This chapter aims at complexifying the migration debate in Italy by focusing on the conflict between, on one hand, the cities that expressed solidarity during the 2015-18 refugee reception crisis and, on the other hand, the Government in office in 2018-19. Significantly, port cities have particularly distinguished themselves as welcoming spaces, for the involvement of their civil society in reception support, and their political opposition to the Government's anti-migration stance. Our intention is therefore to identify and analyse the specificities of these places, their unique ethnocultural and political identity, which paved the way for local and more inclusive paradigms of reception. ; Peer reviewed
Contrariamente a quanto avvenuto in Europa negli ultimi quindici anni in molti altri settori dove le reti infrastrutturali possono essere considerati come monopoli naturali e come tali storicamente di proprietà pubblica, il settore idrico in Italia è stato sostanzialmente immune dal processo di introduzione anche parziale di forme di competizione nel mercato fra operatori. Le ragioni di tale difficoltà sono certamente di tipo oggettivo, quali le caratteristiche tecniche ed economiche che rendono molto più difficile la competizione rispetto ad altri settori quali l'energia e le telecomunicazioni, l'elevato valore della rete infrastrutturale rispetto al valore delle risorsa, le implicazioni ambientali associate con l'utilizzo di una risorsa scarsa, ma anche di tipo soggettivo, e cioè il forte coinvolgimento degli enti locali nella gestione del servizio e la sostanziale avversione al suo trasferimento a soggetti privati o comunque terzi rispetto alle amministrazioni. La complessità della gestione del bene acqua è comunque ben presente nella legislazione comunitaria. Il primo considerato della direttiva 2000/60/CE, che istituisce un quadro per l'azione comunitaria in materia delle acque, recita «L'acqua non è un prodotto commerciale al pari degli altri, bensì un patrimonio che va protetto, difeso e trattato come tale». La stessa direttiva, analizzata sinteticamente più avanti, recita altresì al considerato numero quindici «La fornitura idrica è un servizio di interesse generale, come indicato nella comunicazione della Commissione «I servizi di interesse generale in Europa»», Com (281), 1996. A livello comunitario le indicazioni che si stanno sviluppando vanno chiaramente in queste direzioni: «pieno rispetto del quadro comunitario di riferimento su appalti e concessioni se non viene pregiudicata la missione di interesse generale; garanzia di un sistema di regole chiaro e certo; forte attenzione al tema della qualità, della tutela degli utilizzatori e della accessibilità; massima trasparenza delle procedure adottate, con definizione ex ante delle eventuali modalità di compensazione per obblighi di servizio pubblico e di servizio universale; nuove formule di governance per includere i soggetti interessati all'assolvimento della missione del servizio. Il presente rapporto ha come scopo quello di dimostrare che l'applicazione di questi principi nel contesto italiano, nel rispetto della pubblicità e accessibilità della risorsa idrica e della proprietà pubblica delle reti, non deve necessariamente tradursi nella gestione pubblica dei servizi, ma che anzi l'introduzione di elementi di concorrenza possono coesistere con questo assetto e generare benefici per gli utenti. Fra gli elementi di criticità che impediscono lo sviluppo in Italia di un mercato di fornitura dei servizi efficiente e con livello tecnologico comparabile con quello dei Paesi più avanzati il rapporto ne identifica due di particolare importanza. Il primo è la necessità di istituire un sistema di regolazione e controllo indipendente e con forti competenze specifiche, all'interno del quale ridefinire un sistema tariffario efficiente che consenta, anche operando in difesa degli utenti del servizio, l'equa remunerazione del capitale di rischio e della capacità imprenditoriale dell'impresa. L'altro è la possibilità di innovare i meccanismi di finanziamento delle reti infrastrutturali, che permetta anche di ridurre la durata degli affidamenti ed una maggiore competizione nella fornitura dei servizi. In ogni caso qualunque proposta di riforma per essere credibile deve contenere una scelta coerente con il contesto legislativo europeo sulle modalità di finanziamento del sistema, cioè delle aliquote dei costi di investimento e gestione da porre a carico della fiscalità generale e delle tariffe individuali. Il rapporto, partendo da una analisi sulle specifiche caratteristiche della risorsa acqua e sulle modalità che ne regolano l'accesso, descrive successivamente il fabbisogno degli investimenti nelle reti infrastrutturali di settore in Italia, la situazione attuale del settore e le proposte legislative in itinere o presentate. Nei paragrafi finali sono descritte le innovazioni che in quest'ultimo argomento possono essere introdotte nelle modalità di finanziamento degli investimenti e si avanzano alcune proposte la cui introduzione potrebbe contribuire a creare condizioni favorevoli all'auspicabile sviluppo del settore in termini di efficienza economica ed efficacia nella fornitura del servizio. In appendice è infine sviluppato un confronto con altre realtà europee sui sistemi di regolazione e sulle modalità di finanziamento degli investimenti.
En el presente trabajo se analiza un momento de la política universitaria al interior de sus instituciones. Se trata de abordar la realización de la agenda. Ésta es hecha por el Consejo Superior – Órgano máximo de gobierno en la universidad Argentina – Se entiende que la construcción de la agenda, como proceso de selección de temas que deben ser tratados por las autoridades, es importante, ya que en esa selección se refleja una forma de hacer política, y por lo tanto, se pueden observar en ella, tensiones que están presentes en el campo universitario en su conjunto ; In this work we analyze a politics's moment inside of the university. It is to approach the realization of the political calendar. This is made by the Superior Council –Government's, maximum organ in the Argentinian university– We understand that the construction of the political calendar, like a selection of topics that they should be tried by the authority, it is important, since in that selection you reflect a form of making politics, and, therefore, one can observe in it,some tensions that they are present in the university field as a whole.
Comunicación presentada en el Congreso Internacional Interdisciplinar "La ciudad: imágenes e imaginarios" celebrado en la Facultad de Humanidades, Comunicación y Documentación, Universidad Carlos III de Madrid del 12 al 15 marzo de 2018. ; El largo recorrido histórico del concepto de ciudadanía y su evolución gnoseológica ha sido ampliamente analizado por la historiografía en las distintas etapas históricas. Desde el mundo clásico, en la polis griega, conforme al modelo patriarcal, existía la igualdad ciudadana sólo entre la población masculina. Desde la edad media y los primeros liberalismos excluyentes, no sólo en función del sexo, sino también en función de la raza, renta, propiedades, independencia personal o grado "civilizatorio", la problemática del acceso a la ciudadanía política ha sido uno de los grandes temas de la historia de las mujeres y del género y a partir de los años 1990, ha sido estimulada por las movilizaciones en favor de la paridad política. El texto se enfocará, pues, en la evolución del concepto de ciudadanía femenina y feminista en la construcción política e imaginaria de la ciudadanía en Occidente. Nos preguntaremos ¿de qué "ciudadanías" son beneficiarias las mujeres y cómo han sido investidas de un concepto de ciudadanía neutra, tanto en las representaciones como en prácticas políticas? ¿Cómo responden las ciudades al concepto de una ciudadanía inclusiva de los desafíos y reivindicaciones de reconocimiento de las mujeres y de los feminismos? ; The long trajectory of the concept of citizenship and its gnoseological evolution during the different historical stage has been broadly analyzed in historiography. Since the classical world, in the greek polis, according to the patriarchal model, has existed the citizenship equality only among the male population. Since the medieval age and since the earliest form of liberalisms, ―which were not inclusive towards sex, race, income, property, personal independence and the degree of civilizing―, the access to the politic citizenship has always been problematic, indeed one of the most awkward topic in women's and gender history. In the nineties the female participation to the citizenship has been promoted by the mobilizations in favor of equal politic. The text is going to be focused on the evolution of the concept of female and feminist citizenship among the political and imaginary construction of citizenship in the occidental context. We'll wonder to which kind of "citizenships" women are beneficiaries and how has been wrapped in a wrong concept of neutral citizenship, both in the representations whether in political one. How cities answer to the concept of inclusive democracy y to the defiance of the inclusive democracy concept and how cities deal with the vindications for the acknowledgement of women's right and feminisms.
Sebbene il Belgio non sia più tra le principali destinazioni per i migranti italiani, il numero degli arrivi è considerevole se rapportato alle ridotte dimensioni del paese. Dopo un breve excursus sulla lunga storia dell'immigrazione italiana, questo articolo si concentra sulla situazione delle nuove comunità italiane nel paese. In particolare vengono delineati gli aspetti demografici, l'integrazione nel mercato del lavoro con particolare attenzione al settore imprenditoriale, la mobilitazione sociale e politica, la vita culturale e le relazioni con le comunità italiane storicamente presenti. ; Peer reviewed
"The Migrant Crisis and Philosophy of Migration: Reality, Realism, Ethics" is a PhD thesis by Dario Mazzola in the field of Moral and Political Philosophy, Ethics of Migration. The thesis is divided into an introduction, three main sections, two appendixes and general conclusions. The introduction presents the extent, the tradition, and the relevance of philosophy of migration and refuge, on both analytic and historical standpoints. The main body of the thesis is devoted to characterizing and criticizing the migrant crisis, to elaborate a suitable theory to deal with it normatively, and then to defend the right to free movement or open borders in the face of realistic and nationalistic objections. The two appendixes reinforce the argument, while the conclusions resume it and broadly show its implications on methodology and substantial political issues. Chapter one, which constitutes section I, is devoted to the migrant crisis and reconstructs the main problems and dynamics which constitute the phenomenon, mainly by drawing on critical and empirical literature. Chapter II and III, which compose the second section on realism, deal with the tradition of realism and the attempt at elaborating a realistic theory from within migration ethics respectively. Chapter IV and V, the most purely normative component of the thesis, defend the open-borders ideal in the light of the previous presentation of the subject-matter and of the main methodological problems. This is done by reconstructing the critiques to freedom of movement advanced by realists, proponents of freedom of association, and liberal nationalist most relevantly. In conclusion, a threefold ethical arguments defend the right to migration: the presumptive favor for liberty over restrictions, an extended version of the classic open-borders overlapping consesus between main ethical standpoints, and an argument for the integration of the right to free movement with human rights in general. The import and implications of the thesis are read and constrained in the realist(ic) way descrived in section II. Appendix I changes the perspective on the migrant crisis from the abstract to the personal and individual, and does so by showing the relevance of refugee stories to restore empathy and, by doing this, to strengthen social solidarity. Appendix II deepens the thesis that natural law theory would be comprehended within the pro open-borders consensus. In conclusion, with the same qualifications which hold for any other right, and while recognizing its subordination to more fundamental ones such as rights to life or to personal liberty and security, the right to free movement is analyzed, vindicated, and defended, even in the face of the migrant crisis.
Nella presente ricerca si tenterà di affrontare alcuni temi classici del materialismo storico labriolano, i quali, sebbene estremamente noti e — si potrebbe dire — oramai quasi 'canonici' (ci riferiamo nello specifico alle nozioni di 'immanenza' e 'morfologia'), necessitano, a nostro avviso, di essere indagati dal punto di vista della loro 'genesi' concettuale. La formazione filosofica di Labriola, infatti, pur prendendo le proprie mosse da un impiante hegeliano, è stata caratterizzata dall'incontro sia con la filosofia di Herbart, sia con i più importanti esponenti della scuola herbartiana, con la psicologia di Wundt e la filosofia di Lotze, nonché con lo storicismo di Humboldt e di Droysen. Non potendo, in questa sede, tentare di ricostruire l'intero percorso formativo del Labriola, si è preferito focalizzare l'attenzione su alcuni aspetti ben circoscritti. Innanzi tutto, abbiamo ristretto la nostra ricerca soltanto sui due concetti sopra menzionati, tentando di operare una selezione (tra autori e opere) che potesse essere funzionale per la comprensione della genesi 'teorica' di quest'ultimi. Quindi, si è proceduto ad esporre, nelle loro linee generali e in relazione ai temi che ci interessano, il pensiero degli autori scelti, assieme al commento di alcuni testi rappresentativi. Gli autori che ci si è proposti di analizzare nella seguente ricerca sono W. von Humboldt, G. Droysen, H. Steinthal e M. Lazarus, e su tale selezione ci è basati per la struttura della tesi. Si è proceduto a suddividere la tesi in tre parti: la prima, contenente i primi due capitoli, incentrati sulla riflessione di Humboldt e di Droysen, la seconda, contenente il terzo e il quarto, si concentra invece sul pensiero di Steinthal e di Lazarus, nonché sulla nozione generale di Völkerpsychologie, l'ultima, invece, articolandosi in due ulteriori capitoli, analizzerà la nozione di 'immanenza' e 'morfologia' in alcuni testi di Labriola a partire dal 1887, anno a cui risale la famosa 'prelezione' sui Problemi della filosofia della storia, nella quale la riflessione teorica sulla storia assume per la prima volta una forma più sistematica e compiuta. Le tre parti, inoltre, sono anche il risultato di una suddivisione 'tematica' del lavoro. Si è preferito, infatti, non soltanto operare una divisione 'per autori', ma cercare di conciliare quest'ultima con una divisione per 'temi': la prima parte, dunque, si concentrerà, in particolar modo, sulla nozione di 'immanenza' in Humboldt e Droysen, la seconda, invece, cercherà, prendendo le mosse dal concetto di 'morfologia', di mostrare come tale problematica si articoli nei testi di Steinthal e di Lazarus, tentando di far emergere quegli aspetti della questione che poi saranno utili per costruire un 'bagaglio' teorico che possa permettere di affrontare geneticamente i testi di Labriola. L'ultima parte, infine, può esser considerata come una 'sintesi' delle prime due, in quanto ciò che è stato detto sui problemi dell'immanenza e della morfologia nei capitoli precedenti, tenterà di esser rintracciato nei testi di Labriola, cercando di mostrare se, e come, sia possibile istituire una continuità teorica a convalida della selezione di autori, opere e tematiche che è stata operata in vista della presente ricerca. Riguardo al 'metodo' seguito nel corso del lavoro, vista la grande importanza che è stata conferita all'analisi dei testi, le 'derivazioni teoriche' e le 'influenze' sono state colte anche nel loro carattere implicito. Ciò significa che, nella prospettiva del presente lavoro, si è cercato di allineare il nostro punto di vista con quello del filosofo di Cassino, tentando di individuare quegli spunti e quelle tematiche che possano aver contribuito a dar forma compiuta alla sua peculiare concezione della storia e del materialismo storico. Questo vuol dire, ancora, che tra gli autori presi in considerazione e Labriola non si istituisce una 'discendenza' diretta, bensì un'influenza di tematiche e problemi che, vista la multiforme formazione del cassinate, possono essere stati determinanti per la risoluzione e la definizione di ben determinati aspetti concettuali della sua opera e della sua riflessione storica, filosofica e politica.

Justo, en torno a quien se estructuró un núcleo dirigente de fuerte cohesión que rigió los destinos del Partido por décadas, definiendo los rasgos principales de la identidad socialista -su moderación, el predominio de la acción electoral y parlamentaria, la centralización de la estructura organizativa, el aislamiento frente al resto de las fuerzas del sistema político-, rasgos que fijaban una clara frontera que los distinguía de otros actores de la época: anarquistas, radicales, conservadores, etc. En esta Tesis Doctoral analizamos el proceso de constitución de la identidad socialista abordando las intervenciones públicas a través de las cuales sus principales referentes definían aliados y enemigos. Large scientific attention has been devoted to the role of cultural and artistic practices in the society, the impact they can have on social groups, their function to help, empower, advocate for, transform and change both minority groups and the mainstream. While endeavoring to have such practices recognized as socially impactful, scholars warn against considering everything as being socially engaged. The core of this debate lies in the tension between the concepts of "art for art's sake" and "art for non-artistic outcomes". This tension is evident in different instances that we will highlight and discuss in this paper. It is the case of artistic performances or art pieces that are considered to be socially engaged and meet the criteria of different forms of social action, but were not intended to be such by the artist. Similarly, those practitioners (eg : professional artists, art teachers, facilitators, or trainers) who provide the structural and relational means and conditions for creative processes to take place, are also often identified as socially engaged. The assignation of a social intention is even more common in the case of artists and creators who are members of minority groups or have strong ties with a specific local community and geographic locality. As such, these artists are often assumed to be activists in support of a cause for their group and/or place. In all these instances, cultural and artistic practices are considered as political acts. These categorizations warrant further investigation. In this paper we will explore the utility of the theoretical underpinnings/definitions of what constitutes social action through the arts when it comes to accidental activists. We propose this category to identify art practitioners who did not intend for their work to have a specific social impact and political function. We will employ examples of music artists with a migrant background or from specific urban settings in order to better understand the role of artistic intention in the categorization of socio-political activism. ; Peer reviewed
Neapolitan neomelodica music is popular among listeners in Southern Italy and abroad. Its contents and aesthetic qualities are depicted as a sign of cultural degradation or as an expression of the criminal culture characterising, as the cliché would have it, Naples' marginalised underclass. The dominant paradigm in journalistic and criminological analyses describes its scene as mostly unprofessional and largely embedded in a mafia-run entertainment circuit through which Camorra members reinforce their popular consensus and economic domination over local communities. The aim of this article is to deconstruct this dominant view by using an ethnographic approach to analyse several case studies of neomelodica music. The pre-existing literature mostly criticises moral and cultural aspects of the phenomenon, while the public debate tends to misinterpretate and underestimate the real dimensions of neomelodica music as a professionally organised and structured cultural business. The unrecognised status of neomelodica music complicates a more articulated view of its political-economic modes of functioning and on the role played by dominant criminal actors in the field. This article concludes that, rather than being a product of an endogenous degenerate local political economy, the informal and illicit aspects of the neomelodica business can be read as the consequence of its marginalisation in the Italian cultural landscape and entertainment industry.The aim of this article is to deconstruct this dominant view by using an ethnographic approach to analyse several case studies of neomelodica music. Known as manna ashes, some local varieties of Fraxinus ornus L. and F. angustifolia Vahl (Oleaceae) are cultivated for extracting the manna, a product rich in mannose which is useful under both pharmaceutical and nutraceutical aspects. As wild plants in Sicily these ashes participate in diversifying evergreen and deciduous oak woods as well as other forest communities at the watercourse borders, together with several species of Salix, Populus and Ulmus, particularly in the hills. Cultivation of manna dates back to ancient times in Sicily and elsewhere and ash groves were increasingly spread up to the half of last century. Then, the culture had a progressive decline due to the abandonment of land and its gradual replacement by other crops. Most of the surface formerly occupied by ashes is now uncultivated and therefore also exposed to recurrent fires. As a consequence even the rich varietal heritage, documented by detailed monographs, went partially lost, although recently have not missed a revival of the local scientific community.In the face of the many thousands hectares occupied by these crops in the past, now residual plantations are confined in just a few hundred hectares in the territories of Castelbuono and Pollina (province of Palermo), in the northern side of the Madonie mountains. In this area the plant landscape had been strongly characterized by the ash groves, that besides acted an efficacious hydrogeological protection. At present, despite the progressive loss, the cultivation of manna ashes could still play an important role in the local economy. Therefore, in order to preserve all social, cultural and even biological values as well the landscape, it was proposed to establish a natural reserve of the manna ashes some decades ago; but that suggestion was later abandoned after the Madonie natural Park was estasblished. Nevertheless the Park has not, over the years, affected concretely the further abandonment of ash groves and the protection and conservation of the related landscape. Recently, the Sicilian Regional government has adopted some measures aimed at supporting farmers for replanting ash groves: these are active conservation initiatives for the produc- tion of manna. Here we find it useful to propose even passive measures such as reforestation like those implemented elsewhere in the province of Palermo with good results for the envi- ronment and landscape. Other initiatives, that could not be postponed, concern vocational training as well as research and conservation of ash varieties germplasm to be grown in specific arboretums such as those already implanted in the fields of the agricultural schools at Castelbuono (Palermo) and Mussomeli (Caltanissetta) and in the experimental plantations at Sparacia (Caltanissetta), SAF Department of the Palermo University.

The refugee question occupied centre stage at every political debate in Europe since 2015. Starting from the "long summer of migration", the polarization of opinions and attitudes towards asylum seekers among citizens of the European Union has grown increasingly. The divergence between hospitality and hostility has become evident in political reactions as well.The focus of this book is on this polarization, on the positive and negative attitudes, representations and practices, as well as on the interactions, at the local level, between majority populations and asylum seekers in the context of the 2015–18 reception crisis.This book has three objectives. First, it intends to examine public opinion towards asylum seekers and refugees through a European cross-national perspective.Second, it explains the public opinion polarization by focusing on pro- and anti-migrant mobilization, and investigating the practices of hospitality and hostility in local communities.The third objective is to understand asylum seekers' and refugees' own perceptions of receiving countries and their asylum systems. These issues are specifically debated in the Belgian case.
