ObjectivesThis research links, for the first time, individual level entire GB population census data for 1851-1911 to present day individual level population registers. Precise georeferencing of individual records using AddressBase Premium and further linkage to Indices of Multiple Deprivation (IMDs) enables family group analysis of inter-generational social mobility outcomes.
ApproachPresent-day individual names and addresses taken from Electoral Registers and consumer data are georeferenced and linked to IMD data using AddressBase. This enables calculation of average IMD scores for every family group (surname). Individual level names and addresses from 1851-1911 censuses are assigned to harmonised historical parishes. The present day surname IMD scores are attributed to every resident in the historical censuses. Parish average 'future IMD' scores are calculated to show which areas have bequeathed the highest and lowest IMD scores on their residents' descendants. This is a measure of how 'north – south divides' shape inter-generational social mobility.
ResultsA linked data website, apps.cdrc.ac.uk/gbnames, profiles social mobility outcomes for 13,000+ family names, according to average neighbourhood quality experienced by family name bearers. There are clear and enduring regional divides in "future deprivation" inherited from ancestors by the present-day GB population. The research traces the origins of a north-south divide in England. Family roots in northern industrial cities are associated with unfavourable outcomes today. In Scotland, an east-west divide identifies eastern areas sharing similarly high levels of hardship to nineteenth-century industrial cities such as Liverpool and Manchester. Migration partially mitigates these inequalities, but most family groups remain concentrated in their ancestral heartlands, and continue to experience the long-term disadvantages bestowed by geographical location.
ConclusionSurnames provide an under-exploited way of linking precisely georeferenced geographies of entire historical populations to their descendants today. Additional linkage to areal deprivation measures makes it possible to evaluate how social and spatial inequalities both endure and are promulgated through the generations. Geography is destiny for much of the population.

Contextualization: From a very early age, assuming more prominence over the last decades, issues related to sustainability have been taking on a particular interest in the field of research. Although initially the basic concern was at the level of environmental sustainability, the truth is that, progressively, education for sustainability, deeply linked to the science of sustainability, constitutes, together with the latter, the scientific basis for education for the sustainability in higher education, thus emerging a research niche capable of providing greater openness and interaction between higher education institutions and their surroundings. Main aims of the study: Due to the importance that this issue assumes, this article seeks to address the issue of sustainability in higher education, giving particular focus to the analysis at the level of studies that have been developed, which are the main countries and institutions where this has been most researched, as well as which main researchers have been working on this issue. Methodology: For this purpose, and using information taken from the Scopus Database, a bibliometric analysis was carried out, which based on the items "higher education" and "sustainability" allowed to identify a set of 4410 publications. Main results: The results obtained allow to conclude that the number of publications in this area has been observing a significant increase over the last 30 years, with the United States, UK, Spain, Australia and Germany emerging as the countries which publish the most, and within these the Leuphana Universitat Luneburg, RMIT, Hochschule fur Angewandte Wissenschaften Hamburg, Manchester Metropolitan and the Arizona State universities that most publish in this field of research. The five main researchers in the field of higher education for sustainability, were also highlighted. Main contributions: Theoretical and practical contributions were highlighgted, namely, the contribution for government entities and the respective HEIs to reflect on the possible synergies to be developed, as well as to establish strategies and policies promoters of a more efficient and effective investment in research in higher education for sustainability.

The Politics of Lamb, Peacock and Romantic "Russophobia". Spurred on by Duncan Wu's talk for the Charles Lamb Birthday lunch on 12 February 2022, which focussed on Lamb's connection with the radical William Hone, I want to return to Lamb's politics. This talk focused on Lamb and his fellow East India Company employee Thomas Love Peacock. Both men have much in common, and not only in their marginal status as friends of half of the Big Six. Although scholarly classicists, neither Lamb nor Peacock attended university. Both suffered depression, which they similarly countered by making puns and jokes; and each served long with the East India Company. The Company was, Thomas Babington Macauley writes, "the strangest of all governments; but it is designed for the strangest of all empires. [.] intrusted with the sovereignty of a larger population, the disposal of a larger clear revenue, the command of a larger army, than are under the direct management of the Executive Government of the United Kingdom." Lamb served the EIC for thirty-three and Peacock thirty-seven years. Both also survived to be superannuated men on substantial pensions: from 1825 received Lamb £450 per year and Peacock £1333, 6s. 8d. from 1856. Any reader of Lamb's invective political poetry, which contains lines such as "thou must, surely, loathe thyself" to George Canning in 'The Unbeloved' (The Champion, 1820), knows he was not always "gentle" Charles. Lamb's busiest period of writing political poetry, between 1820 and 1822, would see him siding with radicals against a government that used spies to subvert the politics of his city, as his poems on the Cato Street Conspiracy attest. However, prior to this, Lamb had already been utilised by radicals. This research report was prepared in the framework of the EU-funded project "Central Asian Law: Legal Cultures and Business Environments in Central Asia" (project number 870647 H2020 MSCA-RISE 2019-2023), which runs from 01/03/2020 through 28/02/2024. The project is coordinated by Lund University, and the project consortium includes European universities (University of Zurich, Charles University Prague, Riga Graduate School of Law, Marmara University, University of Latvia, Istanbul Medipol University, University of Manchester) as well as Central Asian partner institutions (Zhetysu University, Khujand Polytechnic Institute of the Tajik Technical University, SIAR Research and Consulting, Tebigy Kuwwat Public Association, Academy of the General Prosecutor's Office of Uzbekistan, Westminster International University in Tashkent). The purpose of this paper is to provide a detailed analysis of the state of FDI in Turkmenistan and to develop a set of recommendations to attract foreign investment. This study attempts to capture as many of the issues surrounding FDI attraction as possible through an analysis that takes into account the most important developments. The timeliness of such an analysis becomes more evident from 2020, as disruptions in global markets caused by the outbreak of a pandemic have made it more of a priority than ever to reduce the reliance on oil and gas exports. The present study attempts to answer the following questions: (i) What might be the potential impact of increased foreign direct investment on Turkmenistan's economic development? (ii) What are the main factors that have hindered greater investment in Turkmenistan since independence? (iii) What measures can the government of Turkmenistan take to attract more foreign direct investment? (iv) How can partner countries and international organizations assist Turkmenistan in attracting more foreign direct investment into the country? (v) Which sectors of Turkmenistan's economy should be a priority for attracting foreign investment in the current environment? The results of this research may be of interest to decision-makers in government, foreign businesses, partner countries and international development agencies.

Abstract
After some promise in the 1990s, European unions have grown increasingly disillusioned with regard to the results of EU social policy and EU social dialogue. The paper analyses the extent and reasons of this disillusion by looking at the impact on social dialogue of the Active Inclusion Recommendation launched by the European Commission at the outset of the economic crisis in 2008. The Recommendation led to a tripartite framework agreement at the EU level in 2010 (the only such agreement in a decade), which was then to be implemented at national and regional levels. With a multilevel governance approach, the paper looks at the extent to which social dialogue on Active Inclusion at the EU level, in six EU countries (France, Italy, Poland, Spain, Sweden, and the UK) and six regions (Rhône-Alpes, Lombardy, Lower Silesia, Catalonia, West Sweden and Greater Manchester) within those countries was somehow revitalised. The analysis, looking at both top-down and bottom-up processes and based on documentary analysis and interviews, shows that the initiative displays ambiguities similar to those of typical composite EU principles, such as famously the case of 'flexicurity'. The multilevel governance of the EU, including the interaction between 'soft' employment policies and evolving 'hard' Eurogovernance tools, and with poor horizontal and vertical coordination, resulted in multiple distortions of the principle and, over time, to frustration. Unions' engagement varies by level, country and region, reflecting both traditional national approaches and the local perception of 'active inclusion' as an opportunity. Although trade unions were more welcoming of 'active inclusion' than they had been for flexicurity, similar related threats and opportunities led to modest achievements and a gradual fading of the idea at the European and national levels, with some more opportunities however at the regional level. The paper concludes that, if trade unions want to engage with the idea of a European Social Model and with Eurogovernance, they could develop stronger networks among regional organisations.

The increasing importance of cascaded multilevel converters (CMCs), and the sub-category of modular multilevel converters (MMCs), is illustrated by their wide use in high voltage DC connections and in static compensators. Research is being undertaken into the use of these complex pieces of hardware and software for a variety of grid support services, on top of fundamental frequency power injection, requiring improved control for non-traditional duties. To validate these results, small-scale laboratory hardware prototypes are often required. Such systems have been built by many research teams around the globe and are also increasingly commercially available. Few publications go into detail on the construction options for prototype CMCs, and there is a lack of information on both design considerations and lessons learned from the build process, which will hinder research and the best application of these important units. The Child Poverty (Scotland) Act provides targets for child poverty that must be reached by 2030/31. The next Child Poverty Delivery Plan, setting out the next tranche of policies to move towards the targets is due in Spring 2022. One crucial element of the success of this plan will be the extent to which it can demonstrate progress towards the targets. To do this requires a modelling approach that takes account of a range of factors across a range of policies related to social security, housing and work. In addition, the cost and implications across the wider economy are also critical pieces of information that will ensure a credible plan is in place to meet the targets. This modelling capacity was not available for the last Child Poverty Delivery Plan in 2018, meaning that it was not possible to judge the extent to which progress towards the targets would be met. With the devolution of new powers over the course of the last parliament, there is an urgent need for the development of modelling capacity to fulfil the requirements of policy makers and stakeholders in this area. Building the modelling capacity which adequately takes into account the specifics of the devolution settlement and Scottish context is a significant undertaking. The Poverty and Inequality Commission, in funding this work, have allowed the Fraser of Allander Institute (FAI) and Manchester Metropolitan University (MMU) to build a modelling framework that can start to answer key policy questions with regards to how the child poverty targets can be met, along with the wider impact on the economy of the type of policies that will be required. This report provides an overview of the development of modelling capacity to date. It includes a linkage to a macrosimulation model to help understand the wider impact on the economy. Summary This dataset describes the Council Tax Requirement calculated for every Lower Tier Local Authority in England for each financial year since 2002/2003. The council tax requirement is the amount of revenue a local authority needs to raise through council tax and calculated by deducting from its planned spending any funding from reserves, income it expects to raise, and funding it will receive from the Government. Technical description The Council Tax Requirement indicator was compiled from annual revenue outturn estimates of Local Authority (LA) revenue expenditure and financing. Council Tax requirement is used to balance the net service expenditure, and many types of authorities receive income as council tax. Figures for Council Tax thus include values for both Upper Tier (UTLA) and Lower Tier (LTLA) Local Authorities. Other types of LAs that receive council tax include special/other authorities, such as Police and Fire and Rescue authorities. More recently, some Combined Authorities have also received income as Council Tax Requirement, e.g. the Greater Manchester Combined Authority. Note that from April 2013 onwards, council tax benefit, which provided help for low-income households with their council tax, was abolished and replaced with localised council tax support schemes. Until 2013, Council Tax Requirement was reported inclusive of any amount of council tax foregone due to benefits, and as such figures until 2012/13 are not comparable to those after 2013/14. Figures have been calculated for Lower Tier LAs (FIN_07_58L) and Upper Tier LAs (FIN_07_58U). Values are expressed in thousands (£) and presented on the basis of financial years, i.e. from April 1st to March 31st. Figures from historic LA geography have been referenced to the 2018 LA geography. This includes changes in name/codes, merges, or splits of old LAs to new LAs based on population ratios for that year. The Council Tax Requirement is expressed as the total amount as well as per capita, for direct comparisons. However, annual figures were not adjusted for inflation.

The video work connects modernist forms with queer identities, technologies and language to explore the many feels of the digital present and the before the internet world that keeps going. IntroductionThe devolvement of health and social care in Greater Manchester, England provides the private and public sectors with a unique opportunity to build comprehensive information sharing agreements. Shared information governance is key to enabling the rapid sharing of data which will underpin our ability to radically transform population health.
Objectives and ApproachIn 2013 the UK Government introduced a data sharing opt-out programme called Care.data. This programme aimed to extract data at GP level and anonymise data which could then be shared amongst those inside and outside the NHS. This programme was greeted with widespread public mistrust and abandoned in 2016. Care.data demonstrated that public concerns can de-rail efforts to improve data sharing. The key objective for this piece of work was to use public engagement activities as a means of identifying and unpicking public concerns about data-linkage and sharing as part of wider efforts to establish a social license in health.
ResultsDiscursive responses were analysed using thematic analysis and word frequency analysis. Combining thematic analysis and word frequency analysis helped to unpack the data by facilitating the identification and perceived importance of broad themes and sub-themes.

Given that congruent social licenses are built on legitimacy, credibility and trust further work is required to allay public fears regarding future access to treatment.

IntroductionData-intensive health research is a fast moving field in which public involvement and engagement (PI\&E) is essential for developing socially acceptable and ethically robust processes and ensuring a social license for research practices. Nevertheless while some consensus is emerging around the importance of PI\&E, commitments and practices are varied.
Objectives and ApproachOur objective was to identify a set of principles which would underpin international best practice in data-intensive health research.
A one-day consensus workshop was held in Manchester, U.K. in April 2017 and attended by 31 international participants from six countries, with a range of expertise relating to PI&E with data-intensive health research. Participants took part in facilitated discussions to identify key principles and a consensus statement was written to reflect the discussions at the workshop, this developed through iterative drafts on which all workshop participants as well as the four Farr Institute public panels were consulted.
ResultsThe consensus statement sets out key principles to establish a secure role for PI&E related to data-intensive health research internationally and to ensure best practice in its execution. While methods used may not vary greatly from PI&E with other types of research, or other policy areas, we have identified a number of particular features of data-intensive health research which make PI&E in this area worthy of special consideration. Often using data from multiple sources without explicit consent, PI&E in data-intensive health research is particularly important for raising awareness, for giving people a voice and for enabling people to participate in processes of research and governance. The consensus statement sets out the key principles to guide future best practice in PI&E with data-intensive health research.
Conclusion/ImplicationsThe emergence of data intensive health research and the importance of the social contract upon which it relies, demands that we move beyond rhetorical commitments and engage anew with clearly stated principles to build PI\&E into data-intensive health research at all levels.

Rapid cancer cell proliferation promotes the production of reducing equivalents, which counteract the effects of relatively high levels of reactive oxygen species (ROS). ROS levels increase in response to chemotherapy and cell death while an increase in antioxidant capacity can confer resistance to chemotherapy and is associated with an aggressive tumor phenotype. The pentose phosphate pathway (PPP) is a major site of NADPH production in the cell, which is used to maintain the main intracellular antioxidant, glutathione, in its reduced state. Previous studies have shown that the rate of hyperpolarized [1-$^{13}$C]dehydroascorbic acid (DHA) reduction, which can be measured $\textit{in vivo}$ using non-invasive $^{13}$C magnetic resonance spectroscopic imaging, is increased in tumors and that this is correlated with the levels of reduced glutathione. We show here that the rate of hyperpolarized [1-$^{13}$C]DHA reduction is increased in tumors that have been oxidatively pre-stressed by depleting the glutathione pool by buthionine sulfoximine treatment. This increase was associated with a corresponding increase in PPP flux, assessed using $^{13}$C-labeled glucose, and an increase in glutaredoxin activity, which catalyzes the glutathione-dependent reduction of DHA. These results show that the rate of DHA reduction does not depend only on the level of reduced glutathione, but also on the rate of NADPH production, contradicting the conclusions of some previous studies. Hyperpolarized [1-$^{13}$C]DHA can be used therefore to assess the capacity of tumor cells to resist oxidative stress in vivo. However, DHA administration resulted in transient respiratory arrest and cardiac depression, which may prevent translation to the clinic. ; Work in K.M.
