplemisel oli Eestil suhteline mahajäämus, kuid vaadates indeksite väärtuste põhjal joonistunud tõusva suunaga trendijoont, siis saab prognoosida, et lähiaastatel muutub Eesti suhteline mahajäämus antud toote osas suhteliseks eeliseks. ; The aim of the present master thesis was to analyse the competitiveness of Estonian export of meat products on the basis of bovine meat (beef) trade in 2002–2013, using the Revealed Comparative Advantage method. In view of the aim of the thesis and its structure, the focus was set on little processed export articles which, in particular, allowed us to evaluate international competitiveness of local primary beef producers in the trade with these products. The first task was to define the concept of competitiveness, give an overview of the levels of its manifestation as well as of earlier studies on the competitiveness of the meat industry. It came to the conclusion that there is no single definition of competitiveness agreed upon by economists and economic policy makers. Different aspects have been emphasised, such as productivity, comparative advantage, export capacity and success in foreign trade. Competitiveness manifests itself only in the comparison of subjects such as companies, industry and country. Due to the aim of the study the main focus was on the manifestation of competitiveness at the industry and country level. It emerged from earlier studies that the meat industry as a whole was not competitive before Estonia's accession to the European Union (1998–2001). However, analysing separately little processed meat products and highly processed meat products, it appeared that in the last two years (2000 and 2001) Estonian meat industry was competitive as regards products with high level of processing. The competitive advantage was gained on open markets such as Latvia, Lithuania and Ukraine. A study on the export of live pigs indicated that Estonian pig farmers had a strong comparative advantage in exporting their produce to the Russian market. In addition it was emphasised that as Russia has not achieved full self-sufficiency in regard of pork, Russia has been an attractive export market for Estonian pig farmers for years. The second task involved pointing out different possibilities for evaluating competitiveness and identifying factors that are relevant for the competitiveness of meat production. The study gives an overview of four competitiveness evaluation indices, which are based on price advantage, analysis of common costs, analysis of the market share and analysis of foreign trade. The main emphasis is on indicators related to the analysis of foreign trade, as these were important for the empirical part of the study. These indicators covered various indices (such as RCA, RMP and RTA) used for analysing the competitiveness of foreign trade, which were used in the analytical part of the present master thesis. The analysis of competitiveness factors relevant for meat production revealed price and quality of products to be the most important. The price advantage is directly related to the cost advantage which is achieved mostly through the optimisation of the production process and production costs. Thus, production costs were also an essential competitiveness factor from the aspect of cost advantage. The third task was to give an overview of the Estonian beef sector, providing trade indicators in addition to production figures. The analysis showed that Estonia's level of self-sufficiency in meat is 80% on average, which means that consumption surpasses production. The share of beef amounted to approximately one quarter of the total meat production in Estonia. In absolute terms, beef production was on the decline in the period covered and in the last three years (2011–2013) it even dropped below 13 000 tonnes. This was caused by the decline in the number of cattle, although after a downward trend of eight years the situation is now improving. Here the suckler cow premium has had a positive impact. Although the buying-in of beef has decreased in absolute terms and this in turn has increased the average purchasing price, local prices cannot compete with the European Union average purchasing price, which is approximately 35% higher. Such a significant price difference forces the local primary beef producers to sell their produce on foreign markets. Analysis of the foreign trade of the beef sector indicated that imports exceed imports, which made the foreign trade balance negative. But there are remarkable differences when beef is divided into two separate groups (live bovine animals and fresh, chilled or frozen bovine meat). In the first case the foreign trade balance has been positive since 2005 and export volumes have multiplied (up to 14 times) over the period examined. In the second case the balance was negative throughout the period covered. The main export markets for live bovine animals were the Netherlands (55%), Russia (14%), Poland (11%) and Latvia (10%). Fresh, chilled or frozen bovine meat was mainly exported to Finland (44%), Sweden (24%), the Netherlands (18%) and Latvia (10%).The fourth task was to evaluate international competitiveness of Estonian beef products by using the revealed comparative advantage method. Analysis showed that from 2008 onwards Estonia developed a relative advantage in live bovine animals trade, which continued until the end of the period examined. In fresh or chilled bovine meat trade Estonia had a relative disadvantage throughout the period or, in other words, Estonian export was less successful than that of other EU member states. Estonia's trade in frozen bovine meat had a relative disadvantage throughout the period under examination (with the exception of 2010) as the value of the indices was below the required level. However, looking at the upward trend drawn on the basis of those indices, one could predict that in the near future Estonia's relative disadvantage as regards frozen bovine meat is going to turn into a relative advantage. The fifth task was to analyse the reasons for changes in the revealed comparative advantage of Estonian beef products. The regression analyses carried out showed a positive correlation between the RCA index of live bovine animals and total productivity (on value added basis). When total productivity increased by one unit the value of the RCA index increased by 1.75 units. A positive correlation was also seen between the RCA index of live bovine animals and the average purchasing price. When the average purchasing price of beef increased by 1% the revealed comparative advantage of live bovine animals increased by 5.83%. Similar regression analyses were conducted for fresh or chilled bovine meat and for frozen bovine meat. Thus, it can be stated that the total productivity indicator and the average purchasing price of beef were important causes for changes in the comparative advantage. In conclusion it can be said that Estonia has the biggest competitive advantage in live bovine animals trade where export was more successful than the respective indicator for the European Union. In the case of fresh or chilled bovine meat the competitive advantage was non-existent as the values of indices used to analyse foreign trade were below the required level. In frozen bovine meat trade Estonia had a relative disadvantage as well but, looking at the upward trend formed on the basis of the indices, one could predict that in the near future Estonia's relative disadvantage as regards frozen bovine meat is going to turn into a relative advantage.

Hice un estudio completo de la Prensa actual con la intención de analizar en profundidad la situación actual de la Prensa en España, en todos sus aspectos, como la pérdida de credibilidad ante la sociedad, disminución de ingresos, transformación del medio y el miedo a perder la esencia del producto. Así como la importancia que adquiere el departamento de Marketing dentro de los grupos. La pérdida de calidad de la Prensa está influenciada claramente por la precariedad laboral de sus trabajadores .Las redacciones se han visto menguadas con 5.564 periodistas en paro en 2010 y 3.588 trabajadores afectados por ERE, cierres, recortes y prejubilaciones desde 2008, según el Informe de la Profesión Periodística de la Asociación de la Prensa de Madrid (APM). En las estadísticas oficiales del Servicio Estatal de Empleo Público (SEEP) a septiembre de 2010, había 7.069 periodistas en paro, 401 personas más que en 2009. Al descender de manera considerable el número de redactores que confeccionan el diario, hace que se tenga que acudir a las fuentes de agencia con una clara degradación y uniformización de los contenidos, devaluándose por ello la labor de investigación. "La reducción de los costes redaccionales, con la consiguiente baja de calidad en los contenidos, ha contribuido a acelerar la migración de los lectores a las versiones on line y la disminución de ingresos publicitarios en el soporte papel. Es difícil competir ofreciendo menos". En el Informe Anual de la Profesión Periodística 2009 en el que se encuesta a 23 directores de medios (que traslada a la realidad española el estudio de la Word Editors Forum (WEF), los directores afirman que la crisis económica actual no sólo afecta a los ingresos sino que también reduce la independencia de los medios. En ese mismo Informe los directores contaban que sus principales amenazas eran el cambio de hábitos de consumo de información (gratuidad de la misma), el descenso de la lectura y de la información en los jóvenes, la falta de innovación y la escasa inversión en el sector. Respecto al salario de los periodistas el informe elaborado por la APM y publicado en la Revista de la Asociación de la Prensa de Madrid Cuadernos de Periodista (del primer trimestre del 2010) donde analizaron más de 25 convenios de empresas periodísticas se desprende que los periodistas ganan unos 35.000 euros de media en España. Pero hay grandes diferencias entre medios y entre compañeros de la misma redacción. Así los mejor pagados son los trabajadores de la plantilla del Diario El País o de la Vanguardia pudiendo llegar a cobrar más de 6.000 euros mensuales. En el periodismo digital predomina el mileurismo. Por ejemplo, en el Diario ABC un redactor cobra en torno a 50.000 euros brutos anuales mientras que su equivalente en la web www.abc.es, no tiene ni convenio ni comité de empresa cobrando menos de 1000 euros mensuales. Los nuevos convenios establecen reducir paulatinamente éstas diferencias salariales existentes en las redacciones entre los medios tradicionales y los digitales. Ejemplo de ello, es el nuevo convenio de Expansión que pretende equiparar los salarios de los 19 periodistas de Internet con los de papel de forma gradual hasta 2012. El problema va para largo, ya que el número de matriculados en Facultades de Periodismo aumenta en el curso 2007/2008 en un 11% cuando en el 2008 el mercado únicamente podía absorber a un 34,64% de los licenciados en activo. La pérdida de credibilidad es agravada por el influjo de otros medios, especialmente la televisión, a la hora de proveerse de contenidos. Según el Informe de la APM a la hora de informarse, los encuestados muestran preferencias claras, eligiendo en primer lugar la televisión (42,2 por ciento de respuestas), seguida de la prensa digital (16,8), la radio (14,1), los periódicos de pago (13,9) y los portales generalistas de Internet (10,7 por ciento). Contrasta con las bellas palabras que al arte de hacer buena prensa dedica el columnista del ABC ,Ignacio Camacho en el 80 aniversario de ABC de Sevilla(que adjuntamos en el anexo final ,ya que es lo que creemos que la prensa debe reflejar) : "Lo he leído en el ABC. Y se dieron por vencidos, porque ellos mismos me habían enseñado que el periódico era el retrato de la vida, el relato exacto y cabal del mundo encerrado en un mazo de páginas porosas que se pasaban humedeciendo de saliva, como el monje lector de «El nombre de la rosa», las yemas de los dedos. No había nada que hacer: había aprendido una verdad incómoda." Otro dato significativo del Informe de la APM es la percepción que las informaciones están cada vez más politizadas. Un 46,4 % de los españoles considera que la selección de noticias está muy condicionada por los intereses de los políticos, los accionistas o los anunciantes. Los intereses de los ciudadanos quedan en último lugar. Sólo un 45,8 % de los encuestados prefieren los medios nacionales para mantenerse informados, cuando hace un año era del 51,3%. Lo cual es más concluyente cuando esperamos que la Prensa libre sea veraz con la noticia y comprometida con el servicio público. En octubre 2009, apareció un estudio de Leonard Downie y Michael Shudson, The Reconstruction of American Journalism en el cual "lo que ellos identificaron como riesgo no fueron las noticias de los periódicos o la televisión en sí, sino la recogida independiente de información, el análisis de investigación y el conocimiento de las comunidades…" La merma de calidad del producto va aparejada con una falta de calidad del lector, tanto en comprensión lectora y cultura general como en exigencia ante el medio. En el Informe Pisa 2006 (llevado a cabo por la OCDE que evalúa el nivel académico de estudiantes de 15 años en pruebas de matemática, lectura y ciencia), la media de lectura de los alumnos españoles descendió 20 puntos respecto al de 2003. La mayor bajada de todos los países desarrollados (cuando apenas descendió en matemáticas y en ciencias permanece igual). Siendo únicamente la Comunidad Autónoma Andaluza la que queda por debajo en los resultados de las distintas materias (aunque sólo 10 de las 17 CCAA accedieron a realizar las pruebas). Según los resultados del Informe PISA 2009 ,que por primera vez se evalúa la capacidad lectora en formatos digitales de los alumnos, España se ha recuperado del bajón de 20 puntos pero no consigue alcanzar la media de los países desarrollados. También hay diferencias entre Comunidades Autónoma. Los mejores resultados los han obtenidos los alumnos de Madrid, Castilla y León y Cataluña. Y en la parte baja se encuentran Canarias, Baleares y Andalucía. A todo ello, añadir la disminución de ingresos publicitarios al tener que compartir con otros medios, incluyendo internet , y las "inversiones publicitarias realizadas fuera de los medias, telemarketing, publipostage (mailing), relaciones públicas, publicidad en los puntos de venta, patrocinios(sponsoring), mecenazgo, marketing en la calle [con "hombres anuncio"], comunicación de eventos, videojuegos,…" Según los datos del Informe Infoadex 2009 la inversión publicitaria ha bajado en general entre el año 2007 y 2008, el único medio que ha crecido ha sido internet con un 26,5% mientras que los medios tradicionales han descendido .Los dominicales en un (-22,2%) y los diarios en un (-20,4%), agravada todo ello por la actual crisis económica. La noticia sacada de la Revista Noticias de la Comunicación, tampoco aporta grandes esperanzas, según la estimación que hace de la inversión publicitaria en el primer trimestre de 2011, se calcula un descenso de un 1% en el conjunto de los medios convencionales, pasando de 1.181,2 millones de euros a 1.169, 8 millones este año en el mismo periodo. Los medios impresos son los que tienen su peor registro, con un descenso del 10,2% para los diarios, un 6,5% las revistas y 2,9% los suplementos semanales de prensa. Así en el segundo capítulo se estudia una comparativa del papel de la Prensa en la Transición en relación con los actuales, incidiendo sobre todo en la pérdida de credibilidad que la misma está sufriendo. En el capítulo tres se analiza el fenómeno de la Prensa gratuita en España y algunos ejemplos del resto del Mundo, comprobando así que no se trataba de un fenómeno aislado. Podemos destacar dos hecho significativos: por un lado, la desviación de ingresos publicitarios hacia la Prensa gratuita (hay un jugador más en el terreno). En parte se solventó cuando los grandes grupos de Prensa de pago compraron las cabeceras gratuitas o crearon las suyas propias. Por otro lado, todavía es tan reciente el fenómeno que no sabemos si el lector de Prensa gratuita (fundamentalmente jóvenes e inmigrantes) se convertirá en potenciales compradores de Prensa de pago, teniendo en cuenta que precisamente ese cliente es el más reticente a pagar por este producto. Para ello, tendría que haber una similitud de cabeceras, líneas editoriales y contenidos que las identificara fácilmente ambas dos. Ya fuera explicitando en la cabecera el diario de referencia del grupo (ABC en el caso de Vocento, El País si el grupo PRISA) o bien asemejándolo estéticamente al referente de pago. Centrándonos en el tema de las promociones, podríamos lanzar promociones conjuntas (diario gratuito y de pago) y que a través de una cartilla se empezaran promociones en el gratuito y se prosiguieran en las de pago con el fin de arrastrar al lector gratuito hacia el diario pagado. En el cuarto capítulo se realiza un repaso al mundo de la blogosfera perfilándolo como una nueva fuente informativa. Quizás aún no supone una amenaza desde el punto de vista de los ingresos de los periódicos tradicionales, sobre todo por la enorme atomización de los contenidos en la Web. Se contraponen libertad y cantidad frente a calidad y línea editorial. La Web 2.0 ha supuesto una revolución convirtiendo en rey de la Web a un lector/escritor activo que en la Prensa tradicional se tenía que conformar con el apartado de Cartas al Director. A continuación y una vez realizado un repaso de la situación actual de la Prensa en España, me centro en terrenos más económicos, e intento analizar qué papel están tomando los departamentos de Marketing dentro del organigrama de los grupos de comunicación, salvaguardando la esencia del producto – servicio "Prensa". De igual manera analizaremos los planes de estudio de todas las Facultades de Periodismo de España y en cuales cómo y cuándo se imparten materias relacionadas con el Marketing. Por todo ello, se formula en este trabajo una serie de preguntas: ¿Es posible plantear mejoras en los departamentos de Marketing de la Prensa una vez comparado con otros departamentos de Marketing en otros sectores? ¿Qué perfil de formación tienen los que dirigen los departamentos? ¿Es el organigrama de la Prensa actual eficiente y acorde con los tiempos que corren? ¿Tienen una organización homogénea? ¿Qué área es la más rentable? ¿Se utilizan todas las herramientas de Marketing sin desnaturalizar el producto? ¿Las promociones están realmente planificadas? ¿Puede ser que las promociones de los periódicos deportivos estén más desarrolladas por la vinculación con grandes multinacionales del sector como el Real Madrid y el FC Barcelona, las dos marcas más conocidas de España? ¿Aprovechan los diarios todo el potencial que ofrecen las redes sociales? Éstas son las hipótesis a estudiar, cuya demostración o refutación trataremos de analizar y de inferir a lo largo de esta investigación. De todas y cada una de ellas y en su caso cómo y por qué.

Inhaltsangabe: Einleitung: Anläufe zu einer Währungsunion (WU) auf der Ebene der Europäischen Gemeinschaften (EG) sind nicht neu. Wiederholt wurden solche unternommen, konnten aber nie wie vorgesehen umgesetzt werden. Das weitreichendste Konzept zu einer Europäischen Währungsunion (EWU) stellt der Maastrichter Vertrag dar. Er ist das Ergebnis der einjährigen Regierungskonferenzen zur Wirtschafts- und Währungsunion (WWU) und zur Politischen Union (PU), die im Dezember 1991 in Maastricht ihren Abschluß fanden. Am 7. Februar 1992 wurde der Vertrag von Maastricht von den Mitgliedstaaten der EG unterzeichnet. Gegenstand der Untersuchung dieser Arbeit ist diese im Maastrichter Vertrag festgelegte EWU bzw. der dort festgelegte organisatorische und politische Rahmen der EWU. Die korrekte Bezeichnung des weithin als 'Maastrichter Vertrag' bekannten Vertragswerkes ist 'Vertrag über die Europäische Union' (EUV). Der EUV vom 7. Februar 1992 stellt die bisher umfassendste Änderung und Ergänzung der Römischen Verträge dar. Wie bereits die Einheitliche Europäische Akte (EEA) von 1986 ist der EUV als Mantelvertrag angelegt, der die einzelnen Elemente zusammenführt und sie auf eine neue Phase des Integrationsprozesses, die Europäische Union (EU), ausrichtet. In diesem Mantelvertrag sind die einzelnen Bestimmungen zur Änderung und Ergänzung der drei Gründungsverträge der EG, des EWG-Vertrages, des EGKS-Vertrages und des EAG-Vertrages, einschließlich der institutionellen Änderungen enthalten. Der geänderte EWG-Vertrag wird künftig EG-Vertrag (EGV) genannt. Strukturell stellt der EUV die EG auf drei Säulen. Neben dem EGV, der die 'Vergemeinschaftung' der Geld- und Währungspolitik vorsieht und zudem um einige weitere Materien erweitert wurde, sind dies die beiden auf intergouvernementaler Zusammenarbeit basierenden Säulen der Gemeinsamen Außen- und Sicherheitspolitik (GASP) sowie der Bereiche Justiz und Inneres. Formal ist die Bezeichnung 'EU' nur dann korrekt, wenn auf die drei genannten Säulen insgesamt Bezug genommen wird. Grundlage und unvermindert der mit Abstand wichtigste Teil der EU, die ihrerseits über keine Rechtspersönlichkeit verfügt, ist hingegen nach wie vor die EG. In Orientierung an dieser formalen Bezeichnung ist der Begriff der 'EU' entsprechend nur in den seltensten Fällen zutreffend. So wird auch in dieser Arbeit in erster Linie von der 'EG' die Rede sein. Um jedoch der 'politischen Vision', die sich aus den wirtschaftspolitischen sowie souveränitäts- und demokratietheoretischen Implikationen der EWU ergibt, gerecht zu werden, wird die formal korrekte Bezeichnung aufgegeben und der Begriff der 'EU' anstelle des Begriffes der 'EG' an den Stellen verwandt, an denen es sich um zukünftige, auf eine PU verweisende Entwicklungen bzw. Entwürfe handelt. Gemäß Art. N EUV soll 1996 eine Revisionskonferenz beginnen, bei der die Vertreter der Regierungen der Mitgliedstaaten diejenigen Vertragsbestimmungen prüfen werden, für die explizit eine Revision vorgesehen ist. Laut Vertrag gehören die Bestimmungen zur WWU nicht zu diesem Bereich. Allerdings ist davon auszugehen, daß es über die für eine Revision vorgesehenen Vertragsbestimmungen hinaus, gerade auch, was die WWU betrifft, zu Änderungen kommen kann. Wie erwähnt, legt der Vertrag das Ziel fest, den Prozeß der europäischen Integration auf eine neue Stufe zu heben und die EG zu einer 'immer engeren Union der Völker Europas' weiterzuentwickeln. Damit ist zwar eine politische Finalität formuliert, diese wird aber nicht näher definiert. Der Vertrag beschränkt sich vielmehr darauf, Ziele dieser Union aufzulisten, ohne eine konkrete Form des Integrationsprozesses festzulegen. Es bleibt offen, ob der Endzustand dieses Integrationsprozesses ein europäischer föderaler Bundesstaat, ein europäischer Zentralstaat, ein europäischer Staatenbund oder eine Form außerhalb dieser Kategorien sein soll. Insgesamt stellt der Vertrag integrationspolitisch keinen qualitativen Sprung dar, sondern beschränkt sich vielmehr auf die Weiterentwicklung bzw. Ergänzung bereits bestehender Grundstrukturen. 'Die Kompetenzen der Gemeinschaft bleiben - jedenfalls im Grundsatz - funktionsgerichtet und funktionsbegrenzt, d.h. bezogen auf Errichtung und Funktionieren des Binnenmarktes und der Europäischen Union.' Die derzeitige Form der Union, wie sie sich im Maastrichter Vertrag darstellt, ist gekennzeichnet durch eine gemischt institutionelle Struktur. Bereiche einheitlicher supranationaler, d.h. gemeinschaftlicher, Politik, wie sie die Agrar- und die Handelspolitik darstellen bzw. für den Geld- und Währungsbereich für die Zukunft vorgesehen sind, stehen neben intergouvernemental beschlossenen Maßnahmen. In anderen Bereichen wiederum gibt es lediglich einen gemeinsamen Rahmen für den Informationsaustausch. Den Kompetenzzuweisungen, die im Rahmen der Regierungskonferenz zur PU zustande gekommen sind, 'liegt erkennbar keine der Kompetenzübertragung eigene Konzeption zugrunde.' Grundsätzlich sind in diesen, die PU berührenden Politikfeldern, die Mitgliedstaaten weiterhin Träger der Zuständigkeit und Verantwortung; auf Gemeinschaftsebene soll lediglich eine gewisse Koordinierung stattfinden. Der Grad der Kompetenzzuweisung in den einzelnen Gebieten ist sehr unterschiedlich. Durch seine Vergemeinschaftung erfährt das Währungswesen eine Sonderbehandlung. Hierdurch hebt es sich von den anderen Bereichen des Vertrages ab, erhält aber keine Einbindung in einen übergeordneten Rahmen. Die Inkonsistenz des Vertrages basiert auf dieser Konstruktion. JOCHIMSEN ist der Ansicht, daß die durch die Trennung in zwei Regierungskonferenzen verursachte Zweigleisigkeit von WWU und PU unglücklich und wenig förderlich für die Realisierung des Projektes der PU war. Die Zuständigkeiten für die WU lagen während der Regierungskonferenz auf deutscher Seite beim Wirtschafts- und Finanzministerium, die Zuständigkeiten für die PU beim Außenministerium. 'Das formale gemeinsame Dach der Initiatoren, nämlich der Staats- und Regierungschefs (...), hat nicht vermocht, die wechselseitige Bedingtheit des Vorhabens zur notwendigen Einheitlichkeit zusammenzufügen. Diese methodisch-institutionelle Weichenstellung hatte allerdings die weitreichendsten Konsequenzen für die Schaffung der erforderlichen politischen Voraussetzungen einer effektiven Stabilitätsausrichtung der EWWU: Der Parallelzug bewirkte, daß einerseits Notenbankfragen materiell und technisch im Brennpunkt standen sowie die Wirtschaftsunion eher negativ denn positiv definiert wurde, wobei die Strukturen der politischen Union außer Blick gerieten, und andererseits die Außen- und Sicherheitspolitik dominierte.' Und ARNOLD urteilt sehr kritisch: 'Der Vertrag von Maastricht ist unter dem Kriterium des Ziels der westeuropäischen Integration hinsichtlich der EG unzureichend, politisch ein Fragment und militärisch ein Nullum. Er hat den Beweis für die Unmöglichkeit geliefert, die 'Finalität' westeuropäischer Integrationspolitik, als einen gemeinsamen Bundesstaat, zu erreichen. Der Grund dafür ist einfach: Es fehlt der gemeinsame politische Wille.' Die dargestellte Grundstruktur der EU nach Maastricht, die durch das Fehlen einer PU in Ergänzung zu der geplanten WU gekennzeichnet ist, bildet den Ausgangspunkt der Untersuchung. Die fehlende Einbindung der WU über eine PU hat insbesondere von deutscher Seite zu erheblicher Kritik geführt. So verwiesen anläßlich der Anhörung des Finanzausschusses des Deutschen Bundestages in Bonn am 18. September 1991 diverse Stimmen auf die politische Dimension der EWU und forderten die Parallelität des Zusammenwachsens der EG zu einer WWU und der institutionellen Weiterentwicklung der EG zur PU. Nach Ansicht des BDI gehört, um den Erfolg einer WU zu sichern, zu den unabdingbaren Kriterien für den Übergang in die dritte Stufe der WU neben einer weitgehenden Konvergenz in der Wirtschafts- und insbesondere in der Finanzpolitik auch eine erhebliche Annäherung an das Endziel der PU. Er befürchtet, daß ohne eine Festigung und föderative Weiterentwicklung der politischen Strukturen das Projekt 'WWU' auf halbem Wege steckenbleibe. Auch die Deutsche Bundesbank kritisiert die fehlende Einigung über die künftige PU. Diese sei im Zusammenhang mit der Entwicklung einer 'Kultur der Stabilität', wie sie in der Bundesrepublik vorhanden sei, von zentraler Bedeutung. Der dauerhafte Erfolg der WU hänge von der Existenz eben dieser Kultur ab. Bundesbankpräsident TIETMEYER sieht die Notwendigkeit, 1996 im Rahmen der Revisionskonferenz des Maastrichter Vertrages die Parallelität von WU und PU noch herzustellen. Nur dann habe die WU Aussicht auf Erfolg. Hinsichtlich der Zusammengehörigkeit von WU und PU äußert sich JOCHIMSEN, Landeszentralbankpräsident in Nordrhein-Westfalen, folgendermaßen: 'Die Maastrichter Regelungen zur Währungsunion (schaffen) für sich genommen keineswegs eine funktionsfähige monetäre Ordnung (...), die (...) ohne den Kontext der politischen Integration Europas auskommen könnte. Es erscheint im Gegenteil verhängnisvoll anzunehmen, das europäische Notenbanksystem funktioniere womöglich um so besser, je weniger auf dem Felde der Wirtschafts- und Finanzunion sowie der Politischen Union geregelt werde, solange nur die Unabhängigkeit des ESZB (Europäischen Systems der Zentralbanken, Anm. d. Verf.) gewahrt sei. In Wirklichkeit handelt es sich hier um komplementäre Politikbereiche.' OHR vertritt die Ansicht, daß der mit einer WU verbundene Wegfall der Flexibilität der Währungsbeziehungen zwischen den Partnerländern ohne die konstitutionellen Bedingungen der PU u.U. desintegrierende Effekte haben könnte, so daß der Bestand einer WU ohne eine PU gefährdet wäre. Nur bei einem Höchstmaß an wirtschaftspolitischer Konvergenz, das auch gemeinschaftliches Handeln in den Bereichen Fiskalpolitik, Sozialpolitik und Lohnpolitik sowie anhaltend gleiche wirtschaftspolitische Zielsetzungen einschließe, sei eine Einheitswährung für die Integration förderlich. 'Dies kann letztlich nur eine politische Union garantieren. Solange es aber noch keine politische Union gibt, birgt die Währungsunion eine Vielzahl ökonomischer Risiken, die auch die schon bestehende Integration wieder beeinträchtigen können. (...) Die Mitgliedsländer sollten autonom über die Höhe und Struktur der Ausgaben und über ihr Abgabensystem bestimmen. Grundsätzlich ist eine Gewährleistung der Disziplinierung der Finanzpolitik und die Schaffung von Konvergenz bzgl. der hier in Frage stehenden Größen als Voraussetzung einer funktionsfähigen WU auf der Grundlage eines strengen Regelsystems von Konvergenzkriterien, deren Einhaltung zwangsläufig zu einer stabilitätsorientierten und konvergenten Finanz- bzw. Budgetpolitik führen würde, denkbar. Wie hoch jedoch die Gefahr ist, daß solche Konvergenzkriterien nicht wörtlich eingehalten bzw. ihrer intendierten Wirkung nicht gerecht werden, ist in der kritischen Würdigung der Vereinbarungen des Maastrichter Vertrages in Teil A, insbesondere in der Beurteilung der für eine auf Dauer tragbare Finanzlage entscheidenen Kriterien der Defizitquote und der Schuldenquote gezeigt worden. Die Gefahr der Ausübung von Druck auf die EZB, ebenso wie gewisse, die Stabilität gefährdende externe Effekte, die als Argumente für ein Regelsystem angeführt wurden, sind auch im Rahmen eines Regelsystems nicht völlig auszuschließen. 'Sie (die Konvergenzkriterien, Anm. d. Verf.) können in der praktisch-politischen Umsetzung erheblich abgeschwächt werden und gegebenenfalls dazu beitragen, den fiskalpolitischen Stabilitätsstandard in der WWU zu verwässern.' Sofern die Einhaltung der Regeln in Frage gestellt werden muß, gewänne die Gefährdung der Geldwertstabilität durch Entwicklungen, auf die die EZB keinen Einfluß nehmen kann, bzw. durch eine direkte Gefährdung der Stabilitätspolitik der EZB durch Ausübung von Druck auf diese, an Relevanz. Im Extremfall wäre die Geldwertstabilität den gleichen Gefahren ausgesetzt, wie bei Nichtexistenz eines Regelsystems. Die dargestellten Aspekte sprechen im Hinblick auf die für den dauerhaften Bestand einer WU notwendige finanzpolitische Disziplinierung für eine gemeinschaftliche Finanzpolitik, die durch einen finanzpolitischen Akteur betrieben wird. Die Gegenkräfte gegen eine finanzpolitische Selbstbindung in Form eines Regelsystems sind nicht gering und werden sich bei Fortbestand nationalstaatlicher Souveränität in der Finanzpolitik und einer entsprechenden Zahl finanzpolitischer Akteure erheblich schwerer beherrschen lassen. Sie sprechen für eine einheitliche Akteursebene von Geld- und Finanzpolitik. Eine vollständig vergemeinschaftete Budgetpolitik würde einen gemeinsamen dominanten Haushalt der EG implizieren; die Zahl finanzpolitischer Akteure, die dem geldpolitischen Akteur in Gestalt der EZB gegenüberstünde, reduzierte sich deutlich. Dem aus Stabilitätsgründen zu präferierenden gleichen Zentralisierungsgrad der Geld- und Finanzpolitik würde durch einen dominanten EG-Haushalt Rechnung getragen, der die Voraussetzung dafür bildete, daß die Abstimmung beider Politikbereiche nicht erschwert und die Verantwortlichkeit des budgetären Bereiches nicht verdeckt wäre. Ein dominanter Haushalt der Gemeinschaft implizierte makroökonomisch wirksam werdende wirtschaftspolitische Maßnahmen der zentralen Gemeinschaftsebene implizieren, da die Finanzkraft für selbige von den Nationalstaaten auf diese überginge. Entscheidene Argumente, die ihren Ursprung im wesentlichen in der Tatsache der mangelnden Konvergenz in der EG haben, sprechen jedoch für die Notwendigkeit eines differenzierten Einsatzes makroökonomischer Politiken und damit gegen eine 'Vergemeinschaftung' der Budgetpolitik. Hierauf wird im einzelnen im Rahmen der Ausführungen zur realen Konvergenz als Funktionsbedingung der WU eingegangen. Solange die wirtschaftliche Konvergenz in der Gemeinschaft in dem Maße unzureichend ist, wie sie sich derzeit darstellt, wäre eine gemeinschaftsweite Budgetpolitik im Hinblick auf die Geldwertstabilität zwar förderlich, vorausgesetzt, ein zentraler finanzpolitischer Akteur würde der stabilitätspolitischen Verantwortung gerecht. Im Hinblick auf die Schaffung realer Konvergenz hingegen wäre sie eher kontraproduktiv. Denn solange die EG kein wirtschaftlich homogenes Gebiet darstellt, spielen asymmetrische Schocks eine nicht unerhebliche Rolle, auf die mit einem national bzw. regional differenzierten Einsatz der Wirtschaftspolitik zu reagieren ist. Letztlich ist der entscheidende Aspekt einer stabilitätsorientierten Budgetpolitik auch nicht die Ausübung auf zentraler Ebene, sondern die Schaffung der Voraussetzung dafür, daß weiterhin auf nationalstaatlicher Ebene verantwortete Budgetpolitiken auf ihre Stabilitätsorientierung hin verpflichtet werden. Darüberhinaus ist darauf hinzuweisen, daß große Unterschiede in den Finanzverfassungen der einzelnen EG-Mitgliedstaaten, vor allem historisch bedingte Unterschiede der politischen Entscheidungsprozesse und -ebenen existieren, die die 'Vergemeinschaftung' der nationalen Budgets erheblich erschwerten. Während in Frankreich und Großbritannien die Verantwortung relativ zentralistisch ist, existiert in der Bundesrepublik eine föderative Regelung. Der Großteil der staatlichen Investitionsentscheidungen wird vergleichsweise autonom auf der Ebene vor allem der Länder, aber auch der Städte und Gemeinden getroffen. Regionale Wirtschaftspolitik hat eine nicht unerhebliche Bedeutung. Schließlich existiert in der Bundesrepublik ein beträchtlicher horizontaler und vertikaler Finanzausgleich.

Aus der Einleitung: Das Zeitschriftenangebot in Kiosken und Buchläden ist heute nur noch schwer überschaubar. Nahezu täglich kommen neue Titel hinzu, andere hingegen werden eingestellt und machen den Platz frei für Neues. Das Segment der Frauenzeitschriften sticht durch seine Vielzahl an Publikationen hervor: Etwa 50 Hefte wollen ihre Leserinnen über die effektivsten Diäten, die besten Kochrezepte, die neueste Mode, über Liebe, Lust und Luxus, Kosmetik, Wohnen und Reisen, aber auch Politik, Wirtschaft und Gesellschaft informieren. Das Angebot befriedigt sowohl die Interessen der popkulturell interessierten Feministin als auch die der koch- und rätselinteressierten Hausfrau. Blickt man 20 Jahre zurück, auf die Liste des Postzeitungsvertriebs (PVZ) der DDR, so fand sich dort ebenfalls eine große Auswahl an Zeitschriften und Zeitungen. Nur eins suchte man vergeblich: die Frauenzeitschriften. In einem Staat, der für sich beanspruchte, die Gleichberechtigung der Frau verwirklicht zu haben, betrachtete man es als überflüssig nach Geschlechtern getrennte Publikationen zu produzieren. Trotzdem erschienen Zeitschriften, die sich thematisch an eine weibliche Leserschaft richteten. Dazu zählte auch die SIBYLLE, die darüber hinaus aber noch den Anspruch stellte, ein 'Kulturjournal im umfassenden Sinne' zu sein, in dem 'Kunst und Literatur […] ihren gleichberechtigten Platz neben der dominierenden Mode' hatten. Da Medien eine zentrale Rolle bei der Hervorbringung von Selbstbildern einnehmen, indem sie Sinn- und Deutungsmuster vervielfältigen und als Vermittler der jeweils gültigen Werte und Normen fungieren, macht dies Zeitschriften zu interessanten Forschungsobjekten. Die Reglementierungen des DDR-Mediensystem ließen eine freie Presse im bürgerlich-liberalen Sinne nicht zu. Vielmehr wurde die Presse instrumentalisiert und als 'schärfste Waffe' der Partei betrachtet. Diese Voraussetzungen lassen erwarten, dass sich politische Vorgaben in Presseerzeugnissen niederschlugen und deren Inhalt beeinflussten. Zeitschriften eigenen sich für die Untersuchung von politischen Richtlinien und deren Umsetzung, da sie in ihrer Gesamtheit die ganze Gesellschaft wiederspiegeln und 'damit sowohl den von Sektor zu Sektor, von Phase zu Phase ganz unterschiedlichen Grad ihrer 'Durchherrschung' als auch die Eigensinnigkeiten, 'Abweichungen' und Widerstände'. Die SIBYLLE qualifiziert sich insbesondere auch durch den umfangreichen Platz, den sie der Mode einräumte, für eine Analyse, da an Mode, als Ausdrucksmittel der jeweiligen Zeit, vieles ablesbar ist: 'Der Stil einer Kulturepoche, der Stand der Technik, die soziale Stellung der Frau in der Gesellschaft'. Die Frage nach der Reichweite der Diktatur, inwieweit die vorgegebenen Ideale und abgebildeten und ausformulierten Leitbilder Einfluss auf den Alltag und die Lebensweise der DDR-Bürger hatte, kann und soll im Rahmen dieser Arbeit nicht beantwortet werden. Ein Überblick über die aktuelle Forschung soll jedoch gegeben werden, um den Spielraum der SIBYLLE-Redakteure zu verdeutlichen. Die ausführliche Diskussion der Reichweite der Diktatur kumuliert in dem Versuch einer Definition des Herrschaftssystems der DDR: SABROW weist das Konzept einer 'durchherrschten Gesellschaft', in der die Grenze zwischen privat und öffentlich vollständig aufgehoben wurde und kaum Raum für selbstbestimmte Lebensentwürfe blieb, zurück. Er spricht stattdessen von einer Partizipationsdiktatur, die sich über die massenhafte Einbindung der Bürger entfaltete und in der die vermeintlich totalitäre Durchdringung der Gesellschaft tatsächlich ein täglicher Aushandlungsprozess war. Die DDR-Bürger reagierten demnach nicht nur passiv auf Anweisungen von 'oben', sondern interpretierten und füllten die Direktiven durch eigene Aneignungen mit Sinn, um sie anschließend in soziale Praxis zu übersetzen. KOCKA benutzt den Begriff der modernen Diktatur, um den DDR-Staat zu qualifizieren, wobei 'Moderne' einen bürokratisch durchorganisierten Verwaltungsapparat, eine monokratische Parteiherrschaft als Führungsmittel, Hochindustrialisierung, Moderne im Geschlechterverhältnis und bei Repressionsmethoden kennzeichnet. Moderne Diktaturen heben die Trennung der Sphären von Individuum, Familie, Gesellschaft und Staat auf und führen im Ergebnis zu einer Verstaatlichung der Gesellschaft unter Preisgabe des Individuums. Bei JARAUSCH findet sich der Begriff der Fürsorgediktatur, in welcher die politisch-ideologisch motivierte Fürsorge der Herrschenden für die Bevölkerung Bevormundungen und oktroyierte Dienstleistungen beinhaltete. Das Gebiet des DDR-Mediensystems erwies sich als gut erforscht. Der Diskurs bezüglich der Beherrschung der öffentlichen und veröffentlichten Meinung verläuft relativ einheitlich und konstatiert einen straff organisierten, effektiv arbeitenden Kontroll- und Lenkungsapparat. Über das Verhältnis von politischem Auftrag und Freiräumen, von Zensur und Selbstzensur herrscht kein Konsens in Forscherkreisen. Der auf diesem Gebiet omnipräsente HOLZWEIßIG stellt jedoch immer wieder heraus, dass es keinerlei Freiräume für Journalisten gab. Was als Spielraum empfunden wurde sei vielmehr von der Parteiführung aus taktischen Gründen gewollt und/oder geduldet worden. Auf der Ebene der DDR-Medien, insbesondere der der Zeitschriften, ist die bisherige Forschung sehr überschaubar. Bis auf das Überblickswerk von BARCK/LANGERMANN/LOKATIS lassen sich nur wenige Ergebnisse auf diesem Gebiet finden. Zeitschriften sind eine bis dato stark vernachlässigte Quellengruppe. Für diesen Umstand lassen sich mehrere Ursachen ausmachen: 1.) richtete sich die DDR-Medienforschung und -auswertung primär auf die Tagespresse, so dass 2.) nur wenige Zeitschriften kontinuierlich in Bibliothekssammlungen aufgenommen wurden und dadurch der Forschung zur Verfügung standen. 3.) wurden Zeitschriften in der BRD vorwiegend als Quelle für Fragestellungen und nicht als eigentlicher Forschungsgegenstand herangezogen. Zudem richtete sich 4.) Forschung einseitig auf Parteipublikationen und vordergründig politische Inhalte und vernachlässigte populäre (Massen)Blätter. 5.) überstanden nur wenige Zeitschriften wirtschaftlich die Wendezeit, so dass mit ihrer Einstellung oftmals auch das gesamte Redaktionsarchiv vernichtet wurde und sich heute nur noch schwer vollständige Sammlungen, offizieller Schriftverkehr, Vermerke und Notizen finden lassen. Das Gebiet der 'Frauenzeitschriften' in der DDR stellte sich als wenig erforscht dar, lediglich DANIELA SCHEEL, SABINE SCHMIDT und SABINE TONSCHEIDT publizierten umfassender zu diesem Thema. Im Verlauf der Arbeit war die Beschaffung der Quellen, der SIBYLLE-Ausgaben, eine Herausforderung, da neben der Berliner Zentral- und Landesbibliothek nur noch die Universitätsbibliothek in Leipzig einen kompletten Bestand der Ausgaben von 1956-1995 aufweist. Des weiteren waren die Exemplare in Berlin nur vor Ort einsehbar, eine Ausleihe und auch das Anfertigen von Kopien war nicht gestattet, so dass die Sichtung und Bearbeitung des Untersuchungsmaterials immer in konzentrierten Blöcken erfolgen musste und bei der Bild- und Textanalyse nicht im Original vorlag. Ebenso schwierig und nahezu ergebnislos war die Recherche nach Sekundärliteratur zur SIBYLLE, die bisher kaum Gegenstand wissenschaftlicher Forschung war. 2001 wurde eine Magisterarbeit über die Geschichte der SIBYLLE in Form eines Dokumentarfilmes von Julie Schrader angefertigt, jedoch blieben die Bemühungen, mit der Autorin oder dem Verleih in Kontakt zu treten ohne Erfolg. Als sehr hilfreich erwies sich ein von der ehemaligen SIBYLLE-Redakteurin DOROTHEA MELIS herausgegebene Bild- und Sammelband über die Modefotografie in der SIBYLLE. Im Gegensatz dazu ist das Gebiet der DDR-Frauenforschung sehr gut erschlossen. Die gesichtete Literatur zum Thema gibt relativ einheitliche Einschätzungen und Bewertungen zur Rolle und Stellung der Frau in der DDR. Insbesondere GISELA HELWIG und HILDEGARD MARIA NICKEL haben mit ihrem Werk eine solide Basis für die weitere Forschung gelegt. Die Themenwahl der Arbeit begründet sich unter anderem auch in der Lektüre des Buches von HELWIG/NICKEL im Rahmen der Vorbereitungen auf die mündliche Magisterprüfung der Autorin. Des weiteren war die Zeitschrift SIBYLLE bereits bekannt, da Mitglieder der Familie noch Exemplare aus DDR-Zeiten aufbewahrt hatten. Noch bevor die Idee zu dieser Arbeit entstand, wurden bereits einige wenige Ausgaben mit großem Interesse gelesen, so dass die SIBYLLE als Untersuchungsobjekt für diese Magisterarbeit naheliegend war und letztlich auch gewählt wurde. Die Untersuchung der Kommunikationsinhalte der Zeitschrift SIBYLLE soll die Entwicklung des Frauenleitbildes über vier Jahrzehnte rekonstruieren und mit den offiziellen Richtlinien vergleichen. Insbesondere Widersprüche und Gegenbilder sollen auf dem Weg von der 'Dame' der 1950er Jahre zur 'Frau, die alles kann' der 1980er Jahre gesucht und, wenn vorhanden, in den kultur- und sozialpolitischen Kontext eingeordnet werden. Durch die Betrachtung des visuellen Diskurses, der durch die Mode im Medium Fotografie vermittelt wird, sowie die Untersuchung des sprachlichen Diskurses über die 'sozialistische Frau' soll der Wandel des Frauenleitbildes untersucht werden. Beide Diskursstränge sind für das Konzept einer Frauenzeitschrift essentiell, um die intendierte politisch-erzieherische Wirkung entfalten zu können. Visuell und sprachlich informieren sie Frauen wie eine dem Leitbild entsprechende sozialistische Frauenpersönlichkeit zu sein habe. In ihrer Funktion, die Welt sowohl über das fotografische Bild als auch sprachlich über Texte interpretierend zu deuten und zu strukturieren, reproduzieren sie die Einstellungskomplexe ihrer Macher. Das Ziel dieser Arbeit, die Entwicklung des Frauenleitbildes über vier Jahrzehnte DDR aufzuzeigen, soll mit Hilfe der methodischen Instrumente der Inhalts- und Fotoanalyse erreicht werden. Es wird zu untersuchen sein, ob die im redaktionellen Teil entworfenen Leitbilder mit den inszenierten der Modefotografie übereinstimmen oder ob sich hier widersprüchliche Aussagen finden lassen. Im Blickfeld soll dabei immer die Relation zum politischen gewollten Leitbild bleiben. Um das Forschungsziel zu erreichen gliedert sich diese Arbeit in einen theoretischen und einen forschungspraktischen Abschnitt. Im Anschluss an die Einleitung wird das System und die Funktionen der Massenmedien in der DDR erläutert (2.). Dazu wird mit Rückgriff auf Lenins Pressetheorie (2.1) und die Grundprinzipien des sozialistischen Journalismus (2.2) das Fundament beschrieben, auf dem die öffentliche Meinung der DDR basierte. Anschließend werden die Kontroll- und Lenkungsmechanismen (2.3), mit denen die Partei ihr Meinungsmonopol sicherstellte, vorgestellt. Dabei werden zum Einem die juristischen Bestimmungen (2.3.1), zum Anderen die institutionalisierten Kontrollmechanismen (2.3.1) der DDR beschrieben. In diesem Teil orientiert sich die Arbeit vor allen an HOLZWEIßIG, sowie an PÜRER/RAABE. Abgeschlossen wird das Kapitel der Massenmedien mit der Darstellung der staatlichen Zeitschriftenpolitik (2.4.1), der den Zeitschriften zugeschriebenen Funktionen (2.4.2), sowie einem Überblick über die Entwicklung der 'Frauenzeitschriften' in der DDR (2.4.3). Der daran anschließende Abschnitt thematisiert die Frau in der DDR: Einer Darstellung der juristischen Bestimmungen, die die Gleichstellung von Mann und Frau festschrieben (3.1) folgt eine Übersicht der sozialpolitische Maßnahmen zur Frauenförderung (3.2). Anschließend werden Bildung (3.3), Beruf und Einkommen (3.4), sowie die Stellung der Frau in Politik und Gesellschaft der DDR (3.5) beschrieben. Das Frauenleitbild, welches entlang der vorangegangenen Punkte entwickelt wurde, wird abschließend (3.6) für die vier Jahrzehnte der DDR jeweils erläutert. Auf Basis des theoretischen Fundaments aus den beiden ersten Abschnitten der Arbeit erfolgt die forschungspraktische Umsetzung im 4. Kapitel. Dazu wird zunächst das inhaltsanalytische Instrumentarium für die Untersuchung ausgewählt (4.1), sowie ein Profil des Untersuchungsgegenstandes SIBYLLE angefertigt (4.2). Anschließend wird anhand der Fotoanalyse (4.3) und der Inhaltsanalyse (4.4) der einzelnen Jahrzehnte die Entwicklung des Frauenleitbildes aufgezeigt. Bilanz wird im fünften Kapitel gezogen. Darin wird die theoretische und methodische Arbeit bewertet, sowie Probleme und Fragen diskutiert, die während der Untersuchung entstanden sind. Im Anhang I findet sich eine Übersicht über die Presseerzeugnisse der DDR, eine tabellarische Auflistung der Redaktionsmitglieder der SIBYLLE für die einzelnen Untersuchungszeiträume bildet den Anhang II. Eine Auswahl von Bildern, die Gegenstand der Fotoanalyse waren und zum Verständnis der Untersuchungsergebnisse beitragen soll, bildet Anhang III. Der Grundsatz galt auch in der DDR. Seit den Anfängen der sozialistischen Bewegung gab es Bestreben, den Luxus und den Wechsel der Moden zu beseitigen, um statt dessen eine bedarfsgerechte und mit hohem Gebrauchswert ausgestatte Kleiderproduktion zu etablieren. Die Debatten um das Modeverständnis gewannen Ende der 1950er Jahre im Zuge der Entstalinisierung und der damit einhergehenden kulturpolitischen Diskussionen neue Konturen. Die Arbeiter sollten als 'werktätige Intelligenz', als 'herrschende Klasse' das modebestimmende Milieu bilden. Die Mode, welche in den Ausgaben des ersten Untersuchungszeitraumes fotografisch inszeniert wurde, lässt sich als biedere Hausfrauenmode aus der Vorkriegszeit beschreiben. Diese eher reaktionären denn innovativen Tendenzen verwirren anfänglich, da sie dem Bild von der neuen sozialistischen Frau diametral gegenüber stehen. MÜHLBERG sieht darin den Versuch der Wiederherstellung der Normalität durch ein gestriges Erscheinungsbild Ausdruck zu verleihen. War die 'sozialistische Frauenpersönlichkeit' in den Anfangsjahren der Republik vor allem 'tüchtig', verschob sich der Akzent ab Mitte der 1950er Jahre zur vordergründig 'schönen' Frau. BUDDE macht dafür zwei Faktoren aus. Zum einen blieb der Bedarf an Arbeitskräften auf einem konstant hohen Niveau. Der Anteil der berufstätigen Frauen stagnierte jedoch bei rund 50 Prozent. Zum anderen bestand das Interesse, körperliche Arbeit mit Insignien der Weiblichkeit zu versehen, um so dem Schreckensbild der 'ostdeutschen Mannweiber' entgegen zu wirken. So mahnte eine Freie Deutsche Jugend (FDJ)-Funktionärin: 'Wir müssen uns immer bemühen, nicht nur innerlich, sondern auch äußerlich gepflegt und ordentlich aufzutreten und vor allem Mädchen zu bleiben'. Anstelle der überzogenen Bemühungen der Anfangsjahre, die Frauen als resolute und robuste Kameradin an der Seite des Mannes kräftig zupackend zu zeigen und dadurch die gleichberechtigte Stellung der Frau in der sozialistischen Gesellschaft zu visualisieren, trat die Forderungen nach mehr Weiblichkeit. In der Enzyklopädie 'Die Frau' wird der hohe Erwartungsdruck deutlich: 'Die Frau unserer Zeit hat nicht nur das Recht, sondern auch die Pflicht, gut und gepflegt auszusehen. Sie präsentiert mit ihrer Erscheinung den Staat, dessen Bürgerin sie ist. Neben der Forderung an die Frau, sich deshalb allseitig zu bilden und am öffentlichen Leben gleichberechtigt mit dem Mann teilzunehmen, muß auch verlangt werden, daß ihr Äußeres dieser neuen gesellschaftlichen Stellung in jeder Weise entspricht. Dazu gehört in erster Linie neben Formen des Auftretens und gutgewählter Kleidung eine gründliche und regelmäßige Körperpflege. Sie ist kein Luxus.' SIBYLLE entsprach diesen Forderungen nur unzureichend in ihren Anfangsjahren. Geschmacksbildend und weltgewandt wollte man sich präsentieren, steif und unnatürlich, seltsam antiquiert und bieder wurde das Ziel inszeniert. Vorgeführt wurden Abend- und Cocktailkleider, Hüte, Taschen und andere Accessoires. Alltagsmode und praktische Kleidung fanden sich kaum. Die Versuche, 'geschmackvolle Mode für unsere werktätigen Frauen' zu zeigen, manifestierten sich in Roben, plissierten Röcken und Cocktail-Kleidern, die im Widerspruch zum erklärten Modeverständnis standen. Hosen und Hosenanzüge werden kaum gezeigt, da sie noch eindeutig der männlichen Kleidung zugeordnet wurden. Lediglich im geschützten Raum der Privatsphäre oder in der Freizeit waren es auch weibliche Kleidungsstücke. In der Ausgabe 1/1956 finden sich zwar auch Tageskleider, die '[f]ür das Büro genau das Richtige' sind, im Fokus steht jedoch nicht ihre Praktikabilität, sondern das Potential, mit ihnen 'einen wohlwollenden Blick Ihrer Kollegen empfangen' zu können. Die Modelle erscheinen dazu keineswegs als selbstsichere Frauen, vielmehr erzeugen das Lächeln, das Festhalten an Einrichtungsgegenständen und die Vermeidung des direkten Blickkontaktes mit der Kamera den Eindruck von Unsicherheit und lassen die Frauen in den Bildern als Fremdkörper wirken. Auch in anderen Ausgaben wird zweckmäßige Kleidung für die berufstätige Frau thematisiert, jedoch meist nur am Rande und mit Fokus auf dem praktischen Nutzen, zum Beispiel bezüglich der Reinigung. So heißt es in 3/1957: 'Kein noch so zweckmäßiges und schickes Kleid kann den Anforderungen einer berufstätigen Frau so sehr entgegenkommen, wie die Zusammenstellung von Rock und Bluse. [E]r [der Rock; AR] ist auch leichter zu reinigen und zu bügeln als ein ganzes Kleid'. Exemplarisch ist hier festzustellen, dass Kleidung für Frauen primär einfach zu pflegen sein musste. Das ist ein Hinweis auf die Belastungen, denen die (berufstätigen) DDR-Frauen gegenüber standen: Die pflegeleichten, neuen, synthetischen Stoffe sollten dazu beitragen, die Frau von den Mühen der zeitintensiven und erst ansatzweise technisierten Hausarbeit zu entlasten. Desweiteren fällt auf, dass Hausfrauen-Mode auch in einem häuslichen Kontext respektive mit Accessoires aus dem Haushalt inszeniert wird. Die Garderobe für 'die […] moderne berufstätige Frau' hingegen wird nicht kontextualisiert, sondern auf der Wiese und im schmucklosen, steril wirkenden Studio inszeniert. Erst 1958 finden sich Aufnahmen, die in einer adäquat erscheinenden Umgebung aufgenommen wurden. Eine Fotoserie zeigt in der Ausgabe 1/1958 Modestücke, die 'die Wünsche, die eine moderne berufstätige Frau an ihre Garderobe stellt', erfüllt. Abgelichtet wurden die Modelle auf der Straße, auf ihrem Weg zur Arbeit. In derselben Ausgabe findet sich auch ein Bericht, warum die richtige Kleidung wichtig für den beruflichen Erfolg ist. Vorgestellt werden sieben Frauen, fotografiert in ihrem beruflichen Umfeld. Neben dem Beruf fehlen persönliche Angaben, bedient werden hier vorrangig Klischees: Die junge Mathematiklehrerin weiß sich vor 50 Schülern Respekt zu verschaffen - das Foto zeigt sie aber milde lächelnd, fast ein wenig schüchtern in die Klasse blickend. Die Juristin ist besorgt, sich zu 'konventionell und 'angsterregend' zu kleiden'. Das vorgestellte Kostüm verleiht ihr eine 'seriöse, doch nicht unweibliche Note'. Die Sekretärin, das 'Fräulein', kleidet sich hingegen lieber jugendlich und sportlich, die Redakteurin 'liebt eine unaufdringliche Bürokleidung […] die nicht alt macht'. Auch die zukünftige Objektleiterin der SIBYLLE-Boutique wird in damenhaft und zurückhaltend wirkender, die Figur streckender Kleidung gezeigt. Allen Abbildungen gemeinsam ist, dass die Frauen sich an etwas festhalten, abstützen oder anlehnen, den direkten Blick in die Kamera vermeiden oder, wie im Falle der Modeschöpferin, durch den Blick in die entgegengesetzte Richtung, bezuglos zu ihrer Arbeit wirken. Diese Art der Inszenierung findet sich wiederholt. Auffällig in den ersten Ausgaben ist zudem die Sprache, mit der die Modeaufnahmen kommentiert wurden: Es dominiert der Diminutiv. Zu sehen gab es 'Kostümchen', 'Blüschen', 'Hütchen', 'Jäckchen', 'Gürtelchen', 'Kleidchen', 'Schleifchen', 'Käppchen', 'Röckchen', 'Schürzchen', 'Kittelchen' mit 'Ärmelchen', 'Fältchen', 'Pünktchen' und 'Knöpfchen'. Wiederholend wird die Kleidung mit Adjektiven wie 'elegant', 'weiblich/feminin/fraulich', 'sportlich', 'damenhaft', 'apart', 'leger', 'adrett', 'jugendlich/jung', 'liebenswert', 'flott', 'duftig', 'gefällig', 'salopp', 'charmant', 'anspruchsvoll', 'klassisch', 'modisch', 'kess', 'anmutig', 'sachlich', 'tragbar', 'kokett', 'fesch' und 'entzückend' beschrieben. Männermode hingegen besteht aus 'Hemden' und 'Hüte', 'Jacken' und 'Mäntel'. Auch wird hier viel sparsamer mit Attribuierungen umgegangen: Der Herr ist 'jung' und 'seriös'. Der Hausfrau wird explizit Aufmerksamkeit gewidmet. So lässt sich anhand der Schürzen sagen, 'daß sich der Typ unserer Hausfrau verändert hat', denn auch bei der Hausarbeit zählen 'jugendliches und frisches Aussehen'. Der Hausanzug kommt praktischerweise mit einer kleinen Schürze und ist daneben auch noch hübsch anzusehen. Für die Ausgaben des ersten Untersuchungszeitraums lässt sich bezüglich des visuellen Diskurses zur Deutung der Weiblichkeit feststellen: Durch den Rückgriff auf Weiblichkeitsklischees wird der gesellschaftliche Prozess der Restabilisierung der Normalität unterstützt. Für das Erscheinungsbild der Frau bedeutete dies, dass es harmonisch, unauffällig und einen angenehmen Eindruck hinterlassen sollte. Die traditionelle Deutung von Weiblichkeit wird auch durch die Betonung der Geschlechterdifferenzen determiniert. Wie bereits ausgeführt, unterscheiden sich die sprachlich verwandten Mittel stark. Dem folgt auch die bildhafte Umsetzung: Männermode ist eckig, kantig und betont rational, Frauenkleidung akzentuiert die Taille und hinterlässt dadurch einen grazilen, weiblichen Gesamteindruck. Dieser wird, vor allem in den ersten Ausgaben, durch die geziert-gerundete Körperhaltung unterstützt. Viele Posen erinnern, zum Beispiel durch das Anwinkeln der Arme, an das klassische Ballett. Erst in den letzten Ausgaben dieses Untersuchungszeitraums erscheinen Fotostrecken, auf denen die Modelle nicht mehr steif und eingefroren, sondern offen und natürlich wirken. Auch der breitbeinige Stand findet sich vereinzelt, jedoch wird der Eindruck von Eckigkeit durch abgewinkelte Füße, abgeknickte Hüften und Arme wieder abgemildert. Bevorzugt wird Kleidung für die berufstätige Frau so inszeniert. Auf diese Art wird versucht, berufliche Kompetenz mit weiblicher Anmut zu kombinieren und somit den Ängsten vor einer Vermännlichung der berufstätigen Frau entgegenzutreten.

In contrast to topical trends of mediatic discourse analysis (predominantly focused on newspapers from the 21st century), this thesis aims at analyzing the discourse of a French newspaper called Le Petit Comtois (1883-1944). Rooted in various fields of research, namely corpus linguistics, "discourse analysis from a historical viewpoint" (Robin, Maldidier, Guilhaumou), "textual analysis of discourse" (Adam, Heidmann) and lexical statistics (Lebart, Salem), this thesis questions the contributions of a new numerical philology (Rastier; Viprey).This work is based on two complementary axes of research: on the one hand, we worked on the constitution of a textual database with the aim of accurately editing, controlling and normalizing it in order to allow for a revival of interdisciplinary studies led on regional 19th century newspapers. Therefore, our point is to propose some methodological approaches in order to overcome technical obstacles which occur during the acquisition and the sharing of large volume of textual data. The construction and the normalization of the database condition the heuristic confrontation of points of views and the choice of textual sciences methods for the analysis.On the other hand, our objectives are to highlight the specificities of Le Petit Comtois discourse during the period 1883-1903. Exploring a 5.5 million-word corpus, we mainly use the textual statistical methods to produce the emergence of the linguistic, textual and discursive reliefs of the text itself in order to use them as clues for the continuation of the analysis, with the aim to overtake the traditional entrance of the vocabulary used in lexicometry and its ways to approach textuality. ; À la différence des tendances actuelles de l'analyse du discours médiatique, majoritairement tournée vers la presse nationale contemporaine, notre thèse vise un titre régional du XIX e siècle : Le Petit Comtois (1883-1944). Plongeant ses racines dans différents terreaux de recherche, à savoir la linguistique de corpus, l'analyse du discours du côté de l'histoire (Guilhaumou, Robin), la statistique textuelle (Lebart, Salem) et l'analyse textuelle du discours (Adam, Heidmann), cette thèse interroge les apports d'une nouvelle philologie numérique (Rastier; Viprey, Mayaffre) se fixant pour programme de renforcer l'accès aux matérialités discursives.Cette thèse articule ainsi deux axes de recherche complémentaires : d'une part, les conditions de la constitution d'une base de données textuelles finement établies, contrôlées et normalisées selon les recommandations XML-TEI, visant à favoriser le renouveau des lectures interdisciplinaires de la presse régionale de la Troisième République (chapitre II).Il s'agit, ce faisant, de proposer des pistes méthodologiques en vue de la levée des obstacles techniques pesant sur l'acquisition et le partage de grands volumes de données textuelles, dont dépendent les avancées des sciences du texte. Partant, on replacera ces pistes dans la perspective des débats théoriques contemporains en linguistique textuelle et linguistique de corpus.D'autre part, notre objectif est d'apporter un éclairage sur le discours du Petit Comtois sur la période 1883-1903 à partir d'un corpus de 5,5 millions de mots en articulant diverses méthodologies et niveaux d'analyse, de sorte à appréhender dans toute son hétérogénéité et sa complexité l'objet texte. Si notre recherche s'appuie principalement sur les outils de la statistique textuelle qui permettent de faire monter du corpus lui-même ses reliefs linguistiques, textuels, discursifs, envisagés comme des vecteurs d'exploration, elle vise à dépasser la traditionnelle entrée du vocabulaire sur laquelle se fonde la lexicométrie, et ses modes d'approche traditionnels sur cette entrée même.Parce qu'un texte est tout d'abord inscrit sur un support matériel signifiant, notre premier temps d'analyse textuelle du discours du Petit Comtois (chapitre III) est ainsi consacré à l'analyse de la mise en forme de l'information, telle qu'elle se donne à lire à travers l'organisation matérielle de l'aire scripturale (Peytard) et les niveaux d'organisation que sont le rubriquage et le système de titres du quotidien.Plus qu'un simple « chemin de fer » ayant pour fonction de catégoriser l'information, le rubriquage constitue un des ressorts principaux de la rédaction pour hiérarchiser l'information. Parce qu'il rend compte des catégories par lesquelles le quotidien découpe le monde, ce niveau constitue un lieu d'accès privilégié à l'identité du quotidien. Une analyse quantitative du rubriquage, mesurant la surface, l'emplacement topographique de chaque rubrique, sa fréquence moyenne, nous a permis d'observer, outre les thématiques principales du quotidien, les stratégies par lesquelles celui-ci hiérarchisait l'information. Ce volet d'analyse nous a permis d'observer que Le Petit Comtois, à l'instar de la presse quotidienne régionale de la Troisième République, fait la part belle aux événements de portée nationale et internationale, ainsi qu'à la vie politique de la Troisième République. Un examen linguistique des intitulés de rubrique du journal a pour sa part démontré la forte mise en valeur de la coïncidence de la temporalité de l'imprimé quotidien avec celle du monde, ainsi qu'une forte persistance des liens avec la matrice littéraire (Thérenty), perceptible notamment à travers la prédominance des intitulés de rubrique référant à l'écriture épistolaire.Notre intérêt s'est ensuite porté sur les titres du Petit Comtois, dont nous avons interrogé les caractéristiques linguistiques et fonctionnelles, les variations et les régularités en diachronie. Celles-ci ont été analysées à partir de l'étude d'un sous-corpus substantiel de 6910 titres, extrait d'une des rares rubriques comportant des titres de façon permanente de 1883 à 1903 : les « dépêches de nuit ». En premier lieu, au terme de l'analyse, a été dégagée la fonction de classification de l'information dans un horizon thématique, géographique ou historique assurée par les titres, au détriment d'une fonction d'annonce et de condensation de l'information principale de la dépêche. En second lieu, dans cette rubrique emblématique du journalisme d'information inscrite dans un quotidien revendiquant sa fonction d'organe porte-parole d'une sensibilité politique, les titres sont le lieu d'une coloration de l'information livrée par la voix du correspondant ou de l'agence Havas et donc des indices précieux de l'ethos discursif (Amossy) du quotidien : tout en exprimant sa lecture de l'actualité, Le Petit Comtois recourt à une parole railleuse et ludique, un certain franc-parler, visant à entretenir la connivence et la proximité avec son lecteur.Dans un second mouvement (chapitre IV), nous avons entrepris une série d'explorations dans le vocabulaire du Petit Comtois, entendues comme le socle d'un parcours objectivé du discours du journal. Une série de prise de vue sur le vocabulaire du Petit Comtois ont ainsi été constituées.L'index hiérarchique du corpus, analyse fort classique en lexicométrie, a livré une première indication sur la consistance lexico-thématique du corpus, en confirmant notamment l'ouverture du quotidien sur un horizon politique dont Paris est le cœur géographique et l'importance de la temporalité dans Le Petit Comtois.Une seconde analyse, tout aussi classique en lexicométrie, a consisté à examiner la ventilation du vocabulaire en diachronie (ou niveau macro-distributionnel) grâce aux méthodologies de l'AFC : celle-ci a pointé pour sa part une très nette division du corpus en deux séquences chronologiques distinctes : 1884-1896 d'une part, et 1897-1903 d'autre part. L'analyse des profils macro-distributionnels des items, associée à un mouvement de retour au texte, nous ont permis d'interpréter ce clivage comme l'opposition entre une première séquence marquée par un contexte colonialiste et revanchard ainsi que par les fameuses « affaires » politico-financières, et une séquence chronologique témoignant pour sa part d'un tournant radical et de l'intensification des débats autour de la question sociale.Nous nous sommes ensuite tournée vers l'analyse de la configuration fine du vocabulaire (niveau micro-distributionnel - Harris), mode d'accès privilégié à la textualité-texture, à ses dimensions non linéaires (tabulaires, réticulaires), encore insuffisamment exploitées et conceptualisées. L'analyse micro-distributionnelle du vocabulaire du Petit Comtois a ainsi suggéré que la configuration fine du vocabulaire s'organisait autour de quatre pôles isotropiques (Viprey), à consistance lexico-thématique voire rhétorico-stylistique, évoquant respectivement (1) les faits divers et leur passage en justice, (2) la vie législative, (3) les réseaux locaux de sociabilités, et enfin, (4) le vocabulaire du politique, voire de l'idée républicaine.Nous avons voulu observer l'évolution diachronique de cette configuration fine en diachronie. De façon très stimulante, si l'on tient compte des résultats livrés par l'examen du niveau macro-distributionnel et de la nature du discours étudié, la structure fine du vocabulaire se révèle extrêmement stable en diachronie. De rares items témoignent d'une évolution significative de leur co(n)texte d'une diachronie à une autre. Il est intéressant de remarquer que ceux-ci sont particulièrement emblématiques des évolutions socio-politiques dont prend acte la fin d'un très long XIXe siècle. C'est notamment le cas de la forme ouvriers, dont l'évolution très nette du profil collocatif marque celle de son sens. Dans un dernier temps, nous avons examiné les facteurs responsables de la stabilité du rubriquage observée : l'analyse des spécificités des rubriques a ainsi révélé une forte corrélation entre le niveau du rubriquage et celle de la structure fine du vocabulaire. L'invariance des « motifs » lexicaux et stylistiques du quotidien nous suggère donc que l'actualité et son essence présupposée « fluctuante », restent contrôlées et organisées par les pratiques routinières journalistiques, renvoyant tant à la sélection de l'information qu'à sa mise en scène comme événement. Enfin, un dernier temps de cette recherche (chapitre V) est dédié à la consolidation d'une méthode de typologie en corpus, appliquée au classement des rubriques, basée sur le niveau morphosyntaxique. À la recherche d'une typologie discursive des rubriques du Petit Comtois, ce volet d'analyse examine les vertus et les insuffisances d'un étiquetage automatique et explore les perspectives offertes par l'AFC en vue d'un dialogue continué avec les données. Devant être envisagé comme le préalable à une analyse linguistique des genres journalistiques qui croiserait le niveau du vocabulaire et le niveau de la morphosyntaxe tout en tenant compte du plan compositionnel du texte (Bakhtine) grâce à un encodage xml-tei, cet empan de nos recherches constitue une investigation méthodologique visant à se doter d'un protocole robuste et transparent d'analyse.À la suite des travaux pionniers de Douglas Biber, de nombreuses études de typologie textuelle convoquent aujourd'hui le niveau morphosyntaxique. La logométrie, telle que définie par D. Mayaffre, perçoit d'ailleurs dans les progrès de l'étiquetage automatique un renouvellement décisif de l'analyse des données textuelles. Cette position implique de s'accommoder du taux d'erreur intrinsèque aux données issues d'un étiquetage automatique, dont l'influence est supposée modérée par la méthodologie statistique utilisée. Une analyse du discours soucieuse de la matérialité du texte ne peut néanmoins se satisfaire de ce taux d'erreur : entendant l'annotation morphosyntaxique comme un véritable état du texte, elle implique au contraire un étiquetage fin du niveau morphosyntaxique. Or, l'expérience menée dans le cadre d'une entreprise typologique des rubriques du Petit Comtois montre que l'étiquetage automatique réalisé par Cordial est loin d'être suffisant pour répondre à cette prétention : l'étiquetage opéré reste un étiquetage « en langue », aux insuffisances duquel s'ajoutent les limites du lexique interne de Cordial. On regrettera par ailleurs la pertinence discutable des catégories statiques de la grammaire traditionnelle convoquée par ce logiciel.En raison de ces insuffisances et en attendant de mener une contre-expérimentation basée sur un étiquetage fin et contrôlé de nos données, il nous semble ainsi devoir prendre quelques précautions avec les résultats obtenus de notre analyse, fort stimulants au demeurant. En effet, notre analyse des variables morphosyntaxiques dans les rubriques du Petit Comtois met au jour des facteurs très discriminants, parmi lesquels, d'une part, des variables assez inattendues (à l'instar des déterminants définis) et d'autre part, des facteurs faisant écho aux critères génériques journalistiques. On peut interpréter la configuration typologique des rubriques obtenue comme étant notamment fortement structurée par l'opposition entre les productions discursives à énonciation impliquée et les productions caractérisées par un effacement énonciatif, configuration affinée par le degré de complexité des phrases et leur longueur. Le genre semble donc un « facteur » structurant de cette typologie, ce qui nous semble devoir être mis en lien avec la taille colossale du corpus étudié et la méthodologie statistique utilisé, puisque l'AFC donne une représentation synthétique des tendances lourdes voire structurelles d'un ensemble de données. En l'occurrence, le genre est cette tendance, qui, dans la lignée des postulats de l'analyse du discours, s'avère déterminant dans la typologisation des productions discursives journalistique du Petit Comtois.
