Günümüzde dünya ticaretinin %90'ından fazlası deniz yolu ile yapılmaktadır. Türk Boğazları dünyanın işlek deniz yollarından biri olarak dünya ticareti açısından önem arz etmektedir. 2021 yılında İstanbul Boğazı'ndan yaklaşık 39 bin, Çanakkale Boğazı'ndan ise yaklaşık 44 bin gemi geçiş yapmıştır. Bu gemilerin yaklaşık %60'ı uğraksız geçiş yapmıştır. Türkiye, Montrö Boğazlar Sözleşmesi esaslarına göre boğazlarından geçiş yapan bu gemilerden Altın Frank cinsinden ücret tahsil etme hakkına sahiptir. Bu çalışmanın amacı, Türk Boğazlarından uğraksız geçiş yapan gemilerden tahsil edilen fener ve tahlisiye hizmetleri ücretlerinin belirlenmesinde temel alınan 1 Altın Frank'ın, 2012-2021 yılları arasındaki on yıllık süreçte Türkiye'nin belirlemiş olduğu değerine göre gerçek değerinin belirlenerek, bu hizmetlerin ücret tahsilinden doğan ekonomik kazanım ve kayıpların tespit edilmesidir. Türkiye tarafından 1 Altın Frank'ın değeri 39 yılın ardından 2022 ve sonrasında 2023 yılında güncellenmiştir. Çalışmada, bu güncelleme kapsamında belirtilen hizmetlerin ücret tahsilinden doğan ekonomik kazanım ve kayıpların da belirlenmesi amaçlanmıştır. Türkiye, 2012-2021 yılları arasında 1 Altın Frank'ın değerini olması gereken gerçek değerine göre ortalama 16,44 kat daha düşük belirlemiştir. Türkiye, 1 Altın Frank'ın değerini 7 Şubat 1983-6 Ekim 2022 tarihleri arasında sabit tutuğu değere göre 7 Ekim 2022 tarihinde 5,06, 1 Temmuz 2023 tarihinde ise 5,48 kat artırmıştır. Fakat, yapılan hesaplamalara göre Türkiye 1 Altın Frank'ın değerini olması gereken gerçek değerine göre 7 Ekim 2022 tarihinde 3,87 kat, 1 Temmuz 2023 tarihinde ise 4 kat daha düşük belirlemiştir. Türkiye'nin 2012-2021 yılları arasında boğazlardan uğraksız geçiş yapan gemilerden tahsil ettiği fener ve tahlisiye hizmetleri ücretlerinden 4 milyar 668 milyon 574 bin 227 $ kaybı bulunmaktadır.

ÖZETArtan enerji ihtiyacının yerli kaynaklardan karşılanması amacıyla hazırlanan Elektrik Piyasası Kanunu'nun yürürlüğe girmesiyle, özel sektör tarafından hidrolik projelerin yapımının hızla arttığı görülmektedir.Yenilenebilir enerji kaynaklarından olan hidrolik santraller, belirli çevreler tarafından sürekli eleştirilse de aslında ekonomik, çevresel ve sosyal birçok avantaja sahiptir. Bununla birlikte hidroelektrik santrallerin gerek inşaat ve montajı gerekse işletmesi esnasında oluşabilecek hasarlar, daha önce öngörülemeyen, gelir kaybına neden olabilecek durumlar için farklı sigorta poliçelerinin yapılması zaruri bir ihtiyaç olarak karşımıza çıkmaktadır. İşletmenin poliçeyle teminat altına alınmış olan risklerinden birinin gerçekleşmesi sonucu oluşan hasar nedeniyle sigortalı tarafından yürütülen işlerin durması, kesintiye uğraması neticesinde meydana gelen kayıp kar kaybı sigortası ile teminat altına alınmaktadır. Tezin birinci bölümünde öncelikle Türkiye'de enerji sektörü; Türkiye'nin enerji durumunun değerlendirilmesi, kurulu gücü,üretimi, kaynakları, enerji arzı son olarak Türkiye'de enerjinin büyüme kalkınmaya olan etkileri olmak üzere çeşitli başlıklarla incelenmiştir. İkinci bölümde hidroelektrik santrallerin ekonomik, çevresel toplumsal, stratejik etmenleri ele alınırken; HES'lerin avantajlarına, olumsuz yönlerine, sınıflandırılmasına ayrıca HES'lerin çalışma sistemlerine ayrıntılı şekilde ele alınmıştır. Üçüncü bölümde HES'lerin sigortalanması kar kaybı sigortası başlığı altında; risk, hasar değerlendirilmesi, inşaat, işletme dönemlerinde riskler verilebilecek teminat türleri son olarak HES'lerin kar kaybı sigortası incelenmiştir. Dördüncü bölümde ise; HES'lerle ilgili meydana gelen kar kaybı hasarlarına örnek uygulamalarına yer verilmiştir.Çalışmanın amacı; ülkemizdeki enerji sektörünün büyümesine kalkınmasına büyük etkisi olan hidroelektrik santrallerinin sigortalanmasına, risk ve hasarların değerlendirilmesine ve kar kaybı sigortalarını analiz ederek, önemli bir sigorta prim potansiyeli oluşturan ancak dikkatle incelenerek fiyatlandırılması gereken risklere ışık tutmaktır. --- SUMMARYIt is seen that hydraulic project making by private sector increases by leaps and bounds after the electricity market law which prepared for the purpose of supplying the increasing energy requirement from domestic resources entered into force.Hydraulic power plants from renewable energy sources, although criticized constantly by certain circles, actually have many economic, environmental and social advantages. However, different insurance policies for situations that could lead to revenue loss and unforeseen before, damages that may occur either the building and mounting of hydraulic power plants or during the operation of them come out as an essential necessities. Lost or damage amount which occur as a result of stoppage, being interrupted or disruptions of works handled by policyholder due to the damage arising as a consequence of one of the risks that the operator has secured with the policy is securitised with loss of profit insurance.In the first part of this thesis, the energy sector in Turkey; evaluation of the energy situation of Turkey, the installed power, production, resources, power supply finally the effects of recent energy growth development in Turkey have been examined with various titles. In the second part, economic, environmental, social, strategic factors of hydroelectric power plants are discussed; the advantages, negative aspects classification of HPPs' are also addressed separately. The operating systems of HPPs' are also discussed in detail in this section. In the third part, under the title of insuring of HPPs' and profit loss insurance; risk damage assessments, risks during construction operating periods, types of assurance that can be provided, and finally the HPPs' profit-loss insurance have been examined. The fourth chapter; the sample applications of profit loss insurance loss, which are related to HPPs' have been included.The purpose of this study is to shed light on; to the insuring of hydroelectric power plants, which is a major influence on the growth and development of the energy sector in our country, to the assessment of risks and damages, and to the risks that constitute a significant insurance premium potential but needed to be priced scrutinisingly.

Genişleme, Avrupa Birliği için en önemli konulardan biridir. Bu konuyu önemli hale getiren durum, aday ülkelerin Avrupa Birliği üyeliğinin oylama gücü dağılımına etkisidir. Bu çalışmada, Türkiye' nin Avrupa Birliği üyeliğinin oylama gücü dağılımına etkisi Lizbon Antlaşması ile getirilen oylama kuralları ve Avrupa Birliği Bakanlar Konseyi düzeyinde alınan kararlar dikkate alınarak incelenmiştir. Oylama gücü dağılımında, ülkelerin oylamalarda bağımsız hareket etme durumu dikkate alınarak güç ölçümleri Banzhaf güç indeksi kullanılarak hesaplanmıştır. Oylama gücü analizleri sonucunda, Türkiye' nin üyeliği ülkelerin oylamalarda birbirlerinden bağımsız hareket ettikleri durumda nüfusu az olan ülkelerin lehine, nüfusu fazla olan ülkelerin aleyhine olmuştur. Önerinin Avrupa Komisyonu ya da Ortak Dış İşleri ve Güvenlik Politikası Yüksek Temsilcisinden gelmemesi durumunda ise Türkiye' nin üyeliği ile tüm Avrupa Birliği ülkelerinin oylama güçleri düşmüştür. ; Enlargement is one of the most important issue for European Union. The situation that makes this issue important is the influence of membership of the candidate states on the voting power distribution. In this study, the impact of membership of Turkey on voting power distribution is evaluated according to the acts adopted by Council of the European Union and voting system brought by the Treaty of Lisbon. In the analysis, voting power distribution of the countries' is taken into consideration in the case of voting independent from each other and Banzhaf power index is used for voting power measurement. Based on the results of the voting power analysis, in the case of countries' voting independent from each other populous countries loss power and others gain power with the accession of Turkey. When the Council does not act on a proposal from the Commision or the High Representative of the Union for Foreign Affairs and Security Policy, all member countries loss power.

Individuals or groups with different characteristics are treated unequally and are exposed to various hate speeches by being perceived as a threat. Today, social media is the most important of the environments where these discourses spread easily without any control today. In this study aims to reveal the hate speech practices in Ekşi Sözlük for the Z generation, who are often exposed to othering in the social media public realm. First of all in this context, the titles is opened in Ekşi Sözlük about the Z generation are found by a detailed search and the Z Generation title with the highest number of entries is selected among the 227 titles obtained. 1610 comments under this title are taken on June 15, 2022 with the Selenium test tool in order to avoid any data loss. The entries obtained for the analysis are divided into hate speech categories. Then, these inputs are evaluated by a descriptive analysis method. As a result of the study, generation Z, social media addicts, while they are shown as individuals who are apolitical and far from social values; profanity and It was also determined that they were subjected to hate speech with hostile expressions.

Bu çalışmada Refahyol Hükümeti Döneminde Ortadoğu ve İslam ülkelerine yönelik Türk dış politikası incelenmiştir. Soğuk savaş sonrası oluşan "yeni dünya düzeni" ne Türkiye nasıl adapte oldu. Özal döneminde dış politika nasıl yönlendirildi. Körfez Savaşında ABD'nin yanında yer almak Türkiye'ye ne kazandırdı, ne kaybettirdi. Refahyol Döneminde Orta doğu ve İslam ülkelerine yönelik politikalar nelerdi. ABD ve Batı tarafından kuşkuyla karşılanan bu yakınlaşma, Türk dış politikasındaki geleneksel batı eksenli politikadan bir sapmaya mı işaret ediyordu. Bu politika ordu ve kamuoyu tarafından nasıl değerlendirildi, Türkiye'de nasıl bir kutuplaşmaya neden oldu ve nasıl sonuçlandı. Dış politikanın yürütme aracı olan diplomasi, ilk çağlardan günümüze gelinceye kadar büyük bir değişime uğramıştır. Küreselleşmeyle birlikte iletişim alanında meydana gelen değişimler, diplomasi alanında önemli etkilere neden olmuştur. Bu çalışmada küreselleşmenin diplomasiye yansıması kapsamında, dış politikanın şekillenmesinde hayati öneme sahip karar alıcılar üzerindeki etkileri üzerinde durulmuştur. Küreselleşmeyle gelen değişimin; diplomatik kurumlara nasıl yansıdığı incelenmeye çalışılmıştır. Küreselleşen dünyada diplomasi uygulamaların getirdiği eskiye yönelik toplumsal kayıplar ele alınmıştır. Bu çalışma konusunun derin araştırmalara ihtiyaç duyduğu ve henüz bakir bir alan olduğu saptanmıştır. ; Diplomacy which is a means in pursuing of the foreign policy has been greatly changed since the ancient times. The changes happened in the field of communication at the same time with the globalization have caused important effects on diplomacy. In this study, the effects of globalization on policy makers that have great importance in the shaping of foreign policy have been dwelled on from the reflection of globalization perspective on foreign policy. How the change coming with the globalization has reflected on the diplomatic institutions is studied. The deadweight losses that happened in the past as the result of diplomatic acts within the globalizing world have been mentioned. It is determined that the objective of this study needs to be researched deeply, and it is still a virgin area.

At every second in any part of the world people are faced with a disaster risk. When we look at statistical data, many people lose their lives and the countries are suffering serious damage in material terms. When we look at the content of losses, we see that lack of education has made serious contributions to disaster catastrophe. As schools are among major places where education services are provided, they are the first institutions to provide awareness of individuals in disaster training. In today's developing world, there is change and development in the field of education as it is the case for all fields of life. Educational institutions, that have a traditional education understanding structured with a passive approach based on rote-learning, have adopted the philosophy of constructivist approach with 2005 program change in Turkey. Scenario-based teaching (STÖ) method is one of the education methods that take the student at the center and see the teacher as a guide. As disaster training issues are related to a lot of social loss and risk, the program of disaster training at the secondary school level is included in social science courses. This study analyzes the effects of scenario-based disaster training on the disaster-related information and attitude level of secondary school students. The characteristics of the scenario-based teaching model are thought to be appropriate in teaching the disaster topics included in the updated social studies curriculum and in achieving the goals to be attained by the students. The research was conducted using quantitative research methods. In the quantitative dimension of the study, "pre and post test pattern with control group pattern" was used from experimental designs. The study group of the research is composed of 46 students who are attending to 6th grade in a randomly selected secondary school in Kocaeli, which is the most affected province from disaster in Turkey. The application phase of the study lasted 6 weeks. In this process, the experimental group were taught disaster training activities formed by scenario-based training while the control group were taught according to the currently applied traditional approach based on narrative and question-answer method. Disaster education achievement test (ABT), Disaster preparedness attitude scale (AHTÖ) were developed and used to collect the data of the study. The ABT achievement test and the AHTÖ attitude scale were administered twice to the experimental and control groups as pre - test and post - test. In the study, t-test for independent groups and t-test for dependent groups in the SPSS 22 statistical package program were performed to determine the effect of the course on the knowledge and attitudes of the students when the course is taught with the scenarios prepared according to the STÖ method. At the end of the study, it was determined that there was a significant difference between students' post-test attitude scores for disaster preparedness attitudes. Finding end result one, it shows that the STÖ method increases the attitudes towards the AHTÖ positively. It was determined that there was a significant difference between students' post-test academic achievement scores. These findings indicate that the STÖ method positively enhances the ABT-oriented academic achievement levels of students. In this context, it was concluded that Scenario-Based Training contributes to Disaster-Related Information and Attitude Levels of Secondary School Students.

Miladi 674 yılında Irak topraklarına ayak basan Irak Türkmenleri, Osmanlı Devletinin I. Dünya Savaşını kaybetmesi sonucunda Irak üzerindeki egemenliğini kaybetmiştir. Egemen toplumdan azınlık durumuna düşen Irak Türkmenleri, Irak siyasetinde kendilerine fazla yer bulamamışlardır Irak'taki baskıcı rejimler buna izin vermemiştir. Ayrıca Irak otoriteleri, Türkmen kimliklerini yok etmeye yönelik politikalar da izlemişlerdir. 1990 yılındaki Körfez savaşı sonucu olarak Kuzey Irak'ta uçuşa yasak bölge ilan edilmesi ile otonom bölge kurulmuştur. Her ne kadar Kürtlere yönelik bir politika olsa da Irak Türkmenleri, bu bölgelerde Saddam Hüseyin rejiminin etkisindeki bölgelere göre daha rahat hareket edebilmişlerdir. Siyasi partilerin ortaya çıktığı bu dönemde Irak Türkmenleri de birçok siyasi parti kurarak Irak siyasetinde etkili olmaya çalışmışlardır. 1996 yılında Irak Türkmen Cephesinin (ITC) kurulması ile tek çatı altında toplanmayı hedeflemişlerdir. ITC, günümüze kadar Irak Türkmenlerinin en etkili siyasi organı olarak faaliyet göstermektedir. ABD'nin 2003 yılında Irak'ı işgal etmesi ile birlikte, Irak Türkmenleri yine dışlanmış ve oluşturulan temsil mekanizmalarında yeterinde temsil edilmemişlerdir. Zaman içerisinde gerek Bağdat yönetiminin gerekse Kürtlerin, Türkmenlere karşı işbirliği, Irak Türkmenlerinin bir kısmını muhtelif zamanlarda göç etmeye zorlamıştır. Bu çalışmada Türkiye'ye göç eden Irak Türkmenlerinden 1990-2015 yılları arasında Türkiye'de vatandaşlık, oturma ve çalışma izni almış olan Irak Türkmenleri incelenmiştir. Türkiye'deki yaşantıları, sosyo-kültürel durumları ele alınmıştır. Irak Türkmenlerinin sicil toplum kuruluşları incelenmiş, faaliyetleri araştırılmıştır. Türkiye'ye geldiklerinde karşılaştıkları sıkıntılar, eğitim, ekonomik durumları, yerleşme ve nüfuslarına dikkat çekilmiştir. Bu alanlarda bilgi elde etmek için kanaat önderleri ile görüşülmüş olup, genel bir tablo ortaya konulmaya çalışılmıştır. Eğitim durumlarından gelirlerine, mesleklerinden siyasi düşüncelerine kadar genel bir bilgi elde edilmiştir. They have lost their sovereignty over Iraq as a result of the loss of the Ottoman Empires loss in World War I. Iraqi Turkmens who fell to becoming a minority status from the ruling society has not found much ground in Iraqi politics. The oppressive regimes in Iraq have not allowed this. In addition, Iraqi authorities have followed policies aimed at destroying the identities of Turkomans. As a result of the 1990 Gulf War, the autonomous region was established with the declaration of a no-fly zone in northern Iraq. Although this policy has provided a lot of benefits to the Kurds, the Turkomans have also been influenced positively from this policy in accordance with Saddam's other regions. Iraqi Turkomans also have tried to influence Iraqi politics by establishing many parties during these periods when political parties appeared. They have aimed to meet under the union with the establishment of Iraqi Turkoman Front (ITF) in 1996. The ITF operates as the most influential political organ of the Iraqi Turks until now. With the invasion of Iraq by the United States in 2003, Iraqi Turkomans were once again excluded and were not adequately represented in political mechanisms. Both Baghdad and Kurdish administrations have taken stance against Turkomans that a part of the Iraqi Turkomans to migrate at various times. In this study, the Iraqi Turkomans emigrating and settling to Turkey between 1990-2015 were examined. Dynamics in their lives such their lives in Turkey, socio-cultural situations, non-governmental organizations of Iraqi Turkmens have been studied and researched. Also, troubles on arrival in Turkey, education, economic status, attention is drawn to the settlement and population. Interviews were also conducted with the most important opinion leaders to generate a general idea and frame. ÖZETAVRUPA BİRLİĞİ İLE TÜRKİYE ARASINDA TESİS EDİLEN GÜMRÜK BİRLİĞİ VE TÜRKİYE AÇISINDAN MALİ ETKİLERİNİN İNCELENMESİBu çalışmanın amacı Gümrük Birliği (GB)'nin Türkiye üzerindeki mali etkilerinin incelenmesidir. Türkiye, Avrupa Birliği (AB) ülkeleri ile olan dış ticaret hacminin artması ve diğer ülkelere karşı pazar payının korunması gibi kazançlar hedeflemiştir. Bununla birlikte sanayi ürünleri ithalatında gümrük vergileri, harç ve kısıtlamaların kaldırılması ve AB'nin Ortak Gümrük Tarifesi nedeniyle Türkiye'nin gümrük vergisi oranlarını üçüncü ülkelere karşı da azaltmasına bağlı olarak dış ticaret vergi gelirlerinde kayıplar oluşacağı yönünde saptamalar yapılmıştır. GB'nin tamamlanması aşamasında bazı mallarda uygulanan vergi oranları arttırılarak ithalattan alınan vergilerde oluşacak kaybın telafisi yoluna gidilmiştir. Ayrıca GB sürecinde, AB vergi politikasına uyum kapsamında Katma Değer Vergisi ve Özel Tüketim Vergisi kapsamında da Türkiye büyük değişim gerçekleştirmiştir. Bu durum ise Türkiye'nin vergi sisteminde dolaylı vergi ağırlının artmasına neden olmuştur. AB'ye olan ihracatın büyük ölçüde artacağı beklentisi gerçekleşmemiş ancak ithalatta yüksek oranlı artışlar yaşanmış ve buna bağlı olarak Türkiye'nin dış ticaret açığı artmıştır. Bununla birlikte, Türkiye'nin AB dışındaki ülkelerle ticari antlaşmaları AB'nin onayına bağlanmış ve böylece üçüncü ülkelerle olan ticari ilişkileri de AB tarafından belirlenen sınırlar içerisinde kalmıştır. Bu nedenle GB Türkiye açısından AB pazarına bağımlılık unsuru oluşturmuştur. İthalattaki artış ve ithalde alınan KDV'nin kaldırılmamış olmasından dolayı, ithalde alınan KDV gelirlerine bağlı olarak dış ticaret vergi gelirlerinde artış yaşanmıştır. Ancak gümrük vergisi gelirlerinde yıllar itibariyle önemli düşüşler yaşanmış ve gümrük vergileri devlete gelir sağlayıcı özelliğini kaybetmiştir. Ayrıca AB tarafından Türkiye'ye taahhüt edilen mali yardımların önemli bir kısmı gerçekleşmemiştir. Bu nedenle mali yardımların Türkiye'nin dış ticaret açıklarını ve GB'nin mali yükünü telafi etme oranı oldukça düşük olmuştur. ABSTRACTTHE CUSTOMS UNION ESTABLISHED BETWEEN THE EUROPEAN UNION AND TURKEY AND THE ANALYSIS OF ITS FINANCIAL EFFECTS IN TERMS OF TURKEYThe purpose of this study is to examine the financial impacts of the Customs Union on Turkey. Turkey expected some gains such as increasing the foreign trade volume with EU countries and maintaining the market share against third countries. A part of these gains, it has been detected that foreign trade tax revenue losses would occur due to abolition of custom taxes, fees and restrictions in imports of industrial goods and also as Turkey has reduced customs duty rates against third countries because of EU's Common Customs Regime. In the process of completion of CU import tax losses were compensated through by increasing the tax rates in some goods. Besides, within the context of harmonization with EU tax policy Turkey has realised big changes in field of the Value Added Tax and Excise Duties. This situation increased the severity of indirect taxes in Turkey's tax system. The expectation that exports to the EU would largely rise has not realised, but having experienced high increases in imports from the Turkey's foreign trade deficit has increased. Besides, Turkey's trade agreements with countries outside EU have been linked to EU's approval, so that, its commercial relations with third countries have remained within boundaries set by EU. For that reason Customs Union has created a dependency element to EU market for Turkey. Due to increase in imports and VAT taken from imports which has not been abolished, foreign trade tax revenues accrued depending on the augmentation of VAT taken in import. However, customs duties revenues have experienced significiant declines over the years and customs duties have lost their income provider property to the state. Besides, a major part of the financial aids promised by EU to Turkey has not taken place and that's why their compensation rate of Turkey's foreign trade deficit and has been very low.

Terörizm, siyasi, tarihsel, kültürel, ekonomik, ideolojik ve dini inancı kapsayan, son derece karmaşık ve farklı bir olgudur. Yaşandığı ülkelerde önemli bir sorun olan terörün nedenlerine bakıldığında, karşımıza çıkan tüm nedenlerin o ülkenin sahip olduğu kurumsal yapıyı işaret ettiği görülmektedir. Mevcut kurumsal yapı- da yaşanan bozulmalar veya söz konusu kurumsal yapının hiç tesis edilememiş olması, terör olaylarının ortaya çıkmasına zemin hazırlamaktadır. Terör eylemle- ri yaşandığı toplumlarda yatırımların azalması, yasalara(devlete) olan güvenin düşmesi ve işlem maliyetlerinin artması gibi ekonomik sorunlara yol açmaktadır. Toplumun kurumsal yapısının güçlü olması halinde terörizm eylemlerini gerçek- leştireceği uygun ortamı bulmakta zorlanacaktır. Bu nedenle ülkelerin kurumsal yapılarında gerekli düzenlemeleri yaparak, güçlü kurumlara sahip olmaları terör sorununu çözmelerini sağlayacaktır. ; Terrorism is an extremely complex concept that encompasses political, historical, cultural, economic, ideological and religious beliefs. When we look at the root ca- uses of terrorism that poses significant problems to the countries that experience it, we see that all these causes point to the institutional structure of the country in question. The degeneration of the existing institutional structures or the lack of such structures prepares the ground for emergence of terrorist acts. Acts of ter- rorism cause economic problems such as decline in investments, loss of confi- dence to the state and to the rule of law as well to an augmentation in transacti- on costs in the societies that experience it. When the institutional structure is strong, terrorism would have difficulties in ha- ving an appropriate ground to realize its acts. Therefore, the undertaking of the required measures in institutional structures in order to have strong institutions would enable countries to overcome the problem of terrorism.

The COVID-19 pandemic has affected all segments of society. In this study, the level of anxiety, grief, anger and perceived stress related to pandemic conditions were evaluated in multiple sclerosis (MS) cases, healthcare professionals and lay public and, the stress experienced by individuals with MS was compared with health care professionals and lay public.
Study sample were composed of 63 persons with MS, 59 healthcare professionals (HCP), and 99 healthy volunteers (HV). All participants were administered UCLA-Covid-19 screening test, Posttraumatic Stress Disorder - symptom checklist, Patient Health Questionnaire-9, Generalized Anxiety Disorder-7 Scale, Impact of Events Scale, K-10 scale and Trait Anger Scale. Socio-demographic features of the groups were almost same except for female preponderance and relatively low education in MS group. Hospitalization, test-positivity and quarantine rates due to COVID-19 did nor differ among groups. Pandemic conditions have made everyone feel helpless and hopeless, however, this was remarkably much more evident in HCPs. The most significant concern related with COVID-19 was contracting the disease for persons with MS, transporting the disease to their family members for HCP, and job/income loss due to lockdown for HVs. The stress level experienced by individuals with MS and health care professionals was significantly higher than that of healthy volunteers. In a similar way, the perceived stress level was the same in MS and HCP groups, but significantly higher than in the HV group. Persons with MS were as anxious and depressed as HCPs. Nevertheless, HVs stated that they experienced more psychological distress than both HCPs and persons with MS. Our results yield that depression, anxiety and stress were high among persons with MS during the pandemic.

Bu çalışmada uygun oylama yönteminin seçimi, özgürlük ve çoğulculuk, temsil, saydamlık, eğitim, piyasalaşma, yoğunlaşma, özendirme ve zorlama anılan sorunları çözmeye yönelik araçlar olarak sunulmuştur. Bu araçlar, anılan sorunları mutlak olarak çözemese bile, bu yönde önemli yararlar sağlamaktadır. Örneğin, özgürlük ve çoğulculuk sayesinde adaylar ve seçmenler kendilerini daha iyi ifade edebilmekte, çoğunluğun azınlığı ezmesi önlenmektedir. Temsil sistemi doğrudan demokrasinin adeta imkansız hale geldiği günümüzün kalabalık toplumlarında demokrasiyi uygulanır kılmakta ve oylama maliyetlerini hızla düşürmektedir. ; The method of voting, known as the best means for the transition from individual choices to social ones, includes some problems. The main problems are; Arrow imposibility, free-rider, principal-agent issue, misdetermination of the candidates for voting, fiscal illusion, irrationality of the majority choices, minority losses, voting costs, political myopia, rent seeking and logrolling. In this study, the choice of appropriate voting method, freedom and pluralism, representation, transperency, education, marketing, concentration, incentive and coercion have been presented as the means for solving such problems. Even though these means can not bring absolute solutions to these problems, they can provide important advantages in this process. For example, thanks to freedom and pluralism that candidates and voters can express themselves and the oppression of minority by majority could be prevented. In today's more populated societies' where direct democracy become impossible to perform representative system makes democracy applicable and decreases voting costs rapidly.

In this study we have tried to examine the history of the electricity development in the history of our Republic from the beginning to the end. We have received interesting data. We have seen that the economy of our country depends on this We have seen that it is very important to continue the civilization competition. We have witnessed that we are progressing towards the level of contemporary civilizations despite our mistakes. There is much progress to be made. Our policies proceeds paralel with the European Union. We have achieved good results. It is also very important that both China and India should enter in the energy world as powerful actors. The electric energy policies of our country should be updated. We cannot tolerate any time loss and inefficiency.

XI. yüzyılın başlarından 1925'e kadar, kısa dönemler haricinde Türkler tarafından yönetilen İran'da 1796-1925 arası Kaçar Türkleri hüküm sürmüştür. 19. yüzyılda Avrupalı devletlerin Anadolu ve Orta Doğu'nun yanı sıra İran'a da siyasi ve iktisadi anlamda müdahaleleri artmıştır. Bu dönemde, Kaçarların hâkimiyetindeki İran'da yaklaşık yüz yıl boyunca İngiliz-Rus rekabeti yaşanmıştır. Bu rekabet ve Avrupalı devletlerin İran'a müdahaleleri, Ağa Muhammed Han'dan sonraki Kaçar hükümdarı Feth Ali Şah (1797-1834) döneminde başlamıştır. Feth Ali Şah dönemi dış politikasının temelini ise Rusya, İngiltere, Fransa ve Osmanlı devletleriyle kurulan ilişkiler oluşturmaktadır. Kaçar Türkleri, Safevîlerin yıkılmasının ardından İran'daki merkezi otorite boşluğunu doldurmalarına rağmen yaşanan toprak kayıpları ve iç karışıklıklar sonucu siyasi istikrarı, Avrupalı devletlerin iç işlerine müdahil olması neticesinde de ekonomik istikrarı Feth Ali Şah döneminde de sağlayamamışlardır. Bu çalışmada, emperyalist devletlerin Feth Ali Şah döneminde İran'a müdahalesi ve Kaçarların dış politikası ele alınacaktır. ; From the beginning of the 11th century until 1925, except for short periods, the Qajar Turks ruled from 1796 to 1925 in Iran. The economic and politic interventions of the European States on Iran, Anatolia and Middle East, increased in the 19th century. During the period of the Qajar dynasty, Iran was a battlefield of the British-Russian competition for a period of one hundred year. This rivalry and the intervention of the European states in Iran started in the period of Fath Ali Shah (1797-1834), the Qajar ruler after Aga Muhammad Khan. The basis of Fath Ali Shah's foreign policy is relations with Russia, England, France and Ottoman states. Although the Qajar Turks put an end to the instability of the central authority after the fall of the Safavid, the politic and economic instability lasted, because of the territorial losses and the interventions in the internal affairs by the European States and the given privileges also in the period of Fath Ali Shah. This study deals with the intervention to Iran by imperialist states in the period of Fath Ali Shah (1797-1834) and foreign policy of the Qajars.

Bilimsel zemin: Bilateral talamik infarkt oldukça nadir olup %0.6 oranında görülür. Arterden artere emboli, kardiyoembolizm, migren ve tek talamik perforan arterin bulunması bilateral talamik infarkt nedenleri arasındadır. Birçok hematolojik hastalığın seyri sırasında tromboza eğilim artmakta ve bu durumun sonucu olarak da inme görülebilmektedir. Amaç: Literatüre bakıldığında miyelodisplastik sendrom ve bilateral talamik infarkt birlikteliğine rastlanmamıştır. Bu nedenle, miyelodisplastik sendromlu bir olgunun bilateral talamik infarkt gelişmesi nedeniyle literatür ışığında tartışılması amaçlandı. Olgu: 52 yaşında kadın hasta başağrısı, sağ tarafında güçsüzlük yakınmasıyla hematoloji servisinde yatarken konsulte edildi. 10 yıldır miyelodispastik sendrom tanısıyla hematoloji kliniğince takip edilen hastanın nörolojik muayenesinde yüzü de içine alan sağ hemiparezi sendromu tespit edildi. Duyu muayenesinde sağda tüm duyu modalitelerinde kayıp vardı, solda ise yalnızca vibrasyon duyusu kaybı mevcuttu. Kranial MRG'de bilateral talamik infarkt tespit edildi. Etyolojide miyelodisplastik sendrom dışında herhangi bir patoloji tespit edilmedi. Yorum: Bilateral talamik infarkt nedenleri arasında miyelodisplastik sendrom gibi bir kan hastalığının olabileceği de akılda tutulmalıdır. ; Scientific background: Bilateral thalamic infarct is quite rare and encountered at the rate of 0.6%. Emboly from an artery to another, cardioembolism, migrain and the existence of an only perforing artery are among the causes of bilateral thalamic infarct. During the course of many hematologic diseases, tendency to thrombosis increases, and therefore, stroke can also be witnessed. Objective: Upon scanning the literature, concurrence of myelodysplastic syndrome and bilateral thalamic infarct have not been encountered. Thus, a subject with myelodysplastic syndrome was aimed to be discussed due to the development of bilateral thalamic infarct in the light of the literature. Case: A 52 years old woman was consulted with the complaint of headache and weakness on her right side as an inpatient in hematology unit. On the neurological examination of the patient who was followed by the hematology unit for a decade with the diagnosis of myelodysplastic syndrome, right hemiparesis including her face was determined. On the sensorial examination, there was a decrease in all her sensorial modalities on the right, but there was only loss of sensorial vibration on the left. On cranial MRI, bilateral thalamic infarct was detected. No other'pathologies except for myelodysplastic syndrome were found in the etiology.
