Angesichts der in Deutschland recht emotionalisiert geführten Debatten soll zu einem umfassenderen Verständnis von Diversity Management (DiM) und zur Versachlichung der Diskussion beigetragen werden. Dazu wird zunächst DiM als Konzept vorgestellt und vertiefend auf das - weichenstellende - Verständnis von Vielfalt eingegangen. Es folgt ein Überblick über die Situation und Entwicklung in Deutschland mit drei weiteren Vertiefungen: zur Frage, ob es sich bei DiM nur um eine Legitimationsfassade handelt, zur Beschäftigung von Personen mit Migrationshintergrund und zum Verhältnis von Diversity und Gender (Original übernommen).

Reflecting on US-Soviet relations late in his presidency, Ronald Reagan once mused about one thing that could unite humanity: a threat from a power from outer space. At the time, the sci-fi reference seemed a little out of place in a discussion about international relations, but the Gipper had a point: Bitter rivals don't tend to unite unless they face a common threat from a third party. Some psychologists, however, now suggest people may not have to wait for flying saucers in the search for a global threat that can bring humanity together -- they may already have created one themselves in the form of hotter temperatures, rising sea levels, and increasingly unpredictable weather. NPM-driven agencification thoroughly changed the face of public administrations in many modern democracies. Despite high expectations & more than a decade of experience the effects of these reforms are still widely disputed. This contribution presents a neo-institutionalist model to evaluate empirically the explanatory power of those factors commonly considered as the most relevant for executives' discretion in decision-making. Perception-data taken from the German federal administration confirm the hypothesized correlation between the distance from government & perceived discretion of agency executives.
