It is said that parliamentary democracy is in crisis. As a manifestation of the crisis is the dilemma concerning parliamentarian's responsibility to the voters. The imperative mandate idea is a potential response to the problem. The author analyzes the pros and cons of this form of mandate and speculates how its regulation could look. Last but not least, an answer to the question: is the imperative mandate a proper solution in the contemporary constitutional system, especially if it is a better alternative than the regular one. ; Spotyka się pogląd, że demokracja parlamentarna jest w kryzysie. Za jeden z tego kryzysu przejawów można uznać problem z odpowiedzialnością parlamentarzystów przed ich wyborcami. Odpowiedzią na to może być koncepcja mandatu imperatywnego. Autor rozważa w artykule zalety i wady takiego rozwiązania, spekulując również na temat tego, jak regulacja tegoż mandatu mogłaby wyglądać, a także podsumowując odpowiada z uzasadnieniem na pytanie, czy we współczesnych realiach jest to lepsza alternatywa wobec dominującej koncepcji mandatu wolnego.

Проблема ответственности парламентариев перед своими избирателями может рассматриваться как одно из проявлений этого кризиса. Ответом может стать концепция императивного мандата. Автор рассматривает преимущества и недостатки такого решения, а также рассуждает о том, какое могло бы существовать возможное регулирование такого мандата. В заключение он отвечает на вопрос, является ли императивный мандат в современной реальности лучшей альтернативой доминирующей концепции свободного мандата.

Działalność Wincentego Priessnitza, Sebastiana Kneippa oraz prof. Wilhelma Winternitza sprawiła, że w XIX-wiecznej Europie ogromną popularnością cieszyła się hydroterapia. Powstawały nowe uzdrowiska oraz zakłady wodolecznicze, "bywanie u wód" stało się modne w coraz szerszych kręgach społecznych. Proces ten miał miejsce również w Galicji, czego najlepszym przykładem był Lwów. Miasto to przed I wojną światową było ośrodkiem metropolitalnym, siedzibą galicyjskiego Rządu Krajowego, miejscem, w którym rozwijały się różne kierunki kultury społecznej. Prowadzona była działalność w zakresie opieki zdrowotnej mieszkańców, sportu i rekreacji. Prężnie rozwijały się zakłady wodolecznicze, gimnastyczne oraz ortopedyczne. Opracowanie powstało w wyniku dokonanej kwerendy materiałów źródłowych pochodzących z Centralnego Państwowego Archiwum Historycznego Ukrainy we Lwowie, Zakładu Narodowego Ossolińskich we Wrocławiu oraz fachowych czasopism medycznych i prasy codziennej ukazującej się w dobie galicyjskiej. W oparciu o dokonaną analizę wytworzona została narracja, w której udzielono odpowiedzi na podjęty problem skierowany na ukazanie początków wodolecznictwa we Lwowie przed 1914 r. W opracowaniu zwrócono szczególną uwagę na przedstawienie prekursorskich metod wodolecznictwa, fizykoterapii i masażu oraz różne formy gimnastyki leczniczej, jakie miały miejsce w lwowskich zakładach wodoleczniczych. Wnioski, jakie wynikają z analizy materiałów źródłowych dowodzą, że wodolecznictwo we Lwowie, szczególnie w sanatoriach Kisielka i Maryówka, miało znamiona kompleksowej rehabilitacji, a swoim poziomem nie odbiegało od ówczesnych renomowanych europejskich sanatoriów. Działalność opisywanych zakładów miała charakter prekursorski w rozwoju fizjoterapii, balneologii, medycyny fizykalnej, a w kolejnych latach stanowiła podstawy do powstania rehabilitacji w Polsce. ; Abstract: It is due to Vincent Priessnitz, Sebastian Kneipp and prof William Winternitz that hydrotherapy enjoyed great popularity in the nineteenth century Europe. New spas and hydrotherapy facilities were created, "frequenting the waters" became a buzzword in ever widening circles of society. This process also took place in Galicia, and the best example was Lviv. This city before World War I was a metropolis with the seat of the National Government of Galicia, a place where different branches of social culture were developed. Much activity was observed in the area of public health, sport and recreation. Hydrotherapy centers, gyms and orthopedic clinics were developing dynamically. This article is the result of exhaustive study of the source materials from the Central State Historical Archive of Ukraine in Lviv, the Department of the Ossolinskis National Institute in Wroclaw, numerous medical journals and newspapers which appeared in the Galicia period. Based on the analysis of all available materials we produced this narrative showing the beginnings of hydrotherapy in Lviv before 1914. The paper pays particular attention to the presentation of pioneering methods of hydrotherapy, physiotherapy, massage and various forms of physiotherapy, which were practiced in Lviv hydrotherapy facilities. The conclusions arising from the analysis of source materials show that hydrotherapy in Lviv, especially in sanatoriums Kisielka and Maryówka, had markings of rehabilitation and their levels did not differ from the then renowned European spas. Activity of the above mentioned institutions was pioneering in the development of physiotherapy, balneology, physical medicine, and in subsequent years was the basis for the establishment of rehabilitation in Poland.

Przedmiotem niniejszego opracowania jest przedstawienie obecnie obowiązującego stanu prawnego w Polsce dotyczącego rozszerzenia uprawnień pielęgniarek i położnych o możliwość wypisywania recept. Zgodnie z nowymi przepisami pielęgniarki i położne będą mogły wystawiać recepty od 1 stycznia 2016 roku na podstawie uchwalonego projektu ustawy, wniesionego przez rząd. Ponadto przedstawiono krótką charakterystykę doświadczeń innych krajów. Funkcjonowanie systemu wypisywania recept przez pielęgniarki zostało omówione na przykładzie 10 państw: Irlandii, Wielkiej Brytanii, Holandii, Szwecji, Stanów Zjednoczonych, Botswany, Australii, Nowej Zelandii, Kanadzie i Republiki Południowej Afryki. Pozytywne doświadczenia innych państw w przedmiotowej kwestii mogą służyć jako przykład utworzenia i doskonalenia rozwiązań w Polsce. ; The aim of this paper is to demonstrate a current legal status in Poland in reference to expanding the scope of practice of nurses and midwives to writing prescriptions. According to the new regulations, nurses and midwives will be able to write prescriptions from 1 January 2016 on the basis of a bill motioned by the government. Additionally, there was included a brief characteristic of experience of other countries in that matter. The functioning of the system of writing prescriptions by nurses has been discussed based on example of 10 countries: Ireland, Great Britain, the Netherlands, Sweden, The United States, Botswana, Australia, New Zealand, Canada and Republic of South Africa. Positive experience of other countries in this subject may serve as an example for creating and developing such solutions in Poland.

Id, ego and superego deficit in a psychological image of the protagonists of ″Jealousy and Medicine″ by Michał Choromański Jealousy and Medicine – a novel by Michał Choromański, published in 1933, evidently breaks out of the convention of psychological realism thriving on the achievements of behavioural psychology, dominant in the interwar period. Choromański's work is an innovatory experiment on composition and thought; the world shown in the novel resembles a psychotic maligna or oneiric vision. The whole novel prompts interdisciplinary research using psychoanalysis of Sigismund Freud, Charles Mauron's psychocritical method, being a transformation of classical Freudian psychoanalysis (with Otto Rank's modifications), contemporary psychology of a creative process and the methodologies of psychological research which are accepted and occasionally used by contemporary literary studies. Choromański's novel is deemed the most discerning studium of jealousy in interwar literature.

The text points out the need for significant changes in the disability policies, which result from the paradigm shift from medicine to social issues. Three theoretical approaches are presented and briefly discussed, which might be helpful when analyzing the public policy towards disability and eventually be used when reformulating it. First, the biographical approach and the trajectory of everyday life are presented. Then, the problem is discussed in the context of the social exclusion followed by the analysis of the public policies from the perspective of the expected failure. Finally the text presents the differences between social and public disability policies and points out the advantages of the approach typical for public policy-related sciences.

Progress in medical sciences, biomedical engineering and medical robotics provided rehabilitation robots – novel solution regarded as more effective than traditional forms of rehabilitation. Use of rehabilitation robots, despite they are at the beginning of their development, is wide discussed from medical, social, economical and ethical points of view. Paper aims at analysis the extent to which current possibilities in this area are exploited, including chances and threats.
Publikacja współfinansowana przez Uniwersytet Śląski w Katowicach ; The presented book explores the influence of TV political advertising on political images of candidates competing in the 2015 presidential election in Poland. The primary aim of analysis is to verify if campaign spots affect the perception of political images of candidates and emotional attitude towards them. For this purpose, the empirical research (N=507) to check the reactions to campaign spots among voters was carried out. The presented study was proceeded according to the quasi-experimental research design between 4th and 8th of May 2015 (one week before the first round of the 2015 presidential election in Poland). The study sample included students of international security, internal security, European diplomacy, journalism and social communication, European studies, foreign language studies, physiotherapy, medicine, political studies and sociology from six universities: University of Warsaw, University of Wrocław, University of Silesia in Katowice, University of Economics in Katowice, Medical University of Silesia and Silesian University of Technology. The study involved three stages. First, the group of participants anonymously filled in a study questionnaire (pretest), including questions concerning their interest in politics, political preferences, ideological self-identifi cations, level of political alienation, evaluation of political images of the candidates competing for the office of the head of state and emotional attitudes to them. The instruments used in the study were feeling thermometers and semantic differential scales. Afterwards, the participants were shown randomly chosen campaign spots of each running candidate (in each group, the order of the candidates was also chosen randomly), acting as a stimulus that could potentially change the reactions to the analyzed politicians. After watching the ads of each candidate, the third stage of the study followed, in which the participants filled in a posttest referring to the political image characteristics and their emotional attitudes to the candidate.

European Association for Palliative Care (EAPC) i s a scientific society, which brings together several thousand people involved in various forms of activity in palliative care - including representatives of the medical & social fields, but also the spiritual carers, volunteers and family carers (www.eapcnet.eu). Currently EAPC members are the representatives of 56 organizations from 32 European countries. Poland is represented by: Polish Society of Palliative Medicine, which brings together mainly physicians and Polish Society of Palliative Care, bringing together nurses and other professionals as well as other staff and volunteers palliative and hospice care. The expression of a broad educational activity of the EAPC are held every two years, the world congresses. Fourteen was held on 8-10 May 2015 in Copenhagen under the theme Building Bridges. Infact those days helped to buildi bridges between different groups and representatives of many disciplines, cultures, regions and continents in response to new challenges in palliative care. The congress was attended by over 3,000 representatives of many countries in Europe and the world, including a group of professionals in various fields form Poland. This report presents the Polish threads 14th World Congress of the EAPC in Copenhagen, with medical issues, as well as volunteering, social education and involvement of prisoners in palliative care. ; European Association for Palliative Care (EAPC) to założone prawie 30 lat temu towarzystwo naukowe, które obecnie zrzesza kilka tysięcy osób zaangażowanych w różne formy aktywności w medycynie paliatywnej – m.in. przedstawicieli świata medycznego, pracowników socjalnych, ale także opiekunów duchowych, wolontariuszy i osoby, które przebyły chorobę nowotworową (www.eapcnet.eu). Obecnie członkowie EAPC to reprezentanci 56 organizacji z 32 krajów Europy. Polskę reprezentują: Polskie Towarzystwo Medycyny Paliatywnej, które zrzesza głównie lekarzy, oraz Polskie Towarzystwo Opieki Paliatywnej, zrzeszające zarówno lekarzy, jak i pielęgniarki oraz innych pracowników i wolontariuszy opieki paliatywno-hospicyjnej. Wyrazem szerokiej aktywności edukacyjnej EAPC są organizowane co dwa lata światowe kongresy. Czternasty odbył się w dniach 8–10 maja 2015 r. w Kopenhadze pod hasłem Building Bridges, budowania mostów między różnymi grupami i przedstawicielami wielu dyscyplin, kultur, regionów i kontynentów w odpowiedzi na kolejne wyzwania opiekuńcze w opiece paliatywnej. W kongresie uczestniczyło ponad 3000 przedstawicieli wielu krajów Europy i świata, w tym także grupa profesjonalistów różnych dziedzin z Polski. W niniejszym sprawozdaniu przedstawiono polskie wątki 14. Światowego Kongresu EAPC w Kopenhadze.
