This article analyzes transfers of U.S. public policies, focusing specifically on the influence of the New York Police Department's "zero tolerance policing" strategy on French crime control policies. An in-depth analysis of major French national newspapers shows undeniable support for this transfer in the media and in political and expert circles, which have taken it up as a slogan while gradually shifting its original meaning. In actual French crime control policies, however, both at local and national level, this supposed transfer turns out to be illusory, owing to insurmountable disparities between the institutional and professional codes and cultures of the two nations. This work gives a perspective for studying the political and social life of the Sarthe department since the 1930's to the coming of the fifth Republic. The studying of the leagues to the Parti social français and the poujadism heritage let to know the social and economic mutations of this department. The success of these politics' phenomena was studying by many sources like local newspapers and the archives departementales of la Sarthe for the prefecture's archives collections, the sub-prefecture's and the general information notes. The populism and extremism character of these politics movements was examined by historiographical question who think about historians since the 1970's. In parallel, the cardinal Grente networks were studying to know the Catholics projects of the leagues and the Parti social français. The site of implementation is studying by a geographical and sociological electorate who show the peripheral regions of the department which choose the leagues and parties rhetoric's, to cope with the economics and social modernization. The success is relative because the associations, the trade union and moderate parties who defend the republican ideal of these formations during the period. However, these movements want to change the political formations with the militant's organizations in spite of the role of the notable political figures who cross the political history in Sarthe department. A department who give after the war the majority of votes to the right during the cantonales and legislatives elections. The Croix-de-Feu, the Parti social français and poujadism movements to make the most of the opportunity to the right empty to operate relative success face to the political formations don't give to the adequate answers for the French population. These chase the research during this period of adequate constitution to their aspirations in front of the upheaval of the two world conflicts. ; Ce mémoire donne la perspective d'une étude de la vie politique et sociale du département de la Sarthe des années 1930 à l'avènement de la Ve République. Le prisme de l'étude des ligues au Parti social français à son héritage poujadiste permet de comprendre les mutations socio-économiques du département. Le succès de ces phénomènes politiques sont étudiés à travers les sources partisanes, journalistiques locales et des archives départementales par les fonds de la préfecture de la Sarthe, des sous-préfectures et des rapports des renseignements généraux. Le caractère populiste et extrémiste de ces mouvements est examiné à l'aune d'une question historiographique qui fait réfléchir les historiens depuis les années 1970. En parallèle, les réseaux du Cardinal Grente sont étudiés pour comprendre le facteur catholique des projets des ligues et du Parti social Français. L'implantation de ces mouvements politiques est étudiée par la réalisation d'une géographie et sociologie électorale qui met en avant les espaces périphériques du département qui adoptent la rhétorique de ces ligues, partis face à la modernisation de l'économie et de la société. Le succès est relatif par la présence d'associations, syndicats, partis politiques partageant la défense des classes moyennes, idéal républicain de ces formations durant toute la période. Cependant, ces mouvements vont permettre la modernisation des appareils politiques qui deviennent des partis de militants malgré l'importance de la figure notable de l'élu qui traverse l'histoire politique de la Sarthe. Un département qui donne après la guerre ses suffrages aux formations de droite durant les élections cantonales et législatives. Les Croix-de-Feu, le Parti social français et le mouvement poujadiste profitent d'un relatif vide à droite de l'échiquier politique pour opérer des succès relatifs face à des formations ne donnant pas des réponses adéquates aux problèmes des français. Ceux-ci poursuivent la recherche durant cette période d'une constitution adéquate à leurs aspirations face aux bouleversements des deux conflits mondiaux.
This work concerns the anarchist movement in Algeria during the period of colonial occupation, as manifested in organized political groups and published anarchist newspapers. It aims to expand the historical approach to French colonization in Algeria. In effect the study of anarchism is essential for understanding fully the nature of socialism and socialisms in the colonial context. The first part concerns the history of anarchism, as composed by different local groups between 1887 and 1962 (their composition, their activism, their organization, their membership, and the state repression they suffered). The second part concerns all anarchist newspapers published in Algeria between 1890 and 1926 (analysis of the militant press and themes about anarchist fundamentals and the colonial question). The last part seeks to present a balance sheet of anarchist politics in Algeria (reception among Europeans and Algerians and the result of its political presence in the territory). For this purpose, police archives, the colonial press, and anarchist newspapers were consulted. ; Ce travail s'intéresse au Mouvement anarchiste en Algérie pendant la période coloniale, attesté par la constitution de groupes politiques organisés et de la publication de journaux libertaires. Cette thèse souhaite renouveler l'approche historique de la colonisation française en Algérie. En effet, l'étude de l'anarchisme est capitale pour une compréhension totale du socialisme, des socialismes en situation coloniale. La première partie concerne l'histoire de l'anarchisme dans la durée par les différents groupes locaux attestés entre 1887 et 1962 (leur composition, leur militantisme, les trajectoires organisationnelles et personnelles ainsi que la répression étatique subie). La deuxième s'intéresse à l'ensemble des journaux publiés par les anarchistes d'Algérie entre 1890 et 1926 (l'analyse de la presse militante, les thématiques abordées dont les fondamentaux de l'anarchisme et la question coloniale). Enfin, la dernière partie tente d'établir un bilan de l'anarchisme politique en Algérie (la réception au sein de la population européenne et algérienne et la conséquence de cette présence politique sur ce territoire). A cet effet, les archives policières, la presse coloniale et les journaux anarchistes ont été consultés.
In decline for most of the second half of the 20th century, London's inner city was at the margin of the socioeconomic dynamics of the British capital for the last decades. Today it has become an essential part in London's development strategy. The aim of this thesis is threefold: it seeks to understand how this part of the city has gradually become a space for negotiating the social and spatial consequences of globalisation; it analyses the role of urban policy in this transformation; and examines the reactions of local authorities and associations.The first part studies how the political and urban regeneration model which governs this shift has stabilised at the end the 1980s in a competitive and entrepreneurial consensus. It mobilises critically the concept of "neoliberal urbanism" to show that the neoliberalisation of space in the inner city is far from being complete, in contrast to the image of an unambiguous withdrawal of the state.The second part proposes to deconstruct the spatial patterns of the global city applied to London. Based on a diachronic multivariate statistical analysis, it illustrates how the social and spatial tapestry of London has become more complex as new global centralities emerged in the 2000s. It shows how the inner city has become a "valve" where middle classes excluded from the central globalised markets negotiate their social reproduction in an increasing competitive context.The last part deals with the impacts on regeneration of the reforms introduced by New Labour and the Conservative / Liberal Democrats coalition in the 2000s. It shows how the regeneration model has been changed by the introduction of sustainability standards, the political recognition of minorities and a « participatory imperative ». This was reflected by the establishment of a specific territorial policy whose aim was to harness regeneration to the development of "pericentral" neighbourhoods. The analysis of this specific policy demonstrates that in the absence of sufficient binding redistributive mechanisms, this policy has led in practice to an accelerated privatisation of public housing and to widespread forms of "new-build" gentrification. The Conservative / Liberal Democrats coalition in power since 2010 has partially upheld the participatory mechanisms in regeneration projects. However, drawing on an ethnography of various forums established around two major urban projects, I show how the context of austerity has led in some cases to a form of privatisation of the core functions of the local urban democracy itself.A final analysis, which combines the study of regional newspapers and the interview of several groups involved in challenging major urban projects, shows that the model of regeneration is now being challenged in several political arenas; however, the protests are fragmented and struggle to develop a general discourse because of the specific project-based geography of regeneration. ; Marges en déclin sociodémographique et économique dans la deuxième moitié du XXe siècle, les quartiers d'inner city se situent aujourd'hui au cœur de la stratégie de développement de la capitale britannique. since the 1960s, the physionomy of European cities has been strongly characterised by the large constituencies, both in the East and in the West. We offer comparative research into the discursive constitution of large suburbs in Germany, France and Poland. With the theory of speeches, we presuppose that the meaning of social spaces is built into discourse, within which the socio-spatial order is established. In order to identify the various local, international or national discursive models, we carry out a lexicometric analysis and a qualitative analysis of large print daily newspapers. These show how, in addition to the diversity of qualifications of the large groups, they are formed through the prism of security, sometimes threatened in Poland, sometimes threatening in France and Germany. Contextual meanings are not constrained at national borders or at linguistic borders, as speeches on the main groups in East and West Germany are differentiated. ; Since the 1960s, large housing estates have shaped the physiognomy of suburbia in Western and Eastern European cities. This paper examines the constitution of meaning of this particular form of housing estate within three different national contexts (Germany, Poland, and France). We identify transnational and specific national discursive patterns that produce both particular social spaces and distinct social orders. A research design in discourse theory allows focusing on social phenomena in their specific context and thus serves as the appropriate frame of reference for such an international comparative study. We assume that the interlinkage of spatial (here/there) and social demarcations (familiar/foreign or safe/unsafe) is constitutive for the discursive production of spaces and social structures. Empirically, we base our study on major national newspapers. From press releases of the Landsmannschaften, of the BdV or the political parties, over travel journals from local associations or texts from readers, content of journals is rarely written from the editors of newspapers. In this niche in the medias placed out of the mass medias, the interactions between the different titles are unavoidable, they are even desirable to support this economically weak sector. A case study will show how the circulation of information allows enrichment of the publications but also how if it leads to a retreat of this press section. ; Cet article se propose d'analyser comment circule l'information dans la presse des expulsés. Qu'il s'agisse des communiqués de presse des Landsmannschaften, du BdV et des partis politiques, de récits de voyage d'associations locales ou encore de textes rédigés par les lecteurs, le contenu des journaux d'expulsés n'est que rarement l'œuvre des responsables de ces publications. Violence in the Far North of Cameroon: conspiracy as a tool for interpretation and political struggle since 2013, Cameroon's Far North region, which borders Nigeria and Chad, has experienced unprecedented violence. Although many of them have been explicitly claimed by Boko Haram, they do raise many questions. Cameroonian media outlets that are very popular as well as well-known intellectuals refer, often in questioning or allusions, to the complicity of elites in the region and to 'France' in this 'destabilisation' of the regime. Geographical distance, lack of information and knowledge about events and their context alone do not explain the prosperity of this conspiracy theory. The article takes these conspiracy theories and rumours seriously by trying to understand their articulation with available political imaginaries, their dissemination channels and their meaning at a time of widespread political uncertainty. As a result of political struggles, these interpretations can also be seen as a way to avoid real reflection on the social and political causes of this violence. In December 2014, in Yaoundé, there are two completely different versions of the violence that has ravaged the Far North of Cameroon in recent months. Located close to a thousand kilometres from the hotspot, the capital hosts two stories that do not clash or cross. On the one hand, the few journalists from the only Bio-madary with real local relays expose to the rest of the world the attacks on villages close to the Nigerian border and the security forces present in Region 1. On the other hand, on popu-lar waves, among students, in the huppated restaurants as in the 1. Only one biweekly newspaper, L'oeil du Sahel, focuses specifically on the north of the country and has a network of correspondents. This thesis addresses issues of gender in immigration and naturalization through the example of Marseilles from 1918 to 1940 by comparing the history of women and gender with the history of immigration. It adopts a new approach to immigration and population policies that examines the role of representations and of interactions between policy makers and individuals, particularly through the study of administrative practices. This research, conducted at both the national and local level, is based on a critical analysis of diverse sources: prefectorial and ministerial archives, printed materials (statistical studies, diverse publications, newspapers, etc.). The aim of this study is to question how gender has affected the exclusion and integration of immigrants in a historical context marked by economic and demographic crises in France during the 1920s and 1930s. Different levels of analysis are reviewed: speeches and representations, immigration flows and headcount, immigration policies, the labour market, acquisition of citizenship (by decree or by marriage). It is a university work intending to analyze the French presidential campaign of 2017, more precisely the campaign of the right-wing candidate François Fillon and his coming to Reunion Island from February 11 to February 13, 2017. Through the study of these two Reunionese press organs, Le Quotidien and Le Journal de l'île (JIR), the work will be centered on François Fillon, leader of the French Republican party. The journalistic documents, published from February 1st to February 15th, 2017, have been decrypted in order to produce an analytical discourse. The former prime minister of Nicolas Sarkozy came in the overseas department of Reunion, after an early February disturbed by the tax revelations published by Le Canard Enchaîné. The chief candidate of the right had to give a new breath to his campaign and Reunion island seemed the ideal destination thanks to its pool of votes and its elected right-wing members. Many questions have guided the reflection and the writing of this thesis. Why did Mr. Fillon choose Reunion Island and not another French overseas territory? How did the local press treat the upstream phase of his visit and describe his 3 days of travel? Who were his supporters and opponents? How did the two Reunionese newspapers inform the local electorate and describe this politician? . Through these various questions linked to the decoding of the local press, Le Quotidien and Le JIR, this Master's thesis tries to answer and go beyond the events that consisted in the visit of François Fillon to Reunion island at the time of the French 2017 presidential campaign. ; Ce mémoire de Master s'intéresse à un sujet d'Histoire contemporaine. C'est un travail universitaire destiné à analyser la campagne présidentielle française de 2017, plus précisément celle du candidat de la droite François Fillon et sa venue à La Réunion du 11 au 13 février 2017. Par l'étude de ces deux organes de presse réunionnais, Le Quotidien et Le Journal de l'Île de La Réunion (JIR), le travail sera centré sur François Fillon, leader du parti Les Républicains. Les documents journalistiques, publiés du 1er au 15 février 2017, ont été décryptés afin de produire un discours analytique. L'ancien Premier ministre de Nicolas Sarkozy vient dans le département ultramarin, après un début de mois de février perturbé par les révélations fiscales du Canard enchaîné. This thesis addresses issues of gender in immigration and naturalization through the example of Marseilles from 1918 to 1940 by comparing the history of women and gender with the history of immigration. It adopts a new approach to immigration and population policies that examines the role of representations and of interactions between policy makers and individuals, particularly through the study of administrative practices. This research, conducted at both the national and local level, is based on a critical analysis of diverse sources: prefectorial and ministerial archives, printed materials (statistical studies, diverse publications, newspapers, etc.). The aim of this study is to question how gender has affected the exclusion and integration of immigrants in a historical context marked by economic and demographic crises in France during the 1920s and 1930s. Different levels of analysis are reviewed: speeches and representations, immigration flows and headcount, immigration policies, the labour market, acquisition of citizenship (by decree or by marriage). Further, this thesis contributes to a broader understanding of the construction of a Nation-State from a gender perspective. ; Cette thèse, qui a pour sujet le genre de l'immigration et de la naturalisation à travers l'exemple marseillais de 1918 à 1940, entend croiser l'histoire des femmes et du genre et celle de l'immigration. Elle s'inscrit dans l'approche renouvelée des politiques d'immigration et des populations qui s'intéresse au rôle agissant des représentations, aux interactions entre les acteurs des politiques et les individus concernés, en particulier par l'étude des pratiques administratives. Cette recherche qui articule échelle nationale et locale s'appuie sur une analyse critique de sources diverses : archives préfectorales, archives de ministères, sources imprimées (études statistiques, ouvrages divers, presse, etc.). L'objet de cette étude est d'interroger, dans la France des décennies 1920 et 1930 pétrie de préoccupations économiques et démographiques mais aussi secouée par des crises économiques, le poids du genre dans l'exclusion et l'intégration des immigrants à différents niveaux : les discours et les représentations, les flux d'immigration et leur comptage, les politiques d'immigration, le marché du travail et l'acquisition de la nationalité française (par décret et par mariage). Plus largement cette thèse entend contribuer à la compréhension de la construction de l'État-nation dans une perspective sexuée.
