The Social Welfare Research Centre at the University of New South Wales organised a seminar entitled 'The Poverty Line: Methodology and Measurement' to which were invited interested academics and representatives of government departments and welfare agencies. Three papers were presented at the seminar and they are reproduced in the following pages of this report.
The paper analyzes J. K. Galbraith's new vision of the economic system of the U.S.A., seen as an example of popular institutionalist thinking. Such a critique seems important because of Galbraith's claim to a closed and complete doctrine ana because of the growing influence of his vulgarized economics. An examination of his methods discovers deficiencies of the systemic approach, obscurities in concept formation, arbitrary formulations of behavioral theories, purely persusive modes of argumentation and techniques of immunization against contrary evidence. An analysis of his system of political economy shows that it lacks a genuine theory of the state and a truly consistent explanation of inequalities of power. So his programme of reforms and of measures of economic policy rests upon rather weak methodological and theoretical foundations. ; Als eln Beispiel popularisierenden Institutionalismus wird J. K. Galbraith' jüngste Gesamtschau des Wirtschaftssystems der U.S.A. einer kritischen Analyse unterzogen. Die Bedeutung einer Kritik ergibt sich aus Galbraith' Anspruch auf eine geschlossene und vollständige Doktrin sowie aus dem Einfluß, welchen diese neue Art von Vulgärökonomie zu gewinnen scheint. Die Untersuchung seiner Methoden ergibt Mängel der systematischen Totalbetrachtung, Unklarheiten der Konzeptualisierung, Willkürlichkeiten bei der Aufstellung von Verhaltenstheorien, rein suggestive Argumentationsstrukturen und Techniken zur Immunisierung der Aussagen gegenüber falsifizierenden Erfahrungen. Inhaltlich zeigt sich, daß in Galbraith' politischer Ökonomie eine eigentliche Staatstheorie ebenso fehlt wie eine konsistente Erklärung der ungleichen Machtbeziehungen. Auch sein Programm von Reformen und wirtschaftspolitischen Abhilfen erweist sich entsprechend als methodisch und theoretisch schlecht abgesichert.
The concept that a model of the methodology of technology transfer and utilization has two major subdivisions, formal vs informal communications, is discussed briefly. Some literature support for the informal communications aspect of the model of the methodology of technology transfer and utilization are presented. An in depth analysis is made of one of the informal elements of the model, 'linker-stabilizer behavior.' The analysis is based on two studies of technically trained personnel; one, Naval Officers, and the Second, Government Service Employees. The thrust of the analysis and the conclusion seem to indicate strongly that the commonality of the technical training is more dominant than the decision to be a Naval Officer or a Government Service Employee. The case study investigated was the 208 water quality planning conducted in the Ashley Valley, around Vernal, Utah. The region is expected to urbanize rapidly due to energy development on adjacent state and federal land. The water quality planning was being conducted in the absence of substantial prior land use planning. A method is developed in the thesis for evaluating plans and methodologies. The method utilizes preformulated evaluation criteria to analyze structure and function of the methdology, political context, informational inputs, limiting factors, trigger factors, causeeffect relationships, and impacts of methodology on planning recommendations. The criteria collected from the literature and agency guidelines are consolidated into an evaluation model. Data were collected through field interviews, on-site inspection, and examination of workplans, critical path charts and plan documents. The planning was well conducted overall. However, the water quality planning methodology did not maximize the utilization of land use information, nor did it integrate the available land use information into the analysis as fully as possible. Utilization of land use information could have been increased through greater emphasis on land use in the original workplan, more guidance to staff through specification of land use analysis subtasks, tighter coordination of staff, and consideration of a broader range of alternative scenarios. The cursory nature of the land use analysis limited the number of alternative land use patterns identified. This in turn limited the number of potential pollution sources identified. The local political context discouraged serious consideration of some alternative land use patterns, and the use of land use controls as a management strategy.
From the point of view of Marxist methodology of social theory, the state is an external manifestation of economic relations objectively preconditioned by class society. Therefore the atrophy of the state is an objective development related with the extermination of legislative confirmation of these economic relations. The opposing of the Marxist conception of the atrophy of the State and actual experience of socialism is typical of anti-Marxist and revisionist theories. This approach is based on idealist methodology of social theory. ; Straipsnyje nagrinėjami metodologiniai valstybės nunykimo teorijos klausimai. K. Marxas ir F. Engelsas sprendė valstybės kilmės bei esmės problemą, atskleisdami valstybės istoriškumą, parodydami, kad ji susijusi su klasine visuomenės struktūra. Jie konstatavo, kad sukūrus beklasę visuomenę, valstybė taps nereikalinga ir nunyks. Marksistinės metodologijos požiūriu, valstybės nunykimas yra objektyviai sąlygotas procesas. Bet koks šio proceso ignoravimas turi subjektyvumo elementų. Valstybė – tai būtinų klasinės visuomenės ekonominių santykių išorinė išraiška. Jos nunykimas yra susijęs su ekonominių santykių teisinio reguliavimo pakeitimu komunistine savivalda, todėl šis procesas negali būti formaliai paaiškintas. Valstybės nunykimas ir komunistinės savivaldos susiformavimas reiškia politinės visuomenės organizacijos tapimą nepolitine. Komunistinės savivaldos visuomeninių institutų problema yra praktinė problema. Antimarksistinėms ir revizionistinėms teorijoms būdingas marksistinės valstybės nunykimo teorijos priešpriešinimas socializmo praktikai ir todėl yra susijęs su idealistine socialine metodologija.

Los antropólogos que trabajan conforme al postulado de que la realidad social debe ser explicada en función de su morfología cultural, o por la forma de ordenarse y distribuirse sus componentes, y con independencia del origen de los elementos culturales que se estudian, son considerados estructuralistas. En la antropología estructural predomina el criterio de que el método científico es, sobre todo, una racionalización de la realidad, un entendimiento de la misma por medio del estudio de la razón existente en las cosas y en los símbolos que emplean los hombres para comunicarse, cosas y símbolos que, asimismo, se interpretan como claves para relacionarse con el mundo y con los seres humanos en particular. Estas comunicaciones tienen su significado específico y universal, y el antropólogo estructural busca establecerlas por medio del análisis de la forma de relacionarse unas con otras. El significado de las comunicaciones entre elementos se considera equivalente a su funcionalidad relativa dentro de cada razón cultural o programa para la acción social. En principio, el estructuralismo tiene su crítica dentro de la misma ciencia, que es el lugar donde se corrigen y depuran las posibilidades de los conceptos y de los métodos. Cualquiera que sea esta crítica, lo que aquí no cabe es identificar el método estructural con una actitud política informada por la ideología del statu quo o equilibrio estático, como ha querido definirlo LEFEBVRE (1966, 81), pues que su única clase de comportamiento refiere a un modo de investigar sincrónicamente la realidad. No es tampoco una teoría de la cultura. Es, sobre todo, un método basado en el supuesto de que la explicación de la conducta humana debe apoyarse en el desenvolvimiento de construcciones Iógico-inductivas capaces de mostrar cuáles son los principios y las reglas de un sistema cultural, en cada caso perceptibles en el comportamiento social y en las razones de este comportamiento. Por tanto, este método no establece necesariamente crítica sobre las condiciones, buenas o malas, de la organización institucional de una cultura. Más bien establece análisis sobre las relaciones de sus elementos para el objeto de producir una comprensión de su estructura real. El problema que debemos considerar aquí no consiste, pues, en determinar si un estructuralista es o no partidario del orden sociopolítico de que se ocupa. Por el contrario, se trata de saber si es o no suficiente el conocimiento que obtenemos de la realidad descomponiéndola en elementos y despojándola de su carácter de proceso irreversible. La razón analítica propuesta por el método estructural no consiste, por añadidura, en orientarse hacia una crítica de las instituciones. No propone una actitud política, sino más bien una actitud científica. La actitud politica corresponde formularla en el seno de otro nivel de actuación: en el de la misma praxis social, o en el de la crítica o aprobación moral de la estructura institucional de la sociedad, o de una sociedad en concreto. Éste no es el caso cuando el método busca saber sólo cómo es un fenómeno, y no cómo debe ser. El nivel del deber ser (cf. ESTEVA 1957-a, 421 y SS.) pertenece a la acción política y a la filosofía social, pero no es propiamente el de la ciencia considerada como un medio de objetivacibn de la realidad. El método estructural existe como un uaso necesario de aquella clase I de investigación que se propone describir y explicar el comportamiento de conjuntos. Exige una cierta capacidad para la clasificación y para el análisis, y tiende a explicar más la realidad en función de lo que constituyen sus reducciones racionales, que en función de lo que es el mismo proceso pluricausal. En este sentido, la explicación estructural es racional. Aquí procuraremos considerar lo que son propiamente las inclinaciones del método estructural en Antropología, y asumiremos su problemática en el mismo curso de las cuestiones aue trataremos. This report describes an experiment in which military officers used voice recognition equipment to verbally enter commands to a computer network similar to that of a command and control center, or a shipboard information center. Results suggest that voice input can result in faster operation and fewer errors for such activities and give the operator more time to do other things. This paper analyzes, from a theoretical-methodological perspective, the processes of political change that have taken place or seem to have taken place in Latin America since the late 1970s, frequently defined as democratization (or redemocratization) processes. In this context, the factors that provoke, favor or accelerate such processes are of interest, without ignoring the opposing forces that delay, divert or totally impede democratization. Our interest in analyzing the processes and structures of political change is scientific and political at the same time. The political interest is centered on the democratic opening of authoritarian regimes, the most generalized form of political domination in Latin America in the 1970s. ; En el presente trabajo se analiza, en perspectiva teórico-metodológica, los procesos de cambio político que se han operado o parecen haberse operado en Latinoamérica desde fines de la década del 70, definidos frecuentemente como procesos de democratización (o redemocratización). En este contexto interesan los factores que provocan, favorecen o aceleran tales procesos, sin pasar por alto las fuerzas opuestas que retardan, desvían o impiden totalmente la democratización. Nuestro interés en analizar los procesos y estructuras del cambio político es científico y político a la vez. El interés político se centra en la apertura democrática de regímenes autoritarios, forma de dominación política más generalizada en la América Latina de los años 70.
This article will demonstrate the Supreme Court's inability to develop an objective methodology to derive and apply fourth amendment principles under either the traditional probable cause approach or the balancing approach. A detailed analysis of traditional probable cause will reveal that its premises are ultimately subjectively derived? This examination will also show that returning to traditional probable cause would necessitate resurrecting the unrealistic premise that an individual's privacy interest is always outweighed by the government's interest in searching if the authorities meet a static standard of probable cause. The article will then discuss the advent of the balancing approach and the new set of fourth amendment premises adopted by the Court. In addition, a consideration of these new assumptions about the nature of fourth amendment protection and how they have affected the traditional probable cause requirements will highlight the differences between the two approaches. Finally, the article will focus on the inadequacies of the "sliding scale" methodology the Court has used under the balancing approach and suggest several different theories of the fourth amendment's substance.
