In einigen ländlich-peripheren Gebieten Europas können in den letzten Jahrzehnten Zuwanderungen von sogenannten Lifestyle Migranten beobachtet werden. Am Beispiel von Regionen in Frankreich, Österreich und Spanien werden ökonomische und soziale Auswirkungen dieses Zuzugs diskutiert. Durch den Erwerb von (Ferien-)Immobilien "auf dem Land" agieren Briten in Westfrankreich, Deutsche in Südostspanien und Senioren in Ostösterreich als ökonomische Impulsgeber für die lokale Wirtschaft. Soziales Engagement beweisen die Zuwanderer durch nachbarschaftliche und wohltätige Unterstützungsleistungen. Ein aktives Einbringen in die Gesellschaft am neuen Wohnort wird in den meisten Fällen angestrebt. Auch wenn es sich bei vielen Zugezogenen um temporäre oder kurzfristige Zuwanderer handelt, so kann im Beitrag gezeigt werden, dass es sich um eine gewinnbringende Form der Einwanderung handelt. Ländliche Regionen können von der Zuwanderung von Lifestyle Migranten profitieren und die positive Bewertung der Lebensqualität vor Ort kann entscheidend zu einem Imagewandel ländlicher Räume Europas beitragen.
The article provides an overview of current debates & empirical studies on the participation of civil society actors in processes of local governance. Studies on different countries, topics & participation models show strikingly similar results: Disillusionment on the part of local actors is widespread. Successful processes were characterized by four factors: firstly international, supranational &/or national participative norms, secondly the supply of institutional arrangements for participative processes, thirdly a high level of local social capital & fourthly problems with a low complexity & a high personal concern for the actors. Mit dem deutlichen Anstieg der Zuwanderung Geflüchteter seit Mitte der 2010er-Jahre stehen die Städte und Gemeinden mit ihrer kommunalen Ausländer- und Migrationspolitik vor neuen Herausforderungen der gesellschaftlichen Integration. Die Bewältigung dieser Herausforderungen erfolgt im Zusammenspiel verschiedener, zum Teil neuer lokaler Akteure aus dem öffentlichen (z. B. kommunale Verwaltung, Wohlfahrtsorganisationen), privatwirtschaftlichen (z. B. Arbeitgeber) und zivilgesellschaftlichen Bereich (z. B. ehrenamtliche Initiativen). In diesem Beitrag werden die verschiedenen Logiken zentraler, am Integrationsprozess beteiligter Akteure beleuchtet, um aufzuzeigen, wer unter welchen Voraussetzungen die Integrationsbedingungen vor Ort in welcher Weise gestaltet und steuert. Die Untersuchung wurde in zwei unterschiedlichen lokalen Kontexten, der Stadt Köln und dem Kreis Heinsberg, mit dem Ziel durchgeführt, Unterschiede und Gemeinsamkeiten lokaler Governance aufzuzeigen. Die Ergebnisse beruhen auf 29 Experteninterviews mit Vertretern der Stadt- und Kreisverwaltungen, der Stadtgesellschaften und der Landesebene, die im Rahmen beruflicher oder ehrenamtlicher Tätigkeit am Integrationsprozess Geflüchteter beteiligt sind. Im Ergebnis zeigen sich bei einigen Maßnahmen der Integrationspolitik verschiedene Handlungslogiken. Dies trifft erstens für das Verhältnis zwischen staatlichen Akteuren der Bundes- und Landesebene und kommunalen Akteuren zu. Dies trifft zweitens aber auch auf das Verhältnis zwischen kommunalen und zivilgesellschaftlichen Akteuren zu. Dabei spielen die räumlichen und situativen Kontexte eine differenzierende Rolle.
The interpretation of the Donbass conflict is highly controversial - not only in. - Ukraine, but also among external observers. Two theses are represented particularly. - prominent: First, the conflict is characterized as a prime example of a "hybrid war"; secondly,. - based on the perspective of geopolitics, the war is interpreted as the result of competitive,. - hegemonic claims of the West and Russia. The Greeks of North Rhine-Westphalia: Bailout Funds for Local Authorities in the German Lander. In response to budgetary problems of local government in Germany some federal states (Lander) established bailout funds for their highly indebted local authorities. These schemes commit local actors via individual contracts to strengthen their own consolidation efforts in return for fiscal aid. The ambitious aim is to reduce short-term lending considerably or to cut annual deficits completely. This article gives a comparative overview about the fiscal situation of local government in the different federal states and outlines the structure of the schemes in respect to the amounts and sources of funding as well as the conditions of participation and potential sanctions. Furthermore, this contribution explains the motives of the federal states and considers the problem-solving capacity of the schemes. "This paper addresses the global re emergence of counterinsurgency in the Urban South by focusing on Brazil's pacification experience in the context of the MINUSTAH (United Nations Mission in Haiti) and its ongoing application in Rio de Janeiro's marginalized areas, the favelas. We argue that the transnational export-import of favela-pacification experience' is closely connected to Brazil's geopolitical aspirations. By empirically grounding our argument in the perspectives of local actors on the implementation of this pacification strategy in two marginalized areas of Rio de Janeiro, Mare and Alemao, we trace the strategy's modifications and local adaptations and demonstrate that the colonial project of pacification, which is central to urban counterinsurgency, extends the domestic competences of the Brazilian military. In developing these arguments, this paper contributes to the largely neglected role of states from the Global South as central actors in the making of global counterinsurgency." (author's abstract)
Municipal elections have been neglected in electoral research. This is due to the database that is extremely difficult to compose for all states in the federal system. After the latest mayoral elections in large German cities brought about meager results for the CDU, the media's interest in local elections grew. Does voting behaviour at the local level differ from that at other levels? Which factors are important? Using the latest election results of all cities with 50.000 and more inhabitants this article shows that long-term factors of voting behaviour in general elections are relevant as well at the local level. However, the major local actors, especially the mayor, activists in the political parties and the local media, create a special environment in each municipality due to their skills, personality, capacity to communicate with people and professionalization. Mobilization of voters is much easier, if the governing elite has been able to create trust in the local political system. What can be done if rightist strategies of cultural subversion succeed? Taking an episode from Berlin as an example the text identifies three strategies of invention & asks for their potential success. Plain confrontation & moral appeals prove to have counterintuitive results. Rather, a procedure of democratic dialogue seems to be a promising approach. In such a process the perspectives of local actors can be identified & taken as a basis to develop a plural, target-oriented strategy of action.
