Dieser wissenschaftliche Essay definiert " das Lokale " als Ensemble lokaler Mikrokosmen, die über alleinstellende ressourcen verfügen und daher spezifische, für die Nachhaltigkeit der Bewirtschaftung solcher Ressourcen generell postulierte Regulierungsfunktionen erfüllen müssen. Diese bestehen u.a. aus der Sicherstellung der Eigenlegitimation, aus Grenzkontrollen oder aus einem Monitoring und – hauptsächlich – aus der Regulierung von Nutzungs- und Mitwirkungsrechte sowie Entscheidungsprozessen. Eine wesentliche Regulierungsfunktion besteht aber auch in der Einfügung der lokalen regulativen Arrangements in übergeordnete öffentliche Politiken und staatliche Grundprinzipen, welche Einschränkungen der prinzipiell aus Ressourcensicht notwendigen Handlungsautonomie solcher Mikrokosmen erfordert. Das daraus resultierende Dilemma wird anhand von Beispielen ökologischer, wirtschaftlicher und sozialer Mikrokosmen aufgezeigt und im Lichte des Postulats der " good governance " diskutiert. This scientific essay defines 'the local' as a set of local microcosms which by our definition dispose of outstanding resources. As such, they must be able to perform specific regulatory functions that are considered as necessary for the sustainable management of these resources. These functions include, amongst others, the ensuring of self-legitimation, border controls, monitoring and, most importantly, the regulation of use rights, participation modes and decision making. An essential regulatory function consists of integrating the local regulatory arrangements into superordinate public policies and basic state principles. This tends to restrain the actors' autonomy which is necessary from the point of view of a good resource regulation. The contribution shows the resulting dilemmas by means of examples stemming from ecological, economic and social microcosms and discusses them from the angle of the 'good governance' postulate.
Bei der Umsetzung der europäischen Wasserrahmenrichtlinie ist die lokale Ebene von besonderer Bedeutung, da, auf dieser konkrete Maßnahmen zur Zielerreichung umgesetzt werden müssen. Aufgrund des engen Zeitplans der Wasserrahmenrichtlinie besteht akuter Handlungsbedarf. Diese Situation stellt die zuständige Verwaltung vor große Herausforderungen, insbesondere aufgrund der geringen Erfahrung mit Öffentlichkeitsbeteiligung in der Wasserwirtschaft. Zudem besteht auch ein Forschungsbedarf, um die Umsetzung der Wasserrahmenrichtlinie auf der lokalen Ebene zu fördern. Dabei stellen sich folgende Fragen: Wer sind die lokalen Akteure bei der Gewässerbewirtschaftung und welche Interessen verfolgen sie? Welche Konfliktlagen ergeben sich daraus und wie wirken sich diese Konflikte auf Beteiligungsprozesse im Rahmen der Gewässerbewirtschaftung aus? Und ganz besonders: Welche Faktoren sind zur Steuerung dieser Beteiligungsprozesse relevant? Die Arbeit hat dieses Problemfeld praxisnah aufgegriffen. Das Hauptziel der Arbeit war es, anhand von durchgeführten Beteiligungsprozessen eine gegenstandsbezogene Theorie in der Tradition der grounded theory methodology zu generieren auf deren Basis Handlungsempfehlungen für die Umsetzung der WRRL auf lokaler Ebene abgeleitet werden konnten. Die theoretische Einordnung der Arbeit erfolgte in der Politischen Geographie im Bereich der handlungsorientierten geographischen Konfliktforschung. Durch den Praxisbezug wurden weitere Aspekte aus der Konfliktforschung, der Partizipations- und Nachhaltigkeitsforschung sowie der Planungstheorie und der Umweltpsychologie integriert. Das Forschungsdesign wurde an die Methodologie der grounded theory angelehnt. In diesem Zusammenhang fanden die Paradigmen der qualitativen und interaktiven Sozialforschung Eingang. Um zu allgemein gültigen Handlungsempfehlungen als Ziel dieser Arbeit zu gelangen, war es nötig, die Untersuchung auf mehreren Beteiligungsprojekten der lokalen Gewässerbewirtschaftung aufzubauen. Es wurden insgesamt drei Teilstudien durchgeführt, wovon zwei Einzelfallstudien und die dritte eine Vergleichsstudie darstellen. Die erste Fallstudie, das Bürgerbeteiligungsprojekt "Unsere Dreisam – Zukunft Dreisam" wurde nach dem Paradigma der interaktiven Sozialforschung auf rein lokaler Ebene durchgeführt. Die zweite Fallstudie, die "Vorgezogene aktive Öffentlichkeitsbeteiligung zur Umsetzung der WRRL im Bearbeitungsgebiet Hochrhein" wurde vom Regierungspräsidium Freiburg auf regionaler Ebene durchgeführt und nach dem Paradigma der qualitativen Sozialforschung wissenschaftlich begleitet. Bei der dritten Teilstudie wurden Fragebögen einer schriftlichen Befragung ausgewertet, die im Rahmen der DWA-Arbeitsgruppe "Öffentlichkeitsbeteiligung im Rahmen der Europäischen Wasserrahmenrichtlinie" erhoben wurden. Als Erhebungsinstrumente kamen neben Fragebögen bei schriftlichen Befragungen auch die teilnehmende Beobachtung, problemzentrierte Interviews, cognitive maps und Moderationsmethoden zum Einsatz. Die Ergebnisse der drei Teilstudien sind aufgrund ihrer Praxisrelevanz ausführlich dargestellt. Dabei wurden in allen Teilstudien gesonderte Akteurs-, Konflikt- und Prozessanalysen durchgeführt. Das primäre Ergebnis der Arbeit war die Generierung einer gegenstandsbezogenen Theorie partizipativer Gewässerbewirtschaftung auf lokaler Ebene im Kontext der WRRL. Die Basis dafür stellen die Ergebnisse der drei Teilstudien dar. Diese datenbasierte grounded theory gliedert sich in einen Akteursteil, einen Konfliktteil sowie einen Teil der Prozessfaktoren und -merkmale. Innerhalb des Akteursteils sind sogenannte Hauptakteure benannt, deren Teilnahme an partizipativen Prozessen bei der Gewässerbewirtschaftung auf lokaler Ebene von grundlegender Bedeutung ist. Neben den Hauptakteuren sind in der Theorie auch sogenannte weitere Akteure aufgeführt, die als Kooperationspartner auf lokaler Ebene in Erscheinung treten. Im zweiten Teil der Theorie sind vier Konfliktgegenstände mit ihren verschiedenen Themenbereichen dargestellt. Innerhalb der einzelnen Themenbereiche sind die jeweiligen Konfliktlagen beschrieben. Ergänzt werden die Themenbereiche um die Möglichkeiten der Konfliktbearbeitung. Die relevanten Faktoren für die Durchführung von Beteiligungsprozessen bei der Gewässerbewirtschaftung auf lokaler Ebene sind im dritten Teil der Theorie in einem Modell fünf Projektphasen zugeordnet. Ergänzt wird das Modell um Rahmenbedingungen sowie Merkmale der Projektsteuerung, Durch die Zuordnung von Faktoren zu den einzelnen Projektphasen unterstützt dieses Modell Projektverantwortliche beim gesamten Vorgang des Projektmanagements. Die Reichweite der Theorie beschränkt sich aufgrund des Datenmaterials auf die lokale Ebene in Deutschland mit Ausnahme der Seen und Küstengewässer. Den Abschluss bilden die Handlungsempfehlungen. Diese gliedern sich nach dem zuvor aufgezeigten Modell und sind abschließend in einer übersichtlichen Checkliste für die Praxis zusammengefasst. ; Within the implementation of the Water Framework Directive (WFD) the local level is of particular importance because this is the level where complementary measures according to Article 11 of the WFD have to be implemented in order to achieve all aims. The implementation of these measures will concern local property rights and rights of use.The tight time frame set by the WFD necessitates immediate action. This situation poses great challenges to the responsible public authorities. In addition, few research results exist to date. Crucial questions with regard to this issue are: Who are the local actors in water management and what are their interests? Which constellations of conflict arise from these, and what are the effects of these conflicts on participatory processes in the framework of water management? And in particular: Which factors are relevant to the facilitation of these participatory processes? This thesis tackles this complex of problems in an applied manner. The objective of this thesis is to generate a factual theory in the tradition of grounded theory methodology on the basis of participatory processes carried out in the course of the survey. This theory aims to analyze local actors, arising conflicts of interests and utilization, and relevant factors and features of processes in such a way as to allow the deduction of recommendations for the implementation of the WFD on a local level. The thesis is theoretically embedded in Political Geography, more specifically in Action-Oriented Geographical Conflict Research. The practical nature of the survey necessitated the additional consideration of aspects taken from conflict research, participation and sustainability research as well as theory of planning and environmental psychology. The research design is based on grounded theory methodology according. In this context, the paradigms of both qualitative social research and interactive social research were employed. In order to achieve the objective of developing universally applicable recommendations, the survey was based upon several local water management civic participation projects. Therefore, a total of three sub-surveys were conducted. The first case study, a civic participation project along the river Dreisam was carried out exclusively on a local level according to the paradigm of interactive social research. The second case study was conducted by the Regional Administrative Authority Freiburg on a regional level and was analyzed according to the paradigm of qualitative social research. In the course of the third sub-survey, written questionnaires which were compiled in the context of a working group of the German Association for Water, Wastewater and Waste (DWA) were analyzed. Other research methods employed in addition to questionnaires were participatory observation, problem-centred interviews, cognitive maps and facilitation techniques. Because of their relevance to practice, the results of the three sub-surveys are presented in detail. Separate analyses of actors, conflicts and processes were conducted as part of all three sub-surveys. In correspondence with the results of the sub-surveys, the data-based grounded theory is divided into a section on actors, a section on conflicts and a section on factors in and features of participatory processes. Within the actor section, so-called main actors are specified whose participation is of fundamental importance. Besides the main actors, the theory also specifies so-called other actors that emerge especially as cooperators on the local level. In the second part of the theory, the four objects of conflict are portrayed in detail. Within the individual subject areas, the respective constellations of conflict between actors and coalitions of actors as well as the corresponding framework conditions are analyzed. The relevant factors and properties in participatory processes of water management on a local level are listed in the third and final section. The factors and properties are classified in a model with five project phases. In addition, there are framework conditions as well as features that lie in the responsibility of those in charge of the process. Due to its structure and the association of identified factors with individual project phases this model constitutes a significant advancement of the current state of research. Particularly via the association of factors with individual project phases the model supports those in charge of a project in the entire process of project management. Due to the data collected, the scope of the theory is limited to the local level in Germany with the exception of lakes and coastal waters. According to the objective of the thesis, the conclusion consists of recommendations that were deduced from the grounded theory. These recommendations, which are structured according to the model presented previously, are summarized in a clear, easy-to-manage and practical checklist.
Im soziologischen Forschungsprojekt "Multilokalität, raumbezogene Einstellungen und lokales Handeln" wurde untersucht, unter welchen Bedingungen multilokale Akteure kognitiv-emotionale Identifikationen mit ihren Wohnorten entwickeln und wie diese lokale Handlungen, etwa lokalen Konsum und politisches Engagement, beeinflussen. Ausgehend von soziologischen und sozialpsychologischen Einstellungs- und Handlungstheorien wurden auf der Grundlage einer Online-Befragung multilokale und unilokale Akteure in einer multivariaten Vergleichsgruppenanalyse betrachtet. Demnach entwickeln multilokalisierte Akteure auf der Basis sozialer Interaktionen (Sozialisationshypothese), der Bewertung der Wohnorte (Kalkulationhypothese) und über kognitive Angleichungsprozesse (Adaptionshypothese) (multiple) lokale Identifikationen. Es wurden direkte, indirekte und rahmende Effekte der raumbezogenen Einstellungen auf ortsbezogene Handlungen gefunden. Insgesamt weisen die Ergebnisse auf aktive Strategien der De- und Relokalisierung hin. ; A sociological research project on "Multilocality, attitudes towards places and local activities" investigated the conditions under which multilocal actors develop cognitive-emotional identifications with their places of residence and how this influences local activities such as local consumption and political engagement. Based on sociological and socio-psychological theories on attitudes and behaviour, multilocal and uni-local actors who participated in an online-survey were analysed in a multivariate group comparison. The results show that multilocalised actors develop (multiple) local identifications on the basis of social interactions (socialisation hypothesis), assessments of the place of residence (calculation hypothesis) and cognitive adaptation processes (adaptation hypothesis). Attitudes towards places were found to have direct, indirect and framing effects on location-related activities. Overall, the results reveal active strategies of de- and relocalisation.
In diesem Beitrag werden die Handlungsmöglichkeiten öffentlicher Akteure zur Steuerung von Reurbanisierung in Mittelstädten im Rahmen einer Fallstudie am Beispiel Bambergs untersucht. Es liegen zwei Leitfragen zugrunde: Welche planerischen Handlungsansätze werden in der Wohnungs- und Stadtentwicklungspolitik zur Steuerung von Reurbanisierung entwickelt? Wie beeinflussen lokale Akteurkonstellationen und -beziehungen die Handlungsmöglichkeiten zur Steuerung? Die Untersuchung schließt insbesondere an Debatten über lokale Reurbanisierungstreiber sowie an ein Planungs- und Steuerungsverständnis im Sinne von Governance an. Die Ergebnisse zeigen, dass Bamberg zunächst zur Umsetzung einer planerischen Reurbanisierung die Entwicklung vorhandener Konversionsflächen anstrebte und hierfür Steuerungsinstrumente sowie politisch-administrative Strukturen installierte. Die Inanspruchnahme der Konversionsflächen durch nichtkommunale Akteure verhindert jedoch im weiteren Verlauf die Konversion und schränkt in Verbindung mit den stark von monetären Gesichtspunkten geleiteten Handlungsorientierungen stadtpolitisch relevanter öffentlicher Akteure die Steuerungsmöglichkeiten stark ein. In der Folge ist eine Abkehr vom Ziel der planerischen Reurbanisierung zu erkennen. Der Beitrag schließt mit einer Diskussion, unter welchen Kontextbedingungen Wachstumspolitiken zur Reurbanisierung entwickelt und umgesetzt werden können. ; This paper examines the governance options for reurbanisation in medium-sized cities by using the example of Bamberg. The key questions are: Which planning approaches are developed in the areas of action housing and urban development to shape reurbanisation? How do local actor constellations and relationships shape the governance options? The contribution follows on debates about local reurbanisation drivers and an understanding of planning in terms of governance. The results show that Bamberg aimed to develop a conversion area and has thus implemented planning instruments and political-administrative structures. However, the use of the conversion areas by non-municipal actors in addition with municipal actors that are strongly guided by monetary considerations prevents the conversion in the further course and severely limits the governance options. As a result, a departure from the goal of a planned reurbanisation can be seen. The paper concludes by discussing the context under which growth policies for reurbanisation are developed and implemented.
Mit dem deutlichen Anstieg der Zuwanderung Geflüchteter seit Mitte der 2010er-Jahre stehen die Städte und Gemeinden mit ihrer kommunalen Ausländer- und Migrationspolitik vor neuen Herausforderungen der gesellschaftlichen Integration. Die Bewältigung dieser Herausforderungen erfolgt im Zusammenspiel verschiedener, zum Teil neuer lokaler Akteure aus dem öffentlichen (z. B. kommunale Verwaltung, Wohlfahrtsorganisationen), privatwirtschaftlichen (z. B. Arbeitgeber) und zivilgesellschaftlichen Bereich (z. B. ehrenamtliche Initiativen). In diesem Beitrag werden die verschiedenen Logiken zentraler, am Integrationsprozess beteiligter Akteure beleuchtet, um aufzuzeigen, wer unter welchen Voraussetzungen die Integrationsbedingungen vor Ort in welcher Weise gestaltet und steuert. Die Untersuchung wurde in zwei unterschiedlichen lokalen Kontexten, der Stadt Köln und dem Kreis Heinsberg, mit dem Ziel durchgeführt, Unterschiede und Gemeinsamkeiten lokaler Governance aufzuzeigen. Die Ergebnisse beruhen auf 29 Experteninterviews mit Vertretern der Stadt- und Kreisverwaltungen, der Stadtgesellschaften und der Landesebene, die im Rahmen beruflicher oder ehrenamtlicher Tätigkeit am Integrationsprozess Geflüchteter beteiligt sind. Im Ergebnis zeigen sich bei einigen Maßnahmen der Integrationspolitik verschiedene Handlungslogiken. Dies trifft erstens für das Verhältnis zwischen staatlichen Akteuren der Bundes- und Landesebene und kommunalen Akteuren zu. Dies trifft zweitens aber auch auf das Verhältnis zwischen kommunalen und zivilgesellschaftlichen Akteuren zu. Dabei spielen die räumlichen und situativen Kontexte eine differenzierende Rolle.
Globalization has encouraged worldwide mobility, intensified migration and supported growing interconnectedness through new technologies; it has therefore substantially contributed to the development of so-called transnational spaces. This volume focuses on transnational spaces which should not be understood as locations on a map or as sealed containers, but instead as relational social areas which are composed of various relationships. Transnationalization increases liberation and/or emancipation from place because social relations overcome physical space and local, regional and national boundaries. As a consequence, a reconfiguration of social, cultural, political and economic scopes of action occurs. This volume reveals that for people in general and for migration movements in particular, new borders have been established in many places all over the world. The biographies of global actors and migrants reference this alteration of space. Additionally this volume calls special attention to border regions and their social configurations. Borders appear as narratives which can have an enormous impact on social structures. This book further deals with different aspects and various tensions having to do with local and global change, interplay and interdependence. Globalization leads to development that often ignores regional needs, supports the continuation of post-colonial power and maintains hegemonic dominance.

Violent conflicts have haunted northern Kenya – a semi-arid region inhabited by pastoral communities – since some decades. The enormous increase of violence in recent years has several pertinent causes. Instability in neighbouring countries and a far flung network of small-arms trade has brought thousands of semi-automatic guns to the region. Political change in Kenya has created a lee-way for competing politicians to engage vigilantes on their behalf. Beyond these causes which are rather to be sought for at a macro-level there are a number of factors located at the micro-level. Rampant food insecurity linked to population increase coupled with a stagnant economic system, changes from a pastoral mode of production to more sedentary lifestyles and a continued focus on a heroic warrior ideal contribute to the situation. While there have been a number of efforts to manage and suppress violence through army, police or other state actors, non-state actors have become important during the past few years. It is here that Okumu's thesis has its focus. During a two months stay in northern Kenya he studied the "Laikipia Peace Caravan" (LPC). The LPC is constituted by about 70 professionals, highly educated members of pastoral communities like the Pokot, Samburu and Turkana. The members of LPC generally live in Nairobi or in other urban centres of Kenya. All of them still have strong linkages to their pastoral communities. They are engaged in well-paid jobs, have good links to the press or other media and have also ties to the political establishment. They have formed an NGO which has as its aim to step in immediately once violence is threatening or has happened in order to prevent an escalation of conflicts. In an ethnographic effort Okumu sheds light at the origins, principles and practices of the peace caravan and analyzes its potential to foster peace.
The interpretation of the Donbass conflict is highly controversial - not only in. - Ukraine, but also among external observers. Two theses are represented particularly. - prominent: First, the conflict is characterized as a prime example of a "hybrid war"; secondly,. - based on the perspective of geopolitics, the war is interpreted as the result of competitive,. - hegemonic claims of the West and Russia. However, both theories operate with a. - steering and control imperative which reduces the role of local actors and their agendas to. - dependent variables of great powers. By contrast, the article advocates for a conflict-sociological. - approach which clearly shows that external actors to a much greater extent are. - driven by local conflict dynamics than both theses would admit. The Greeks of North Rhine-Westphalia: Bailout Funds for Local Authorities in the German Lander. In response to budgetary problems of local government in Germany some federal states (Lander) established bailout funds for their highly indebted local authorities. These schemes commit local actors via individual contracts to strengthen their own consolidation efforts in return for fiscal aid. The ambitious aim is to reduce short-term lending considerably or to cut annual deficits completely. This article gives a comparative overview about the fiscal situation of local government in the different federal states and outlines the structure of the schemes in respect to the amounts and sources of funding as well as the conditions of participation and potential sanctions. Furthermore, this contribution explains the motives of the federal states and considers the problem-solving capacity of the schemes. Because the funds limit the political scope of local self-government the consequences for local democracy are also briefly analysed. Adapted from the source document.
Die Dissertation geht der grundlegenden Forschungsfrage nach, wie die Liberal-Demokratische Partei Deutschlands (LDPD) auf lokaler Ebene die ihr zugeschriebene Rolle im politischen Alltag ausfüllte, in welchem Verhältnis sie zum System der DDR stand sowie welche Handlungsspielräume bestanden und genutzt wurden. Ihre Parteiarbeit vor Ort vom Mauerbau bis in die 1980er Jahre hinein blieb von der Forschung bisher weitgehend unbeobachtet, da das Interesse verstärkt der herrschenden SED oder den rebellischen Ansätzen der LDPD in den 1940er und späten 1980er Jahren galt. Die vorliegende Arbeit hat einen ersten Schritt unternommen, die liberale Partei auf Kreis- und Ortsebene zu untersuchen, und trägt dazu bei, diese Lücken zu schließen. Anhand der Fallbeispiele Gotha, Erfurt-Stadt und Eisenach beleuchtet die Dissertation die interne Parteiorganisation, Verhalten und Motivationen der Mitglieder sowie unter Berücksichtigung netzwerktheoretischer Ansätze die Verflechtungen der lokalen Parteifunktionsträger, die sich in die kommunale Arbeit vor Ort einmischten. Informations- und Situationsberichte sowie Korrespondenzen und Organisationsunterlagen gaben Auskunft über Selbstbilder, Aktivität, Themen und Kommunikationsaspekte. Deutlich werden die strengen Kontrollmechanismen innerhalb der Partei sowie das Spannungsfeld zwischen einer klaren Unterstützung der SED-Politik und individuell eigen-sinnigem Verhalten. Durch die Analysekategorie des "Eigen-Sinns" als Form der vielschichtigen Aneig- nung von Herrschaftsstrukturen in Abgrenzung zu den Begriffen Opposition und Widerstand wird gezeigt, dass die LDPD-Mitglieder in den untersuchten Kreisen sich zwar Freiheiten der Kritikäußerung nahmen sowie weitgehend selbstständig den Grad ihrer Aktivität bestimmten, dabei die grundlegenden Systemfragen jedoch nicht berührten. Es existierten viele unterschiedliche Lebenswelten der Akteure, abhängig von Tätigkeitsfeld, Motivation und Umfeld, die zu verschiedenen Taktiken und Ausprägungen des Eigen-Sinns bei einfachen Mitgliedern und den lokalen Funktionsträgern führten. Durch ihre kommunale Mitarbeit jedoch kümmerten sich die Liberaldemokraten in den Gemeinden um die drängendsten Versorgungsprobleme und sorgten mit der aktiven Rekrutierung ihrer Mitglieder für Arbeitsprogramme und Wettbewerbe für eine Beteiligung der LDPD an der Beseitigung der schlimmsten Mängel im öffentlichen Raum. Damit leisteten sie einen Beitrag zur Dämpfung der allgemeinen Unzufriedenheit und stärkten mittelbar das DDR-System. Im Gegenzug erhielten sie dafür von der SED eingeschränkte und klar definierte Handlungsspielräume. Mittels der beruflichen Verankerung der meisten aktiven Liberaldemokraten im ökonomischen Bereich konnte viel Praxiswissen herausgebildet werden, mit dem sich die untersuchten LDPD-Verbände im Rahmen der gewährten Gestaltungsfreiheit durchaus selbstbewusst in kommunale Prozesse einmischten. Für die Stabilisierung des Systems über die lange Zeit zwischen Mauerbau und Mauerfall spielten sie damit eine wichtige Rolle. Die Vermischung von Distanzierung, Akzeptanz, Widerspruch und Gehorsam machen die Parteibasis und auch die aktiven Parteifunktionsträger auf der unteren Ebene zu einem sehr spannenden Untersuchungsfeld, das auch noch längst nicht ausgeschöpft ist. ; The dissertation addresses the research question of how the Liberal Democratic Party of Germany (Liberal-Demokratische Partei Deutschlands, LDPD) in the GDR fulfilled its ascribed role in everyday politics at the local level. Moreover, the study investigates the party's relationship to the GDR system as well as the options for manoeuvre that the party had access to and made use of. To date, research has paid little attention to the party's work on the local level in the period spanning from the Berlin Wall's construction to the 1980s, as interest has been focused primarily on the ruling SED or the rebellious approaches of the LDPD in the 1940s or the late 1980s. This thesis undertook a first step in examining the Liberal Party at the district and local level and contributes to addressing the current gaps in research. Using Gotha, Erfurt-Stadt and Eisenach as case studies, the dissertation sheds light on the internal party organisation, behaviour and motivations of the members on the local level. Taking into account network theory approaches, the local networks of party representatives are investigated. Information reports and situation reports, as well as correspondences and organisational documents, provided details about self-perception, level of activity, agenda and communication aspects. The research work reveals the strict control mechanisms within the party as well as the conflicting aspects of clear support for SED policy and individual idiosyncratic behaviour. The thesis utilises the analytical category of Eigen-Sinn (translated into English approx. as "stubbornness") as a form of multi-layered appropriation of structures of domination. The concept is to be distinguished from the terms of opposition and resistance. As a result, the study shows that LDPD members in the districts investigated did take liberties in expressing criticism and largely determined their level of activity. However, the members did not raise fundamental questions about the socialist system. Political actors of the LDPD experienced a range of different lifeworlds. These different realities led to different tactics and manifestations of Eigen-Sinn among both ordinary party members and local functionaries. The extent of this depended on the member's field of activity, motivation and environment. Through their local involvement, however, the Liberal Democrats took care of the most urgent supply problems in the communities. Thus, by recruiting their members for municipal work programmes and competitions, they ensured that the LDPD was involved in eliminating the worst shortcomings in the community environment. Hence, they contributed to lowering the general dissatisfaction and indirectly strengthened the GDR system. In return, they received limited and clearly defined room for action from the SED. Most active liberal democrats were professionally involved in the economic sector, allowing them to acquire practical knowledge. Consequently, the LDPD associations studied were able to intervene in municipal processes with self-confidence in the context of the granted room for action. Thus, they played an important role in stabilising the system over the long period between the building and the fall of the Wall. Through the combination of distancing, acceptance, contradiction and obedience, the basic members and active party functionaries at the lower level of the LDPD provide an exciting field of research that is far from being exhausted.

Now more than ever, we must understand how radical right populist parties design their message toward vulnerable, crisis-shaken populations. The objective of this study is to reflect critically on the interplay between democracy and populism, exploring recent discursive developments of the parties Vox and The League and its power relations, which are linked to the exogenous shocks provoked by the pandemic. The author used qualitative techniques of content analysis, and conducted interviews with scholars and political actors, and group discussions with local actors for several months.
"This paper addresses the global re emergence of counterinsurgency in the Urban South by focusing on Brazil's pacification experience in the context of the MINUSTAH (United Nations Mission in Haiti) and its ongoing application in Rio de Janeiro's marginalized areas, the favelas. We argue that the transnational export-import of favela-pacification experience' is closely connected to Brazil's geopolitical aspirations. By empirically grounding our argument in the perspectives of local actors on the implementation of this pacification strategy in two marginalized areas of Rio de Janeiro, Mare and Alemao, we trace the strategy's modifications and local adaptations and demonstrate that the colonial project of pacification, which is central to urban counterinsurgency, extends the domestic competences of the Brazilian military. In developing these arguments, this paper contributes to the largely neglected role of states from the Global South as central actors in the making of global counterinsurgency." (author's abstract)
Municipal elections have been neglected in electoral research. This is due to the database that is extremely difficult to compose for all states in the federal system. After the latest mayoral elections in large German cities brought about meager results for the CDU, the media's interest in local elections grew. Does voting behaviour at the local level differ from that at other levels? Which factors are important? Using the latest election results of all cities with 50.000 and more inhabitants this article shows that long-term factors of voting behaviour in general elections are relevant as well at the local level. However, the major local actors, especially the mayor, activists in the political parties and the local media, create a special environment in each municipality due to their skills, personality, capacity to communicate with people and professionalization. Mobilization of voters is much easier, if the governing elite has been able to create trust in the local political system. Institutional changes to enlarge participatory options for the people have only a small impact on mobilization of potential voters. Adapted from the source document.
