The concept of 'participatory development' evolved together along with a miscellany of re-lated concepts, especially 'democratic decentralisation', 'good governance' and 'sustainable development'. The concept was found relevant as previous prominent development theories (modernisation theory, dependency theory), characterised by their opposition to each other, proved to be rather impractical when applied to actual development projects because of their macro-economical focus and ideological bias. The field study provided evidence that political and development dynamics at the local often contradict analysis deprived from macro-political assessments and, thus, highly justified the strong empirical approach of this study and its local focus. Personal contacts of individual Panchayat members to influential authorities in administration and politics proved to be of extraordinary importance for mobilising development funds. In a hierarchically organised rural society, vertically constituted personal relations are often more important than existing institutional structures, rules, regulations and procedures. Given the listing of rather vague development function of Panchayats at different levels, it would be difficult to establish evidence that the 73rd Constitutional Amendment and the con-formity legislation of the states were shaped by the principle of subsidiarity. Instead, political considerations played an important role in drafting new legislation at the state level. The local self-government reform impacts positively on the empowerment of Scheduled Castes, Scheduled Tribes and women through the provision of reservation quotas, although the self-controlled and active participation of women remains 'modest'. Elected representa-tives who belong to underprivileged groups receive respect from bureaucrats and higher castes which they would not have otherwise enjoyed. Introduction. The paper contains political and psychological profiles of the local self-government deputies in the city of Chelyabinsk. The purpose of the study is to examine how municipal reform in 2014 influenced institutional opportunities for creating a new model of political leadership in terms of its effectiveness on political and psychological level. Methods. The author's approach is based on the combination of political and psychological techniques, such as qualitative content analysis, psychobiography and in-depth interview (for assessing politicians' images in mass consciousness). Scientific novelty. The author presumes that political leadership is a complex phenomenon based on institutional and psychological factors. Its institutional framework for the purpose of the research is determined by the municipal reform. The deputies' psychological profiles are viewed as individual patterns of political behavior shaped as a result of adopting individual psychological characteristics to the demands of political role presumed by the reform's conceptual foundations. Results. The data contain evidence that political and psychological profiles of the deputies under analysis in general lack features which make it possible to uncover the institutional potential of the reform. A new model of political leadership presumed by the reform's conception was supposed to possess such attributes as: 1) widening political representation; 2) enhancing effectiveness of communication between leaders and followers; 3) depoliticizing agenda. The analysis shows that deputies elected under reform on the "inner" level are rigid and reproduce inertial model of political behavior. On the "outer" level their perception is superficial and does not have explicit potential to improve due to revealed unconscious parameters. Conclusions. Two electoral cycles within the reform did not fully reveal the leadership potential of the deputies. Therefore, the perspectives of its prolongation are viewed by the author as highly problematic.

Problem setting. The article examines the problem of the territorial community subjectness evolution in the context of local self-government reform in Ukraine, its role changing in regional policy. The development of subjectness is considered on the background of solving the problems of investment activity, the resolution of regional targeted and integrated programs, the creation in amalgamated communities centers for the provision of administrative services, ensuring the effective use of natural resources, etc.In the course of local self-government reform, with the emergence of amalgamated territorial communities, actually as a new institution of local self-government, it is right to speak about the evolution of subjectness of local self-government bodies, in particular the territorial communities. The amalgamated territorial communities have broad powers of decision-making, not only within the limits of their community, but also in the regional policy as a whole, by providing a wider scope for the democratization of public administration, with the greatest possible consideration of the needs of local people in decision-making, accessibility and quality assurance public services to citizens, effective local development at the basic level of management, interaction with foreign funds and programs.Recent research and publications analysis. Issues of territorial community's development, as well as the management of this process are considered by such scientists as M. O. Баймуратов, О. В. Batanov, I. P. Butko, Ya. A. Zhalilo, V. S. Kuibida, Yu. O. Kuts, Yu. B. Newlywed, N. I. Ruda, V. V. Tolkovanov and others. The research of these scholars has unconditional theoretical significance, but there is a lack of modern scientific works in which the essence of the concept of «amalgamated territorial community» and the subjectness of the amalgamated territorial community would be investigated.The paper objective is an analysis of the ways of the territorial community subjectness evolution in the context of local self-government reforming.The paper main body. The notion of «subjectness of a territorial community» determines its place in the institutional system of local self-government, the activity of which implements its capabilities and potential, the ability to freedom of choice of actions, the ability to independently solve complex tasks of social, economic and political life, influence the adoption of political decisions regarding the interests of citizens. The study of the territorial community subjectness evolution in the course of the reform of local self-government becomes especially relevant for understanding the essence of transient processes, the problems that arise and the ways of overcoming them.An important place in the development of the subjectness of the amalgamated territorial communities is the question of financial support of their activities for the development of rural areas, ensuring their sustainability and attractiveness for investors, development of investment potential.The role of communities in solving regional targeted and integrated programs that contribute to the achievement of the strategic objectives of regional policy is increasing.In the process of decentralization, communities have wider powers, resources and responsibilities. The list of services that can be provided on the ground is constantly expanding; the creation of Centers for the provision of administrative services in amalgamated communities plays an important role.Conclusion. The evolution of the territorial community subjectness is connected, above all, with the process of association of territorial communities in the course of the reform of local self-government and territorial organization of power on the principles of decentralization. Amalgamated communities received wide powers in solving socio-economic problems, significantly strengthened their role in regional policy. The article focuses on the need to reform public authority on the basis of its decentralization. The reform of decentralization and local self-government in Ukraine occurs with a violation of the main terms of its implementation. It is justified that one of the reasons for the slowdown of reform is resistance, which takes place at the personal and group levels. Sabotage as a socio-political phenomenon may be one of the manifestations of such resistance. Sabotage is defined as the conscious behavior of political actors, which violates the most important organizational (social) norms and can manifest at the individual and group level. Its main features are destructiveness/constructiveness, ambivalence, orientation. The reasons for sabotage at the level of individual subjects can be changes in the structure of the organization, the adoption of new laws, the transfer to new technologies, the reorganization of the labor process. The creation of united communities leads to a reduction of local self-government bodies and their heads. They are interested in the slowdown of reform to maintain their social and economic situation. Well-resourced groups slowdown the implementation of the reform, and strive to preserve their power. Sabotage at the level of well-resourced groups can be manifested in the form of direct opposition or inaction. They apply different types of resources – economic, media resources, lobbying to maintain power and slowing down the reform. The hidden nature of sabotage practically does not allow proving its existence. The article concludes that sabotage is a definite sign of radical social change and takes place in transformational societies.Ke ywords: decentralization of power, local self-government, territorial community, sabotage. ; В статті робиться акцент на необхідності реформування публічної влади на основі її децентралізації. Реформа децентралізації та місцевого самоврядування в Україні відбувається з порушенням основних термінів її проведення. Доводиться, що однією з причин уповільнення темпів реформи є опір, який чиниться на особистісному та груповому рівнях. Саботаж як соціально-політичне явище може бути одним із проявів такого опору. The article is devoted to detailed analysis of functions and powers of executive agen-cies and local self-government bodies in Ukraine as to implementation of state policy in the sphere of civil protection, in particular, as to prevention and liquidation of emergency situations consequences of technogenic and natural character.
