Regulatory loan ceilings are commonly found in the prosocial lending sector, yet they can have unintended perverse effects. By mitigating the risk of adverse selection, loan caps catalyze co-financing arrangements between subsidized lenders and commercial banks. These arrangements can, in turn, crowd out the most vulnerable borrowers, i.e. those typically targeted by regulators. To assess this claim, we proceed in two steps. First, we build a theoretical model. Second, we test it, drawing on a rich hand-collected dataset on the clientele of an unregulated French microcredit provider that turned into a regulated institution following a shock affecting its funding sources. Using a difference-in-differences linear probability model with propensity score matching, we empirically confirm the theoretical prediction that the imposition of a loan ceiling will lead to missiondrift. ; info:eu-repo/semantics/published

La déréglementation du système bancaire a eu pour conséquence une augmentation de la concurrence entre banques. Les banques, face une diminution de leur revenu d'intérêt, ont cherché d'autres sources de revenu, en modifiant notamment l'offre de services à leurs clients. Ce papier a pour objectif de compléter l'analyse du lien entre activités d'intermédiation et production de services bancaires. Nous montrons que les banques, pour attirer des clients à qui elles vendront des services, sont susceptibles de diminuer leur taux débiteur, utilisant les prêts comme produit d'appel, prenant ainsi plus de risque.

Le but de cet article est de réfléchir sur les emprunts malais (et javanais) en chinois afin de voir ce qu'ils nous apprennent sur les échanges culturels entre les deux mondes dans le temps long. Nous avons retenu trois types de sources : les récits de voyage et sommes sur les contrées d'Asie du Sud-Est, les relations de missions diplomatiques, et les écrits émanant de Chinois établis en Insulinde. On peut distinguer deux phases : la première, la plus longue, durant laquelle les emprunts se sont faits de l'intérieur du monde chinois, après avoir été introduits par des marchants, voyageurs ou émissaires, les plus anciens remontant au début de notre ère, tel le terme pinang ou «noix d'arec » . La deuxième, durant laquelle les populations insulindiennes étaient en étroit contact avec les gens du Fujian, ce qui entraîna la formation de communautés mixtes et l'incorporation d'un plus grand nombre de termes malais dans le dialecte du Minnan et aussi la création d'expressions hybrides.

Why are international financial institutions important? This paper reassesses the role of the loans issued with the support of the League of Nations. These long-term loans constituted the financial basis of the League's strategy to restore the productive basis of countries in Central and Eastern Europe in the aftermath of the war. We argue that the League's loans accomplished the task for which they were conceived because they allowed countries in financial distress to access capital markets. The League adopted an innovative system of funds management and monitoring that ensured compliance of borrowing countries with its programs. We provide empirical evidence that financial markets viewed the League's role as an external, multilateral agent positively, solving the credibility problem of borrowing countries allowing them to engage in economic and institutional reforms. This success was achieved despite the League's own lack of lending resources. We also demonstrate that this multilateral solution performed better than the bilateral arrangements adopted by other governments in Eastern Europe because of its lower borrowing and transaction costs.
