Nilton da Silva morreu longe de casa
Nilton Rosa da Silva, a Brazilian exile, was murdered by a right-wingmilitia in Chile in June 1973, three months before the coup led by Pinochet.A member of the Revolutionary Left Movement, his political assassinationled to a peculiar situation: hiding from the Brazilian repression and killedbefore the Chilean military coup, Da Silva was not a direct victim of anydictatorship, remaining overlooked for many years in the lists of victims ofboth regimes. This article analyzes the way in which Da Silva has beengradually included, since the 1990s, in narratives about the Braziliandictatorship. Using reports produced by different commissions thatinvestigated human rights violations during the military rule in Brazil (1964-1985), we demonstrate how Da Silva was eventually acknowledged as avictim of the Brazilian dictatorship, culminating with his addition in thefinal report by the Brazilian National Truth Commission in 2014.

Digital Single Market: a long way to go

This paper provides an overall assessment of recent initiatives devised by the European Commission as part of the Digital Single Market Strategy ("DSMS") and beyond. A connecting thread running through various policy documents and legislative proposals is the principle of copyright territoriality. Copyright's territorial nature is identified as a great hindrance to the establishment and smooth functioning of an internal market for digital content and services, since it contributes to the cumbersomeness of rights clearance, territorial exclusivity and geo-blocking practices. Nonetheless, the initial policy options, geared towards a substantial erosion of copyright territoriality, have not been articulated in concrete legislative measures. The Commission has finally opted for a considerably less ambitious approach, which purports to mitigate some minor side effects of territoriality. The proposal seeking to mandate full accessibility of content across the EU was watered down to accommodate concerns expressed by the majority of stakeholders in the creative industry. The efforts to tackle geo-blocking are not addressed to providers of audio-visual content and copyright-protected works. The extension of the "country of origin" principle is limited to services ancillary to broadcasts. Likewise, cross-border "portability" of content does not offer a real solution to dismantling national barriers in the European digital environment. Hence, copyright will remain territorially grounded and a full integration of markets for creative content will not become a reality, at least in the near future. This paper discusses the potential lack of continuity between the overarching aims expressed in the DSMS and subsequent legislative steps, and criticises the use of terminology leading to legal uncertainty. The newly introduced neighbouring right for press publishers might represent an additional source of territorial fragmentation. The (general monitoring) obligation imposed on information society service providers requires strict scrutiny. This paper, however, values the adoption of regulations, entailing a deeper level of harmonisation, and the provision of mandatory exceptions and limitations

"How long is now?": extravíos berlineses (1993-2015)
Resumen: Tejiendo ficción y narrativa autobiográfica vuelco en este texto las experiencias de una cubana que en la década del noventa pudo al fin viajar al extranjero y conocer otras realidades. Las controvertidas emociones que desata en la protagonista de veinte años vivir junto a su amante los primeros tiempos de la reunificación entre el Este y el Oeste, tras la Caída del Muro de Berlín, es lo que intento trasmitir con este texto. Se enfrentan aquí, a través de la sutileza de las emociones, las carencias del Período Especial y el inmovilismo político mantenidos en Cuba tras el colapso del sistema socialista, con los cambios que dicho colapso provocó en Europa del Este. Traigo entonces la vivencia de una encrucijada de diversas historias con La Historia. Es lectura triste porque arrastra todo lo que nunca se tuvo, fuese la sociedad perfecta prometida en slogans y discursos, o el amor insostenible, imposible entre tanta incertidumbre y olvido.Abstract: This is not an academic essay but a text combining fiction and autobiographic notes. Here, I transmit the experiences of a Cuban woman who traveled abroad for the first time in 1993, when she and her East-German lover intended –unsuccessfully- to live together in the recently reunified Berlin. Through the subtlety of emotion, the reader will follow the confrontations between the Cuban woman, who after the collapse of the socialist system experienced Special Period's scarcity and political stagnation in her island, and the German young man who is suddenly constraint to reorganize his life under the new capitalist order established with the reunification. This is thus a sad tale of the encounter of intimate stories with History.

For how long will Religion last? ; ¿Hasta cuándo la religión?
A hot sociopolitical issue today is the extent to which religions should be publicly represented. This text discusses the «state of the question» critically focusing on the main and common argument used by all the experts: liberty of conscience understood as freedom of choice. We are not allowed to identify both kinds of freedom without erasing the necessary division between religion and politics. Nevertheless, the elimination of this division not only occurs in practice but also in the theoretical outlines of the advocates of secularism based on freedom of choice. As the whole question concerns the «monotheism of reason», the philosophical discourse should not be a simple mediator between the different parts. ; Un problema sociopolítico candente es el grado de representatividad pública que merezcan las religiones. Esta nota despliega el «estado de la cuestión» vertebrándolo en actitud crítica hacia el argumento básico común a los distintos interlocutores: la libertad de conciencia entendida como libertad de elección. No cabe identificarlas sin cancelar así la exigida separación entre lo religioso y lo político. Ahora bien, tal cancelación no solo se esté dando en la práctica, sino en los esquemas teóricos de quienes apoyan la laicidad desde dicha libertad para elegir. Como todo ello concierne al «monoteísmo de la razón», el discurso filosófico al respecto no debería quedarse en simple mediador entre las partes.

The long genealogy of quality in the British drinking-milk sector
Throughout most of the last 150 years milk in Britain has been an example of modernity in food production. It became a mass-produced, industrial product, with high volume, rapid tur nover, but limited choice. To modify Henry Ford's humorous dictum, you could have any kind of milk you wanted as long as it was white and about 3% fat (Ford, 1923: 72). It is only in the last two or three decades that drinking-milk in Britain has become differentiated into the many different lines we see today: reduced fat, sweetened, flavoured, for tified, and so on. The pur pose of the paper is to look at the evolution of milk quality since the late nineteenth centur y and to suggest that today's milk is the result of many histor ical developments. These include the breeding of the modern dair y cow, the changing organization of the milk industr y, advances in processing technology, the identification of bacteriolog ical risk, and the increased involvement of state-inspired regulation and the law. Until 1993 the British experience was very different from that in other countries but the regulator y framework of the European Union has encouraged convergence. It remains to be seen whether Brexit will open a new chapter in British milk quality. ; A lo largo de la mayor parte de los últimos 150 años, la leche ha sido en Gran Bretaña un ejemplo de modernidad en la producción de alimentos. Se convirtió en un producto industrial, fabricado en masa, con volúmenes grandes y ventas rápidas, pero escasa elección. Modificando el dicho humorístico de Henry Ford, podías tener el tipo de leche que quisieras siempre que fuera blanca y con aproximadamente un 3% de grasa (Ford, 1923: 72). Es sólo en las últimas dos o tres décadas cuando la leche líquida ha experimentado en Gran Bretaña la diferenciación hacia las muchas líneas que vemos hoy: baja en grasa, endulzada, con sabores, enriquecida, entre otras. El propósito de este artículo es estudiar la evolución de la calidad de la leche desde finales del siglo xix y sugerir que la leche de hoy es el resultado de numerosos desarrollos históricos. Estos incluyen la crianza de la vaca lechera moderna, la cambiante organización de la industria láctea, los avances en la tecnología de procesamiento, la identificación del riesgo bacteriológico, y la creciente participación tanto de la regulación inspirada por el Estado como de la ley. Hasta 1993, la experiencia británica fue muy diferente de la de otros países, pero el marco regulatorio de la Unión Europea ha favorecido una convergencia. Queda por ver si el Brexit abrirá un nuevo capítulo en la calidad de la leche en Gran Bretaña.

E-learning is here to stay for a long time
By the end of 2019, many educational institutions, both in formal and non-formal education, had some online courses in their academic programs. In other cases, several higher education institutions already had undergraduate and graduate academic offerings in this modality. Apparently, the online learning modality (e-learning) was used for people who, due to their occupations, had to study in this way. In fact, many people at that time considered that e-learning was not quality and was not well regarded. However, at the beginning of 2020, things began to change radically around the world due to the Covid-19 pandemic, which forced governments to create quarantines for their citizens for health reasons. This implied that all academic activities should be remotely oriented. Obviously the salvation for millions of people in the world was online learning. This tool, which was already used in educational institutions, became the first alternative to mitigate the situation in the academic field. But in practice at the beginning of 2020, the platforms, teachers, students and content were not prepared for the growing demand. This revealed a number of problems associated with modality-related adaptation. Most teachers and students were not used to dealing with this new academic reality. Faced with this panorama, questions arise that are framed in the teaching/learning processes. Among them are the following:

Estas líneas fueron pronunciadas por el autor el 7 de febrero de 2021 con motivo de conmemorarse el 188 aniversario del nacimiento de Ricardo Palma, en un acto organizado por el Instituto que lleva su nombre y es órgano académico de la Universidad Ricardo Palma. El autor no se refiere a la biografía del escritor, tampoco realiza un análisis de sus tradiciones peruanas, ni de su vinculación con la política, ni su labor como periodista. Se limita a echar una mirada general para rescatar la importancia de Palma en nuestras letras y la cultura en general a partir de sostener el carácter de clásico que ostenta. The Long Road to Spain's Economic Modernisation 1840-1940: Political and Economic Ideologies
Detrás de los debates altamente políticos sobre la modernización económica española en los siglos XIX y XX, subyacen distintos presupuestos ideológicos de la naturaleza de sociedad. Este ensayo explora el desarrollo de las políticas de intervención económica en España y las alianzas opuestas e inestable que las sustentaban a través de una revisión del pensamiento de cinco figuras clave que resumen en sí misma las distintas etapas del largo camino español que va desde el liberalismo laissez-faire hasta la autarquía de Franco. Se concluye que las presiones económicas e ideológicas externas jugaron un papel crucial en la conformación este amplio debate.Palabras clave: Modernización económica de España; Ideología política; Políticas de intervención; Comercio libreAbstract:Behind the intensely political debates over the economic modernisation of Spain in the nineteenth century lay fundamentally different ideological assumptions about the nature of society. This paper explores the development of economic intervention policies and the conflicting and unstable alliances that underpinned them by examining the thinking of five key figures who encapsulated the different phases of Spain's long path from laissez-faire liberalism to Francoist autarky. It concludes that the external economic and ideological pressures played a crucial role in shaping the long debate. Modelización financiero-actuarial de un seguro de dependencia // Long Term Care Insurance Actuarial Model
España ha seguido la tendencia de otros países en cuanto a la cobertura de las personas dependientes, es decir, aquellas que necesitan ayuda para realizar las tareas básicas de la vida diaria, y lo ha hecho mediante la aprobación de la Ley de Promoción de la Autonomía Personal y Atención a las personas en situación de Dependencia, que se basa en la financiación pública. A pesar de los esfuerzos para el desarrollo de la Ley, ésta no está dando los frutos que debiera haber dado y se hace necesaria la existencia de productos privados de cobertura que puedan atender a las necesidades de aquellos que los demandan. Dado los escasos estudios que sobre este tema existen todavía en nuestro país, el establecer una aproximación a las primas de un seguro privado de dependencia puede servir de referencia para el análisis de su comercialización por parte de las aseguradoras. En este trabajo se trata de analizar una serie de cuestiones que den respuesta a dos objetivos. Por una parte, establecer un modelo financiero-actuarial que sirva como apoyo en el diseño de productos privados que cubran la dependencia y, por otra, realizar una aproximación a las bases técnicas actuariales que lleven a la cuantificación de las primas. --- Spain has followed the trend of other countries about long term care, that is, people who need help to perform the basic tasks of daily living. In December 2006, Spanish Parliament approved the law called Ley de Promoción de la Autonomía Personal y Atención a las personas en situación de Dependencia, with public financing. This law is not producing the expected results, and it makes necessary the existence of private insurance. Currently, there are few studies on long term care in our country. An approach to premiums of a private insurance can serve as reference for the studies by insurers. This work tries to study a series of questions responding simultaneously to two goals, establishing an actuarial model and, on the other hand, computing private insurance premiums.
