AbstractI estimate whether the ability to anonymously surrender an infant to a safe haven site such as a hospital, police station, or fire station in the United States affects child well‐being. By analyzing variation in state safe haven policies, I find safe haven laws significantly increase infant foster care entrance. I further find suggestive evidence of safe havens reducing infant deaths. The mortality effects are immediate but subside over time, implying infants have been relinquished when their alternative was not death from abuse or abandonment. Robustness checks and falsification tests support these findings.
Artiklen giver først en kort oversigt over covid-19-håndteringens forløb fra krisens udbrud i 2020 til 2022, hvor der er en forventning om covid-19's forvandling fra en alvorlig og svært kontrollabel sygdom til en endemisk viruslidelse. Næste afsnit gennemgår krisens politiske og administrative beslutningsprocesser, dels under selve krisen i strikt forstand, dels i den lange fase hvor det har handlet om administrativt og politisk at håndtere et samfundsproblem, som ikke ville gå væk. Det sidste afsnit tager krisehåndteringens ret alvorlige kvalitative aspekter op. Det drejer sig om de demokratiske problemer, som krisehåndteringen snarere end krisen aktualiserede, det faglige beslutningsgrundlag (sundhedsfagligt, juridisk, økonomisk og adfærdsvidenskabeligt) og endelig spørgsmålet om, hvordan man kvalitetssikrer krisehåndteringen. ; The paper presents an overview of Danish Covid-19-crisis management as it developed from its outbreak to its status as an endemic virus. This is followed by an analysis of political and administrative decision making during the crisis and during the protracted series of events where the handling of problems that would not go away attracted all political attention. Finally, the paper discusses the important qualitative issues that were raised both by the crisis and by its political handling. These issues were democratic, legal, and professional (health professional, economic, and behavioral).
Ansettelsen i 2020 av ny sjef for Norges Bank Investment Management (NBIM) har igjen skapt debatt om skatteparadiser som har vært et økende internasjonalt tema siden finanskrisen i 2008. Artikkelen analyserer Norges Banks tilnærming til skatteparadiser slik den fremkom gjennom ansettelsesprosessen, og illustrerer tradisjonelle skillelinjer i debatten om skatteparadiser. Artikkelen har derfor relevans ut over å klargjøre Norges Banks tilnærming. Analysen bygger på offentlig tilgjengelige muntlige og skriftlige uttalelser knyttet til ansettelsen, og relevante dokumenter som opplyser bakgrunnen for at skatt ble innlemmet i NBIMs etikkarbeid fra 2017. Vi argumenterer for at sentralbanken posisjonerer seg tydelig på en forsvarslinje som utfordrer en anmodning fra Stortinget om å innlemme selskapers skatteposisjon i etiske retningslinjer. Det begrunnes med fire aspekter ved sentralbankens tilnærming til skatteparadiser: en snevrest mulig definisjon av skatteparadiser som fenomen; en uklar holdning til aggressiv skatteplanlegging; en nedtoning av skatteparadisenes negative konsekvenser; en snever tolkning av eget ansvar. Diskusjonen illustrerer et behov for en avklaring av innholdet i norsk politikk på skatt og åpenhet, herunder skatteparadiser.
Abstract in English:In the Central Bank's Blind SpotThe appointment in 2020 of a new head of the Norges Bank Investment Management (NBIM), has actualized a debate on tax havens, a growing concern following the international financial crisis of 2008. The article analyses the Norwegian central bank's approach to tax havens as it unfolded throughout the appointment process and illustrates traditional divisions in tax haven debates. The analysis builds on publicly available oral and written statements following the appointment, and relevant documents that inform the background of how tax and transparency became integrated in NBIM's work on ethics from 2017. The central argument put forward here is that the central bank position represents a traditional defense of tax haven use, in which challenges a request by the Norwegian Parliament to subordinate companies' tax strategies to ethical guidelines. We show that this is justified with four identified aspects of the central bank's tax haven approach: a narrow definition of the tax haven phenomenon; an unclear attitude to aggressive tax planning; a downplay of negative consequences of tax havens; a narrow interpretation of its own responsibilities. The discussions illustrate the need to clarify the content and practical management of the Norwegian policy on tax and transparency, including tax havens.
Mesteparten av norske havområder ligger nord for polarsirkelen og er åsted for noen av verdens rikeste fiskerier. De største fiskebestandene er delt med andre land, og internasjonalt samarbeid om ressursforvaltningen er derfor en viktig dimensjon ved nordområdepolitikken. Slikt samarbeid er basert på globale normer om hvordan levende marine ressurser skal forvaltes og deles og foregår på en rekke arenaer både bilateralt og regionalt. Samtidig er det også utfordringer knyttet til blant annet fordeling av ressurser i Norskehavet og klimaendringer som medfører at fiskebestandenes utbredelse er omskiftelig. Et føre-var tiltak i forhold til det siste er etableringen av en avtale om å forhindre uregulert fiske i Polhavet.
Abstract in English:Oceans, Fish and Resource Management in the Northern AreasMost of Norway's oceans are situated to the north of the Arctic Circle and some of the world's richest fishing grounds are there. The largest fish stocks are shared with other countries, and international cooperation on the management of the resources is therefore an important aspect of Norway's northern policy. Such cooperation is based on the international norms for how living marine resources are to be managed and shared, and it takes place in a number of bilateral and regional fora. There are challenges related to the allocation of pelagic resources in the Norwegian Sea and climate change driving change in the geographical distribution of fish stocks in the ocean. A recent precautionary measure in relation to climate change and its effects on marine ecosystems is the establishment of an international agreement to prevent unregulated fishing in international waters in the central Arctic Ocean.
Det som ofte har manglet i forskningslitteraturen om miljø- og klimautfordringer i Arktis, er undersøkelser av hva som betinger innflytelsen av vitenskapelig kunnskap i reguleringer av relevans for Arktis. I denne artikkelen er målet å analysere forholdet mellom arktisk kunnskapsproduksjon (inkludert policy anbefalinger) og norsk forvaltning (herunder Miljødirektoratet og Klima- og miljødepartementet). I artikkelen ser vi nærmere på tre av arbeidsgruppene i Arktisk råd. 1) Arctic Monitoring and Assessment Programme (AMAP), 2) Conservation of Arctic Flora and Fauna (CAFF) og 3) Protection of the Arctic Marine Environment (PAME). Fokus er på kunnskapsstatus, grad av økonomisk og politisk kontrovers innenfor de gitte feltene, betydningen av offentlig og politisk oppmerksomhet og forvaltningsdesign.
Abstract in English:The Arctic Council Between Science, Managment and PolicyWhat has often been lacking in the scholarly literature on environmental and climatic changes in the Arctic are analyses addressing what determines the influence of scientific knowledge on regulations of relevance to the Arctic. The purpose of this article is to analyse the relationship between the production and systematisation of knowledge (including policy recommendations arising from this work) on Arctic issues and the Norwegian management system (overseen by, among other bodies, the Norwegian Environment Agency and Ministry of Climate and Environment). The article focuses on three of the Arctic Council's working groups. 1) Arctic Monitoring and Assessment Programme (AMAP); 2) Conservation of Arctic Flora and Fauna (CAFF); and 3) Protection of Arctic Marine Environment (PAME). The focus is on state of knowledge, degree of political and economic controversy in the issue area, the importance of the matter in public opinion and among policy makers, and management design.

This brief synthesises the IECEU project's most essential findings on the effectiveness of European Union (EU) missions in four Africa countries: Libya, South Sudan, the Democratic Republic of the Congo (DRC) and the Central African Republic (CAR). It describes the main elements and impact of the EU missions in these countries, identifies key strategic and operational shortfalls and offers recommendations on how the EU can improve its effectiveness in future conflict prevention and crisis management missions. The EU missions investigated differ in scale, length, objective, budget, priority and context. However, the EU missions presented in this brief share the main characteristic that they have all been deployed under the union's Common Security and Defence Policy (CSDP)2 with the explicit intent of improving the overall security situation and addressing conflicts in Africa. This brief will start by providing a short overview of each case, describing the conflict(s), security situation, mission objectives and obstacles. In this way, it compares the overall effectiveness of EU operational conflict prevention across the four African countries and discusses what lessons can be learned from them. The brief does not include all factors needed to answer thisquestion, but highlights the IECEU project's most significant findings in these cases.
A current ambition in welfare states across Europe and in the US is for political decision-making to be based on rigorous research (Bason 2010; Cartwright et al 2009; Mulgan 2009; Nilsson et al. 2008). Promoted as 'evidence-based policy-making', 'good analysis, or 'better governance' (Nilsson et.al. 2008) the aspiration finds its roots in the governance paradigm generally referred to as 'new public management' (Hartley 2005) and the central concern for developing a cost-effective and agile public sector (Rod 2010). . Sound as this ambition may seem, it has nevertheless been problematized from within the civil services and from the research community (e.g. Boden & Epstein 2006; Cartwright et al. 2009; Elliott & Popay 2000; House of Commons 2006; Nilsson et al. 2008; Whitty 2006; Rod 2010, Vohnsen 2011). Some warn that the term 'evidence-based' is used too lightly, and often in cases where 'evidence' has not fed into the policy processes but rather has been invoked after the fact to support already agreed upon policy (House of Commons 2006; Nilsson et al. 2008); others warn that politics and science are – if not incompatible – then at odds with one another (e.g. Boden & Epstein 2006; Whitty 2006). The article pin-points the friction points between science and policy-making and discuss why it is that evidence rarely feeds into policy-making and how the evidence-based paradigm effectively challenges the traditional craftsmanship of the civil service.
Selv om norske myndigheter ligger på verdenstoppen i digitalisering av offentlige tjenester, står landets forsvar fremdeles «på stedet hvil». I kjernen av problemet finner vi en styringsmodell der 14 ulike forsvarsgrener og selvstendige driftsenheter kjemper om makt og innflytelse. Dette gjelder særlig i spørsmålet om hvem som skal ha ansvar og myndighet når Forsvarets IKT-systemer skal knyttes sammen for å øke cyberberedskapen. Hvordan kan vi beskrive, forklare og forstå de digitale problemene som Forsvaret står oppe i? Nyere forskning gir ikke klare svar, blant annet fordi de fleste studiene er opptatt av å studere utfordringene som kommer utenfra og inn mot Norge. Spørsmålet om hvorfor Forsvaret ikke klarer å forsvare seg mot cyberangrep, eller hvorfor etaten ikke holder tritt med resten av samfunnet, forblir derfor ubesvart. Ved å bruke instrumentelle og kulturelle perspektiver fra organisasjonsteorien finner vi store huller i forsvarsevnen på grunn av intern fragmentering og rivalisering.
Abstract in English:National Defence in a Digital Crisis?Even though the Norwegian authorities are world leaders in digitalization of public services, its armed forces are falling behind. In its essence, the problem lies in a management model with 14 different services striving for power and influence. This is particularly so when it comes to whom should have supreme authority as information and communication technology (ICT) systems are standardised across the force. How can we describe, explain and comprehend this digital complexity? Contemporary research does not provide clear answers, much due to over-emphasis on external cyberthreats. The question of why Norway's armed forces are incapable of providing a proper defence against cyberthreats therefore remains unanswered. By means of instrumental and cultural theories, we find grave deficiencies due to internal rivalry and organisational fragmentation.
Kor godt rusta er internasjonale ressursforvaltingsregime til å tilpasse seg klimaendringar? Klarar slike regime å inkludere nykommarar på ein konstruktiv måte, eller vinn realpolitiske vurderingar fram og ein hegnar om eigne ressursar? Denne artikkelen vil utforske dette og sjå på korleis klimaforsking blir brukt politisk til å legitimere krav på ressursar. Til dette blir makrellkonflikten i Nordaust-Atlanteren frå 2008–2014 undersøkt. Etter at makrellen endra vandringsmønster lenger nord og vest, vart det konflikt mellom Noreg og EU på eine sida og Island og Færøyane på andre sida. Folkeretten gjev eit stort rom for å tolke denne tvisten ulikt hjå partane. Dette spelerommet, kombinert med ein låg grad av tilpassing til nykommarstatar, førte til at det etablerte forvaltingsregimet braut saman. I løpet av konflikten vart det tydeleg at partane hadde svært ulike forklaringar på endringa i makrellens vandringsmønster. Klima- og miljøforsking vart trekt i tvil og brukt strategisk av aktørane i konflikten, og makrellen vart overfiska. Dette tyder på at realpolitiske omsyn framleis står sterkt i internasjonal ressursforvaltingspolitikk, også i møte med det som verkar som opplagte konsekvensar av klimaendringar. Fiskeriforvaltingsregime treng å konkretisere reglar for korleis ein skal handtere endringar i vandringsmønster, og korleis nykommarar til fisket kan inkluderast på ein konstruktiv måte. Slik unngår ein overfiske og framtidig bestandskollaps.
Abstract in EnglishThe Mackerel War: How Climate Change Impacts Fishery Negotiations and RegimesHow well are international resource management regimes equipped to handle climate change? Are such regimes able to adapt to and include new players, or do the stakeholders prefer status quo? This article will explore this phenomenon by using the case of the Mackerel War in the Northeast-Atlantic during 2008–2014. The mackerel stock in the Northeast-Atlantic changed its migratory pattern, which triggered the Faroe Islands to renegotiate its deal with Norway and the EU. Simultaneously, Iceland became a new major player in the mackerel fisheries. The mackerel regime consisting of Norway, EU and the Faroe Islands experienced a temporary breakdown during the conflict. This led to substantial overfishing. Due to differing interpretations of international conventions as well as the addition of a newcomer, the regime was not able to adapt well to the changing situation. Research on climate change was doubted by the states and was used strategically to legitimize resource claims. The fisheries regime needs stricter and more consistent rules regarding the inclusion of newcomers in fisheries, as well as how to handle dramatic changes in migratory patterns.
Artikkelen ser på mulighetene og utfordringene med avskrekking som strategisk tilnærming til det stadig viktigere cyberdomenet, fra et småstatsperspektiv. Forfatterne argumenterer for at det er essensielt å opprette og ansvarliggjøre en multinasjonal og multidepartemental/-sektoriell cyberorganisasjon for at reell cyberavskrekking skal være mulig å generere.
Innledningsvis beskriver artikkelen den klassiske og utvidete oppfatningen av avskrekking, og hvilke kriterier som må ligge til grunn for å kunne oppnå avskrekkende effekt: kapasitet, kredibilitet og evnen til å kommunisere effektivt. Sett fra et globalt sikkerhetsperspektiv har muligheten til å generere avskrekkende effekt vært med på å forme verden, spesielt i perioden 1945 til 1990. Kompleksiteten i sikkerhetssektoren har imidlertid økt signifikant siden da, mye grunnet økt global konnektivitet og fremveksten av cyberdomenet.
Artikkelen diskuterer hvordan kriteriene for avskrekking utfordres når strategien skal appliseres i cyberdomenet, med fokus på problemene knyttet til antallet aktører/vektorer, ulike motiver for handlinger, manglende felles grunnlag som utgangspunkt for å adressere utfordringene, og forskjellig oppfatning omkring attribusjon og proporsjonalitetsprinsippet. Forfatterne fremholder at disse utfordringene gjør det vanskeligere, men desto viktigere å identifisere hvordan man kan generere avskrekking i cyberdomenet – spesielt for høyteknologiske småstater, som Norge. Å håndtere dette på en god måte forutsetter at man ser på bredden av avskrekkingsteori i sammenheng over tid, og småstater må erkjenne sine svakheter og spille på sine styrker. Anbefalingene som fremlegges, er åpningstrekk som gjør nettopp dette, og som samtidig bereder grunnen for å dra veksler på komplementære effekter av ulike dimensjoner ved avskrekkingststrategi på lengre sikt.

This article explores the possibilities and challenges associated with deterrence as strategy in the increasingly significant cyber-domain, from a small state perspective. The authors argue that genuine cyber-deterrence is contingent upon the creation of an accountable cyberorganization, with a multinational and multi-departmental/sectorial composition.
The article addresses classical and broader deterrence, and the criterions that must be met in order to successfully deter; capability, credibility, and the ability to communicate effectively. From a global perspective, the ability to generate effective deterrence has been key to shape the international security landscape in the period from 1945 to 1990. However, the complexity of the security sector has increased significantly since then – much due to the seemingly ever-growing global connectedness and the emergence of the cyber-domain.
The article further explores and discusses how the criteria for effective deterrence is tested when applied to the cyber-domain, with emphasis on the problems associated with the number of actors/vectors, varying motives for actions, the lack of a shared conceptual foundation as a basis to address the challenges, and differing opinions concerning attribution and proportionality. The authors argue that these problems make it difficult, but thus the more important to identify how to generate effective deterrence in the cyber-domain – especially for high-tech small states such as Norway. Effective management of the problem-complex requires exploration of the whole range of deterrence theory over time, and small states must recognize their inherent weaknesses and play to their strengths. The recommendation put forth here is an initial move which allows just that, and which at the same time sets the stage for more elaborate strategies that exploit the complementary effects of different dimensions of and approaches to deterrence.
