International audience ; For several years, an increase of muddy floods frequency (and associated damages) is noticed in the Alsacian region (NE of France). In 2008, the regional authority ("Conseil Général") with the collaboration of the Chamber of Agriculture decided to set up, directly on farmlands, micro-structures called "fascines" (faggots of brushwood). These little protection systems allow to decrease the muddy floods velocity and to capture the sediments that are transported decreasing by this way the vulnerabilty in risk prone areas located downstream the catchment. These protections present two advantages: they are very easy and cheap to set up. In the region, we can list 400 fascines, step up in 21 municipalities exposed to the muddy floods risk. This study focuses on farmers' perception of these fascines in order to understand their potential acceptability of this kind of mitigation measure and to highly the main issues linked to the democratisation of these protective measures in the whole risk prone areas. The methodology used is a questionnaires (N=37) held among farmers in 5 municipalities exposed to muddy floods risk. The main results show that the fascines are perceived as a restrictive tool: the most of the farmers mentioned that their maintenance is more important than for other mitigation measures such as hedges, non inversion tillages, grass strips,. also proposed in the questionnaire. Moreover the "real" efficiency of the fascines against the muddy floods propagation is questioned by the farmers as well as their integration in the landscape. Among others, these results allow to highly the main restraints in the development of such mitigation measures and have been directly used by the Chamber of Agriculture in order to improve their information campaigns among the farmers to improve the use of the fascines in risk mitigation polices and risk prone areas planning.
Analytical - synthetic and inductive - deductive methods were used, and as a technique the interview with government cadres and delegates in exercise. Its development is based on the studies carried out by the author as part of his thesis of the Master's Degree in Local Socioeconomic Development of the Center for the Study of Direction and Local Development -CEDDEL- of the University of Granma. An analysis is made from what is legally established regarding the training of local actors and their compliance. It arrives at the conclusions that the training of local actors in the territory is necessary, there are conditions, according to the legal bases that regulate the work to develop the training of local actors, at all levels of the territory, but the current behavior shows the breach of the Legal Ontology and its manifestation in the legality, the realization of the Law and the axiology of Law. ; Se utilizaron los métodos analítico – sintético e inductivo – deductivo, y como técnica la entrevista a cuadros del gobierno y delegados en ejercicio. Su desarrollo se basa en los estudios realizados por el autor como parte de su tesis de Maestría en Desarrollo Socioeconómico Local del Centro de Estudio de Dirección y Desarrollo Local -CEDDEL - de la Universidad de Granma. Se realiza un análisis desde lo establecido jurídicamente respecto a la capacitación de los actores locales y su cumplimiento. Arriba a las conclusiones de que la capacitación de los actores locales en el territorio se hace necesaria, existen las condiciones, de acuerdo con las bases jurídicas que norman el trabajo para desarrollar la capacitación de los actores locales, en todos los niveles del territorio, pero el comportamiento actual muestra el incumplimiento de la Ontología Jurídica y su manifestación en la legalidad, la realización del Derecho y la axiología del Derecho.
This paper focuses on how multiple actors promote civic and political participation of immigrants locally. The dominant approach in scholarship on political participation of immigrants —the political opportunity structure—focuses mostly on the role of local institutional actors to examine the constraints and opportunities for immigrants' civic and political participation. We argue that this main focus on top-down actors and processes does not allow for understanding the complexity of actors and dynamics involved in the promotion of immigrants' participation in cities. For this reason, we propose to expand our conceptualization of the city and to combine both top-down and bottom-up dynamics to investigate how local contexts shape immigrants' civic and political participation. Drawing on empirical research in Italy and Spain, we map the multiplicity of actors involved in the promotion of participation of immigrants in seven cities, identify the channels they offer and assess how their interactions explain variations.

Worldwide, millions of children live in institutions, which runs counter to both the UN-recognised right of children to be raised in a family environment, and the findings of our accompanying systematic review of the physical, neurobiological, psychological, and mental health costs of institutionalisation and the benefits of deinstitutionalisation of child welfare systems. In this part of the Commission, international experts in reforming care for children identified evidence-based policy recommendations to promote family-based alternatives to institutionalisation. Family-based care refers to caregiving by extended family or foster, kafalah (the practice of guardianship of orphaned children in Islam), or adoptive family, preferably in close physical proximity to the biological family to facilitate the continued contact of children with important individuals in their life when this is in their best interest. 14 key recommendations are addressed to multinational agencies, national governments, local authorities, and institutions. These recommendations prioritise the role of families in the lives of children to prevent child separation and to strengthen families, to protect children without parental care by providing high-quality family-based alternatives, and to strengthen systems for the protection and care of separated children. Momentum for a shift from institutional to family-based care is growing internationally—our recommendations provide a template for further action and criteria against which progress can be assessed.

However, our experiences and empirical findings based on research carried out in France in highly diverse situations and among very different operators invalidate this thesis. By analysing climate change from the standpoint of territories and local adaptation and mitigation strategies, our article contends that the problem stems instead from a still insufficient fit between local and global levels of expertise and action frameworks. Moreover, we also need to analyse climate change from a new angle and recognise its dual nature in material and objective terms as well as in its cultural, symbolic and subjective components. ; Assimilés à de l'inaction, les résultats décevants du processus international de négociation sur les changements climatiques sont régulièrement interprétés comme la conséquence d'un découplage caractérisé entre science et politique.
