Today pandemic occupied almost all the world. It is still a serious problem for population. A lot of countries have already faced this challenge at various times. In a result they found the solutions. Using of the previous experience and developing new ways are the keys to successful overcoming modern pandemic. The goal of this exploration is clarification of the epidemiological situation and methods of solving the problem in Odessa in 1918. That is why we should draw parallels between the current international, socio-political and economic situation in Ukraine and the era of the Hetmanate. It will be useful to benefit from the fight against the epidemic during the reign of Pavlo Skoropadskyi. We explored local press of 1918, because it was the main way of rapid informing the population and influence on local residents. That is how governments communicated with inhabitants of Odessa. In the context of cholera and then Spanish flu, local authorities and medicals acted promptly. All people who become ill went into isolation. There were rooms for isolation and choleric barracks in the hospitals. They conducted a thoroughly search of the ships, that went into a port. The sanitary situation was seriously controlled in the most epidemiologically dangerous parts of the city. There even was free food for people. Vaccination campaign was the main aim. But the population didn't trust it. Local authority, sanitarians employed a huge propaganda of necessity and effectiveness of vaccine. The wave of epidemic was stopped in 1918. Local authority, brave doctors and selfless residents impacted on overcoming this pandemic the most. Nowadays these aspects are important too. ; На основі аналізу одеської періодичної преси 1918 року розкрита санітарно-епідеміологічна ситуація в місті доби Гетьманату та спалах епідемії холери й «іспанки» у 1918р. В умовах ще слабкої державної влади, війни та німецько-австрійської окупації центральний уряд не залишається осторонь, мобілізуючи організаційні та матеріальні можливості. Одеська міська влада та медичний персонал стають головною силою опору небезпеці, активно використовуючи усі доступні медичні, профілактичні та санітарні заходи.
Regional media is an important segment of the socio-communicative model of the information space of Ukraine, which clearly identifies the vectors of ethnically and culturally identified journalism, works hard to preserve historical memory, national consciousness and civic activity of society. Their study is especially relevant in the period of modern socio-political changes associated with the development of democratization, decentralization and local self-government, which will make new adjustments to the typology, content and functions of local media. Currently, there is a growing scholars interest to the problems of regional journalism, but the culturological and axiological aspects of their study are still insufficiently investigated. This explains the choice of the research object, which were the regional media reviews, reflected in the memoirs and publicistics of the famous Ukrainian writer and public figure Oles Honchar. Recourse to such methods as content analysis, historical, systemic, biographical, axiological, statistical, made it possible to carry out a multifaceted interpretation of journalistic assessments by the writer of the spiritual potential of regional and district newspapers, through which to cover certain periods of Ukrainian journalism development of the twentieth century and reveal the writer's personal involvement in its history. Oles Honchar cooperation with the mass media lasted for more than sixty years. It was widely disclosed in his diary entries, epistolary and journalistic works of various genres. The writer's connections with the regional press are reproduced in chronological order, starting from the 1930s, the journalistic activity of young Oles Honchar in district and regional newspapers in Poltava and Kharkiv regions and ending with observations of an already experienced publicist and master of the word on the activities of local media during the years of independent Ukraine. The author set out to prove that local official press is losing its position on the information market and is apparently turning into information bulletins of local governments. The first effective step to improve it and apply new market principles to it is privatization. The paper analyzes the newspaper periodicals of the Podolsk province during the Ukrainian National Democratic Revolution. The peculiarities of coverage of the events of the revolutionary times in Podillya by all-Ukrainian and local newspapers, their differences depending on the political orientation are shown. The study is based on the principles of historicist, comprehensiveness and complexity, a systematic approach, applied methods of analysis and synthesis, generalization, typology, historical-comparative, historical-chronological, descriptive. ; В роботі проаналізовано газетну періодику Подільської губернії часів Української національно-демократичної революції. The purpose of the study is to analyze the peculiarities of the adaptation of the regional press to the requirements of digitalization in recent years. Research methodology. The main method used is a comparative analysis of the media discourse of regional newspapers in the USA, Germany and Ukraine. The countries selection is motivated, first of all, by the leading role played by the United States media on the global press market, and therefore the trends inherent in these information markets, in one way or another manifested in the Ukrainian information environment. According to S. Mikhailov, Germany, like Ukraine, belongs to the European-continental type of journalism and therefore has a vector of development similar to the Ukrainian media system (we will not take into account the political and economic components and take into consideration only conditional typology).Results. The article is dedicated to the analysis of the specifics of digital activity of the regional press. The result of the study was a systematic analysis of the digital practice of the Nashe Misto, Dnipro Vecherny, and Zorya newspapers, which are currently the leading local newspapers in the Dnipropetrovsk region.Scientific novelty and practical significance are based on the fact that for the first time the trends identified in the global digital media activity are transferred to Ukrainian realities and given the current state of digital newspaper journalism at the regional level, those problematic aspects are identified that will significantly increase the efficiency of research publications. Among the main problems are the lack of qualified personnel, lack of technological capabilities, the reluctance of advertisers to actively cooperate with online media channels, a lack of clear regulatory policies for digital activities in Ukraine, unwillingness of audiences to pay for online content; lack of skills in working with multimedia formats and the unwillingness of editorial offices to work in 24/7 format.Key words: digital journalism, local ...
The article examines the problem of Ukrainian newspapers existing among the ethnic Crimean press during the wars and revolutions of 1917–1920. They include publications regardless of their language if published by Ukrainian sociopolitical forces and figures and reflecting their position. In Ukrainian historiography, this topic has been studied scantily and fragmentarily, while some representatives of Russian historiography claim the absence of the Crimean Ukrainian press at that time. However, such a conclusion contradicts the development of the mass Ukrainian national movement in Crimea in 1917 and its need for mass media, as well as the process of the second rise of the press of various Crimean ethnic communities in 1917–1920, well reflected in historiography. Different Ukrainian public and political organizations sought to create periodicals during the period of wars and revolutions, but due to internal problems and opposition from the pro-Russian forces, few of those associations succeeded. The article shows that in 1917–1918 the Ukrainian Council of Military and Workers' Delegates of Sevastopol published its newspaper in Russian, and in May 1918 the Ukrainian-language newspaper Nash Step was launched in Simferopol. Shortly, due to the opposition of the German army, which then occupied Crimea, its editorial office had to move to Melitopol in the northern part of Taurida province, but the newspaper continued to maintain ties with Crimean Ukrainian organizations and cover Crimean socioeconomic and social processes. The author believes that in 1919–1920 in Crimea Ukrainian newspapers could not be published primarily due to frequent changes of the local governments, which mostly did not support the Ukrainian national movement. He also suggests, based on some memoirs and other materials, that in 1917–1918 other Ukrainian newspapers, which have not been found by now, could have existed in Crimea for a short time. Цим пояснюється вибір об'єкта розвідки, яким стали відгуки про діяльність крайових ЗМІ, відображені в мемуаристиці та публіцистиці відомого українського письменника й громадського діяча Олеся Гончара. Звернення до таких методів, як контент-аналіз, історичний, системний, біографічний, аксіологічний, статистичний, дало змогу здійснити багатоаспектну інтерпретацію публіцистичних оцінок письменником духовного потенціалу обласних та районних газет, висвітлити окремі періоди розвитку української журналістики ХХ ст. і розкрити особисту причетність письменника до її історії.Співпраця Олеся Гончара із засобами масової інформації тривала понад шістдесят років. Вона досить широко розкривалась у його щоденникових записах, епістолярії та публіцистичних творах різних жанрів. У хронологічній послідовності відтворено зв'язки письменника з крайовою пресою, починаючи з 30-х років, журналістську діяльність юного Олеся Гончара в районній і обласній газетах на Полтавщині та Харківщині й закінчуючи спостереженнями уже досвідченого публіциста й майстра слова над діяльністю місцевих ЗМІ в роки незалежної України.Аналіз текстів листів-привітань, спрямованих до місцевих редакцій газет і журналів, указує на широку географію зв'язків письменника з друкованими ЗМІ, розкриває його бачення концепції діяльності видань цього типу, що ґрунтується на демократичних та гуманістичних засадах. Вітаючи появу на поч. 90-х рр. нових літературно-мистецьких видань на Сході і Заході України та в Криму, Олесь Гончар зосереджує увагу на їх ролі в об'єднанні спільноти навколо насущних проблем: збереження історичної пам'яті й етнічної культури, функціонування української мови й шанобливого ставлення до літературної класики.
The survey of Ukrainian periodical editions of the diaspora in Canada, published in 1918–1939s, as a historical source for studying social and political situation in the diaspora has been carried out. Their information potential has been revealed, the classification of newspapers and magazines has been given and their significance as an exponent of public opinion, its ideological orientation has been analyzed. The difference of opinions expressed by Ukrainian periodicals, discussions and conflicts between them possible in the diaspora, but impermissible in the Soviet Ukraine are researched in the article. The influence of press on social processes among Ukrainians in emigration is shown. Their activities in the prevention of Ukrainians of diaspora assimilation by the local population is noted.

Представлені джерела класифіковано та розділено на групи: загальнодержавні законодавчі акти, нормативно-правові акти органів місцевого самоврядування, карти та плани, списки вулиць, періодичні видання, джерела особового походження, художня література, спеціалізовані інтернет-ресурси. ; The article is devoted to the analysis of published and archival sources of the Kharkiv toponymic area formation history. The sources have been classified and divided into groups such as: legislative acts, local selfgovernment acts, area maps and plans of the city, lists of streets, newspapers and magazines, memoirs, belleslettres, special web-resources. Different types of sources give an opportunity to do a deep analysis of the Kharkiv toponymic area genesis and transformations. Various kinds of sources for the opportunity to give an unbiased analysis of the process of formation and genesis urbanimichoho simple Kharkov. This article contains an outlook on progressive society's reaction to persecution of Jews during the First Russian Revolution based on the analysis of the materials taken from the Kharkiv cadet periodicals and archival documents. Kharkiv opposition press, which was covering and taking stock of events of 1905-1907, is a valuable and almost unexplored historical source. The opposition (liberal intelligentsia) and political forces connected with it played an active part in the Revolution of 1905. Almost immediately after the promulgation of the Manifesto on 17 October, a local branch office of the Constitutional Democratic Party was established in Kharkiv and it started running a self-publishing platform, Mir daily newspaper. There were 11 newspaper issues published during the period from 27 November to 09 December 1905. However, as it was a liberal publication, covering the most topical, pressing issues of its time, and providing a critical outlook on the actions of the government and local self-government authorities, the newspaper was soon «suspended» until further orders from the Provisional Governor-General of Kharkiv. The lists of issues that had previously been the focus of the «suspended» publication's attention, was covered now by «Volna (The Wave)», «Budushchee (The Future)», «Devyaty Val (The Ninth Wave)», «Nakanune (On the Eve)» – cadet periodicals opened one after another. In a classic example of the outcomes of the First Bourgeois Democratic Revolution, Kharkiv became home to «Utro (Morning)» non-governmental newspaper, which continued publishing from 1906 to 1916. There are a lot of materials, widely represented in local cadet issues, deal with Jew bashing of 1905. It could be scene reports (mostly South Ukraine), original evidences, parliamentary commission's investigation about Bilostok bashings of 1906, the First State Duma deputy speeches, information about charity collection for harmed. We analyzed an experience of communication between liberal press and local government, reviewed the try of Kharkiv society to show its attitude towards governmental politics. For example, The Ninth Wave, Kharkiv cadet newspaper, was closed by local authorities for its unbiased coverage of the tragic events during Bilostok bashings. The newspaper «Utro», which had been criticizing the chernosotentsy (the black-hundredists) «Union of Russians», was severely fined. ; В статье на основе анализа материалов харьковской кадетской периодики и архивных документов прослежена реакция прогрессивной общественности на еврейские погромы в ходе Первой русской революции. Харьковская оппозиционная пресса, освещавшая и оценивавшая трагические события 1905 г., является ценным и практически неизученным историческим источником. Материалы по еврейским погромам 1905 г. достаточно широко представлены в местных кадетских изданиях. Это корреспонденции с мест (юга Украины), свидетельства очевидцев, расследование парламентской комиссии по Белостокскому погрому 1906 г., выступления депутатов І Государственной думы, информация о сборе пожертвований для поддержки пострадавших. Проанализирован опыт взаимодействия либеральной прессы и местной власти, рассмотрена попытка харьковской общественности позиционировать свое отношение к правительственной политике. Установлено, что харьковская кадетская газета «Девятый вал», непредвзято освещавшая Белостокский погром, была закрыта по распоряжению харьковского генерал-губернатора. Газета «Утро», выступившая с критикой черносотенного «Союза русского народа», подверглась значительному денежному штрафу. ; У статті на підставі аналізу матеріалів харківської кадетської періодики та архівних документів висвітлено реакцію прогресивної спільноти на єврейські погроми під час Першої російської революції. Харківська опозиційна преса, що з'явилась одразу після оприлюднення царського Маніфесту 17 жовтня 1905 р., висвітлювала та оцінювала трагічні події 1905 г. Матеріали щодо єврейських погромів достатньо широко представлені в місцевих кадетських виданнях. Це кореспонденції з місць (півдня України), свідчення безпосередніх спостерігачів подій, розслідування парламентської комісії з приводу Білостоцького погрому 1906 р., промови депутатів І Державної думи, інформація про пожертви для підтримки постраждалих. Проаналізовано досвід взаємодії ліберальної преси та місцевої влади, розглянуто спробу громадянської спільноти позиціонувати своє ставлення до урядової політики. Встановлено, що діяльність харківської кадетської газети «Дев'ятий вал», що неупереджено віддзеркалювала страшні події Білостоцького погрому, була заборонена харківським генерал-губернатором. Газета «Утро», виступивши з критикою чорносотенного «Союзу російського народу», обкладена значним грошовим штрафом.
Предметом дослідження статті є матеріали обласної періодики пізньо-сталінського періоду. На їх основі, автор робить пошук засобів та сюжетів, посередництвом яких радянська влада впливала на формування ідентичності українців Закарпаття в 1944-1953 рр. З моменту заснування підконтрольної радянській владі обласної преси, у ній регулярно публікувалися статті професійних істориків, чиїм завданням було переконати місцеве населення в історичній закономірності процесу возз'єднання Закарпаття з радянською Україною. З метою мобілізації етнічності місцевих українців-русинів у цих публікаціях використовували аргументи, що зазвичай мають високий мобілізаційний потенціал. Серед них були, зокрема, апеляції до почуття національної образи, творення образів віковічних «братів» та «ворогів», маніпулювання історичними фактами, викривання ворогів комуністичного режиму. У результаті цих матеріалів оформився офіційний дискурс щодо минулої історії краю, яка описувалася виключно в негативних відтінках. Окрім обґрунтування українських претензій на територію Закарпаття за допомогою аргументів історії та етнографії, засобами газетних публікацій забезпечували виховання лояльності до комуністичної влади й патріотизму щодо Радянського Союзу. Формування радянського світогляду йшло поруч із насаджуванням ідеології великоросійського культурного домінування, що проявилося в значній диспропорції опублікованих матеріалів, які мали відношення до української чи російської історії на користь останніх. Автор приходить до висновку, ця тенденція проявилася як тільки процес входження Закарпатської України до складу Радянського Союзу став незворотнім і як наслідок відпала необхідність у етнічній мобілізації закарпатських українців. Обласна преса почала продукувати звичний для радянського інформаційного простору продукт, метою якого було формування людини з радянським (тобто наднаціональним) типом світогляду. ; The subject of the study is the articles of the regional periodicals of the late Stalin period. On their basis, the author searches for means and plots which helped the Soviet authorities influenced to the formation of the Ukrainian population of Transcarpathia identity in 1944-1953. The regional press, since its foundation, were under the control of the Soviet authorities. The newspapers regularly published articles of professional historians whose task was to convince the local population about historical regularities of the process of reunification with Soviet Ukraine. In order to mobilize ethnicity of the local Rusyn-Ukrainians, arguments that usually have high mobilization potential have been used. Among them there were: appeals to the national feelings, the creation of images of eternal "brothers" and "enemies", manipulation of historical facts, humiliation of the communist regime enemies. As a result of these newspaper materials, an official discourse of the past history of this region took shape, in which the times before Soviet rule, was described exclusively in negative shades. In addition to substantiating the Ukrainian claims to the territory of Transcarpathia with help of arguments of history and ethnography, the newspaper publications shaped the loyalty to the communist government and a sense of patriotism towards the Soviet Union. The formation of the Soviet identity was accompanied by the imposition of the ideology of the Russian cultural domination. The author comes to the conclusion that this tendency manifested itself only as the process of incorporation of Transcarpathian Ukraine into the Soviet Union became irreversible and, as a result, the need for ethnic mobilization of Transcarpathian Ukrainians was absent. The regional press began to produce a product customary for the Soviet informational space, the purpose of which was the formation of a person with the Soviet (that is, over-national) type of identity.
